TAMARA SHEPHARD tshephard@insidetoronto.com Lecent Ross, 14, went to visit a friend at a neighbouring Jamestown townhouse on a July morning in 2015. They were in a bedroom when a gunshot rang out. The bullet killed Lecent almost instantly. The shot came from an illegal semiautomatic handgun - a .44calibre Smith & Wesson. A month later, police arrested Lecent’s friend, a 13year-old boy, and charged him with manslaughter, criminal negligence causing death and a litany of gun offences. Last Friday, the now 15year-old was sentenced to the maximum youth sentence of three years. He had pleaded guilty to criminal negligence causing death, possession of a restricted firearm and failing to comply with a court order. He cannot be named under the Youth Criminal Justice Act.
The teen has been in custody since his arrest in August 2015. He did not apply for bail. He will serve another six months in open custody before being released on community supervision, then probation for the remainder of his sentence. "July 11, 2015 was the worst day of my life," Ross’s mother Alicia Jesquith wrote in a victim impact statement read to the court Friday by a friend. "Since Lecent was killed, my whole world has changed . I have lost the ability to be the person I was when she was here." Then Jesquith’s words were directed at the teen in the prisoner’s box. "I am left picking up the pieces of our lives while you get to go home to your mother and your family. My family is broken. My daughter is not coming back and I don’t know where I am supposed to go from here." His lawyer John Erick-

He was "handling (the gun) in the bedroom," and when he moved to get past
Lecent in the tight space between the bed and the wall, the gun went off. "He had the gun in his hand. It was pointing at her. It discharged," Erickson said.
The teen had been sentenced for robbery and assault causing bodily harm two weeks before the shooting. He was on probation and was not supposed to be in the Jamestown area, court heard. Erickson told the court the teen’s mother has moved away from Jamestown, and that counselling would be available. He had asked that the teen be released on probation after three months instead of six. "I am not convinced (the teen) has progressed enough to be safely released into the community at this time," Ontario Court Justice Antonio Di Zio said in his ruling. In handing down the maximum available custody, the judge said: "I don’t know if it will be enough. I suspect it might not be." The teen apologized in court to Lecent’s family. "I regret what happened. I wish it didn’t happen . I just want you to know I’m sorry for what happened."
Pastor Al Bowen counselled Jesquith in the days following her daughter’s death. "My heart goes out to Alicia. She has suffered a lot," Bowen said in an interview following the teen’s sentencing. "My heart goes out to the boy’s mother, too. "When you get an urban shooting of this nature, the side effects never go away." A man who was 18 at the time was also arrested and charged with several offences, including criminal negligence causing death. He pleaded guilty last year to obstructing a peace officer by giving a false statement to police and received a conditional discharge. He cannot be named due to the publication ban that covers the youth’s identity. Bowen said he knows the boys charged in Lecent’s death. He visited them weekly from 2011 and 2013. Trustee offers reward for missing Richview school bell CYNTHIA REASON creason@insidetoronto.com A local school board trustee and an Etobicoke historian have teamed up to solve the mystery of the missing Richview school bell - and they need your help. Etobicoke Centre trustee Chris Glover is offering up a $100 reward after his years-long search for the elusive, circa 1800s bell failed to turn up any concrete leads. "Sometime in the last 30 years, this bell went missing - but we think somebody may have it or
may have a lead as to where it is," Glover said, noting that he’s had the Toronto District School Board’s (TDSB) archives department do a search, to no avail. "So I’m trying to be a bit of a sleuth here and see if we can generate some interest to find the bell, because it would be nice to have it. I’ve been looking for it for years now, but it’s been a cold trail." Glover recently turned to Denise Harris of the Etobicoke Historical Society for her assistance in the Richview bell search after reading a column
she penned for the Etobicoke Guardian in December, in which she chronicled Richview elementary school’s origins in the Eglinton Avenue West and Martin Grove Road area dating back 179 years. The first of five incarnations of Richview elementary school was a log schoolhouse built in 1838, Harris wrote, followed by a succession of larger and larger buildings - a second log school in 1846, a "little red schoolhouse" in 1874, a two-storey school in 1915, and finally Richview Public School on Clement

replaced by the new École élémentaire catholique Notre-Dame-de-Grâce. Should the bell be returned, Harris said she’d like to see it displayed in that school’s lobby alongside the 1915 Richview plaque. "I’ve had a lot of feedback from people interested about the bell and people asking about the bell, so there’s obviously people still around who went to Richview school or even just remember the bell," she said. "Even I have memories of it, of going on hikes with my dad along the old
Richview Sideroad and stopping at the water pump outside the school to get a drink of water on a hot summer day. So there are memories associated with the bell, and it would be nice to keep one more artifact from that era." Glover agreed: "It would be a nice artifact to have in one of our local schools, to show kids they’re part of a long history of public education in the neighbourhood." Masking true cost of hydro won’t fix broken system Our hydro bills may be going down this summer, but don’t pop the bubbly just yet. While Ontario residents will see an average 25 per cent reduction on the bottom line, what they won’t see is what it’s going to cost future generations and the current structural inefficiencies and ongoing bad planning that make electricity expensive for us in the first place. Premier Kathleen Wynne announced the savings this month saying it was the fair thing to do. She heard from families struggling with their bills and struggling to understand why rates have skyrocketed. Unfortunately, because the history of hydro and its mismanagement is such a long and complicated one, politicians looking to distract would-be voters benefit from its current complexity. People don’t get it and don’t have the time, the comprehension or the willingness to figure it out. What they do get is how hard it is to pay a huge bill. So Wynne’s Liberals are waving a shiny 25 per cent hydro cut over here, while over there, our expensive hydro system continues to plod along. The lower bills come from refinancing the term of payment the province owes to private power providers - from 20 years to 30. So we’re deferring costs to future generations in order to get some immediate relief. And we’re incurring about $25 billion in extra interest charges over that time. Additional relief will be coming through low-income and rural subsidy programs, but that too comes at a cost of $2.5 billion over the next three years charged to Ontario’s treasury and taxpayers. As tempting as it is to celebrate lower bills, with an election year in 2018, we need to hold all parties to account to do more than float distractions. Ontario generates more power than it knows what to do with and we’re forced to sell it to our neighbours at a discounted rate. Sometimes we have to pay for them to take it. The sale of Hydro One has locked us into guaranteed contracts with private power providers whether we need that power or not. There’s little transparency as to the details of private contracts and that takes accountability right out of the system. We need a comprehensive plan and a system overhaul. Keep that in mind when you’re told to celebrate your June power bill. It’s not nearly enough.

Finding the fire again in Rustic Rustic is an in-between place. Luisa Giacometti says it’s part of a neglected Toronto, "caught in the middle" between Mount Dennis and Jane-Finch, neighbourhoods she believes get more attention, and more money. In the late 1980s and early 1990s, she says, the area was a haven for drugs and prostitution. "There was violence constantly." Residents from both the highrises and bungalows between Lawrence Avenue and Hwy. 401, east of Jane Street, turned things around. "We worked hard at it," says Giacometti. One night, 400 filled a meeting at Nelson A. Boylen Collegiate. Today, though, Boylen, its pool drained, is entering

Centre bursts with youth and kids from nearby highrises. The association met there last week, in one of the only free spaces it can get. As one man pointed out, though, everyone in the room lives in a house, and is white. Most Rustic residents aren’t. The community centre will close soon for renovations, but not before September, and the city says it’s looking at "relocation options" for programs. But relocate where? For many in Rustic, the York Recreation Centre, at Eglinton Avenue and Black Creek Drive, is two long bus rides away. People voted in the city’s lengthy "participatory budgeting" process for small park improvements - a ga-
zebo in Rustic Park, a white wall for movies at Maple Leaf Park. But sewer work has held those projects up. New lights installed in Maple Leaf aren’t turned on. Yet there’s hope. Rustic’s large, affordable house lots are attracting buyers. People are moving back because they like the area, says Carlo DiBenedetto, one of its few business owners. DiBenedetto says the residents’ group needs more warriors, more advertising, and events which are more enjoyable, maybe with food. Giacometti and others approve. Developer named roads, ’garden’ apartments after family members DENISE HARRIS denise.harris@sympatico.ca In the summer of 1956, a land developer held a family picnic in a field overlooking a valley in northern Etobicoke. His nephew - six years old at the time remembers that as far as he could see, there was nothing but grass, with a few scattered trees and some grazing cows. He was told that within a few years, the whole area would be covered with houses and apartment buildings. That picnic was held where the backyards of the apartment buildings at 60 and 70 Esther Lorrie Drive are today, overlooking the West Humber River valley,
just west of Kipling Avenue. Built in 1960 and seven storeys high, they were the tallest apartment buildings in Etobicoke at the time: seven storeys was the height limit of an Etobicoke hook and ladder fire truck. The houses on Esther Lorrie Drive south of the apartment buildings were constructed at the same time, also overlooking the West Humber River valley. The model home was listed at $29,500. Esther Lorrie Drive was named for two of the developer’s family members. Running south from those apartment buildings is Jansusie Road, also named for the developer’s family members, as was Millmink Street running west off Jansusie. Four low-rise ’garden’ apartment buildings were erected on the east side of Jansusie in the summer of 1958. The buildings were named after the developer’s four children: Jeffrey Gardens (No. 5), Shelley
Gardens (No. 15), Pamela Gardens (No. 25), and Stephen Gardens (No. 35). Each building’s name originally appeared in gold on the glass of its front door. These buildings each had a front sidewalk that split and curved around trees, gardens and a water fountain. Each building’s lobby floor was decorated in terrazzo using a different colour and pattern, and included that building’s initials: SG can still be seen in the lobby of No. 15 and PG in No. 25. The buildings had typical 1950s carports at the rear, which have since been demolished. To the west on Westhumber Boulevard, Esther Lorrie Park provides a spectacular view of the wide valley of the West Humber River. Moon Valley Drive was named by the developer who was struck by the beauty of a full moon over this valley one clear night. South of Westhumber Boulevard and accessed

from Kipling via Rex Gate is Rex Heslop’s ’Sunnydale Acres’ subdivision, built in the late 1950s. Heslop had built the original ’Rexdale’ in the early 1950s, east of Islington Avenue, and north of Highway 401. Most of the houses in Sunnydale Acres made generous use of ’Angelstone,’ a decorative, exterior cladding used in many homes built in the 1950s and 1960s. Invented by Edward Ratcliffe in 1952, Angelstone was considered the latest in decorative technology and advertised as having "the permanent graciousness of rock ashlar." In fact, with Heslop’s encouragement, Angelstone had opened a factory on Taber Road, just a few blocks south of Sunnydale Acres. Denise Harris is the Historian for the Etobicoke Historical Society. Population drives the cost of hydro delivery
Merging distributors could lower customer fees, says utility expert
Metroland Media recently collected a sample of hydro bills from Ontario residents to investigate the discrepancy in delivery fees based on location and distributor. More than 20 electricity bills were collected from November 2016 across an area from Toronto to Bracebridge, Erin to Newmarket and a variety of places in between. Delivery fees ranged from $27.63 in Toronto with Toronto Hydro, to $177.92 in Erin with Hydro One. The fees cover the cost of getting that electricity to your home, explained Mark Rodger, a lawyer with Borden Ladner Gervais LLP and an expert in the utility sector. The fees are charged regardless of the amount of electric-
ity you use in order to support the broader infrastructure. “Each of those rates are different for each of the utilities because they all have different costs and different sizes of the population,” he said. As a result, urban customers may find a lower fee on their bills whereas rural customers could get dinged quite substantially because they bear the brunt of the cost in less populated areas. The province currently has 60 local distribution companies, but Rodger expects that number to go down in the future. Mergers, he said, could help alleviate the cost of delivery as distributors find efficiencies in their transmission systems. “By having 60-plus utilities, there is an extra $1 billion of cost in the system … Through consolidation, you can remove those costs through efficiency gains.”

When Toronto actress Wendy Olunike Adeliyi walked into the Kingsway Theatre on Bloor Street on March 3, she wasn’t expecting the evening to end with the police being called and facing what she claims was discrimination. But that’s what Adeliyi, a black actress on the CBC show Working Moms, said happened after she was denied the right to buy a movie ticket. She said she was initially denied because the theatre’s policy on no backpacks meant she had to part with it, which she didn’t want to do as it held her personal belongings. The manager offered to put her bag in a secure room, but Adeliyi wasn’t comfortable. Metroland Media was later told that she was allegedly ver-

bally abusive and intimidating to staff during this exchange. Ultimately, though she finally decided to leave her bag in the room, the manager wouldn’t sell her a ticket and said she was no longer welcome. The owner of the theatre, Rui Pereira was then called and allegedly began shouting profanities at Adeliyi telling her to get off the premises, before calling the police, Adeliyi recalled. In an interview two days later, Pereira told Metroland Media Toronto Adeliyi was being a "bully," was "verbally abusive" and was "intimidating staff." Pereira said backpacks aren’t allowed as part of a long-standing policy to prevent patrons from bringing in outside food and drinks, especially since the theatre has a liquor license. "No one mistreated her. Everything was done to accommodate her," Pereira
said. While Pereira called the police, Adeliyi heard him say she was "a black woman who is threatening, wearing all black" and began filming her on his phone. At that moment Adeliyi admitted she felt scared. "He just tried to amplify the situation so it favours him and so he looks like the victim here." Pereira said the description he gave to the police wasn’t racist, he was simply responding to the officer’s questions. "I don’t judge people by colour, that’s ridiculous...None of what went on here was unreasonable. None of this affected her personally, none of this was an attack on her," Pereira said. Metroland Media reached out to Toronto police’s 22 Division, but information on the incident was not released.

On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Spring forward to a safer home by replacing smoke alarms For decades we’ve been reminded to install fresh batteries in smoke and carbon monoxide alarms when we change our clocks every spring and fall. It’s life-saving advice, because working smoke alarms are known to double the chances of a safe escape in a fire emergency. But a home safety expert says one more critical safety check should be added. “Power up your alarms, yes. But, also understand that alarms have a lifespan. They do not last forever,� says Carol Heller of Kidde, Canada’s No. 1 alarm manufacturer. “Over time, sensors can be affected by pet hair, cooking smoke and
dust. So, check the age of your alarms before installing fresh batteries. You don’t want to put new batteries into outdated alarms.� Heller also reminds that the National Fire Protection Association recommends replacing all smoke alarms every 10 years, whether battery powered or hardwired. During the time change, check your alarm’s age before installing a fresh battery so you don’t unknowingly power up an outdated system. Have working smoke alarms on every floor and inside bedrooms if you sleep with doors closed. Never take down an alarm or remove its
batteries to silence a nuisance alarm; instead, choose an alarm with a hush feature that lets you quiet the alarm while you clear the air. If you’re concerned about forgetting to replace batteries on time, don’t be — technology is reducing the need to change smoke alarm batteries at all. “New Kidde worry-free alarm models have a sealed battery that lasts 10 years from installation. The existential political crisis that the United States is undergoing under President Donald Trump cannot help but impact the life of Canadians on the other side of the border. Travel for Canadian citizens and permanent residents of certain national origins will be impeded, thanks to the Trump travel ban. The arrival of refugees, fleeing home countries and the United States both, on foot across our undefended border, will swell. The flow of goods and services across the border . well, we’ll see about that. Something else we’ll see about will be the quality of the water that is lapping up against Toronto’s shoreline. Leaked documents last week indicated that the Trump White House is intending to make drastic cuts to the U.S. Environmental Protection Agency (EPA), and its concentrated $300 million Great Lakes Restoration efforts. By 2018, it will be down to just $10 million. How much will this cut

Much of the U.S. funding is, understandably, focused on the American shores of the Great Lakes - cleaning up old problems and restoring and strengthening wetlands. Our work will proceed apace. But of course there are interconnections. Tony Maas, Manager of Strategies at the advocacy group Freshwater Future, says that cut - combined with other cuts to the EPA, impacting the extensive amount of research the agency produces - will have a rippling impact. There are agencies that rely on EPA research, and on co-operative projects. Big, shared problems such as the
algae blooms choking out Lake Erie rely on EPA research. And the cuts highlight problems in quantifying Canada’s own contribution. While government does do work on the Great Lakes, it is difficult to track. The federal government did, in its last budget, allocate $3.1 million for dealing with those algae blooms. Toronto can’t be faulted, putting tens of millions of dollars into mitigating its major impact on Lake Ontario’s health - the stormwater run-off that has historically sent raw human sewage into Lake Ontario. Good for us. But with our neighbour’s imminent withdrawal - it might not be good enough any more.

Neilson Park teachers show off their art skills Neilson Park Creative Centre opened its newest multimedia exhibition, Teacher’s Talkback, this week - showcasing work that best represents its instructors’ artistic practices. Inspired by the idea of role reversal between students and teachers, the title of the exhibition gives Neilson Park teach-
ers an opportunity to turn the tables and talk to students and the community through their work. "Our instructors are not only educators, but they also have vital roles in building our creative community," Jacintha Krish, chair of the gallery committee, said in a statement.
The exhibition presents a great opportunity for local residents to see the variety and high quality of work produced by the artists who act as instructors at the centre - including paintings, photography, mixed media, printing and sculpture. It also gives the centre a chance to highlight upcoming

Learning goes outside the (classroom) box Once upon a time, if you wanted to learn outside of a traditional classroom, you could complete assignments and mail them to a teacher to be assessed. From there, learning went online – but early on, taking an online course mostly meant reading text documents on a web page. Well, times have changed. “Our online students aren’t just reading PowerPoints and Word docs,” says Mark Ihnat, the director of eLearning in Humber College’s Centre for Teaching and Learning. “Many of our online courses offer interactive activities that take full advantage of the digital environment.” These activities include a digital representation of Plato’s Allegory of the Cave, where students can explore discussion points through an animated, clickable video. In another online course, students can watch animated border control scenarios, which provide the basis for discussion and responses. According to Ihnat, most students take online courses because they need the flexibility to complete work outside of traditional class times – but
some find they simply learn better using an online platform. “They’re looking to complete a program, but may have a tough schedule,” he explains. “And some students really take to it as a learning experience – the content is high quality, the interaction with professors is high quality, so it’s really a valuable tool to further your education.” Humber has more than 600 online courses, and between 60 and 70 fully online programs, including certificates, diplomas, and Ontario graduate certificates. Between 5,000 and 7,000 students take online courses every semester. The college recently launched humberonline. ca, which is a “one-stop shop” for all online courses, as well as links to support services and professional development opportunities. “Along with their courses, students can develop their digital literacy with different workshops, including building an e-portfolio and social networking,” says Ihnat. “We’re there for them every step of the way.” For more information, go to the website www. humberonline.ca

Campaign in response to Trump’s travel ban FANNIE SUNSHINE fsunshine@insidetoronto.com Adam Zivo couldn’t sit idly by when U.S. President Donald Trump attempted to block migration from seven Muslim-majority countries in late January. The executive order, which would have halted migration for 90 days and suspended the refugee program for 120 days, was ultimately blocked by the courts. But the Yonge Street and Davisville Avenue-based photographer sprang into action as soon as news broke, creating the They’re People, Not Terrorists social media campaign featuring people from Iran, Iraq, Libya, Somalia, Sudan, Syria and Yemen. Metroland Media Toronto caught up with the 24-year-old to learn more about the campaign before he moved to Mumbai for work. Q: Tell me about why you decided to create this campaign. A: I decided to create this campaign after I saw a Facebook post by a friend of mine who was studying in the States. This was right after the ban was announced, and he was concerned whether finishing his degree would mean being functionally imprisoned in America, since there was no guarantee at the time that he’d be readmitted into the country if he went back home during the summer or other holiday breaks. It made me re-
alize how far reaching the ban was, and the implications it could have on Canadians. The campaign was initially meant to address that specific angle, the reason for which was because it would make my Canadian nationality an asset rather than a liability. As the ban was clarified and Canadians were exempted from it, I revised the project to have a broader scope. I figured it would be better to do something rather than nothing. Q: What are you hoping to achieve? A: Roughly speaking, there are three goals for this project. The first is to give people another way to show their opposition to the ban through social media. The importance of that is that people are more inclined toward more concrete forms of activism if they perceive popular support for their cause, and whether or not that support exists is often gauged on social media. The second goal is to help combat prejudices against people from these nationalities. Though social media tends to act as an echo chamber, the hope is that these images might reach some Islamophobes and challenge their ideas of what it means to be a Muslim by presenting them in all their normalcy. The third goal is to place these images out there for public use as a readymade campaign for organizations that have a need for something like it but, due to budgetary constraints or bureaucratic inertia, might not be able to produce something similar. Q: Have you personally experienced discrimination? A: I’m gay, but I’ve been largely insulated from homo-

However, when I was younger I had the displeasure of having some people joke about killing me, as well as a hate group once made on Facebook. Thankfully the parts of Toronto that I grew up in and live in now are generally safe for people like me. There are neighbourhoods that I wouldn’t hold a guy’s hand in, though. Q: You also created a social media campaign following the Orlando Pulse nightclub massacre. Why? A: The #LOVEISLOVEISLOVE campaign was something that I did because I felt that it would be the best way to utilize my professional skills to con-

Q: Tell me about your move to Mumbai. A: I usually freelance, though I’ve just been hired by a new agency in Mumbai and will be acting as their lead photographer there.

I have a history of running projects that focus on diversity and inclusion, so it seemed natural to run something like #LOVEISLOVEISLOVE. It was a fortuitous mix of good intentions and pragmatism. Q: Do you consider yourself politically active? A: I consider myself politically active, but with reservations. I think that political engagement should be informed by a deep knowledge of the issues at hand, and I don’t think that my background as an artist really gives me that. Shine On Gala highlights positive programs in Rexdale CYNTHIA REASON creason@insidetoronto.com Albion Neighbourhood Services is set to illuminate and celebrate the positive stories coming out of Rexdale at its 2nd Shine On Gala early next month. The fundraising event, which will take place Saturday, April 8, will feature a full dinner, open bar, live entertainment, a silent auction, door prizes and raffle prizes, including two tickets anywhere WestJet flies. "This is an opportunity for all of us to get together and celebrate the positive things that are happening in our community and to showcase our vital com-
munity - because the majority of stuff happening in Rexdale is wonderful," said Lisa Kostakis, executive director of Albion Neighbourhood Services (ANS). "I’m excited to celebrate the positives that are happening, which is the majority of our lives here." "All funds raised go toward improving and expanding our programs and services, so that we can reach more kids and youth and clients," Kostakis said. "It really is about improving our quality and building our capacity, both as an agency, but also for services and activities that we provide to our community." Many of the youth who currently participate in ANS’s programs are expected to be in attendance at this year’s Shine On Gala - both as guests and as entertainers, Kostakis said. New highrise bylaw would get tough on bad landlords management and cleaning plan. Regular inspections for pests become a must, and landlords will be responsible for taking action when pests are detected. Major system repairs must be done by licensed contractors. The bylaw will see fines of up to $100,000 for noncompliance. St. Paul’s Coun. Josh Matlow, who chairs the city’s tenant subcommittee, said the bylaw is necessary for tenants living in rundown and neglected units across the city. "This is being done because there are too many renters in the city who lack the protection for their quality of life," said Matlow. "There are tenants who are ashamed to invite family over to their apartments, because of the

Toronto’s Licensing and Standards Committee recommended approval of the proposed bylaw at its March 6 meeting. The bylaw came forward as an alternative to a proposed landlord licensing system - and it retains many of the requirements that system would have. Landlords in buildings of three storeys or more must register with the city and pay an annual fee. They must have a process in place to receive and track tenant complaints and have a clear waste
state of disrepair." Scarborough Centre Coun. Glenn De Baeremaeker said the bylaw amounted to an addition to Toronto’s poverty reduction strategy. "We have a poverty reduction strategy in Toronto that helps in a wide range of ways to make sure people have their standard of living increased, their quality of life increased," he said. "I think that it’s safe to say most people who live in apartment buildings in my ward aren’t the richest people in my ward. In general people in them have lower wage jobs - they live in apartment buildings because they don’t have a choice." The bylaw will be going to the March 28 meeting of Toronto Council for final approval.
