Deal will ensure preservation of wide range of services for special needs children offered at site CYNTHIA REASON creason@insidetoronto.com A proposed land exchange between the province and Toronto District School Board (TDSB) is being pegged as the likely salvation for Etobicoke’s Silver Creek School site. Education Minister Mitzie Hunter announced Tuesday, April 4, that Ontario is looking to preserve the wide range of services for special needs children run out of both Silver Creek and North York’s McNicoll Public School site. Both were declared surplus to the TDSB’s needs in June 2016. They would be acquired and maintained as community hubs. In exchange, the school board is expected to receive a comparably valued, provincially-owned property in the West Don Lands for a future school site. "Our government heard from local families and community groups about how important the services provided here at Silver Creek are. And, in fact, we have recognized the value of preserving both Silver Creek and McNicoll public schools as vibrant and essential community spaces," Hunter told staff and community members Tuesday morning at Silver Creek Pre-School.

"It just goes to show that community advocacy is really important. This has been a really long road. At times we weren’t sure where it was going to go, but today proves that if you come together and remain committed, great things can and do happen." Added Griffiths-Maxymiw: "When we first started, we did not know the journey that we were going to be on, but we’re richer and the better for it - and we’re a stronger community for it, too."

School fundraisers create inequality for students If you think all children in Ontario’s publicly funded schools have the same opportunities, think again. This month’s Metroland special investigation into inequalities in school fundraising uncovered what could be the tip of the iceberg. Beyond the formula created to disperse provincial funding to schools, the schools and the people and organizations supporting them locally raise millions every year. Parents and community members put their money where their hearts are, and boost cash-strapped schools with fundraising. At some schools it’s a penny fair in June and a bake sale or two, at other schools there are galas and bigticket raffles - all supported through the generosity of monied parents and grandparents. In other area’s, there’s virtually no fundraising. According to a 2014 report by nonprofit People for Education, the top 10 per cent of fundraising schools raise as much as the bottom 81 per cent - money spent on student excursions, playground equipment, technology, arts supplies and more. It’s no surprise growing up with the privilege that comes with wealth opens doors to additional opportunity, however, Canadians expect equality in education. But it’s a sham. Underfunded schools need the leg up they get from community fundraisers - in one small northern school the extra money meant the girls’ basketball team didn’t have to wear the already sweaty pinnies the boys had just competed in anymore. In another school it could mean technical and cultural enrichment for students whose family income has already given them a leg up. In the end, it’s not fair. What we have learned is disturbing, but perhaps more disturbing was the message we received from most of the schools and boards we approached for fundraising details: how much does each school raise in the community? The boards aren’t willing to divulge how much money they’re getting from their parent committees and book sales unless they are compelled to do so by legislation. A few individual schools opened their books and we salute them; most insisted we file a freedom of information request. We have done so, but this is a bureaucratic process and it will take time, likely months. When we get the data, we will share it with you; we’ll let you know how much your child’s school is raising and compare it to how much other schools across the province collect from their communities.

Tory treads carefully around the bubble There’s a house beside a highway on-ramp in my North York neighbourhood that could be advertised as being "steps to tow trucks." People with Texas plates bought it a year ago, renovated the front, and sold it the other week for $1.7 million, about twice what they paid. There are almost no "bad" houses left in this city. Almost any residence can be sold, and fought over. Two-bedroom condos are selling for what was, a few years ago, the price of a house. And no government we have wants to do anything about it. those finding it difficult to live here. He emerged, repeating there would be no "eureka" moment, no magic solution, no risky measures to imperil the gushers of money. People in the room told Tory a price correction will come, because these things happen. Speculators are part of the bubble, they said, but there’s no proof on who’s doing what. A year ago, Tory dismissed a foreign-buyer tax on homes, saying Toronto isn’t Vancouver. He’s now considering a Vancouver-style tax on vacant homes, "as in completely empty," to boost supply. People say major bidding wars engineered by
agents drive prices up. The real estate people acknowledged the rules on that are "fairly weak." Talk to their regulator. My brother is renting a North York house from a man in China who bought it a year ago. Another brother was just outbid on a house by a company, not a person, in Bloor West Village. Half the city is rich on paper, and half is either trapped in ancient rentcontrolled apartments or paying whatever rents the market will bear. Alterna Savings and ACCESS Community Capital Fund create emergency loan fund Alterna Savings and ACCESS Community Capital Fund (ACCESS) have partnered up to develop an emergency loan fund in support of the former employees of Community MicroSkills. After 33 years of serving women, youth and newcomers in Rexdale and North York, Community MicroSkills Development Centre abruptly shut down programming on Feb. 15, citing "several years of consecutive deficits" that "imperiled the agency’s financial sustainability." To help ease the financial blow for the 90 MicroSkills employees left unexpectedly out of work by its bankruptcy, Alterna Savings and ACCESS will offer

Since launching its microfinance program in 2000, Alterna Savings, together with Community Loan Fund partners such as ACCESS, have provided loans to more than 850 under-served individuals and organizations to help start and run new businesses. "Our main priority at this point is connecting with the former employees of Community MicroSkills and offering our support," Alterna Savings’ Susan Henry said in a statement. "We know that too many Canadians today are living from pay cheque to pay cheque, and many are forced to turn to predatory lenders when faced with unexpected financial challenges. Signs of inequality in school fundraising TERESA LATCHFORD AND AARON D’ANDREA Two elementary students are learning about calculating angles. One student has read the textbook, listened to the teacher’s lesson, and is now completing the homework questions. Student two’s class has also raised funds to bring an engineer in to explain how angles are used to build bridges and for a field trip to Legoland to experiment with implementing the use of angles in model construction. The question is, in a publicly-funded school system, are these two students receiving the same educational experience? "It’s not an exaggeration to say fundraising can create have and have-not schools," People for Education executive director Annie Kidder told Metroland Media. "There is no evidence that enriched learning has a direct impact on student test scores but it makes a big difference in a student’s overall learning experience." The education advocacy group has been tracking school fundraising for years and has found an incredible range, with some schools reporting having raised nothing and others $400,000 in the span of one year. The same schools report spending the funds on everything from musical instruments to technology. Ontario’s Ministry of Education defines fundraising as any activity permitted under a school board’s policy to raise money or other resources to enhance school programs or initiatives not covered by public funding. Fundraising events must be approved by the school principal, in consultation with

These dollars, also known as schoolgenerated funds, are administered by the school principal and per ministry guidelines. Although samples of money raised school-byschool show signs of this disparate fundraising, boards don’t have - or are reluctant to provide - comprehensive lists of figures for each school across their footprints. Approved uses for these funds include field trips, guest speakers, scholarships, extracurricular activities, events, schoolyard improvement projects, upgrades to sporting facilities, and more. While the ministry prohibits fundraising for classroom learning materials and textbooks as well as facility renewal, maintenance, and upgrades funded through provincial grants, a report penned by People for Education states 47 per cent of ele-

Of those schools, 94 per cent raised funds for technology resources, 25 per cent for online resources, and 12 per cent for textbooks. Parent Gary Sims fundraises for his children’s schools to provide them with opportunities for different programs that his generation didn’t have when growing up. "We fundraise just to make it easier for them," he said. "You have to give every kid a chance." Nahum Mann, a parent representative within the Toronto District School Board’s
Parent Involvement Advisory Committee, told Metroland Media fundraising strategies should be in place to help foster community involvement. "If a community understands what a school is trying to do and how those students will achieve it and be effective, I think it brings a realness to it," he said. "The sooner you include the community, there’s more ownership felt." Mann added that a strategy where funds are being brought in by businesses may be a more successful approach in certain communities rather than asking par-
ents for money. "I think that is like at least a move toward equity," he said. Kidder points out that while one school has a beautiful playground where students can explore physical activity through play, another school may not have had the ability to raise the funds to do the same. "Our school system shouldn’t reflect the socioeconomic status of the area," she added. "Rather than creating a level playing field in the public education system, this could actually be creating a double disadvantage for students." Students growing up in an affluent neighbourhood already have access to learning enrichment through lessons and sports outside of school, and that continues within the school since parents have the income to financially contribute to the school. However, those in a less affluent neighbourhood may not have the opportunity for enrichment in the community or in the school. Kidder isn’t suggesting school fundraising should be abolished, but rather the education ministry needs to further define what is required for core learning and what is considered enrichment. "For example, in art class is a pencil a core tool and are pencil crayons enhanced tools?" she asked. "There are guidelines on how the funds can be spent but there are also loopholes." Her solution? The creation of a ministry document with clearly-defined definitions and guidelines regarding school-generated funds that is a living document, reviewed and amended often as the school landscape and education needs evolve.

Fundraising facts for Toronto’s school boards AARON D’ANDREA adandrea@insidetoronto.com Each school board is required by the Ontario government to include school-generated funds in its annual financial statements. During the 2014/15 school year, the Toronto District School Board (TDSB) generated close to $42.5 million in school-generated funds, while the Toronto Catholic District School Board (TCDSB) raised $29.47 million. In 2015/16, the TDSB gathered roughly $41 million in school-generated funds, and the TCDSB raised $29.18 million. Close to 246,000 students attend the various 588 schools within the TDSB, and roughly 92,000 students make up the population within the TCDSB, which oversees 202 schools. According to spokespeople with each board, school-by-school fundraising breakdowns couldn’t be provided unless a request was made under the Municipal Freedom of Information and Protection of Privacy Act. Therefore, Metroland Media has filed a Freedom of Information request with each school board asking for a breakdown of every school’s fundraising records within its respective board.

Church cemetery has many stories to tell, including ’heartbreaking evidence’ of epidemics DENISE HARRIS denise.harris@sympatico.ca St. Philip’s Anglican Church in Westmount once vied with Christ Church Mimico for the title of first congregation in Etobicoke. Although Christ Church gets the nod, the gap is less than two years. The town of Weston had only 15 families when baptismal services were held for the children of the Musson, Farr and Knaggs families in 1824. The town of Weston began on the west side of the Humber River
where St. Philip’s Church was built in 1831 on land donated by distillers and brothers, Edward and Thomas Musson. This church had a barn frame and was clad in wood siding, painted white. Parishioners entered through a front bell tower. The first rector was the Rev. Dr. Thomas Phillips, who had been vice-principal of Upper Canada College. He served until his death in 1849, and during his 16-year tenure performed over 3,000 baptisms, marriages and burials. St. Phillip’s Road is named for him, which accounts for the difference in spelling between the street and the church. Rev. William Arthur Johnson arrived in 1856. He built a house on what is still called Rectory Lane, with an adjacent chapel named St. John’s Chapel of Ease, used for small gatherings. He remained at St. Philip’s for 24 years.

St. Philip’s Anglican Church and cemetery on St. Phillips Road in Westmount, after a major addition to the church in 1955. In 1888, a fire started in a house across the street and embers lit the bell tower, rapidly destroying the entire church. Firefighters
saved the church’s new organ, and although it required major repairs, the organ was used for 50 years.
Church services were held temporarily in St. John’s Chapel of Ease. In 1893, the chapel was moved onto Weston Road. The congregation split, and one half started building a new church on the site of the original St. Philip’s. The other half stayed at St. John’s Chapel, which eventually became St. John’s Anglican Church. By the time the new St. Philip’s opened in 1894, it was obvious that the congregations of both churches could not financially support two ministers and two church buildings. Unexpectedly, the bishop announced that St. Philip’s would be closed. However, it reopened in 1900 when the congregations had grown enough to support both churches. A major addition was made to St. Philip’s in 1955. The cemetery at St. Philip’s also has stories to tell. The earliest burial is "Isabella . in 1828, aged 53."
There is a memorial to Dr. William Thistle after whom Thistletown is named. The many markers found between 1835 and 1842 are heartbreaking evidence of the diphtheria and smallpox epidemics that caused so much death during those years. In 1841, 26 parishioners died, 15 of them children, and another nine died in early 1842. In 1993, the central corridor of the cemetery was transformed with pathways that meander through this historic site, inviting all visitors. Recently the church underwent major renovations, reopening December 2016 with fully-accessible facilities, a new main entry, a new kitchen and more.

My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Tory shows his strategy in Ontario election He did it again. On Monday morning in the Bloor-Yonge subway station, Mayor John Tory put the boot - or, more precisely, the loafer - to the Ontario Liberal government and Premier Kathleen Wynne. As stated above, not for the first time. Just last month, Tory hosted Wynne’s finance minister, Charles Sousa, in his office, and before a phalanx of reporters and cameras took his government to task for its calculated decision to disallow Toronto’s plan to toll the Gardiner Expressway and the Don Valley Parkway. Sousa stood there grim-faced, no doubt hoping this might be the last of it. No such luck. The next day, Tory stood beside federal Liberal MP Adam Vaughan and Patty Hajdu, Minister of Employment, Workforce Development and Labour, to emphasize the point that Ottawa was a friend to Toronto while

than phantom promises in 2018. It also might seem a good strategy going into the provincial election next year. It certainly makes Toronto a player in that game and, played properly, it could turn into a win for Toronto. But as the game intensifies, it will also turn into a political dilemma for Mayor Tory, who will be facing his own re-election campaign that same year. If polls don’t dramatically change, Wynne’s Liberals will be the long-shot, and Tory will have to choose between the New Democratic Party and the Progressive Conservatives - the party he once led. Subway, rail, bus hub coming to Kipling station Kipling subway station in Etobicoke will become a major transit hub integrating subway, regional rail and inter-regional bus services, Transportation Minister Steven Del Duca announced Monday. Redevelopment will integrate GO, TTC and Mississauga’s MiWay bus services into a single mobility hub through a new, interregional bus terminal around the existing Kipling GO Station and the TTC’s Kipling subway station. "This new mobility hub will support local residents by making their commute faster and less stressful in this region," Del Duca said Monday in a statement following his announcement. The upgrades will also allow for increased GO rail service on the Milton GO corridor, and support Ontario’s GO Regional Express Rail project. GO RER is the largest commuter rail project in Canada and is designed to provide faster and more-frequent GO Transit rail service, the Ontario government stated. Iis expected to increase from 1,500 to 6,000 the number of weekly trips across the GO train network by 2025. Etobicoke-Lakeshore Liberal MPP Peter Milczyn said the community has longawaited the new Kipling hub.

"A key element of the Etobicoke City Centre redevelopment, this hub will help more people get to and from the area. The reduction in bus travel on our roads will also help improve air quality in the area," Milczyn said in a statement. Etobicoke Centre Liberal MPP Yvan Baker agreed: "This is great news for the people of Etobicoke. We’re building and improving access to transit. We will all benefit when the new Kipling bus terminal project opens." Mississauga Mayor Bonnie Crombie thanked the Ontario government and Metrolinx for their commitment to work with municipalities "to build a reliable, accessible
and extensive regionally integrated transit network. "The improvements planned to the Kipling transit station will improve MiWay Bus service and benefit residents, students, commuters, tourists in Mississauga and across the Greater Toronto Area," Crombie said in a statement. Bird/Kiewit JV, EllisDon Infrastructure Transit and Kipling Infrastructure Partnership were selected in the Request for Qualifications process that began last November for interested parties to design, build and finance the project. The Ontario government will announce the successful proponent this fall.

Etobicoke cadets visit Vimy Ridge March break trip toured battlefields and cemeteries of France and Belgium CYNTHIA REASON creason@insidetoronto.com A group of Etobicoke cadets spent their March break walking in the footsteps of Canada’s fallen heroes during a 10-day trip touring the battlefields and cemeteries of France and Belgium. Thirty-three members of the Royal Canadian Sea Cadet Corps Ojibwa and Air Cadets of the 142 Mimico Determination Squadron spent March 12 to March 21 touring a "jam-packed" itinerary of locations of historical significance to both the First and Second World Wars - including Vimy Ridge, Dieppe, Passchendaele and Juno Beach, among many others. Lt. Scott Sweeney, commanding officer of the Ojibwa Sea Cadets, called the experience a "phenomenal" one for his corps’ four participating cadets, including his 14-year-old son, Master Seaman Christian Sweeney; as well as Petty Officer 2nd Class Nicola Mascioli, 15; Master Seaman Brian Watson-Rowe, 14; and Chief Petty Officer 2nd Class Samantha Benjamin, 17. "I think they were all pretty astonished standing there on some of those sites. The cadets were in awe," said Sweeney, who accompanied the cadets on the trip as chaperone, along with Capt. Anastacia Scannell. "It would be really noisy on the bus on the way to some of these places, but very quiet leaving. You could hear a pin drop on the bus, so you could tell they were reflecting and thinking about what they learned - and just the fact that they were there seeing the trenches and actually
standing in the trenches." Organized by the Air Cadets’ 142 Mimico Determination Squadron, the trip was designed with a specific emphasis on educational, cultural and citizenship experiences. One of the highlights of the trip for Scannell was visiting the Canadian National Vimy Memorial so close to the 100th anniversary of the Battle of Vimy Ridge from April 9 to April 12, 1917. Once there, she said, the officers held a special ceremony to present promotions and medals to the cadets many of whom are around the same age as the fallen soldiers commemorated at the memorial. "That people their own age made such a sacrifice that had such a significance in history, it made a huge impact on them," she said. "It was really humbling, especially at the cemeteries with all those crosses lined up for miles. The cadets saw firsthand how many young people gave their lives so we could be free." Among those cadets recognized during the special Vimy ceremony was Chief Petty Officer 2nd Class Benjamin, who received her five-year service medal. The whole experience, she said, was a "huge thing" she won’t soon forget. "The Battle of Vimy Ridge was something that had been so impressed upon me growing up - learning about how it was the first time all the Canadian divisions had come together to win and kind of put Canada on the map," she said. "So, actually seeing Vimy was something that was really important to me and the fact that I received my service medal while I was there made it even more worth it." Entrepreneur nets top $50,000 prize Alexa Roeper moves on to international finals in Pittsburgh HILARY CATON hcaton@insidetoronto.com With just five minutes to wow the judges, Alexa Roeper managed to do just that at the Women and Wearables conference held at the MaRS Discovery Centre. Roeper was selected out of the six semifinalists competing in the Canadian Female Founders Hardware Cup last Tuesday, a showcase where startups pitch and demonstrate their products. The event was a part of a larger conversation to empower women in the wearable technology sector by discussing opportunities and challenges for women in
hardware. By winning the competition, Roeper moves on to the International Hardware Cup in Pittsburgh in April. Her winnings also include a $50,000 convertibledebt investment in U.S. dollars; an exhibit booth at Computex Taipei 2017, which includes airfare to Taiwan and accommodation; free membership at Ascender co-working space and startup incubator; and services required to establish a U.S. subsidiary, including filing fees. Roeper’s company, PentaMedical, pitched the wearable healing band aptly called Helios. The band is intended to help people heal faster with infrared wearable technology, which stimulates cell activity when soft tissue in the body is injured. According to Roeper, studies

show that infrared therapy can accelerate the healing process by 30 per cent. Roeper told Metroland Media she was inspired to create Helios when she broke a foot as a competitive horseback rider. "That’s when I came up with the idea. For me, that was the first time seeing what an injury looks like and going through a healing process," she said. Physiotherapy should have been done, she added, but admits she had no time, which is a common reason why it’s hard for people to complete physiotherapy. Roughly 70 per cent of people who begin physiotherapy don’t complete their treatment, said Roeper, explaining why Helios is so convenient. Helios is designed to be strapped on to the part of the body that’s injured and, with the push of a button, treatment begins with a "light warming sensation." Then the injured person can track their own progress with an app that sends information to their phone via Bluetooth, and comes with questions regarding pain, treatment and progress. On average, the band needs to be worn between 8 to 10 minutes - 30 minutes tops - and comes with a price tag of $300. Roeper hopes to expand PentaMedical’s wearable tech to clothing, such as shirts, in the future as well as enterprise the software

Toronto police open second session of Community Police Academy The spring session of Toronto Police Service’s Community Police Academy is now open. Earlier this morning, Chief Mark Saunders along with members of the Divisional Policing Support Unit, led by Inspector David Rydzik, welcomed a new crop of students. Held Saturdays at the Toronto Police College at 70 Birmingham St. in south Etobicoke, the eight-week course is designed to educate the public about policing. Toronto police history, neighbourhood policing, crime scene management, the criminal justice system, community safety, and crime prevention are some of the topics covered.
The course, which is taught by members of the police service who are experts in various areas, includes in-class lectures, discussions, and practical exercises. It is a partnership between Toronto police and Humber College. Graduates will be eligible for two credits toward Humber’s police foundations diploma. Students must attend every class to graduate. The course is free to anyone 16 years of age or older who lives, works, or volunteers in Toronto. The academy’s first session was held in the fall. TTC union says policy ’violates basic human rights’ RAHUL GUPTA rgupta@insidetoronto.com An Ontario Superior Court judge has denied an application by the TTC’s largest union to halt plans to randomly drug test 11,000 potential employees of the transit commission. The decision by Associate Chief Justice Frank N. Marrocco rejected arguments made by lawyers for Amalgamated Transit Union (ATU) 113 that random tests orally administered for marijuana, cocaine, opiates and other impairing substances are too intrusive, possibly inaccurate and could have a damaging effect on reputations of employees caught with drugs in their system. The union had sought an
injunction against the TTC’s plans to begin drug testing 20 per cent of its employees every year on the grounds doing so is an unacceptable breach of employees’ privacy. But in his ruling handed down Monday, April 3, Marrocco said the safety of an estimated 1.8million daily TTC riders is of paramount concern. "This safety concern will reasonably diminish [TTC employees’] expectation of privacy concerning their drug and alcohol consumption," read the judgement. Marrocco went on to write in the 18-page ruling that drug testing will in fact improve safety by flagging impaired employees and creating a deterrent due to the potential of being randomly selected. In a statement issued after the ruling, the TTC announced it will begin administering random drug tests in April. "The TTC felt it could wait no longer, given the in-
creasing number of positive workplace test results and test refusals it has seen, thereby potentially compromising employee and public safety," read the statement. ATU 113 Secretary/Treasurer Kevin Morton said the union is disappointed with the ruling and will turn to arbitration to overturn the decision. A grievance against the policy was originally filed by the union back in 2011 when the policy was approved by the TTC board, but the process has not yet concluded. "Our union is more energized than ever to continue fighting in arbitration against this TTC policy that violates basic human rights. Starting tomorrow, we’ll be back at arbitration to overturn a bad policy that is nothing more than an abuse of employer power against the hardworking women and men who safely move this city," Morton said in a statement issued following the ruling.

Is there a future for Metrolinx? There was a big development with the transit file last week, and you likely didn’t hear about it. I’m not talking about approval by Toronto Council of the latest Scarborough subway legislative hurdle - there’s been quite enough written about that. But the surprise announcement by Bruce McCuaig - the long time CEO of Metrolinx announced he will step down from his post in mid-April is no less impactful. You’d be forgiven for not being able to pick McCuaig out of a police lineup, but the man who ran Ontario’s transit planning agency holds much influence. From the Union Pearson Express to the wholesale expansion of GO Transit, he’s been front and centre on virtually every regional transportation project on the books. McCuaig’s departure he’s headed to Ottawa to help establish an invest-

A long time Ontario public servant, not many could fault him for seeking a change in scenery. But I can’t help wonder what his departure portends for the future of Metrolinx. If the polls prove accurate, the 2018 general election will likely see the Liberals suffer an over-

whelming defeat. With the Tories or NDP in charge, Metrolinx, which was a creation of the Liberals, could see its mandate altered, perhaps significantly. The Big Move, the longterm plan for expanding transit in the Greater Toronto region, could be shorn or shelved indefinitely. An incoming government could fail to grasp the benefits of a central agency co-ordinating transit planning and opt to get rid of Metrolinx entirely, replacing it with something more ideologically palatable. Maybe nothing changes and McCuaig’s eventual successor continues the agency’s mission. To be clear, this is all speculation and likely even premature. But given the Liberals’ unpopularity and the core uncertainty surrounding transit planning, it’s fair to wonder what future lies in store for Metrolinx, if it even has one.
