As demand in the local housing market increases substantially on an almost monthly basis, so, too, does the number of bidding wars. Graham Jones, a Re/Max Hallmark agent who has worked in the industry for 25 years, just sold a house in a bidding war that netted his clients a substantial profit. Their Richmond Hill bungalow was listed for $899,000. There were nine bidders and the property sold for $1.43 million. He compares the sale to “winning the lottery” for his clients.

Right now, our dollar is trading at about 80 cents against the American greenback. The British pound and the Euro are also highly valued against our money. That allows foreign investment in the GTA market. “They’re purchasing a $300,000 property for $220,000 US,” Royal LePage sales representative Wasim Jarrah said. “To them, that’s a great deal.”

We’re not building new homes fast enough to support demand. Also, Baby Boomers are choosing to stay in their homes, rather than downsize. “If you look at the number of housing starts compared to population growth, we’re just not building homes fast enough,” Joe Asensio, of JN Asensio Realty Inc., said.

Jamestown teen digs into mining engineering Hafeezat Ameen gets Toronto Community Housing scholarship to pursue Laurentian education

Hafeezat Ameen can’t wait to start mining engineering classes this fall at Laurentian University. Geology. Rocks. Physics. Math. It’s all up the song-writing, actingloving teen’s academic alley, and in her natural curiosity wheelhouse. “‘You’re a writer,’ everyone says. You’re so artistic. Why are you going into engineering again?’” the 17-year-old Jamestown student said. “Because I’m expected to be a certain thing and I want to break that boundary. I can also be a nerd. I love math. It’s so logical.” Ameen, a Grade 12 straight-A West Humber Collegiate student, was among 40 Toronto high school students who received a $2,000 Investing in our Diversity scholarship May 26 from Toronto Community Housing. Last year, the TCH program awarded 69 scholarships and bursaries worth more than $130,000 to youth who demonstrated leadership in diversity, anti-racism and safety projects in their at-risk neighbourhoods.

all about creating her own opportunities. She worked at Burger King the summer before Grade 11, and not only to earn money for university. Her friends tease her she talks “like a 40-year-old”. “I’m going to keep my voice, my enthusiasm, and be articulate,” she said, her enthusiasm evident whenever she talks with her hands. “When I started working, I had to be nice to customers, coworkers, my manager. I used to be really silent, so shy. When I started working, I started talking. ‘If I could express myself, why not’?” Now, she works at Tim Hortons on weekends. Already, she has talked with her manager about getting more hours this summer. She leveraged that same go-getter attitude to research and apply for scholarships.

Ameen won the scholarship for her work rebuilding a community garden at Elmbank Community Centre as a member of Jamestown Junior Youth. The youth donated their harvest to the Jamestown food bank, well-known among members of the TCH townhouse community that runs along Jamestown Crescent in the Martin Grove Road and Finch Avenue West area.

She’s a really, really strong lady,” Ameen said of the sister she calls, ‘Bookie,’ who put herself through university by working as a personal support worker. “My sister is the first one in the family to go to university. She set that standard for everyone.” Although her basketball-gifted younger brother dreams of becoming a professional player, she urges him to continue his love of computer science. “I’m like, ‘if you get into the NBA, good for you. But don’t rely on it.’ My dream is to become an actor. But I’m not pursuing it because it might not happen.” Ameen wants to encourage other young adults to pursue post-secondary education scholarships to make their dreams come true. “Do your research,” she said of scholarship opportunities. “There’s a lot of help out there. But it won’t come to you. You have to go to it. Reach for that goal. Climb that mountain. “It has always been in my mind and on my heart to tell other young adults: ‘hold onto your education, your vision and your future goals so tightly, so intimately, close to your heart so you know there’s no stopping you.’”

Ukrainian Centre marks 50th year The Taras Shevchenko Ukrainian Community Centre will mark 50 years in Etobicoke with a Ukrainian Heritage celebration on Saturday, June 11. The event is from 11 a.m. to 6 p.m. at 482 Horner Ave., featuring concerts at throughout the day. There will also be a children’s activity corner, food, refreshments and vendors.

Toronto council must heed evidence on city’s finances

arlier this year, Mayor John Tory impressed with his evidence-based approach to leadership. Remember that? How faced with evidence that his SmartTrack heavy rail plan couldn’t work as planned, and a three-stop Scarborough subway would be unaffordable, Tory listened to expert advice and admitted he’d been wrong? Tory displayed brave and refreshingly flexible leadership, and it promised great things for the remainder of the term. It’s a shame to think that the virtues of 2016 might be a short-lived blip. Last week, Tory and his Executive Committee received more expert advice – this time from City Manager Peter Wallace – about the sorry state of the city’s finances. Wallace made it clear the city is our view headed for a financial wall, possibly as early as 2017 and certainly after. One election soon It has been a long time coming. promise mayor Toronto council has managed to increase services the same should break time as it’s kept property tax increases low for about a decade, thanks to circumstances beyond council’s control and that cannot continue. The city’s red hot real estate market has meant that the land transfer tax has increased by about 150 per cent, and the province has been steadily uploading welfare costs. It was nice while it lasted, and it let councillors and the single-family homeowners they were elected by off the hook. Well, no more. Wallace made it clear that Toronto politicians need to impose new and reliable revenue tools, and also take better advantage of the major revenue tool they have: property taxes. If they don’t, then service cuts, possibly unpalatable ones, are inevitable. Tory and his Executive Committee didn’t buy it. Our mayor, in particular, advanced the non sequitur argument that because nearly all voters supported mayoral candidates who wanted taxes kept at the rate of inflation, Wallace’s analysis didn’t fly. Or to put it another way: uninformed opinion ought to trump irrefutable fact. We understand that at some point, a mayor does have to dig in on an election promise, and this mayor has let a number of his promises slide already. But with the future of the city clearly at stake, surely the mayor can bow to reality... Just this once more.

City left in a haze waiting for feds’ marijuana laws A bright flash of reason emerged in the haze of Toronto’s new war on drugs this week, when the Toronto Board of Health supported a Joe Cressy motion to essentially ask the federal government what ought to be done about marijuana over the next year or so. That’s how long Prime Minister Justin Trudeau’s Liberals have given themselves to come up with legislation governing soonto-be-legalized marijuana use. New MP and former Toronto police chief Bill Blair is taking the lead on crafting the legislation, and taking appropriate time doing it, so when it finally shows up in the spring of 2017, expect premium law. Until then? Well legally it’s pretty straightforward. Trafficking marijuana remains illegal. It is a criminal offence to do so. It is legal to dispense marijuana for medical purposes, but the law as written is restrictive enough that the Supreme Court has

Looked at through that lens, the raids police and bylaw officials conducted last week on storefront medical marijuana dispensaries are entirely appropriate, and the 90 individuals, many of them hourly employees, will deserve what they get. It doesn’t matter if the law will be changed to something excellent for pot smokers a year or so from now: right now the law is the law and that is that. Trouble is that the legal lens is not the only lens through which we view this. Marijuana was, is, and will be a widely used drug. It has harmful effects, but those effects exist within a range that most reasonable people find tolerable, the same as they tolerate alco-

hol and tobacco. The major harm marijuana does has to do with its illegality: it funds criminal organizations and puts otherwise innocent people in jail. The reason we are on the road to legalizing marijuana stems in part from those views. So, what’s wrong really with the proliferation of storefront operations in flagrant violation of the soon-to-be laws? The answer is that there is plenty wrong, when you look at it through a third lens: that of public health. According to the report before the board of health this week, there are significant health risks associated with the heavy consumption of the drug, particularly for those who begin their use of it in adolescence. It impacts brain development, and it may trigger psychotic disorders in people genetically prone to them. It’s not nearly the gateway drug some argue

it is, but limited studies indicate it can, in some, increase the risk of going on to more dangerous drugs. And there is a small risk of dependence, and respiratory effects. There is a small amount of evidence that cannabis can cause developmental issues in pregnancy, and dangerous impairment while driving an automobile. There is something of a haze over all this, because marijuana’s illegality has limited the amount of research on its impacts. That haze is unavoidable, and will only be cleared in time. But in setting the long timetable for legislative clarity, the federal government does owe Toronto and the rest of the country some guidance on how to deal with this substance that until then is neither here nor there.

Save Silver Creek School, residents urge school board WILL KOBLENSKY wkoblensky@gmail.com A cafeteria packed with more than 250 Etobicoke parents, children and volunteers made their feelings clear about the Toronto District School Board’s (TDSB) proposed selling off of two former school sites that are currently being leased to tenants who provide special needs services. The meeting last Thursday at Richview Collegiate got heated when news arrived city staff would likely recommend selling the former Silver Creek School, currently housing two mental health programs serving nearly 1,300 children per year. The crowd was later assured that “the government of Ontario is committed to protecting these services in the community,” by Etobicoke Centre MPP Yvan Baker. What’s at stake is the nonprofit Etobicoke Children’s Centre (ECC), where students with wide-ranging mental health issues have been

prepared for community and school integration since 1999. Alongside the ECC is the charitable Silver Creek PreSchool, where children under five years old with developmental challenges have found therapy at the Silver Creek School site since 1975. The Richmond Gardens Ratepayers and Residents Association (RGRRA) formed

a specific subsidiary to defend the children from possible eviction. “The Friends of Silver Creek will hold all elected officials accountable in the next election should this property be sold,” Fred De Haan of the RGRRA said to thunderous applause. “We dispute the fact that Silver Creek (Pre School) is operating out of a closed school...it is fully utilized and

fully occupied. We have waiting lists for both the ECC and Silver Creek (pre-school)” The TDSB needs to raise $3.3 billion to fill its operating budget for building upkeep and repairs and is considering selling 21 properties it says are underused. Etobicoke’s Silver Creek school site and Don Valley’s McNicoll Public School buildings will be considered for sale

by school board trustees June 15 and decided on in a June 22 vote. While the TDSB owns the buildings, it does not provide the mental health services at the schools. In fact, the TDSB provides resources to students with special needs in a number of locations across Toronto. “The fact that two of the first schools being looked at (for sale by the TDSB) are the only two with children with special needs in them, to me, is reprehensible,” Baker said. “This involves raising money on the backs of children with special needs... this should be the last school that the TDSB should ever consider (for sale).” The Ontario government has expressed interest in purchasing the Silver Creek site and possibly turning it into a Community Hub, a move Baker said was unprecedented. Local TDSB Trustee Chris Glover, who opposes the sale, said the problem is deeper than just picking other build-

ings to put on the market. “Selling these properties will not fix the TDSB’s deficit. If we sold all 21 properties, we would raise $400 million,” Glover said. “We don’t have a solution to the maintenance backlog.” The crowd expressed frustration that different levels of government weren’t working together. Etobicoke Centre Councillor John Campbell, who presented a 1,300-signature petition to Baker to “save Silver Creek”, said he believed the province would preserve the ECC and Silver Creek Pre-School, but he felt the province could do more. “Ultimately the decision lies with the Minister of Education. She could cancel the (TDSB’s) sale,” Campbell said. “I can’t see how the school board, and by extension the province, can throw these kids out into the street.” Baker repeatedly denied the province could do anything prior to the TDSB’s decision June 22.

Even when people are purchasing in multiple offers, they’ll realize a profit if they stay in their properties for up to three years. The (current) sellers are making a sizable profit as well.” There’s also a significant lack of inventory – a combination of slowly progressing new construction sites and an apparent unwillingness by aging Baby Boomers to sell their homes and downsize. “If you look at the number of housing starts compared to population growth, we’re just not building homes fast enough,” Joe Asensio, of the Brampton-based JN Asensio Realty, said. “You see homes going up everywhere, but they’re all sold before they even build them. I’m on the tail end of the Baby Boomers; this will sound terrible, but we’re just not dying fast enough. People need somewhere to live; there just isn’t enough affordable housing available. This trend will continue for a long while. The real estate market is going to stay nuts for a long time yet. I don’t know whether there’s a need to slow it down.” Asensio is involved in multiple-offer scenarios daily. He watched 51 offers roll in for a property in Brampton recently and admits the number of bids on homes in the area will often enter double digits. Jones agrees with these assessments that Asian buyers, low interest rates and short supply have driven the housing market. However, some sectors are in higher demand than others. For example, townhouses and condominiums are not generally seeing the same percentage increases in value as freehold homes. “People don’t have a lot of options,” Jones said. “It’s impossible to tell whether it’s foreign or domestic money, but there’s certainly a lot of Asian buyers who are des-

perately trying to get freehold properties in the GTA. Condos and townhouses still sell, and you might even get the occasional bidding war, but it’s two offers or three. Condos have gone up, but it’s not what’s driving the market.” Prime market conditions are leading to high demand for houses. Jarrah says any York Region property, for example, currently listed at an appropriate market value, will likely fetch $50,000 to $100,000 more than asking price, if there’s an offer presentation date attached. That date is key because it forces all potential buyers to make blind bids on the property. “It creates an atmosphere of competitiveness,” Jarrah said. “No one really knows what that offer price is or what the conditions are. I don’t know what the offer is, but if I want that house, I’m going to put in a lot more money and take out conditions for inspection and financing and everything else. Given there’s a shortage of housing on the market, people want to get into the market and they have to compete.” Of the more than 120 houses that were listed in Newmarket in early May, for example, nearly 110 had offer dates attached, Jarrah said. However, the hot market is creating some unintended consequences. With prices jumping so quickly, banks are having difficulty accurately gauging property values. So lenders are starting to ask purchasers to come up with larger down payments, to make up for the significant difference between the assessed value of the home and its purchase price. “Every home has a reasonable limit to what it’s worth,” Asensio said. “We’ve had a couple of scenarios where we’ve actually turned down offers because they were so high you can’t finance to these levels. We’ve turned offers away that were astronomical for the value of the area. That’s a hard decision. The need and the greed of the seller factors in.” Bidders also often exclude some standard conditions from their offers, including home inspections. The deci-

Zoran Ivkovic named Toronto’s police officer of the year for his heroics ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A constable from Etobicoke’s 22 Division who rescued a boy trapped inside a burning apartment has been chosen Toronto’s police officer of the year. Const. He was told by witnesses there were children trapped inside. Ivkovic, a new father himself, ran to the second floor where he was met with heavy black smoke in the hallway. He dropped to the floor and crawled to the end of the hallway, banging on apartment doors as he passed them. The last apartment was fully engulfed in flames. Despite being dizzy and weakened from extreme heat, Ivkovic forced open the door and crawled in. Using his flashlight, he saw what appeared to be a human figure. The constable then picked up a severely burned boy and cradled him, shielding him from the encroaching flames, as he ran out of the apartment. On Tuesday, the Toronto Region Board of Trade named Ivkovic the 2015 Toronto Police Officer of the Year for his “heroic actions in saving the life of a child.” The 49th annual competition honours officers who

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. TTC rolling out downsized trains

As of this week, the TTC has begun to run smaller versions of Toronto Rocket subway trains – the vehicles which let you pass from one end to the other. The TTC board selected Line 4 as the location for testing trains with four cars instead of six, and one operator instead of two. Under the new system, a single TTC operator is also responsible for traditional “guard” duties such as opening doors and monitoring passengers entering and exiting the train. With automatic train operation planned within five years, the TTC says this system is as safe as the current two-person arrangement.

Metrolinx is balking at a TTC request to add more

parking at Kipling Station. The provincial transit planning agency is renovating Kipling to add a bus terminal, create better access for pedestrians and cyclists and add accessibility improvements to the existing GO station. As part of the construction, Metrolinx plans to replace existing TTC parking spots and is negotiating with Hydro One to build a surface lot on the utility’s land east of Kipling Avenue for subway commuters. But Metrolinx won’t boost parking on station grounds, as some members of the TTC board requested, citing incompatibility with the redevelopment. The TTC could still build a structure of its own, but it would only create 250 new spaces at a cost of $20 million to 40 million according to Metrolinx. history corner PHOTO SPOTLIGHT: In the earliest days of Etobicoke’s settlement, a majority of first dwellings were single-storey log cabins, later replaced by larger homes of frame or brick. No one knows when the last log house disappeared, but this photo captures one of the last survivors being demolished in 1956. Joseph and Catherine Huson bought a 45-acre farm on the west side of Kipling Avenue, half a mile north of Albion Road, in 1827. Their two-storey log house was larger and sturdier than most. Its massive logs were all painstakingly squared off by hand and had dove-tailed corners. In another photo of the same demolition, a yard stick was placed to show that the dressed logs measured two feet across. Huson descendants

Daily Bread Food Bank thanks big donors for helping feed the hungry The Daily Bread Food Bank recently honoured a local farm and a corporate bank as two of its top donors in the fight against hunger. The Etobicoke-based food bank recognized Bank of America Merrill Lynch (BofAML) and Dominion Farms Produce for “making it their business to help provide food for hungry” at its annual ‘Best in Class’ Donor of the Year Awards on Monday. The awards, said Daily Bread executive director Gail Nyberg, recognize the leading roles organizations take in the community when it comes to donating, volunteering and raising awareness to help end hunger in communities across the Greater Toronto Area (GTA). “Dominion Farms Produce and Bank of America Merrill Lynch have been exceptional partners in the fight against hunger – and it is through this kind of committed support that we are able to provide

South Etobicoke business ‘gems’ honoured at annual ceremony Fifteen south Etobicoke small businesses and service organizations were recognized as “gems” of the community last week. The annual Gems of Etobicoke-Lakeshore awards were handed out during a special ceremony in front of a capacity audience at The Assembly Hall May 25. “The Gems of EtobicokeLakeshore were created to recognize and appreciate outstanding small businesses and service organizations that are unique to south Etobicoke and make our community a more vibrant place to live, work and play,” EtobicokeLakeshore MPP Peter Milczyn, who founded the awards, said in a statement. This year’s “gems” were selected from amongst hundreds of entries by a panel of judges that included: David Lombardo of the Kingsway BIA, Lola Macanowicz of the Village of Islington BIA, Chris Korwin-Kuczynski of the Lakeshore Village BIA, Carl Porritt of Long Branch BIA, and Debbie Wagdin. Perhaps the most significant “gem” this year was the Michael O’Connor Thompson award, named after a late local business owner and member of the Lakeshore Joint BIA. The award, which is given annually to the Ward 6 business owner who best exemplifies “volunteerism and community spirit”, was presented to Bill Kassel of Kassel’s Pharmacy, the long-time chair of the Mimico Village BIA.” This year’s trophy winners in each of the other categories recognized were as follows:

Etobicoke Sports Hall of Fame’s athlete of the month is Peter Flagler Peter Flagler, 20, is a member of the Etobicoke Stingers Special Olympics Basketball Team for the past nine years. The team practices weekly and attends four tournaments across the Greater Toronto Area yearly. Peter also downhill skis, swims and plays baseball with Special Olympics and his summers are spent working at Islington Golf Course. He has lived in Etobicoke his entire life, attending Our Lady of Sorrows Elementary School. He presently attends Michael Power/St. Joseph Secondary School. Peter is a member of the Power swim team and he has competed at the Ontario Federation of School Athletic Associations (OFSAA) provincial championships for the past three years, where he has won a gold (50m back) and two bronze (50m freestyle and 50m back) medals in Paraswimming events. Peter also helps manage his high school’s football team and has been a
