Son’s search for lost family uncovered on Facebook John Jefkins reveals his family’s history at Monty’s Inn ALI RAZA razaa08@gmail.com What began as a personal quest for closure has transformed into hope and inspiration for at least a tenth of Canadians with roots in the child emigration movement from England a century ago. John Jefkins, fortunate to reconnect with his father’s family in England, will speak about his experience of meeting with several relatives of his father Albert Jefkins at Montgomery’s Inn as part of an event hosted by the Etobicoke Historical Society and the British Home Child Advocacy and Research Association. The Etobicoke resident has already spoken twice at Black Creek Pioneer Village two weeks ago. Indeed, since his remarkable story appeared in the Toronto Star earlier this summer, Jefkins has been contacted by many people wanting to learn more about his story and also hoping to find their own lost relatives. “When I tell the story, people are inspired to find their lost family or family they’ve never met,” Jefkins said. “I still have my dad’s trunk that he brought over, I bring it to events, it’s a good visual.”

Lori Oschefski, CEO and founder of the British Home Child Advocacy and Research Association was one of the several who contacted Jefkins. She’s been helping him share his story among those who are anxious to hear it. The story begins when Albert Jefkins arrived in Canada as an orphan on Sept. 22, 1914 along with his brother Reginald. His father and his uncle came to Canada as part of the child emigration to work as indentured servants. His father and uncle, along with 100,000 children emigrated to from England (based on government policy) in the early 1900s for work. The work was underpaid and labour-intensive. The two orphan brothers’ last memory of England was of the Barnardo Home, an orphanage in which they admitted their mother died. “I Googled the orphanage in England and contacted them,” Jefkins said. “I gave them my dad’s name and the year he came over to Canada and asked if they had any information.” That was in March 2012. Months later on his birthday in December 2012, Jefkins received a parcel in his mailbox from the

English orphanage. “There were black and white glossy pictures of my dad and his brother,” he said. “The report aligned with what my dad had told me about his sister and his mom being sick.” Equipped with additional information and photos of his father, Jefkins continued his search. It was finally on Facebook where he found an Ontario group for British Home Children. After posting his father’s and

uncle’s names along with the year they arrived in Canada, within a half-hour Jefkins was connected with his first-cousin’s husband, a member of the Rotary Club in England. “I see it as a real miracle that I found them,” said Jefkins, about connecting with his father’s sister’s daughter and her family. “After meeting them in England, when I left they said ‘we want to let you know that you aren’t friends, you’re family.’”

Jefkins’ story went viral and since then the British Home Child Association contacted him to speak at various locations to share his story. His search wasn’t a traditional one, but with a little help from Google, Facebook and Skype, Jefkins found what he sought. John Jefkins is scheduled to speak at Montgomery’s Inn at 7 p.m. on Thursday, Oct. 22. The inn is located at 4709 Dundas St. W.

Nestled in a special glass case at the Fort York Visitors Centre, in a light and temperature controlled room, Torontonians will have their chance to come face-to-face with one of the world’s most significant historical documents. “It’s not very often that you get to see 800 years’ worth of history right

in front of your eyes and what that represents,” said Larry Ostola, the director of museum and heritage services. The Charter of the Forest is also on display at the Visitor’s Centre, this document helped establish principles of universal human rights and protection of the commons to limit privatization and encourage stewardship for shared resources. The Magna Carta was first sealed 800 years ago by King John on June 15, 1215 and as a result, for the first time, limited the absolute power of

the monarchy and included several clauses that expressed fundamental principles that apply to all citizens today. “When you think about the evolution of democracy and human rights and so on and if you look at those documents and can appreciate that they helped lay those foundations, it’s extremely meaningful,” Ostola added. Toronto is one of four Canadian cities exhibiting Magna Carta: Law, Liberty & Legacy as part of a national tour developed by Magna

Carta Canada. There are only 24 surviving copies of the Magna Carta out of 1300. The version on display in Toronto is on loan from the Durham Cathedral in the United Kingdom and is the last issue of Magna Carta sealed by an English Monarch and is insured for roughly $37-million. Wayne Reeves, the chief curator of museums and heritages services for the City of Toronto, said the document is under 24-hour video surveillance from the Cathedral. This document is the root of

many significant historical and political documents in many countries today, Ostola said. The Magna Carta: Law, Liberty & Legacy exhibit will be on display until Nov 7 before it heads to its final stop in Edmonton. “It’s a chance to not only reflect on the past, but also reflect on the way in which the past influences the present and the future,” Ostola said.

It’s time for voters to make up their minds C

an there be too much of a good thing? This summer and fall’s 11-week federal election campaign makes a persuasive argument when it comes to democracy. The campaign that began in the dog days of August is now nearly finished. Some readers will have already cast their ballots in advance polls over the Thanksgiving weekend. The rest of us will put this campaign to rest Oct. 19. And then it will be done: Canada will have a new government, or at least a new set of party caucuses that will be empowered to sort out who that new government will be. And what for the rest of us? Well, we are probably in for a long period of recovery from this our view campaign that has been notable for its vitriol and divisiveness. Get out and For two-and-a-half months, well-funded political parties have vote for your been flooding our attention with assertions, often about one values Oct. 19 awful another, and all too often about ourselves. This may or may not win an election, but it certainly corrodes a country. Canadians have held a view of this country as inclusive and welcoming. While none of us are naïve enough to assume bigotry is absent, we have managed through, if nothing else, our legendary good manners, to hold that bigotry at least somewhat in check. We’ve done so also with the help of our leadership, who have through our history celebrated the country’s diversity, and gently chided outlying purveyors of hate, fear and division. Through this long election, we have been without that sort of leadership, or indeed any leadership. The Conservative government has rested in caretaker mode, busily defending itself against two strong contenders in the Liberals and the New Democrats. We are rudderless in this storm of ugliness. It’s something we can all consider as we cast our ballots. Are we choosing based on our own values, our own hopes for our federation, our communities and our families? Or are we slipping into fear and disdain and basing our choices on that? What motivates us may not make a difference to the outcome of this election. But it behooves us to remember: in making up our minds about our government, we are also making up our minds about ourselves. Remember to vote Oct. 19.

Government ads must deliver substance To the editor: Each week more than 1,000 English and French community newspapers – including the nine published by Metroland Media Toronto, which is a member of the Canadian Community Newspaper Association – go about the business of telling stories that matter to the communities they serve. We are at your rinks and schools. We are at your school board and council meeting. We are at the scene when tragedy strikes. We celebrate your milestones. Our job is to cover your community. And we are good at it. We are in towns big and small. Some community newspapers circulate well in excess of 100,000 copies. Some are in the hundreds. It may surprise you that each week, more than 20 million copies of community newspapers are distributed across the country. Independent research shows that more than 70 per cent of Canadians read their community paper. Despite our collective

strength, ours is a medium easy to ignore. Because we focus on Canada one community at a time, we lack the sex appeal of other media. We’ve seen our share of federal government advertising gradually erode over the years. Our regional and national associations have met with government MPs, opposition MPs, cabinet ministers and senior bureaucrats to promote our case. We are always met with courtesy and a promise that things will get better. Well things are not getting better. So despite it being contradictory to everything we believe in journalistically, the time has come to tell you. In short, the federal government is all but ignoring your community newspapers. We believe this means the federal government is ignoring you and your community’s right to be informed about programs and services offered by the Government of Canada. In the last fiscal year, the federal government spent $75 million on advertising. More than $26 million of that went to TV ads, while another

$15.5 million went to Internet advertising – an industry dominated by American-based companies like Google and Facebook. Creating ads and paying ad agencies ate away another $10 million. Radio advertising cost just under $7 million. By comparison, community newspapers saw a paltry $867,000 in total advertising from Ottawa – or an average of about $25 per week per newspaper. The way in which your government uses your money to communicate with you is very telling. TV and Internet ads work to build brand, not to inform. Your community newspaper generates debate and serves as a forum for discussion – and is also one of the few places where local MPs actually receive editorial coverage outside election season. The federal government knows it, too. The Prime Minister Stephen Harper government spent $1.25 million with a company called NewsCanada to create its own stories, stories it offers for free to print and broadcast outlets. The majority

of these government-approved stories are never published. But you and I paid for them. It is disconcerting the federal government spent 50 per cent more creating its own news than the total advertising buy in Canadian newspapers. The federal government strategy appears to be that it’s more important to make pretty ads than to put relevant information about programs in front of readers of community newspapers. They’re telling you they’d rather give your tax dollars to Facebook and Google than Canadian-based companies that invest in local journalism. If the federal government continues to ignore our community newspapers, some communities may lose them. When that happens a vital voice is silenced. Helping more people access transit doesn’t require expensive solutions, advocates say Improving transit equity means creating appropriate levels of service for everyone RAHUL GUPTA rgupta@insidetoronto.com North Etobicoke badly trails other communities because of the lack of decent public transit access, advocates say. While Etobicoke as a whole lags behind much of the city when it comes to creating decent transit, fast-developing areas, such as Humber Bay Shores near the lakeshore, are at least fostering discussion and political support for expanding and improving options. Meanwhile the former city’s northern boundaries remain largely forgotten, said activist Moaz Ahmad. “It’s isolated because it doesn’t have fast or reliable transit,” said Ahmad, a frequent advocate for suburban transit improvements. “It’s probably the second-most isolated part of the city after Scarborough.” The sparseness of transit options isn’t helped by the area’s sprawling geography, coupled with high levels of transit ridership in dense neighbourhoods such as Islington and Rexdale, which are some of the highest in the city, and increasing with more residential development. But local employment hubs are all but inaccessible to those without a car, and getting to places like Humber College using transit is easier from Brampton due to the higher frequency of service there, Ahmad said. “That’s not a very effective way of running things,” he said. While north Etobicoke does have rapid transit, such as GO Transit’s Etobicoke North rail station, most riders rely on infrequent bus service resulting in higher than average levels of crowding and overcapacity. This happens, said urban planner Sean Hertel, even though there’s a demonstrable need for better transit. Hertel, a researcher with York University’s City Institute who recently co-authored a research paper on improving transit options in the Greater Toronto and Hamilton Region,

sees the lack of decent transit options in north Etobicoke as part of a vicious cycle where needs go unnoticed, because riders, who are often new immigrants or on fixed incomes, are unable to politically articulate their needs. “These are people who are often working long hours and taking care of families, and they’re taking transit,” Hertel said. “Their day is booked from the hour they wake up in the morning. Despite the fact they want change, unfortunately, there’s no outlet for them to plug into.” For these people, reducing travel times doesn’t necessarily mean expensive new infrastructure plans, which attract the attention of politicians and media. Even incremental improvement like running a few more buses during rush hour can have a demonstrable impact, Hertel said. “That extra minute of

service can multiply into an hour’s time saving throughout the day,” he said. “Working within the system and tweaking things a bit could make a huge amount of difference.” Switching Tracks, which was co-authored by Hertel, as well as Roger Keil and Michael Collens, looks at the idea of improving transit equity. Improving equity means creating an appropriate level of service for everyone, so that everyone’s specific needs are met, rather than creating a transit system where everyone has the same level of access, he said. “It means people are treated appropriately based on who they are, where they live and what their needs are,” he said. “And the needs and the people who have these needs are equally diverse.” Infrastructure improvements like GO expansion and the launch of the Union

Pearson (UP) Express air rail link will help, but are not enough on their own have a significant impact on transit, Ahmad said. Both he and Hertel were optimistic the Finch West LRT will have a

transformative effect for North Etobicoke although it has yet to begin construction and won’t open until the mid-2020s. The LRT promises to reduce congestion on Finch Avenue West, where buses serving busy routes like the 36, which averages 42,000 riders per day, “bump up behind each other”, according to Ahmad. Another barrier to access is high transit fares, which increase virtually annually. The TTC and the city are currently studying benefits of integrating fares with the GTA once the Presto card is rolled out to most of the system. But TTC Chair Josh Colle warned recently the transit commission will not assume additional expenses or hits to its revenue as a result of such a move. Ahmad said it’s shortsighted and unfair for transit agencies to charge riders double the cost just to cross area codes, many of whom

require transit to get to their jobs in far-flung parts of the region. “We’re not highlighting what we can do with existing services to make them that much more efficient,” he said. “Until we get that you’re not going to see a lot of people championing more reliable transit options for the outskirts of Toronto, the borderland areas.” Hertel said a “tidal change” was taking place as more transit agencies acknowledge the need for improving transit equity. But he admitted progress is slow. “We’re getting closer to where we need to be, but to a person standing in the rain waiting for a bus to get to a job change is never fast enough, that’s the reality.” Are you a transit rider living in north Etobicoke? I

have a project for you, good reader, as you head out to vote, and just as important, as you head back home to get on with the next few years of your life. Be thoughtful. This shouldn’t be a project, and for many readers it needn’t be. But after having spent a good chunk of both the summer and the fall in an election campaign that for a good many voters seems to have turned on women’s fashion at citizenship ceremonies, it is clearly necessary for a large portion of us. It’s not surprising that it should be so: across North America, the political discourse over the past few years has veered consistently away from thoughtfulness and toward the knuckle-headed. Donald Trump is currently riding high on the greasy fingers of a mosh-pit of knuckle-heads in the Republican primaries. He may well have gotten some ideas from former mayor Rob Ford’s 2010

david nickle the city campaign that was propelled by knuckle-headed rhetoric. And no wonder that Stephen Harper and the Conservatives took the knuckle-headed lesson to heart in the latter half of their campaign, with the business of the niqab, the “barbaric practices” snitch line and so on. We’ll see just how well that decision works out for them on election day. It certainly seemed to have an impact in the polls, at least for a while, as a certain demographic of voter abandoned thoughtful consideration for fear and loathing. The real question is what kind of message that strategy reinforces on both the electorate and the clever strategists looking to elect future governments. If the Conservatives don’t prevail, then the impact will be limited on strategists.

After all, when Doug Ford ran from a problematic place for mayor in 2014, he came closer than you’d think to beating John Tory, but couldn’t quite make it. Rob Ford, had he been well enough to run, might have prevailed for a second term, and he might yet prevail should he choose to run in the 2018 campaign. In the U.S. Republican primaries, Trump might prevail with his anti-immigrant rhetoric in winning the nomination, but he also might not, and as to his chances of actually winning the American presidency... Ultimately, that’s not up to us. What is up to us is make it a project to be thoughtful, when clever people are offering serious temptation to be the opposite. But the possible moneysaving practise could be undermined by the difficulty

some residents might have hauling Toronto’s big blue, grey and green bins across the road in their neighbourhood. Councillors on the city’s Public Works and Infrastructure Committee squared off on the idea at the committee’s Wednesday, Oct. 7 meeting.

Ward 3 Councillor Stephen Holyday argued that sending a garbage truck up just one side of certain streets could cut the cost of solid waste collection nearly in half. “We’ve got half a million pick-up points in this city,” said Holyday, who suggested the one-way collection would mostly be contemplated in

suburban neighbourhoods. “I left out the downtown – most of us know it may not be very feasible to try and rearrange bins. But on my street there are no cars parked on the side. It would be a minimal effort to roll my bin across the road...If we saved a million bucks on this it might just pay itself

right back.” Ward 44 Councillor Ron Moeser, whose ward is also far from the downtown, said a requirement for residents to haul bins across the road would not be welcomed. “I am reluctant when I look at the challenges that we have and winter is the one that stands up. When we have a lot

of snow I have trouble getting my bins out. I don’t want to put expectations out there that this will work.” The committee voted to refer the item to city solid waste staff to study the proposal.

Province to test out driverless cars The province will launch a pilot program in 2016 testing driverless cars. The automated vehicles, which use artificial intelligence to operate, will be out on Ontario roads starting Jan. 1. While there’s no indication how many driverless cars will be tested, a press release announcing the pilot notes there are 100 companies in the province currently involved in research and development for the automated car industry. TTCRIDERS GRADE PARTIES’ PRIORITIES Ahead of next week’s election, TTCriders has released a report card assessing the transit improvement plans of the main three parties, and the results are less than impressive. None of the Conservatives, Liberals or NDP received a satisfactory rating for their respective plans with the Conservatives taking particular heat – no surprise given the party and Prime Minister Stephen Harper are often in the group’s crosshairs – for underfunding local transit.

west district. The hall was initiated in 1974 with the induction of 10 notable people who shaped the early communities of Etobicoke. It lapsed for a decade. Then

in 1984, it was revived with the induction of Canadian broadcasting legend Gordon Sinclair. It grew to include 35 inductees nominated by the public in recognition of a long-term contribution to

public-spirited activities in Etobicoke. Two later inductees, the late Murray and Margaret Dryden who founded the charity, Sleeping Children Around the World, will soon have a central Etobicoke street named after them. Etobicoke Centre Councillor John Campbell recommended a new street in a new townhouse development at Kipling Avenue and Eglinton Avenue West be named Dryden Way. City staff authorized Dryden Way for inclusion on the development’s draft plan of subdivision. Dryden Way will be confirmed once the plan of subdivision has been registered with the city. In 1970, the Drydens provided 50 bedkits to children in India. The couple founded Sleeping Children Around the World with $3,000. The charity grew to become

the focus of their lives. Today, Sleeping Children has raised more than $23 million to provide bedkits to children in 33 countries around the globe. In 2009, it donated its’ millionth bedkit. The entirety of every $35 donation purchases a bedkit consisting of a mat or mattress, pillow, sheet, blanket, mosquito net, clothes and school supplies. Administration costs are paid through a legacy fund, and annual fundraising. The Etobicoke Hall of Fame’s initial roster of inductees included: Dr. Agnes Ann Curtin; Thomas Fisher; William Gamble; Robert A. Given; W. Earle Gordon; Morfudd Harries; Robert Home Smith; Flt. Lt. David E. Hornell, V.C.; Gus Ryder and Rev. Canon Francis Tremayne. Curtin was one of the first female graduates of

University of Toronto’s Faculty of Medicine. Curtin deeded her log home in Thistletown to the Franklin Carmichael Art Group, since home to the group’s centre. Hornell flew 60 operational missions in more than 600 hours of flying during the Second World War. He died of hypothermia in the North Atlantic after successfully battling a German U-boat on June 24, 1944. Hornell was the first Royal Canadian Air Force member to be awarded the Victoria Cross for bravery in battle. Cumberland House nominated for heritage award TAMARA SHEPHARD tshephard@insidetoronto.com Restoration of a late 19th-century Queen Anne house built for the first superintendent of Mimico Branch Asylum was nominated for a Heritage Toronto Award, but didn’t win Tuesday night. Cumberland House on the lakefront Lakeshore grounds is now home to the Jean Tweed Centre, a leading community-based substance abuse, mental health and problem gambling agency for women in Ontario. The 41st annual Heritage Toronto Awards and 19th Kilbourn Lecture took place Tuesday night at Koerner Hall, Royal Conservatory of Music, 273 Bloor St. W. Cumberland House was nominated for the William Greer architectural conservation award. Awards of Excellence in the category went to Little Trinity Church Annex (large project) and Dundas Square’s Bronze Entranceway (small project). Awards of Merit were given to The Munk School of Global Affairs (large project) and Toronto Bell Cote – Sukyo Mahikari Centre for Spiritual Development (small project). Artscape Youngplace took an honourable mention for large project, as did Landing Stage, Ward’s Island for small project. The heritage awards honour 46 nominees in five categories: Book, Short Publication, Media, William Greer Architectural Conservation and Craftsmanship Award and Community Heritage. “It’s our chance to celebrate outstanding city builders – individuals, corporations and community groups – who have woven our

shared heritage into the fabric of their work with exceptional results,” Heritage Toronto officials said of the awards. City of Toronto, Cumberland House’s owner, commissioned Thomas Brown Architects Inc. four years ago to conduct the $1.26-million rehabilitation of the three-storey Victorian home’s exterior. Clifford Restoration was the project’s contractor. Jean Tweed Centre leases the building from the city. “It’s a real success story,” said Chris Kubbinga, the project’s architect. “It’s a great old building. The building has an easement under the Ontario Heritage Trust. We had to liaise with them to ensure the restoration and renovation was in keeping with the original character of the building.” The Ontario Heritage Trust holds more than 200 easements on cultural and natural sites throughout Ontario. An easement is a voluntary legal agreement between the owner and the trust to preserve the heritage property in perpetuity. Cumberland House’s restoration included rehabilitation of the masonry and chimney, replacement of the roof extensively damaged by rodents and raccoons, and its framing, as well as replacement of the windows. And an old fire escape exterior to the building was torn down, replaced by a freestanding fire escape. “We left everything that could be salvaged intact during the reconstruction,” Kubbinga said. “We even sourced (replacement) red terracotta tiles for the dormer specially made in Kentucky.”

Work will start soon on the building’s interior. Kubbinga said the restoration now better reflects the care and commitment of Jean Tweed Centre staff to their clients. “The significance of the restoration is it brought back to life the building,” he said. “It now reflects the high level of commitment of Jean Tweed staff to what they do.” Kivas Tully, the chief provincial

architect, designed Cumberland House and the other cottages of the asylum in a combination of Romanesque and Gothic Revival styles. Humber College now occupies the cottages as part of its Lakeshore campus. Tully also designed Trinity College at the University of Toronto’s downtown campus. The asylum was part of the then-

Provincial Lunatic Asylum at 999 Queen St. W. In 1894, it was renamed the Mimico Insane Asylum and became a separate institution. In 1964, it became the Lakeshore Psychiatric Hospital, a satellite of the Centre for Addiction and Mental Health. The hospital closed in 1979. – With files from www.asylumbythelake.com

The King’s North Connection (KNC) consists of approximately 11 kilometres of 36 inch diameter natural gas. The majority of the pipeline route is located east of Highway 50 and Huntington Road in the City of Vaughan, and a small portion of the route will be located in the cities of Brampton and Toronto. The project was approved by the National Energy Board (NEB) on June 2, 2015.
