JUSTIN SKINNER jskinner@insidetoronto.com The Eglinton Crosstown LRT promises to make the length of Eglinton Avenue more accessible to transit users, but as construction on the line continues, many businesses along the strip worry whether they’ll be around to witness the benefits. In response to those concerns, Ward 15 councillor and TTC chair Josh Colle has put forth a motion that aims to help beleaguered store owners. The motion, passed at council on Tuesday, Oct. 3, asks the city manager to look into implementing 24 recommendations to promote business in the area, offer loans and other perks to affected stores, investigate the possibility of free or discounted parking in the area and more. Colle said he was pushed to move the motion after speaking with some store owners in his Eglinton-Lawrence ward and elsewhere along Eglinton. "It was largely informed by what I was hearing from businesses on Eglinton," he said. "We’re looking at ways to increase the amount of parking available, looking at parking promotions and trying to better coordinate efforts between city departments." Other key features of Colle’s motion include the possibility of waiving street fees for festivals, designating Eglinton as a Cultural Hotspot with arts and culture

While he is confident that many of his recommendations will be relatively easy to implement, he noted that his motion also features some challenging requests. "The most difficult part will probably be finding ways to offer forgivable loans, incentives and tax deferrals to ensure businesses can survive," Colle said.

Many of the proposals will require buy-in from the City, Metrolinx and other parties, making the passing of the motion at council a mere first step. "This is very positive news for the businesses on Eglinton that have been significantly impacted by the ongoing construction activities associated with the Crosstown LRT," she said via email. "The initiatives put forward by the councillors are the exactly what the businesses need right now to remain competitive while construction continues to threaten the viability of their businesses." While Colle is eager to see the city manager’s report on his recommendations, he acknowledges that some of what he proposed may not be followed. "There are a bunch of asks of Metrolinx regarding financial aspects and they may say no to some, they may say yes to some," he said. The motion calls for the city manager to report back to council in December in hopes that the recommendations can be implemented quickly.

A vacant, former high school near Danforth and Greenwood avenues is being considered as the future home of a French-language high school. In the past year, both the French Catholic (MonAvenir) and the French public (Viamonde) school boards have shown an interest in the former Greenwood Secondary School site at 24 Mountjoy Ave. In June, Toronto District School Board trustees declared the Danforth East school surplus and for lease. According to spokesperson Ryan Bird, this property is currently going through a Regulation 444 process where other public agencies such as school boards are invited to express an interest in using it. Those public agencies were given a 90-day period, which concluded Oct. 11, to officially express an interest in this site. Bird said the TDSB received an official expression of interest from Conseil Scolaire Viamonde. Following the initial 90period, an additional 90 days is allotted for both parties to negotiate terms and conditions of an agreement. A date has yet to be set as to

when this may be complete. It should be noted that Reg. 444 lays out a priority ranking of public agencies/ organizations and the French public board has priority over the French Catholic board. Reached by telephone this afternoon, Jean-François L’Heureux, Viamonde’s chair and school board trustee, was unwilling to get into specifics. "There are several conditions (that must be met) before any final decisions will be made," he told Metroland Media Toronto. L’Heureux said a lot needs to be done to renovate and even possibly expand Greenwood Secondary School before they put in any formal offer. "That school is not in shape for today’s requirements," he said, pointing to an agreement that must also be hammered out between his school board and the City of Toronto so that students can use nearby greenfield for their physical education classes and sports activities. At this time, Ontario’s Ministry of Education has not promised any funding to Viamonde for a new Frenchlanguage high school in east Toronto. Meanwhile, a grassroots group of parents that has

long been advocating for an equivalent French-language high school in Toronto’s east end isn’t entirely convinced the former Greenwood Secondary School and the property it sits on are the best option. "Our position has been clear for a long time: Greenwood is not equivalent to other local English high schools. Our children are sufficient in numbers and have the constitutional right to an equivalent secondary school. We have not received any information that allows us to believe that Greenwood could be equivalent. Providing the nearly 1,000 francophone elementary students in our area with an equivalent school must not be delayed any further," members of the Coalition de Parents pour une École Secondaire de Quartier, Coalition PESQ for short, said in a recent statement sent via email to Metroland Media Toronto. Recently, Coalition PESQ sent out an email blast to its supporters providing details about a lawsuit they’ve launched against the province. The legal action calls on the province to respect their right to an equivalent French-language high school in Beaches-East York and Toronto-Danforth.

Councillors voted Oct. 4 to spend $10,000 to 12,000 a year on the project that germinated in the former Borough of East York, one of six legacy municipalities to amalgamated Toronto. The East York Historical Society and the East York Foundation had approached Beaches-East York Coun. Janet Davis, requesting that the old logo become a part of street signs within the borough. The matter came before the Public Works and Infrastructure Committee, with an additional request to include Scarborough in the mix. But the committee was deadlocked in its September meeting, so it was up to

the full Toronto council to sort it out. Part of the difficulties some councillors had was the logos violate Toronto’s corporate identity policy, which was passed in 2000 and requires that the City of Toronto logo be on all city facilities and signage. Davis brought forward a motion Wednesday evening to only do the logos in East York, which would cost about $1,000 a year to apply East York stickers to the lower portion of street signs as they were replaced. "I don’t know if you are familiar with East York, which is a very special place in the city," said Davis. ""Let me just say that (East York spirit) from the seniors who continue to value that East York culture and that East York symbol to the skateboarders who regularly paint the skateboard park with the East York logo, to the tattoos that young people get

Stephen Holyday, son of former councillor and Etobicoke mayor Doug Holyday, said while he believed that the former municipalities should be honored, it shouldn’t be through signage but through representation of their values. And he pointed out that full implementation would take decades with a patchwork of signs with logos. "It won’t look good," he warned. "There will be little logos popping up here and there. People will wonder why it’s not happening on their street but the next one." In the end, however, council supported Davis’ motion and then Fragedakis’, with a vote of 26-11, and 28-9 respectively.

No time for red tape on housing Earlier this year, Statistics Canada released data from the 2016 census that indicated a long predicted, but nonetheless startling change had occurred in our country’s demographics. "From 2011 to 2016, Canada registered the largest increase in the proportion of seniors since Confederation. This acceleration of population aging is the result of the first baby boomers reaching the age of 65," StatsCan reported. "For the first time, the share of seniors (16.9 per cent) the share they represent of the total Canadian population exceeded the share of children (16.6 per cent). The increase in the proportion of seniors from 2011 to 2016 was the largest observed since 1871 - a clear sign that Canada’s population is aging at a faster pace." In our news feature Senior Tsunami on insidetoronto.com, Metroland Media looked at this change and its implications on housing for the average senior. We defined average as the range from having no additional income from a company pension or RRSPs (surviving solely on CPP and OAS benefits), to having a retirement pension or savings. In short, we focused on housing solutions for the middle-class senior; the one who can’t afford the average monthly cost of $3,526 for an Ontario retirement home (in the GTA, it is more than $4,700), but does not qualify for government-assisted housing. We also used a projection by the province’s ministry of finance that shows the senior population in much of central Ontario will more than double in the next 25 years. The results were frightening. Although we have watched the baby boomers ascend the population triangle year after year, we are ill-prepared to provide housing alternatives to match their income level. Several in-depth reports by the Canada Mortgage and Housing Corporation have forewarned of the impending crisis, but little in the form of solutions have taken shape. The province has been silent. In fact, we believe we are in a too-little, too-late situation for the Ontario government to show leadership on the issue of senior housing. We no longer have the luxury of time to meander the red tape of government. What we need are community-based, grassroots solutions. Ontario could offer surplus land or closed schools for senior housing developments. Municipalities, regional councils and provincial programs must collaborate to eliminate barriers, such as zoning and building bylaws, to pave the way for these alternatives. We need to work together to resolve this crisis. And with Food Banks Canada saying 45,000 seniors across the country rely on food banks each month, we need to start today.

It may be a long time before we’re over amalgamation It has been a long time since amalgamated Toronto’s first day - nearly 20 years - and there are no doubts some who think it’s time we got over it. Pity those poor forward-thinking cynics. Last week at Toronto council’s October meeting, Janet Davis rose to remind us that ... well ... that perhaps we need reminding. The Beaches-East York councillor was sponsoring a request from the East York Historical Society and the East York Foundation to please include the East York logo on any street signs that might be replaced. Of all the former municipalities, Davis reminded her colleagues, East York was "special."

single enclosed shopping mall, small enough that it didn’t even get to be a city it was a borough. But as signs at its irregular borders indicated, it was "Canada’s Only Borough." Its citizens were fiercely proud of it. When it came time to vote in illegal, Catalan-style referenda about amalgamation, East Yorkers voted ’no’ in greater numbers, and if anyone had been measuring it, surely greater volume. When it failed, the borough’s mayor, Michael Prue, went on to be a councillor on Mayor Mel Lastman’s first Toronto Council. And he wore East York sweaters, hand-knitted by his wife. The tradition continues, Davis told her col-

leagues. Skateboarders come at night to paint the East York logo on local skateboard parks. Teenagers, she insists, have the ’EY’ acronym tattooed on their flesh. The national student design competition and breast cancer fundraiser is the world’s first and only bathroom tissue couture collection. The special event held Sept. 28 at the Royal Ontario Museum brought together the who’s who of Canada’s fashion scene for an inviteonly runway show that featured intricate ball gowns, sassy cocktail dresses, and other

whimsical frocks. Chelsea Cox of B.C.’s Kwantlen Polytechnic University, earned top honours and went home with $4,000, while Adrian Arnieri, a recent Ryerson grad from Mississauga, came in second and received $2,000. Seneca College student Charlotte Li of Markham placed third and was awarded a $1,000 bursary. Community mourns teen killed at Stan Wadlow Park JOANNA LAVOIE jlavoie@insidetoronto.com Family members, friends, and the community are grieving the loss of a 15-year-old boy who was fatally stabbed Saturday night at Stan Wadlow Park. Isaiah Witt, a Grade 10 student at Scarboroughâ&#x20AC;&#x2122;s Wexford Collegiate School for the Arts, died following a reported confrontation between two groups of males in the playground of the park near Woodbine and Cosburn avenues. A second person was also stabbed during the incident, but sustained nonlife-threatening injuries. Toronto police arrested and investigated four individuals. As a result, an 18year-old man and a 19year-old man have been charged with second degree murder. Toronto police have not released the names of the accused. Investigators are asking anyone with information, especially those who were at Stan Wadlow Park

Scarborough teen Isaiah Witt was fatally stabbed on Saturday, Oct. 7 at East Yorkâ&#x20AC;&#x2122;s Stan Wadlow Park. that night, to contact them. Isaiah, who enjoyed bodybuilding and playing the guitar, lived in East York until recently when his family moved eastward to Scarborough. Several posts on social media by those who knew and loved the teen remembered him as a kind-hearted and genuine person who was taken too soon by a "senseless act of violence." The Toronto District

School Board also offered its condolences in an Oct. 10 note sent home to parents. "Today has been a sombre day for all of us as we mourn this tragic loss of life," the letter from Principal Tom Lazarou read. "Isaiah was very wellliked and will be sorely missed by our students and staff ... Isaiah will be remembered fondly by his friends and teachers. Our deepest condolences are extended to his family members." The note went on to say that students most closely associated with Isaiah have been encouraged to meet directly with specially trained support staff. After 40 years of service, the time has come for one of Canada’s most well-known and well-respected human rights leaders, Dr. Rev. Brent Hawkes, to spread his wings. Hawkes, who has served as the senior pastor of Metropolitan Community Church of Toronto since August 1977, announced his retirement earlier this year. He’ll deliver his final sermon in this capacity at Roy Thomson Hall on Dec. 24, 2017. "It wasn’t really a tough decision because it was the right time for me, and the right time for the church," Hawkes shared during a recent interview. "I feel very honoured to have been head of this church for 40 years, to see the changes in society and the church and to have played a role in that." Hawkes, who is 67, said he’s excited about the next decade and the time and effort he’ll now be able to devote to confronting what he described as "religiousbased homophobia" on a much wider, yet grassroots, level. "I’m retiring as the senior pastor here, not retiring as

an active clergy person," he smiled, adding he does plan to do some writing, gardening, and golfing during his "retirement." Hawkes also plans on visiting his relatives on the east coast. When it comes to his next steps, Hawkes pointed to a sabbatical he took a number of years ago where he met and developed strong contacts with LGBTQ people of faith in Washington, New York, and Geneva, Switzerland. Moving forward, his plan is to work closely with those individuals and organizations to help strengthen the rights of LGBTQ people on an international scale, through a religious lens. "My work will be change hearts and change minds," he said, noting his goal is to help equip people and groups from around the world with the tools they need to develop stronger religious-based responses to religious-based homophobia. Hawkes, who is originally from Bath, New Brunswick, had an incredible career as MCC Toronto’s senior pastor. Among countless achievements, he officiated the world’s first-ever legal marriage of a same-sex cou-

ple in 2001 and presided over the state funeral of former Toronto-Danforth MP and federal NDP leader Jack Layton in 2011. Hawkes said some of his proudest moments at MCC Toronto were his first Christmas Eve service at Roy Thompson Hall, his long-run as the presider of Church on Church, as well as his involvement and support for the Triangle Program, Canada’s only alternative high school for LGBTQ+ youth. This unique joint venture is the result of a partnership between the Toronto District School Board that MCC Toronto both financially supports and houses. Hawkes, who was awarded the Order of Canada in 2007, also said the work he’s been able to do to help refugees persecuted for their sexual orientation is something he holds very close to his heart. This part time night shift position is on Sunday, Monday and Tuesdays.
