work at an Ebola treatment centre in Kenema. Many of them lost some, or all, of their family to Ebola. Others experienced shunning by family and friends fearful of contracting the deadly virus. “My priority was supporting local staff and the many

survivors,” said Damota, a Canadian Red Cross delegate, raspy-voiced from a respiratory infection. “Most lost a lot of support from their family and friends who are scared because of the stigma attached to Ebola. It’s very difficult for them. I sup-

Farce offers hilarious wedding drama There Goes the Bride, on stage March 26-29

MARIA TZAVARAS maria_tzavaras@yahoo.ca Theatre Etobicoke is getting ready to stage one of the classic farces in a limited four-day run at The Assembly Hall starting March 26. There Goes the Bride, by Ray Cooney and John Chapman, is not only hectic and funny, but offers a unique plot twist that will make for some surprises over and above what is usually seen in a farce. Director of the show, Alex Bodnar, said farces generally follow an exact formula, for example, the fast pace, the mistaken identities, but because the show is written so well, it will also focus on the characters’ personalities. “That’s one of the things we are focusing on in this production, is about the idea of family relationships as opposed to just the traditional farce set-up,” said Bodnar, adding that it will still be fun and have the same concept and humour of a traditional farce. With that said, Bodnar said he has modelled the production after the popular 1980s soap opera Dynasty. where even though people look and act a certain way in high society, they will still behave badly in the funniest of ways. Set in 1985, the audience is present on the day that Judy Westerby is supposed to get married in a massive 400-guest wedding, headed up by

her proud mother Ursula Westerby, which will be played by Etobicoke resident Nicole Bailey. However, what is supposed to be all about the day runny smoothly leading up to the perfect wedding, is thrown off course after Ursula’s husband, Timothy, an advertising executive, gets banged on the head, leading to an interesting result: one of his ad props coming to life. And it’s not just any prop, Bailey said, but a beautiful flapper girl from the 1920’s named Polly Perkins, who is decked out in seductive flapper

gear. “And nobody can see her but him, so we all think he’s gone absolutely crazy on my daughter’s wedding day,” she said. To make matters even more complicated and confusing for Timothy, Polly is constantly dancing around him, and others, taunting them in her flapper gear making him seem even crazier. Bailey said Ursula is then left to try juggle the hectic day as well as keep an eye on her husband. “They are putting on the airs, they

oronto council needs to fix its slow and cumbersome heritage preservation process, or risk jeopardizing not only the future of Toronto’s historically significant buildings, but the city’s relationship with developers. The first point comes in a warning by the CEO of Heritage Toronto, one of our sources in this week’s exclusive feature on heritage preservation (pages 36 and 37). Too few staff and a long list of nominations for the city’s heritage inventory means a slow evaluation process getting properties protected. All the while, fast-paced development continues to make its lasting mark on the city. “The delays mean we may lose buildings, particularly residential buildings, that don’t get evaluated time to get onto the list,” said our view in Francisco Alvarez. The lack of staffing and History being resources at the city’s Heritage Services is affecting sacrificed to Preservation developers, too. Sam Mizrahi, the new owner of inefficiency the former Stollerys at 1 Bloor St. told us he was surprised to hear a councillor was trying for a heritage designation on the site, only months after Mizrahi purchased it. He said his plans were always transparent and when he did over a year of prepurchase research, any question about heritage designation he put to the city was met with “indifference.” In the end, his demolition of the site was perfectly legal and whether there was ever enough to deem the building historically significant enough to warrant protection remains to be seen. Even developers working on heritage properties wish HPS had more staff. Deirdre Gibson with the architectural firm converting Wesley Mimico United Church into a seniors residence says the lack of staff made it difficult co-ordinating efforts. The city has approved adding eight planning staff to study properties for potential Heritage Conservation Districts (HCD), but it may not be enough. There are 16 neighbourhood HCD requests, but over the next year the increased staff will only be able to approve three or four. And there’s an estimated 1,500 properties awaiting review for the heritage inventory list. It’s our history that gets sacrificed by the city’s inefficiency. There’s a balance to strike between developers and heritage preservationists that starts with bringing this department up to speed.

John Tory valuing consensus over obedience: evolutionary, not weak M

ayor John Tory gets a lot of credit for fulfilling some pretty basic expectations as a mayor: he is diligent and compassionate, tries to be fair and at least attempts to apply common sense to organizational matters. This was in great evidence Monday, when he joined councillors and music industry representatives to report out on a trip they’d all taken to Austin, Texas. He met with tech companies, sat down with Austin’s new mayor, saw some Canadian bands at the South by Southwest music festival, and he came back with the beginnings of a plan to boost Toronto’s music industry, promote tourism and attract hightech jobs. Good behaviour, good ideas, a consensus at the end of it… and all so staid that just a single

reporter was assigned to follow him around. At the same news conference, Tory dealt with some other issues, notably, a scathing critique by the Ombudsman, now departing, that he hadn’t done enough at council to ensure her office was adequately funded. Tory seemed hurt that she would criticize him: he had, after all, tried to whip the vote at council to boost the tiny office’s budget back to a more adequate funding level. He simply couldn’t persuade a majority of council to support his true plan. Now looking at recent history, it is inconceivable that a mayor just a few months

into his job would find himself unable to win a vote at council, and would have to resort to an unworkable compromise. Mel Lastman, David Miller, even Rob Ford could generally get what they wanted from council and wouldn’t, on key matters, take no for an answer. Tory has in recent months made it clear that he eschews that style of leadership, at least on council; that he values consensus over obedience. It’s easy to call that weakness, but it would be nice to think it was evolutionary. In the final year of the last term, after all, ScarboroughAgincourt Councillor Norm Kelly started that ball rolling when he took over most of Ford’s duties at the behest of council. Kelly spent the entire year well aware that he served at council’s pleasure, and often abandoned

issues rather than try and whip the vote. It was clear that council enjoyed this consensus approach to governance and if not much got done, well, not much got broken either. Tory fits into this newly self-aware council well. In the broad strokes, he pushes policies and ideas that appeal to the centrist majority on council, abandons difficult ideas like the contracting out of garbage when it seems they won’t fly, and most importantly, behaves himself. It is a marvelous way to govern when one’s government is of one relatively sane mind. When it starts to leave the rails? Tory may find that expectations suddenly rise.

Street-inspired Cover Me Urban event brings attention to homeless youth

April 1 fundraiser to meld street food with music, fashion, hip hop, dance and art CYNTHIA REASON creason@insidetoronto.com Youth Without Shelter’s Art Tsang and Team YWS are once again set to tackle the flavours of Rexdale at next month’s second annual Cover Me Urban fundraiser – but this year’s menu courtesy of the Etobicoke youth shelter comes with a frugal twist. “Last year when we were at the event, I thought, you know, it’s nice to prepare and eat nice, fine food, but in reality, that’s not what our guys will be eating when they start living independently,” said Tsang, YWS’s planning and evaluation manager and head chef for Cover Me Urban. “So that got me to thinking that, if we ever did the event again, we should serve things that our youth would typically eat on a limited budget – things that are popular, like ramen noodles, canned stuff and that kind of thing. ” Fast forward one year, and Tsang and his culinary team of YWS youth residents – including Gaston, 19, and Anessa, 18 – are preparing to serve up vegetarian ramen, and corned beef and sauteed onions on crackers, to this year’s guests of Cover Me Urban. “I thought that would be a truer representation of what our guys would eat on the limited budget they’ll likely have,” added Tsang, who, as a former resident of YWS himself, knows the hardships homeless youth face when first getting on their feet. Team Y WS, however, won’t be the only ones cooking up culinary delights on Wednesday, April 1 at this year’s Cover Me Urban – a street-inspired fundraiser cohosted by Prospect Media that aims to merge fashion, hip hop, art, dance, music, street food and drink under one roof. The evening event will see The Glass Factory, 99 Sudbury St., transformed into separate

and distinct ‘neighbourhoods’ – including Rexdale, Little Italy, Kensington Market, King West, High Park, and the Junction – to reflect the diversity of Toronto. And in each of those six neighbourhoods, talented chefs such as 2015 Chopped Canada winner Keith Hoare, of Thistletown Collegiate, and Culinary Olympic gold medalwinner Tony Fernandes, executive chef at the Crowne Plaza Toronto Airport, will man food stations where they’ll be creating special menu items to reflect the cultural cuisine of that area. And just like last year’s inaugural event, the 2015 Cover Me Urban fundraiser will also feature a jam-packed evening of interactive, “streetinspired” entertainment and activities, said Judy Leroux, YWS’s development manager. “Each year, we’re going to mix it up to get different flavours and different street performances,” she said. “For street performances this year, we have a beat boxer from UNITY, Phade the graf-

fiti artist, percussionist Troy Sexton, who used to be in the musical Stomp, customized graffiti T-shirts by Cre8cure, fantasy air-brushed tattoos, a photo booth, and a city scene creation to be auctioned off that our guests will help create, paint-by-number style.” The whole event, which will also feature a fashion show by Puh-Nash, a silent auction, and music by DJ-J-Me, will be emceed by CP24’s Jamie Gutfreund, alongside two former YWS residents who are now living independently. “What’s most important for us, too, is the way our kids can be involved in this,” said Leroux, noting that Anessa

and other YWS youth snapped all of the photos to be used for the neighbourhood backdrops to be displayed the night of the event. “And we’ll also have about 10 youth on Team YWS, serving food and assisting in different areas at the event.” In turn, all proceeds from Cover Me Urban will be invested back in to the more than 1,000 homeless youth who seek refuge every year at YWS – Etobicoke’s singular emergency residence and referral agency serving youth between the ages of 16 and 24, Leroux added. “All money raised goes to support our full circle of care and all of the programs that we offer here at YWS to support youth – our housing program, our Steps to Success program, our Stay in School program, our employment program, and our emergency residential program – for all of which the end goal is to lead youth to independent living,” said Leroux, noting that last year’s inaugural Cover Me Urban raised just over $45,000. The 2014 Ebola outbreak in west Africa is the “largest and most complex” since the virus was first discovered in 1976, the World Health Organization (WHO) reported. WHO is the target of a damning report released Monday on the one-year anniversary of the West African Ebola outbreak. Medecins Sans Frontiers, known as Doctors Without Borders, stated the Ebola outbreak reached an “avoidable” and “catastrophic” scale due to a lack of leadership by WHO, and an absence of a global health rapid response. The Ebola epidemic infected at least 24,000 people and caused more than 10,000 deaths. Ebola cases are on the decline “causing speculation about the epidemic’s end,” the report stated. That decline in Ebola cases impacted Damota’s deployment. Initially expected to be sent to an Ebola treatment centre in Kono, a rural area of jungle where Ebola continues to spread, Damota was instead deployed to Kenema to support local Ebola treatment centre workers. There, hope exists that the Ebola outbreak has ended. The Kenema facility has not treated an Ebola-confirmed patient in a few weeks, Damota reported. “It’s amazing,” Damota said. sions trip. During her first with another aid organization, she started a shelter for women and children in New Orleans after Hurricane Katrina. “I love it. It fits my skills and personality. I thrive in a crisis. It’s when I’m at my most calm and effective,” she said. Damota works as a social worker and Toronto’s east region manager of its community crisis response program. The city program provides support and resources to communities following a critical incident like a shooting, stabbing, swarming or gang-related activities. In Sierra Leone, thousands of orphans are another consequence of the deadly virus. More than 9,000 children are registered as orphans of Ebola, Damota reported. She and other delegates worked with Sierra Leone’s child protection organization

to support the transition of orphans into their new homes and families. “In many cases, entire families died of Ebola. A lot of older siblings who were primary caregivers and breadwinners died, as well. It’s quite devastating,” she said. “In most cases, the community just raises the (orphaned) child together. They step in with support from organizations. It’s a group effort.” Damota flew home to Pearson International Airport Monday and has coordinated with the Public Health Agency of Canada (PHAC) officials on a 21-day rest period she will take at her Etobicoke home. There she will take, record and report her temperature twice daily, as per PHAC protocols.

What Risks Do You Face? According to the Better Business Bureau, which tracks the ‘reputable’ roofing companies, roofing is at or near the top of the list for customer enquiries and complaints for the last three years in a row. Homeowners with limited experience in roof replacement rely on the roofing contractor to recommend the proper specifications. This process becomes confusing because there is no regulation in the industry, and each contractor recommends a different job. What you should know about roof surface or roof deck preparation: The roof deck is the structural surface over which your roofing materials are applied. All roof boards and/or plywood must be fastened securely to the rafters, and damaged or rotten wood must be replaced. Your attic should be inspected before the work starts to uncover potential problems. A bad roof surface allows the nails to push up through the shingles, causing leaks. What you should know about underlayment: A complete underlay system should be applied before your shingles are installed. There are two types of roofing underlay, waterproof and water resistant. Waterproof underlay is needed in areas most vulnerable to leaks: the eaves edge of the roof; in valleys, at dormer sides, around chimneys and around skylights. Water resistant underlay, often called “tar paper”, is needed on the remaining roof area. Water resistant underlay protects the roof surface in a storm situation where a few shingles blow off, but cannot be replaced immediately. What you should know about ventilation: Improper attic venting is a common cause of early shingle failure, and your product warranty requires that your attic have proper ventilation. Venting consists of intake and exhaust. To facilitate proper air flow, your attic needs intake vents located in the overhang and exhaust vents at the roof peak. A balanced venting system is required; otherwise air will be pulled from your house. An inspection of your attic is essential to present appropriate and complete venting solutions. What you should know about shingle quality: All shingles are not the same. Estimators should include at least three grades of shingles and inform you of the real expected shingle life. In addition to their aesthetic appeal, better quality shingles often provide you with the best value when measured on a cost per year basis.

Two arrested in shooting, home invasion Toronto police arrested two men in connection with a shooting and robbery in January outside the same Islington Avenue highrise where two men were shot in separate instances a week ago. Police charged the same two men in connection with a home invasion robbery that occurred in February. Police allege one man was armed with a handgun as two men approached a 19-yearold man standing at a bus stop outside 2063 Islington Ave. Jan. 21. The men made demands for the man’s property. A struggle ensued and the 19-year-old was shot in the

abdomen, police said. Police further allege on Feb. 21 three men forced their way into a townhouse at 21 Richgrove Dr. armed with a handgun. Several people were held at gunpoint while the home was ransacked. Shots were fired before the men left the home, police said. Police have arrested Ahmed Siyad, 22, of Toronto. Siyad is charged with armed robbery; discharge firearm with intent to wound; possession of firearm knowing its possession is unauthorized; use firearm during the commission of an indictable offence; unauthorized possession of a firearm, and point firearm.

Toronto police investigating Islington Avenue death of man, 72, as a homicide apartment murder A 72-year-old man has died from injuries he sustained a week ago. Police responded to a call March 18 around 3 p.m. for a man found semi-conscious and bleeding from the head at the Marina Del Rey condominium at 2267 Lake Shore Blvd. W.

Siyad was shot multiple times in a stairwell at 2063 Islington Ave. around 3:15 p.m. and was found wounded on the ground outside the building. Five hours later, just moments after police cleared the scene, Marfo was gunned down near an exit door of the building. He died in hospital on Thursday. Det. Sgt. Mike Patterson of the homicide squad said Siyad, who has since been released from hospital, is uncooperative and didn’t provide a statement to police. “It appears at this stage that the murder of Mr. Marfo may be retaliatory in nature for the shooting of Mr. Siyad,” Patterson told reporters during a news conference at police

headquarters Friday. “In the interest of community safety, there will continue to be a high police presence in the area.” Police also plan to re-canvass both 2063 Islington and the neighbouring building, number 2067. “There is somebody out there that could provide some insight as to why these shootings occurred and who is responsible,” Patterson said. “I’m encouraging them to step forward and speak to us, and if they don’t feel comfortable speaking to the officers during the canvass, please feel free to call me directly.” Patterson said there’s no evidence to suggest that Marfo was responsible for Siyad’s shooting. He said Marfo was an “upstanding community member” though he did have a run-in with the law a number of years ago. Marfo is the city’s eighth murder victim of the year. Patterson noted there are “gang overtones to this investigation.”

New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85-Alive” program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 per cent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. But with an estimated price tag of about $1,500 per scout, only seven members of the troop are able to make the July 11 trip – and even then, only if they’re able to fundraise enough of the cost to make it afford-

Preserving the integrity of the Greenbelt and planning for growth On Feb. 27, OHBA joined the Minister of Municipal Affairs and Housing Ted McMeekin to celebrate the 10 -year anniversary of the Ontario Greenbelt. I stress the word celebrate because the Ontario Home Builders’ Association is not here to fight the Greenbelt. Recognized as the largest urban Greenbelt in the world, it serves to protect farmland, green space and clean water in Greater Golden Horseshoe. The Minister also used the occasion to launch a co-ordinated review of the Growth Plan for the Greater Golden Horseshoe, the Greenbelt Plan, the Oak Ridges Moraine Conservation Plan and the Niagara Escarpment Plan. The Minister stressed that the Greenbelt will continue to protect Ontario’s environmental priorities, while the Growth Plan will remain aligned with the economic opportunities and infrastructure decisions governments are providing. Clearly, the government has already connected the dots between these important land-use plans. The province is also promoting investmentready communities to spur economic growth and the success of that initiative will be based on how we all work together to solve our infrastructure challenges and how we build complete communities that people and businesses can afford. Most importantly, we want to improve the quality of life and affordability for families living in Ontario and this is the best outcome for the coordinated review of the provincial Greenbelt and Growth Plan. According to an Environics public opinion sur-

vey, over the last decade, support for the Greenbelt has grown to 93 per cent. Over that same decade, this region’s population has grown by over four million people and 1.6 million jobs. Today over nine million people live here and by 2041 an estimated 13.5 million will call this region home along with almost two million more jobs. Demand for housing is also strong – in 2014, nearly 40,000 new homes were purchased in the GTA alone and construction started on close to 29,000 new homes last year. We must find a balance so that we can continue to welcome residents and businesses to this province, while protecting significant environmental lands. The co-ordinated review is the opportunity to connect the dots, look at how the plans have worked together over the last 10 years and refocus the province, the regions and municipalities on future community and economic development as we continue to build safe, affordable and sustainable communities where we can all live, work and play.

Under-cabinet task lighting is a nice touch. Inclusion of skylights and sun tubes can bring natural light into rooms that may not have south- or westfacing windows. • Put a deck addition outdoors. Decks and patios can make backyards more appealing. The scope of your investment will depend on the size of the deck and design. Doing the work yourself can cut the cost of decks in half, but only if you have the specific tools or experience to tackle such a project. • Improve curb appeal. Adding attractive landscaping and freshening up the entryway to a home can add considerable value to your home, as buyers judge homes by their exteriors. Completely renovated interiors may never be seen if buyers pass up your home because of a less attractive exterior. Classy, subtle changes, like well-placed shrubbery and a green lawn, can work wonders. An inviting front door and well-lit entryway also draw buyers inside to have a look at the home. Before making improvements, homeowners should determine if a given project will provide a solid return on their investment.

Don Cherry launches pet rescue foundation

TAMARA SHEPHARD tshephard@insidetoronto.com Legendary hockey coach and commentator Don Cherry gave it up for rescue animals and fans young and the young-at-heart last Thursday morning at the launch of his new foundation at Walmart Etobicoke Supercentre. Don Cherry’s Pet Rescue Foundation will provide funding to qualified, registered Canadian charities, and educate the Canadian public on animal welfare. Some of its funding will come from the simultaneous launch of a line of dog treats from new Etobicoke-based company, Simply Pets. Before getting down to business, Cherry quickly turned his attention to a growing line of fans. Little Holden Campbell, 9, stood out from the crowd. Sporting a Cherry-esque orange, blue and yellow checker sports coat, Holden gripped a limited edition Don Cherry bobblehead doll waiting expectantly to meet his idol and get an autograph. “You’re looking pretty sharp there, Holden,� Cherry said as he signed the boy’s bobblehead box and posed for photos. The Bruce Peninsula Predators’ goalie, his parents Wayne and Becki and sister, Brooklyn, drove three hours Wednesday night from their home in Wiarton, ON, to meet the legend. “I like him because he’s on Coach’s Corner. Because he speaks the truth,� Holden said. Brothers Sascha Fabbri, 9 and Evan, 7, had a shorter journey to meet the hockey icon from their home in The Kingsway. Michael, their dad, works on the Walmart team that brought Cherry to the store. “I like Don Cherr y because he’s awesome,� said Sascha, sporting a Montreal Canadiens’ shirt. “I love hockey. The Humber College men’s basketball team won their record sixth national championship the hard way, knocking off the tournament’s top two seeds, along with the defending national champion. The Humber Hawks, ranked fourth, earned their gold medal with a 68-62 win over second ranked Vancouver Island University (VIU) Saturday. The Canadian Collegiate Athletic Association (CCAA) tournament was hosted by third-seeded Mohawk College who had earlier in the month won the provincial title over Humber College 84-74. The two Ontario teams didn’t meet up at nationals, however. It marked the end of a bit of a dry stretch for Humber at the national level whose last medals were bronze in both 2010 and 2003 and gold in 2001. Humber won its semifinal game last Friday 81-70 over top ranked Holland College of Prince Edward

roponents of preserving local historical architecture say the process to designate heritage properties in Toronto is too complicated and slow to be effective and is often trumped by the desire to intensify. It’s why buildings such as Stollerys, a 114-year-old downtown building that housed a clothing store, was cleared for demolition in January before preservation advocates could get the property designated as a heritage building, said Scarborough archivist Rick Schofield. “There’s a huge backlog of buildings that could be threatened and we want to have them listed (on the city’s inventory of heritage properties), not designated. Developers should have to prove why they can’t reuse a building.” When a municipal council refuses a demolition permit, the city has to prove to the Ontario Municipal Board why the building has heritage value and why its value outweighs the potential benefits of government-sanctioned intensification, she said. But, there are victories, too, such as the Weston Heritage Conservation District (WHCD), where an entire community was designated under the Ontario Heritage Act. Designation was split into three phases, due to the neighbourhood’s size, with the first phase, consisting of 114 homes, getting designated in 2007. Work on Phases 2 and 3 is ongoing. The district preserves the streetscapes, allowing homeowners to make interior changes to their properties, some of which are more than 150 years old. “In Weston, it’s meant to be a community building exercise, not a community dividing exercise,” said WHCD president Cherri Hurst.

s much as heritage designations can add to the character of a neighbourhood and provide links to Toronto’s past, there’s little question they can provide headaches for developers. Projects that are approved on heritage sites can prolong work times and ramp up costs as workers have to work around the protected building. In some cases, a heritage designation can even scuttle a project after a developer has invested time and money on a site. The Wesley Mimico Place project – which will see the historic Wesley Mimico United Church site redeveloped to include 30 seniors residences, community space and a smaller church space at 2 Station Rd. in Etobicoke – is in the midst

The project will see much of the church, which was first built in 1923, preserved – albeit at no small cost. “It’s added about $650,000 worth of costs to the project,” said Deirdre Gibson of Robert Reimers Architect Ltd., the firm tasked with the redesign. “We have to replace copper with copper. We’re taking out old bricks, cleaning them and reinstating them.” Wesley Mimico United Church was adamant the original church building be

Another challenge was the fact that the City of Toronto’s own Heritage Preservation Services are, in Gibson’s estimation, woefully understaffed. “The city staff at Heritage Preservation Services want to be helpful and they love their heritage buildings, but there aren’t enough of them,” she said. She added that the Etobicoke York Community Heritage Pre s e r va t i o n Pa n e l w a s extremely helpful in moving the project along, writing letters of support. Still, the lack of staffing made for slow going at times. “It’s been a three-year journey and we wish it hadn’t been,” Gibson said. Councillor Kristyn WongTam started the process to have the building designated a few months after Mizrahi purchased it in October. “We did over a year of investigating and due diligence before we bought the site and (heritage designation) was never even on the radar,” Mizrahi said. “Any time we asked about it, the response we got was indifference.” Mizrahi secured the proper demolition permits and began tearing down the Stollerys building legally, shortly after

word of the move to preserve the building got out. He finds it suspicious, to say the least, that no move was made to preserve the building and no attention was paid to its potential historic value until after his company purchased the land. He said he believes heritage designation is often used as a cudgel to thwart developers as opposed to a means of protecting buildings that have architectural value. “I don’t think it’s acting in good faith to use heritage to try to control the development process,” he said. “It’s an abuse of power.”

It wouldn’t look like Davisville anymore.” Matlow said he is hoping a heritage designation on the site will help keep that heart in its place. But of course it’s no guarantee. A successful appeal to the Ontario Municipal Board (OMB) by a deep-pocketed developer can still see that designation overturned. It is better than nothing, however. Toronto has an inventory of about 10,000 heritage properties, with two-thirds of those designated. When a property has no protection, whatever its heritage value may

be, owners can demolish the building in short order. Consider the Stollerys story. The demolition shocked many but was entirely lawful. A city review of the property’s heritage value would have taken some time. City staff cannot say exactly how long the list is of sites nominated – but not yet reviewed – for the inventory, but Heritage Toronto CEO Francisco Alvarez estimated the list is about 1,500 long. Until earlier this month, the city only had two staff to sift through those applications – some made by city councillors, but many by residents. And it could take years until a site was simply listed, nev-

ermind put through the more rigorous process for designation. In the 2015 budget, Toronto council approved adding eight

planning staff to move matters along more quickly: specifically, to begin studying properties on a neighbourhood-wide basis, to create so-called Heritage Conservation Districts where many properties would be preserved. But even with the additional resources, nothing will happen quickly. There are 16 neighbourhoods that have put in a request, and over the next year the increased staff will only be able to approve three or four. “Given the pace of development in Toronto right now, it still might not be enough to provide the level of customer service to individuals and developers,” Alvarez said. “The delays mean we may lose

buildings, particularly residential buildings, that don’t get evaluated in time to get onto the list.” Earlier this year, Matlow convinced councillors to seek another way to speed historical designations up, by creating a third designation for historic properties that would list properties of possible historic significance as “identified.” Any plans to redevelop those properties would have to wait 60 days for an assessment. Also on the books is a plan to lessen the ability of the OMB to reverse or disallow heritage designations. That report is expected in June.

Currently the OLG sends $15 million to Toronto each year from the revenue from the slot machines at Woodbine. And Eaves pointed out that of the 7,500 jobs provided by the racetrack, 5,000 of them are for Rexdale residents – 10 per cent of the community’s workforce. Lis Pimentel from United Here Local 75, the union representing service workers at the race track, also came out supporting the plans. “If the Woodbine racetrack is going to thrive, some sort of transformation is going to be needed,” Pimentel said. “From our perspective we really believe this is an important anchor institution in the city and the

west end where good jobs are really needed. We’re looking forward to seeing a project that will make Woodbine a real engine for good jobs and tourism.” Under the plan, city staff will begin a public consultation process that will cover a public meeting in Etobicoke, an online questionnaire and a city-wide public opinion poll, as well as a public meeting at the Executive Committee. As well, the Executive Committee will see a report from the city manager at its June 30 meeting that would look at all issues surrounding expanding gaming at the Rexdale Boulevard racetrack. The debate, if it proceeds, will be a variation of the fierce one that council went through in the last term, when the province was considering locating a casino in downtown Toronto. At the time, Woodbine Entertainment Group wanted in on the action but Mayor Rob Ford’s administration focussed debate on the downtown location. Eventually council rejected the plan.

Spadina subway extension delayed to 2017 CEO says the TTC is overburdened with infrastructure projects; subway extension to cost at least $150M more RAHUL GUPTA rgupta@insidetoronto.com In the wake of the announcement the Toronto Spadina Subway Extension (TYSSE) will be further delayed, TTC CEO Andy Byford hinted the transit commission should no longer manage large infrastructure projects. Last Friday’s news conference at the Toronto Transit Commission’s head office revealed the TYSSE can open at the earliest by the end of 2017 - a year later than scheduled and the second major delay to the six-stop extension of the Spadina line since construction began in 2008. It will also cost at least $150 million more to finish the extension, which is 70

per cent done according to options presented by the TTC. The money must be provided by both the City of Toronto and York Region in a 60-40 funding split. The federal government and the province also provided funding to the project but those are fixed amounts. A staff report outlining options for completing the extension also recommends an unidentified third-party company take over managing the project from the TTC. T h e T TC b o a rd w a s expected to vote on the recommendations at its meeting today. Taking questions from media Byford said the TTC, which is also tasked with delivering the Scarborough subway extension as well as

the Relief Line, is overburdened. “I do have the opinion we have a lot on our plate,” said Byford, who listed existing obligations such as subway signal upgrades, accessibility improvements, Presto card implementation and the delivery of the new streetcar

fleet. “To say we are busy is an understatement,” said Byford who added the decision to no longer manage infrastructure projects would have to be decided by the TTC board. The report also recommends against a phased opening of the extension to

Even though the delays were long known – concerns were noted regularly in Byford’s monthly reports to the board – he said he waited until this week to fire two senior TTC executives part of the project so as to get all the information required to act. In a statement, TTC chair Josh Colle, who earlier ordered an audit of all of the commission’s capital projects underway, said he was disappointed with the delay and committed to increasing accountability at the TTC. “The status quo cannot continue with respect to this project, or any of the TTC’s major capital infrastructure projects,” he said. Without going into detail, Byford said he would expect to be held accountable if the extension is not completed by the end of 2017.

Also attributed for the delay was “strained relationships” between TTC management and contractors. Other reasons for the delay given were technical issues tunneling under the York campus, as well as the death of a worker and subsequent Ontario Ministry of Labour investigation. The York site remains the least completed at just 35 per cent done. None of the six stations are fully complete, although all subway tunnel work is finished. Byford also blamed the delay on deferred funding for the project which caused construction to begin 18 months behind schedule, in the fall of 2008, although he conceded the TTC agreed at the time not to extend the construction schedule to account for

Dufferin to undergo road repairs Spring has finally sprung, and with the warmer weather comes the start of another season of road work. One major roadwork project on tap for this year is the resurfacing of a portion of muchmaligned Dufferin Street, from Eglinton Avenue West to Jane Osler Boulevard located just south of Hwy. 401, near Yorkdale Shopping Centre. The work will also include sidewalk repairs, installation of new concrete bus bays as well as tree and sod replacement. The work is expected to start in May and run until November with a detailed construction schedule released in April.

The TTC announced recently it’s giving the antiquated Scarborough RT trains a new look. Now the line will be out of commission for a few weekends to refurbish the service. The closures are intended to increase the operating life of the RT trains, which recently passed 30 years of service. The trains were supposed to have been out of commission by now, but city council’s ill-advised shift to a subway extension from light rail means the RT will have to run much

Despite the planned construction it’s a safe bet Dufferin Street will once again end up near the top for the designation of worst road in the province. The Canadian Automobile Association’s (CAA) annual online voting contest is up and running and Dufferin – which was chosen worst road in the province three years running –

The city and TTC unveiled new designs this week for community art murals which will appear on construction hoardings at Coxwell and Woodbine stations. The murals were completed with the assistance of youth artists part of the mentorship program City on the Move, which is an undertaking organized by the TTC and city in conjunction with youth community agencies Arts for Children and Youth and Children’s Peace Theatre. The works also contain lyrics from two poems by Toronto’s official Poet Laureate George Elliott Clarke.
