blazing sun for the El Corazon unveiling to show their appreciation to best friends and artists, Junction resident Thelia Sanders Shelton and graphic designer Julie Ryan, who lives in York. The community’s heart - for the artists and for their now third art installation on the shoreline is what compelled the women to

challenge themselves to create a 3D sculpture, their latest gift to the community. At the ceremony, Ryan drilled El Corazon’s large, red wooden heart into place, the final piece. "What makes this community so fabulous is its people; so many

Why is this important?

CENAC is a forum for discussion between the community and the Greater Toronto Airports Authority (GTAA) on matters relating to aircraft noise and the environmentally responsible operation of Toronto Pearson International Airport.

Toronto Pearson serves Canada’s largest and fastest-growing metropolitan area. The GTAA is committed to managing and reducing the impact of our operations and is reviewing a range of ambitious targets and actions to reduce the impact on GTA residents. Our updated five-year Noise Management Action Plan will be released this winter following a year of detailed study and consultations. Understanding international best practices is an important step in the development of this plan.

What can you expect to learn? In 2016, the GTAA hired UK aviation consultant Helios to undertake a Noise Management Program Benchmarking and Best Practices study. The study looked at 11 areas of noise management at 26 comparator airports around the world to identify potential new programs to be adopted at Toronto Pearson. This is the release of the report’s findings. There will be opportunities to speak with experts, including Toronto Pearson staff. This meeting is not focused on decisions around runway usage.

Pilot project sees increase in cyclists, decrease in motorists AARON D’ANDREA adandrea@metroland.com Cycling advocates in Toronto’s west end want to see the separated bike lanes on Bloor Street West kept and extended into their neighbourhoods and beyond. With a final report and a decision on the fate of the year-long pilot project, which runs from Shaw Street to Avenue Road, expected to be made before the year’s end, Helen Qu thinks an extension to Islington Avenue in Etobicoke would make sense. "As a cyclist, I find that if I have a safe space to bike in, I will more likely stop at the businesses and shop at the businesses versus completely avoiding that stretch (west of Shaw) at all," said the 29-year-old Sunnyside resident. "There’s also many schools and libraries on that section of Bloor as well, so it would be a really good opportunity for our school kids to be able to cycle to their schools." Qu avoids that stretch of Bloor because she feels unsafe. "Sometimes it’s really hard to bike in between parked cars and traffic because a car can open up a door at any time and you can get hit," she said, adding she’s also worried about the speed at which cars travel. lanes were installed in August 2016 showed the amount of cyclists increased to 4,500 per day from 3,300 per day, with 25 per cent of that increase coming from new cyclists. the morning and around eight minutes in the afternoon. Furthermore, in staff’s latest report issued in June, residents surveyed within the study area showed support for the bike lanes. Zaichkowski thinks an extension near Dundas Street West is urgently needed. "Between Ossington

and Lansdowne, there is no east or west cycling route," he said. "But personally, I’d like to see the Bloor bike lanes extend all the way to Kipling." Little Portugal resident Hyedie Hashimoto, 39, said staff should not only extend the bike lanes, but also extend the study itself. "Taking studies within a few months or just a year after the Bloor Street bike

lanes have been installed and deciding whether or not to keep them is kind of premature," she said. "It would be nice if they could do studies that are maybe two or three years in, so people are used to the idea that there are bike lanes there and get used to the idea of taking a slight detour of their regular routes to be able to bike on a major arterial road."

SvN Architects + Planners’ urban and landscape design work on the city’s $40-million transformation of the highwaylike "spaghetti junction" where Kipling Avenue and Bloor and Dundas streets west in Etobicoke converge won an award of merit Sept. 13 at the 2017 Toronto Urban Design awards. The city is transforming the area into three, at-grade intersections with a network of new streets. Other winners include the redesigned Broadview Hotel, the Ryerson University Student Learning Centre, and Queens Quay Boulevard in the central water-

front. Shonda Wang, urban design lead with SvN and adviser on the project, said the award recognizes the project is more than an infrastructure project. "Everybody saw this as an opportunity to expand the public realm and set the stage for new civic and multi-use buildings, community buildings and open space and connections with the broader community better connecting the neighbourhood and amenities," Wang said in an interview. The project’s focus - to "rebalance the space," Wang said. That means transforming the public realm to address the needs of pedestrians and cyclists, not only motorists, with public parks and open spaces. It will improve connections to existing neighbourhoods and amenities, and improve access to the future development of the former Westwood Theatre Lands. Features of the redesign

include: eight- to 11-metre continuous, accessible sidewalks; a total of 2.3 kilometres of completely raised, separate bike lanes; more than 500 new trees, some planted double to provide pedestrians a cooling canopy, and thousands of native plantings. A new stormwater management plan is also planned, as are soil trenches dug below grade to capture, filter, irrigate and store water for trees and plantings. Currently, the Westwood Theatre Lands, seen by the city as a future site for the Etobicoke Civic Centre, a YMCA and other mixed-use amenities, is land locked by the existing complicated convergence of Kipling, Bloor and Dundas. The new Six Points Interchange will create better connections to Kipling Subway Station, which is being expanded into a regional transit hub in the next two

years. The awards jury seeks to identify projects that are "unequivocally public," the city said on the awards website, "that engage people through their presence in or proximity to the public realm, adding noticeably to the civic experience." Construction began in March and is expected to be completed in 2020.

Legacy continues with Invictus Games The Toronto International Film Festival may have wrapped up last weekend, but Toronto has kept the red carpet rolled out with the Invictus Games about to take over. If there’s anyone that deserves the spotlight, it’s these soldiers and veterans - about 550 of them from 17 allied nations - who will take part in the event which kicks off with the opening ceremonies Saturday night. Competition takes place from Sunday through to the closing ceremonies the following Saturday night. The nations involved have all asked a lot of their armed forces. For those of us who live in a democracy, such as Canada, we have the privilege and responsibility to question our political leaders - past, present and future - whether the right decisions have been made in the deployment of our troops. What should never be up for debate is the support we must always have for those troops - the men and women we have sent, and continue to send, into harm’s way on our behalf. For Canada, that commitment includes being a part of the Global Coalition against Daesh in Iraq on the heels of a more than 12-year deployment in Afghanistan. These athletes, according to organizers, "have become ill or injured during or as a direct consequence of their service." You can bet they will try to win their events, but they have already won, in some cases hard earned battles, just by participating. Supporters are welcome to check out their efforts. There are some free events. Watch wheelchair tennis at Nathan Phillips Square, archery at Fort York, cycling in High Park, golf at St. George’s Golf and Country Club as well as the Jaguar Land Rover Driving Challenge, which is being held on a special course being built on the parking grounds adjacent to the Distillery District. Ticketed events (most at a very reasonable $25) include athletics at York University, swimming at the Toronto Pan Am Sports Centre in Scarborough and, at Ryerson’s Mattamy Athletic Centre (formerly Maple Leaf Gardens), indoor rowing, powerlifting, sitting volleyball, wheelchair basketball and wheelchair rugby. Beware, some sessions have already sold out. The Invictus Games follow on the heels of this summer’s successful North American Indigenous Games (NAIG) for Indigenous youth. Both events benefited from the facilities bequeathed to us by The Toronto 2015 Pan Am/Parapan Am Games. Arguably, this is a much better use of our resources than an Olympics could ever be.

The urban heroes you don’t know about We live with heroes in Toronto, but we don’t know who they are. I met one, Martha Nyame, in Rexdale. From a village in Ghana called Abosamso, she never attended school. Her family was too poor. After emigrating to Canada, she returned to Abosamso in 1994 and saw many children that she knew faced a sad childhood like hers were uneducated. So, she changed their future. What was to be a family home became an orphanage and free school. In Toronto, Nyame worked two jobs and sent every dollar and box of supplies she could to Abosamso. "Even $5 is money," she says. More than 100 children

Metroland Reports: SIU

No consequences when police don’t call SIU ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com The Dafonte Miller assault case is raising questions about how some police forces interpret the Special Investigations Unit’s mandate. Miller, 19, was seriously injured, losing sight in one eye, during an altercation with an off-duty Toronto police officer and his brother in Whitby on Dec. 28. But neither Durham Regional Police, which initially investigated the incident, nor the Toronto Police Service contacted the province’s police watchdog. The alleged assault was reported to the SIU nearly four months later by Miller’s lawyer, and the agency charged both the officer, Const. Michael Theriault, and his brother Christian in July. The SIU investigates whenever there is a serious injury, death or sexual assault allegation involving police and its jurisdiction doesn’t differentiate between on-duty and off-duty officers, so police services are under a duty to report both onduty and off-duty occurrences. However, as a matter of practice, the agency normally doesn’t investigate conduct by off-duty officers unless police equipment or property is involved or the officer’s status as a police officer was implicated in the incident.

tigation," said Scott Nicholls, a former Peel Regional Police officer who teaches police oversight at Humber College. "That goes to the

reporting question. Who is responsible (for contacting the SIU)? Maybe they both should have." The SIU cannot invoke their

mandate unless they are contacted, and no one reached out to them for months. Nicholls stressed there should be consequences when a police service or a police officer either refuses to or neglects to notify the SIU. "That’s an issue that any review of the SIU mandate, any review of the SIU function needs to address: What happens to a police service, what happens to an individual officer who doesn’t follow the mandate, who doesn’t notify the SIU in a timely manner," he said. "It’s like a traffic law. If there’s a law against speeding, and no one enforces it, then it’s an ineffective law. People will speed because there are no consequences." The interpretation of serious injury is also an issue and could explain why some cases aren’t called in to the SIU, Nicholls said. The SIU says it uses the definition created by its first director, John Osler. A key aspect of the Osler definition is the impact the injury has on the victim’s life, health and ability to carry on in a normal fashion. "It leaves it to the discretion of a police officer, it leaves it to the discretion of the police service, it leaves it to the discretion of the SIU, and in the end someone is always going to be unhappy with the exercise of that discretion," Nicholls said.

Few SIU investigations made public

PAM DOUGLAS pdouglas@thebramptonguardian.com The province’s Special Investigations Unit (SIU) launched investigations into 74 police-involved deaths and injuries in Toronto last year – but you only heard about 33 of them. That’s because the SIU doesn’t have enough staff to issue news releases for every investigation, according to SIU spokesperson Jason Gennaro. "Each year the SIU starts hundreds of investigations all across the province," Gennaro wrote in an email to Metroland Media. "The unit has limited resources and does not have the ability to issue an initial news release and to provide details in every case it begins." The SIU isn’t required by law to report to the public. It does so as a

matter of policy. That’s one thing Justice Michael Tulloch, in his Independent Police Oversight Review report, has said must change. "The SIU must be more open, candid and communicative than it is now," Tulloch concluded in the lengthy report released this past

Since the release of Tulloch’s report, the Attorney General has committed to releasing all reports publicly, online. That decision will give the public access to information about all SIU investigations in which charges are not laid, but only after the case has been closed.

Provincially, SIU only notifies the public of 1 in 4 investigations

April that included 129 recommendations for improvements to the current system of police oversight in Ontario. He quoted the Police Services Act, which states only that the SIU must report to the Attorney General.

Tulloch recommended the law require the SIU report to the public on every investigation, and he even set out guidelines for how often the unit should update the progress being made on ongoing investigations - after 120 days, and then every 60 days thereafter.

Gennaro has said the SIU is committed to issuing news releases in all death cases, shootings, and for "major" vehicle collisions involving police, which has meant few details released in the majority of SIU-involved cases. Under that policy, news releases are issued by the SIU only 25 per cent of the time, or for one out of every four investigations it conducts, Tulloch’s review found. The SIU handles hundreds of cases each year. Last year, it opened 327 investigations. Tulloch emphasized the correlation between accountability and public trust in the SIU and the amount of information the unit shares with the public. In 2014/15, the SIU spent 4 per cent of its total expenditures on "communications, outreach and affected persons," or $352,584 out of approximately $8.2 million.

"Public accountability is vital to the SIU’s success. Yet the SIU currently has only one person responsible for public communications," Tulloch concluded. Approximately 80 per cent of expenditures were spent on investigations and identification services. "This disparity between the two functions should be addressed," Tulloch concluded, calling for more resources to fulfill its public accountability function. Since the release of Tulloch’s report, the Attorney General’s office has begun releasing the reports the SIU submits and a spokesperson for the Attorney General said that, going forward, all reports will be released to the public. That means the public will be notified of all SIU investigations, after they are completed.

Sanders Shelton agreed. "You tear up. We’ve gotten a lot of hugs," she said, standing behind El Corazon. "It’s emotional to see all these people who helped us along the way. We’ve made some really good friends." Even an apricot-coloured Doodle seemed to shout its approval, barking whenever the crowd erupted in applause for the artists during El Corazon’s unveiling. "It makes me very, very happy," 16-year resident Louise Clay said of the artists’ work. "It’s art and enjoyment for everyone here. It makes you feel proud. All the community has been here supporting them. It has brought a lot of people together." For Canada Day, Ryan and Sanders Shelton unveiled a 150 sign made of driftwood to mark 150 years since Confederation. People loved it. Encouraged, the women then created a "Toronto" sign with a heart out of six-

foot-tall driftwood letters. It still stands, just to the east of El Corazon, and attracts people in droves daily eager to snap a selfie with it. Ryan and Sanders Shelton’s "Toronto" sign has become an Instagram and Facebook phenomenon. Two months after its installation, a few hundred people a day still take photos with the "Toronto" sign, residents said. "The Toronto sign created a lot, a lot of excitement down here," EtobicokeLakeshore Coun. Mark Grimes said as he congratulated the artists. "I used to call this the ’million-dollar view.’ With the artwork of Julie and Thelia, I’ll now need to call it the ’billion-dollar view,’" Grimes said. While the artists’ "Toronto" sign, and now El Corazon, continue to attract admirers in the thousands, the installations have also attracted unwanted litter. So much so, the women created a makeshift garbage can out of driftwood they urge photo-takers to use. Don Henderson, president of the Humber Bay Shores Condominium Association, called their work, which the artists created out-of-pocket, "a magnet" for the community and the waterfront. "It contributes to the well-being and cleanliness of the community," Henderson said in an interview. "It instills a sense of pride." Ryan and Sanders Shelton toiled daily for three weeks from morning till

dusk to make El Corazon take shape. They deliberately animated the sculpture to lay back, its legs out in front, its arms supporting its torso because they suspected people would sit on it to take photos. "Whatever we built, we knew it had to be strong," Ryan said, explaining they used sheet metal to shore up the strength of the sculpture’s neck, head and torso. Atop a wood frame, they then drilled deck screws into the lengths of driftwood to secure it. Already, people have flocked to it. Danielle Bellissimo, who lives in the condo immediately behind El Corazon, took in the action Tuesday. "The community has really supported their work," she said. "I’m a photographer so I’m always down here on my bike. People always stop to ask me if I know where the installations are because of all the press and media. It’s wonderful." Jalileh Helalat, a resident who is a former artist, also came out to support the artists. "I live here and I love art," she said. "I’m very excited. It’s creative. I’m so grateful." To create more art for Toronto, Ryan and Sanders Shelton created a GoFundMe page called Shoreland Arts at www.gofundme.com/shorelandarts-public-toronto-art In its first day, it had raised nearly $1,000 of its $15,000 goal.

$15 minimum wage will ’hurt women’: Ontario Chamber MIKE ADLER madler@insidetoronto.com Ontario’s Liberal government is just "pretending" to help vulnerable low-waged workers with its Bill 148, says a representative of the province’s largest business group. The Ontario Chamber of Commerce claims 185,000 jobs could be lost over two years if the bill and its minimum wage hikes passes this fall. "This is ultimately going to hurt women," since most minimum-wage earners are women, Ashley Challinor, the Chamber’s policy director, told members of the Scarborough Business Association. Ontario’s labour market is changing. Self-serve kiosks at stores and movie theatres are eliminating lower-wage jobs. But people disagree on whether people earning minimum wage - 30 per cent of work-

ing Ontarians - will be hurt or helped more by raising it to $15 an hour by 2019. Challinor said small businesses will react to the province’s timetable by cutting employees, while large ones will speed up automation. "With Bill 148, you’re making it harder to employ people. Employing people is kind of against the trend right now," she said during a Sept. 13 Small Business Administration meeting at Centennial College. Challinor said the Chamber, which will release a detailed report on Sept. 26, believes small business owners will be hit hardest and should write or call MPPs with their concerns. In an interview, Deena Ladd, a spokesperson for Toronto’s Workers’ Action Centre, said the Chamber "sees it from one side only."

Going, as the government plans, from $11.40 per hour to $14 on Jan. 1, and $15 in 2019, will lift people out of poverty, boosting spending and creating jobs, she argued. There will also be a spillover effect which should lead to pay increases for people making up to $19 an hour, Ladd said. How to handle this "differential" above minimum wage worried some owners at the Scarborough meeting, including Adam Watson, a partner in Pristine Property, a local landscaping company with 165 employees. Watson said employees he’s paying $17 or $18 will want raises, setting up a "domino effect throughout our company." Past minimum-wage increases haven’t made him reduce his workforce, he acknowledged. "It’s this 32-per-cent increase that is alarming."

"I sort of think most people out there get the fact if you’re going to have somebody on your team then they’re on your team," Tory told reporters earlier in the week. But Crisanti disagreed. "I also believed that, as Deputy Mayor, I would be part of a team and given the respect of an open-door policy with the Mayor, which unfortunately was never the case," he wrote. "There was very little collaboration around policy initiatives and announcements that the Mayor was part of. It is clear now that Mayor Tory’s definition of the role of Deputy Mayor was a one-way street."

ALDERWOOD Alderwood was originally known as New Toronto Park or New Toronto Heights, or simply as “the place above the tracks”. Alderwood was the home of the six O’Connor sisters who achieved great fame in the 1910’s touring North America’s vaudeville theatres. The O’Connor sisters were often featured on the same bill with stars such as Jimmie Durante, Al Jolson and Sophia Tucker.

ALDERWOOD HISTORY: Alderwood’s farms began to be subdivided for residential development in the 1920’s however most of this neighbourhood’s development occurred after World War II. Many of the streets in Alderwood are named after the original farmers in this area including Brown, Evans, Lunness and Horner. The Alderwood name officially came into use in 1933 when the local post office was opened. Robert Johnson a long time Alderwood resident, is credited with originating the name Alderwood. He derived this name from the First Nations word “Etobicoke,” meaning “the place where the alders grow”.

Ukrainians, community celebrate at annual festival The 21st annual Bloor West Village Toronto Ukrainian Festival took over the streets of the neighbourhood this past weekend. The festival, which has been happening since 1996, provided various forms of entertainment with Ukrainian performers from the Greater Toronto Area, Canada, U.S. and Ukraine. Furthermore, there were dancers, vocalists, musicians and a special youth performance and more. There were also two stages set up for the shows and guests took part in traditional Ukrainian dance on the streets of Bloor West Village in the evening of the first two days. Vendor kiosks offered authentic Ukrainian food, beverages, crafts and collectibles.

Festival-goers enjoyed local and international music, including Polish folklore, polka, and Euro dance bands and entertainment on multiple stages that were set up in the area, on Roncesvalles Avenue from Dundas to Queen streets. The popular ’Dance Under The Stars’ polka party happened Saturday night. There was Polish cuisine available such as pierogis, kielbasa, bigos, cabbage rolls, and more from more than 40 restaurants, cafés, bakeries, and bistros in the neighbourhood. Guests also shopped at the area’s boutique shops and merchants and checked out the Polish Artwalk taking place in many shops along the way.

Toronto police continue the investigation of the city’s latest shooting death on Friday, Sept 1 morning. Jovane Clarke, 22, was murdered Thursday afternoon at North York Sheridan Mall.

"I have not been back to that mall since," the man said. "Every time I hear somebody come up close behind me or if I hear a bang, I just kind of freeze." On Sept. 6, police released security camera images of the car used by the killer and his accomplices. Police believe the fourdoor vehicle followed Clarke to the mall from his Tandridge Crescent home. No arrests have yet been made in the case, the city’s 35th murder of the year. "It was just chaos." That’s how a 49-year-old man described the moments after a man opened fire inside North York Sheridan Mall, killing 22year-old Etobicoke resident Jovane Clarke. The 49-year-old, who didn’t want his name published, said he was in the mall with his wife around 5:30 p.m. Aug. 31. "We were in the food court. We got something to eat," the area resident said. The couple then went upstairs on an escalator and turned left toward a clothing store. It was then that Clarke, who had braided hair and wore white pants and a blue shirt, was seen running into the mall through the entrance by the CIBC, followed by a man with gun in hand. "I was in the middle of them," the witness said, adding Clarke stopped by a games store and "looked around the corner to see if the guy was coming around that way." The witness said Clarke was then shot twice from

about 10 feet away and collapsed. "Then he (gunman) ran up closer to him and he shot him two more times," he said, noting "one of the shell casings hit my foot." The witness said he was focused on getting his wife and the other people around him out of the line of fire. He said he pushed his wife and another woman into a store. "Then there was another lady in a wheelchair. Her husband actually ran and left her in the middle by the escalator," the Good Samaritan said. "I didn’t know at that point whether there was going to be more shots fired or what was happening, and I pushed her literally with the wheelchair (into a jewelry store)." The woman, the witness said, fell out of her wheelchair because the front wheels hit a metal hump. "It was just chaos," he said, adding people were "yelling and screaming" and "kids were crying." Chaos Softball squirt select provincial finalists Etobicoke Girls Chaos White squirt select team closed out its season as finalists in the Ontario Select Softball Tournament Associationâ&#x20AC;&#x2122;s provincial championships last weekend. They outscored their three pool play opponents 28-8, followed by decisive 8-1 and 8-0 victories in the quarters and semis. In the championship game, the team came out on the wrong end of a 4-2 loss to Barrie, stranding two base runners to end the game. The team finished with a 17-3 tournament record this season. They were tournament winners twice, were finalists twice, and were fifth place finishers in another tournament. Each girl also plays in the Etobicoke Girls softball house league, which is the only such league in Etobicoke. The program is for girls aged 4 to 22 and runs from May through September at Eringate Park.

WATERFRONT TRANSIT STUDY PROPOSES RADICAL OPTIONS Some outlandish options are under consideration for improving travel around Union Station. The Waterfront Transit "Reset" is a city-led transportation planning study spanning the water’s edge from Long Branch to Woodbine Avenue. Most of the findings aren’t too surprising - the study proposes a transit-dedicated corridor to serve Humber Bay Shores, a long-time community ask - but options get more creative for the Union corridor. As an alternative to expanding streetcar service underneath Bay Street to Queen’s Quay, the study suggests an automated walkway, in airports. Things get wackier with the funicular option to replace the streetcars with a high-speed cable car system. Such transit modes are in use around the world and typically built on an incline. Don’t get too outraged or excited just yet; the findings

He suggests a manual calculation of bicycle traffic volume, updating the numbers produced from a 2010 city study. Having convincing data on hand will

prove persuasive to politicians when it comes to approving more bike infrastructure, Meslin argues.
