Etobicoke’s elite swimmers and divers may soon be getting help from city council for hardships they have suffered due to a

closure of the Olympium for renovations for the 2015 Pan Am and Parapan Am Games. A request for aid was made to city hall and a committee on April 17 agreed the athletes from clubs based at the Olympium

suffered financially and otherwise from the closure last June. The pool is not slated to reopen until September. Committee members approved $181,000 in credits to waive the new pool’s fees to be

shared by the Etobicoke Diving Club, Etobicoke Swimming and Olympium Synchronized Swimming Club to help them stay afloat. Also hurting is the Mavericks >>>CITY, page 14

Ward 3 Councillor Peter Leon faced an angry chorus of residents Tuesday night. Central Etobicoke residents who live in The East Mall and Rathburn Road area packed the Etobicoke Civic Centre council chambers to get information on a revised proposal to build a 902-unit condominium and commercial retail project in their neighbourhood – a project many said they believed was “dead”. Some residents reacted in astonishment when Etobicoke York Community Council considered a planning report at its meeting April 8 seeking Toronto council’s direction to send a city lawyer and a city planner to the Ontario Municipal Board (OMB) on June 26 in support of the city’s settlement with Lanterra East Mall Limited. Lanterra appealed to the OMB last November, two years after it had submitted a rezoning application to the city for 600 and 620 The East Mall. Plenty of feathered high fives were doled out to Dixon Grove Junior Middle School students last week during a school visit from Toronto Blue Jays’ pitcher Aaron Loup, firstbase coach Tim Leiper and perennial crowd favourite ACE, the Jays’ winged mascot. The hour-long session with the Jays came courtesy of the Blue Jays in the Classroom program, which each season sees players and coaches visit classrooms to promote healthy eating, regular exercise and physical fitness among students. The visits give young Jays fans the opportunity to get up close and personal with their favorite players, while also learning from them how health and fitness is key to their success as professional athletes. “I know growing up, we had the same kind of thing in baseball camps and things like that – and it was always great to see players come out and help out,” said left-handed reliever Loup, a Louisiana native who was drafted by the Jays out of Tulane University back in 2009. “Now as a player myself, I always try to help out as much as I can, especially with little kids growing up. And it’s just fun. It’s fun for us to get out see how much they enjoy baseball.” During last Thursday’s noon-hour baseball session in the Dixon Grove gym, Loup, 26, took half the participating grades 7 and 8 students from the school’s athletic council through some pitching and catching drills – even pulling 13-year-old Mustaf Unle (a fellow lefty) aside for some personalized coaching – while

Students at Dixon Grove JMS had a visit from Toronto Blue Jays players and staff. Here the Jays’ first base coach Tim Leiper gives students some tips.

Leiper had the other half running through hitting drills. “When you miss the ball, nothing good can happen, but if put the ball in play and you hit it, that’s good,” Leiper advised the dozen kids under his charge, as each stepped up to the batting tee to hit wiffle balls at the gym wall. just like the professionals “This here is what we do with our guys – the Brett Lawries and the Jose Bautistas – when they first get on the field and they’re in the batting cage. We set the balls on a tee and they try to hit the ball the length of the batting cage...Just try to hit the ball as hard as you can and as straight as you can.” For 13-year-old Neer Patel and her classmates Serena Niyamuddin, 12, and Hodan Farah, 14, being coached by a “real-life” Blue Jays player and coach was an “unbelievable” experience. “Not only was the pitching amazing, but they gave us more than one shot at hitting the baseball,

which was amazing because we kept learning a lot more techniques, like how to pivot,” gushed Hodan, who said she learned a lot from the experience, despite already playing on Dixon Grove’s baseball team. Hodan and her grades 7 and 8 classmates will now get the chance to watch the real professionals in action June 11 when the Jays take on the Minnesota Twins on School Day. Dixon Grove teacher Lisa Felton said this year will mark the second in a row that the school will send its senior students on a year-end field trip to the Roger’s Centre. “It was a great experience last year, so we bought tickets again this year,” she said, noting that it was through a draw of School Day ticket-holders that Dixon Grove won Thursday’s visit with the Jays. “We’re looking forward to going to the game – it’s a fun day for the students to watch a little baseball and eat some hot dogs.”

City seeks input on improving weather emergency response

emembering last year’s floods and ice storm may not be on the top of Torontonians’ list of fun activities this month, but the city wants to hear from you about what it should be doing to help residents in future weather emergencies. The ice storm of late December and the flooding after a massive rain storm in July, saw our city hit with two unprecedented weather incidents which knocked out power, caused environmental damage, and millions of dollars in property damage. The massive thunderstorm of July 8 hit Toronto hard and fast. Rain hammered down in a line across much of the west and central parts of the city, causing power stations to flood and shut down, the subway line to close, roads to turn into small rivers, and basements to flood. In the Don Valley, stranded GO train passengers had to be our view rescued by boats as water seeped into the train cars. The ice storm wreaked similar Speak up at havoc; knocking out power for days (in some cases weeks) as meetings or tree branches toppled under the via website weight of the ice and brought down power lines across Toronto. Hydro crews from across the province worked for days straight to restore power, and the city estimated some 20 per cent of Toronto’s tree canopy was destroyed. In some parts of the city, the damage was estimated as high as 50 per cent of tree canopy lost. They were both huge incidents impacting hundreds of thousands of people and highlighting the need for all residents to take some basic emergency preparedness steps including stocking of food, candles and cash in case of similar incidents. It also showed how important it is for residents to keep an eye out for neighbours in need and offer help. This month, residents can weigh in on how the city did in responding to these weather emergencies and what it might do better in the future. Meetings are set for May 12 at the Scarborough Civic Centre; May 13 at Toronto City Hall; May 14 at the North York Civic Centre; and May 15 at the Etobicoke Civic Centre. All meetings go from 6 to 9 p.m. Residents who can’t attend the meetings can share their input by going to the city’s website at www. toronto.ca/weatherprooftoronto A report on how the city dealt with the storms will go to the city’s executive committee on July 2.

column

Taxes and services should be defining issues of mayor’s race O ne thing that everyone seems to agree on in this mayoral election: transportation, and public transit, is a defining issue. Well, let me be the heretic in the room for a moment, and suggest that may not in fact be the case. I come by my heresy honestly, after having heard two candidates – front-runner Olivia Chow and trailing hopeful Karen Stintz – articulate as clearly as anyone yet has, how they’ll pay for the multi-billion dollar downtown relief subway line. Now, the downtown relief line has come up more than a couple of times in mayoral debates and announcements. No one is opposed to it (although Rob Ford puts it at the bottom of his list of priorities). Also, nobody quite knows how to pay for it.

david nickle the city

Stintz got things rolling early on the morning of April 29, outlining a 15-year plan to raise $1.6 billion. She’d do that for the most part by diverting revenue from parking tickets and parking lots into a special transportation fund, and also charging an extra $3 levy on certain downtown Green P parking garages. In the afternoon, Chow had a simpler plan. She’d cancel the Scarborough subway and the tax levy council approved to fund it, and having secured financing from the federal and provincial government, institute a new tax levy to pay for TTC repairs and upgrades, and the downtown relief line – or rather, to pay for the $1 billion the city

would borrow to fund the city’s share of those things. Both plans are forward looking, and could probably work. One raises some taxes more than some would like, one cuts some services and sells off assets more than some would like. Neither can really deliver the transit that Toronto needs on their own. Chow made that point most forcefully when she spoke to the Toronto Region Board of Trade. She pointed out that Toronto receives just eight cents of the dollar its residents pay in taxes federally and provincially. And she points out that it’s not sustainable to expect Toronto residents to fund all or even most of the needs of an urban centre by itself. Since amalgamation, Torontonians have been trained to flinch from tax increases or new taxes, to the point of self-destruction,

even as we’ve grown to expect good customer service and reliable infrastructure. We’ve been taught to avoid drawing a connection between those things – taxes, and services – to the point that we’ll send our elected leadership to work with an impossible task, and elect the ones who’ll most gleefully lie about their ability to complete it. And that is the real defining question in the 2014 election: will voters finally show the maturity and intelligence it takes, to pay for the things we all need, and turn away from comfortable lies and half-measures. Will we collectively find the credibility we need, to ask our fellow Canadians to do the same?

Sometimes behavioural and mental parents think that their kids health issues, the range of behave badly because they services available to them and either didn’t parent them their families in Etobicoke well enough or that the kids and overcoming the stigma are out to annoy them, but oftentimes attached to seekthat’s not the case,” said ing such help. while others suffer from anxiety and depression, and have difficulty managing their behaviour. Others struggle from significant learning disabilities and attention deficit problems, while still others suffer from complex psychiatric issues, or communication, behavioural, social and developmental challenges, such as autism. In addition to several autism classrooms – where children diagnosed on the severe end of the autism spectrum are provided with one-on-one treatment – ECC’s site on Hartdale Drive (located in the former Silver Creek Public School building) also houses three day treatment classrooms, where in each class a Toronto District School Board teacher, a child and youth worker and shared therapists work with six kids, five days a week from 9 a.m. to 3 p.m. The goal of the day treatment program, said team lead and child therapist Amy

Podolak, is to help the kids empower themselves to do well, so that they can successfully transition back to school. The Hartsdale site also offers a range of “extremely busy” group and family counselling sessions every afternoon from Tuesday to Saturday, as well as a highly successful art therapy program, where art therapist Laurel Choat brings out the emotional experiences of even the most non-verbal children. “I get a lot of cases that are trauma-based, and the reason I get those referrals is because trauma often affects the left brain, which impacts language. “And because art is more right-brain related and the right brain is also where memories are stored, it all works together and helps to bring out that expression,” she explained. Meanwhile, every Wednesday from noon to 8

Sometimes people just need to know that they’re on the right track or that the things they’re experiencing are typical... – Leah Cohen, EEC therapist

p.m. over at ECC’s satellite office at 2267 Islington Ave. in Rexdale, staff conduct a walk-in clinic offering therapy sessions with children and youth up to age 16 and their families. Wi t h n o re f e r ra l s o r appointments required to access the clinic, ECC child and family therapist Leah Cohen said the clinic provides a “barrier-free” opportunity for many children and families to “try therapy on for size.” “Sometimes our walk-in clinic acts as a point of entry into the system for children and families who may need

more support than that one session can provide, so we make recommendations and referrals about what other services they can access in the community (either at ECC or other agencies),” she said. “But for others, that one walk-in session is all they need. Sometimes people just need to know that they’re on the right track, or that the things they’re experiencing are typical, or that the things that they’re doing to manage are the right things.” In both her work at the walk-in clinic and with families undertaking ongoing therapy, Cohen said there is often the misconception that a child needs to be formally diagnosed before they can seek help from ECC. “The vast majority of the children accessing our services on the mental health side don’t have set diagnoses... so in terms of the misconceptions around who can or should or would benefit from accessing services from us, you don’t have to have something that has been diagnosed by a doctor or psychiatrist,” she advised. But regardless of the amount and degree of support a child seeking help from the ECC needs, Deszynski said her staff involve families in all of the decision-making processes. “Nothing we do here is done to anybody – there are no imposed solutions. Including the client voice in whatever happens here is very important to us,” she said, noting that ECC’s approach has garnered rave reviews from both parents and children, alike. “One parent wrote to us: ‘You were all there during a very dark time in my and my children’s lives...The understanding of my needs were also taken into account, which was great. Overall, I have renewed hope when I thought I was beaten.’” For more information about the ECC, go to www.etobicokechildren.com or call 416-240-1111.

T

he house at 59 Beaver Bend Cres. in the West Deane Park area is harbouring a secret. On the outside, it looks like a Classical Revival mansion, but hidden inside it’s a red and yellow brick Georgian house built sometime prior to 1852. A n d re w a n d Ma r t h a Coulter emigrated from Northern Ireland and bought

a 100-acre lot in Etobicoke in 1822. Accompanying them were their two oldest children. The couple would have seven more offspring. Their property lay between Hwy. 27 and Martin Grove Road, halfway between Rathburn Road and

Eglinton Avenue, in an area known as Richview. In addition to farming, Andrew built a saw mill on Mimico Creek, which ran through his property. As the family prospered, they bought 150 more acres of land. By 1852 they had built an elegant 11-room, five-bay Georgian house of red brick with yellow brick quoins and lintels. Eldest son Robert’s house also still stands at 112 Ravenscrest Dr. Many family members are buried in Richview Methodist Church Cemetery, which now sits in the middle of the Hwys. 427/401 interchange. The property was sold out of the Coulter family in the 1880s. In 1939, construction magnate Percy F. Law bought the west 50 acres, including the house, for $16,000. Law covered the brick with white clapboard siding (now yellow vinyl) and added a two-storey classical portico on the front, with four Corinthian columns supporting a large pediment. Law called his property Elmbrook Farm and raised prize-winning shorthorn cattle and racing horses. City could grant clubs $181K in fee credits; motion to be voted on May 6 >>>from page 1 Water Polo Club that has been a fixture at the Olympium since its construction in 1975. Diving club head coach Misha Kordyukov said membership fell from 100 to 15 as young divers left for other clubs with pools. “We have been devastated by the closure,” Kordyukov said. “It will take us a long time to rebuild after the

Games is over.” The club has produced top divers who have represented Canada in the Pan Am, Commonwealth and Olympic Games. In 1975, Skip Phoenix became the first Etobicoke diver to represent Canada in the Olympic Games. Maura Young, president of the Synchronized Swimming Club, said about 60 of her yo u n g s w i m m e r s h a ve jumped to other clubs.

“This closure has had a significant impact on us,” Young said. “The remaining girls are scattered in four pools across the city and everyone has had to adjust.” She said about 15 of the club’s high-performance swimmers have to travel to North York several times weekly to train. These top athletes have to travel further since they require deep pools for their sport.

The highly acclaimed club last week appointed Julie Thaden, of Portland, Oregon, as head coach of programs. Thaden was most recently a head coach at Multnomah Athletic Club in Portland. She also worked for 16 years at Indy Synchro Club in Indianapolis, Indiana. Nish Damani, head coach of the Mavericks, said the closure has cost his club a handful of top-tier polo players.

“It has been a difficult year and we have had to use alternative facilities,” Damani said. “We are now training more young starters who do not require deep waters.” York West Councillor Anthony Perruzza, chair of the Community Development and Recreation Committee, that adopted the motion, said it will go before council for a vote on May 6. “This is a way for the city

to recognize the losses and help those affected,” Perruzza said. He said the new facility will benefit the community long after the Pan Am Games. “It will be a great facility for the community for many years to come,” he said. The $20 million in improvements include an Olympicsized pool, dive towers, new signs, lobby area and major mechanical and electrical updates.

Let’s bring back play this summer

a classic

Spring is finally here and with it, the sounds of laughter and kids playing are in the air once again. Bike rides, shooting hoops and playground fun are just some of the ways kids get active in the spring and summer months. It’s a good thing too, because recent reports show that Canadian kids just aren’t getting enough exercise. According to the Canadian Society of Exercise Physiology, kids should get at least 60 minutes of moderate to vigorous physical activity every single day. Unfortunately, for many children that simply isn’t the case. This spring and summer, consider enrolling your child in an organized sport or physical activity, such as soccer, baseball, swim-

ming or cricket. Freida Rubletz, Regional Manager, Jumpstart Programs Greater Toronto Area, Canadian Tire Jumpstart, explains that in addition to the physical benefits, organized play also helps to: • Increase self esteem and self confidence • Develop leadership skills • Improve academic performance • Teach healthy lifestyle habits “As important as physical activity is for our young people, the reality is that one in three families in Canada can’t afford to enrol their kids in organized sports or physical activity programs,” continued Rubletz. “Charities like Jumpstart

remove some of those financial pressures so all kids can have the opportunity to get in the game.” Help bring back play in your community this May by supporting the Jumpstart Red Ball campaign. Head into your local Canadian Tire, Mark’s, Sport Chek, Atmosphere or National Sports store and donate $2 in exchange for your own Jumpstart Red Ball, representing the gift of play you are giving to a deserving child. One hundred per cent of your donation helps kids in your community. To learn more about how Jumpstart is making an impact in your community or to make a donation, visit canadiantire.ca/jumpstart.

Etobicoke’s loss of a fire truck last week as a cost-cutting measure in the city’s 2014 operating budget isn’t the end of it, Ward 1 Councillor Vince Crisanti pledged. Crisanti said this week he intends to contact Toronto Fire Chief Jim Sales in 45 to 60 days so the two can discuss an analysis of the truck’s removal on response times. “I monitored the activities of (Pumper) 413 and in January, February and March, there was more than 475 total responses by that truck that has been removed from service,” Crisanti reported. “It’s an active, busy truck. No one can tell me otherwise.” Toronto fire removed Pumper 413 from Firehall 413 on Albion Road on April 21 leaving the station with one fire truck. Pumper 413’s crew is being reassigned to positions vacated by recent firefighter retirements. In January, councillors killed Crisanti’s motion by a vote of 23-22 to increase the city’s 2014 operating budget to save the truck. It served “one of the highest density communities of more than 50,000 residents,” Crisanti said, from the West Humber River to Steeles Avenue West and the Humber River to Hwy. 427. In all, the budget cuts

include the decommissioning of four fire trucks across the city, closing a fire station near Runnymede Road and cutting 84 firefighters, a decision made after analyzing 2013 data. Last week, Sales said his service endured a “challenging budget year” in 2014 in the wake of new budget cuts that came into effect the day before. “We looked at building the best option we could with the 2014 budget, understanding the fiscal challenges we were under,” Sales told a news conference. “We looked at years of data, call volumes, response times and looked at the best option to meet our budget target with the least impact to service, response times, servicing the public and safety for our fire staff.” Toronto Professional Fire Fighters’ Association President Ed Kennedy followed up Sales’ remarks the next day with a media release also sent to every Toronto councillor that took issue with what the chief said about the cuts. This month’s cuts are in addition to previous staffing shortfalls, Kennedy said. “So in reality, instead of four trucks we now have eight or nine trucks out of service every day across Toronto,” Kennedy said in the release. Frank Ramagnano, media

relations with the fire fighters’ association, said the association’s membership wants to raise public awareness of the cuts. “These cuts affect not only those four neighbourhoods, but affects adjacent neighbourhoods, too,” Ramagnano said in an interview, explaining firefighters from neighbouring stations will be called to respond to calls in station 413’s area. The cuts roll back the number of fire trucks in Toronto to pre-amalgamation levels, despite the fact the population has grown by an estimated 300,000 residents, and the number of homes, businesses and institutions that need protection have also increased, the association reported. “We’ve been yelling and screaming ‘we can’t meet standards. We can’t operate as safely and efficiency as we can for 15 years with the resources we had and then they eliminate four trucks,” Ramagnano said. Crisanti said he intends to work closely with the fire chief and the community on the issue. “I’m going to get that truck back, that crew back,” he said. - With files from Torstar News Service Thoughts on this story? Above, the Faustina Fury minor atom select team, which plays out of the MasterCard Centre, are pictured here with their championship trophies. They are (in no particular order): Avery DiMaria, Jake Da Luz, Andrew Chaytor, Jeremy Currie, Ethan Matheson, Connor Russo, Avery Kalic, Luke Pravica, Marco Cestau, Aiden Lamond, Brydon Hutchison, Eric Jodoin, Mattias Khan and Nolan Murphy. At left, inspiration for this year’s team fundraiser are team players Jake Da Luz and Avery DiMaria (with Coal, Avery’s diabetic alert dog).

The Faustina Fury minor atom select team are champions both on and off the ice this year. Not only did the team’s roster recently cap off a fantastic 39-2-6 season on the ice with a Tier 1 Championship title from the North York Hockey League, but on Monday, May 5 they’ll band together to champion the causes of two of their players who suffer from chronic diseases. In support of 10-year-old top goal scorer Jake Da Luz and nine-year-old defensive player Avery DiMaria, half the proceeds from the team’s 2nd Annual Giving Back Hope fundraiser will support the juvenile arthritis research team at SickKids Hospital that helped give Jake his mobility back, while the other half will go to Warren Retrievers, a non-profit service dog organization that provided a diabetic alert dog to Avery. Neither Jake, who was diagnosed with systemic juvenile idiopathic arthritis at age

three, nor Avery, who lives with Type 1 juvenile diabetes, have let their conditions slow them down, said proud coach Randy Currie. “Jake probably shouldn’t even be on skates right now,” Currie said Tuesday evening at the MasterCard Centre for Hockey Excellence. “This is the fourth year I’ve coached him, and he went from barely even being able to walk, to being our top goal-scorer on the team. And Avery’s new to us this year, but she’s playing great defence and she definitely holds her own with the boys. They’re both pretty unbelievable.” An inspiration Jake and Avery’s perseverance and determination have served as inspiration to both Fury players and parents alike, said Jen Magnus, Avery’s mom and one of the organizers of this year’s Giving Back Hope fundraiser. “As a team, we feel it is important to support one another and give back to the community,” she said, noting that she was touched

when Warren Retrievers was included as a recipient of this year’s fundraiser on Avery’s behalf. While last year’s inaugural fundraiser raised $2,000 towards juvenile arthritis research at SickKids, Jake’s mom Dianne Da Luz said she hopes to this year raise twice that amount – and so far, they’re well on their way. All 80 kid tickets for Monday’s Giving Back Hope event at Laser Quest are sold out, and an impressive slate of raffle and draw prizes – including an iPad Air, a signed Toronto Marlies jersey, and VIP Blue Jays tickets – have been lined up, thanks to the generosity of the local hockey and business communities. Anyone wishing to support the Faustina Fury’s 2nd Annual Giving Back Hope fundraiser is invited to come out to Laser Quest, at 1224 Dundas St. E. in Mississauga, any time between 6:30 and 8:30 p.m. on Monday, May 5 to buy raffle tickets and/or make a donation.

George Wood Lawn Care cuts grass, not corners Etobicoke homeowners considering hiring a lawn care service this summer need to keep a few crucial points in mind when selecting a service. Some grass cutters will insist on contracts – often yearly and paid in advance, which could mean little assurance of quality work once the checks are cashed. Also, many of the larger lawn care

companies run all over the GTA, from Toronto to Oakville, Brampton, and Scarborough, spending extra time which is billed to their customers. They buy or rent $30,000-40,000 pick up trucks and use them to plough snow in the winter but pass the cost on to customers in the summer. Many of these companies specialize in cutting grass – and that alone, which

means that homeowners are often required to hire additional professionals to complete other outdoor jobs, like first floor eaves (an average of $60), first floor windows (at an average of $80), power washing, and more. However, homeowners should know that there’s a local alternative that does things differently! George Wood Lawn Care and Grass Cutters never asks cus-

THEY’RE BITING: Fishing season opened last weekend and Pat Mainolfi didn’t come back empty handed from his fishing trip to the Humber River in Etobicoke on Sunday as he shows off his first catch of the day – a five pound rainbow trout.

Mimico home opener The Mimico Mountaineers Jr. B lacrosse squad will look to get on the winning track when it hosts its home opener this Saturday, May 3, 7 p.m., at Mimico Arena against the Mississauga Tomahawks. It’s part of a home-and-home series which will see the same two teams go at it on Wednesday, May 7, 8 p.m. in Mississauga (Clarkson Arena). Mimico, who made the playoffs last season with a 10-10 record, opened this season with two losses

on the road, 16-11 to Orillia Kings April 27 and 9-2 to the Oakville Buzz on April 25. Mississauga, meanwhile, opened their season on the road defeating Orillia 10-7 on April 25. Toronto planners reach settlement with Lanterra >>>from page 1 storey condominium building adjacent to Hwy. 427, and one, 11-storey condo and commercial building fronting The East Mall that steps down to nine then four storeys. Leon pledged to investigate with city staff whether procedures permit him to move a motion before city council May 6 to recommend it request a deferral of the OMB hearing. Lanterra had no comment at this time when contacted by The Guardian Wednesday morning. Many residents at Tuesday night’s meeting reacted in anger that they had not been consulted on the project since 2011. “People felt very betrayed by the city,” resident Annette Hutchinson said at the meeting. “It’s not unreasonable for people to demand answers about why there was no community consultation so we could shape the development.”

Sabrina Salatino, the city planner on the file, explained to residents Tuesday night city rules require one community consultation meeting. Some 100 residents attended that 2011 meeting and their concerns were considered and are reflected in the city’s settlement with Lanterra, she said. “Residents raised concerns at the December 2011 meeting. We heard all the concerns: decrease the residential units and increase the non-residential and get rid of one of the 24-storey towers,” Salatino said. “Your concerns were reviewed during the process of (plan) revision.” Lanterra’s January 2014 revised plan reduces the proposed condominium units from 1,120 to 902 and reduces one 24-storey tower to 11 storeys that step down to nine then six storeys, Salatino reported. The city planner further explained to residents that Lanterra’s height and density

This is a conceptual drawing of the south elevation Lanterra Developments Ltd. has submitted to the city.

proposal is entirely in keeping with existing residential buildings all along the Hwy. 427 corridor. “A lot of you are concerned the proposed buildings are too high. But they are within the allowable limit,” Salatino said. Many of the dozen residents who spoke at the meeting cited concerns with the development’s impact on already-existing traffic congestion during rush hours. “Unless you get the MTO

(Ministry of Transportation Ontario) on board to reconfigure Rathburn at Hwy. 427, I think this should not go ahead,” resident Craig Strathy said. Norma McGuire agreed: “I cannot get onto Rathburn at morning rush hour. I have to go down two or three blocks to The East Mall.” Other residents shared their frustration at not knowing about Lanterra’s latest plan until recently. Resident Michael Kelly

asked how Lanterra’s project got to the OMB. “I went to the December 2011 community consultation. I signed up to be notified. Time went on. We heard nothing. People thought the project was dead. Then we heard there was a community council meeting. Now they’ve appealed to the OMB. What was the hold up?” Salatino explained residents are not notified when developers submit revised applications: “If the former councillor had asked for additional community consultation, you would have been notified. Revisions coming in and out of the city; you wouldn’t have been notified. Some residents contacted the former councillor, me, and the existing councillor.” Former veteran Ward 3 councillor Doug Holyday organized the December 2011 community consultation. Holyday became the Conservative EtobicokeLakeshore MPP last August

after winning a provincial byelection. Toronto council voted last fall to appoint Leon as Ward 3 councillor. Leon pledged to make public his city council motion. “The motion will be up on my website, www.peterleon. ca,” Leon told residents after the more than two-hour meeting. “You can’t speak at the council meeting. But you’re welcome to attend and listen to the proceedings.” Ward 12 ( York SouthWeston) Councillor Frank Di Giorgio assisted Leon at the meeting and explained city and OMB processes to residents. “The planner has said council will decide whether there will be a settlement at the OMB,” Di Giorgio said. “The community then will have to go to the OMB with representation to say, ‘we oppose any settlement.’”

Public warned about secret shopper scams duping residents into fraud ith nearly a dozen recently reported cases of Etobicoke residents getting unwittingly caught up in “secret shopper” scams, police at 23 Division are cautioning that those who fall victim to such hoaxes could end up with criminal charges laid against them. This most recent secret shopper scam involves members of the public being offered “jobs” to test the services of cheque-cashing and money-transfer companies such as Money Mart and Western Union, said 23 Division’s Const. Ryan Willmer. “The job promises a payment from each cheque cashed – but the cheques are all fraudulent,” Willmer said, noting that the criminals behind such scams recruit innocent people through newspaper and online ads, phone calls, and door-todoor pitches. “Basically they’re just trying to see if they can push these fake cheques through

It’s me.” Willmer said anyone caught trying to cash such fake cheques risks being charged with fraud and/or may be held accountable for the monetary loss. As a result of the recent spate of secret shopper scams, Toronto police released an alert earlier this month cautioning the public not to accept cheques from unknown and untrusted sources. They also urged residents to be careful of job offers requiring money to be sent through a moneytransfer service. “Pretty much, we’re just telling people to be cautious,” Willmer said. “Usually EMTs (electronic money transfers) are pretty safe, but not when they’re coming

TTC priority seating gets attention Stintz proposes parking levy for The TTC is adding blue seat inserts to its vehicles to clearly denote priority seating for the disabled, seniors and expectant mothers. Designated seating areas are already in place throughout the TTC, but they’re often taken up by able-bodied riders who are either unaware or uncaring that the seats are not for them. In response to provincial accessibility requirements, the TTC is also introducing a $235 fine to be levied on anyone who refuses to give up a priority seat when requested to do so by a TTC staff member. Spokesperson Brad Ross said the blue seats are already onboard the new articulated buses that were introduced recently. The TTC plans to have the seats on all of its vehicles within two years. The service will then run every weekend from June 27 to Sept. 1 and also on Thanksgiving weekend, Oct. 10 to 13. The city has introduced anticipated travel time information on overhead electronic road signs at various locations. Similar to the TTC’s Next Bus transit updates system, the information gives motorists a chance to gauge how long it will take them to traverse major roadways such as the Gardiner Expressway, the Don

special transit expansion fund DAVID NICKLE dnickle@insidetoronto.com Mayoral candidate Karen Stintz has a plan to fund transit expansion with a special $3 transit parking levy and by diverting revenue from parking enforcement and the city’s share of income from the Toronto Parking Authority to a special transit expansion fund. Stintz made the announcement April 29, just a few hours before fellow mayoral candidate Olivia Chow was set to unveil her transit funding strategy. Stintz told reporters that over 15 years she expects to raise about $1.6 billion for a Toronto Transportation Trust, that will pay for the city’s share of the eastern portion of the Downtown Relief Line. “My plan will fund the eastern portion of the Downtown Relief Line without raising property taxes,” Stintz said. “My plan does this without

pitting the downtown core against the suburbs.” Stintz would raise the money – about $74 million a year for 15 years – from several sources. As previously announced, she intends to get $500 million immediately from the sale of half of Toronto

Hydro. She said she would also gather $330 million taking net revenue from current traffic enforcement operations, and $700 million from the city’s share of net income from the Toronto Parking Authority. The only new revenue would be from a $3 dedicated transportation levy in Green P garages in the city’s downtown core. She said the city would have to cut programs currently funded by the parking and parking ticket revenue. “Council will work together (to deal with those issues),” said Stintz. “We need to come together and make (transportation) our priority.” Stintz pointed to a study released by the University of Waterloo and the Trillium Foundation found that Torontonians deal with the longest commute time in the province – on average, 65.6 minutes each way.

‘Tis the season for construction in Toronto City is monitoring traffic flow on the Gardiner Expressway to help with future management DAVID NICKLE dnickle@insidetoronto.com Motorists hoping to avoid a highway traffic jam because of lane reductions on the Gardiner Expressway took their congestion to westend arterial roads Monday morning. The commuter traffic descended on Queen Street West, Dundas Street West and even Bloor Street from 6 a.m. to about noon on April 28, as the city kicked off what will be more than a year of work to maintain the aging elevated highway in safe repair. “It took me twice as long to get to work as it normally does,” said Parkdale-High Park Councillor Gord Perks, who was heading in to Toronto City Hall from his home in his west-end ward. “When the province downloaded this highway, they didn’t give us the money to deal with this and we’re

Staff file photo/IAN KELSO

Don’t expect to see this type of leisurely drive along the Gardiner Expressway over the next two years as major construction projects will reduce lanes and cause major gridlock.

scrambling — we’re a little bit behind. It’s going to be a rough season.”

City transportation officials are monitoring the early days of what will be a long summer

and fall of traffic delays and detours. On April 26 and 27, the

city shut down the Gardiner Expressway to prepare the three projects currently underway. By the Humber River, the city is doing deck work on three bridges, median work between Ellis and Dufferin Streets — which should be finished by the end of the summer — and a deck project near the CNE that will be going forward in two phases. There was one small bit of good news coming out of the weekend: plans to close the eastbound lanes of the Gardiner from the Humber River to Carlaw overnight during the week won’t be necessary any longer because of work done over the weekend. But otherwise, according to Toronto Transportation General Manager Stephen Buckley, the city is monitoring traffic flow to see how best to handle it in the long run. “It’s day one,” he said. “It’ll take folks a few days to adjust.

Folks will find their routes; look at taking transit. I think the biggest thing now is we don’t have a lot of advice — we’ll be monitoring the situation.” Buckley said the city is looking at ways to accelerate the work, and also at adjusting signal timing on the alternative routes. Once the median work is done the city is also looking at re-opening the Jameson westbound ramp for the evening rush hour. Although Buckley didn’t have much advice for how to speed up the morning commute, Etobicoke Centre Councillor Gloria Lindsay Luby said her drive in to city hall Monday morning was relatively easy. Her secret? She was one of the relatively few commuters who just got on the Gardiner rather than taking Dundas. “I don’t like taking Queen or Dundas because the streetcar drives me crazy,” she said.

It also explores the regions outside the Greater Toronto Area where the traffic is lighter. The club has special events ranging from three-day weekends in places like Ottawa, Kitchener, Kingston and Peterborough, to weekend camping trips, Niagara Falls excursions, and trips to New York State.
