They’ve poured new concrete, but this is the same street.” The street is the same but the buildings around soon will not be. The 80-storey Aura condominium tower at Yonge and Gerrard streets is currently the tallest condominium in the country. Teen takes future into his own hands with fundraiser LISA RAINFORD lrainford@insidetoronto.com Adam Abu-Hewaydi, a Humber Valley-area resident, has become a familiar face at Loblaws on Dundas Street West, just west of Jane Street. Since classes ended in June, the 14-year-old York Humber High School student has stationed himself diligently for hours each day selling lemonade to grocery shoppers just inside the store’s main entrance. Over the past two months or so, the teen has raised more than $4,000 thanks to the generous donations from community members. Still, Adam has a long way to go before he reaches his goal. His mission is to raise approximately $115,000 to retrofit the bathroom and install an elevator in the house he shares with his grandparents and younger brother. That’s because Adam, diagnosed with a progressive condition that affects his muscles called Duchenne Muscular Dystrophy (DMD), can no longer walk and relies on a power wheelchair full-time. “He requires assistance with all of his activities of daily living,” said pediatrician Dr. Laura McAdam and ambulatory care nurse Kathleen McLeod, of the neuromuscular team at >>>COMMUNITY, page 18

Senior support services get $10M in extra funding CYNTHIA REASON creason@insidetoronto.com Dr. Eric Hoskins was in Etobicoke last week to announce a $10-million funding increase to assist seniors with challenging and complex behaviours associated with dementia and other mental health issues. “Seniors today are living longer and are enjoying better health than ever before, and we want to help them live where they want to be – and that’s in their homes for as long as possible,” the Minister of Health and Long Term Care told residents and staff of Eatonville Care Centre during his announcement Aug. 18. “But we also know there are challenges that come with aging that sometimes prevent that from happening. So it’s important that our system helps seniors grow old with dignity, no matter where they call home. “To help us do that, we have to make the right investments, which is why I’m pleased to announce today that our government is increasing funding to Behavioural Supports Ontario by an additional $10 million.” Launched in 2011, the Behavioural Supports Ontario (BSO) initiative was created to enhance health-care services for older adults living both at home and in long-term care residences. Through the BSO program, specialized teams improve the quality of life for people with chronic mental health conditions and their caregivers by identifying triggers that can lead to agitation or aggressive behaviours before they start. The $10 million BSO funding boost will allow facilities like Eatonville to hire and train staff on how to recognize certain behaviours – such

as aggression or wandering – amongst their residents with dementia, Hoskins said, noting that BSO methods have helped cut down the use of anti-psychotic drugs amongst such residents, as well as reduced the incidence of injury to their caregivers. “Dementia is a cruel condition, robbing individuals of the things that make them who they are. It takes away their memories and their experiences and their ability to understand and communicate with the people that love and care for them,” he said. “What’s remarkable about this program is it finds a way to break through those barriers. Special teams assess individual resident care plans

and talk with their families to connect with the person behind the disease or illness and to improve their quality of life.” According to Candace Chartier, CEO of the Ontario Long Term Care Association, seniors entering long-term care today are much more medically complex than they were even five years ago. “The reality is that our seniors are getting older, they’re living longer, and as a result they need more care when they arrive at long-term care homes,” she said, noting 97 per cent of the residents currently living in Ontario’s long-term care homes have two or more diseases, and more than 60 per cent of them have Alzheimer’s or

some form of dementia. “These challenges are within our sector and they’re not going away. That is why this investment today is so integral to the seniors that we care for in Ontario,” Chartier said of the $10-million funding increase to BSO. “We would love to see every long-term care home in the province having a dedicated team focused on dementia, responsible for working so closely with those residents that need that extra help.” Hoskins also announced that Ontario is also increasing funding for residents of long-term care homes by up to $60 million to better support resident care needs this year. That investment is estimated to result in a two

per cent increase for nursing and personal care allocations, and for program and support services, including physiotherapy and convalescent care. And that, said Etobicoke Centre MPP Yvan Baker, is especially good news for his constituency – one that boasts one of the highest percentages of senior residents per capita in the country. “In Etobicoke Centre I am proud to represent many seniors, and high-quality health care is a top priority in my community,” he said. “That is why investments, like this one, in staff to care for seniors and others in our community, as well as to support their families, are so important.”

Mosquito pools test positive for West Nile

Two mosquito pools in Toronto have tested positive for West Nile virus, marking the first positive test for the virus in the city this year. “The positive test result is a good reminder for Toronto residents to take precautions to protect themselves from mosquito bites and to remove standing water from their properties to prevent mosquito breeding,” Dr. Barbara Yaffe, Toronto’s acting medical officer of health, said in a release. West Nile virus is a mosquito-borne illness that can cause encephalitis or swelling of the brain. Although the risk of becoming infected is low, protection against mosquito bites can further reduce this risk. Toronto Public Health reminds residents to take precautions now and throughout the summer to protect themselves from mosquito bites: • Wear light-coloured, long-sleeved shirts, pants, socks and a hat when outdoors, especially at dusk and dawn when mosquitoes are most active. • Use insect repellent. • Remove standing water from your property where mosquitoes can breed. • Maintain screens on windows and doors to keep mosquitoes out of your home. From early June to the end of September, Toronto Public Health sets 43 mosquito traps across the city and submits mosquitoes for laboratory testing every week. Smart use of space needed downtown as population grows

here’s no question: condo and office construction in Toronto, particularly in downtown Toronto, is booming. By 2025 the city core will have half a million people living in it, many of them in new and relatively new condominium towers. During workdays, the population swells to more than 830,000. Population density like that is good in many ways: it makes it easier and more cost-effective to provide transit and other fundamental infrastructure, and it limits the environmental damage that sprawl inevitably brings about. But can there be too much of that good thing? In downtown Toronto – maybe. For every condominium tower that climbs high for new residents, the ad hoc ground-level space existing visitors and resiOuR ViEW for dents that’s existed for years gets TOcore to look buried. Taking a look at those spaces – the at maintaining unsightly paid surface parking lots up and down Church public spaces Street, for example – it’s easy to say good riddance. But as reported by Metroland Media Toronto’s David Nickle this week, saying good riddance to some surface parking could mean farewell to the vibrant festivals and activities that have come to define downtown living: the annual Pride festival on Church and Yonge streets, North By Northeast, BuskerFest all rely on space both on and off the road for parades and performances and gatherings. Something’s got to give, and lucky thing: city planners, downtown businesses and the area’s political leadership seem to know it. Toronto’s Planning Department has embarked on TOcore, a project to look at ways to maintain public space amid the high-rise development. And the Downtown Yonge Business Improvement Area along with local councillor Krystin Wong-Tam has been promoting a more specific solution to Yonge Street: giving some portion of the roadway over to pedestrians and cyclists. An environmental assessment of the plan is underway. We’ll see what fruit it bears. A few years ago, kicking the cars off Yonge Street would have been a kind of municipal sacrilege. Now, it’s just an example of the kind of forward thinking needed, to make sure that downtown Toronto stays special.

Federal funding for TTC is the exception, not the norm If you’re one of the unfortunate souls who’s been regularly riding Line 2 of the subway through the heat of this summer, you’ve learned some tricks. Before you get onto a subway car, put your hand through the door and see if it ignites. If it does, the air conditioning is off and you might be better trying the next car. If that one’s overheated too, you make your way to one end of the car or another, and conserve your strength until it reaches the next station, and try and move to a third car before the doors close again… and then repeat this until you find a car with air conditioning, or get to the last or first car on the train – which usually has air conditioning. In any case, it’s wise to hydrate. Because even if you eventually get in the right car, on weekends and off-peak you might find yourself waiting in the tomb-like heat of a station or during rush-hour, staring through suffocating

david nickle the city crowds as over-stuffed trains – many more of which are not air conditioned – pass by. Hot subways and crowded platforms aren’t the only problems that the Toronto Transit Commission is facing, but they are symptoms of the same problem: chronic under-funding, dating back decades, which has required commission staff to juggle priorities and in so doing deliver a service that at times barely approximates the reasonable expectations of its customers. And so it is that subway air conditioning during heat waves is managed rather than repaired, as the TTC’s backlog of repairs grows. There was a bit of kismet this week when the August heatwave broke for a couple of days, and the federal government came to Toronto

to announce the “down payment” of $840 million in funding for public transit infrastructure in Toronto. The down payment is substantial – $500 million, ear-marked for among other things subway repairs and bus repairs – which hopefully will include some of those AC units – but many other projects too: bike parking at TTC stations, new buses, escalator overhauls and more. The challenge will be to ensure that it keeps going, and that will be a trick. This federal money is atypical for more than its magnitude: it is not, as TTC Chair Josh Colle remarked, the kind of funding that visiting federal officials like to announce. No one wants to cut a ribbon on a repair job, after all, and that’s what these things entail. Really, a well-financed transit system shouldn’t need $500 million in one-time funding to bring its aging but not ancient infrastructure up to scratch; there should be a consistent and sustainable

funding source that allows ongoing maintenance and at least modest expansion. It doesn’t seem as though such a source is on the horizon. This fall and next year, the TTC will be responding to instructions from Mayor John Tory to cut $15.9 million or 2.6 per cent from its operating budget. That will be an annual reduction, and it is dramatic enough that TTC CEO Andy Byford reported earlier this summer that if implemented he would have no choice but to recommend service cuts. Given that long-term reality, one wonders how much longer it will be before another federal government has to open up the treasury to bring the system back to where it should have been all along. Better hang on to those water bottles.

TDSB shares data on $3.4 billion repair backlog TARA HATHERLY thatherly@insidetoronto.com The Toronto District School Board has posted a list online of the 23,232 repairs needed at its 588 active schools. Through the TDSB website, parents can see the repair backlog and condition rating of each active school operated by the provincially funded board. It is believed to be the first time an Ontario school board has publicly shared such data. “The information confirms that TDSB school repairs have historically been underfunded by the province, requiring the board to focus primarily on emergency repairs,” reads a TDSB statement, released Monday, announcing the data disclosure. “More recently, the province has provided multiple years of near-record investment levels for school repairs that may reduce the approximate $3.4 billion school repairs backlog. long-term funding for school repairs, the TDSB’s school repairs backlog could grow to an estimated $4.7 billion in 2018.” The TDSB statement said the data was posted online as part of the board’s commit-

ment to transparency, noting it was the first school board in the Greater Toronto Area to publicly share its director of education’s salary and contract. “We have a $3.4 billion backlog in school repairs, but

we know that the province’s new investments will make a difference,” said TDSB Chair Robin Pilkey in the statement. None of the needed repairs listed pose health or safety risks for students or staff,

notes the statement, but approximately 200 TDSB schools are in critical need of work. The data, from the Ministry of Education’s renewal needs backlog, already existed, but before now was only shared

internally to prioritize repairs. It is updated yearly, with the current data from July 2016. The TDSB’s online list will be updated as new data becomes available from the ministry. Parents, including parent group Fix Our Schools, had called for the data to be released. “This step by the TDSB is a crucial one in raising awareness on the issue of disrepair in Ontario’s publicly funded schools,” reads a statement from Fix Our Schools. “Our hope is that all of Ontario’s school boards will follow TDSB’s lead and become more transparent with disrepair information since every single one of them has a repair backlog. by Northeast. “With this type of intensification, with parking lots disappearing for programming, how do we build a quality neighbourhood?” says Garner. “This was always the high street, the retail street. It’s been a music Mecca not just for retail but also performance. And we’re about to redevelop the street. What’s the character of the street to be? We all had a rite of passage on Yonge Street. The street we need to build now is for the future generations.” Toronto planners are seized of this question, not just for Yonge Street but for all of the downtown. With a huge growth in population, and unprecedented redevelopment of scarce downtown land, how does the city provide the public spaces that have in the past existed temporarily or in an ad hoc way? Earlier in August, Toronto Mayor John Tory announced a plan to spend what could be hundreds of millions of dollars to cover over rail lands south of Wellington Street, to turn it into a 21-acre “central park.” The plan is informed by an ongoing city planning project, TOcore, looking at comprehensive ways to “finish off” Toronto’s

downtown redevelopment that allows the much larger downtown to retain the charms and amenities that made it such a desirable place in the first place. “We’re finishing off the downtown and as we finish it off we need to make sure we don’t kill the golden goose by losing our open spaces and green spaces,” says Toronto’s Chief Planner Jennifer Keesmaat.

That inevitably means investment – either in real estate, or in repurposing the public realm. In the case of the rail-cover park plan, that means spending as much as $20 million an acre on decking and landscaping overtop of train tracks. That might seem like a lot, but Keesmaat points out that purchasing land in the downtown core would cost the city between $50

and $60 million an acre. There is no rail corridor to build over on Yonge Street. There is, however, the street itself. And it’s here that city planners, the Downtown Yonge BIA and local Toronto Centre-Rosedale Councillor Kristyn WongTam are looking for relief. “The grand vision is to redesign and repurpose Yonge Street from Davenport to the waterfront, and rebuild the street so it’s much more dynamic… people friendly… pedestrian friendly,” says Wong-Tam. “If I gave you a street designed to be able to be turned over to festivals, with wayfinding and stages built into the street itself, would that not have value for a neighbourhood? Would that not have value with people?” Earlier this year, Wong-Tam and the BIA launched an environmental assessment to look at the possibility of turning sections of Yonge Street – or possibly the whole stretch – over to pedestrian malls, or at least widening the sidewalks. Garner admits that he has gotten flack from some in his organization who chaffe at the idea of shutting down a stretch of downtown roadways to cars. But he says his membership – and the data – bear this out.

The BIA has done traffic counts, and found that out of 42 million people travelling on the street, only a quarter do so by car, and just five per cent by bicycle. The rest are pedestrians. Keesmaat says that studies on other downtown streets suggest that cars should have even less primacy. On King Street, cars take up 64 per cent of the space but move only 16 per cent of the people. “Right now there’s a profound efficiency if we can shift infrastructure so that the infrastructure that moves the most people has the most allocation,” says Keesmaat. Spadina-Fort York MP and former city councillor Adam Vaughan says plans like the Yonge Street plan will be essential to making downtown communities work in the future. “One of the things we realized is that we’re losing flat space to intensification and flat space is where people gather,” he says. “I think we sell ourselves short when we think of Toronto as culturally deficient – it’s one of the most vibrant places in North America. But if you don’t pay attention to it – don’t think about new ways to use residual lands – you’ll lose that advantage very quickly.”

Isle of Man immigrants found success as market gardeners in Etobicoke denise harris history corner In 1885, widower James Johnson and his five children emigrated from the Isle of Man to Canada. They settled in an area of Etobicoke soon to be called “Sunnylea” where they joined other market gardeners who were finding success on small plots of land. James’ second son, 16-year-old Timothy, managed the family’s gardening business from the beginning, renting land near Bloor and Prince Edward. In 1897 they were able to buy an existing four-hectare market garden with a large barn and a two-storey brick house on the east side of Prince Edward Drive South at today’s Glenellen Drive. They were soon growing a full range of vegetables and tree fruits. In 1898, Tim married Lillie Mason, whose family farmed the northeast corner of Bloor and Prince Edward. Their first child, Murray, was born in 1902 and three daughters followed: Marguerite, Helen and Isabel. Tim had a variety of interests that enlivened life for young and old in the neighbourhood. He loved flowers and planted 320 metres of cosmos

and petunias along his driveway and road frontage. He built a swimming pool of riverstone for the children, followed by a miniature railway 90 metres in length and powered by the kids themselves. He flew his beloved

Union Jack on a 20-metre flag pole that could be seen for miles. Murray became an architect and, after practicing this profession for a few years, followed a regimen of gardening eight months of the

year, and drawing house plans for several different architectural firms in the other four months. In 1935 he married Mae Jackson and they had three children. When things were tough during the Depression,

Murray visited Loblaws’ head office to pitch their produce, but came home with no commitment from them. However, within a few days, he received his first Loblaws order, the beginning of a relationship that lasted 30 years. In 1948, Tim retired from farming and subdivided most of his property. Two new streets were created: Glenellen Drive and Kirk Bradden Road (the latter named after the Isle of Man church where Tim was christened). His own house was altered but left in place as 19 Kingslea Crt. Tim died in 1951 and Lillie in 1973, and they were buried in St. George’s Anglican Church cemetery. In 1952, Murray began a third career in local politics. Starting as chair of the Etobicoke Board of Education, he went on to serve as councillor, deputy reeve and Board of Control member. Murray passed away in 1993 and Mae in 2001, and they are buried in Park Lawn Cemetery. Several family members still live in the Sunnylea area today. Ever since their mother succumbed to brain cancer seven years ago, Adam and his brother, Omar, 10, have been cared for by their maternal grandparents. “Their home is not accessible and changes to the home are required along with equipment – necessary to increase safety and independence,” the medical professionals said. “Our team occupational therapist, Nicole Captain, is working with the family to try and make these changes. Funding is always a concern as the changes are expensive.” Deciding that outside of the local grocery store was an ideal location to sell lemonade, “me and my brother, we brought our own lemonade and we spoke to the manager to ask permission. They said yes,” Adam said. It was extremely windy that day, recalled assistant store manager Carly Auburgar, so she invited the boys inside and helped them create a sign out of bristol board. Beyond the first day of sales, Loblaws has donated close to a skid of President’s Choice Lemonade. Auburgar is also helping the family apply for a President’s

Choice Children’s Charity grant. As part of his Go Fund Me campaign, Adam says his grandparents have done “an amazing job of raising us over the years.” They never treated me differently, despite my condition,” he said. Mimico Children’s Choir seeks new singers for 10th year The Mimico Children’s Choir is inviting new choristers in Grades 1 to 7 to participate in its upcoming 10th season of celebration and song starting this September. For nearly a decade, the Mimico Children’s Choir has been providing accessible, high quality musical education to children in south Etobicoke. With a wide variety of music in its repertoire – including spiritual, classical, folk and musical theatre numbers – the choir offers something for everyone’s musical tastes. Directed by Jennifer Robinson, a member of the Canadian Opera Company, and Kim Schemeit, a certified music teacher, the choir gives children an opportunity to learn and grow through music in a nurturing, communityminded setting. “It was such a joy to work with the choir last year and I am really looking forward to another year of singing,” Schemeit, who leads the Junior Choir for choristers

They also perform regularly for community events, seniors’ facilities and community organizations, special assemblies at John English Junior Middle School and for occasional church services. The choristers have also been honoured to perform as a guest choir with both the Queensmen Male Choir and the Weston Silver Band in their annual Christmas Concert, as guests of the Ontario Paediatric Doctors’ Association, and with the Etobicoke Philharmonic just this past year. With all of that experience behind them, choir president Mary Bella said this year’s choir promises to be the best one yet. “The choir is growing and improving every year. It’s so exciting to be moving into our 10th season with choristers who have been with us from Grade 1 all the way

up to Grade 7,” she said in a statement. “They grow so much musically over the years – now they confidently sing rounds and harmonies and many of them are lovely soloists as well.” Even though the choir is strong as it is, there is always room for more eager choristers – which is why the Mimico Children’s Choir is seeking new members in advance of its 10th season launch next month. Starting on Thursday, Sept. 15, rehearsals for the choirs will run every Thursday from 3:45 to 4:45 p.m. in the basement of the Mimico Baptist Church, 80 Hillside Ave. (near Royal York Road and Lake Shore Boulevard West). Choristers are also welcome to an optional snack at 3:30 p.m., provided at no additional charge. TTC gets $400 million for repairs, accessibility Accessibility retrofits cost $10M to $15M per subway station RAHUL GUPTA rgupta@insidetoronto.com With a badly needed injection of federal funding now a reality, the TTC hopes the money will be enough to complete essential accessibility improvements. “This will help us accelerate our designs for the next phases of improvements we need,” said Chris Upfold, the TTC’s deputy CEO following the announcement Tuesday by the federal government of nearly $400 million directly to the transit commission in funding for essential maintenance and repairs, as well the accessibility improvements. The TTC has less than 10 years to ensure all 69 of its subway and RT stations, plus subway trains, streetcars and

Police investigate taxi-cyclist incident Footage of an ugly altercation between a taxi driver and a cyclist downtown surfaced this week, leading to a police investigation. At the start of the short video, a bike courier slaps the cab’s passenger window, likely upset because the vehicle is dangerously close. The taxi driver responds by swerving into the courier’s path, knocking him off his bike and onto the sidewalk. The Dufferin Street Bridge will close to automobile traffic following the Canadian National Exhibition. The closure is planned for one month exactly, Sept. 8 to Oct. 8, and Metrolinx advises the work will also need to take place in evenings and over-

What to do about the last mile of travel? That’s what a panel of transit experts are hoping to answer during an upcoming talk held by Ryerson University’s City Building Institute.
