William Peyton Hubbard fought for a fair, inclusive Toronto, was a champion of parks and led efforts to establish hydro as a publicly owned utility in the province during his time in elected office from 1894 to 1914. Hubbard Park at 550 Gerrard St. E. in east-end Toronto officially opened Saturday in Hubbard’s honour as approximately 200 people, including politicians, Hubbard’s descendants, and representatives from Urban Alliance Race Relations, numerous historical societies and Toronto Heritage gathered on a cold, sunny, windy fall morning to learn of and laud Hubbard’s civic accomplishments. The new park flush with grass, new trees and shrubs and metal benches acts as the forecourt to the new Bridgepoint Active Healthcare, a 464-bed rehab and complex care hospital, and the newly restored heritage Don Jail. Hubbard was Canada’s first black politician and Toronto’s first black alderman and acting mayor. Honouring the past, embracing the future South Riverdale Community Health Centre opened its doors in 1976 located in former police station JOANNA LAVOIE jlavoie@insidetoronto.com As the South Riverdale Community Health Centre (SRCHC) enters into its fourth decade, one thing remains the same: its unwavering commitment to providing primary health-care services and health promotion programs to eastend Toronto residents as this part of the city continually evolves. One of the first facilities of its kind in Toronto, the South Riverdale Community Health Centre came together as a result of a former working class community’s battle to clean up elevated lead levels discovered in the soil and air in the vicinity of the now-shuttered Canada Metal Company plant on Eastern Avenue. “The community became galvanized around that issue,” said Lynne Raskin, who has served as the centre’s executive director since 2001, during a recent interview. “The roots of this community health centre are around advocacy, building health care, having health care that was within this community and having it delivered by people who know this community.” From Day One, the SRCHC has continue to build on its strong foundation of advocacy and work on environmental issues, she said, adding the centre mandate isn’t just about providing health care but keeping people well. The South Riverdale Community Health Center, which has the mission of improving the lives of people who face barriers to physical, mental, spiritual and social well-being, opened its doors in November 1976 and was initially located in a former police station (now paramedic
station) on Pape Avenue, just north of Queen Street East. In its first year, the centre, which also provided services from a storefront space on Queen Street East, near Pape Avenue, had two physicians and encountered roughly 2,700 clients. Today, the SRCHC, which moved to its current home at 955 Queen St. E., just east of Carlaw Avenue, in June 1998, offers a host of interdisciplinary services. Last year, there were more than 80,000 interactions with clients, who received services and/ or attended programs at 90 access points. Over the years, the SRCHC has been involved in numerous initiatives include planting trees, launching food security program, installing bike lanes, ensuring water quality at the Ashbridges Bay Water Treatment Plant, removing asbestos from the walls of local schools, keeping kids healthy, improving the health of those with diabetes, and helping Syrian refugees, to name a few. One of its most well-known areas of focus is harm reduction. This highly regarded, award-winning flagship program, which was launched about 20 years ago, was transformative for the work done at the SRCHC, Raskin said during a recent interview. It all started with a successful needle distribution program for intravenous drug users. In June 2013, the centre unveiled a memorial for drug users, the first of its kind in North America. Today, the SRCHC is one of three sites across Toronto selected to offer supervised injection services. About six years ago, the South Riverdale Community

Health center, which is funded by the Toronto Central Local Health Integration Network, set up a structure around three services teams: urban health, chronic disease prevention and management, and newcomers and families. “We learned how to do this with the experience of starting our harm reduction program,” Raskin said. “We identified a population and developed program and services around that. The South Riverdale Community Health Centre is structured around populations, not disciplines, which is
not so common in community health centres.” Moving for ward, the centre will continue to look at the community needs and respond accordingly, said Jason Altenberg, the centre’s director of programs and services, during a recent interview. “The community will keep changing and we’ll keep changing with the community,” he said, adding despite rising real estate prices and gentrification in the city’s east end, a strong belief in social justice issues and spirit of advocacy remains.

n a few days our streets will be full of miniature ghouls, princesses and witches, excitedly going door-to-door to fill up their treat bags. At this time of year, however, it’s not just on Halloween that drivers and pedestrians need to be cautious of each other. The days are shorter and it’s usually under the cover of darkness that people busy themselves getting to and from work, or kids make their way to school. Last week Toronto police reported 18 pedestrians were hit on the road in one day - with one of those incidents resulting in a fatality. We’ve all seen that video from Pickering where the girl getting off a bus is nearly OuR ViEW little hit by a careless driver zooming past. Distracted The close call was enough to walking can make staff gasp in the newsroom. The reality is, for our streets to cause injuries be safer, both drivers and pedestrians need to change their ways. Drivers cannot be distracted. Put your cellphones away, don’t drive while juggling a burger, pay attention to what’s happening in front of and around your car. Watch crosswalks and check blind spots - particularly curbside - for approaching pedestrians or cyclists. For those on the sidewalks, attention needs to be on your surroundings too. As Peel Regional Police Const. Mark Fischer told us this week, “Just like distracted driving, there’s distracted walking that can cause injuries.” Make eye contact with drivers as you approach crosswalks. If it’s raining, use an umbrella so you can monitor the traffic around you. Adult and children pedestrians also need to be mindful of their appearance. Dark clothing limits visibility; choose reflective gear instead. Parents should talk with their kids about street safety and wearing the right clothing in darker hours. If children can walk with a parent, a friend, or in a group - all the better. Some neighbourhoods organize ‘walking school buses’ that pick children up at their front doors. It’s on all of us to change our behaviours and make the effort to keep pedestrians safe.

Do voters need a rest from byelections? What with the tenor of the presidential election nearing its close south of the border, maybe we shouldn’t be surprised that the good voters of northeast Scarborough are tired of being voters and would like a rest. Still, it was hard not to be a bit surprised when at the last council meeting Councillor Chin Lee suggested that some 900 residents of Ward 42 (Scarborough-Rouge River) were interested in abandoning their franchise until the next municipal election and seeing the seat vacated by long-time councillor Raymond Cho filled by council appointment. Lee said he had a petition of that size, asking for an end to what they called “musical chairs” between the various elected offices in Ward 42. There have been a lot of byelections there. Cho departed for Queen’s Park in the last one, this past summer. School trustee Neethan
david nickle the city Shan, a New Democrat, was recently elected to the Toronto District School Board in a January byelection, and ran against Cho in the summer. Perhaps, the petitioners worried, the enthusiastic legislator Shan (identified in everything but name in the petition) would do so again. And so with the support of Mayor John Tory, his executive committee members and really everyone else but the left-wing minority, council is waiting a month so that Lee (whose ward borders Ward 42) might consult further with the community. Sympathy for weary Scarborough electors aside, one can’t ignore the possibility that the majority wing of city council wants more of a say in the representation of Ward 42 (and one vote in 45) than a quick byelec-
tion - you know, the sort of thing that people expect in a democracy, two years out from a general election might otherwise allow. There’s going to be more of this as time goes on. On Wednesday, Mayor Tory’s executive committee had a look at the final report from consultants charged with recommending changes to Toronto’s ward boundaries for the next election. The meeting occurred after the deadline for this column, but the matter must still move to council next month and when it does, I predict a vigorous if occasionally arcane fight over the recommendation to add three new wards bringing the total to 47. Now, the discussion as to whether the number of politicians should be increased is a bit more nuanced: democratic representation can be balanced with 47 councillors, the current 44 or even the 22-member council that the late Rob Ford advocated. And
councillors do cost money. These ones would cost a total of $870,000 a year, with another $210,000 to set up the three city hall and constituency offices in the first year. Aside from the money, there is also the matter of all that debate. Those old enough to get tired of voting are also old enough to remember when Toronto Council had 57 members, just after amalgamation, and how exhausting that bunch was. Of course, the real answer is that whether we want to or not, the right to vote in an election and have one’s views and interests represented in government is important in itself - and as well as being a right, a responsibility. One might think that everyone should understand that.

Transit Project Assessment Process - Public Meetings Our Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people – heading towards 10 million by 2041. This growth is a sign of success and opportunity. But as we grow, so too must our transportation network – the lifeblood that connects this great region and each of our communities. Metrolinx, an agency of the Government of Ontario, is bringing more transit and more connections to more places within the GTHA. Every community transit project, big or small, plays a vital role in the regional transportation system. We want to share our plans and get your feedback. Starting in November we will be hosting community open houses to share information and updates on three of Metrolinx’s projects to build new track and electrification infrastructure. We will be seeking your input on these specific plans and feedback on proposed mitigation strategies: GO Rail Network Electrification Transit Project Assessment Process (TPAP) (Hydro One as co-proponents): gotransit.com/electrification • Environmental Baseline Condition Reports have been prepared, Impact Assessment Reports to evaluate potential environmental effects of the project are underway, and stakeholder consultation is in progress. The project is currently in the Pre-Planning Phase of the TPAP. • The focus of this round of public meetings will be to provide an update on the project and conceptual design of the Traction Power Supply and Distribution components.

French Programs at the TDSB Applications for Early French Immersion are open from November 1 to December 1, 2016.
• The project is currently in the Pre-Planning Phase with existing conditions studies completed. • The focus of this round of public meetings will be on existing conditions. These meetings will also include information on the Regional Transportation Plan (RTP) which guides the work being done to transform the transportation network in the GTHA. A review of the RTP is underway, providing the opportunity to formally incorporate new insights into the plan, while ensuring we maintain momentum on the projects underway. Information updates on other key studies and projects in your neighbourhood will also be provided.

Police appeal for info after woman killed crossing street Toronto police are asking anyone who saw a woman get hit by a vehicle in Leaside Thursday, Oct. 20 to come forward with information. According to police, a 63-year-old woman was hit by a 2016 Jeep Cherokee while trying to cross Eglinton
Avenue, east of Hanna Road, shortly before 7:30 p.m. The woman, who had no vital signs when emergency responders arrived, was pronounced dead at hospital. A 31-yearold man was driving the Jeep, according to police, and remained on scene.
The woman, who has not been identified by police, was one of 18 pedestrians hit by vehicles that day in Toronto, with a steady rain falling. Anyone who witnessed the accident in Leaside, or has any information about it, is asked to contact Toronto Police at 416-808-1900.

Vindication for the Scarborough LRT Scarborough light rail advocates are vindicated by a newspaper report stating misleading information was passed on to Toronto Council ahead of a crucial subway vote. The Toronto Star story states city and TTC staff presented misleading data for the seven-stop Scarborough LRT project, leading undecided councillors to support the onestop subway extension instead championed by Mayor John Tory and chief city planner Jennifer Keesmaat. In a statement to Metroland Media Toronto, Scarborough Transit Action says the story confirms “distorted facts and figures” were used to push through the $2.9 billion subway project. Bloor Viaduct cyclists finally have some separation from the rest of traffic with the installation of “bollards” along the roadway. The Viaduct has had a painted bike lane since 2010, but only just received the added separation, which the popular cycling blog Biking Toronto notes has increased at least the perception of safety. “Instead of having traffic whip by you with only painted lines between them and you on your bike, these new bollards are not only a physical ‘thing’ but also a constant visual reminder to cars that the bike lanes are for bikes,” reads a recent post related to the new infrastructure. Hubbard had been a “parks champion,” said Janie Romoff, Toronto’s general manager of parks, forestry and recreation. “He was a tireless advocate for the creation of parkland in the city,” she said. “He lobbied the province and fought other councillors for the designation of High Park. Others felt it was too far from the city and would be too expensive to maintain.” S c a r b o r o u g h C e n t re Councillor Michael Thompson said as Toronto’s only black councillor, “I’m standing on the shoulders of greatness,” referring to Hubbard. “I often ask myself, ‘what would Willy do?’” Thompson said. “We need to ensure his
vision is not forgotten. The citizens of Toronto benefited from his greatness. He fought for Jews in this city, for the Chinese launderer being persecuted. “He was all about how he could make a difference, make people’s lives better.” Annually since 1989, Toronto has presented the William P. Hubbard Award for Race Relations to Toronto citizens, “whose outstanding achievements and commitment has made a significant contribution toward a positive race relations climate in Toronto.” Toronto Mayor John Tory called Hubbard “an innovator, activist, public servant and good citizen.” Hubbard’s lesson for Toronto is one of democracy and social inclusion,

Tory said. “I’m often asked why we need to have Black History Month,” Tory said. “We need to be reminded of the chapters of our history; the good
ones and the not-so-good ones. More than 100 years later, we’ve made progress, which I think, is the reason we rank so high on all these lists, in the way we live together,
respect each other and include each other... although we still have more to do for people who don’t feel that sense of inclusiveness.” Rosemary Sadlier, former president of the Ontario Black History Society, traced Hubbard’s history. Hubbard was born in a rural area called “the bush” near the intersection of what is now Bloor and Bathurst streets to parents who were freed slaves who had fled Virginia through the Underground Railroad to come to Canada. He began his career as a baker, invented the commercial baker’s oven - the Hubbard Portable. He then became a driver for his uncle’s livery business. One night he rescued another cab driver from
drowning in the Don River. The man was Globe newspaper publisher George Brown, who hired Hubbard as his driver and encouraged him to seek election. At 51, Hubbard ran for political office. In 1894, he won and became “the first black or non-white person to hold political office in any major city, province and in all of Canada,” Sadlier said. In 1898, he was appointed to the powerful, cabinet-like board of control. “He was popular with the press because he was frank. He was popular with the people because he fought for the needy and those attacked because of religious differences.” Hubbard died in 1935 at age 93 in his home not far from the park.

Primary responsibilities will include coordinating all aspects of pre and post-sales including order fulfillment, reporting, customer service and other duties as outlined below. KEY ACCOUNTABILITIES • This role will be the primary point of contact for all operational questions or issues related to the assigned advertising sales desk • Is the primary contact for problem solving on all issues; including fulfilling advertiser requests, billing and credit discrepancies, research and fulfillment issues • Work with centralized ad operations teams, including order entry/billing, ad trafficking, campaign optimization and reporting • Maintains increased knowledge of all products and systems within the company portfolio • Work with Sales and Analytics teams to plan and optimize campaigns for performance. WHAT WE’RE LOOKING FOR • Diploma or Degree in Administration or in related field. • Minimum 2 years of experience in an office setting or related administrative role and previous experience in a sales environment. • Proficient computer skills in Microsoft Word and Excel. • Strong communication skills both written and verbal as well as a competent listener. Effective organizational skills, ability to manage time and prioritize tasks appropriately. • Ability to excel in a fast-paced, deadline driven and demanding environment. • Customer focused professional with strong interpersonal skills. • Ability to build and develop effective relationships with clients and team members. • Concurrently manage both sales assistance and administrative responsibilities.
