CYNTHIA REASON creason@insidetoronto.com Central Etobicoke High School’s Class of 2014 graduation ceremony was an especially uplifting one this year. Thanks to a new portable lift, each and every member of the school’s 30-student strong graduating class – including five in wheelchairs – were able to ascend to the gym stage and proceed across the red carpet for the first time to accept their hard-earned awards. “This is a special needs school and we try to create a regular high school experience for our students, and that includes being involved in assemblies, various events, concerts, and perhaps most importantly, graduation,” said Central Etobicoke’s principal, Millean Kung, at an afternoon graduation rehearsal before the big ceremony June 25. “But one of the barriers to that was the stage, in that we couldn’t get our kids who have physical needs to get up there and experience regular high school events.” In graduation ceremonies past, Kung said the school made do by rolling out a separate red carpet in front of the stage for those students who

couldn’t climb the steps up to it, while their more ablebodied peers accepted their awards four feet above them on stage. With a desire to level the playing field for all of her students, Kung said she applied for funding. However, while the new portable lift arrived at the school last year, getting the large piece of equipment in through the school gym’s narrow doorways proved another obstacle – until the company it was purchased from offered to come in, take it apart, then re-assemble it in the gym, where it’s now a permanent fixture. Cennet Iley and Lisa Patry, both 21, are two of Central Etobicoke’s Class of 2014 grads. While they agreed graduation would be a bittersweet moment, both were excited to get up on stage in

front of their family, friends and teachers, and to share their milestone achievement with the rest of their class. “I’m really looking forward to it, but I’m also really sad, because we’ve been here for four years now and leaving is not always easy. Saying goodbye to the people we’ve been working with every day for the last four years will be hard,” said Patry. “But it’s going to be fun up there, I think, so I’m really excited. I have an aunt coming all the way from Montreal just to come and see me in my gown on the stage.” “I’m really excited,” added Iley, who said she hopes to work with children in the future. “I just hope I don’t sob too much up there.” Have a good news story to share? Bishop Allen Academy’s Meghan Wood is this year’s recipient of the Catherine Te m p l e M a t h e m a t i c s Scholarship. Presented by the Toronto Catholic District School Board, the annual $4,000 scholarship is presented to female students who, like Wood, both excel at mathematics and plan to pursue those studies at the postsecondary level. “Throughout school, math has always been my favourite subject, because it just made sense to me. In math there’s only one right answer, so you always know if you’re right or wrong, whereas with things like English there’s a lot of grey space,” said Wood, an aspiring investment banker who will study Commerce at Queen’s University. In addition to excelling in her Advanced Placement math classes, Wood also wrote both the Pascal and Fermat mathematics tests for the University of Waterloo contests – earning Certificates of Distinction in both. But it was Wood’s ability to balance her studies with an impressive slate of extracurriculars that impressed the scholarship selection committee the most – making

her stand out from the other applicants. As a student leader, Wood helped to plan and facilitate a three-day sleepover camp for 375 Grade 9 students, and also helped run several intramural sports tournaments and Bishop Allen’s Inside Ride fundraiser for cancer research, while as a student athlete, she was captain of Bishop Allen’s girls ice hockey team, and also played on the field hockey, swim, softball, boating and flag football teams. hockey team. “To obtain the high marks that she did while also participating in all those activities is amazing,” Catherine Temple, the scholarship’s namesake, said of Wood’s achievements. “We should be proud of her and all the candidates this year. They’re all amazing.” It was Temple’s husband who established the Catherine Te m p l e M a t h e m a t i c s Scholarship nine years ago in honour of his wife’s birthday. “It was a total surprise to me. We had been talking about planning our future and I thought maybe one day we could leave a legacy,” said Temple, who is set to retire this month after teaching math for 23 years at Etobicoke’s Father John Redmond. “He knows my passion for math and promoting women in mathematics, so he took it upon himself to say ‘why wait?’ and he set up this scholarship in my name,” she said. “In one of the courses I took when I did my Masters (of Mathematics), we had to do an analysis in something, so I decided to look at math scores in standardized testing in males vs. females and I found some interesting data saying that girls actually do better than boys – but they don’t think so and they don’t want to brag about it,” she said. “So that got me to thinking, we’ve got to change the perception here with women and math – that it’s not just a guy thing. Ford wrong to play favourites with media

W

ith Mayor Rob Ford’s return to civic politics after a stay in a rehabilitation facility, we would expect to see some lessons learned and some new attitudes heading into October’s civic election. Ford has been a controversial figure at best of times, with as colourful a political persona as his private one. It’s all made for curiously divisive leadership for this large, world-class city. But when he begins to hold press conferences, picking and choosing who he invites from the accredited city hall media gallery, we’re not quite sure he’s learned much during his time away. Surely all news organizations deserve a place at the mayor’s table. Metroland Media Toronto puts close to 500,000 newspapers on Toronto doorsteps every Thursday, with nine newspapers, including The Etobicoke Guardian. Then there’s our www.insidetoronto.com website. And we haven’t even mentioned the 100plus other Metroland newspapers our view in the province posting the stories we tell on their own websites. That’s not a bad household Shunning reach and larger than the Globe media in turn and Mail, Toronto Star, Toronto and National Post distribushuns voters Sun tion combined on that day of the week. But it wasn’t enough to avoid exclusion from the mayor’s first meeting after rehabilitation earlier this week, along with The Canadian Press and NOW Magazine and others. We expect that sitting politicians and hopeful candidates understand that people receive their news and information in a varied number of ways. When you play favourites with the media, you shut the door to opportunity to reach citizens who voted you into office. We really don’t get the point. Surely he might have learned that through his trials and tribulations with The Toronto Star. We sincerely hope Ford’s time in rehabilitation facilities has helped combat his personal issues. Given his comments when returning to Toronto on Monday, he would like you to believe that too. We’d love to spend the months leading to the next civic election talking about policy and performance and not abuses. But being exclusionary to some media members continued a bad pattern of his prerehab practises and doesn’t create confidence in Ford having changed his practises. The mayor has a chance to hit a reset button. We’re not convinced he is prepared to take advantage of that opportunity.

Mayor Rob Ford must address his personal record if anyone is to trust his sincerity

I

t’s hard to know what to make of Rob Ford’s return to office. In the speech that he gave in front of a few reporters, Ford started off seeming quite contrite. He spoke of his enlightening experiences in the GreeneStone rehabilitation centre — that he overcame his own penchant for denial and understood that his addictions to drugs and alcohol are a disease that will require constant, diligent treatment. He pledged to keep clear of the dangerous and unhealthy associations that have supported his addictions. He even apologized – to Torontonians and city councillors, and especially councillor and mayoral candidate Karen Stintz over remarks he made. And he acknowledged that

david nickle the city he is not asking for forgiveness. That was a pretty good first couple of steps on a road heading toward redemption. But as the speech finished up, it was as though he stepped up onto the sidewalk, crossed a parking lot and disappeared down an alley. It became fast clear that Ford’s speech was an election speech. He spoke of his accomplishments, both real and simply claimed: how the mayor stopped the gravy train, saved money contracting out garbage and saved public anxiety by making the TTC an essential service. A few breaths after saying he was not asking for forgiveness, he

announced his intentions to ask for another mandate, and said he hoped to continue to be mayor for many, many years. And when faced with a barrage of the many questions that still hang over his mayoralty, he packed up his papers and walked off, answering not one of them. Now, to be fair, the mayor’s office and his brother Doug Ford had indicated for some time that the mayor would not take questions. But a spontaneous answer or two might have gone some way to clearing away the stink of a self-satisfied stump speech that hung in the mayor’s wake. Given that he didn’t, the mayor might have spent the time talking about those hundreds of millions of dollars he’s saved taxpayers answering

some of the questions that he might have anticipated, and apologizing more specifically for his racial, homophobic and sexist slurs. He might have apologized to the city staff that he’s on record as having abused. He might have apologized to Toronto police Chief Bill Blair. He might have explained himself, in terms other than those that seem drawn from the pages of a recovery self-help book as much as they were from true epiphany. The reality is that Rob Ford is a long way from being able to boast about a political record, without first addressing the serious deficit in his personal record. Rules of the road apply to cyclists too: police Joggers and pedestrians also need to share space

S

ummertime is finally here, and for many in the city that means the cycling season is now in full force. Whether you’re a child learning to ride for the first time, or a longtime cyclist experienced at navigating Toronto’s busy roadways and bustling trail systems, Etobicoke police are offering up a few basic safety tips to keep cyclists safe this summer. Staff Sgt. Doug MacDonald, the Community Response Unit manager at south Etobicoke’s 22 Division, said first and foremost that cyclists, just like drivers, are required to abide by the rules of the road. “Cyclists have to come to a complete stop at stop signs and a complete stop at red lights and wait till it turn greens,” he said, noting that the “Idaho stop” – a law in the States that allows cyclists to treat a stop sign as a yield and red lights as stop signs – doesn’t apply here in Canada. “They also have to ride with the flow of traffic (on the right side of the street) and in designated bike lanes, where possible.” When making turns or coming to a stop, MacDonald also urged cyclists to make the appropriate hand signals to ensure that drivers, as well as other cyclists and pedestrians are made aware of their intentions. As for safety equipment, MacDonald said helmets are mandatory for youth aged 18 and under, although cyclists of all ages are advised to wear them. And for those who ride after dark, equipping your bike with two lights – a white light at the front and a red light or reflector on the back – is strongly urged.

While cycling on sidewalks is prohibited, MacDonald said 22 Division often receives reports of collisions between cyclists and pedestrians on the city’s off-road trail systems. In order for cyclists, pedestrians, joggers, inline skaters, dog walkers and other users to safely share such recreational trails with each other, MacDonald said all need to remain vigilant at all times. “Everyone needs to be aware of their surroundings, stick to their own side of the path, and respect each other,” he said.

“Because if you’re walking and I’m riding my bike at a good clip coming up behind you, and you just happen to take one step to your right or left or whatever the case is – boom! Accident.” Etobicoke’s Eric Vanderwal, 22, was the victim of just such an accident in early June. The experienced cyclist was out for a ride on the Martin Goodman trail along Etobicoke’s waterfront when he came upon a jogger travelling in the same direction as him on the west side of the Humber River bridge, where the trail’s two designated paths (one for cyclists and inline skaters, the other for pedestrians, joggers, etc) merge into one. “I’m pretty good about slowing down and ringing

my bell for people who are jogging...but I guess you just take for granted that someone who is jogging on the far right is aware that is the right place to be,” Vanderwal said. “Unfortunately, with virtually no warning, she decided to cut across the path and I had very little time to react. She didn’t signal, she didn’t look over her shoulder.” When Vanderwal braked hard, the skidding noise of his bike alerted the jogger to his presence, and she moved quickly back to the right – right into the path he had chosen to try to avoid her. In his attempt to evade a collision, Vanderwal – whose feet were clipped into his pedals – ended up going over his handlebars and landing hard on both palms. The impact of the painful fall broke both his elbows. “It’s been a challenging couple of weeks being in two full arm casts,” said Vanderwal, who is now in physiotherapy and hopes in future people will learn to better share the trail. “From the perspective of a cyclist, I feel like the actions taken by pedestrians, joggers, and dog walkers put cyclists at a lot more risk,” he added, noting that he’s also been chased by off-leash dogs along the Martin Goodman Trail. “Generally speaking, and certainly in my case, it’s the cyclists who are trying hard to avoid these people and who end up getting injured as a result.” As for MacDonald, he said one of the best ways to avoid such collisions is through proper vigilance: cyclists should install a bell or horn on their bicycles with which to signal to others that they are coming up behind them, and pedestrians, joggers and other trail users need to look before they change course, and avoid the use of headphones that may impede their awareness of their surroundings. For the 46th year in a row, the Chartered Professional Accountants (CPA) of Ontario organized its annual free CPA Tax Clinics, which were offered at various locations across the province earlier this year. In Etobicoke, CPAs and their associates helped prepare 332 tax returns at 20 clinics for people in low-income brackets. Across Ontario, CPAs prepared a record 14,240 tax returns for low-income individuals during tax season. The free clinics are open to those with total annual household income less than $30,000 with dependents and less than $20,000 with no dependents. The program will run again during tax season in 2015.

Off to the races for horses and high fashion The 155th running of the Queen’s Plate takes place July 6 with charity pre-race event TAMARA SHEPHARD tshephard@insidetoronto.com July 6 marks the 155th anniversary of the Queen’s Plate – the first jewel in Canada’s Triple Crown of thoroughbred racing and the longest continuously run stakes race in North America. Three-year-olds foaled in Canada race the one mile and two furlongstrack at Woodbine Racetrack in north Etobicoke at about 5:40 p.m. for a million-dollar purse. TSN broadcasts the race starting at 4:30 p.m. We Miss Artie is likely to be a heavy favourite for this year’s Queen’s Plate after his victory in the Plate Trial Stakes, Ontario Thoroughbred reported. He is the only horse in the field to have raced the mile and two furlongs previously. Trainer Reade Baker has two starters for the plate, Asserting Bear and Man o’Bear, who was fifth behind We Miss Artie in the Plate Trial, according to Ontario Thoroughbred. Last fall, the Etobicoke Sports Hall of Fame inducted Baker into its ranks. Baker is Woodbine’s top trainer in terms of purse earnings and stakes race winners. Twice he developed and trained Canada’s Horse of the Year: Fatal Bullet and Bear Now. Prior to the start of the race, attendees can take in the Hats and

Horseshoes event, which starts at noon. High fashion and of course stylish hats are the order of the day in horse race tradition. Sample food from some of Toronto’s most-popular food trucks, take in live entertainment by Emerson Street Rhythm Band, DJ Medicineman and Synsonic. It takes place at the Woodbine Racing Walking Ring. Woodbine will donate $1 from every Queen’s Plate ticket and pro-

Rethink is a Canadian charity dedicated to raising awareness of breast cancer in a new generation of women and to pioneering cuttingedge breast cancer education, support and research. The Queen last attended the iconic horse race named after her on a hot July day in 2010 when jockey Eurico Rosa da Silva made it a Queen’s Plate two-peat. He had won the Queen’s Plate the year before atop Eye of the Leopard and said

he wanted to win it again before the Queen. He did. The then 35-year-old jockey rode locally bred chestnut colt Big Red Mike to the $1 million purse before The Queen. “He ran very relaxed, he gave me no problems,” the winning Brazilian jockey said at the time in a statement. “He was so focused, you know. I went to the lead easy and he did the job. This horse ran so hard today. I’m just so proud of him. “I’m going to see the Queen today!” A jubilant, wide-smiling Rosa da Silva bowed deeply before The Queen as she congratulated him before he accepted the historic trophy. Royalty has been a figure at the Queen’s Plate since its inception. In 1939, King George VI became the first reigning monarch to witness the running of the King’s Plate at Woodbine Park, later named “Old Woodbine” and then Greenwood. Queen Elizabeth and The Duke of Edinburgh first attended the Queen’s Plate at the existing Woodbine Racetrack on Rexdale Boulevard in 1959. The royal couple returned in 1973, 1997 and again in 2010. The Queen Mother accepted the Ontario Jockey Club’s invitation to be the Royal Patron of The Queen’s

Plate Stakes, a title she held until her death in 2002. The Queen Mother awarded the Queen’s Plate Stakes winner eight times. In 1964, Northern Dancer, with jockey Bill Hartack, won the Queen’s Plate by 7.5 lengths in Canada’s most-famous horse race. He had returned home to Woodbine a national hero two months earlier when he made history, becoming the first Canadianbred horse to win the Kentucky Derby in a record time of two minutes. Northern Dancer retired after his Queen’s Plate win “the sport’s most prolific sire of all time,” Woodbine Entertainment Group ( WEG) reported. Those taking in the Queen’s Plate and other races at Woodbine Racetrack can now enjoy the racing rush in high definition (HD) courtesy of a new production control room. The production facility is the first of its kind for horse racing in Canada. All of WEG’s programming, including the Queen’s Plate on July 6 on TSN, will be broadcast in HD. Two years ago, he auditioned at CBC, although the network initially kept secret the exact nature of the job. “I knew CBC’s previous voice. We’re friends,” he recalled. “One day I’m voicing a campaign for a company, the next day, I’m the Voice of CBC. It’s really great. I’m really proud. It’s a great gig and a great network.” Teravainen voiced the Canadian Trails’ athlete profiles during CBC’s broadcast of the 2014 Sochi Olympics this past February. “I developed a huge appreciation for the people I was talking about. Their stories always seemed to be that of the underdog (overcoming adversity to reach Olympic heights).” In 2006, he was CBC’s Voice of the Turino Olympics. He recently signed on for another year at CBC. While Teravainen said he couldn’t be happier with his voice work, which includes video games – “It has been a great career” – he readily acknowledged he is itching to get back in front of the camera. “I cannot wait. Every time I do land a gig, it’s the best feeling in the world.” Teravainen was a musician and singer in an indie band for many years when he landed a commercial, and thought, “‘maybe I can do this.’” He said his favourite, and

Both are important conduits to the area,” said the Old Mill’s president Michael Kalmar

The new signage, permanently installed on walls of the east and westbound platforms of the Old Mill subway station, incorporates rare historic photographs and drawings that date back to the 1600s when Huron Indians made their homes on the banks of the Humber River to the early 1900s through

It took two hours every day to put them on. I took my daughter to the park literally covered from head-to-toe in tattoos. One woman said to me, ‘You’re having an interesting weekend.’” Every week, Teravainen auditions for both voice work and acting jobs. The industry is beyond competitive, especially for younger actors, he said. “There are literally thou-

sands of people trying just for the opportunity to even audition. I feel very, very fortunate. I know I’m blessed. There is only certain types of work for certain types of people. You never know. There are always a pack of wolves chasing you. I try to do the best I can and I hope my phone keeps ringing.” When he isn’t working, Teravainen is an avid race car driver and scuba diving enthusiast. His favorite hobby is fossil hunting. “I’ve always loved paleontology, dinosaurs, early man. I love watching documentaries on dinosaurs with my fouryear-old daughter.”

Presto system to be installed on city streetcars by this November Metrolinx unveiled some more details of its ongoing work to install the Presto smartfare system throughout the TTC. Riders can currently use the re-loadable card to gain entry at 14 TTC stations – to increase to 26 in the fall – but the service is not available on any vehicles. That will also change this year, when Presto terminals are installed on the new streetcars beginning in November. Fare dispensing machines will also be available which will also allow for the purchase of individual cash fares or tokens. Terminals will also be placed at some streetcar stops. Also, Metrolinx is planning now to install 60 Presto fare gates in various subway stations, which would replace the traditional turnstiles. The TTC expects to have Presto fully enabled by 2016.

Now in its 11th year, the Urban Leadership Awards celebrate individuals who are credited with improving city life. This year’s honourees included renowned Toronto architect Jack Diamond, who took home the Jane Jacobs Award for lifetime achievement; retiring Ryerson University president Sheldon Levy; and the mayor of Guelph, Karen Farbridge, who is credited with helping to revitalize that city’s downtown. A new city report is recommending creating a subsidized fare strategy for low income TTC riders. The report, endorsed by both TTC customer service chief Chris Upfold and the city’s executive director for social development Chris Brillinger, makes seven recommendations for a general “fair fare” policy to be considered by the city’s executive committee. It wouldn’t go into effect until at least the end of 2015. If the executive committee signs off, it will go to city council for a final vote later in July. Men arrested at Etobicoke business for alleged heroin smuggling The Royal Canadian Mounted Po l i c e ( RC M P ) Fr i d a y announced the arrest of three men at an Etobicoke business in connection with a drug smuggling investigation. The joint investigation between the RCMP and the Canada Border Services Agency (CBSA) resulted in the seizure of about 22.4 kilograms of heroin, false ID and cash, leading to the arrest of four GTA residents, the RCMP said in a statement released June 27. The investigation began when CBSA officers at Toronto Pearson International Airport discovered the heroin concealed in several strings and woven within the weave of four area carpets in a shipment that originated from Pakistan. “Criminal organizations often utilize major airports and gateways to facilitate the entry of illegal commodities into the country,” Goran Vragovic, the CBSA’s regional director general of the GTA region, said in a statement. “Our officers are expertly

trained to intercept narcotics, even when the most unusual concealment methods are used.” Upon the discovery, CBSA officers contacted the RCMP’s GTA Serious and Organized Crime Unit, and the RCMP conducted a local investigation in order to identify the individuals responsible for attempting to import the heroin into Canada. Friday, June 20, RCMP

investigators attended a commercial business establishment in the area of Queen Elizabeth Boulevard and Taymall Avenue in south Etobicoke, where they arrested three males. A forth male was later arrested at a residence in Toronto. Further investigation led the RCMP to execute several successful search warrants in Toronto and Mississauga, for residential addresses and one motor vehicle. The RCMP arrested and charged: Tajudeen Fanikayode, 52, of Toronto; Saidi Sanni Olufeko, 38, of Toronto; Akeem Onaola, 46, of Mississauga; and Peter Ajiri, 34, of Toronto, in connection with the investigation. Charges against the accused include importing drugs into Canada, possession for the purpose of trafficking, and conspiracy. All accused remain in custody. “Illegal drugs being smuggled into Canada is another activity led by organized crime. The RCMP is commit-

ted to bring to justice anyone involved in illegal activities,” Insp. Dean Dickson, team commander at the RCMP’s Toronto Airport Detachment for the GTA Serious and Organized Crime Section,

said in a statement. “The results of this investigation demonstrate how the RCMP and its partnered agencies work effectively together to keep illegal drugs out of our communities.”

The RCMP acknowledged the assistance of CBSA, Toronto and Peel Regional police and the OPP.

While less comprehensive than a Secondary Plan, a SASP is a prescriptive legal document that “recognizes the unique characteristics” of and “helps articulate a future vision for the Study Area,” IBI reported in its preliminary findings. Local concerns of potential over-development – in the low-density Humber Valley Village area – were first sparked back in early 2012, when First Capital

Realty’s redevelopment plans for Humbertown Shopping Centre were first revealed. Negative local reaction to the “too big, too tall, too dense” proposal – which originally called for five residential towers of 11 to 21 storeys – led to a prolonged battle against the development at council, a subsequent appeal to the Ontario Municipal Board (OMB), and finally a negotiated settlement last December that ultimately saw the scope of the towers scaled back to three, ranging in height from eight to 12 storeys. HUMBERTOWN DEVELOPMENT GOING AHEAD While the Humbertown site itself is technically included in the 15-hectare study area Shepherd and her IBI team were tasked with looking at in the first phase of the Humbertown Secondary Plan Area Study, Shepherd reiterated to residents at Thursday’s meeting that any recommendations that result from the study will not impact plans for the impending redevelopment of Humbertown, which has

Instead, IBI’s primary area of study was the designated apartment neighbourhood just north of Humbertown shopping centre, which, Shepherd reported, is almost entirely comprised of 42 three- and four-storey walk-up rental apartment buildings, the majority of which were built in the 1940s to 1960s. Several residents at last Thursday’s meeting expressed confusion and frustration that the IBI Group’s recommendations would not impact the Humbertown redevelopment. “It seems to me that it’s backwards to have some-

thing like Humbertown approved, then to come back with looking at whether a larger study like a Secondary Plan has to be done,” said one woman. “...In my view, it should have been done before the Humbertown application was addressed.” Etobicoke Centre Councillor Gloria Lindsay Luby, who was on hand at the meeting, reminded residents that a Secondary Plan was considered around the time the Humbertown proposal came to council, but was ultimately rejected by both herself and the Humber Valley Village Residents’ Association (HVVRA) as a “focus for growth”. “The submission from the HVVRA was to not move forward with a Secondary Plan at that time and it was the right decision because – and I don’t think this has been stressed enough – the Humbertown proposal was site-specific,” she explained. “That is the zoning for Humbertown and being site-specific means you’re not dealing with the whole surrounding community, you are only dealing with the 10 acres of Humbertown.” The difference between

the decision then not to explore the planning tools available to the community, and now, as the IBI Group recommendation to proceed with a SASP moves forward, Lindsay Luby suggested, is a proposal put forth by Elia Corp. to redevelop a number of walk-up apartment buildings it owns around St. Steven’s Court. While Elia Corp. is currently awaiting results of IBI’s study to proceed with its application, it is technically in a legal position to appeal to OMB at any time, because its redevelopment proposal for St. Steven’s was submitted before council ordered the study. Shepherd said IBI is scheduled to submit its phase one study report to the city as of July 16, after which it will be uploaded to the city’s website, where local residents can review. The matter is then scheduled to come before westend councillors at the Aug. 12 meeting of Etobicoke York Community Council, to which residents are invited to attend and make deputations. Arrest made in execution-style murder of Neeko Mitchell Warrants issued for two more suspects linked to shooting at North Kipling Community Centre CYNTHIA REASON creason@insidetoronto.com Po l i c e a n n o u n c e d l a s t Thursday the arrest of one suspect in connection with last November’s executionstyle murder of 25-year-old Neeko Mitchell in north Etobicoke – but the alleged triggerman and one of his accessories still remain at large. Mitchell was gunned down in what police have called a targeted shooting on Sunday, Nov. 24, 2013, shortly after arriving at the North Kipling Community Centre (located near Kipling and Finch West avenues) at around 8:11 p.m. “Neeko, like so many others that night, was at the community centre to see a basketball tournament. Not very long after he arrived, Neeko was sought out by others present at the tournament and was, for all intents and purposes,

ambushed and killed execution style,” said Det. Sgt. Brian Borg, noting that Mitchell was pronounced dead at the scene and had “no chance of survival.” During a press conference back in December, police released the images of three suspects – two males and one female – captured by numerous closed-circuit cameras at the city-run community centre on the night of Mitchell’s murder. A Canada-wide arrest warrant on a charge of firstdegree murder for one of those suspects – 23-year-old suspected gunman Reshane Hayles-Wilson – was issued on Jan. 23. “Unfortunately I’m disappointed, as are Neeko’s family, to say that Mr. Hayles-Wilson remains at large as a fugitive from justice and has not been arrested yet for this murder,” Borg announced at Thursday’s media briefing.

“There is absolutely no doubt in my mind that wherever he his, he continues to pose a serious risk to the public and to the police. He is violent, most likely involved in criminal activity and should be considered

armed and dangerous.” Borg said there is also “absolutely no doubt” that Hayles-Wilson has and is being aided by others who know he is wanted for murder and who are assisting him in avoiding apprehension and

prosecution. Police believe they have now captured one of those people. On Monday, June 23, 28-year-old Tyrone Michael Knott of Toronto was arrested by members of 23 Division and the Homicide Squad and charged with accessory after the fact to murder for his alleged role in assisting Hayles-Wilson in the immediate time period after Mitchell’s murder, Borg said. He appeared in court on Tuesday, and has since been remanded until his next court date on July 14. In addition to Knott’s arrest, Borg also announced Thursday that a second Canada-wide arrest warrant has been issued for a third suspect wanted in connection with Mitchell’s murder. Like Knott, Borg said Kashana Duncan, 28, of Toronto, is wanted for the offence of accessory after the

fact to murder for her alleged role in assisting Hayles-Wilson in the immediate time period after Mitchell’s murder. “Let me be very clear about this, this is serious. It is a serious criminal offence to assist or harbour someone who you know is wanted for any serious criminal offence or who has committed a murder. Those who knowingly do this are placing themselves and their livelihoods at serious risk,” Borg said. “I assure you, anyone found to be assisting Mr. Hayles-Wilson at any time after Neeko Mitchell’s murder, or found to be assisting Kashana Duncan now that they know she is wanted by police authorities, will be arrested, charged and prosecuted to the fullest extent of the law.” Anyone with information is asked to call the homicide squad at 416-808-7400 or Crime Stoppers at 416-222-8477.
