Federal infrastructure funding earmarked for sports field improvements CYNTHIA REASON creason@insidetoronto.com A new and improved field of dreams should be installed at Our Lady of Sorrows Catholic School within the next year, thanks, in large part, to a Canada 150 Community Infrastructure Grant. After eight long years of dealing with an ofttimes muddy and unusable playing field, Principal Joe Genova said the $330,000 in federal funding - announced at the Montgomery Road school in Etobicoke on March 21 - came as a godsend. "I’ve been here at Our Lady of Sorrows for eightand-a-half years, and we’ve attempted a couple of times
during my tenure here to reseed the field without any success at all," he said, noting the field is well-used by a student body of nearly 800 kindergarten to Grade 8 students, as well as local sports groups who permit it out after school and on weekends. Unfortunately, the result of all that use, Genova added, is that the field has become primarily clay - a situation only exacerbated by the fact that it’s situated on a natural slant. "There’s a two-metre slope from the east end to the west end, which means we lose a lot of moisture and richness from the field into the nearby ravine," he said. "So, fixing it has been an endeavour we just haven’t had any success at." To those ends, the Toronto Catholic District School Board (TCDSB) recently commissioned a study that came back with three different improvement solutions - two turf options and one natural sod, ranging in cost from

a huge boost, said Mary Zervas, an Our Lady of Sorrows parent who Genova described as one of the "driving forces" behind the field project. "I’m thrilled to learn today that the federal govern-
ment has given us a big grant so we can move forward with this project without that kind of partnership, it would be very difficult to accomplish anything," Zervas said, noting that the field com-
mittee is currently looking at all improvement options and will be seeking input from key stakeholders, including students, teachers, parents and community members. "I’m very passionate about making sure the kids have enough outdoor space to play in and to be active, and in Toronto there aren’t a lot of those places," she said. Etobicoke Trustee Ann Andrachuk, who was also on hand for the March 21 grant announcement, lauded all those involved for helping to secure the funding in order to make Our Lady of Sorrows’ field of dreams a reality - including Genova, Superintendent Douglas Yack, and her fellow TCDSB trustees who approved the project. "What’s going to happen with this new field for Our Lady of Sorrows is the compilation of the effort of a lot of people who feel it is the right thing, not just for the kids here at the school, but also for the greater community," she said.

15th Annual Out of the Cold Art Show benefits homeless artists CYNTHIA REASON creason@insidetoronto.com After a year’s hiatus, the annual Out of the Cold Art Show returns to Etobicoke this year to showcase the creativity some of the city’s most vulnerable artists. Now in its 15th year, the show - which will take place over the April 1-2 weekend exhibits works of art painted by homeless participants of the Out of the Cold program at All Saints’ Kingsway Anglican Church. "There’s roughly six to
10 regulars who come to the art table at the back of the room after dinner, and we set up paints, brushes, markers and paper for them," said Pat Joyce, a volunteer co-ordinator with All Saints’ Out of the Cold program. "We simply encourage them, we don’t teach. And they just sit and do whatever they would like." Made up predominantly of watercolours, Joyce said this year’s slate of roughly 120 unframed paintings submitted to the Out of the Cold Art Show will each
sell for $25 - with all the proceeds once again going directly back to the artists who created them. Established in 1995, the Out of the Cold program at All Saints provides "food, fellowship and shelter" to disadvantaged and marginalized men and women - offering weekly meals to more than 100 people, and a warm place to sleep for as many as 20 homeless men each week. The art work produced during the weekly art program this year, Joyce said, varies from "very professional to very simple" - but all of it is beautiful. "Some of it is very delicate, and some of it has good, strong colour to it," she said, urging all Etobicoke art lovers to come out to this year’s sale to check out the work being produced by Out of the Cold’s talented artists. "We encourage everyone
to come and support these people who find enjoyment in doing this kind of thing, and to help them get a little bit of financial reward as a result of it." Tougher penalties could curb distracted driving The symbolism was perhaps a bit heavy handed, but the message was crystal clear. In the continuing effort by police to convince drivers that texting or talking on cellphones while behind the wheel can be disastrous, Toronto police recently put a hearse into service as an unmarked vehicle. The grim visual, part of a weeklong effort to combat distracted driving in the city, was intended to convey the message to motorists that using mobile hand-held devices could land you or someone else in that sombre vehicle, so common to funeral processions. If the approach seems dramatic, it’s important to point out that authorities are fighting an uphill battle when it comes to ending distracted driving, as they are with impaired driving, despite decades of powerful messaging and RIDE campaigns. This month the OPP held its own distracted driving campaign and laid more than 2,400 distraction-related charges over the period of a week. The OPP say deaths linked to distracted driving are outpacing those due to speed, so far in 2017. Last year, police observed the phenomenon become even more common than drunk driving. By the end of August last year, there were 38 distracted-driving deaths, compared to 19 impaired-related fatalities. Overall, 2016 saw 309 traffic fatalities on OPP-patrolled roads, up from 301 the year before, and distracted driving was one of the main causes. In Ontario, texting, talking into a hand-held mobile device, even eating while driving, can result in a fine between $490 and $1,000, plus the loss of three demerit points. A ticket can also result in a $200 or more uptick on your insurance bill. Distracted driving has been illegal in this province since 2009. Insurance Bureau of Canada statistics show that a driver is 23 times more likely to be involved in a collision if texting while driving and four times more likely if talking on a cellphone. Eighty per cent of collisions involve some sort of driver inattention. But drivers continue to do it. A Canadian Automobile Association survey, conducted late last year, revealed that 33 per cent of Canadians admit to texting at red lights. If stiffer penalties are what’s required (Transport Minister Marc Garneau is calling for national standards on fines) then they should be implemented. We can’t allow distracted drivers to continue to make our roads more dangerous.

On poverty, Toronto listens to experts Years ago, Cassandra Chambers was in a parking lot in Scarborough’s Bay Mills area talking to six youths who, like her, were West Indian. They believed their only option was playing basketball or rapping, things "the whole society and media told them they were good at," she remembers. To them, high school "was an elaborate daycare." Chambers took those kids to Union Station, then randomly stopped people "who looked like us," on their way to accounting, media and marketing jobs. One man did mineral trades. Two youths got placements with him, and Chambers, trained as a legal assistant, became a social worker, running a program called Youth Outside

erty strategy. The group is diverse in cultures, ages, levels of poverty. Hearing what other members struggled through inspired Chambers, showing her, "One, you know you’re not alone, and two, you can help." How do you interview for a job when you’re missing teeth, or don’t have a phone? Chambers has asked around to find clothing for people seeking jobs. "That helps one or two, but the reality is the number of people in poverty that want to work is in the thousands," she says. LEAG will focus on getting over the obstacles keeping people poor. Many LEAG members are experts in this, surviving addictions, criminal charges,
post-partum depression as single mothers, sudden unemployment; some used the city’s shelter system, says Pam McConnell, downtown councillor and Toronto’s poverty reduction advocate. The group’s not an experiment, she says. "It’s the way in which we should do business." Chambers, who lives in Malvern and recently became an artisan baker, believes the anti-poverty strategy is "on a good path." John Graves Simcoe Giles inherited ’Lakeview’ farm at age 14 DENISE HARRIS denise.harris@sympatico.ca John Graves Simcoe Giles - now, that’s quite a name! When he was born in York (Toronto) in 1794, his parents, Samuel Giles and Mary Bowler, named him after the first Lieutenant Governor of Upper Canada. When their second son was born in 1797, he was named Aeneas after Aeneas Shaw, a member of the Executive Council of Upper Canada. Clearly Samuel knew and respected both of these gentlemen, but how were they connected? Samuel Giles was born in England in 1755. He
joined the 29th Regiment of Foot in 1787 and in 1792 transferred to the Queen’s Rangers regiment, revived by the new Lieutenant Governor. Samuel sailed to Canada with his wife Mary and was posted to Newark (Niagara-on-the-Lake), where he first met Simcoe. Samuel then transferred to the York Garrison (Fort York) where he was promoted to corporal and then sergeant. Here he would have worked with Simcoe until 1796 when Simcoe returned to England. Aeneas Shaw was helping Simcoe prepare the site of York to be the new capital of Upper Canada. Again, as sergeant, Samuel would have supported requests from Shaw to staff work parties in York. Samuel was discharged from the Queen’s Rangers in 1802 when the regiment was disbanded. In 1803, Samuel petitioned for a 200-acre (80 ha) land grant based on his mili-
tary service as sergeant. His application was accompanied by a letter from Aeneas Shaw attesting to Samuel’s good character. He was approved to receive Lots 9 and 10, Concession II which ran from Royal York Rd. to Islington Av., with Lot 9 south Queen St. (The Queensway) and Lot 10 north of Queen St. He built a frame house on Lot 9 and called his new farm "Lakeview". In Nov. 1808, Samuel and a neighbour, John Peeler, travelled to York by boat to visit Samuel’s newborn first grandchild. On their return trip, the boat capsized in rough water and they both drowned. Samuel’s eldest son, John Graves Simcoe, inherited the farm at the age of 14. John sold Lot 10 to a former Queen’s Ranger in 1818. During the War of 1812, John was a private in the 3rd Regiment of York Militia based at the York Garrison, as was his father before
him. His brother Aeneas was still too young to serve. Major General Aeneas Shaw was now the Adjutant General Commanding of Militia operations for Upper Canada. John Giles and Aeneas Shaw both participated in the Battle of York on April 27, 1813.In 1820, John married Sarah Patrick and they had nine children. John was a founder of Christ Church Mimico, the first church congregation in Etobicoke. John died in 1868 after a "short but very painful illness" and Sarah died in 1893. Both are buried in Christ Church Anglican Cemetery in Mimico. The farm passed to John and Sarah’s eldest son, Charles, and remained in the family until 1912. quiet impact in the Stonegate community for many years," he said. "We have a staff member who runs counselling programs, from emotional health courses and addiction release groups, to English conversational groups. We’re also a partner with the Christ Church food bank, and provide clothing from our store to men finishing incarceration - clothes for job interviews to hopefully get them started on a new track." New program provides emergency mortgage loans to homeowners Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners
like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. ’Inequities score’ helps target needy neighbourhoods MIKE ADLER madler@insidetoronto.com There’s joy in the Parenting and Family Literacy Centre in Oakridge Junior Public School as parent worker Alex Koroneos leads a dozen toddlers in twirling squares of cloth to music. Ninety per cent of parents coming to this room, four days a week, are newcomers to Canada, learning skills they can take home, says Koroneos. "It demystifies the whole Canadian school system for them." The Byng Avenue school, and Samuel Hearne Middle School next door, function as community resource centres, not just for children but their parents too. They need whatever help they can get. Raising the Village, a new City of Toronto initiative, ranks Oakridge - a pocket in Scarborough of modest houses, apartment towers and auto-related businesses north of Danforth Avenue - at the top of its list for neighbourhoods with the most "inequities" when it comes to raising children. Oakridge’s family poverty rate is nearly 55 per cent. In Etobicoke’s very affluent Kingsway South neighbourhood, at the other end of the rankings, it’s just above five per cent. Toronto divides into rich and poor areas. Raising the Village is meant to show authorities where surgical investments in

"It’s a mammoth program that’s going to take years to fine tune," James Pasternak, a North York councillor, said last month. "I think this mayor and this administration is prepared to develop it and invest in it," Pasternak said, but adding those resources to build a more child-friendly city won’t be cheap. The two Oakridge schools, with 1,200 students between them, already get extra funding to cover costs of field trips, free eyeglasses, pediatric clinic referrals, hearing and dental screenings. They have a settlement worker, teaching and

learning coaches. They host meetings for parents, and stay open until 10 p.m. as subsidized community spaces. They hire parent volunteers as lunchroom supervisors and clerical staff; many were teachers or administrators back home, said Oakridge’s principal, Heather Groves. After years of effort, Oakridge and Hearne just got artificial turf laid on the field between them. The neighbourhood lacks recreational green spaces for children, and so many were on the field, grass wouldn’t grow. Parents said, "Our kids have to stay home in the buildings because there’s nowhere to play," said Sohail Shaikh, Hearne’s principal. Many Oakridge parents, now predominately South Asian, arrived in Canada with one or more university degrees, though
those may not be recognized here. They’re dedicated to their children, Shaikh said. Kingsway South, between Dundas Street West and Bloor Street West, is a very different place. It’s an "extraordinarily homogenous" neighbourhood of single-family households led by professional couples, and blessed with parks and good neighbourhood schools within walking distance, said Pamela Gough, the area’s public school trustee. Kingsway’s children, she said, are well-supported by families attentive to their needs, and emerge from schools having had high-quality education and guidance. "You’ve got the basics for success right there." Raising the Village notes only three per cent of children in Kingsway South were not participating in either arts or sports,
compared to 54 per cent in Glenfield-Jane Heights. Public school trustee Tiffany Ford, who represents that North York neighbourhood, said many parents along Jane Street and other marginalized communities find it hard to get children into arts and sports programs. Sometimes lack of information, transportation or the costs of programs can be a barrier, said Ford. "As a resident, I can see there’s a lot of programming here, especially in Jane-Finch, but it’s still not enough." Toronto’s six-year-old Child and Family Network (which includes school boards, United Way and Ontario’s education ministry) based Raising the Village’s "inequities score" on five factors (see sidebar), chosen "because they are known social determinants of child health." Family poverty is given the most weight, but parental unemployment, low parental education, lack of knowledge of English or French, and housing "below adequacy, affordability or suitability" standards count too. Neighbourhoods with the least "inequities" get a negative score. Oakridge is highlighted as the one with greatest inequity, but the score "doesn’t do justice to the whole story," said Parthi Kandavel, its public board trustee. Some poverty in Oakridge spans generations, and social problems result, but many are recent immigrants or refugees working hard to make their way out of social housing, Kandavel said. "The supports are there and should help. Will it change the outcome?"
