CYNTHIA REASON creason@insidetoronto.com Mimico’s beloved Blue Goose Tavern could soon be undergoing a radical restoration and redevelopment including a new basement microbrewery, extensive renovation work, and the addition of a fourth storey. West-end councillors voted to proceed to the community consultation phase of the proposed redevelopment of 1 Blue Goose St. at the Feb. 22 session of Etobicoke York Community council. The proposal seeks to "retain and restore" the circa-1909 establishment - a three-storey mixed-use building that currently houses the Blue Goose Tavern on the ground floor and 18 affordable dwelling units

on the second and third levels. If ultimately approved, the redevelopment of the site would include the construction of a fourth storey and an east-side addition, a new microbrewery in the basement, a renovated restaurant on the ground level, and a total of 18 new rental dwelling units on the upper levels of the building. The proposal also calls for an infill development on the remainder of the site, including two single-detached dwellings, a pair of semi-detached dwellings, and nine townhouse units. Beloved by many in Mimico, the Blue Goose Tavern has a long history in the south Etobicoke community - beginning with its roots as the Windsor Hotel. Originally constructed ad-

Tavern - a nickname it got from a blue-tinged steam engine whose engineer used to make frequent stops at the pub while passing through town, Terry Chemij told the Guardian in 2008. The Blue Goose Tavern is currently being researched and evaluated by Heritage Preservation Services for potential inclusion on the city’s heritage register. While the details of the upcoming community consultation to discuss the Blue Goose Tavern site’s proposed redevelopment have not yet been confirmed, Ellen Standret - a city planner on the file - said the public meeting will likely take place in early May. Big changes could be coming to Blue Goose Tavern

Minto’s revised build bid a ’good news story’: Holyday TAMARA SHEPHARD tshephard@insidetoronto.com A developer’s much-downsized residential build bid on the former Kipling Grove School property, in consultation with area residents and city planners, is an important "good news story," area councillor Stephen Holyday said. Last week, Etobicoke York Community Council endorsed city planners’ recommendations and approved Minto 19 Glen Agar Inc.’s proposal to build 53, three-storey, single-family detached houses fronting two new public streets to run perpendicular to Glen Agar Drive in the Rathburn and Martin Grove roads area. Toronto City Council will consider the matter on March 9 for a final decision. Minto revised its initial application in 2015 to build 104

townhouses and 12 singlefamily homes at 19 Glen Agar Dr. after consultation with city planners, Holyday and area residents - who formed Glen Agar Residents Association to advocate for changes to the proposal. In 2014, Minto purchased the 2.4-hectare property from the Toronto District School Board. Holyday recognized GARA and Minto for its co-operative consultation on the proposal. "The residents’ association has been truly remarkable. They produced white papers on this. They did their homework," Holyday told councillors. "Minto is also to be lauded." Holyday held up the Feb. 9 edition of The Etobicoke Guardian with the front-page story, headlined "GARANTEED INVOLVEMENT:

Members of the Glen Agar Residents Association pushed back on a development they felt was too big for their neighbourhood." Holyday lauded Etobicoke Guardian reporter Cynthia Reason, who wrote the article. "Cynthia Reason wrote a report that was the front-page story in the Guardian. I think that speaks volumes to how important it is to the local community," Holyday said. Don Charles, a resident with GARA, said residents remain concerned with overland flooding and sewer backups, saying "the area is known for having a high water table." Alana Vanderoort, a lawyer from lawyer Adam Brown’s office who spoke on behalf of Minto, called it a "very co-operative consultation process with city staff, the local councillor and resi-

around the development, in large part to keep down dirt and dust. He asked if Minto would be willing to install "good quality fencing" around the site from the outset. "As you said, the earlier, the better," Vanderoort said in response to Holyday’s question about installing the fence. "It’s certainly something Minto is committed to." Holyday asked Travis Skelton, assistant city planner on the file, if Minto’s proposed homes on 30-foot lots would create a precedent "where people would swoop in and divide lots." Skelton said no: "(City) planning would not support it if someone came in afterward to sever lots." Minto further agreed to make a $25,000 donation to improve the local park, Holyday said.

Let’s not shoot the messengers There’s a troubling trend taking place in the political discourse of late. The news media is in the crosshairs and coming under increasing fire by those who would prefer to be the subject of propaganda instead of public scrutiny. The latest salvo came Friday when U.S. President Donald Trump delivered a double whammy, with White House press secretary Sean Spicer barring a number of news agencies, including the New York Times and CNN, from the daily briefing and the commander-inchief himself again referring to the media as "the enemy of the American people" in a speech at the Conservative Political Action Conference. It’s an escalation of a campaign intended to sow distrust in the media that’s been ongoing since Trump’s election campaign, with Orwellian terms such as "alternative facts" and "fake news" now entering the lexicon. A free press is an institution so integral to a functioning democracy that Thomas Jefferson is famously quoted as having said: "Were it left to me to decide whether we should have a government without newspapers, or newspapers without a government, I should not hesitate a moment to prefer the latter." That’s among the reasons why many academics and experts have expressed concern with the Trump administration’s repeatedly adversarial stance toward the media with retired Navy Admiral William McRaven, leader of the 2011 operation that killed Osama bin Laden, calling it "the greatest threat to democracy in my lifetime" and Republican Senator John McCain cautioning that suppressing the press is "how dictators get started." While the hostility toward the media is not as prevalent here in Canada, it’s becoming more common to see eerily similar rhetoric dotting the comments sections of news websites and social media feeds. A big part of the news media’s role is holding elected officials, at all levels of government, to account for their actions and the decisions they make and to protect your right to know. At the same time, we’re accountable for our coverage to you, the public. It’s OK for politicians and the public to disagree with the manner in which a story is covered or offer additional information that can make the narrative more clear but there’s a massive difference between that and allegations of fabrication and deliberate falsehood. By all means, don’t hesitate to critique and question news stories, we welcome it but let’s also be careful not to shoot the messenger.

Serving universities, living in poverty They serve meals on Toronto campuses, but can they afford meat for their families? They deal with hundreds of customers a day, and are expected to smile. Until now. Food servers at York University and University of Toronto Scarborough are on strike. Keisha Latty, on the job at York for 11 years, says the pay is insulting. She needs $1,200 for rent, plus babysitting money and food for her three kids. Last week, she hadn’t paid her February rent, and March was just days away. "You can’t afford to buy food in the city anymore. There’s no affordable rent in the city anymore," Latty says. And TTC fares go

Darrell and Maureen Jansen have served UTSC students and staff for 10 years. Maureen gets $11.50, Darrell $12.66; he was promoted recently but Aramark didn’t increase his pay. Their two children are in college. The Jansens rent a north Scarborough house for $1,000 a month, have no savings, and while

on strike, no income. Like other servers, they say their fight isn’t just for money but the next generation. They also want more respect from an employer constantly pushing more work on them. "We are strong. We will fight to our last," Maureen says. Growing fast and planning big things, York and UTSC say they’re "anchor institutions" committed to raising up the communities around them. Police academy opens up to new learners Registration has now opened for the spring session of the Toronto Police Service Community Police Academy. The eight-week course, designed to educate the public about policing, is free to anyone 16 years of age or older who lives, works or volunteers in Toronto. Toronto police history, neighbourhood policing, crime scene management, the criminal justice system, community safety and crime prevention are among the topics that will be covered. There will be in-class lectures and discussions as well as practical exercises. The course is taught by members of the police service who are considered subject matter experts. Classes are held every Saturday between April 1 and June 3 at the Toronto Police College at 70 Birmingham St. in south Etobicoke though there won’t be classes on the Easter and Victoria Day holiday weekends.

Canada is a third-world country compared to Mexico To the editor: Today’s news was filled with the news of the number of people of various descents who are sitting in Mexico waiting for an opportunity to escape to Canada, and one wonders why? For example, I, an 82 year old born and bred Canadian, have relatives like grand children, etc., per-

manently residing in Mexico and we will shortly be joining them there for a vacation, and right now have other relatives down there on vacation. And all of these individuals are born and bred Torontonians. The bottom line is when you truly compare Mexico with Canada, especially Toronto, Canada is the thirdworld country, case closed. The Toronto Police Service Community Police Academy is now accepting applications for the spring session. The course is a partnership between Toronto police and Humber College, and graduates will be eligible for two credits toward Humber’s police foundations diploma. Students must attend every class to graduate.

Re: "Reimagining Yonge project in the hands of Toronto council" Feb. 15. The reconstruction of Yonge Street north from Sheppard Avenue may be permanently put on hold for the time being but the good news is that we won’t have to suffer the further inconvenience of having bike lanes on Ontario’s ’main’ north/ south street. In combination with the ugly and

unnecessary concrete flower planters put in place a few years ago running up the center of this major busy thoroughfare north from Sheppard Avenue, inhibiting the flow of traffic in both directions, the addition of ’bike lanes’ would have given us traffic congestion of nightmarish proportions. Thanks to Councillor David Shiner for putting the kibosh on this ridiculous idea. Marty Fruchtman

Mary was the original costume designer and prop-maker for the company, and was the Director of the Visual Effects Department. Middle class Torontonians feeling the squeeze Residents struggle to stay afloat as income disparity in Toronto grows

Trinh, who works in Richmond Hill, directs a notable portion of her earnings to child care. "It is manageable with my income. I’m pretty lucky, but it could be better," said Trinh, who is on a waiting list for a child care subsidy. "The Canada Child Tax Benefit helps me a lot." Since becoming a single mom a year ago, Trinh said she’s learned a lot more about how to access government resources and tax breaks. She’s currently working to save up enough money to purchase a property in the city. "One of the major financial challenges is trying to own something. It’s basically impossible," admitted Trinh, who came to Canada from Germany 14 years ago. "I have not given up hope on home ownership, but I’m not ready for it yet. Maybe in the next year if the prices aren’t crazy." Trinh’s situation is a common one for people in Toronto who earn between $40,000 and $90,000 annually. Danielle C., a mother of young two sons from East York, would love to own her own home in the city but realizes it’s just not possible with her family’s $80,000 annual income and their current monthly expenditures, which includes $2,000 for daycare. "We could afford the mortgage payment but the challenge is to pay down our consumer debt and save for the down payment," said Danielle, who asked to not use her full name for privacy reasons. Regardless, she said the benefits of city life, notably its diversity, walkability, and access to public transit, outweigh the dream of home ownership. A decade ago, University of Toronto professor David Hulchanski published a groundbreaking report, Three Cities Within Toronto, which looked at income polarization in Toronto by neighbourhood from 1970 to 2005. In early 2015, Hulchanski and his team of researchers provided an update to that initial report. They found that the city’s wealth is becoming even more concentrated in the central part of the city with less affluent areas growing

in Toronto’s outer limits. The findings, which still ring true today, also show that the average income is

rising significantly in downtown and the north end, essentially pushing out those who earn less.

Sean Meagher, executive director of Social Planning Toronto, spends his days advocating for affordability for Toronto’s roughly one million households. Together with his team, he works to build a Toronto where everyone has the "means to participate" in society. "We don’t want people pushed into pockets. We want people to be able to live everywhere in the city and afford to do so," he said. "I think it’s valuable (to the city) and an investment we have to make." Recently, the council has been pushing Toronto to do better in a campaign of the same name. Part of "Toronto Can Do Better" includes lobbying the city to look at the bigger picture and invest in transit, good jobs, and affordable housing in its 2017 budget. "Our view is, let’s budget smart. We want a plan that makes sense. It’s about making choices that meet our needs versus the numbers we like," he said, pointing to the importance of considering interconnections like the health benefits of providing people with affordable, quality housing when it comes to city budgeting. Social Planning Toronto has also been working to help politicians better understand how budget cuts directly impact real people’s lives and how adding to the city’s coffers through a small property

tax increase can be beneficial for all. WoodGreen Community Services, a long-standing social service agency in east Toronto, is one of many organizations across the city helping Torontonians find ways to afford their lives and thrive. "Income stress affects all income levels. You don’t have to be in the lowest income bracket to feel the stress of affordability," said Diane Dyson, director of research and public policy. "We help people who are trying to find resources." Dyson and her colleagues work to better understand how decisions made by the government directly affect people’s lives, and identify and improve the "missing pieces" in the system. A major part of their work is addressing the lack of affordable housing in Toronto. For Steven Vanderherberg, the agency’s director of strategic initiatives, it’s all about helping people living with less find the right balance of income and expenses, and to help them be autonomous and better "afford their lives." WoodGreen runs yearlong income tax clinics as well as a host of Financial Empowerment Services to help people increase their financial literacy, manage their debt, create a budget, access government income sources. -with files from Torstar News

MIDDLE CLASS CHALLENGES ANDREA GASCA A Beach resident for 16 years, Andreea Gasca is prepared to make sacrifices so that her 12-year-old daughter Nikita can reap the benefits of growing up in a diverse, multicultural city. "I’m staying in Toronto because of what it can teach my child. I want my daughter to have an open mind. From an arts and culture standpoint, Toronto offers so much," shared Gasca, who works for the Attorney General’s office. Originally from Montreal, Gasca said to stay afloat she’s had to find creative ways to stretch a dollar. "We’ve developed an addiction to Value Village and the Facebook (buy and sell) groups. You have to find ways to make it work," said Gasca, who has only taken one vacation in 12 years. "It’s tough to get ahead, to make ends meet." Gasca said inflation is a key reason why she struggles to get ahead even if her income has increased in recent years. ALICIA PENNY Scarborough resident Alicia Penny, her partner, and their two-year-old son, Elijah, are also working hard to stay afloat. Toronto is home and she feels her family has the right to live here. "Our roots are here. It’s just too much to up and move somewhere else where you don’t know anybody," she told Metroland Media Toronto. Penny, who has lived in the city for the majority of her life, said one of the challenges her young family faces is the cost of housing. "It requires a lot of juggling," she admitted. Both Penny, who works in landscaping, and her partner, a mechanic by trade, are both currently receiving disability benefits. She said the challenge is that any extra income earned or any savings or assets they had are counted against them. "It’s tough to get ahead," she said.

The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. The City of Toronto is considering a stormwater charge

Stormwater is rain and melted snow. When not absorbed into the ground, it runs off properties onto streets, down storm drains and through a complex network of pipes that carry it into local waterways or, in some cases, wastewater treatment facilities. Generally, the more hard surfaces a property has the more stormwater it adds to the stormwater system.

How is stormwater managed? Making infrastructure improvements is necessary to manage the impacts of stormwater. To help manage stormwater, the City is creating new holding ponds, tanks and tunnels, and overhauling some sewer infrastructure that is more than 100 years old.

The proposal is to remove the portion paid for stormwater – currently embedded in the water rate – and show it as a separate charge on the bill. The water rate will decrease and a stormwater charge will be added. The amount paid for stormwater will be based on property size and the average amount of hard surfaces on properties of a similar size. Some bills will go up and some will go down.

City to fight Plant World condo plan Seniors’ rental marks rare Ward 1 development

TAMARA SHEPHARD tshephard@insidetoronto.com City staff will again likely be headed to the Ontario Municipal Board to oppose a developer’s condominium proposal in Etobicoke, this time on the Plant World property. Lanterra 4000 Eglinton Realty Ltd. appealed last November to the board its application to build five, 18- to 33-storey condo towers on the two-hectare property on the southeast corner of Eglinton Avenue West and Royal York Road. Etobicoke York Community Council voted without debate Feb. 22 to send city staff to the board to oppose Lanterra’s appeal. Toronto City Council will consider the matter on March 9 for a final decision. Lanterra’s proposal is a mixeduse development comprised of five condo towers housing 1,900 residential units. City planners expressed concerns with the proposal’s "built form, building heights, density and potential traffic impacts," a Feb. 3 city planning report states, noting the developer did not address those concerns in its December 2015 city submission or since. Currently, Plant World garden centre consists of a one-storey

The Etobicoke York Community Council is considering the proposed redevelopment of the site at 4000 Eglinton Ave. W. building, a number of greenhouses, outdoor planter beds and a surface parking lot with one in and one out driveway, the report states. The site is surrounded by 12- to 15-storey apartment buildings to the north, predominantly singlefamily detached homes to the south, St. Demetrius Catholic Church to the immediate east, and a 15-storey apartment building to the west. Last May, approximately 200 people attended a community consultation meeting and expressed concerns about the proposal’s: · neighbourhood compatibility · height, scale and density · potential shadow, views and privacy impacts · health and safety impacts to

the adjacent St. Demetrius Catholic School students · compatibility with the future Eglinton Avenue West LRT Residents also questioned whether capacity exists in local schools to accommodate children from the proposed development. Adequacy of servicing infrastructure to support the proposal was also cited. City planners have not received a revised application since they met with the developer last October to discuss their comments, as well as those of other city divisions and agencies, and residents’ concerns. A pre-hearing board conference is likely to be scheduled for the second quarter of this year, the city planning report indicates.

A five-storey seniors’ rental apartment building proposal in an area of north Etobicoke that rarely sees development got the green light last week. Etobicoke York Community Council voted Feb. 22 to approve the sitespecific zoning change from commercial to residential on a 0.26-hectare lot at 1155 Albion Rd. just west of Islington Avenue. The project proposes 56 bed/sitting rooms, including eight, one-bedroom units and three bachelor units. Area Councillor Vince Crisanti expressed enthusiasm for the project. "It’s not too often we hear about a development opportunity in Ward 1. I think we should embrace it," Crisanti told councillors. York West Councillor Giorgio Mammoliti said the project could qualify for city affordable housing funding. Councillors endorsed Mammoliti’s motion that Neil Cresswell, director of community planning with the city’s Etobicoke York district, meet with the developer and Crisanti to investigate the feasibility of city affordable housing funding. Cresswell said the project does not qualify: "(Affordable housing) subsi-

dies are available, but it’s given to nonprofit organizations." Mammoliti disagreed: "It doesn’t have to be nonprofit. It has to be in the criteria set out in the rents." "Rents in the building would typically be low enough to qualify. We should be encouraging this kind of housing all over the city," Mammoliti said immediately before the vote. Only one deputant spoke in opposition not to the project itself, but to possible shadow and traffic impacts. Anthony Adamson said he represented property owners at 1207 and 1215 Albion Rd. to the west of the proposal. City planner Sabrina Salatino characterized the proposal as "modest," and said it would not cast shadows on abutting properties to the west after noon. The neighbourhood is a mix of mixed-use buildings, one-storey houses, West Side Long Term Care Home and the West Humber River valley lands. Councillors heard from city planning staff the project is too small to qualify for so-called Section 37 community benefits funding. "We typically don’t target smaller application for Section 37," Cresswell said. Toronto City Council will consider the matter on March 9 for a final decision.

Candice Bobb’s killer to be charged with baby’s death Delivered by emergency C-section, baby died weeks later TAMARA SHEPHARD tshephard@insidetoronto.com Candice Rochelle Bobb’s murderer will face charges not only in her Jamestown shooting death, but also in the death of her prematurely born son, Kyrie, Toronto police announced. Bobb was one of four people in a vehicle headed east on John Garland Boulevard entering Jamestown Crescent Sunday, May 15, 2016 around 11 p.m. when the vehicle made a Uturn. As the vehicle stopped, it was sprayed by gunfire. Bobb, 33-years-old and five months pregnant, was hit in the back seat. The driver sped to Etobicoke

General Hospital where attempts to save Bobb’s life failed. Bobb’s son, Kyrie, was born by emergency C-section and transported to a trauma centre. Initially stable in intensive care, the baby died a few weeks later. Det-Sgt. Mike Carbone said he was appealing to people’s "conscience" - that a shooter or shooters took the life not only of the pregnant Malton mother of three - but also that of her four months premature baby. "If the offender or offenders is arrested, they will also be charged with the death of the baby," Carbone told a news conference at Toronto police headquarters Tuesday. Renovating your kitchen can be an intimidating project. With so many decisions to make, renowned designer and stylist Tiffany Pratt shares her trendforward insights after teaming up with The Home Depot Canada to overhaul her kitchen. 1. Shake it up with Shaker. Shaker-style cabinets are a go-to cabinet style for many designers because they offer beautiful traditional lines that dance within most style genres. “Using Thomasville Nouveau cabinets in off-white meant that I could really do anything within my space. Like a blank canvas, this cabinet style updates the room while still maintaining existing styles,” explains Pratt. 2. Mute the colour with 1980s palette. Adding colour doesn’t always mean going bold and bright. Moving into the next few seasons, colour trends are leaning toward shades that echo the muted, pale mid-tones of the 80s. Inspired by her deep love for pink, Pratt modernized and scaled up the shade by using it in a more grown-up and risky way in a dusty rose hue. 3. Inject hits of modern. Instead of breaking up your backsplash and countertop into two different types of materials, why not use the same material for both? “In kitchen design I really appreciate crisp, clean lines while still injecting sparkle, texture and pattern,” says Pratt. Give the eye a break by sweeping the same material for both the countertop and backsplash in a

Silestone or marbled quartz, and create a modern look with texture. 4. Mix your metals. Pratt recommends an all-ornothing approach when it comes to selecting metals. “In the case of my kitchen, I chose to mix. My faucet is brushed gold, while my pulls and light fixture have hits of polished nickel. This route was natural because I went with all white appliances that opened me up to a world of possibilities.” 5. Finding your floor as centerpiece. Look for something with durability, interest and an ability to hide everyday dirt. Pratt chose a full polished marble floor because it was unexpected and graphic. “Like a work of art by Escher, my floor is truly the centerpiece of the space and adds a newness while still fitting into the old bones of my home.” Remember that flooring can be more than functional — it can also be the pattern and art in the room that really makes the space come to life. 6. Consider the white appliances. While most people swoon over stainless steel and the new black appliances, Pratt still loves classic white in the kitchen. A full spread of white appliances disappears into the space and don’t attract too much attention in the room. Chic, clean and effortless, white kitchen appliances also echo European design.

A developer’s plan to build two apartment buildings and three condominium towers along the Hwy. 427 corridor will yield a "record" $4-million in community benefits for the ward, said area Coun. Justin Di Ciano. Etobicoke York community council endorsed city planners’ recommendations and approved Edilcan Development’s nearly 1,500-residential unit application at its Feb. 22 meeting. City planners said the proposal is "appropriate and represents good planning" in a Feb. 2 city staff report. Toronto city council will consider the matter on March 9 for a final decision. The property is on the north side of Gibbs Road, between Hwy. 427 and The East Mall north of Bloor Street West. Previously, a one-storey commercial/ light industrial building occupied the site. Di Ciano said the Hwy. 427 corridor has been zoned for increased density.

Di Ciano referenced the $2-million proposed to be allocated to the future YMCA or the Westwood Park to be built on the nowvacant Westwood Theatre Lands at Kipling Avenue and Bloor Street West. Another $1 million is earmarked for the future YMCA or local parks improvements, while $1 million is also intended for The East Mall Park, or other local parks in the development’s vicinity. "It is a record amount of Section 37 for our community - $4 million," Di Ciano said. "That will not only increase the capacity of our parks, it will benefit one of the largest developments in Etobicoke in the last 50 years - The Westwood Theatre Lands. "The money here for the (proposed) YMCA development and a park will add some great civic space going forward. It’s a big win for the community." In its first phase, Edilcan proposes to build two, 10-storey rental apartment buildings of nearly 400 units with large-scale retail space for, possibly, a grocery store, a new private road, playground area, and 31-storey condominium above a four-storey podium with eight, at-grade residential units. Subsequent phases of the development would include proposed 37-storey

and 43-storey condo towers with almost 1,100 units abutting Hwy. 427, with a central garden, dog run area and pedestrian path. The development would have 923 one-bedroom units, 407 two-bedroom units, and 150 three-bedroom units. "We believe the proposal represents good planning, is in support of the city’s policies and the city’s building objectives," said Melanie Hare, with planning firm Urban Strategies on behalf of Edilcan, noting a "collaborative approach" with city planners that lasted more than 18 months. City planners said in a report that the proposed development fits "with the site’s location abutting Hwy. 427, and other existing building heights and densities in the area." Buildings in the area are of comparable height, said Nicole Ivanov, city planner on the file, noting buildings of 22, 29 and 35 storeys on the adjacent Valhalla property. Neil Cresswell, community planning director with the city’s Etobicoke York District, explained the property’s proximity to Hwy. 427 permits taller buildings. "The tolerance for tall buildings next to the highway is quite high," Cresswell said. "It’s about fit. It’s about context. It’s about impacts."

A bad subway idea’s only getting worse There’s a reductive element to the thinking behind Mayor John Tory’s continued support of the anythingbut-reductive Scarborough subway. It reduces to this: Council should stick with its decisions and not change its collective mind, especially if those decisions are big ones and even if they might have been bad ones. If it didn’t? Why, the public would be outraged. The trouble is that genuinely big, bad decisions have a tendency to get bigger, and also worse. So it is with the Scarborough subway plan, which was a bad idea from the get-go: the moment in 2013 that Toronto council trashed a fully-funded light rail plan to replace the Scarborough RT, with a threestop subway that served fewer communities and cost more. John Tory embraced that subway as a strategic position in the 2014 mayoral race; Rob Ford and then his broth-

DAVID NICKLE The City er Doug Ford were popular in Scarborough, and part of that popularity was a stoked sense of grievance among a significant number of Scarborough voters. Supporting it was a good strategy. Good strategy, but bad policy. After the election, Tory dealt with ballooning costs by supporting a stripped-down version: just a single stop at the Scarborough Town Centre, with other light rail improvements along Eglinton East to be paid for from the savings of eliminating those other two stations. And now? Well, nobody

should start planning their light rail commute to east Scarborough any time soon. The costs are up by another $197 million, to a total of $3.346 billion. Tory’s executive committee will have an opportunity to take another look at the plan, as the new report comes before it on March 7. Don’t expect big changes, though. On Feb. 27, Tory told reporters he thought the city could find savings in construction costs, and suggested that other orders of government might pay for the Eglinton light rail. Real cost of infrastructure is always high I have a humble request for Toronto’s elected officials, planners and transportation watchers, if only in the interests of my continued mental health: please, please, please don’t assume cost estimates for expensive and long-off infrastructure plans are a realistic gauge of the final price tag. Take the Scarborough subway extension, which could be in operation before the end of the 2020s. Its cost has steadily risen from $2 billion to a current total of $3.34-billion for the plan. Design work for the extension is barely at five per cent and the environmental assessment required for provincial approval hasn’t even started. In fact, this week’s announced price escalation only takes into account the cost of constructing an underground bus terminal at the new station, which is separate from construction for the actual subway extension. In other words, the price

It’s entirely conceivable the next time the city delivers a substantive project update, the Scarborough extension could exceed $4 billion for the one solitary station. The issue isn’t limited to controversial subway plans. Light rail supporters like to compare the Scarborough subway with the Crosstown East LRT plan between Kennedy Station and the University of Toronto Scarborough, and how it will offer better local service and cost significantly less than a pricey subway stop. All well

and good, but don’t buy for one moment the cost of the 17-stop LRT will stay at its current price point of $1.6billion. If I were the betting type, I’d put the final price tag north of $2 billion, not including operation and maintenance costs. I understand if you don’t see the importance of accuracy when it comes to reporting on projects that won’t be completed for years, if not decades. But seeing as how transit expansion will cost multiple billions of dollars, much of it depending on the benevolence of higher levels of government, it’s just not accurate or frankly helpful to the dialogue on mega-infrastructure if the cost estimates themselves are flawed from the start.
