Instead of celebrating the start of summer vacation this week, kindergartners at Princess Margaret Junior School spent their last three days of school mourning the tragic loss of a “beautiful, active little girl who loved life.”

Five-year-old Isabela Kuci died last Friday when the car she was traveling in with her mother Valbona Vokshi, 35, and grandmother Xhemile Vokshi, 55, was involved in a fiery, 11-vehicle pile-up on Hwy. 400.

While OPP had not yet officially released the names of the collision’s four fatalities as of Wednesday, close family friend Katerina Seitaj confirmed to The Guardian that the three generations of the Etobicoke family were among those killed.

“Valbona was my very good friend and we were roommates for many years. I was the first person to hold Isabela when she was born,” Seitaj said of her close connection with the family.

It was a packed agenda for the Toronto District School Board’s (TDSB) last regular meeting of the school year, with several decisions made to close, sell or keep schools.

The June 22 meeting started with the introduction of Chris Moise, the new trustee for Toronto Centre-Rosedale.

Moise won a June 20 byelection to fill the seat left vacant by the death of Sheila Ward.

He was appointed to the board’s program and school services committee, and was also one of many trustees who volunteered to join the inner city task force that trustees voted to re-establish during the meeting.

The most discussed items on the agenda were whether to declare three schools surplus – Thistletown Middle School, and Buttonwood Hill and Silver Creek public schools.

The TDSB has been pressed by the province to sell properties to help fill the board’s $3.3-billion maintenance backlog.

“We are taking action to reduce excess space in a thoughtful way, while ensuring dollars are invested where they are most needed – our operating schools,” said TDSB chair Robin Pilkey.

Silver Creek in Etobicoke hasn’t been used by the TDSB since 1982, but is currently leased by two organizations providing services to children with special needs. McNicoll PS in North York hasn’t been used as a TDSB school since 2000, but is leased by a daycare centre for kids with special needs.

The rules for how the TDSB can lease buildings changed recently, removing the board’s ability to automatically renew leases. So if trustees voted to keep the schools, there was no guarantee the current tenants

would be able to stay. When a lease expires, the board now has to offer it for bidding.

Trustees decided to declare the schools surplus, but not transfer them to the TDSB’s real estate branch – Toronto Lands Corporation (TLC).

The decision was made in the hopes the province will take over the sites and allow the current tenants to stay.

The outcome of the negotiations with the province will be presented this fall by TDSB Director of Education John Malloy. full agenda Trustees also voted to declare Thistletown Middle School surplus, but not transfer it to TLC, in the hopes the City of Toronto will buy the site in Etobicoke and preserve its current services. The City has operated Thistletown Multi Service Centre there for three decades, after Thistletown Middle School closed in 1985. Thistletown Multi Service Centre offers recreational programs and houses a daycare, as well as the Rexdale Women’s Centre, Thistletown Seniors’ Centre and other organizations. The City is interested in buying the site, and the TDSB has offered a flexible arrangement to let it buy it gradually. The outcome

of those negotiations will also be presented this fall.

There was lots of debate about what to do with Buttonwood Hill Public School in Etobicoke, which closed as a TDSB school in 1983. The site is currently leased by a daycare and Italian immersion school. Many trustees expressed concern the school could be needed in the future, eventually voting to hold on to it.

Trustees declared two other schools surplus as well, opting to sell those sites. The schools, Sir Robert L. Borden Business and Technical Institute in Scarborough and Nelson A. Boylen Collegiate Institute in North York, will officially close June 30. Nelson A. Boylen has no current students, and nongraduating students from Sir Robert L. Borden are being relocated.

Decisions were also made to close Greenwood Secondary School and Eastern Commerce Collegiate Institute, the result of a pupil accommodation review of 10 schools in the Toronto-Danforth area. The Greenwood program, which prepares new Canadians for high school, will relocate to nearby Danforth Collegiate and Technical Institute.

will move to Monarch Park Collegiate Institute. No students were enrolled at Eastern Commerce, which will be home to the new JK-Grade 12 First Nations school in 2017.

Subway Academy One, an alternative school operating at the Eastern Commerce site, will continue to do so.

Several trustees expressed frustration with the provincially mandated sell-offs, noting Toronto’s population shifts and schools that sit unused for years, even decades, are often needed again.

“We can’t predict where people will move,” said Willowdale Trustee Alexander Brown. “One of the concerns I have is that this is more about dollars and deficits than the kids and their communities.”

Beaches-East York Trustee Sheila Cary-Meagher voiced concern as well.

“We use our land as banks for the future,” she said. “Now our bank accounts are being closed.”

Trustees also approved a three-year capital budget that will reopen four closed TDSB properties for future use – Bannockburn Public School, Castlebar Public School, Sir Sandford Fleming Academy and Boyne River Outdoor Education Centre.

Unity and civility to be celebrated this Canada Day

n Friday, July 1, we Canadians pause to celebrate another year as just that: Canadians.

We have been able to do that for 149 years now, and let’s be honest: it feels good.

We’re a good country, after all.

We look after each other, and try to extend that compassion abroad.

We have bad days – who doesn’t? – but on balance we’ve lived our 149 years well, and we look pretty good for our age.

The same can’t be said for the rest of our family of nations, and it’s tempting to feel smug about that.

OuR ViEW The United Kingdom, to whose Queen we still swear Be proud, not allegiance, is not doing well at all. smug, about In an ill-managed referentogetherness dum, its people have voted to take it from the European Union (EU), in the process throwing its economy, and the world’s economy, into turmoil.

The vote to leave was decisive but not universally so, and now the U.K. is on the verge of fragmentation, with Scotland poised to hold another independence referendum, not two years after it narrowly voted to remain in the U.K. This time, with EU membership in the balance, polls indicate the Scots might well succeed.

We in Canada have flirted with this sort of thing in the past, through two nail-biting referendums in Quebec, each of which might have put us in a similar place: a country split at the seam, where nativism and nationalist intransigence make dissolution seem inevitable.

Good for us that we didn’t take the plunge. We’re still here, in one piece, with the capacity to engage ourselves and the world as proud Canadians.

Let’s be proud, then: proud, but not smug.

It is unlikely-to-impossible that separatists in Quebec could marshal support for another referendum any time soon – the Parti Quebecois has yet to find a leader, and in any case will not be in a position to govern until the fall of 2018, when the next provincial election is scheduled.

But it is a point for sober reflection this Canada Day, just how precious is our unity and civility, and how easy it is for a nation – any nation, even our own – to allow that to slip away.

Mayor Tory’s op-ed column stirs controversy You can get into a lot of trouble, writing a column for a newspaper.

Even if you’re a professional, it can be hazardous: sticky fingers for other people’s ideas and phrases will (or should) sink you; you can get facts wrong, or get caught making it up, which should and does sink you.

Or, like this columnist, you can realize a couple of days after you tried to link Brexit with spurious transit plans and bad public finance, that you may have just overreached – in which case you’ll get called on it, often on Twitter. And that stuff never goes away.

It’s worse when you’re not a professional. Worse still, when you’re not a professional who has skin in the game.

And so we come to Mayor John Tory, who tried his hand writing a column for a newspaper, The Toronto Star, on Tuesday: a column about his besieged $3 billion Scarborough

david nickle the city subway plan, on the eve of its debut on the floor of Tuesday’s Executive Committee.

It was a substantial piece in the Toronto Star, just a hair over 800 words long, and for most of those words it chugs along well, noting that he ran in 2014 promising to build a subway in Scarborough, that we are behind on transit construction, that there’s political consensus between the three levels of government that the subway’s the way to go, and that city staff have said the Scarborough subway could help boost ridership in a part of the city where it’s currently low.

So far, Tory has penned a good and boring op-ed.

It gets troublesome when he goes for what some of us professionals might call “the dig”: that part where you try and nail down just

what’s wrong with the thing we’re critiquing.

Writes Tory (at about the 600 word mark): “But many of the subway’s loudest critics do not live or work in Scarborough, where more than half the population is born outside of Canada. When they say this is too much to spend on a subway, the inference seems to be that it’s too much to spend on this part of the city.”

Oh dear. It’s hard, indeed impossible, to not parse that down to a particularly ugly accusation – that those who fancy a light rail network in Scarborough and not a subway are anti-Scarborough nativists. Indeed, at least one of Tory’s colleagues on council, the subway-opposing, lightrail-loving Josh Matlow, parsed things exactly that way.

“Sad, desperate and shameful. I had hoped for much more from a mayor who preached civility,” tweeted Matlow.

This is the kind of trouble that isn’t really very much trouble at all for professionals. We’re used to people crossing the street to avoid us after a particularly vigorous application of fair comment on their dealings. It goes with the territory.

For a mayor, who’s built his brand on civility and team-work as Tory has?

Both Tory and his office tried to make it clear that the column wasn’t intended to be divisive, but to point out that Scarborough’s poorly served by transit.

They weren’t out of line: Josh Matlow was out of line.

It was too late by then.

It is one thing that those of us writing columns for the newspapers learn early: there are no take-backs when you write something, however unintentionally it may have been, that makes you look a bit of a jerk.

Three condo towers centrepiece of massive development CYNTHIA REASON creason@insidetoronto.com Shadows and traffic have emerged as residents’ chief concerns about a towering new development proposal that could bring 1,500 residential units to the Hwy. 427 and Bloor Street area.

If ultimately approved, the phased, mixed-use development proposed by Edilcan Development Corporation would see the construction of three condo towers of 46, 37 and 31 storeys in height above a five-storey podium containing retail and office space at 2 Gibbs Rd. Edilcan has also proposed two 10-storey rental apartment buildings, 14 townhouse units, an aboveand below-ground parking garage, public greenspace, and a new private road on the 2.6-hectare site.

“We have a lot of different building types on this proposal: there are highrise buildings, there are lowrise buildings, there’s an office building, there will be retail space, there will be some rental buildings, and some midrise buildings,” George Dark, a partner at Urban Strategies Inc., told about 20 local residents gathered at a community consultation Monday

However, city planner Nicole Ivanov reminded those in attendance that 1,500 new residential units does not necessarily equate to 1,500 more cars on the road.

“The important thing to remember with parking and transportation, is that it’s not a one-to-one ratio...the exact number is something that the transportation consultant would have come up with for their traffic impact study,” she assured.

“So that’s what city staff will be looking at – exactly how many trips will be generated. That’s something that’s still currently under review and we will definitely be considering that.”

Meanwhile, residents living to the east of the Gibbs Road proposal – in both the eight-storey apartment building at 340 The East Mall and in the townhouses and semi-detached homes on Formula Court – expressed concern about the potential shadowing effects of the towering condos.

“The towers seem awfully high at 31, 37 and 46 (storeys)...which is

going to have a significant impact on us,” said one Formula Court resident. “I’m really worried with the height of those three towers that we’re going to be living in darkness most of the time.”

“I just want to emphasize we’re at the beginning of the process... there’s opportunity all through the process, right up until the city council decision, for you to comment, question, and make your feedback known on this development application,” Ivanov said, noting that the city’s final report and statutory public meeting for the project is being targeted for the first quarter of 2017.

Downtown lanes a ‘game changer’ as Toronto’s bicycle network expands

weLIKE toBIKE DAVID NICKLE dnickle@insidetoronto.com In 1991, 15-year-old Yvonne Bambrick rode the streets of Toronto with brash confidence – making the considerable daily commute from her family home at Victoria Park in East York to Jarvis Collegiate by bicycle, along busy downtown streets that made scant accommodation for bikes.

“Back when I was a naive teenager, I didn’t think twice about it,” recalls Bambrick 25 years later, sitting on a sunny patio in Kensington Market, steps from one of the city’s massive on-street bike racks and just over a block from the busy College Street bike lanes.

“The concept of bike lanes wasn’t on my brain at all. I did know it wasn’t safe – I got

In 2016, the Toronto that Bambrick bikes around is a much safer place. Toronto has a total of 558.4 kilometres of on-street bike lanes, including white bicycle lanes, contra-flow lanes that run against the flow of traffic, so-called “sharrows”, signed routes without pavement markings, and even a few kilometres of cycle tracks that are fully separated from traffic.

A lot of people use those lanes. According to the 2006 Census, Torontonians bike to and from work like nobody else in the Greater Toronto and Hamilton Area, with 19,780 commuting by bike compared to 14,925 in 2001.

In 2015, Bambrick published a book for those cyclists: The Urban Cycling Survival Guide: Need To Know Skills and Strategies for Biking in the City. It was a book culled from her work

advocating for cyclists as the head of the Toronto Cyclist’s Union – now Cycle Toronto – and her years riding Toronto’s sometimes tricky streets.

There’s a lot to know: how to make a safe left turn (there’s more than one way); how to suit up for cycling in bad weather; dealing with potentially hostile interactions; and how to navigate all those different styles of bike road infrastructure.

Currently, most of those routes are in neighbourhoods surrounding the downtown core – including the relatively new cycle tracks on Sherbourne, Adelaide and Richmond streets.

“Richmond-Adelaide were a game changer,” says Bambrick. “I was having to ride there all the time (before), and I’m a confident rider but even for me it was tough. This is amazing.

Transformative.”

Bambrick and other cycling advocates are hoping for more change like that, on roads that extend beyond the downtown.

This summer, the city will be embarking on a pilot project to try a cycle track along Bloor Street through the Annex neighbourhood – a test, to see whether a city-spanning track could be installed the length of Bloor Street and

Danforth Avenue.

And the outcome of that could determine the implementation of parts of the city’s next big plan for cycling expansion: the Cycling Network 10 Year Plan.

Under that plan, Toronto’s bikeway and bike trail network would be extended to the ends of the city: north along Yonge Street to Steeles Avenue; on Kingston Road in Scarborough from Eglinton Avenue to the Highland Creek Trail; Kipling Avenue from Bloor Street to the Waterfront Trail; and Midland Avenue, from Steeles to Lawrence avenues.

Toronto’s Chief Planner Jennifer Keesmaat said to provide an effective cycling alternative, the network needs to expand in the same way that transit networks expand – in a continuum. Do that, she says, and it becomes viable to commute, at least to downtown, from nearly anywhere in the city.

“With cycling, distance isn’t that much of a problem,” says Keesmaat. “The city is really not that big, and 10 kilometres, 20 kilometres isn’t really a big deal. And from the centre of the city you can get pretty much anywhere on a 10 kilometer bikeway. If you’re cycling from Scarborough to

Etobicoke, that’s a big trip.

But from the centre of the city you can get anywhere – all you need is safe infrastructure.”

The other thing that a cyclist needs, of course, is the will, and a bit of know-how.

Bambrick is an evangelist for the former and a resource for the latter. When asked what it takes to get on a bike, after dutifully recommending a careful read of her book, she suggests a step-by-step approach. Borrow a bikeshare bike; go riding with a friend on a quiet street. If it’s been awhile, take a BikeShare course.

And remember: roads were originally for bikes.

“We paved our roads because wheelmen’s clubs advocated to get the roads paved. The bicycling movement has been around for a long time,” says Bambrick.

“It’s never gone away.”

Up to 20,000 citizens watched this annual event in High Park or the Don Valley. However, the

sham battle in this photo was not held on Thanksgiving but on March 24, 1915 on land straddling the Humber River, adjacent to the Old Mill. Now Canada was involved in a real war, and these manoeuvres were held to let officers from Exhibition Camp lead their troops under quasi-realistic conditions. In the above scene, the battle is over, and everyone awaits Major

Harold Bickford’s decision on which side won. This day he declared the mock battle a draw. After the war, the custom of holding a sham battle at Thanksgiving was discontinued.

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet.

The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.”

But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly!

It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.”

Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies.

And to make life easy, they worked it out so we have no mortgage payments for 12 months.”

Create the perfect poolside oasis this summer Many Canadians look forward to basking underneath the warm sun and enjoying delightful dips in the pool. Is it time to bring life back to your cabana, pool house or deck?

Here, Benjamin Moore’s colour and design expert, Sharon Grech, offers tips on the perfect application of stain or paint:

PLAN YOUR ATTACK: Painting a wood surface takes time and planning, so pay attention to all of the details. Is the wood old or new?

Has it previously been stained? How much time do you have to complete the project? Don’t overlook the important step of planning.

PICK THE RIGHT PRODUCT: Working with high-quality stain and preparation products will make staining significantly easier. “Pick a product that’s easy to apply and will enrich and enhance the grain of the

wood surface,” says Grech. “Quality stains will prevent mould and mildew growth, and will hide imperfections in the wood. My favourite stain is Arborcoat, which is better for long-term maintenance and is available in a variety of beautiful colours.”

DON’T SKIP THE PREP WORK:

“For the overall surface of a cabana or deck, keep the natural look of the wood by using a semi-transparent stain. Add colour by painting the ceiling inside the cabana in a vivid blue like Blue Lagoon 2054-40 and contrast the deck rails with a dark grey stain like Ashland Slate 1608,” suggests Grech. “Tie it all together with patterned cushions and colourful drinkware, perfect for poolside lounging.”

Examine and evaluate the design features you want to update. “Look for things like rotted wood, mildew and old stain, all of which will play a factor in how the new stain will adhere,” says Grech. “If you do find any of these, be sure to use an appropriate product to return the wood to service, and always replace rotten wood.”

Students and staff at the central Etobicoke school Isabela loved so much in life were grieving the little girl’s death this week.

“The kids are really missing her today,” Isabela’s kindergarten teacher, Sarah Harwood, told The Guardian in an interview at Princess Margaret JS Tuesday morning.

“They’re really feeling sad today, so one of the things we’re talking about is how we as a group can kind of heal and support each other.”

Many students in Isabela’s class, Harwood said, are coping with their grief over the loss of their always-smiling, ever-pigtailed classmate by turning to art.

Little Savella came to school with a pink paper heart intended for Isabela’s family on which she inscribed ‘I’m sorry that Isabela is not with you anymore.’ She later added blue angel wings and stickers to her heartfelt offering.

Close classmate Noah, meanwhile, simply wrote ‘I love you Isabela’ on plain white paper, then added lots of Isabela’s favourite stickers – butterflies and Frozen characters – to add a bit of colour to his creation in her honour.

“They spent a lot of time thinking of Isabela’s favourite colours, the things she liked, then made these while thinking of her,” Harwood said, pointing to an array of colourful, heart-adorned condolence messages and cards for Isabela’s family on display in the office at Princess Margaret JS. “(This art project) is really helping them kind of

deal with their grief today.”

Also helping the children cope is a team of three social workers, who were called in to the school on Monday and were expected remain on hand at Princess Margaret until the last day of school on Wednesday, said Toronto District School Board spokesperson Shari SchwartzMaltz.

Despite their sadness, however, Harwood said she and her students are trying their best to ensure they honour Isabela by remembering her as the fun-loving little girl she always was in life.

“She was happy, laughing, smiling all the time. And she talked to everybody. Everyone was her friend,” Harwood said.

“She’d walk through the hallways and just wave and say hi to everyone she passed. She was very loving.” gofundme campaign To help support her good friend Valbona’s family through their loss, Seitaj has established a GoFundMe campaign with a goal of raising $50,000 towards their expenses.

Valbona, who came to Canada from her native Albania 16 years ago, worked

hard in order to sponsor her parents and sister which she did in 2012, Seitaj said.

“Back in Albania, they were living in a small town and they didn’t have enough work. She was always worried about them, so she worked long hours to bring them here,” she said. “I don’t know what they’re going to do without her. It’s a tragedy.”

Sgt. Kerry Schmidt of the OPP’s Highway Safety Division confirmed Tuesday that no charges have yet been laid in connection with the fatal collision, which also reportedly claimed the life of 27-year-old Seneca College student Maria Lipska, 27. “(The investigation) is very complicated, it’s expansive and there’s lots of work going on, so right now we’re still working our way through the evidence,” Schmidt told The Guardian, confirming that driver inattention on the part of one of the transport truck drivers is just one of the theories being investigated.

OPP officers were first called to the accident site at Hwy. 400 just south of Finch Avenue at 9:47 p.m. on Friday, June 24.

The collision scene – which consisted of 11 vehicles, including three commercial transport trucks – was described by Schmidt at the time as “one of the worst” he’d ever seen.

“Fire consumed two vehicles, plus the trailer of one transport truck. There was incredible damage, making the vehicles completely unrecognizable,” he told The Guardian in a phone interview Saturday morning. “It’s horrific – an unbelievable tragedy.”

Bike Share adds 120 new stations Executive Committee continues Bike Share Toronto has begun a promised expansion of its operations, adding 120 new stations and 1,000 more bikes.

The agency first announced in April it was purchasing the new infrastructure from Montreal-based PBSC Solutions, which ran the bike share originally called Bixi. This boost to its offerings effectively doubles the amount of bikes available for short-term rentals.

The purchase comes from a near $5-million funding arrangement with Metrolinx announced in 2015.

The new rides are expected to be available by July 11.

A group cheerleading for the SmartTrack transit project has now released a report claiming the city can raise billions towards its cost.

Friends and Allies of SmartTrack or FAST hasn’t done much since it came together in the New Year. But now it claims Tax Increment Financing (TIF), a funding plan pushed by John Tory during the 2014 mayoral cam-

paign, can raise $2.3 billion over 30 years for the project.

In a nutshell, TIF would allow the city to leverage anticipated property tax revenues from new development and put it towards financing SmartTrack.

Metrolinx may have to postpone commencement of an Environmental Assessment (EA) for electrifying much of GO Transit’s rail operations.

The 120-day Transit Project Assessment Process (TPAP) was supposed to begin in July.

But prior to that, a draft of the project report was to be completed by the end of June, which is now delayed to later in the summer.

It’s doubtful this delay will much impact the timeline since electrification won’t likely be done until 2024.

with Scarborough subway plan DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory’s Executive Committee has given the nod to a transit plan that could see the city spending more than $3 billion to extend the BloorDanforth line one stop to the Scarborough Town Centre.

But the committee also approved an amendment that would look at shifting the route of another subway project – the Downtown Relief Line – a block to the west, from Pape to Carlaw avenues.

The meeting, which stretched through the day Tuesday, saw almost 30 members of the public weigh in on the transit plan that includes a six-stop SmartTrack plan, an Eglinton Crosstown extension through Scarborough, a Downtown Relief Line from the Danforth through Leslieville and to Queen and Yonge Streets – and a subway

to the Scarborough Town Centre, costing more than $1 billion more than the $2 billion originally forecast.

Residents from Danforth and Pape brought forward concerns that the subway’s route down the relatively narrow street would create big problems for the residential homes alongside.

And local Councillor Paula Fletcher convinced Mayor John Tory to ask for a report on the impact of moving the subway.

S c a r b o r o u g h C e n t re Councillor Glenn De Baeremaeker suggested that critics of the subway extension were building “a wall of hate” between Scarborough and the rest of the city.

He noted that the Scarborough subway is the single project that is fully financed, with money from the province and the federal government combining money the city has raised with

a special property tax levy.

“Yet that’s the one project people are trying to rip down and throw into the gutter,” said De Baeremaeker.

Councillor Shelley Carroll said she and others were not interested in tearing down transit in Scarborough, but wished to advocate for a different plan: the original light rail line that at the time was fully funded by the provincial government.

But under questioning from De Baeremaeker, Toronto Transit Commission CEO Andy Byford noted that the Scarborough subway terminus at the Scarborough Town Centre would be busier than both Kipling and St. George stations. Staff also told the committee that if the light rail project were revived and the subway cancelled, the cost would still be high – between $2.7 billion and $3 billion.

The matter will go to the July Council meeting.

Applications are open for CNE volunteers this summer The Canadian National Exhibition (CNE) has begun its call for CNE ambassadors for the 2016 season.

Now in its 16th consecutive year, “Friends of the CNE” is a community initiative that has engaged more than 2,000

youth and adults, who have contributed nearly 63,000 hours of service.

CNE volunteers assist with various roles and duties including greeting guests, providing directional assistance, acting as tour guides

and supporting special events and programming such as the daily Mardi Gras Parade.

Volunteers must be at least 14 years old and must be able to commit to a minimum of six shifts, at four hours each.

Applications are open to all,

but the CNE will give preference to those volunteers who can work evening shifts, between 5 and 8 p.m.

All successful candidates will attend an orientation and training session, receive a “Friends of the CNE” shirt,

are invited to a thank-you barbecue, and receive an I.D. badge that grants free admission to the Fair.

Etobicoke General breaks ground on patient tower Etobicoke General Hospital officially broke ground Tuesday on its future four-storey patient tower.

Ontario Health Minister Dr. Eric Hoskins attended the groundbreaking of the 250,000-square-foot tower to house services most needed by the community, such as emergency and critical care.

The Ontario government is investing $358 million in the Etobicoke hospital’s new infrastructure.

“Today marks an important milestone in the redevelopment of Etobicoke General Hospital,” Hoskins said in a statement.

“Once the project is completed, the new patient tower will provide patients in the GTA with better access to crucial health care services, close to home.”

Etobicoke General Hospital (EGH) opened in 1972.

The Hwy. 27 and Finch Avenue West area hospital’s emergency department was designed to treat 35,000 patients a year. Currently, it treats double that: 72,000 to 75,000 patients or approximately 220 patients each day.

Matt Anderson, Osler president and CEO, called it a “monumental day” for staff, physicians, volunteers and the thousands of patients EGH treats every year.

“Together with our partners and with the significant support of the Ontario govern-

ment, we are transforming this hospital and helping change the face of health care in this community for generations to come,” Anderson said in a statement.

When the tower is completed, it will provide: • a larger, state-of-the-art emergency room • a new intensive care/critical care unit nearly four times larger than the current space • a new maternal newborn unit with birthing suites and a specialized nursery • a new ambulatory procedures unit featuring procedure and operating rooms, patient preparation and recovery areas, and dedicated clinic spaces, including a new respiratory clinic • cardiorespiratory and neurodiagnostic services • larger patient rooms filled with natural light that provide privacy and space to accommodate family members.

MPP Baker promises more spending on community care by the province TAMARA SHEPHARD tshephard@insidetoronto.com Ninety-year-old Fred Otte has two private caregivers, as well as two Community Care Access Centre workers, to help him remain living at home following two strokes and the onset of dementia.

Eileen Martin, Otte’s wife, shared her husband’s story with central and south Etobicoke politicians Friday, June 24 at the offices of Home Instead Senior Care, of which he is a client.

The Etobicoke-based company offers non-medical homecare services for seniors,

including companionship, meal preparation, light housekeeping, errands and shopping, as well as hospice care support.

“His two (Home Instead) workers are fantastic,” Martin said. “They’ve been with him a year now. They’re able to cope with him.”

The family hired Home Instead when CCAC hours for which they qualified proved insufficient to meet Otte’s care needs.

“Thank goodness my father had good financial advice.

We have a financial cushion.

But that cushion is shrinking rapidly,” said Otte’s daughter, Carmen Hurren.

Community care is the fastest-growing component in the Ontario government’s healthcare budget, Etobicoke Centre MPP Yvan Baker said.

“The amount of money being spent in community care is growing significantly, but it is not nearly enough, as you say,” Baker said.

Etobicoke Centre Councillor Stephen Holyday suggested the 2016 Census could provide insight into community care needs.

Etobicoke Centre MP Boris Wrzesnewskyj and EtobicokeLakeshore MPP Peter Milczyn also attended. June was Seniors’ Month in Ontario.

The $200 million will, said Coteau, ensure that all children diagnosed with autism in Ontario will receive appropriate treatment, without a gap that families will have to pay for out of pocket.

“Every single child will receive the services that they need, period,” Coteau said.

The reforms announced

by Coteau will also allow supports for children five years

and over who were previously on the intensive behavioural analysis (ABA) wait list. That funding has increased to $10,000 for 10 weeks, from the previously announced $8,000.

And the Ontario program will be instituted sooner – in June 2017, a full year ahead of the previously announced plan aimed at 2018.

“A two-year transition period is too long for families waiting for services,” said Coteau.

Ne w D e m o c r a t M P P Monique Taylor was a critic of the government’s previous policy, and credited the pressure that parents of

autistic children put on the government following the March announcement. She said she was disappointed that Coteau didn’t apologize to those parents.

“I’m surprised because of the crisis and chaos that they have put them through for three months,” said Taylor, who nevertheless said that the announcement was welcome, if it rolls out as advertised.

Meanwhile, parents and advocates were pleased with the news.

“I’m beyond ecstatic, this is a long time in coming,” said advocate Gal Geller, attending the announcement with other parents.
