The city’s road toll proposal, endorsed by Mayor John Tory on Nov. 24, would see motorists charged $2 every time they use the Gardiner Expressway or Don Valley Parkway - raising an estimated $200 million a year for much-needed road and transit infrastructure once in place. Celebrating the holidays in a ‘uniquely Canadian way’

In Toronto, people make room for their neighbour’s cultural celebrations

DaviD Nickle dnickle@insidetoronto.com There’s something different about the window display at the Hudson’s Bay Company flagship store at Yonge and Queen Streets this holiday season. Gone are the animated Christmas carollers, the elves and the reindeer trappings of Christmas. In their place? The Aurora Borealis; owls and geese and squirrels and bears, animal denizens of a wintery “enchanted forest” that speaks more to the Canadian winter than the Christian holiday that’s among those celebrated in December. A year ago and a border south of the Bay, a decision to step back from Christmas in favour of wintery magic might have gotten a lot of flak from Christians and other traditionalists who see a war against the holiday in the colour of Starbucks coffee cups and the use of the greeting “happy holidays”

rather than Merry Christmas. This year? With Stephen Bannon, the head of the right-wing, hate-spinning website Breitbart. com at the right hand of president-elect Donald Trump, whatever bloom there was on the rose of Christian-centric, exclusive celebration this season has surely faded. That goes doubly so in Toronto - one of the most multicultural and multi-religious cities in the world - where the deChristmasing of the Bay raised barely an eyebrow. “This isn’t a bad year for us to be talking about the uniquely Canadian way of celebrating Christmas,” says Toronto city councillor Joe Mihevc, who came to politics by way of divinity studies. Mihevc represents a typically diverse ward (Ward 21 - St. Paul’s) in a diverse city, and he holds his communities up as a model of accommodation. While the law of the land turns Christmas - that being the explicit celebration of the birth of Christ - into a paid, nearly universal holiday, Mihevc says that the many faiths practiced in the communities he represents find ways to celebrate. “At the Wychwood Barns, there’s a Christmas thing, a Hanukkah thing, a Kwanzaa thing,” he says.

The Hudson’s Bay Company’s window displays at Yonge and Queen streets are featuring a winter theme this year – a break in tradition from their usual Christmas theme. “It’s let’s celebrate and have fun with it. It’s not a way of defining your religious team as differentiated from other religious teams.” In Scarborough, United Church Minister Gretta Vosper takes that ethos a step further. Vosper, an avowed atheist, is battling a move by the church to defrock her for her religious views. The matter is currently decided against her, subject to an appeal. The West Hill United Church where she officiates until that is heard offers a “longest night” service that coincides with the equinox - the shortest day of the year, Dec. 21. The congregation there focuses on the communal elements of the season -

extinguishing candles to represent regrets, and lighting candles to illuminate hope. “It’s a service that doesn’t use scriptural text, but touches the primal elements of all traditions,” she says. “What we do is, the lowest common denominator of what people of good will can agree on. That’s what we build on.” Vosper’s God-absent view may be an outlier in a season that gathers many around spiritual symbols, but even the devout can see the value in inclusivity. Rev. Rachel Kessler left her parish in midtown Toronto last year to become chaplain at Kenyon College in Ohio. The Episcopal college’s stu-

dent body is diverse, with students practicing Judaism, Islam, Hinduism and pagan religions, as well as many who don’t worship at all. “The way we have been striving to approach spiritual life here is, how do we affirm the religious identity of the people in our community and support them fully, in our own identity and making space for one another’s identity?” she asks. Making that space, Kessler acknowledges, is work. “Forming a true interfaith relationship should cost me something,” she says. “If that cost is I say ‘happy holidays’ to Muslim or Jewish students,

or a pagan student who doesn’t want to celebrate Christmas - well, that’s a pretty low cost for me.” Kessler would, in fact, be willing to pay more. “I want to scrap Christmas as a paid holiday entirely,” she said. “I think we should all celebrate as a secular society as a winter holiday. But in my religious community, I would like to celebrate my festival. The whole festival of the light of God, coming into the world.” As for the Bay? When asked for comment on the new wintry display, Bay spokesperson Michelle Veilleux was unable to find anyone to comment. Here in Toronto, the display speaks for itself.

o much has been debated about how we wish someone well during the holiday season. ‘Put Christ back in Christmas!’ are common cries from those who celebrate. Indeed, they should put Christ back in Christmas. That’s the reason of the season for them. For those who believe, Christ was born in a manager with livestock all around him. He had no clothes. He came from no wealth. But he led his life with love at the core. Torontonians must recognize (and most probably do) that there is room for everyone to celebrate in the way they choose, this month and throughout the year. Be it Christmas, Hanukkah, Kwanzaa, Ramadan, Diwali and other faith-based celebrations, the common thread is love and hope. Honouring what’s come before, and making a conscious effort to do better moving forward. It’s about people. It’s about kindness. It’s about generosity. It’s about acceptance. It’s about loving your neighbour. It’s about spending time with people who matter to you. It’s about giving to a stranger with no expectation of anything in return. Sharing a smile and wishing someone ‘Happy Holidays’ doesn’t detract from what the season of giving is all about. If anything, we as a people should be offended with the commercialism and high-cost of celebrating at this time of year. Buying the best of the best in gifts, but not giving the best of the best of ourselves, is the greater sacrifice to humanity. What matters is how you treat people, not the price tag attached to the shiny new present. It’s irrelevant in the long run. It’s a general understanding people remember how you made them feel, not what you did or bought for them. It’s unlikely if Jesus Christ walked this earth today he would take exception to wishing someone ‘Season’s Greetings’ or “Happy Holiday’s or a simple ‘the very best to you’. Love was Christ’s ministry and we as people of all faiths, cultures and creeds should endeavor to live our lives with love and give of ourselves to make this world we live in a better place.

Toronto public housing tenants still waiting to be safe Pelham Park Gardens isn’t alone in its problems. But if its tenants feel alone, especially at night, who could blame them? Bad people come to the building at night, and no one is there to stop it. The west-end Toronto Community Housing Corporation complex was built for seniors, and once had nurses on staff. Now a lot of tenants are people with disabilities or mental illnesses. “Drug dealers, prostitutes, they prey on them,” says Cesar Palacio, the local councillor. “That enrages me.” Mayor John Tory set up a task force to “transform” the city housing authority. Many of its 2,200 buildings are crumbling, and the city falls farther behind on

The final task force report in January called for more services to protect vulnerable tenants, supplied perhaps by outside agencies, and for “quick and consistent procedures to deal with illegal and antisocial activity.” But all tenants seem to be getting are better security cameras because, as TCHC CEO Greg Spearn explained in Pelham Park last week, he never has

more than 16 to 18 security officers to respond to buildings across Toronto. Need overnight security? We can’t afford it, and furthermore Spearn says the authority doesn’t have legal means to “screen out the bad guys” on TCHC’s waiting list, though he’d love to. “I agree with the task force but without resources I can’t do anything about it,” he says, “and we’ve been asked to cut 2.6 per cent.” In April 2015, tenants at Scarborough Civic Centre told the task force how they needed TCHC to change. Several said security was their number one issue. They wanted overnight guards, not just cameras. “Drug dealers, prostitutes, people living there illegally. These people

should be out, because we have decent people waiting to take your spot,” said a woman from Gordonridge Place, Rita Nicolson. The nightly sense of lawlessness at Gordonridge and Pelham Park needs to end. People in each TCHC building want to help, but don’t want to risk their lives confronting trespassers and dangerous tenants when staff aren’t there. Road tolls would have huge impact on local transportation study: Grimes

Even Marine Parade Drive, which is just meant for local traffic, was dangerous, quite frankly,” Clay, who serves as administrator of the Humber Bay Shores Discussion Group on Facebook, said of the chaos caused by motorists diverting off the Gardiner to avoid construction delays. “The concern a lot of people have is that if we have tolls, we’re going to get these toll evaders coming down here again ... So if the city does implement them, they have to find a way to minimize this traffic diversion to the local streets.” Daniela Veljkovic, who lives just off Lake Shore Boulevard West on Brookers Lane near the Gardiner on/off ramp, said that while she doesn’t have a problem with the “pay-as-you-play” philosophy behind the proposed road tolls, she likewise thinks it could result in more rushhour logjams for Humber Bay Shores area residents attempting to commute downtown via Lake Shore Boulevard. “This neighbourhood has a bigger problem right now

problems.” While Clay suggested the city explore England’s example of setting levies on toll highwayadjacent side streets as a deterrent to toll evaders, Veljkovic said she’d like the city to move toward creating more viable transit options for Humber Bay Shores area residents. According to Etobicoke-Lakeshore Councillor Mark Grimes, that latter point is, in fact, currently being studied as part of the city’s ongoing Park Lawn/ Lake Shore Transportation Mas-

Presently in the midst of public consultations, the study was initiated nearly a year ago to “identify transportation improvements needed to support all road users” by studying a number of solutions, including: new connections and better access to roads, transit and pathways; and planning for investment in public transit, pedestrian and cycling networks, among others. Road tolls, Grimes said, would have “significant impacts” on both the scope and the delivery of that master plan project. “With anything that’s going to happen with road tolls, we are going to be hugely impacted in Humber Bay Shores and possibly even Mimico, so I want to make sure there are extensive studies and that they run concurrently with the Transportation Master Plan taking place in that area right now,” he said in an interview with The Etobicoke Guardian. “How these tolls will affect people coming down through my community - that’s the number 1 thing we have to look at. We can’t have another gridlock situation down there like we had when the Gardiner was under construc-

tion.” To those ends, Grimes wrote an open letter to Mayor Tory on Nov. 24, stating that while he supports revenue tools as a means to pay for transit, housing and sustainable infrastructure, when it comes to road tolls, he believes it’s critical to fully examine whether they will negatively impact the communities the city presently serves. “Road tolls would only serve to incentivize commuters to travel along Lake Shore, at the expense of local residents who rely on this route every day. The addition of tolls would effectively prioritize out-of-area commuters over Etobicoke-Lakeshore residents,” Grimes’ letter reads. “Given these pressing considerations, I respectfully ask that any in-depth study, report or investigation into the implementation of road tolls prioritizes and thoroughly investigates the short and long-term impacts on the Ward 6 community.” Grimes told the Guardian on Monday that while he had not yet received a response from Tory, he looked forward to sitting down with the mayor for an in-depth discussion about the matter soon.

With the holidays fast approaching, malls are becoming more crowded, store front windows are decorated with Christmas trees and all the trimmings, and charities have filled mailboxes and airwaves with calls for donations. And with a plethora of charities and not-for-profits vying for money from generous donors, some have had to change their approach and get more Internet savvy in hopes of collecting coin. When it’s time for North York Seniors Centre (NYSC) to target donors for its fundraisers, Jasmine Colibaba knows exactly where to find them - online. “We are focusing on the millennials,” said the centre’s development coordinator. “As a millennial myself, it’s so much easier to just give online. It’s the way the future is going. It’s the new focus. We have to think about how we can appeal to a larger audience. Twitter, LinkedIn, it’s all very important in getting our message out to a broader audience.” And luckily for NYSC, a not-for-profit organization providing programs and services for adults aged 55 and older, they don’t have to tug too hard on heart strings to get people to dig into their pockets. “Everyone has a grandma, grandpa,” Colibaba said. “They are vibrant, living in the community. But they are going to need help.” She noted one third of all annual donations to NYSC are collected in December, adding the organization has a loyal donor

According to a 2014 survey conducted on behalf of national charitable organization Imagine Canada, which examined holiday season charitable giving and attitudes about charitable donations, 62 per cent of Canadians intended to donate to charity over the holidays. Other findings included 33 per cent intended to volunteer their time, rather than money, to a charitable cause; 33 per cent wanted to set an example for their children or others about the importance of giving back; 26 per

cent planned to make a donation in someone’s honour in place of a traditional gift; 42 percent said were donating to experience the joy of giving and celebrate the spirit of the holidays; and 61 per cent of those not making a charitable donation cited lack of funds as the reason. Sam Fiorella, a professor at Seneca College’s school of marketing and managing director of notfor-profit corporation Lucas Fiorella Friendship Bench, said holiday fundraising is a constant challenge for charities, with

people choosing to spend their money on gifts. Yet on the flip side, those same people also feel more inspired to give in the name of someone else. “This time of year people are in a more charitable mood, and charities have to look to capitalize on that,” he said. “Our approach is not to wait until December to do something or launch a campaign. We build engagement throughout the year.” Families tend to make traditions of giving back, and one popular way is for kids to donate to a toy

drive, he said. “Because more people have more today than 10 years ago, they are willing to give, but not cash,” Fiorella said. “They want to make it educational for their kids. Re-gifting a toy for a toy drive definitely hurts ability to raise cash.” But not all charities feel the pinch of a zipped up wallet come Christmas. Andrew Burditt, spokesperson for The Salvation Army Ontario Central East Division, said its Christmas Kettle Campaign, which has been in existence in Canada for more than a

Although we experienced a very hot summer in 2016, it was definitely not as hot as the summer of 1936 when a record-breaking heat wave, coupled with the woes of the Great Depression, led to a double forcible-confinement at an Alderwood school. All across Southern Ontario, the week of July 8 to 15, 1936, set new records for heat. Swimming pools were packed and thousands of residents slept outdoors in parks. The only air-conditioned buildings were cinemas, many of which stayed open all night. Two hundred and twentyfive Toronto residents died, mostly young children and the elderly. At the same time, 2,168 Etobicoke men were unemployed and receiving relief benefits in cash or in vouchers that could be used to buy food and other necessities. In exchange, the men were expected to work on road maintenance or other types of unskilled public work. Relief workers felt the pay was inadequate and were demanding more provincial funding for the program. Rotating strikes and public protests were increasing. However, as Mimico's mayor, Amos Waites, announced, "No work, no relief !" and all those on strike had their relief benefits cut.

Sir Adam Beck School was being used on weekends as an office to pay relief workers. On the morning of July 8, 1936, the school was packed with 500 relief workers, strikers and their supporters. Relief Officer Charles Grubbe arrived at 1:30 p.m. and paid in cash those who had worked over the previous two weeks. When those who had been on strike demanded compensation as well, Grubbe informed them he had nothing to give them. After much discussion, the group let Grubbe phone Etobicoke Reeve William A. Armstrong, who arrived at the school at 4:30 p.m. When Armstrong tried to leave the building at 5 p.m., he was forcibly prevented from doing so. Both Grubbe and Armstrong were then confined to the stifling and dripping basement boiler room for more than 18 hours. After several unsuccessful bargaining attempts, at 11:30 a.m. on July 9th the Reeve finally agreed to compensate the strikers who had families for their lost pay. Only then were Armstrong and Grubbe allowed to leave. On July 10th a special police squad of officers sworn in from surrounding municipalities was sent to arrest those responsible for confining Grubbe and Armstrong. Thirty-seven arrests were made, either for unlawful forcing or

After Sir Adam Beck School opened in Alderwood in 1921 on the north side of Horner Avenue, west of Brown’s Line, it became a focal point for community events and meetings. unlawful assembly. However, after delays in bringing them to trial, and knowing there was great public sympathy for the strikers, Premier Mitchell Hepburn was finally persuaded to drop all charges. After this incident, Alderwood was nicknamed "Pogeyville". Sir Adam Beck School was demolished in 1999 and replaced by a brand new school building. The triple-arched entrance from the old school was erect-

ed adjacent to the new school, and it now has an historical plaque telling this surprising story of a kidnapping at an Alderwood school. We also had $25,000 left over that we put in the bank for emergencies. First Nations youth benefit from Rotary Etobicoke hockey drive Collection continues Dec. 3 and 4

At Migizi Miigwanan, that equipment translated into a surge in kids turning up in class, Lue said. “Apparently, they only had about 10 per cent attendance in this remote community, but once the hockey equipment arrived at the school, they experienced, like, 50 per cent attendance ... because in order to play hockey, they had

Arts Etobicoke’s Fall In Review

n october we officially unveiled our latest public art mural Dignity City in collaboration with amnesty international’s Project: Urban Canvas, the City of toronto’s StreetARToronto program, and boo art biz. We were thrilled to work with students from etobicoke Collegiate institute (eCi) on this project. the mural is based on article one of the Universal declaration of Human rights “all human beings are born free and equal in dignity and rights.” Dignity City is an inspirational and community-based piece of public art. it will enrich the lives of the community that surrounds it and will inspire the youth who pass it daily to envision the world they want to be a part of. it's imaginative and full of wonder and s What’s Your Story winning writers and workshop leaders expresses the values of the city we love: e have had an exciting fall of new programs and inclusivity, creativity, and vision. it can be found on both sides new partnerships. in september, we were a of the pedestrian underpass on Montgomery road, just south community partner on two exciting events, the first of dundas street West and next to eCi.

was What’s Your Story Etobicoke?—a toronto arts Council initiative with the ontario book publisher’s organization. the event at the assembly Hall saw 4 etobicoke writers (Farzana doctor, Catherine Graham, Maria Coletta McLean, and transient) read their commissioned work, in addition to two fantastic literary workshops hosted by antanas sileika and badia sinaee. this free event was the first of a three-year initiative to celebrate authors outside the downtown core. We were also pleased to be a community partner on the Kaeja d’dance production Regeneration: Etobicoke Dances at Montgomery’s Inn. the production re-imagined the history of Montgomery’s inn through dance, live music and art. residents of etobicoke were paired with professional choreographers to create new dance works that were performed in various rooms throughout the inn.

Bring more natural light into a home Maximizing natural light in a home is a smart and sometimes low-cost renovation. Homes that are dark and drab can drain energy levels and reduce productivity. In addition, dark rooms may not be inviting places to gather as a family or when entertaining. Certain factors contribute to a dark home. Houses that face north or east may not get the same level of sunlight as those that primarily face south and west. Geographic location also plays a role in the amount of natural sunlight. Buildings and even latitude can affect the amount of natural light that enters a home. The style of a home and its attributes also may create dark conditions. Deep house eaves as well as small windows or too few windows also can contribute to a deficit of light indoors. A major remodel certainly can remedy the situation. However, there also are other less-extensive strategies to improve natural light. • Assess the situation before renovating. Walk around the house

and determine which rooms get the most light and which conditions may be contributing to the problem in other areas. Dark floors and walls may be absorbing natural light and compounding the situation. You may find that only one or two rooms need attention, saving you the cost and effort of a major home overhaul. • Lighten up window treatments. Heavy drapes or thick blinds can be replaced with translucent alternatives. Translucent shades will allow light into the room without compromising privacy, say the experts at HGTV. • Use mirrors strategically. A mirror placed opposite a window will reflect light all around the room. This can make a small room seem larger and a dark space instantly brighter. • Install new windows and doors. If the budget allows, installing larger windows in a home will allow more natural light in. French doors or sliding doors

Think about adding windows to a side of the house that has none, or increase the size of the windows on the side of the house that gets the most light. • Maximize sunlight from above. Skylights will bring light into a home as the sun passes overhead. Tubular skylights can bring natural sunlight into spaces where you may not expect skylights to be practical. According to Houzz, a design and architectural resource, tubular daylighting devices, or TDDs, can make a big difference. TDDs are reflective pipes installed between the roof and ceiling, with a clear plastic dome. • Use reflective decor. Reflective surfaces, including glass and metal, can brighten up a room and diffuse light around a room. Time to get crafty: At this time of year, new furniture may be the last thing you want to add to your shopping list. “Refurbishing old furniture can easily change the look of a guest bedroom,” declares Grech. “Headboards can be an impressive focal point in any bedroom, so add one or revamp an old one with paint or fabric and upholstery nails. Simply painting an accent colour on the wall behind the head of the bed can make a grand statement.” It’s all in the details: Small details like fresh towels on the side table, scented soap, and fluffy pillows are key to making your guests feel comfortable and extra special. Become the ultimate host by placing a bag of artisanal treats on the pillow or stacking books and a lamp on the nightstand

for avid readers. Encourage relaxation: Colour largely contributes to creating a calm, soothing environment. “Pick your paint colour last. Help guests unwind with classic neutrals such as whites and beiges. City hosts workshop to discuss Park Lawn/ Lake Shore transportation plan

Etobicoke residents are invited to attend a city-hosted community workshop to discuss the Park Lawn/ Lake Shore Transportation Master Plan. Initiated by the City of Toronto to identify transportation improvements needed to support all road users and the further development of the Park Lawn/ Lake Shore community, the Transportation Master Plan will study a number of solutions, including: - new connections and better access to roads, transit and pathways

- additional safe and convenient crossings of physical barriers - planning for investment in public transit, pedestrian and cycling networks - high quality streetscape design Residents interested in learning more about the study are urged to attend the upcoming workshop on Saturday, Dec. 3 from 9:30 a.m. to noon at the Assembly Hall, 1 Colonel Samuel Smith Park Dr. (located on the southeast corner of Kipling Avenue and Lake

Shore Boulevard West). There will also be opportunities to meet with city staff and engage in table discussions with other local residents to present ideas in person. Canada’s new Special Advisor on LGBTQ issues will only be effective if he listens to the needs from across the LGBTQ diaspora, local advocacy groups say. According to some Toronto organizations that work closely with the LGBTQ community, however, there must be a focus on intersectionalities between race, gender and sexuality, as well as a concerted effort to ensure long-overlooked groups such as the trans community are given a place at the table. “Obviously, we’re pleased and think (Boissonault’s appointment) is a good first step toward ensuring LGBTQ2S issues are being considered at a national level,” said Maura Lawless, executive director of The 519, a multi-service organization that caters to the LGBTQ community. “But at the same time, we hope (Boissonault) recognizes that our commu-

nity is diverse and looks at the needs of low-income members, racialized members and all queer and trans folks.” Lawless said the trans community faces barriers with regard to employment and housing. Racialized and indigenous LGBTQ individuals also face different forms of discrimination above and beyond what white members of the community face. “(LGBTQ issues) have historically been seen as issues facing the gay men’s community,” Lawless said. “When looking at public policy, we hope they do an intersectional analysis and look at lived experiences.” Berkha Gupta, executive director of the Lesbian Gay Bi Trans Youth Line, concurred with the need for intersectional analysis and a holistic look at the LGBTQ community. “That the federal government is committed to this is great, but we’re waiting to see what that government commitment is,” she said. “We do hope a conversation around trans rights is at the front of this.” Gupta noted Boissonault’s appointment came at an interesting time, shortly after Donald Trump’s election, which led to a rise in hate crimes south of the border. That, combined with more local

issues such as the recent police crackdown on public sex at Marie Curtis Park, which predominantly affected gay men, shows that there are issues that need looking at, she said. “There are a lot of factors to address, such as anti-black racism and the intersection of gender and race, and what’s happening at Marie Curtis Park and what it means that we’re still having bathhouse-style raids in 2016,” she said. Boissonault has said his focus will be on co-ordinating the government’s cross-ministry approach to LGBTQ2S issues, acting as focal point for the community and shining a light on important issues. Such issues include possible training for police, judges and customs officials to prevent discrimination based on sexuality, Canada’s one-year blood donation ban, and the contentious issue of required pronouns. “We’re looking at different models - going to homes, communities, universities to talk to students as well as faculty involved in research, corporate Canada, unions, social media,” he said. “We’ll also be learning from other countries that have moved ahead in this area.” - With files from Kim Zarzour

Trimming Toronto’s holiday tree is an epic undertaking Massive tree from Bancroft now decked out in lights david NiCklE dnickle@insidetoronto.com One of the most special traditions of the holiday season for many is to go find a tree, haul it home and decorate it with lights, tinsel and baubles in a place of honour by the hearth. For 50 years, the tree-trimming has also been a tradition with the City of Toronto. Beginning in 1967 as a way to showcase the then-new Toronto City Hall, Toronto workers have set aside weeks in November to erect a very special tree in Nathan Phillips Square. That is special, as in huge. According to Kristine Germann of Toronto’s Economic Development Department, the tree has always between 60 and 65 feet tall, brought down from Bancroft, north of Peterborough, by the Weller Tree Service, which has been providing the service since the beginning. “They always pick a tree that’s at the end of its life cycle,” said Germann. “This year the tree is approximately 60 feet. And yes, it’s pretty epic-it comes down in a big truck.” It takes a crew of eight city workers to put the tree in place, secured with guy wires and fenced off. “Once the tree’s in place, we let it settle,” said Germann. “When we get a tree at our own house, they always advise to let it settle for a couple of days, and with a bigger tree it’s a larger consideration. We need it to look good for really a month. And then it requires a cherry picker and three pieces of large machinery to decorate the tree.” The tree-trimming takes between one and two weeks, which might seem leisurely. A 60 foot white spruce tree, however, takes a lot of decorations. There are 700 ornaments in total, and 12,500 feet of lights, which for several years now have been brighter, energy-efficient LEDs. “My favourite decoration is the beautiful star that goes on top of the tree,” says Germann. “It’s made of metal. I always like to see that. I guess I know when it goes up, our job is done.” Well, not entirely done. The tree must eventually come down: two weeks after New Year’s Day, at which point, the tree is mulched “and returned to the land.”

Council hasn’t been good at imposing these things in the past, but with Tory and his staff pushing stragglers into line, it’s likely that council will avoid a repeat of 2013, when they voted to consider exactly no new revenue tools to pay for the city’s infrastructure deficit. It’s a shame the mayor won’t be pushing as hard, or even at all, in the other direction: specifically, making sure that the $33 billion estimated unfunded infrastructure commitment isn’t filled with frivolous work. At the same time as he’s

DaviD Nickle The City arguing persuasively in favour of drawing in hundreds of millions of dollars a year in revenue from people driving on the Don Valley Parkway and the Gardiner Expressway, Tory might consider rethinking plans to rebuild a part of the expressway as an elevated highway that is starting to look like a white elephant. On the same Dec. 1 executive committee meeting as the revenue tools appear, a report from city staff notes that the plan to rebuild the eastern portion of the highway and rehabilitate the

rest, approved in 2015 by council, is going to cost a lot more than anticipated. According to the staff report, the original $2.6-billion project is now $3.623-billion. Council should look at the eastern portion that’s being rebuilt – which costs $1.4 billion, $468 million more than council approved in 2015, compared to a much less costly plan to remove that portion of the Gardiner and replace it with an atgrade boulevard. As matters stand, the Gardiner reconstruction sits with the Scarborough subway and the diminished SmartTrack plan, as another example of profligacy – and a barrier to the goal of fiscal balance that those tolls only approach. What a difference a week makes on the Toronto transportation beat. Last Monday, Nov. 21 all attention was shined squarely on the impending fare hike for TTC riders. By the following Friday, the spotlight turned sharply to Mayor John Tory's championing of tolls on the Gardiner Expressway and the Don Valley Parkway to help pay for transit. Getting far less ink was the admission by city staff a plan to rebuild the eastern, elevated section of the Gardiner- approved by the narrowest margins by Toronto Council last year- is going to cost much, much more than expected. It was always going to be cheaper to tear down the crumbling eastern section between Jarvis Street to approximately Logan Avenue, in favour of expanding and modifying Lake Shore Boulevard. Now it's estimated re-building the expressway will cost one billion dollars more than projected, to $2.6 billion.

Cities like New York and Montreal have either opted to or already torn down their own expensive expressways in favour of boulevards, to the benefit of local communities. Tearing down the Gardiner was something the former city manager strongly recommended, before it was flatly rejected by his elected official overseers. Tory, albeit reluctantly, came around to the idea of road tolls after years spent

opposed. The man who once ran for office opposed to the measure has now become the city's greatest champion. Perhaps he can do the same in the case of the Gardiner. At this point, it seems highly unlikely that will happen. At a press conference this week Tory doubled down. saying it's good to know now, years before construction of the Gardiner"hybrid" is set to begin, the price has jumped. He also held out hope the federal government will eventually contribute money to the project, which seems like a pipe dream at this point. That's too bad, because by all objective measures, preserving the Gardiner for billions of dollars makes increasingly less sense given what the city is gaining in return. It's time for a re-think.
