ASSAM DEVELOPMENT RATE

The “extremely” low rate of transformation is keeping Assam an underdeveloped state, said Niti Aayog’s deputy chairman Arvind Panagariya here on Tuesday. “Assam today has a rate of urbanisation which is only 14% while India in 1951 had a rate of urbanisation of 17%. So in terms of urbanisation, Assam is not even where India was in 1951. India today is 31% urbanised. The rate in India has been around 2 percentage points per decade, which itself is again low,” Panagariya said. According to him, when the transformation comes, wages rise which in turn motivates workers to move from agriculture to industry. Panagariya was speaking at an Indian Chamber of Commerce (ICC) organised interactive session.

Assam rate of urbanisation is only 14%, while India had 17% in 1951. NSSO figures 56% workforce in Assam in 2011-12, 6.5% in industry and 37.5% in services. Share of agriculture to Assam GDP was 32% while the same in 1980-81 was around 44%. figures, 56% workforce in Assam in 2011-12 were in agriculture and only 6.5% in industry and the remaining 37.5% in services. “The transition that’s happening is very slow. In Assam in 201112, the share of agriculture to state GDP was 32% while the same in 1980-81 was around 44%. Though the output of agriculture has halved in three decades times, the share of employment hasn’t,” said Panagariya.

He felt agriculture in Assam too required reorientation in line with what Andhra Pradesh and Gujarat. The farm sector

Panagariya strongly attributes this low rate of industrialisation to the very tendency of Indians to look down upon industry. “Industry is not a part of our thinking process. But if we want the transformation, we have to make conditions conducive for the growth of industry of all sizes, large, small land medium,” said the IndianAmerican economist.

He added that the chances of being able to sustain this growth of 8-10% were pretty good over next two to three decades and that would in all certainty help India become a $6-8 trillion economy in next 15 years. “Even if we grow at 8%, we will surely go from present $2.1 trillion economy to around $6-8 trillion economy in next 15 years’ time,” he said. A growth in the economy, said Panagariya, would give the country a “handsome” per capita income and help it get out of extreme poverty. “High income not only empowers the people but also gives higher revenues to the state and central governments. Higher revenues give the government much room to increase public expenditure on social welfare schemes,” he said. (With inputs from agencies)

CM Pema Khandu holds review meeting with power department of Arunachal ET Bureau Itanagar, Oct 25

Chief Minister Pema Khandu today took a review meeting of the state department of power along with Power Parliamentary Secretary Thangwang Wangham and Commissioner Power Ashish Kundra. The meeting was attended by all Chief Engineers, Superintendent Engineers and Executive Engineers of the department. Summarizing the whole situation of power shortage in the state, Khandu expressed concern that despite being touted as the power house of India, Arunachal Pradesh is yet to meet its own power requirement. The Superintendent Engineers, who represent power divisions that consist of two or more districts, collectively pointed out that almost all the districts face power shortage particularly during the lean period when generation of power from small hydro projects is at the lowest. They suggested proper transmission lines, purchase of additional power from central grids and maintenance of state-

owned hydro projects. The Chief Minister called for perfect coordination between the departments of power and hydro-power so that the power generated by stateowned hydro stations are judiciously and equitably distributed by the power department to consumers. “It is embarrassing to note that where there is power generation there is no transmission lines for distribution. This has to be sorted out mutually by the concerned departments,” Khandu pointed. The Chief Minister also raised questions over lack of revenue generation by the department, when it was admitted by all that revenue collected has been far less than the actual revenue that should have been collected in all divisions. “The actual revenue collected is meagre compared to the actual number of consumers. This has to be seriously thought about and I request the department chalk out a fool-proof plan in this regard in consultation with the Parliamentary Secretary and Commissioner,” he said. PDS SK oil floods Digboi open market, supply department in deep slumber. ET Correspondent Digboi Oct 25 In what can be called as Diwali rush and opportunist including the unfair traders heated up in making easy money from various unethical, illegal and easy source, a perverted scenario caught the attention of the general people here at Digboi Oiltown in Tinsukia District of Upper Assam concerning the easy procurement and availability of PDS blue Kerosene Oil being sold in open market at the prices much higher than what is fixed by the government of Assam. Sk Oil is one of the Commodities under the Public Distribution System which In order to ensure the availability of this Commodity to the Consumers at affordable prices, Govt. of India makes allocation to the State for distribution to the general Consumers through PDS regularly. According to sources on the other hand, the PDS agent who collects their monthly quota from the wholesaler hardly bothers to distribute the item to the beneficiaries particularly in rural areas. The agents dispose the SK Oil in the open market and urban businessmen including the grocers and contractors purchase it at much higher prices than the prevailing government rates and further sale in the market which earns them handsome. Talking to the Eastern Today

PDS SK oil floods Digboi open market, supply department in deep slumber. here this morning a buyer of PDS SK Oil from an agent who employs a middleman in an open market told that he buys at the rate of 35 and sells to general people at 45 to 50 rupees per liter that the people readily pays. 4 full barrels of SK Oil was transported to his shop and delivered in broad day light. On the other hands, confirmed source told that a huge network of black marketers operates in the town which collects the common people’s essential commodities and divert the same in various sectors including the running of machinery and fueling the telecom towers across the Districts after mixing the PDS

SK Oil with diesel quite contrary to the norms of the government that the utilization of SK Oil is solely meant for cooking and lightening purpose. What is irony is here is the fact that the supply inspectors of the concerned department hardly visits or inspects the PDS units which might have boosted the morale of the agents to openly divert the common people’s essential items in the open market depriving the poor beneficiaries. The role of the vigilance committee too is under a big question. Contd. on Page 3
