3 days 6th triennial conference of Baptist Women Fellowship concludes Staff Reporter Pasighat, Oct 18 : A 3 days long 6th triennial conference of Baptish Women Fellowship of North East India with the theme: ‘Arise & Shine’ was held here at Adi Baptist Union Mission Centre, Pasighat under Arunachal Baptist Church Council concluded on last Sunday with huge turn up of believers from all across North-East.

While briefing about the conference and its achievement, Adi Baptist Union Women Department Secretary Kenjir Kakki and Arunachal Baptist Church Council Women Department Secretary, Gobi Kamsi said that, role of women in society, family etc was widely emphasized in the speeches.

UNESCO’s DirectorGeneral condemns murder of reporter Yaqoub Sharafat in Afghanistan Paris, Oct 18: The DirectorGeneral of UNESCO, Irina Bokova, today called for an investigation into the killing of local broadcaster Yaqoub Sharafat in the city of Qalat in the south of Afghanistan.

“I condemn the murder of Yaqoub Sharafat,” the Director-General said, “and I call on the authorities to investigate this crime. Violence against media workers undermines freedom of expression and press freedom, challenging democracy and rule of law.”

Sharafat, a reporter for public broadcaster Radio Television Afghanistan, was shot by unknown assailants on 16 October. The Director-General of UNESCO issues statements on the killing of media workers in line with Resolution 29 adopted by UNESCO Member States at the Organization’s General Conference of 1997, entitled “Condemnation of Violence against Journalists.” (Agencies)

“Most of the victims were in the first floor ICU of SUM Hospital,” a doctor at the Capital Hospital said.

The condition of most patients shifted to different hospitals across Bhubaneswar and Cuttack was stated to be steady, even as one person died at AIIMS, Bhubaneswar, on Tuesday morning.

Earlier, after verification, the death toll was put at 19 by the Odisha government on late Monday night.

Patnaik, who visited AIIMS, Bhubaneswar, and AMRI Hospital in the morning, said patients were recovering well.

As many as 105 patients were getting intensive care treatment at nine hospitals.

Mr. Patnaik described the mishap as “very tragic“. He ordered an inquiry headed by a revenue divisional commissioner into the incident.

According to sources, the tragedy occurred due to suffocation as the smoke spread in most of the wards soon after the fire. Most of the victims, who were on oxygen support, died.

Power tariffs to go up in state: Assam Power Minister ET Bureau Guwahati, Oct 18

Power minister Pallab Lochan Das on Tuesday stated that the power tariffs in the state may be hiked soon as state sector power utility Assam Power Distribution Company Limited (APDCL) is facing crisis because of its debt of around Rs 265 crore.

Tengakhat College campus under CCTV surveillance ET Correspondent Dibrugarh, Oct 18: The Tengakhat College has installed Closed Circuit Television Cameras (CCTV) to ensure the safety of staff, students and visitors and also for the protection of property and buildings.

Cameras are monitored on a continuous basis and supported by recordings that are kept for a limited time in the event of the need arising to investigate any untoward incidents.

There are approximately 15 cameras in the network covering the complete campus and they are operated in an open surveillance manner that is, there are no hidden surveillance cameras. There is also appropriate signage installed to advise that surveillance cameras are in use.

All CCTV surveillance is conducted in accordance with the Workplace Surveillance Act 2005

Bhargav Dutta’s project titled “Preservation technique of Potato destroying Moth without hampering the environment” and Dikshamani Saikia’s project—“A Model for multiple utilization of energy in domestic kitchen” have been chosen for participating at the National Level Children Science Congress to be held at Maharashtra.

Bhargav and Dikshamani represented Lakhimpur and Nagaon districts respectively.

In the four-day conclave the highest projects were presented by participants of the district of Tinsukia.

He added the reason for it is that people in Tinsukia are working at grass root level.

A feedback session was held in the presence of the dignitaries where the participants shared their experiences during the four day conclave.

New office-bearers of AASKSU take oath A Staff Reporter Dibrugarh, Oct 18: The oath taking ceremony of the new office bearers of All Assam Sonowal Kalahari Students’ Union (AASKSU) was held at Sapornoo Kendriyo Vidyalaya on Monday.

Former AASKSU president Lalit Sonowal in his speech requested the new executive committee to initiate steps to make students of the community at par with the students of other communities. He suggested organizing workshop at district as well as regional level for strengthening the organizational set up.

tive members beside newly elected president Devananda Seleng and General Secretary Raju Sonowal. Lady Doctor hit by miscreant youth creates sensation in Jorhat ET Correspondent Jorhat, Oct 18: A lady veterinary doctor of Jorhat Veterinary Hospital was hit by a hoodlum in the broad day light creates sensation in Jorhat today. The incident took place when Ankur Shankar Pathak of Nauboisa area of Jorhat went to Jorhat Veterinary Hospital, as he needed a sign from a vet doctor to process a loan from NABARD. At that time, Dr. Minaxi Kalita, who was on duty, had an argument with Pathak.

"I was doing my duty, suddenly a youth entered my office and said that he needs a signature of mine for some Project" said Dr. Minaxi Kalita.

"But suddenly, the youth started to act maniacally and hit me" added Minaxi Kalita.

Sooner a due chaos of public gathered and nabbed the miscreant youth and handed over to Jorhat Police.

Suicide drama of Jorhat ended in ease at last ET Correspondent Jorhat, Oct 18: At last two hours of a speechless suicide drama ended in ease at Jorhat. The whole scenario of the drama centered with Pallavi Nayak, an eighteen years old maid. On Monday around 11pm some people of Jail Road area noticed a girl walking in sun shade of a three storied building.

The public came to know about the intention of the mysterious girl and called the police.

"We saw a girl walking abnormally in the sun

shade of a three storey building, " said one of the public who witness the whole drama. " We called the police, as it seemed that her intentions were not good", said Nekib Rehman of Jail road.

Police and fire brigade arrived at the spot and tried to convince the girl to come down.

“We tried our level best to convince her but in vain", said Kamal Rajbonshi, Officer in Charge of Jorhat Police Station.

"So we prepared our-

selves to rescue her if she jumps" added the Officer in Charge.

After a tragic drama for two hours, the eighteen years old girl jumped from the building and dropped in the roof of another hut nearby. Surprisingly, with some scratches she was fit and fine. She was immediately shifted to JMCH. The girl was recognized as Pallavi Nayak of Lung Chang Tea Eastate of Chapanala of Nawgaon district, who was working as a maid of a State Bank employee.

Assam: Satra land in Barpeta district to be freed from encroachers PTI Barpeta, Oct 18: Barpeta Satra land and that of all other Satras (16th century Vaishnavite monasteries) in Barpeta district of Assam will be freed from illegal encroachment, District Deputy Commissioner Thaneswar Malakar said Monday. As per the direction of the state government based on a Gauhati High Court order, Barpeta district administration will begin the eviction drive against encroachers in November and collect documents of the encroached land, Malakar said.

In Barpeta district more than 2000 bighas (approximately 321 hectares) of Satra land are under encroachment in Barpeta, Moinbori, Kaljhar, Jania, Bahari, Kanara, Mandia,

Sundaridiya, Gomura and several other Satras, he said.

The district administration has urged all encroachers to leave the occupied Satra land willingly else strict and necessary action will be taken to free the land, Malakar said.

Barpeta Satra Burha Satriya (head) Basistha Sarma has appreciated the district administration’s initiative and urged the government to make Mandia Bazar and Mandia Parghat Satras under Baghbar revenue circle free from encroachers.

Chief Minister Sarbananda Sonowal, while visiting Bordowa Satra in Nagaon district after it was freed from encroachers, said the eviction process started will continue till the 700 Satras across the state are free from illegal occupants.

NGO seeks highest tax on tobacco, its products in Assam PTI Guwahati, Oct 18: The Voluntary Health Association of Assam has appealed to the GST Council to recommend a highest possible tax rate under GST with a provision for the State’s right to impose top-up taxes on all types of tobacco.

To safeguard public health, discourage consumption and addiction amongst Indians, the VHAA wanted the top-up tax to be imposed on cigarettes, bidis, smokeless tobacco and pan masala.

The NGO’s executive secretary, Ruchira Neog, said, “It has been proven globally that the most direct and effective method for reducing tobacco consumption is to increase their price through tax increases.”

“An increase in tobacco prices by 10 per cent decreases its consumption by 4 per cent in high-income countries and by about 6 per cent in low and middle income countries,” it said.

The organisation also stated that the current taxation system differentiates between various forms of tobacco products (such as bidis,

smokeless tobacco and cigarettes) while imposing taxes.

It is most critical that all tobacco products within GST and under the highest category for demerit or sin products to attract maximum tax, she says.

“Distinguishing tobacco products with different GST rates would inadvertently pass the wrong message that some tobacco products are less harmful than the other,” Ms Neog pointed out.

According to the 2015 WHO Report on the Global Tobacco Epidemic, India is one among the very few countries where cigarettes have become more affordable over the past few years — not getting the treatment of tobacco products right under the new GST system will only make matters worse and cause many more premature deaths, asserted the VHHA executive secretary.

Even as the industry is opposing the recommendations to impose the ‘sin tax’ rate of 40 per cent on tobacco, it is important to note that tobacco taxation in India is way below global standards, Ms Neog said.

IANS Guwahati, Oct 18: The Assam government on Monday suspended four staff members of a government hospital for allegedly administering an expired saline to a 12year-old boy.

The incident took place at SK Roy Civil Hospital, located in Hailakandi district in Assam's Barak Valley. The expired saline was administered to Abu Sufian Mazumder, who was admitted to the hospital.

The incident came to notice after the boy's condition deteriorated after he was administered the saline. The relatives of the patient later found out that the saline was expired, and reported this to the district administration.

The fire was first spotted in the dialysis unit in the first floor of the hospital.

Subsequently, hospital staff tried to douse the fire with two fire extinguishers for nearly 20 minutes.. When the situation went out of control, fire service personnel were called in.

During the process, they lost the critical time for firefighting.

The smoke started spreading to different parts of the hospital through ducts of air conditioning and false ceiling.

Attendants of patients blamed the hospital authorities for lack of communication in the evacuation process.

“Till last minute, we were assured that fire would be brought under control and there was no need to shift out of the ward. But when smokes became suffocating, hospital staff fled the spot. We were left to evacuate our near and dear ones on our own,” said Bibhuti Bhushan Sahoo, who agonisingly moved his brother suffering from cancer down from fourth floor to a vacant place in front of the hospital.

His brother Dipak Ranjan Sahoo was shifted to AIIMS, Bhubaneswar, after 30 minutes of wait for ambulance.

State Health Secretary Aarti Ahuja, who took stock of the situation, said dialysis, medicine and emergency wards had been sealed and a probe would immediately begin.

Binay Behera, Director General of Police (Fire Service) said a review meeting would be taken to ascertain if the hospital authorities had put fire safety measures in place.

“Orissa High Court has recently given an order to open fire safety units in every government hospitals and staff would have to undergo training to meet any eventuality. We

will ascertain if the hospital authorities had trained the staff on fire- fighting skills, which is very important for saving critical time before fire brigade personnel arrive,” he said.

Health and Family Welfare Minister Atanu Sabyasachi Nayak said, “We have kept doctors on alert in both government and private hospitals in Bhubaneswar and Cuttack. We have appealed to every hospital to receive serious patients coming from SUM Hospital,” said Mr. Nayak said the State government had already ordered a probe into the circumstances under which the fire broke out.

As per initial reports, shortcircuit was believed to have caused the fire.

Some people were found to have sustained burn injuries.

“In an attempt to prevent suffocation from causing further damage, glass windows were immediately shattered by our volunteers and medical staff to make way for fresh air.

Besides, critical patients were promptly evacuated,” Paresh Das, director of public relations of SOA University, told The Media.

Eyewitnesses said attendants were seen jumping from the first floor by breaking glass windows. Dozens of ambulances were mobilised to shift patients to hospitals across Bhubaneswar. Odisha Disaster Rapid Action Force has been deployed at different places to facilitate the smooth transfer of patients to different hospitals.

ET Bureau Silchar, Oct 18: A man carrying fake Indian currency notes (FICN) worth Rs 6,000 was arrested from the Sakalapar area ofHailakandi district on Monday.

Three persons carrying fake currency were going to Lalafrom Sakalapur on Monday, a senior police officer said. Acting on a tip-off, a police team intercepted them; one person was arrested and the others managed to flee.

The arrested was identified as Naim Uddin Hazari, 26.

ET Bureau Guwahati, Oct 18: Dengue claimed the life of an 18-year-old student from Mothgoria here at a city hospital on Monday.

Since August, the number of dengue deaths reported from different parts of the state has shot up to three.

The Kamrup (Metro) district has reported 2,464 dengue cases since January. While it had been expected that there would be a decline in dengue cases with the onset of autumn, the emergence of new cases over the past few days has become a cause of concern.

The localities from which most cases were

reported are Zoo Road, Noonmati, Dhirenpara, Geetanagar, Kahilipara, Lal Ganesh, Odalbakra, Bethkuchi, among others.

"We are taking preventive measures to tackle the menace," said Ganesh Saikia, joint director, health, Kamrup (Metro) district.

"We have seen that

people living in the hill areas of the city collect water from streams and brooks. Dengue-causing mosquitoes breed even in clean water," said a health official.

Residents of these areas, on the other hand, held the state health department responsible for the outbreak. It has not done enough to control the disease, they said.

Bio-fuel workshop concludes with a call to promote it in Arunachal Pradesh ET Bureau Naharlagun, Oct 18: The two-day workshop organized by mechanical engineering department of North-East Regional Institute of Science and Technology (NERIST) that began Monday concluded on 18th October with a call to disseminate the idea of production of biofuel among farmers and entrepreneurs in the state for improving people economic condition as well as achieving fuel self-dependency.

Besides academic experts from various disciplines, representatives of corporate bodies associated with bio-fuel technologies such as Eastern Bio-diesel Technology, Kolkata, expert members from other NGOs also participated in the event to sensitize the participants on various subjects of bio-fuel production. R. Mukherjee from Eastern Bio-diesel technology from Kolkata in his presentation informed that bio-diesel has tremendous industrial application apart from both personal and local consumption. To queries from participants on commercial viability of bio-diesel projects, he informed that in view of the immense potential of production of

raw materials in the state, project for bio-diesel is extremely feasible for which his company can provide both technical support.

He said that Eastern Biodiesel Technology has so far helped install over 20 plants of different capacities both in India and abroad and is also willing to tie up with the state government for promotion and establishment of biodiesel plants.

Mukherjee said setting up a bio-diesel plant with a production capacity of one thousand litres a day would cost roughly thirty lakhs. In places where power supply is inadequate, the generators sets can also be run with own production of bio-diesel.

Later, all the participants visited the bio-diesel laboratory and extraction plant set up in the NERIST campus where bio-diesel and other end products are produced with jatropha and Nahar seeds which are locally available. Prof Lingfa and his student team also demonstrated the various techniques of bio- diesel and glycerin production in their labs.

Another striking feature of the plant is the use of their bio-diesel products for running the generator set thus helping reduce carbon emission usually seen from fossil fuel.

CPI-M, TMC announce Tripura, Mizoram unsure of meeting candidates for Tripura bypoll 7th Pay Commission obligations PTI Agartala, Oct 18: With the announcement of bypoll in two Assembly constituencies in Tripura on November 19, two political parties in the state have announced their candidates.

Jhumu Sarkar of the ruling CPI-M and Prakash Das, a Trinamool Congress candidate and a former minister, would contest from Barja (SC reserved) constituency here.

The seat fell vacant after Congress MLA Jiten Sarkar resigned from the post.

Ruling CPI-M candidate Biswajit Datta, a state committee member of CPI-M and TMC candidate Manoj Das would contest from Khowai Assembly constituency in Khowai district.

The seat fell vacant after the death of CPI(M) MLA Samir Deb Sarkar on August 28 last.

IANS Agartala, Oct 18: Congress-ruled Mizoram and Left-ruled Tripura have said that they are not in a position to implement the 7th Central Pay Commission (CPC) recommendations for their employees.

To implement the 7th CPC, Tripura requires an additional Rs.2,500 crore, while Mizoram requires an Rs.563.22 crore more annually.

"To implement the 7th CPC recommendations for Tripura government employees, the state government requires additional amount of at least Rs.2,500 crore annually," Tripura Finance Minister Bhanulal Saha said.

"The state government is not averse to implementing... (But) currently the state... is facing a severe financial crunch. We are con-

sidering the demand," he added.

The minister said that the Centre had stopped much of its aid and changed the sharing pattern for the centrally-sponsored schemes (CSS). This had caused Tripura a net loss of Rs.1,356 crore in 2015-16.

He also said that the Centre had even stopped funding under normal central assistance, special plan assistance and special central assistance.

Besides, the fund flow under some major schemes was reduced by Rs.314.72 crore during 2015-16, he added.

"With regard to state government employees' payments, the state had received Rs.500 crore less in 2015-16 from the Union government despite its obligations," Saha said.

"We apprehend that in

2016-17, we may also get Rs.1,100 crore less funds from the central government," he said.

Saha said the Tripura government would move the Supreme Court challenging the Tripura High Court verdict which asked the state government to pay the pending 42 per cent dearness allowance (DA) to 2,09,000 state government employees and pensioners.

After the latest four per cent release on July 14, the DA of Tripura government employees and pensioners rose to 83 per cent, while that of the central government was at 125 per cent.

"We do not have sufficient funds to give the pending DA to the employees and pensioners. The state would seek intervention of the Supreme Court," Saha said.

"If we give one per cent more DA, the government would

have to bear Rs.33 crore, and for 42 per cent, the state requires Rs.1,386 crore annually -- which is very difficult for the state government."

On a writ petition of an employees' organisation, affiliated to opposition Congress, the Tripura High Court had ordered the government to clear the pending DA dues to the employees, subject to availability of funds.

"If the state government clears the pending DA of the employees and pensioners, all developmental and repairing works would come to a halt," the minister said.

"The central government has also sealed the maximum limit (three per cent of GDP) of borrowing loan for carrying out development works up to Rs.1,570 crore," the minister said.

Mizoram Chief Minister Lal Thanhawla also expressed his government's inability to execute the recommendations of the 7th CPC. Quoting the Chief Minister, a senior finance official said that to implement the 7th CPC proposals, an additional outlay of Rs.563.22 crore was required annually.

The Federation of Mizoram Government Employees and Workers -- an apex body of all the state government employees associations -has been demanding implementation of the 7th CPC's recommendations.

"The financial burden on the state government would be too heavy to implement the 7th CPC proposals. Unless the Centre comes forward to help the state it would not be possible," the official quoted Lal Thanhawla as saying.

Speaking to media persons here on Monday, BJP State unit president Shibun Lyngdoh said Hubert Marbaniang will contest the by-election from LabanMawprem constituency while Mamiry Nongkhlaw was named the party candidate from Nongkrem.

The party has decided to field Kyntiewborlang Syiemlieh from Nongspung-Sohiong constituency and Councillor Sing Wahlang from Nongkhlaw-Mairang constituency.

According to Shibun, Thandarsing Warjri will try his luck from PariongMawthadraishan constituency while Denester Pariong will contest from Rambrai-Jyrngam constituency.

Shibun said the party is concerned about the threat posed to the continuance of the district councils as some agencies are trying to abolish them.

Slamming the State government for bulldozing KHADC, Shibun said the district councils have not been able to seize the opportunities available through the Sixth Schedule of the Constitution aimed at protecting and preserving tribal and indigenous inter-

ests in the State.

The successive governments in Meghalaya have failed to support the true potential of the district councils and instead bullied the councils leading to serious misunderstandings, conflicts and contradictions, the BJP state head said.

On the by-polls, Shibun said parties are indulging in political games where the district councils have become a rehearsing ground for the legislative assembly elections. “The BJP stands on the principle of autonomous status to the councils,” he added.

He also sounded confident of the party’s good showing in the by-polls saying BJP has strengthened itself in the State and now the party is fully prepared to contest the elections. The party will soon bring out a manifesto on its agenda for the ensuing elections.

Asked if the Christian community will vote for a saffron party, Shibun disagreed with the perception saying in a democratic setup, anybody can vote for any political party and that “there is no danger for people of the State if they vote for the BJP”.

“About 70 people among our office bearers are Christians,” he said.

The party also sympathised with suspended Congress leader PN Syiem saying he is following the Constitution in KHADC. “Our doors are open for anyone to come and join but we will not indulge in any dirty political games of poaching people from other parties,” he said.

GNLA rebels gun down ex-finance secy Agencies Tura, Oct 18: Members of the banned GNLA shot dead the outfit’s former ‘finance secretary’, who surrendered in May, at his residence near Williamnagar on Monday.

A large group of heavily armed GNLA rebels that police suspect was led by chief Sohan D Shira raided former finance secretary Rakkam D Shira’s house at Damagre, 2 km from Williamnagar, on Monday evening.

Rakkam, alias Rikchie, looked after the outfit’s finances and was based in the coal-rich belt of Nangalbibra in South Garo Hills for many years.

In May this year, Rakkam and five other rebels, including senior cadre Sacheng, surrendered before then Home Minister Roshan Warjri in Shillong. The surrender of the entire finance wing of the GNLA was seen as a body

blow to the group and its chief Sohan.

Rakkam, who was kept confined within the protected walls of the 2nd MLP Battalion headquarters at Goeragre for the rehabilitation process, left for his home at Damagre shortly after noon on Monday and reached there around 3pm. Rakkam’s house was behind Samgong locality where the headquarters of an Indian Reserve Battalion was located.

“He (Rakkam) was supposed to be inside the Goeragre camp. He did not inform anyone about his sudden trip to Williamnagar. Even the police were unaware of his visit to his home,” said a source in the district police.

Around 13 GNLA militants, with their faces covered, raided Rakkam’s house around 6.45pm. Eyewitnesses said three armed men ran up the

house and the others positioned themselves around the periphery of the compound.

The execution squad shot him multiple times from a close range using AK-47 rifles and Heckler and Koch automatic weapons. Police later recovered as many as 15 rifles and seven Hekler and Koch empty ammunition casings from the scene of the crime.

Sohan had recently made public through social media his intention to target those leaders and cadres who abandoned his outfit. He had also announced the formation of an “eraser unit” to target GNLA deserters.

Last month, Sohan led a group of rebels to Rongsak village on the Tura-Williamnagar road and executed a former cadre who deserted the organisation for another group and had surrendered to police in December.

Imphal, Oct 18: Two women and an 8-yearold girl were injured in a grenade blast at the house of a contractor in Lamphel police station area here, police said today.

Unidentified miscreants hurled the hand grenade on the roof of the house on Tangkhul Avenue which exploded injuring three tenants last night.

The injured were admit-

ted to a hospital and their condition is stated to be stable, police said.

One SUV was also damaged in the blast.

Addressing a press conference here on Monday, MPCC president DD Lapang said it was AICC’s directive to call a meeting of the MDCs without Syiem where the decision to suspend him was taken.

He said similar meetings were called in the past too when the Congress changed CEMs in KHADC. Lapang said though Syiem was given a long rope to settle the issues, he continued his utterances in public and that MPCC should not be expected to be a silent spectator.

MPCC also recalled the se-

ries of public statements made by the KHADC CEM against the Congress and the State government despite being a party member. “If the Congress does not get the number in KHADC, we will sit in the Opposition as we have done it in the past,” Lapang said and added that the central leadership tried its best to ensure unity and several AICC leaders visited Shillong to quell the situation.

According to Lapang, even Chief Minister Mukul Sangma was asked to calm down by the AICC. “MPCC does not brag but it acts,” he said.

Slamming Syiem, he said the party expected maximum support from its CEM before the by-polls but the CEM instead said he would not canvass for the party.

To a question on the role of Lapang who was with the dissident group in the past during the demand for change of leadership, the MPCC chief said that his role is to ensure stability in the party and in the government.

He said that though there were differences with the chief minister in the past, as the party president, he tried to settle the issue and expected others to follow suit.

Over a period of 48 hours, India hosted leaders of the five-nation BRICS as well as the seven-nation BIMSTEC (Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation), which together represent two-thirds of humanity and more than a quarter of the world's growth. While BIMSTEC has geographical moorings, BRICS is a unique organisation of countries that came together in 2006 not because of geography, history or wealth, but because of their promise as key "emerging economies". While the promise has faded, their ability to grab the world's attention and challenge the "old order" is still unmatched, as Russia, India, China, Brazil and South Africa remain leaders in their respective regions. What they say on financial systems, development initiatives, sharing of resources like water, oil, precious minerals and land, as well as battling climate change and poverty has a wide-ranging impact. It is, therefore, unfortunate that the outcome of the BRICS summit and the outreach to BIMSTEC countries has been popularly condensed into what they had to say on a single issue: terrorism, with only a few paragraphs out of the 109-para Goa Declaration dominating the discourse. The domestic context is partially responsible. Even before the Uri attack, New Delhi had embarked on a diplomatic mission to "isolate Pakistan" by raising the issue of terrorism emanating from its soil at international fora - the campaign escalated after the deaths at the Uri Army camp. As a result, India's interventions at the G-20 summit in China, the ASEAN summits in Laos, the UN General Assembly, the NonAligned Movement meet in Venezuela, and elsewhere resounded with outrage with Pakistan's continued crossborder adventurism.

Given this success, New Delhi would have done better to bring the spotlight in Goa back to its own declared goals of building economies and bringing prosperity in the region. A united message to the rich world on a more equitable distribution of global resources, deployment of the New Development Bank and climate change was in order. However, in his speech on the outcomes of the BRICS deliberations, Prime Minister Narendra Modi chose to anchor his remarks on concerns about cross-border terrorism that weren't entirely reflected in the final Goa Declaration. Officials may well explain it away as a lack of consensus in the grouping, suggesting that China influenced the moderation of the eventual text. However, the single-issue focus also reflects a failure on the part of the Centre in forging a larger, more broad-based narrative to match the scale of the gathering hosted in Goa.

The initial obstinate reluctance of the Karnataka government to comply with successive orders of the Supreme Court relating to the Cauvery river water dispute and later its resentful compliance exposes one of the confounding fault lines of constitutional governance.

What is a court to do when governments dig in their heels and refuse to comply with its orders?

Fixing accountability Court orders have the impelling force of rule of law and foundational constitutional values that governments must respect in order to preserve the ever fragile fabric of constitutional democracy. However, given the stark reality of increasing hostility to court orders, either belligerent or subdued, how are courts to deal with such situations within the framework that the law affords them?

The answer would well be that first, courts must realize that so long as they look at the government as an amorphous body of unspecified and

unspecifiable individuals, and we are never ever going to find a solution to this problem. Any redemption from the current situation is possible only if personal responsibility for obedience/disobedience of court orders is fixed on specified officers or individuals in government, political or bureaucratic.

Increasingly we find that systems within the nation are unable to find agreed solutions to vexatious problems within their own fold. Society is unable to decide what its reaction should be to homosexuality; religious groups are unable to find solutions within their fold even with respect to dis-

M.K.Gupta (1993) held, "Public authorities acting in violation of constitutional or statutory provisions oppressively are accountable for their behavior before authorities created under the Statute like the commission or courts entrusted with the responsibility of maintaining the rule of law." In that case the Supreme Court directed the LDA to pay compensation to the aggrieved consumer and fur-

ther directed that the amount must be recovered from the officer responsible for the default who must be identified. Proceeding on similar lines the Supreme Court has recently fined the Health Minister of the Delhi government Rs.25,000 for not complying with its orders.

The directions of the Supreme Court in the Cauvery river water dispute will be obeyed only if responsibility is fixed on specified officers - political or bureaucratic - of the government for complying with the orders. Adequate protection may be provided to such officers or officers from the Central government may be appointed with court directions to assist in the compliance of court orders.

However, mere court fiats without fixing responsibilities for compliance can never produce the desired results in such sensitive matters. Governments will proceed to disobey them, impervious to the wise caution of Justice Brandeis, little realizing that in doing so they would be sowing the seeds of anarchy

Nearly a month after the Chief Minister's unfortunate hospitalisation on September 22, the people of Tamil Nadu know very little about her health, other than the details released through sparsely-worded hospital bulletins. Given that there has been no official word from the State government, it is not entirely unnatural that her extended stay in hospital has led to people speculating about her ill-health some of them owe allegiance to rival political parties. To arrest people on charges of posting WhatsApp or Facebook messages is a gross abuse of authority. Not surprisingly, it has led people to believe that such action betrays the State government's desperation to prevent any conversation that is at odds with the overly cheerful statements put out by AIADMK functionaries and sanitised press releases. If the government is keen on curtailing rumours, it would do better by keeping people updated regularly on the broad state of the Chief Minister's health, a matter that is a source of concern for all well-meaning people in the State.

To say he or she is the next megastar is fine; but to turn trigger happy or keyboard happy and install him or her in the place of the finest in the pantheon, just so he is in good company - or perhaps because we think that the young man would feel lonely in his present role is a touch immature, to say the least.

At a time when there is a groundswell of sympathy for Ms. Jayalalithaa's condition, and hope that she recovers from her illness, such acts don't reflect well on those currently in charge of the State administration.

Though in the Cauvery water dispute case, the looming disaster of the breakdown of constitutional machinery sticks out like a sore thumb, it is unfortunately not a sole aberration but symptomatic of a larger malaise that is growing every day.

Sensex rebounds 208 points after Asian cues get going Mumbai, Oct 18: The BSE benchmark Sensex made a promising start by bouncing almost 208 points today on widespread gains following fresh buying amid a firm trend in Asian markets.

The 30-share index jumped 207.64 points, or 0.75 per cent, to 27,737.61, with all sectoral indices led by realty, metal and banking making all the right moves.

The gauge had lost 143.63 points yesterday, spooked by muted start to second quarterly earnings and a lack luster global trend.

The NSE Nifty today went up by 55.15 points, or 0.65 per cent, to 8,575.55.

Ryanair hits Brexit headwind as profit forecast cut Dublin, Oct 18: Irish nofrills airline Ryanair cut today its full-year net profit forecast by five per cent owing to the pound's slump since Britain voted in June to exit the EU. "The primary cause of this slightly lower growth in full year profitability is the 18 percent fall of sterling post Brexit which will reduce second half average fares," the Dublin-based airline said in a statement.

The pound's tumble is reducing the amount Ryanair earns from its key British market once the currency is converted into euros - the unit of Ireland and which Ryanair uses to price its earnings.

Ryanair said it was cutting

its 2016/17 net profit forecast by five per cent to between 1.3 billion euros and 1.35 billion euros (USD 1.4 billion and USD 1.5 billion).

Its financial year runs to the end of March.

Ryanair chief executive Michael O'Leary added in the statement that "stronger traffic growth and better cost control" would contribute to offsetting the hit in revenues, adding that the British market represents about one-quarter of the group's total income.

The pound has tumbled to 7.5-year lows against the euro and 31-year troughs versus the dollar since Britain voted June 23 in favour of leaving the European Union as markets price in

future economic uncertainty.

'Modi govt's clampdown on black money curbing gold appetite in India'

Mumbai, Oct 18: India's crackdown on undisclosed foreign assets and income is curbing demand for gold in the world's second-biggest consumer, while rising real interest rates and better returns from other financial markets are also hurting purchases, a banker said.

Although consumption should pick up from now until the end of the financial year, when India buys more for gifting during festivals and weddings, weak demand so far has dragged on the global gold price that has shed nearly 9 percent from a two-year high in July to $1,258 an ounce on Tuesday.

"There is a crackdown on black money in India and many people who were looking at gold as aninvestment for unaccounted income are

no longer investing in gold at all," Shekhar Bhandari, executive vice-president of Kotak Mahindra Bank, told Reuters on the fringes of an industry meet.

Unofficial estimates suggest funds illegally deposited in banks outside the country to avoid tax, known as "black money" in India, account for about 10-30 percent of the country's gold demand, said Bhandari.

A tax evasion amnesty scheme, led by Prime Minister Narendra Modi, that closed in September disclosed nearly $10 billion in undeclared income.

India's gold demand has also been hit by higher returns from other asset classes, Bhandari said, with returns on equities and bonds at 12-13 percent dwarfing gold's 0.9 percent in terms of rupees since

2013. Rising real interest rate due to declining inflation is dimming gold's draw as well.

'PATHETIC' "The returns on gold in rupees is pathetic," Bhandari said.

"I think it won't be advisable to invest in gold given current levels where investment returns are likely to be negative in Indian rupees."

India's gold imports fell for a ninth month in September as weak retail demand and higher discounts prompted banks and refineries to cut overseas purchases.

But imports in the second half of India's financial year to March will probably be 25-50 percent more than the first half, said Sunil Kashyap, managing director for global banking and markets at Scotiabank.

"With Diwali just about two weeks away from now, demand so far looks good.

Expectation is that it'll sustain until the end of the year," Kashyap said.

Gold discounts dropped to the smallest in nearly nine months last week as the festive season began.

"If stability of the rupee continues and gold prices are stable, then we can expect positive trends. But any kind of volatility could hamper gold," said Scotiabank's Kashyap. (Agencies)

Reliance Jio isn't a 'punt' but a wellengineered business: Ambani Mumbai, Oct 18: Reliance Industries chairman Mukesh Ambani on Monday said his new telecom venture Jio is not a gamble but a well thought-out and well-engineered business, while terming the trouble with interconnectivity as similar to a meritorious student "getting ragged".

"It is no punt. It is a well thought-out, well executed, well engineered ecosystem.

It is a Rs 2,50,000 crore investment," Ambani said at 'Off the Cuff' show organised

by The Print, a digital media outfit owned by senior journalists Shekhar Gupta and Barkha Dutt.

He was replying to a question how can he justify investment of Rs 1.5 lakh crore on the new entrepreneurial "punt" he had taken.

About the troubles Jio had with the regulator and the

incumbents, he said, "Yes we had troubles" and compared it to a bright student getting admission into prestigious institute on merit but getting ragged in the hostel for being meritorious.

"You have to take it in the right spirit. There is a principal and there is an ecosystem so there is a governance system...I've no problem as long as I or Reliance get ragged, you are the big boys and you can take it but the consumer should not suffer and I think that is what Jio is doing."

"We didn't do anything on stealth. In all my AGMs we have said we are going to bring the Internet to the masses because I firmly believe that the benefits of technology should go to the end-consumer," he said.

The local currency received a shot in the arm after stocks started the day on a positive note.

Yesterday, the rupee had ended lower by 17 paise at 66.88 due to heavy dollar demand from importers and corporates.

This feature will tell you when the ticket price of a specific flight for the route you have chosen may rise and will also notify you when it drops.

Any saved flights can be tracked on your phone once the new update is rolled out.

For example, if a ticket to Bengaluru costs more than Rs 1,000 after 7 hours, Google Flight notifies you when the price may expire.

In case you haven't selected a specific flight, you may see a notification bar with multiple tips showing you how to find the best price for this route. This includes things like recommendations for alternate airports

or dates.

Google does this by looking at the historic prices for the route and also gives you an idea of much will be the price rise. Google says it will send notifications via email letting you know when prices are expected to change. Google is planning to roll out the feature in the coming weeks.

Changed pollution norms may not affect AC, refrigerator pricing in India

New Delhi, Oct 18: Price of air conditioners and refrigerators may not see any significant impact due to stricter air pollution norms. While India would have to start implementing the rules from 2028 set in a meeting held at Kigali, Rwanda, the makers of cooling appliances are in no hurry to shift to more environment friendly products immediately.

According to the outcomes of the meeting that was held last week, developed countries would have to move towards pro-green house technologies from 2019.

India on the other hand would have to cut down use of hydroflurocarbon (HFC) by 10 per cent by

2032.

While an immediate implementation may have affected cost of compressors and eventually prices of ACs and refrigerators in the country, a timeframe of 12 years have offset such a risk.

Also, since most of the major home appliances players such as Samsung, LG, Panasonic, Whirlpool, Daikin, Carrier Midea, are subsidiaries of global giants headquartered in developed countries, by the time India's turn comes they would be equipped with relevant technologies.

Currently, majority of the compressors, the cooling apparatus used in ACs and refrigerators, run on R22 and R410A refrigerants.

R22 affects the Ozone

layer directly, R410A is an HFCwhich has high global warming potential.

Countries like China which has a market of 50 million units annually for ACs - highest in the world, compared to some 4 million in India. And it continues to use R410A. Some of the manufacturers such as Daikin has already started using R32 refrigerants - a non-HFC technology - in their products. According to Kamal Nandi, vice president, Godrej & Boyce, since R32 and R290 are available for free as they are not under any royalty agreement, using such refrigerants would be cost effective options.

Incidentally, both are nonHFC and do not increase the risk of global warming.

Also, since more stringent norms on energy efficiency are kicking in from 2018 in India, companies who have already planned to shift to higher energy efficient products with greener technologies are prepared for the change.

Air conditioner market in India is expected to grow over 10 million units a year by 2022, ten years before the stringent environment friendly norms come into effect, and companies are also hoping to benefit from economies of scale by setting up compressor units in India. (PTI)

Adhil Bakeer Markar, a masters student tipped to become future leader of Sri Lanka, was found lying unconscious in his room by his friends last week and later declared dead, police said.

He was the son of Sri Lankan politician Imthiaz Bakeer Markar, chairman

of the country's National Media Centre - a project established to monitor the country's media. His father has also served as Sri Lanka's cabinet minister of media. According to a report, the LSE student who represented the next generation of Sri Lankan political leaders, "was found dead in his room after going to bed complaining of a fever".

Friends became worried about Markar when he did not answer phone calls.

When they went to his

dorm residence, they opened the door with the help of university officials and found him "sprawled on the floor".

Markar had complained of being ill, but when he spoke with one of his brothers last Tuesday, had said "I am recovering and will be OK".

Markar was attending the University on a Chevening Scholarship, a prestigious award for future leaders funded by the UK's Foreign and Commonwealth Office.

He had just begun studying for a Masters in Comparative Politics in September.

Last year, he had represented the Sri Lanka Youth Delegation at the UN. Other Sri Lankan youth delegates posted a video calling his death a "great loss for our nation and community".

Scotland Yard is not investigating his death and believes it is not suspicious.

His body was discovered on October 12. The LSE posted a memorial online.

Russia sets brief cease-fire for Aleppo as strikes kill 36 Beirut, Oct 18: Russian and Syrian forces will halt hostilities for eight hours in the eastern districts of Aleppo, Russia's military announced on Monday, a day on which opposition activists said their airstrikes killed at least 36 people, including several children, in and around the divided city.

The two militaries will observe a "humanitarian pause" between 8 a.m. and 4 p.m. on Oct. 20 to allow civilians and militants safe passage out of the city, Lt. Gen. Sergei Rudskoi of Russia's general staff said in Moscow. Militants, the wounded and sick would be allowed to evacuate to the neighboring rebel-held province of Idlib.

UN humanitarian officials have pleaded with combatants to observe weekly 48hour cease-fires to allow humanitarian relief into the city's besieged eastern districts, but Russian and Syrian forces have only escalated their aerial and ground assault on the rebel-held areas in recent weeks. The airstrikes have claimed hundreds of lives, wounded many, flattened apartment buildings and laid waste to the already crippled medical sector.

Russia's UN Ambassador Vitaly Churkin told reporters at UN headquarters in New York that the eighthour pause was a unilateral halt to fighting. A 48-hour or 72-hour cease-fire "will require some sort of mutual arrangement," he said.

Russian and Syrian leaders are now capitalizing on a proposal made by the UN's envoy earlier this month to allow al-Qaida-linked militants to leave in exchange for peace and local administration for the eastern districts.

Rebels in the east, along

with many residents, spurned the proposition, citing their distrust of the government side. And Russia vetoed a UN Security Council resolution mandating an immediate cease-fire.

Russia's Churkin said that at a meeting Saturday cochaired by Russian Foreign Minister Sergey Lavrov and US Secretary of State John Kerry, foreign ministers from Saudi Arabia, Turkey and Qatar said they would work to separate moderate opposition groups from the former al-Qaida affiliate once known as the Nusra Front in rebel-held eastern Aleppo.

Military experts from all these countries were scheduled to meet Monday, he said.

If the separation succeeds, which is a key Russian and Syrian demand - there are two options, Churkin said.

Nusra fighters must leave Aleppo or they will be defeated, he said.

Churkin said "the understanding" reached at Saturday's meeting in Lausanne, Switzerland, is that once Nusra is gone the moderate opposition and the Syrian government will agree on a cease-fire to end the bloodshed.

US State Department spokesman Mark Toner, speaking to reporters in Washington, noted that the people of Aleppo "have been subjected to near constant bombardment and air strikes" that have killed many civilians and leveled much of the city's infrastructure in an effort "to starve out and to drive out the opposition and civilians."

The death of the world's longest reigning monarch on Thursday has left the nation bereft of its key pillar of unity and seen mass outpourings of grief from black-clad Thais.

But it has also unleashed ultra-monarchist forces, including mobs and online crusaders scouring the web bent on punishing anyone perceived to have insulted the monarchy.

"There is no better way to punish these people than to socially sanction them," justice minister Paiboon Koomchaya told reporters on Tuesday, as he vowed to "pursue those people who violate the law".

His message comes amid a growing number of cases of vigilantism meted out by royalist

Thais on people accused of having insulted the monarchy.

On Sunday a woman on Samui island was forced by police to kneel below a portrait of King Bhumibol in front of a baying mob after she allegedly posted an insulting comment about the monarchy on Facebook.

She was later charged with lese majeste.

Similar mobs formed on the southern island of Phuket and in nearby Phang Nga province sparked by alleged comments.

Others on social media have publicly berated those deemed not to be sufficiently mourning or failing to wear black clothes.

The latter - dubbed "black shaming" - has been criticised by the junta who say poorer Thais may not be able to afford a new wardrobe of black clothing and that people mourn in different ways.

Karachi, Oct 18: A pilot of the Pakistan Air Force (PAF) was killed on Tuesday as his Mirage jet crashed near Karachi's Musharraf Colony.

According to Squadron leader Baqir Ali, PAF Mirage jet bearing tale number 921 took off from Masroor Base, before it crashed near Musharraf Colony. The pilot died on the spot, police officials stated.

"A Mirage plane crashed near Musharraf colony," Senior Superintendent Police city confirmed.

"The pilot ejected from the aircraft and sustained fatal injuries," PAF spokesperson said in a statement, adding that though the pilot did not survive himself, he "succeeded in saving precious lives on ground."

"No loss of civilian life or property has been reported. A board of inquiry has been ordered

by Air Headquarters to determine the cause of the accident," the statement read.

Last month, a PAF pilot was killed as his fighter jet crashed in Jamrud, Khyber Agency. "The pilot of the aircraft Flt Lt Omer Shazad sustained fatal injuries," the military's media wing ISPR said. The PAF aircraft was on a routine operational training mission.

Officials claim the aircraft crashed due to a technical fault. Speaking to media, a senior official of the political administration said, "A team of Swat scouts and Levis officials have been sent to the site of the incident." (PTI)

The Observatory said at least 50 civilians, including 18 children, were killed in airstrikes on the eastern part of the city in the 24 hours before the Russian announcement.

Monday's airstrikes coincided with the launch in neighboring Iraq of a major operation by Iraqi and Kurdish forces, backed by the US-led coalition, to retake the northern city of Mosul from the Islamic State group. There have been concerns the government in Damascus could use the timing of the Mosul offensive to press its onslaught in Aleppo while world attention is diverted to developments in Iraq.

Also Monday, Syrian state media claimed 49 rebels

were killed and wounded in fighting in the neighborhoods of Sheikh Saeed and Shurfa on the southern edges of Aleppo.

In the nearby province of Idlib, a US-led coalition drone struck a car in the provincial capital that carries the same name, killing all inside, according to the Observatory and a jihadi official. It was not immediately clear who was in the vehicle, but such attacks have previously targeted officials with al-Qaida's affiliate in Syria, known as Fatah al-Sham Front.

The Observatory said the attack targeted a faction commander. An official with Fatah al-Sham Front, formerly known as Nusra Front, said all those in the car were "martyred." The man, who spoke on condition of anonymity because he was not authorized to speak to the media, said it was not clear if members of his group were targeted.

Earlier this month, a drone attack killed top al-Qaida official Ahmed Salama Mabrouk.

The United States and Britain on Sunday acknowledged the Western world's weak support for any military action against Syria's government as they seek ways to pressure Syrian President Bashar Assad and his chief backer, Russia, to halt the deadly Aleppo offensive.

After a meeting of 11 governments opposing Assad's rule, US Secretary of State John Kerry and British Foreign Secretary Boris Johnson each insisted that all options were on the table. But their stark explanations about the danger of resorting to military force appeared to rule out such a move.

The government in Damascus, meanwhile, appears to be trying to improve relations with Egypt, the Arab world's most populous nation, following the first public meeting between Egyptian and Syrian security chiefs.

Maj. Gen. Ali Mamlouk, head of the National Security Bureau and one of Assad's top aides, visited Cairo Sunday at the head of a delegation to coordinate with Egypt in the fight against "terrorism" in the region, Syria's state-run news agency SANA said.

SANA said the Syrians met with top intelligence officials, including deputy chief of Egypt's intelligence agency. It said both sides agreed on "coordinating political standpoints" and strengthening the "cooperation in fighting terrorism." Egypt's pro-government Sada alBalad and other news websites reported on Sunday that six Syrians arrived on a private jet from Damascus.

Earlier this month, Egypt voted for rival French and Russian draft resolutions on Syria at the UN Security Council, arguing that both called for a truce and for aid for besieged Syrians in the rebel-held areas of the northern city of Aleppo.

The move angered Egypt's major financier Saudi Arabia, which supports rebels fighting against Assad's Moscow-backed government.

Egypt and Syria are both fighting extremists, including members of the Islamic State group. Both countries also have poor relations with Turkey's President Recep Tayyip Erdogan. (Agencies)

United Nations Announces 72-Hour Truce for Yemen Yemen, Oct 18: A 72-hour ceasefire in Yemen will go into effect starting Thursday, the United Nations announced on Monday.

A cessation of hostilities that first went into effect in April "will re-enter into force at 23:59 Yemen time (2059 GMT) on 19 October 2016, for an initial period of 72 hours, subject to renewal," the UN's special envoy for Yemen, Ismail Ould Cheikh Ahmed, said in a statement.

The announcement comes after Yemeni President Abedrabbo Mansour Hadi agreed to the ceasefire in a statement earlier on Monday, a day after international calls for a truce.

Ahmed on Sunday said he had been in contact with the Huthi militia's lead negotiator and Hadi's government.

The United States, Britain and the UN peace envoy to Yemen on Sunday urged the warring parties in the country's civil war to declare a ceasefire.

Saudi Arabia's impoverished neighbour has been rocked by a deadly war since pro-Iran rebels overran the capital Sanaa in September 2014.

However, the conflict escalated after an Arab coalition, led by

Riyadh, launched a bombing campaign against the Shiite Huthi rebels and their allies in March 2015.

The conflict in Yemen has killed almost 6,900 people, wounded more than 35,000 and displaced at least three million since March last year, according to the United Nations.

New peace plan On Sunday, US Secretary of State John Kerry met in London with the UN envoy and his opposite numbers from Britain, Saudi Arabia and the United Arab Emirates to discuss the Yemen conflict.

"This is the time to implement a ceasefire unconditionally and then move to the negotiating table," US Secretary of State John Kerry told reporters after the talks.

Previous attempts to enforce a ceasefire in the country have so far failed with the war intensifying after a round of peace talks in Kuwait ended in August without achieving a breakthrough.

The Saudi-led coalition has stepped up its air raids following the breakdown of talks and cross-border attacks from Yemen have also intensified.

The previous ceasefire, announced in conjunction with

the start of the Kuwait talks, was hardly observed on ground, with both sides trading blame for violating the truce.

Earlier this month, the UN envoy had said that a 72-hour ceasefire was expected soon adding that he was hoping to draft a new peace plan for Yemen.

The coalition has carried out hundreds of air strikes and provided ground troops to support Hadi's forces.

But it has failed to dislodge the Huthi rebels, who are allied with forces loyal to ex-president Ali Abdullah Saleh, from key areas including the capital Sanaa.

The rebels still control large parts of the north, their historic stronghold areas, and other regions of western and central Yemen.

Taez, the country's third city, is almost completely surrounded by the Huthis and their allies and loyalist forces have for months tried to break the rebel grip on the southwestern city.

Government forces have recaptured the south and east but failed to make any significant advances.

The tower, which is located in Legoland Dubai's Miniland, took over 5,000 hours to build and consists of 439,000 Lego bricks.

It weighs 1,000 kilograms.

Do you have exams coming up soon? Are you worried about how to study for them?

Maybe you could roll through high school half asleep with your hands tied behind your back, but unfortunately college is a slightly different level.

Once you know how to tackle studying at the college level, you'll be better equipped to ace your exams.

Before a Study Session Make a schedule for all of your exams Arrange them by date so that the one you are having first comes at the top, then your next exam, then the next etc.

Read the syllabus that comes with your classes. Ø By the time finals roll around, your time is precious -- every minute counts.

Which is why scheduling is essential during the weeks (er, days) prior to exams. So as not to go totally bonkers during this stressful time, make a realistic study schedule for yourself, too. Leave yourself time for breaks -- you'll be taking them anyway -- and be sure to prioritize according to which class you'll need to study for the most. ØThe syllabus is one of the most important papers your professor will give you. Hold onto it! Use it when you're studying for your finals as a sort of outline. It may also make it clear what topics your instructor finds interesting and important -- certain topics may pop up more than others and those are definitely the ones to crack down on.

Start highlighting and creating Do you have to study just words? If yes, type them out in a word processor and print them. The words you already know should not be on the list.

Make absolutely sure that you know them before you take them off the list! Ø Go through your notes and highlight major vocabulary words and concepts (in different colors!). Manipulate the material to your liking.

Create charts and index cards to help yourself study. Make cards in different categories -some for terms and/or concepts, some for formulas, and some for specific quotes from reading assignments.

Coax a friend to come with you And if they're in your class, all the better (for themand you). However, make sure it's someone who's serious about studying -- goofing off together won't be very productive. A friend is beneficial if you can stay focused. Ø Take turns explaining terms and concepts to each other.

Odds are if you can explain it to someone else (and they can follow), you have a good grasp on the material and that'll show up on the exam.

Scope out a nice area to study Study in a quiet place that has a nice chair you won't hesitate to spend large chunks of time in. If you find the perfect chair in a not-so-perfect area, move it. It's not glued to the floor for a reason. Ø Or, rather, scope out nice areas (yep, that's plural) to study. Believe it or not, several (again with the plural) studies have found that if you switch up your environment while learning, retention is increased. Somehow, magically, keeping your brain surrounded by new stimuli makes the information more interesting and therefore easier to remember. So if you get antsy, listen to your gut and find a new armchair to sink into.

Gather all your materials (and some goodies, too) When you leave your dorm room or home, make sure you

have everything you need and then some. Grab all your papers, folders, writing utensils and books you need, but make sure to not forget the almost more important stuff: a water bottle, some money (just in case), your headphones, and snacks to munch on. Ø Magically, chocolate is starting to be deemed the new "super fruit." It's high in antioxidants and healthy plant compounds, even more so than most fruit juices. So don't feel guilty about grabbing your dark chocolate bar when you hit the study room. You may actually be doing yourself a favor.

Kochi, Oct 18: Defending the centre's stand on the issue of reforms in Muslim Personal Law, union minister Venkaiah Naidu today said not only was the practice of triple talaq - oral divorce under Muslim Personal Law - iniquitous it was also harming women in India.

Pointing out that the Law Commission and the Supreme Court had sought a national discussion on the triple talaq issue; Mr Naidu said that the government was in favour of reforms.

"The centre, after discussion, has given its opinion that triple talaq is not in the interest of women, and it should end," he said.

"This is the opining of the centre, and we have no inhibitions in saying it. We are very clear that his practice is causing harm to women," he added.

Mr Naidu's comments come in the wake of several Muslim organisations and leaders, in-

cluding members of the All India Muslim Personal Law Board (AIMPLB), demanding that "personal laws be protected".

Senior AIMPLB member Zafaryab Jilani had recently claimed that "90 per cent of Muslim women supported triple talaq" and even suggested that the "government should hold a referendum on the issue".

Earlier this month, the centre had opposed triple talaq and polygamy among Muslims in the Supreme Court. The Ministry of Law and Justice, in its affidavit, referred to constitutional principles like gender equality, secularism, international covenants, religious practises and marital law prevalent in various Islamic countries to drive home the point that the practise of triple talaq and polygamy needed to be adjudicated upon afresh by the apex court. One naxal killed in gun battle in Raipur Raipur, Oct 18: A naxal was on Tuesday killed in an exchange of fire with security forces in the outskirts of a town inChhattisgarh's insurgency-hitSukma district, police said."The skirmish took place in the wee hours close to Pota Cabin school under Konta police station limits leaving one Maoist dead," Sukma Superintendent of Police Indira Kalyan Elesela told PTI. Villagers had informed police last night that 5 to 6 armed men were spotted near the school in Konta town, located around 500 kms away from here, he said.

Acting on inputs, a joint team of district force and CRPF's 217 battalion launched a search operation in the region.

While they were cordoning off a patch close to the school at around 4 AM, a gun battle broke out between the two sides, the SP said, adding that the rebels, however, fled from the spot taking the advantage of darkness and forest.

During search, the body of a male Maoist beside a country- made pistol and a muzzle loading gun was recovered from the spot, Elesela said.

A search is still underway.

The identity of the killed ultra is yet to be ascertained, he added.

Hyderabad, Oct 18: A labourer was killed and two others injured following an explosion at a chemical unit on the city outskirts on Monday. The Hayath Nagar police said that mishap occurred at around 5am when there was a blast in a reactor at the unit, which is located at Abdullapurmet area.

"In the explosion, Shivchand B, 30, was killed on the spot, while two other labourers sustained injuries and have been admitted to a hospital. All of them are from Bihar," said Inspector J Narender Goud said. A police team reached the scene and was probing the

incident.

Labourer Dies As Loos Soil Falls In an another incident, a labourer died and another suffered injuries after loose soil fell on them when a base slab was being placed during the construction of a road under-bridge near Ferozeguda here, South Central Railway (SCR) said.

New Delhi, Oct 18: Amid criticism that India failed to obtain consensus on reference to cross-border terrorism in BRICS declaration, External Affairs Minister Sushma Swaraj on Tuesday said threat of terror featured strongly in the narrative of the Summit and there was a growing recognition that it has become a truly global challenge.

Two days after the BRICS Summit in Goa where India's forcefully highlighted terror emanating from Pakistan, she said there was no bigger global challenge than "state- sponsored" and "state-protected terrorism, asserting those supporting terror networks must be made to pay the cost.

In clear reference to Pakistan, Swaraj said there is a need to extract costs from those who sponsor and support terrorists and provide them sanctuary and continue to make the "false distinction" between "good and bad terrorists". Swaraj was delivering an address at the BRICS media forum.

In an obvious reference to Pakistan blocking several pacts on transport and connectivity, Swaraj referred to growing cooperation on these issues among BIMSTEC nations, noting "There cannot be a greater contrast with those who reject even trade and connectivity for political reasons."

On deliberations at the BRICS, Swaraj said while the economic engagement and political cooperation remained key factors, there was a sharp realisation that

global development and prosperity was very much dependent on continued peace and security.

"Terrorism was universally recognised as a key threat to stability, progress and development.

Consequently, it featured strongly in the conference narrative and its eventual outcome.

Indeed, what we saw was not just an understanding of the dangers posed by terrorism to the economic aspirations of the world but a growing recognition that this has now become a truly global challenge that the international community can only ignore at its peril," she said.

There was criticism of the government after consensus eluded on reference to cross-border terror in BRICS declaration. Without naming any country, Swaraj said there has always been an overarching political context for the BRICS meetings which essentially underlines that a serious global discourse cannot be the "preserve" of a few countries with a "narrow agenda".

"There is a developing consensus that it cannot be business as usual. We must be prepared to extract costs for those who sponsor and support terrorists, who provide them sanctuary, and who, despite their own claimed victimhood, continue to make the false distinction between good and bad terrorists. "BRICS has always been global in its approach and today, there is no bigger global chal-

lenge than state-sponsored and state-protected terrorism," she said.

Swaraj said members of BIMSTECBhutan, Bangladesh, India, Nepal, Sri Lanka and Thailand represented the "polar opposite" of a terrorism "promoting polity". "They are focused on improving the quality of life of their people, on skills and employment, on education and health, and on the quality of governance and the deepening of democracy.

"These are nations who are actively promoting connectivity, cooperation and contacts amongst themselves.

Their interface with the BRICS has a message in itself. This is that a world changing in a positive direction as reflected by the BRICS has its regional expression in a community like BIMSTEC that is able to visualize a prosperous collective future," Swaraj said.

On India's chairmanship of BRICS, Swaraj said "we took the BRICS outside the conference room and endeavoured to instill it in popular thinking." Talking about major initiatives by BRICS, she said the Summit represented a further advancement in terms of the breadth and focus of its discussions, adding the grouping has transformed over the years. "Initially, its deliberations concentrated more on economic and financial issues. But over the years, it has broadened to cover larger global issues, even as it has promoted the creation of BRICS institutions and mechanisms.

"Key initiatives like a BRICS Rating Agency that can complement the New Development Bank, or the Railways Research Network and an Agriculture Research Platform that will allow us to leverage our specific strengths for mutual benefit are tangible goals that we believe can take the group forward," she said.

Swaraj said a total of 115 events were organised in the nine months of India's chairmanship of the block.

P12 Support pours in for young champ Ajay New Delhi, Oct 18: Tennis fans and fraternity today acknowledged the success of young national champion Ajay Singh, who overcame several hardships to become the national champion, with a few coming forward to lend him support.

13-year-old Ajay was crowned Under-14 champion despite not having exposure to facilities as he practised on just mud courts in his village but still developed enough skills to be the best in the country in his age group.

En route to the title, he beat several players who had practised with better coaches and trained under much better facilities.

India's Davis Cup coach Zeeshan Ali has offered a scholarship to Ajay.

"We want to train this kid at our academy in Bangalore.

He can stay here and we will take care of his training and fitness," Zeeshan told PTI. A tennis fan in Hong Kong came forward to offer help after reading the PTI news story on social media.

He has committed tennis shoes and a string of roll to the young champ from Madina village in Gohana, a tehsil in Haryana. He prefers to remain anonymous and has promised to deliver the goods in 2-3 days.

Another tennis fan from Zurich has also enquired about the kind of support.

It has also been learnt that a few senior Indian players plan to have a look at his game.

Many seasoned Indian players such as Vishnu Vardhan, Jeevan Nedunchezhian, country's number one women singles player Ankita Raina have also spread the story of his success on social media.

Meanwhile Ajay's father Ajmer Malik's phone has not stopped ringing since morning and one of the congratulatory messages came from Haryana Sports Director.

DLTA coach Arun Kumar, who has played a significant role in Ajay becoming a tennis player, says now that he is getting support, the kid needs to deliver.

"He deserves support and more people should come forward to help him. With his limited resources he has done well but now he has a chance to make the next grade. But we should not put pressure on him and let him be himself," he said.

Krisztian Vadocz scored a brace in the first half to make it 2-0 for Mumbai at half-time.

Richard Gadze pulled one back for the Dynamos six minutes into the second period before Sony Norde restored Mumbai’s two-goal advantage in the 69th minute. A goal from super-sub Badara Badji and a penalty from Marcelinho in the last quarter of the game ensured it ended all square in Hero Indian Super League’s highest scoring game of the season so far.

Delhi registered the game’s first shot on target in the ninth minute through David Addy, who tried his luck from distance. Florent Malouda then picked up a loose ball inside Mumbai’s box five minutes later before shooting wide of the target.
