DAVID NICKLE dnickle@insidetoronto.com Local city leaders are optimistic following the announcement by the Ontario Lottery and Gaming Corporation that a consortium has been chosen to eventually expand the Woodbine Slots to a full-on casino in Rexdale. But Mayor John Tory indicated that the city will only be onside if the proposal meets specific objectives for job creation and economic development that Toronto Council set out when it offered conditional approval in 2015. "I’m focused on bringing jobs and investment to Etobicoke," said Tory in a statement August 8. "Under my leadership, City Council said clearly that there a number of conditions, including the creation of more jobs and economic development opportunities, which must be met before it allows the ex-

Toronto’s Economic Development Chair Michael Thompson noted that the contributions will likely be lower than would have been the case had Toronto approved a casino at Exhibition Place in 2013, rather than rejecting the proposal. But he said that the casino would overall provide "an injection" to the city. "More people, more gamblers, will be going to that area, and there will be a hotel, there will be retail," he said. "There’s an injection to the city. I don’t think overall you’re going to see a problem of more safety concerns, more danger. We’ll be able to handle those situations traditionally, as we handle them." Thompson joked that "we need to maybe put forward a bylaw requiring that people who win there need to purchase a minimum of $300 goods and services in Toronto."

Local Etobicoke North Councillor Michael Ford, meanwhile, is gearing up to support a larger scale development of the area. "We’re in daily contact and we’re working with the city manager’s office to make sure this gets off the ground," he said. "City planning is heavily involved and because of the sheer mass and size of the project we have a lot of different divisions in the city keeping an eye on this and supporting this." He said that the Rexdale community has needed this level of development for years, and he hoped that a combination of development and higher-paying jobs with the casino will make a difference. "It’s very important that we help move this forward and support Woodbine’s bid to move forward," he said. "We can really land an incredible amount of jobs and a wide variety of jobs at that."

City leaders welcome plans for casino at Woodbine

Slot workers vote ‘overwhelmingly’ in favour of deal TAMARA SHEPHARD tshephard@insidetoronto.com Approximately 400 locked-out Woodbine Racetrack Slots workers voted "overwhelmingly" in favour of a new collective agreement with the Ontario Lottery and Gaming Corporation, its union reported. Workers had been locked out since July 14. They had been picketing daily at Woodbine Racetrack at Hwy. 427 and Rexdale Boulevard in Etobicoke for the past three weeks. The deal was reached Aug. 3. The Public Service Alliance of Canada - Ontario bargaining unit made gains

with OLG on its main issue working conditions and scheduling for part-time employees, who represent 62 per cent of its members, Sharon DeSousa, PSAC Ontario regional executive vicepresident, said in an interview the day after the vote. "Precarious work, not knowing when your shift was going to be, is such a problem for work-life balance," DeSousa said. "How do you manage daycare? How do you have another job? How do you have a life?" Employees gained contract language around improved job security and better scheduling for shifts and vacation "to make it more

fair," DeSousa said. An employee committee will now participate in shift scheduling, she added. The union also fought for more full-time jobs. Some part-time employees have worked full-time hours for more than 15 years, DeSousa said. OLG offered to create 25 full-time positions. That means about 10 per cent of Woodbine slots’ part-time employees may apply for a full-time designation when one becomes available in his or her department. Full-time employees are entitled to six sick days a year, as well as short-term and long-term disability ben-

The new agreement followed a tentative agreement reached Aug. 1 after the union’s bargaining committee and OLG officials met with a Ministry of Labour conciliator. OLG spokesperson Rui Brum said Woodbine slots employees were slated to return to work on Tuesday, Aug. 8. "We’re pleased our employees ratified the tentative agreement," Brum said in an interview Friday. "We look forward to having our employees back to work."

Homes on Ravenscrest face west where a laneway used to be DENISE HARRIS denise.harris@sympatico.ca Ravenscrest Drive starts at Rathburn Road and winds its way north, through the Glen Agar neighbourhood. Driving its route, you will pass two heritage houses at 98 and 112 Ravenscrest Dr. If they look somewhat different from other farmhouses you have seen, it may surprise you to learn that you are actually looking at the original rear of each house. Robert Coulter’s family settled in Etobicoke in 1822. Robert bought 40 hectares of farmland in two parcels in 1842 and 1862. His property stretched from today’s Martin Grove Road to Kipling Avenue, in the second

lot north of Rathburn Road. The west part of his property was in the Mimico Creek valley, where they had an apple orchard and a cow pasture. Above this valley was high land where he, his wife Ann-Jane Patterson and their 12 children all lived in a log cabin. The upper level of land was accessed by a river stone-paved laneway that started at the north end of the property (now Agatha Road) and followed the top of the ravine, connecting the house with other farm buildings. This lane was lined with chestnut and walnut trees, two of which still exist today. In 1874, the Coulters built the new home pictured here. This charming Ontario Gothic house of red brick has gingerbread trim and finely-detailed yellow brick quoins, window arches and banding under the eaves. It was built facing west, overlooking the Mimico Creek valley (now Glen Agar Park) with its lovely view. They called their new

The west-facing front of Robert and Ann-Jane Coulter’s 1874 farmhouse at 112 Ravenscrest Drive in 2017. home "Mount Pleasant." Robert passed away in 1888 and Ann-Jane in 1903. In 1909, their heirs sold the south 50 acres to Walter Death (pronounced Deeth), a grandson of the Death family who settled near Royal York and Norseman in the 1830s. Walter built the

brick two-storey house that is now 98 Ravenscrest Dr. circa 1912, the year he married Bessie Carr. His house also faced west, overlooking the valley, and is now painted white. The Coulters’ farm lane along the ravine was shared with the Deaths,

who farmed their property until retiring in 1945 and moving to Islington. In 1953, the Coulter heirs sold all of their property to Norman Agar and to other developers, except for Mount Pleasant, which was turned into a tenement house. As part of designing

the new subdivision, a new street called Ravenscrest Drive was opened on the east side of both houses, making the former farm lane redundant. In 1968, the house at 112 Ravenscrest Dr. was sold out of the Coulter family, but nearby Nashland Avenue commemorates Willa Nash, the granddaughter and last descendant of Robert Coulter to own the property. The current owners of 112 Ravenscrest Dr. bought the house in 2001 and have done extensive restoration of this provincially designated heritage home. Meanwhile, 98 Ravenscrest Dr., a fine example of an unpretentious century-old farm house, was sold to a new owner in June 2017. Its future is uncertain.

The city’s missing people need our help There are a lot of missing people in Toronto. We know, because we write up every police report and share online in the hopes word will spread and that person will be found. Our social feeds are sometimes chock full of missing person stories just due to the volume. It’s a service we justify by imagining what loved ones are going through, not knowing if their child, parent, spouse, or friend is safe. We’re an effective channel of communication and we hope getting word out there fast will mean someone somewhere will notice something, send in a tip, or better, report that they’ve been located. In the best-case scenario, we’re having to update the story soon after publishing because the person’s been found. In one recent incident, a husband apparently went out for an extended period of time without his phone and his wife panicked. Those updates are a relief to publish. Better to be safe than sorry. We’d like to thank our online followers for sharing these stories and photos. Mostly, these are published online at Insidetoronto.com and shared on our Facebook and Twitter page. Sharing with your networks helps get the word out quickly, and time is of the essence in getting people located and home safe. Domingos Martins, the 83-year-old with Alzheimer’s, was miraculously found alive last week after being missing for five days. His family made the search very public and made several appeals for help, even offering up a reward. He was eventually located trapped between a fence and a wall, and was taken to hospital in critical condition. We’ve reported several times on the story of a 31-yearold Duane Montaque who lives with autism and regularly goes missing from the home where he lives with his mother in Scarborough. Once, he stowed away on a train to reach Montreal. Earlier this summer, someone found him in Ottawa. As part of our Sunday Reads online series, once a month we also profile a historic missing child case. Though it’s been years - sometimes decades - those families and the police investigating still hold out hope. When you see these stories, have a read, examine the photos, and share with those you know. The police desperately need tips and need to act fast, so your assistance may be what makes that crucial bit of difference.

City finally unseals Toronto apartment towers Toronto’s tower-in-thepark apartments are products of The Boom, the decade bridging the 1960s and 1970s which saw 140,000 units built. Some sprouted in the suburban middle of nowhere - Rexdale, rural North York, East Scarborough, with big surface parking lots and lawns. Built when even nursing home patients were expected to have cars, they sometimes assigned each apartment two spots. The towers were "sealed in a time warp for 50 years," says Greater Toronto Apartment Association president Daryl Chong. No mixed uses were allowed. Tenants were expected to drive everywhere. Towers aged as the city grew around them. There

delay, launched last month. Finally, if landlords agree, dead spaces in more than 400 modernist towers containing 80,000 units, all pre-1985, can become tutoring centres, daycares, or nail salons. Their lawns or lots can sport outdoor markets. Tenants, if fortunate, may finally get conveniences downtown condominium dwellers take for granted. The closest supermarket to the Rexdale tower Soman’s working on is 900 metres away. Most tenants of the building and its twin take a car there; some take taxis, he says. Soman sees a testing ground. Backed by partners, he’s interviewing tenants, many Middle Eastern or East Indian, about the products he’ll sell.

Some towers had tuck shops, but with interior doors. They were designed for tenants alone, often stocking junk food. Soman wants to sell fresh vegetables, quality stuff, in a shop open to the public. "Let’s hope it works," he says. Around Pape and Cosburn, Jane and Finch, Kipling in Rexdale, Lawrence and Orton Park in Scarborough, East York’s Taylor Massey and Thorncliffe Park neighbourhoods, and Oriole in Don Mills, the city will approach owners, suggesting what RAC zoning can do for them. Entrepreneurs can also knock on management doors, perhaps tenants themselves already "making something cool, exciting or tasty" upstairs, Chong says.

‘An ocean’ of garbage litters park City solid waste crews clean up West Deane Park daily

Soon, the serenity of his Monday morning constitutional became blighted - by the sight of "just an ocean" of garbage, remnants of some people’s weekend picnics and barbecues in the Martin Grove and Rathburn roads-area park. On Tuesday morning after the August long weekend, food waste, water bottles, pop and energy drink cans, Styrofoam containers, empty beer cases and pop can cases were strewn everywhere - on the grass, on the children’s playground, and on patio stones near picnic benches outside the park’s washrooms. There was even piles of burned charcoal dumped on the grass. "It’s just appalling and disgraceful the amount of garbage people leave here," Smart said Tuesday morning, as he took a reporter on a garbage tour of the park as city solid waste crews finished cleaning up. "On weekends, the park is full of people and families who like to enjoy the park. I think that’s great. But this behaviour is really an affront to everyone." A week ago, Smart found a dirty diaper left abandoned on the wood chipped ground of the children’s playground. West Deane Park is a nearly 50-hectare city park that follows the Mimico Creek ravine from Eglinton Avenue West south to Rathburn Road. The park features two ball diamonds, four tennis courts, three children’s

He even saw a turquoise, yellow and pink badminton racket laying on the grass, in what appeared to be perfect condition.

Smart has lived in the Martin Grove and Rathburn roads area near West Deane Park for decades. Recently, he began taking his early-morning walk to various parks when he repeatedly noticed the mountains of weekend picnickers’ refuse on Monday mornings. Smart said he often

speaks to the city workers who clean up the park. "There are four city guys, who tell me West Deane Park is by far, the worst park in Etobicoke for garbage," Smart said at the park. "They tell me this is their first stop at 7 a.m. They’re here for an hour to an hour-and-a-half cleaning it up."

On Tuesday, fresh tire tracks in the grass suggested city solid waste crews had also been there on holiday Monday to empty the large black garbage and blue recycling containers, which were empty on Tuesday morning. A reporter counted no fewer than nine pairs of oversized garbage and re-

cycling containers in the park; three pairs in the immediate area of the long, double picnic tables that could seat 20, and the children’s playground. Blue metal City of Toronto signs top every pair of refuse cans warning: "No Dumping. $$$. Fines apply" and "Take propane tanks to city drop-off depots or Community Environment Days." Smart said he has seen abandoned propane tanks in the park. City parks spokesperson Megan Price confirmed Tuesday city solid waste crews pick up garbage daily in West Deane Park. In addition, city parks crews pick up litter on the ground of the park, including gum wrappers and cans, she said. Price said city officials want people to use, and to take ownership of, the city’s parks. "We want to see people in the parks enjoying the space," Price said. "It’s about what you carry in, you carry out. Clean it up and take it home with you." Not unlike provincial parks, Price said garbage and recycling cans in city parks are for what she called "ancillary" waste, or small pieces of litter like paper, gum wrappers and water bottles. "Those cans aren’t meant to accommodate all the garbage from your picnic in the park," she said. Common sense - and common courtesy - could go a long way toward changing people’s attitudes and behaviour, Price said. "Think about the next people who are going to be in that space using the park," she said. "Think about how you’d like to leave the park for other people to enjoy." West Deane Park is a busy park with many picnic permits, Price said. The city requires anyone hosting a picnic in a city park for 25 or more people to obtain a city permit.

Members of the Etobicoke Olympium Synchronized Swimming Club masters team perform one of their routines at the Olympium during a pre-competition showcase.

Synchro team FINA bound Family, friends, and others recently got a sneak peek at the routines that the Etobicoke Olympium Synchronized Swimming Club’s (OSSC) Master’s team will use to gain a spot on the podium at the FINA Masters World Aquatic Championship in Budapest, Hungary this month. The eight-woman team comprises current OSSC coaches, masters’ swimmers, and a former Olympian, Jennifer Knobbs, who will also compete in a solo

category. The competition is taking place from Aug. 7-20. Several members of the team have previously competed in this event separately, but this is the first time they are participating since they came together as a team in 2014. They have won the provincial championships every year until now and hope to add to their list of wins in Budapest. OSSC will compete against 10 teams from seven countries. Team members are Vanessa Bessey, Stepha-

nie Breitigam, Carla Dilellio, Taryn Kentner, Knobbs, Cheryl McConnell, Charlotte Miller, and Laura Walker. While the Masters are in Central Europe, another OSSC swimmer - Marissa Enns - will be competing with the 13-15 national team in Portugal. Marissa, 14, was selected from swimmers across Canada earlier this summer to join the 12strong team to represent Canada at the Mediterranean Cup.

Optimist Ladies Golf Club celebrates 25 years The Optimist Ladies Golf Club is celebrating its 25th anniversary. The Optimist Ladies Golf Club was established in 1992, to promote and develop the sport of golf at the recreational level for active seniors aged 55-plus in Etobicoke and the surrounding areas. It was the fourth group to be organized at that time. Linda Christensen, senior sports co-ordinator for the senior citizens section of Etobicoke Parks and Recreation, organized the club. The first meeting was held on April 14, 1992 at the ski chalet in Centennial Park with 18 members present. Play began on May 4, 1992 at Centennial Park Golf Centre. In May 1995, the club moved to Scarlett Woods
