According to police Arun was back from Lakhi puja at around 12.30 am when he came face to face with a herd

of 40 to 42 elephant that came out from Gibbon Wildlife Sanctuary under Mariani Forest Division.

Born at Moutgoan in Sivasagar district, Gogoi first joined the NF railway as an employee, however, he later decided to move into academics and joined the Simaluguri High School as a teacher, after which he joined the Sonari College in 1975 as a lecturer.

Madras High Court recommends castration for child rape, says present law 'ineffective' Madras, Oct 27:Justice N. Kirubakaran, in a recent order against a British national, made the recommendation to the Centre saying that castration would achieve "magical results" in preventing child abuse. "Present law is ineffective in dealing with such criminals and judiciary could not keep its hands folded and be a mute spectator, especially when the recent happenings of gang rape of children across India are reported", the judge said. "The suggestion to castrate may look barbaric.

But barbaric criminals needed barbaric punishment. The very thought of punishment should deter the criminal from committing the offence," the judge observed. "Under the banner of human rights violations, some activists who first sympathise with the victims later support the criminal also. They are placing misplaced sympathy. During the previous Govt. at the Centre, we used to get Rs. 200 Crore every month to manage the State finances but now we are getting Rs. 500 Crore every first week of the month, but still we see there is no money in the State. The State is facing the worst financial crisis like never before. The current deficit budget stood at Rs.10,000 Crore. Every development project is stalled and law and order is at its worst condition,” Kumar Waii dictated. The MLA neither said that he is capable and ready to replace Tuki as the Chief Minister. “I will go tomorrow to Delhi to appeal to the high command and based on their decision, we will proceed. However, if the AICC chief is not ready to listen we have to come out openly to show our strength of majority on

the floor of the assembly or may call for a no-confidence motion,” Kumar Waii openly challenged Nabam Tuki. “I have expected and believed that CM Tuki is capable and good but after three years he has proved me wrong. While refuting all media reports that BJP is opening wide door for the frustrated MLAs, Kumar Waii said there is no question of joining the BJP. “There is no better home than the Congress and Arunachal is for the Congress party. Even if there are hundred doors open from the other houses, there is no reason to leave Congress party,” the MLA confirmed. The MLA said he is doing this to save the public from corrupt leaders.

Tuki said in the letter that the verdict has come as a big blow to the people of Arunachal Pradesh and informed of the agitations against the same throughout the state by the Civil Society, NGOs, student unions and political parties.

“There has been a perception and rightly so that the socio-cultural fabric of Arunachal Pradesh will be considerably altered if this order is implemented,” he pointed. The Chief Minister explained that the Chakma and Hajong refugees, who had migrated from Bangladesh to India during the period 1964-69, were settled by the then Assam Government in the then North East Frontier Agency (NEFA). The arbitrary grant of settlement to these refugees has al-

ways been a contentious issue which is being examined for resolution by the Centre as well as the State Government.

The Centre had constituted a High Powered Committee (HPC) and several committees were also formed locally to examine the issue. “When the HPC is yet to submit its report on the issue, the Supreme Court on 17th September, 2015 delivered a judgment directing the Government of India and Government of Arunachal Pradesh to finalize the conferment of citizenship on eligible Chakma-Hajong refugees within 3 months,” Tuki expressed surprise.

He submitted that the judgment takes away the special protection given to the tribal community of Arunachal Pradesh and defies the object of having an ‘Inner Line Permit’ to enter the State. The Supreme Court while hearing the matter could not get full assistance from the Lawyers of Government of India and State of Arunachal Pradesh since

the Hon’ble Court did not agree for an adjournment sought by the Government of India Lawyers.

The case was suddenly listed after one and half years of its last listing, he said.

Tuki further pointed that the earlier judgments of the High Courts of Guwahati and Delhi allowing the Chakmas to be given voting rights without being the citizens of the country, which were relied upon by the Supreme Court, are also in contravention to provisions of the Representation of Peoples Act, 1950.

He informed the Prime Minister of the all-party meet held at Itanagar after the Supreme Court judgment that opposed the verdict and authorized the state government to take all necessary steps to legally and constitutionally fight against it. The same resolution was adopted by the State Cabinet and it was decided that the State Government would file a Review Petition which has been done a couple of

days ago.

He requested the Prime Minister to direct the concerned to file a Review Petition against the present case and a curative petition in the previous case. “This would be a step towards saving the rights of Protected Indigenous Tribes and in consonance with Constitution of India and various other Acts and Rules giving special protection to the native Tribal Community,” Tuki observed in the letter. Prior to calling on the Prime Minister, Tuki had a meeting with Home Minister Rajnath Singh at North Block on the same issue and urged the Union Home Ministry to support the state government in reaching a resolution to the conflict situation in the aftermath of the Supreme Court verdict. The Union Home Minister assured Tuki the Ministry will soon hold a meeting to assess the situation arising out of the Supreme Court verdict and resort to amicable resolution of the problem.

Cabinet reshuffle is prerogative of the CM, says AICC ET Correspondent Shillong, Oct 27: The Congress high command has authorized the Chief Minister of Meghalaya Mukul Sangma to conduct the cabinet reshuffles at his own prerogative. AICC general secretary incharge Meghalaya V Narayanswamy said here on Monday that the decision on the Cabinet reshuffling in the State would be decided by the Chief Minister.

"It is the Chief Minister who is to take a call on the cabinet reshuffling. If it has to be done it will be the sole prerogative of the Chief Minister," Narayanswamy told newsmen on his visit to the State. Speculations are running high that Chief Minister is likely to drop some cabinet ministers since

assuming office for the second term after the 2013 Assembly election. Sources indicated that Congress legislator from Ranikor Martin Danggo and Laban NCP legislator Sanbor Shullai are among the frontrunners who are likely to get a Cabinet berth. Both Danggo and Shullai were present when Naraswamy landed up at Pinewood Hotel.

Affected student dashes letter to PMO on education scam in Meghalaya ET Correspondent Shillong Oct 27: An affected candidate of the infamous Education Scam in the State, Nazmul Hashan of Askikandi village in West Garo Hills on Tuesday dashed a letter to the Prime Minister Office (PMO) to intervene on the matter after losing hope in the state machinery.

In a letter to the PMO, Hashan stated that the State Eligibility Test (SET) was conducted in 2006-2007 in all educational Sub-Division of Meghalaya for the post of Assistant Teacher in Government Lower Primary Schools.

“I am one of the candidates passed the SET under Dadenggre SubDivision in the West Garo Hills District of Meghalaya. The Government started appointing the SET passed candidates in 2010 after the result was declared on 14'h January 2008,” Hashan said.

The result was made based on writing examination and personal interview of the candidates.

Speaking to this correspondent here on Tuesday, BJP state president Khlursing Lyngdoh said that the party is yet to decide on whether to field or not for the byeelection as the matter is being discussed at the Nongstoin BJP mandal.

“We have given freedom to the wisdom of Nongstoin Mandal to decide as to what is the best

way to go about the ensuing election”, said Mr Lyngdoh.

Nongstoin bye-election is slated to be held on November 21 following the demise of late Hoping Stone Lyngdoh from HSPDP. The uncertainty of the BJP to come to concrete decision is due to weak presence of the party functionaries in the Nongstoin constituency.

“As of now, we are still weak in Nongstoin constituency and we are trying to build our foundation at the grassroots level”,

More than 300 people are known to have died, and at least 2,000 were injured.Rescue teams have been sent to remote mountainous areas where the effects of the quake are still unclear.The quake's focus was deep, reducing its impact. Victims included 12 Afghan schoolgirls killed in a stampede as they tried to leave their classes."They fell under the feet of other students," a disaster official in the province of Takhar told media.Reports said many people across the region, afraid of a new quake, spent the night sleeping outside in temperatures close to freezing.Afghan chief executive Abdullah Abdullah said about 76 people had been killed and 268 injured. The prisoners went on a six-day protest hunger strike demanding swift procedural action including a common amnesty."There was a meeting held yesterday with the patronage of Prime Minister Ranil Wickremesinghe. A few decisions were taken. The Prime Minister said it was not possible to grant a common amnesty," said Minister of National Dialogue Mano Ganesan."But the bail procedure could be expedited. Those who are having their cases and those under police action could be granted bail. The officials have been advised to look

at this process," Ganesan said.The Tamil prisoners claim that they have been held for a long time with no charges being made against them.The protesting inmates ended the strike following an assurance from President Maithripala Sirisena that action would be in place to grant them redress by November 7.Sri Lanka has put through the legal process

over 8,000 members of the LTTE who had surrendered to government troops during the last stages of the civil war that ended in May, 2009.Those in prisons are those who had been arrested for suspected links with the LTTE. New Delhi, Oct 27: She was a deaf and mute Indian who had strayed over the border into Pakistan as a young girl more than a decade ago.

On Monday, she was welcomed back to India, the outcome of a rare cooperation between the nuclear-armed rivals.Now in her 20s, the woman, Geeta, flew from Karachi, Pakistan, to New Delhi, and was greeted by Sushma Swaraj, India's foreign minister, in a highly publicized homecoming event."I welcome a daughter of India on Indian land," said Ms. Swaraj, seated beside Geeta, who responded through an interpreter that she was "very happy" to be in India.. She was taken to Karachi and placed in the care of the Edhi Foundation, a prominent social welfare

For the first time in four decades, Nepal has moved ahead to include China as its second oil trade partner as an alternative source to cope with such a crisis in the future. India imposed an unofficial

trade embargo, curtailing fuel supply to Nepal by as much as 90 percent. Over a month has passed but there are no signs of the crisis ending soon. Nepal has been completely dependent on the Indian Oil Corporation for its fuel needs. The team

Iran, China, and Pakistan stand poised to transform a region.

Dogibeel Bridge is the country's longest rail-cum-road bridge. While the foundation stone was laid by former Prime Minister A.B. Vajpayee on April 22, 2002 it was originally scheduled to be inaugurated in 2009. But it is now facing numerous challenges that have slowed the progress of work. Slated to be the lifeline of the Northeast, this 4.94 km bridge will facilitate connectivity between the north and south banks of the Brahmaputra in the eastern region of Assam and Arunachal Pradesh. The project also comprise construction of a 74 km rail link that will connect the existing rail network and 29.5 km of road link as NH-52 B from south bank to north bank.

While the projected date of completion of the bridge is furthermore extended to June, 2017, the estimated cost incurred would be Rs. 4996.19 crore.In the city of Dibrugarh of Assam, it rains eight months a year. So any kind of construction activity, especially on the Brahmaputra river makes it a tough challenge. As often witnessed, the river makes it difficult with regard to construction of piers during the rainy season. Besides this, the project has been faced with unceremonious delays.

The project was granted National Status and it was supposed to have been completed in six years. But due to lack of funds and minimal attention given by the government, no work was done till 2007. And then, the rise in the cost of cement and steel contributed to the challenges posed with regard to execution of the project. Even early floods in the river restricts the working season to a very short period of approximately five months, from November to March only. Another major challenge is transportation as it demands huge mobilisation of equipment for execution of the massive work of the project across river channels of 600m to 900m width from both the banks.

Situated 17 km downstream of Dibrugarh, the bridge will connect north and south of the Brahmaputra river in the eastern region of Assam and Arunachal Pradesh. The border of Arunachal Pradesh is just over 20 km from the northern bank where the rail link will connect two existing railway networks running at south bank and north bank of the river. It will start from Chaulkhowa station and Moranhat station at south bank and join them between Sisibargaon station and Siripani station of RangiyaMurkongselek section of the north bank.As of now it takes 1.5 hours to cross the river, but after the completion of the bridge, the travel time would be reduced to a few minutes. Besides, on a larger scale movement of goods would also be possible. Moreover the bridge will also be of strategic importance for the country as it will provide quick movement between the two states and can also be useful to counter measure any threat from China, which borders Arunachal. In the meantime, however, cracks have been detected in some pillars of the under-construction Dhola-Sadiya bridge over the Brahmaputra in Tinsukia District of Assam, putting a huge question mark over the quality of work being done by the Navayug Engineering Company, which is constructing the bridge. However, it seems that the Ministry of Road Transport & Highways is not taking the matter seriously. The Saikhowa regional committee of the All Assam Students' Union, expressing serious doubts over the durability of the bridge, has demanded a high-level inquiry into the anomalies in the construction work.

Sualiha Nazar Pakistan, if anything, has always enjoyed a rather favorable strategic position in its region. This explains China's long standing interest in the country and its willingness to support the China-Pakistan Economic Corridor (CPEC), a $46 billion economic project.

The economic corridor, seen as a pivotal stepping stone in the "all-weather" China-Pakistan relationship, will connect China's autonomous Xinjiang region to Pakistan's Gwadar Port. Opening new doors of economic opportunities in the region, the 3,000 km megaproject will have significant implications that can possibly alter the dynamics of global politics.

The deal will help strengthen Pakistan's economy and cement its position in region. For China, CPEC will open new routes to the oil-rich Middle East via the Arabian Sea. It will reinforce inter-regional ties and enable the region to stand on its own, with minimal reliance on the West.

While worrisome for a few, many countries are eyeing the multi-billion dollar corridor with interest. Recently, Pakistan's President Mamnoon Hussain welcomed the wish of Central Asian states to join CPEC. Even Russia, which has had, at times, a tumultuous relationship with Pakistan, is now warming up to the country at the heart of the economic corridor.

With the possible inclusion of these new states in the deal, the possibility of

Govt Mulling More Licenses for Opium Cultivation Opium cultivation in few remote places of India have increased to such an level that its production can now be harmful for people living in and around them. Many of such opium cultivation have been taking place without the proper license from the Government of India. But the government will now consider granting more licenses for cultivation of opium poppy this year to growers who have performed well in the past.

The government would consider issuing more licenses to farmers this year with good performance in the past in light of proposed augmentation of capacity of the Government Opium and Alkaloid Works, adequate demand of opium for domestic and export purposes, provided the concerned farmers have satisfied MQY and other conditions of the licensing policy of the relevant year. The essential criterion of minimum qualifying yield (MQY) is specified in number of kg per hectare.

The policy would endeavour giving priority to traditional cultivators who have been earlier granted licenses for cultivation of opium poppy. It was also notified that the general conditions for grant of license for cultivation of opium poppy in the crop year 2015-16 that begins on October 1 and ends on September 30 the next year. It fixed the average yield of opium during the crop year 2014-15 at 56 kg per hectare for cultivators in Madhya Pradesh and Rajasthan and an average yield of opium of not less than 52 kg per hectare for Uttar Pradesh.

The Central Bureau of Narcotics (CBN) is responsible for overall supervision of cultivation as per provisions of the Narcotic Drugs and Psychotropic Substances Act, 1985, and the rules the reunder. Officers of the CBN measure each field and exercise controls to ensure that no excess cultivation takes place.In the earlier years too, the Indian government had cancelled licence to over 7,000 opium cultivators which created ripples in Hadauti and Mewar regions, which are the major opium-growing areas of the state. In the year 2007, 35,000 farmers in the Hadauti and the Mewar region had the license to grow opium in their farmland, the narcotics bureau has reduced the number of licenses to 28,000 in this financial year. The reason which the government gave for cancellation of license was that the country has sufficient stocks of opium and the licenses were issued to the farmers taking into consideration availability of stock and future requirements. On the other hand it was informed by US government that With India yet to adopt the advanced method of extracting opium from poppy seeds, it will not be importing raw opium from India in the current fiscal, a development that is likely to adversely impact the country's overall production and export of opium. With opium-producing countries including France, Australia and Hungary adopting the advanced technology of opium extraction - concentrate of poppy straw (CPS) - long back, opium exports from India as such have come down sharply from around 480 metric tonne in 2007-08 to 170 metric tonne 2014-15. The US cut down its import from India from 375.76 metric tonne in 2007-08 to 69.50 metric tonne in the last fiscal, according to the data maintained by the government. It stood at 421.32 metric tonne in 2008-09, 336.43 metric tonne in 2009-10, 392.158 metric tonne in 2010-11, further declining to 339.85 metric tonne in 2013-14.

The reason putting a full stop in granting license to cultivators of opium are many a reasons. The real reason behind such a step is yet to be known.

CPEC becomes more tangible and resilient. However, for Pakistan, Iran's inclusion in the deal will increase and multiply the corridor's advantages. For this reason, Islamabad extended an invitation to Tehran, which Iran has agreed to consider.

Moreover, with Iran's opening up, Chinese exports could become increasingly competitive in Tehran.

Simultaneously, Iran is eyeing as much as $100 billion worth of energy deals in the near future and Tehran's abundant oil and gas reserves could find a thriving demand in China too.

Pakistan's Prospects For Pakistan, the benefits of CPEC have already started showing. Similar to China, Pakistan's relationship with United States is deteriorating. The country needs to

prosper economically, making it less reliant on the United States. The economic corridor will provide Pakistan with the perfect opportunity to stabilize itself economically while cultivating ties with its neighbors.

The world's largest explosives manufacturer, Beijing Auxin Chemical Technology Limited, is all set to establish a plant in the country. The company will manufacture emulsion explosives which will "meet the future demand of explosives and blasting accessories in the light of CPEC, large-scale mining and hydroelectric projects."

On the other hand, energy production being the current core concern of development authorities of Pakistan, is

expected take a major leap forward. The Thar Coal Projects have been lined up as priority projects as part of CPEC, which in combination with two other harvest projects will be able to generate up to 2400 megawatts of power by the year 2018.

An agreement for the Lahore Orange Line Metro Project was also concluded earlier this April. According to a web release by Norinco, a pioneer and leader of Chinese military trade, this multi-million dollar deal marks the first urban rail transit project in Pakistan under the "One Belt, One Road" Chinese framework.

Apart from the obvious benefits to Pakistan's power production, logistics, transportation, communication, and freight

handling industries, CPEC will also immensely benefit the country's real estate running along the trade corridor.

According to Zeeshan Ali Khan, CEO of Zameen.com, "The CPEC's positive effects on Pakistan's real estate sector have already started showing. Gwadar, the town at the center of the trade commotion, has started witnessing a heightened demand in anticipation of better times to come as property prices have spiked by more than 200% in just a few months."

While the real estate sector grows exponentially, Pakistan's Minister of Commerce Khurram Dastagir Khan also offered the countries making up the Shanghai Cooperation Organisation (SCO) access to Pakistani ports to gain access to seaways from the Arabian Sea when the ChinaPakistan Economic Corridor (CPEC) becomes functional.

With all this development going on, the China-Pakistan-Iran trilateral in South Asia is looking up and huge affinities in inter-regional trade could be just around the corner.

Ending open defecation would bring immense benefits.

Some 130m households lack toilets. More than 72% of rural people relieve themselves behind bushes, in fields or by roadsides. The share is barely shrinking. Of the 1 billion people in the world who have no toilet, India accounts for nearly 600m.

A broader matter concerned here is public health. Open defecation is disastrous when practised by groups in close contact with each other. Because India's population is huge, growing rapidly and densely settled, it is impossible even in rural areas to keep human faeces from crops, wells, food and children's hands. Ingested bacteria and worms spread diseases, especially of the intestine. They cause enteropathy, a chronic illness that prevents the body from absorbing calories and nutrients. That helps to explain why, in spite of rising incomes and better diets, rates of child malnourishment in India do not improve faster.

Also that the mere availability of government-built latrines will not end open defecation for decades yet. What is needed instead are public campaigns, in schools and in the media, to explain the health and economic benefits of using toilets and of better hygiene. Also it was found that only a quarter of rural householders understood that washing hands helps prevent diarrhoea.

Victims of Acid Attacks in India suffers from delay in both justice and compensation Amarjyoti Borah Acid attacks on women, despite being a major issue in India has not found adequate importance in the country, and apart from delays even at the stage of initiating the First Information Report, the amounts in terms of compensations are still very meager.

A recent study by the Acid Survivors Trust International (ASTI), a UK registered charity, have found several disturbing findings in India, related to acid attacks.

The study was carried out in Cambodia, Colombia, India and the United Kingdom According to the study, in India, out of 55 cases studied, the time taken for litigation around a case to end is between five to ten years, on average, and very few of the survivors received compensation.

"Considering the physical and psychological trauma and devastation inflicted on victims of such attacks, this finding is particularly worrying," states the report, in which the intervention by different agencies such as the Law Commission of India, the National Commission for Women and the Commission on Amend-

ments to Criminal Laws ('Verma Commission') have also been analyzed to understand how changes in the legislative framework came about.

However in India, The Supreme Court of India's intervention in the case of Laxmi Vs. Union of India has been the most instrumental in bringing about positive change, and it has prompted changes in the regulatory framework controlling the sale of acids, nationwide guidelines regarding the emergency medical response to be provided by hospitals in cases of acid violence and also a clear victim compensation scheme with a specific fixed quantum of compensation.

For the part of the study on cases in India, 55 cases decided by Indian courts since 1991 were analyzed in detail. Out of these, 14 cases are the decisions of the Indian Supreme Court and the remaining 41 are decisions issued by various High Courts in India.

"Out of the 55 cases analyzed as part of this study, only one case had a reference to the source of procurement of acid and no action has been taken against the seller of the acid in any of the other

cases. Almost all the cases analyzed were under criminal law for penal prosecution, but nothing prevents the concerned judicial officer or the investigating agency to refer the matter for enquiry under provisions of the 1919 Poisons Act to ensure that the seller of the acid is also made accountable for the consequences of stocking and making such dangerous substances available," states the study.

The cases analyzed in the study also clearly show the lack of interconnectedness between the different laws addressing acid violence i.e. criminal laws and laws dealing with regulating sale.

"The primary reason behind the continued occurrence of acid attacks is that there is no control over the availability of acid. The study clearly demonstrates that acid is very easily accessible and available. The prosecution only steps in after the incident and there is no regulation on the sale of corrosive substances despite the 1919 Poisons Act," the report further states.

However very surprisingly, the study has also revealed that no action is taken against the seller of the acid even when there are success-

India's sanitation campaign has not improved health of people: study In 1999 when India initiated Nirmal Bharat Abhiyan, the world's largest communityled total sanitation programme, its objectives was to improve quality of life in rural areas. The programme did significantly increase latrine coverage but did not improve health, says a recent study.

The study involving 100 rural villages has found that the sanitation intervention increased mean village-level latrine coverage from 9 per cent to 63 per cent (compared with an increase in control villages from 8 per cent to 12 per cent), but did not reduce the prevalence of diarrhoea soiltransmitted helminth infection, or stunting in children younger than five years.

"The program is effective in building latrines, but not all households participate", explains lead author Thomas Clasen from Emory University, Atlanta, USA and the London School of Hygiene & Tropical Medicine in the UK. "Moreover, many householders do not always use the latrines. This, combined with continued exposure from poor hygiene, contaminated water, and unsafe disposal of child faeces, may explain the lack of a health impact."

I thought your scars from that meeting a re still very fresh," my wife, Sabita Devi shouted out at me when I told her that I am planning to meet an MP at New Delhi.

Both of us were at New Delhi for a conference on September 15-16, and I had planned to meet Dr Shashi Tharoor, MP from Thiruvananthapuram, and former Union Minister on one of those days, and interview him.

Sabita, in her enraged tone was referring to my series of unpleasant experiences in meeting politicians in the past couple of years. After my last such experience, a couple of months, I had literally made up my mind to avoid meeting politicians to the maximum possible.

That time, I had sought the appointment of a Congress leader from Assam (I will be discreet and will not name the person). The meeting was a nightmare, and I had to put much effort even to forget it.

For some reason I was hopeful that my meeting with Tharoor, will be a different experience. I had emailed Tharoor and his secretary almost 20 days back, and I had received a warm response saying that I was

welcome to meet Tharoor, but just the timing for the meeting had to be worked out.

When I told my wife that I had emailed Tharoor and had received an appointment on September 16 at 4:30 in the evening, Sabita in a surprised tone said, "Will a hi-profile politician like Tharoor reply to his emails, or was it his secretary replying to your emails".

On the D day, Sabita asked, "It's you who have got the appointment. Should I accompany you to his place".

My instant reply was, "I am sure he will welcome both of us".

When we reached his residence and opened the gate, the security asked my name, and when I said it aloud, I was in for a surprise.

"Sir is there. Please go inside," he said.

It seemed, he was already informed about our visit, and it was pleasant experience.

When we reached his office, at his official residence, we were in for another pleasant surprise. His secretary and other staff members pleasantly welcomed both of us and ushered us to a small room.

"Sorry for being late. Please wait for a while," said Yashshri Soman, Tharoor's Chief of Staff at New Delhi.

I was stumped. Late!!! The meeting was at 4:30 and it was not even 4:35, and an apology for that.

"Wow‌ It's turning out to

be a different experience all together at a politician's place," Sabita reacted even before I could utter a world.(word ) We soon found ourselves sitting inside Tharoor's office, and a few seconds after we entered, he entered and we introduced ourselves.

There was warmth in his voice, and an eagerness to know and share. Something which is very rare among politicians.

He said, "So you are from Assam. What you do".

I said, "I am a journalist, and a researcher,", he asked if he can help me in any way.

I was again stumped. We both are not from the same constituency. Meaning, I will never vote for him, and he is aware that I am not so big a shot, to be able to catch votes for him at Trivandrum.

Still he was making me feel so warm and not just pushing me to a side.

"Or have you just come for a chat and a cup of tea," was his next question.

I said, "Sir, you have written so many books, but you have never written much on the North East".

Quickly he said, "I know. It's unfortunate. But I would love to".

Our conversation continued for sometimes, on various issues including foreign policy, North East, Journalism, Environment and Climate Change, when he suddenly said that, an Ambassador will be there at his place on a official visit, and

asked us if we would mind waiting for about 10 minutes, so that by then he can meet the Ambassador and finish his work.

"I hope you won't mind waiting for a while," he said.

True to his words, he was back in about 10 minutes time, but before taking his seat, he said, "I am sorry if I kept you both waiting for long".

Our discussion resumed, and after around half an hour it ended.

I said, "It was a pleasure meeting you".

Sabita, who had taken a 'Gamusa' for him, gifted it to him, and I quickly said, "Can we have a photograph with you".

He was quick to react. He immediately summoned an official, who took a photo of both me and my wife with Tharoor.

"Send me a copy of that photo. I will frame it and put it up on my wall. It will be a

memory," Tharoor said, pointing to a corner of the wall in his office.

I did email that photo to him.

I don't know whether Tharoor will actually frame that photo and keep it in his office as a memory, however I must say, those moments which I spent at his office and with him are memories for me. Those memories with him can never be erased off my mind.

After meeting him I have realized that, there is still much hope from politicians and we need more politicians like Tharoor in the country.

"He is truly a gentleman", I said while coming out.

"I will say he is truly a gentleman politician", Sabita said simultaneously.

With the new generation of politicians like Tharoor around, I am sure they will help build India and made her among the most developed nationals in the world.

Though not entering 100 crore clubs, many films have done well in the recent past. 'Vicky Donor', 'Kahani', 'Lunch Box', 'Piku' are some of them. Multiplex audiences have good appetite for decent films and that is why contemporary film makers are coming out with realistic films.

In the end of August, 2015, two new Hindi films were released. On the surface, they seem to be entirely dissimilar. But peer a little closer and you will find

that both movies have an uncanny similarity. Both have serious national topics of concern as their central themes. Both are concerned with the past, present as well as future of India's populace, especially the rural one.

'Manjhi-The Mountain Man', released on August 21, is a biopic of an extraordinary individual, Dasrath Manjhi (19342007), a poor Dalit man who lived in a remote village Gehlaur in Bihar's Gaya district. Gehlaur was separated from the nearest town by a forbidding hill.

The film talks about Manjhi (played by Nawazuddin Siddiqui) and his life in the village where he lives as a landless labourer, works in the brick kilns of the local landlord.

He and his wife, Phaguniya (played by Radhika Apte), have a son and are expecting their second child. But one day, tragedy strikes as a heavily-pregnant Phaguniya trips down the hill while climbing it and gets seriously injured.

Since his village does not have a hospital, Manjhi treks over the hill with his injured wife to the nearest town, Wazirgunj. However, she breathes her last at the hospital, with doctors able to save the child, a daughter. An enraged and bereaved Manjhi now has only one mission in life-to carve out a path from the mountain, a shortcut, which could have saved his beloved wife and with which others, may benefit.

He sets out to do this, armed with only a sledgehammer and a chisel.

The other, 'Kaun Kitney Paani Mein', released on

August 28, is a satire on society as a whole. Like Manjhi, 'Kaun Kitney Paani Mein' too is set in rural India, this time in Odisha. The story is told through two villages, split long ago based on caste and money but never through water. The subject of the film is on water scarcity but rather than a preachy drama, it has tackled the issue in a satirical manner.

It has Radhika Apte, Kunal Kapoor, Saurabh Shukla and Gulshan Grover in lead roles. This is the first time a love story (between Kunal and Radhika), is based on need of water. The

director of the film, Nila Madhab Panda made his debut with the critically acclaimed 'I Am Kalam'.

The film shows that through reversals of fortune, the old world order is broken and water becomes the biggest game changer.

It has a domino effect on everything from social order to economics, even love and marriage. The film takes a satirical look at respect for resources, caste divides, and rural life against the backdrop of a traditional love story but all set in a realm where water is the new currency.

Both 'Manjhi' and 'Kaun Kitney Paani Mein' delve into issues which have tremendous social relevance in today's India: road connectivity and water conservation. Both try to tell their story in all earnestness. But their treatment of the subject matter is different.

While 'Manjhi' succeeds in convincingly showing the determination of Dashrath Manjhi in cutting his way through the hillock despite a host of obstacles like

drought, famine, snakebite, corruption and the general apathy of those around him, 'Kaun Kitney Paani Mein' is more of a satire and the water issue gets overshadowed by caste conflict in the film.

Can We Learn From The Films?

India inherited a poor road network at the time of independence. National Highways Authority of India was established in 1988.

But the actual road development started happening in India only after 1995.

Today, we have national highways, state highways, expressways and rural and urban roads. But these are not enough. India has a poor record of paved and unpaved roads, as compared USA and France which have predominantly paved roads of high quality. But the most pitiable state of affairs is of rural roads. And the situation has not improved much despite the government pumping in money through schemes such as the Pradhan Mantri Gram Sadak Yojana. And

Manjhi has rightly conveyed the message of having good roads in rural areas as well so that no other Phaguniya dies at the time of childbirth. Providing good healthcare in remote areas is the other message conveyed.

Like road connectivity, water too is a very important issue facing India. Although India has made improvements over the past decades to both the availability and quality of municipal drinking water systems, its large population does not have robustly planned water resources. Water scarcity in India is expected to worsen as the overall population is expected to increase to 1.6 billion by the year 2050.

Nevertheless, the very fact that Bollywood is doing such conscientious films is cause enough for celebration. We do need more of these types of movies which give a message of development of infrastructure by keeping a perfect environment balance.

Q2 net profit of HDFC rises 18 % Mumbai, Oct 27: Aided by an increase in its net interest income and dividend from HDFC Bank, Housing Development Finance Corporation (HDFC) reported a growth of 18 per cent in net profit at Rs.1,605 crore for the second quarter ended September 30, 2015, against Rs.1,358 crore for the corresponding period last year. On standalone basis, the net profit jumped by 18 per cent mainly due to dividend income from HDFC Bank which came in the second quarter this year.

"The establishment of a Sponsored Level 1 ADR programme in respect of up to 10 per cent of the issued and paid-up share capital of the Corporation, pursuant to the Depository Receipts Scheme, 2014 and subject to requisite guidelines to be issued by SEBI. The programme envisages conversion of existing equity shares of the Corporation into ADRs and does not in any way entail any issue of additional shares of the Corporation," HDFC said in a statement. The issue of rupee denominated bonds overseas is up to $750 million, it added. HDFC shares closed with a loss of 2 09 per cent at Rs.1,312 85 on the BSE. (Agencies)

New Delhi, Oct 27: Swiss giant Nestle today said it has resumed manufacturing of its instant noodles Maggi at three of its India facilities and will hit the markets after getting clearances from food testing laboratories. The company, which was forced to withdraw Maggi from market and stop production in June following tests by certain labs allegedly finding lead and MSG beyond permissible limits, will send first samples of the fresh batches to three accredited labs for tests.

This is in compliance with the order of Bombay High Court. "We have resumed manufacturing of MAGGI Noodles at three of our plants, at Nanjangud (Karnataka), Moga

(Punjab) and Bicholim (Goa)," said a Nestle India Spokesperson. He further said: "In compliance with the orders of the High Court of Bombay, fresh samples from these newly manufactured batches will be sent for testing to the three accredited laboratories designated by the High Court." The company would start selling in the open market only after the fresh samples are cleared. "We shall commence sale only after the samples are cleared by these laboratories," he said. Besides, Nestle India is also engaging state authorities and stakeholders at its production locations to commence manufacturing at the earliest, he added. On October 16,

Nestle had said that all samples of Maggi (old batches) have cleared testing by three laboratories as mandated by the High Court. "We have received test results from all three laboratories mandated by the Bombay High Court to test Maggi Noodles samples. All the 90 samples, covering six variants, tested by these laboratories are clear with lead much below the permissible limits," Nestle India had said in a statement. In June, the FSSAI had banned Maggi noodle product saying it was "unsafe and hazardous" for consumption after finding lead levels beyond permissible limits. The company had withdrawn the instant noodle brand from the

market. Nestle India, which took a hit of Rs 450 crore, including destroying over 30,000 tonnes of the instant noodles since June when it was banned because of alleged excessive lead content, had stated that it would continue with the existing formula of the product and would not change the ingredients. The Consumer Affairs Ministry had also filed a class action

suit against Nestle India seeking about Rs 640 crore in damages for alleged unfair trade practices, false labeling and misleading advertisements. It was for the first time that the ministry dragged a company to the National Consumer Disputes Redressal Commission (NCDRC) using a provision in the nearly threedecade-old Consumer Protection Act. HORTICULTURE Big hopes from small tea

Ratna Bharali Talukdar The Assamese small tea sector has seen impressive growth over a relatively short span of time, thanks to the efforts of growers and support from the Tea Board. All it needs now is state support to take it to the next level, reports Ratna Bharali Talukdar.

Way back in 1996, Karuna Mahanta decided to grow tea in his campus covering a small plot of around two bighas (around 6.5 bighas constitute a hectare), after one of his friends motivated him to start tea cultivation on small holdings for economic benefit. He began with some hesitation and a lot of uncertainty, as no one in his family had any experience in growing tea. The saplings, however, grew healthy; within six months, the first plucking

season of green tea-leaves started and Mahanta could pluck 16 kg of tea-leaf in a single day from his small tea garden. No doubt, this initial success largely encouraged him to gradually increase the area under tea plantation.

Since then, almost eighteen years have passed.

Mahanta has continuously persisted with his efforts to produce quality tea-leaves in small land-holdings both by learning more himself, and by educating others to train themselves and take it up. This has enabled him to pluck as much as 800 kg of green tea-leaves a day during peak seasons.

The journey has not been a smooth one all the time, but over the years, Mahanta has established himself as one of the successful small tea growers in the state,

with 40 bighas of land under tea-cover today, and simultaneously created employment avenues for almost 30 people in his locality.

Mahanta, the general secretary of All Assam Small Tea Growers Association (AASTGA), is just one of over one lakh small tea growers (STGs) in Assam who have found unique employment opportunities through tea production in small holdings and have contributed to over 30 per cent of total tea production of Assam. This, without any concrete government policy to support their efforts. The production of tea in Assam during 2012 was 588 million kg and is expected to be over 600 million kg during 2013. The small tea sector has been growing as the most flour-

ishing plantation industry in Assam over the last three decades, accounting for 14 per cent of India's total annual tea production.

Small is beautiful The tea industry in Assam has a long history, with the British establishing the first tea garden in Chabua in Tinsukia district of Upper Assam in 1837. The concept of cultivating tea individually in small holdings is, however, a relatively recent phenomenon.

Though a few growers in Upper Assam have traditionally been engaged in cultivating tea in small holdings, it was only during the late seventies and early eighties that a number of youth in the region initiated the process of growing tea in upland abandoned areas. The initial experiment was largely successful and attracted others to enter similar ventures.

Relatively low-capital required for investment, favourable climatic conditions, technical support from cheap and skilled surplus labourers from the big tea gardens in these areas to extend technical support and a locally available market for green tea-leaves turned this new effort of a section of local and enthusiastic youths into a huge success story. This initial success drew hundreds of more young tea growers, particularly from Tinsukia,

Dibrugarh, Sivasagar, Golaghat and Jorhat districts of Upper Assam.

They were mostly educated and unemployed, eager to grab the opportunities unfolded by this new concept, and tempted by the prospect of carving out their own identities through selfemployment in these small tea-gardens.

"These factors contributed to the new approach of growing tea in small holdings. Very soon STGs emerged as a gearing tool for sustained alternative livelihood option, especially as there were least possibilities of crop failure in tea plantations, unlike in other agriculture practices.

The uniqueness lies in the factor that, the owner of an STG is also the worker of his own garden. This 'micro' approach has also been proven to be productive in terms of maintenance of quality. No wonder then that STGs instantly took the shape of a green revolution in a state like Assam that has been striving for economic prosperity over the decades," says Mahanta.

Prior to such efforts by local youth, the fruits of tea cultivation in Assam were reaped mostly by the bigtea sector; local people were completely deprived of enjoying the benefits of tea. But with increasing examples of hugely successful tea-growers in

small holdings, more and more young cultivators have adopted small tea as a viable alternative livelihood. Referring to a study conducted by the Assam Agriculture University (AAU) in Jorhat nearly two years back, Mahanta points to the the finding that STGs had generated local employment for around 15 lakh youth in Assam.

Institutional support The Tea Board of India (TBI) defines STGs as those having land upto 10.5 hectare (75 bighas).

However, average land holdings of growers engaged in tea plantation in Assam is around 10 bighas and is enough for sustenance of a single family. A section of these youth do have land-holdings below 10 bighas, and earnings from such holdings form partial income of the family.

As STGs grew and spread to various districts, the All Assam Small Tea Growers Association (AASTGA) was formed in 1987 to take up different issues of such growers. The Tea Board, earlier had the provision of supporting STGs by providing a subsidy of Rs.60,000 per bigha of land-holding. However, such provisions failed to address the issues of the growing number of STGs, since only those having permanent land patta were entitled to avail the subsidy.

In 2012, the Board decided to issue biometric cards to maintain a database of growers and to fix the price of green tea-leaves. So far over 30,000 growers have been covered under the system, Mahanta adds.

The Tea Board has recently decided to approve setting up of mini and micro factories by the small tea growers within their plantation areas, with an aim to improve plucking standards and retain garden freshness. This is expected to help improve the quality of tea processed from green leaves of small tea gardens, as the time needed for transporting green tea leaves from the gardens to factories will be reduced. It will also help retain the garden freshness of the green leaves.

Usually, while being transported to factories, the green leaves from small tea gardens are subjected to multiple handling but with factories in closer proximity, this will also be reduced.

The Tea Board, which has defined 'micro' as factories having capacity of upto 200 kg and 'mini' as factories having processing capacity of upto 500 kg a day, has also decided to provide 40 per cent subsidy on the cost of plant and machinery to such growers. The small tea growers will have to obtain biometric cards to avail the various benefits offered by

the Tea Board.

With Assam having over one lakh small tea growers, the mini and micro factories will open up a huge chain of employment opportunities at the garden level even if only 10 to 20 per cent of small tea growers are able to set up their own factories.

Manpower, both trained and otherwise, will be needed to maintain and run the plants and machinery in these factories, to package and supply the made tea, to make and supply finished packaging materials etc.

The possibility of such vast opportunities in the small tea sector enthuses Mahanta. Thus encouraged, he is now planning to diversify his holdings by developing some areas for 'organic' and 'orthodox' tea that have higher value in external markets.

Citing the instance of Kenya, Mahanta says that the number of small tea growers in that country now contribute about 70 per cent of total tea produced. This has been made possible by the huge support from the Kenyan government. A policy push by the Assam Government to supplement the Tea Board initiatives will ensure that the support needed by small local growers are met and boost the sector. That, in turn, could provide a way to replicate the Kenyan success story in the state, he adds. (Agencies)

Farming for self-reliance in Kalahandi The struggle to feed themselves and their families round the year drives millions of farmers in remote rural areas to desperate measures.

Abhijit Mohanty's story shows how sustainable agriculture has helped farmers in Odisha's backward Kalahandi district pull themselves out of poverty and food insecurity.

Kalahandi is one of the most backward districts of Western Odisha. Persistent crop failure, drought, starvation, malnutrition, child selling, distress migration, illiteracy are rampant in the region.

Thuamul Rampur is a tribal-dominated block in the district that is no exception. The population here belongs mainly to the Kondha Paraja tribe who

have traditionally depended on two things for their food requirements: one, shifting cultivation of subsistence crops or dry land farming primarily dependent on rainfed water, and the other, collection of Non Timber Forest Produce. Unfortunately, both practices were largely unorganised and rarely

ever adequate to meet the families' needs.

Moreover, the extensive use of synthetic fertilisers, pesticides and high yielding mono-crop resulted in increasing loss of crop varieties, erosion of genetic diversity and extinction of local seeds in the region.

Traditionally, land was devoted to crops grown solely for the market, leaving the family with little or no home grown food. The losers in the process were the so-called ''poor people's crops'', that have less importance for the international market, but are crucial for supporting the local subsistence economies.

All these factors in combination perpetuated the fragility in livelihood of the tribal people and ulti-

mately led to distress migration in the region.

At this point, Agragamee, a voluntary organisation committed to the upliftment of the scheduled tribes and other marginalised sections in several districts of the region, stepped in to promote self-reliance in farming among the people of sev-

Abhijit Mohanty eral villages here. Orchard development was initiated along with the revival of intercropping and crop diversification in these villages of Thuamul Rampur block.

Prime focus was given to settled agriculture, building indigenous knowledge base of the tribal farmers through encouragement of organic farming methods, preservation of local seeds etc. Financial support came to Agragamee from the government through the Integrated Tribal Development Agency (ITDA), Kalahandi, and organisations such as International Partnership Agreement Program, Christian Aid, and

Raghuraj Foundation.

Organic farming shows the way According to Mr. Achyut Das, who heads Agragamee, "Organic farming touches all segments of the farm and transforms practices related to ecology, tradition, seed preservation, animal welfare, use of energy,

conservation of water and soil, thus bringing in a holistic perspective on farming.It relates agriculture to nature and culture, which essentially go together, and it does not exploit the land for marketdriven production, instead focussing on food security of the family."

Guided by the philosophy, Agragamee has opened up avenues for organically grown produce in the region.

With the support of ITDA, Kalahandi a Wadi project was implemented in 15 villages of Adri and Gopinathpur panchayat during the project period of 2010 to 2013. Under this project, farm inputs such as mango and lychee saplings have been provided to 200 farmers covering 189.50 acres of land. Two or more crops were selected in the Wadi plots to minimise climatic, biological and marketing risk.

As a part of optimum land use and to cater to short term livelihood needs, intercropping and diversification of a range of crops, grams, pulses and vegetables were advocated.

For example, vegetables like tomato, brinjal, beans, chilly, pumpkin and various pulses such as cow pea, arhar, and black gram were grown by the farmers under the project.

Rama Disari, a beneficiary says, "The wadi model worked because it merged technology with indigenous knowledge, leading to simple workable solutions that entailed eco-friendly options among other things.

Intercrops of grams,

pulses, millets and vegetables provided diverse sources of income and ensured food security, thereby avoiding concentration of risk in case any single crop failed."

Millet being a key staple food among adivasis, Agragamee promoted a range of millets such as Finger, Barnyard, Foxtail, Little and Proso amongst the farmers.

Many of these had been lost and were revived anew by the project.

As Sadhu Majhi of Tangiri village points out, "The resilience exhibited by our traditional millets is noteworthy. They adjust to different ecological conditions and are environment friendly. These crops are grown purely under organic agriculture and require meagre investment."All these make millets indispensable for rain-fed, tribal and hill agriculture, where crop substitution is difficult.

Tuber crops constitute another important variety for the region. They are a good source of carbohydrates and minerals for a chronically calorie-deficient population. The consumption of tuber, especially among the rural populace, can limit the chances of nutritional anaemia to meet the daily allowance. Besides, given the high potassium content, they protect consumers against hypercalciura, kidney stones, and osteoporosis.

Agragamee, with the support of IPAP, organised a series of training programmes on tuber crops and eco-friendly farming reaching out to

more than 200 farmers in the region, out of whom around 120 are now cultivating these crops in their farm land and regularly including tubers in their diets.

The diversification of crops not only provided a rich nutritional diet for the members of the household, but also supplemented the family income as the surplus was sold in the localhaats. On an average, each farmer is now able to earn at least Rs 8000 to 15000 annually from his farm.

These earnings have enabled them to strengthen their social assets too, in terms of repairing their houses, purchasing bicycles, bullocks and other household needs.

Seed multiplication and exchange In 2010, 30 farmers started a variety of trials on small patches of land.

Although uneven distribution of rainfall affected sowing and yields, the seasoned, determined, and experimental farmers continued trial cultivation. By 2014, already 200 farmers were cultivating a range of millets that had not been culti-

vated for over a decade.

Now, the number of millet varieties being grown has expanded to four, tubers to five, and eight different leafy vegetables have been identified for cultivation.

The practice of seed purification by seed selection, which had been abandoned for over a decade, has been taken up once again. The interest shown by the farmers to grow traditional seeds has been encouraging and shows that farmers still value their traditional agro-biodiversity. Given a choice, they will adopt it.

Around 200 instances of seed exchange have taken place at the village and panchayat levels since 2011, all of which have enabled farmers to get back some seeds that were lost from their area. Farmers also set up seed banks in the village to conserve the traditional varieties.

More than 80 farmers initiated individual seed banks in 12 villages. A seed-scarce community has been transformed into a seed-sufficient one.

Panmati Majhi of Chirika village is very happy with

the results. "Agragamee has taught us that our own plants and crops are the best ones as they can cope up with local climatic adversities, have great potential for good yield and are highly nutritious. We just need to preserve these and multiply the amount of seeds every year."This observation from a tribal woman drives home the pressing need to preserve and promote local seed exchanges.

Farmers are now taking a keen interest in organising meetings at the village and panchayat levels. The Women's Resource Centre at Adri has turned into a grassrootslevel platform for discussion and sharing of what is being cultivated, the inputs used and the yields obtained. Exposure visits have also been organised for farmers to various places within the district and the state. These have in turn led to an increasing exchange of information and debates on traditional seeds, farming systems, diversified food and their cultural practices.
