ML Ready Mix negotiating possible move; could wrap up by year’s end TAMARA SHEPHARD tshephard@insidetoronto.com A Judson Street resident who has led a community charge for the past decade to move ML Ready Mix concrete facility out of his Mimico neighbourhood is crying foul over alleged heavy truck traffic violations of city regulations. Dan Irwin’s latest complaint alleges a cement tanker truck entered ML’s gate eastbound on Judson last Friday afternoon in violation of the city regulation. Irwin sent photos of a Miller Cement tanker truck travelling eastbound on Judson into ML’s yard to the city’s traffic operations manager for Etobicoke York District and to The Guardian. Irwin also provided The Guardian with two letters, dated Aug. 14 and Aug. 28, from city traffic operations to Toronto police 22 Division’s traffic response unit requesting "periodic enforcement" of the No Heavy Vehicles city regulation on Judson Street. "It’s an ongoing issue," Irwin said of heavy truck traffic on his street related to ML’s operations. "Ten years my life has been ruined here. I want somebody to be held accountable." The city’s heavy vehicles regulation prohibits heavy trucks at all times on Judson Street between Harold Street and Islington Avenue. That means no heavy trucks can enter ML

Instead, heavy trucks must enter and exit ML on Judson Street from Royal York Road. Further, the city regulation prohibits heavy trucks on Judson, between Harold and Royal York, from 7 p.m. to 7 a.m. Comment from Toronto police on Irwin’s complaint and the Judson Street heavy trucks regulations was not available prior to Guardian deadline. Rene Silva, an ML manager, said Tuesday heavy trucks often travel Judson in violation of the city reg-
ulations, including those with no connection to ML. None of the vehicles are ML vehicles, he added. "There is a significant amount of heavy truck traffic from Islington onto Judson as a throughway," Silva said. "The city can check the cameras to see the number of trucks that go back and forth." In recent years, a surveillance camera was installed outside ML’s Judson Street facility. "There is no truck traffic turning left from our yard at Harold Street to Islington. truck manoeuvres from Royal York into ML’s yard difficult, Silva said. In those situations, trucks may enter the company’s yard from Islington, he added. Irwin’s photo shows at least four cars parked on the north side of Judson, two immediately east of ML’s driveway, another two farther up the street west of the company’s driveway. "It’s not a common occurrence. It’s maybe once a month," Silva said. "We’ve been able to control the dust in our facility. We’ve been able to control the noise in our facility. The only thing we can’t control
approach from the community, whether that’s about city bylaws or integrating with the community to create better co-operation," Silva said. What is the future of ML in Mimico? The concrete company could soon be moving out. In July, Etobicoke-Lakeshore Coun. Mark Grimes, who represents the area, said a potential site for ML to relocate to the port lands had been identified. The eastern port lands are zoned heavy industrial. Years ago, Toronto council approved the area for use as a concrete facilities campus. "We found a site down in the port lands that are a compatible use that city planning supports," Grimes said in an interview in July. "We still have a long way to go, but this is the first step toward removing ML from the Mimico community." Silva confirmed ML officials are in negotiations with city planners and city business development staff with the city potentially purchasing ML’s property, and ML moving to the port lands. "It’s definitely workable for us," Silva said of a possible move to the port lands. "The largest factor is the value of our property here in terms of relocating. "Everybody is working diligently to make a decision expeditiously for the community, the City of Toronto and for us. Hopefully by year’s end, we’ll have a resolution to the site itself." However, Silva warned even if his company leaves, another may locate there. "I don’t know (if we leave), if it will end Dan’s concerns," Silva said.

Will it be for Mayor of Toronto, or the Progressive Conservative seat in the provincial riding of Etobicoke North? Ford, who came second to Mayor John Tory in the 2014 municipal election and served on Toronto Council in Ward 2 (Etobicoke North) alongside his brother the late Mayor Rob Ford, says he’ll announce on Sept. 8 whether he intends to run provincially ,or municipally. "It will be Sept. 8, 6 p.m.,
we’ll have live music - the same Ford Fest you’ve experienced in the past," said Ford in a telephone interview with Metroland Media Toronto Aug. 29. Ford said the announcement would take place at the Ford family home in Etobicoke at the so-called Ford Fest - an annual picnic that the Ford family has thrown for all and sundry for more than a decade. When Doug’s brother, the late Rob Ford was mayor, Ford Fest was so well-attended hey had to permit public parks for them. But they often became places where Conservative politicians prime ministers even would come to shake hands and pay tribute to the Ford family. This time, Doug says he’s not sure whether Ontario Progressive Conservative leader Patrick Brown will attend. But he said he’s announcing his political intentions in part to let the Ontario PC party know whether

The only question is whether it’s to be mayor, or MPP. he intends to seek the nomination in Etobicoke North for the 2018 provincial election. "In the province they’re filling all the different ridings over the next month or
two and I owe them an answer whether it’s running for the province or running for mayor," Ford said. "I thought it was appropriate at Ford Fest, where I’ve been making all the announce-
ments over the years." Ford said he believed that Brown would like him on the PC team. "Absolutely he does, or he wouldn’t have me (campaigning) up to the zoo with
him or wouldn’t have me out door-knocking with him or wouldn’t have me to events," he said. "We make a good team. It’s a one-two punch." Ford was also enthusiastic at the prospect of a rematch with Mayor John Tory, later in 2018. He said that in 2014, he was handicapped because he stepped into the mayoral race late, after his brother was diagnosed with cancer. "I had four weeks to run a campaign," he said. "Considering if I would have gained another three and a half per cent, I would have beaten him - but it four weeks it’s very tough." He said that in 2018, he would be able to provide an opposition to Tory that he said has been lacking. "I just want to point out he’s had a free ride from the media. nobody’s holding him accountable. It’s all kumbaya at City Hall. It’s time someone step up to the plate, whether it’s me or somebody else."

Hiking HST for cities a bad idea, but what’s better? Meet Kathleen Wynne, tax fighter. Even the Ontario premier’s staunchest allies will agree that’s not a description that is often applied to Wynne. And yet, you can thank her for saying an abrupt ’no’ to a request from the Association of Municipalities of Ontario (AMO) which would have seen the harmonized sales tax (HST) go up by one per cent in order to fund municipal infrastructure improvements such as roads, sewers and arenas. No doubt this is not what Wynne had in mind when she told municipalities to work together on developing new sources of revenue to make a dent in municipal infrastructure gaps. Increasing the HST from 13 to 14 per cent is not among the options she is prepared to consider. Not with an election around the corner and polls showing the Liberals are inching back into contention with the Progressive Conservatives. A bad idea motivated by good reasons is still a bad idea. Increasing the HST is not something any of the major political parties are willing to consider. Especially not the Liberals who have been criticized for previous tax increases, and especially not with a hotly contested provincial election just around the corner. But here’s the thing: While this idea was doomed from the start, the problem it was intended to address is all too real and getting more serious. Municipal officials have been warning for years that towns and cities cannot afford the growing cost of infrastructure maintenance and development. With increasing concern about liability, insurance costs are becoming prohibitive, leading to public facilities in some communities being shuttered. Roads, sewers and bridges across the province are in need of serious upgrades and repairs. This hits smaller communities with small tax bases hard, and only adds to the larger, better-documented burden placed on cities like Toronto. In most communities, the gap between need and available investment is growing incrementally every year. Provincially, it’s pegged at $4.9 billion. How will municipalities keep up? They don’t have the myriad of revenue options the province has. But for most municipalities, the options are few: increasing user fees, reduce services or increase property taxes. None of those is a sustainable strategy. They leave property taxpayers not only in Toronto but across the province with an untenable burden. There is no question. Municipalities need more options. Where are the solutions that are palatable to all involved?

Mayor Tory’s combative approach pays off Mayor John Tory is going to have to find something to do with his hands now that he’s not spending his days raising the middle fingers of each in the direction of Queen’s Park. He had been spending an awful lot of 2017 doing that - really, from the point that Ontario Premier Kathleen Wynne told Toronto that a plan to toll the Don Valley Parkway and Gardiner Expressway was a nogo. Tory had spent considerable political capital on that plan, taking a very calculated political risk advocating a revenue hike that relied at least a winking assurance of support from Queen’s Park. Wynne, having calculated her own party’s risk in alienating 905 voters who

ronto members of provincial parliament, telling them exactly how many units of Toronto Community Housing stock would be closed down in their ridings if the province didn’t pay for the costs of repair. Tory met with Progressive Conservative leader Patrick Brown and New Democratic Party leader Andrea Horwath, and pushed each of them to offer their own parties’ commitments to fund housing and public transit adequately. He did everything he could to make these things election issues in 2018, when Wynne and the Liberals will have to make an energetic play for re-election. It’s a strategy that seems to have paid off.
Last week, Housing Minister Peter Milczyn joined Tory on the roof of a downtown co-op to announce that, on matters of housing at least, the provincial government will be coming through with considerable cash and maybe more: $300 million in new funding over five years to pay for certain repairs on TCHC properties. This won’t close the books on TCHC housing repairs - the backlog totals more than $700 million. But it is a good start. It is, from Tory’s point of view, very good news. Hands down. Urban agriculture a growing trend in Toronto JUSTIN SKINNER jskinner@insidetoronto.com From boosting food security to helping the environment, building community and adding green space in cities, urban agriculture provides plenty of benefits. The trend is growing in Toronto, and while there are still obstacles, such as finding space and securing the right to use it, more and more urban gardens are bringing green, and greens, to Toronto. The city boasts 12 outdoor allotment gardens and one indoor garden where residents can rent plots, and a growing number of organizations across the city give residents a chance to get their hands dirty, learn the basics of planting and bring some fresh food home. "In cities, green space is at a premium, especially publicly accessible green space," said Rhonda TeitelPayne of Toronto Urban Growers. "In the downtown core in particular, there’s a lot of built environment and not a lot of green space, but in some ways the space that’s there is more accessible than the space that’s available in the suburbs." Teitel-Payne noted that urban agriculture is cropping up in a variety of ways, from public gardens in parks to private gardens, backyard and rooftop spaces, to aquaponics. Still, when looking to start up a community garden, she noted organizers often wind up fighting an uphill battle. "There are issues getting permission to install a project, issues with zoning, and some (property) owners are a little skeptical - they want to see the impact urban gardens will have," she said.

The City can also put up roadblocks, with an application process in place for those who wish to start up a community garden in parks or on other city-owned property. Garth Armour, manager of horticulture at the City of Toronto, noted the process is not onerous, but said a number of factors must be taken into account before approval is granted. "First, we ask for a lead (organizer) and a second lead so we have two people organizing the group, and a

list of who the garden members will be," he said. "Then we look at the financial requirements and resources and we have to take into account that park land is in great demand in a city the size of Toronto." Because park land is so scarce in many parts of the city, it can be difficult to find a site that does not have other uses, for instance as a popular picnic or recreational space, and that there is adequate parking and water access. Other considerations such as what will be grown there and maintenance of the space are also key. "We want to make sure
the garden’s in a position to succeed," Armour said. Toronto Urban Growers is currently working to secure space for large-scale public gardens in hydro corridors in Malvern and Flemingdon, a process they have been working toward for four years. Soil safety and ensuring there are no negative effects due to the hydro towers and electromagnetic current in the ar-
ea have been among the steps required before approval will be granted. Teitel-Payne said more space is key in a city where demand for gardening space outpaces supply. "The waiting list for community gardens can be really long so we’re always looking for more space," she said. "What we need are more community gardens where people can see the

benefits and the success stories." She added that the gardens do more than provide green space and provide healthy food options in a city where many families find their food budgets stretched. "The opportunities for people to learn from each other and share stories are phenomenal," she said. "It’s really fun to see people from so many different countries growing similar things that they use in different ways." Darcy Higgins of food security-based social venture Building Roots concurred, noting that at the group’s Edible Allan Gardens site downtown, a dozen community partners come together to grow, learn and share. "It’s an opportunity for people to eat what they’re growing and try really delicious food right out of the garden, and it’s an opportunity for youth to learn how to grow food," he said. "Some of the people who use the space are experienced gardeners who don’t have space downtown and some have never grown in their lives." Most importantly, however, it’s a way to bring people together. Higgins said meeting outdoors over food brings people from different age, cultural and socioeconomic demographics together over a shared love of food. The upcoming Urban Ag Day Toronto with an event at Scadding Court Community Centre from 11 a.m. to 3 p.m. on Friday, Sept. 15 will showcase some of the city’s urban agriculture assets and provide people with a chance to get involved in urban growing. Ontario chips in $300M for social housing repairs DAVID NICKLE dnickle@insidetoronto.com A $300 million infusion of provincial carbon offset funding to Toronto public housing repairs could save some of the 400 units slated for closure by 2020, said Mayor John Tory. "My determination is that we end up with as close to zero units closed as possible, and with any that we do close be closed because they’re in such a state of repair they can’t be repaired," said Tory at the news conference announcing the funding. "I just can’t be comfortable at all with the notion of closing units down at a time when there’s a drastic shortage of affordable housing in general. It’s premature to say whether those 400 fit in the category but that’s the objective." The "category" Tory was referring to was the criteria for the provincial housing funding announced by Etobicoke-Lakeshore MPP and Housing Minister Peter Milczyn. Because the repairs are funded by carbon offsets, they must all be designed to reduce greenhouse gases. But that covers a broad range of repairs that Toronto Community Housing stock requires: insulation and window replacement as well as exterior building sheeting; lighting repairs and upgrades to more energy efficient fixtures; and the replacement of heating and cooling systems with greener alternatives. "Toronto social housing residents including those in Toronto Community Housing will benefit through energy-efficient heating, lighting and improved insulation," said Milczyn at the downtown Toronto announcement. "I appreciate these improvements don’t make compelling photos but they’re crucial to ensuring the comfort of residents and the long-term viability of the stock."
Milczyn pointed out that the funding would have a "multiplier effect" and allow the city to shift funding that would otherwise have been applied to energy-efficient infrastructure to other needs in the $700-million housing repair deficit that the TCHC is attempting to work through. The announcement came after months of back-and-forth discourse between Mayor John Tory and the Ontario government. Earlier this year, Tory sent out letters to every MPP in Toronto, telling them how many units of affordable housing would be shut down in their ridings. Tory himself visited many of those buildings with cameras and reporters in tow to hammer the point home. However, the tone was very different last week. "This housing minister is off to a great start," he said. "What we’re hearing today is good news for Toronto. I believe this announcement represents a strong indication that this Premier Kathleen Wynne, this Minister Peter Milczyn and this Ontario government has stepped forward on housing. This is money that the city did not have before, to put toward housing." Tory said that it was important that the city have flexibility with the funding and was assured that this was the case. But he said the city will continue to need to push for further funding from the federal government through its National Housing Strategy. "I think this is a significant step forward but there is much more work to be done," said Tory.
