Old Long Branch house nominated for designation as heritage property TAMARA SHEPHARD tshephard@insidetoronto.com A movement is afoot to support heritage designation of what is being called the only remaining heritage farm house in Long Branch. Etobicoke Historical Society president Denise Harris nominated the house at 28 Daisy Ave. for heritage designation because it is a rare, representative and early example of a style, material and construction method, she wrote in her heritage property nomination form filed recently to the city’s heritage preservation services department. An early example of the Gothic Revival cottage style, the circa 1850 house is the only remaining example in Etobicoke of stucco-over-stone construction, Harris said she discovered in her research.

A longtime Lakeshore youth advocate was recognized – and serenaded – as a hero last week at LAMP Community Health Centre’s Annual General Meeting. As Mariah Carey’s Hero was sung in her honour, 23-year-old Amber Morley – a well-known director with the South Etobicoke Youth Assembly (SEYA) – was presented last Thursday night with a Queen Elizabeth II Diamond Jubilee medal by Etobicoke-Lakeshore MPP Laurel Broten. “I have been privileged to find out I live among heroes like Amber, who work quietly every day to make Etobicoke-Lakeshore a better place to live, work and play,” Broten, who was tasked with nominating 14 deserving members of Etobicoke’s Lakeshore community for the Jubilee medal, said at last Thursday’s packed AGM at The Assembly Hall. “It is my pleasure tonight to celebrate an individual who’s been an advocate for youth, and who’s helped spearhead SEYA in their effort to steer youth away from bad decisions, perhaps, and to help them make better decisions. Street art attracts police attention

23 Division leads charge to promote graffiti as an artform, not vandalism TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police in north Etobicoke are down with graffiti art. So much so, a ProAction Cops and Kids grant helped local graffiti artist “Wong” paint two large murals on the garage doors at 23 Division’s Rexdale police station. Two life-size police cars leap off the garage doors — one a vintage yellow 1957 Chevrolet Metropolitan Toronto police car, the other a present-day white Toronto police cruiser with signature red-and-blue detailing. “It’s street art. There are likely no other places in Canada where graffiti would be allowed at a police station,” said Staff Sgt. Kim Scanlan, who is heading the division’s Toronto Anti-Violence Intervention Strategy (TAVIS) initiative in neighbourhoods with a history of violent crime.

Division Supt. Ron Taverner conceived the art project. When Wong attended the north Etobicoke police division’s TAVIS kick-off barbecue in June, Taverner invited him back to the station for a look-see. The die was cast. “There’s the 1957 Metro car and the current car and all the great years in between,” Taverner explained of the brightly painted murals. Taverner celebrated his 45th anniversary in policing last week. He began his career out of high school as a beat officer at 22 Division when the station was on Royal York Road. Wong, 29, a Rexdale native, led a team of artists; “Casual”, “Ben” and “Jaybird” in the seven-day project that incorporated spray paint, as well as brush painting and airbrushing for the finer, detail work. ProAction paid for the paint, while STreetARToronto, known as StART,

paid for Wong’s time. StART is a new program that “aims to develop, support, promote and increase awareness of street art and its indispensable role in adding beauty and character to neighbourhoods across Toronto, while counteracting graffiti vandalism and

its harmful effect on communities,” reads the StART webpage. “The biggest myth is that graffiti is vandalism,” Wong said. “Vandalism is vandalism. Graffiti is a style of art. If someone tags a mailbox, to me that’s the same as keying a car or keying a mailbox. That’s vandalism. That’s people who put up pieces on walls without permission, regardless of what they put up.” Wong sketched his pieces freehand, then transferred it to the correct scale for the large metal garage doors. “I like the way the shadows hit the car and you can see details inside the car,” he said of the painting of the present-day police cruiser. “On the yellow car, I really like how the chrome came out.” Const. Sam Goddard, whom Wong knew from the former’s work with the service’s graffiti eradication project, showed Wong the vintage

police car and even took him for a ride in it. Wong took photos of the car for reference. “These artists have incredible talent. Wong has amazing talent,” Scanlan said. “Some people are showing acceptance (of it as an art form). People really enjoy it.” Wong is equally pleased Toronto police endorse his and other artists’ paintings. “If Toronto police can accept graffiti as an art form, there’s no reason others can’t. Graffiti is not vandalism. Being a graffiti artist doesn’t mean we’re not still artists. We are.” The street art visible from the street at 23 Division is also a bridge into the community, Wong said. “I think it helps people see the police in a lighter light. The neighbourhood’s view of police would be, ‘Yeah, they’re human. They enjoy the things I do.’”

ho are the outstanding youth in your community? The Ontario Community Newspapers Association, of which The Etobicoke Guardian is a member, wants to know. They want to know about the youth who are performing community service – independently, or through their schools and volunteer organizations. These youth are performing heroic acts. They’re contributing to their community while living with a physical or psychological limitation. They do more than what is our view normally expected of someone their age. A number of youth from Toronto communities have been both nominated and recognized over the years. Last year, two of them, Kalem McSween and Andrew Sigmaringam, then 17, were among the 12 provincial recipients. Overall, there were 176 nominees from across the province. McSween, a North York resident, served as a peer mentor to Grade 9 students who have been struggling and are “at risk” both academically and socially. He was also selected to participate with the Toronto Police Services’ Youth in Policing Initiative. Sigmaringam, an Etobicoke resident, helped raise $5,000 for the Free the Children charity and has assisted children with autism. Born deaf, he had cochlear implant surgery as a toddler to allow him to hear. He also shares his personal experiences as a guest speaker at workshops. Any Ontario resident between six and 17 (as of Nov. 30) is eligible to be nominated. Up to 12 nominees will be chosen as recipients of a provincial award and will be invited to a special ceremony next spring. Recognizing youth contributions is positive. But this should go beyond actual recognition. Ultimately, the value of Ontario Junior Citizen Awards is more than providing deserved recognition for the fine work youth do in our communities. We recently wrote in this space on the value of engaging younger citizens for the purpose of ensuring existing volunteer organizations survive a change in generational leadership. We must nurture that innovation and creativity to ensure it blossoms. When our future leaders are being encouraged to explore a pioneering spirit, it means there are fresh, relevant and contemporary solutions to community challenges. The nomination deadline is Nov. 30. Indianapolis tax revolts provide important lesson

ack in 1997, when I was researching the history of municipal amalgamation, I came across an interesting personality. That was a former firefighter in the city of Indianapolis, Indiana by the name of Carl Moldthan, who became a full-time tax crusader in the 1980s. In 1970, the Indiana state government, following the wishes of the city’s Republican business leaders, amalgamated Indianapolis with its suburbs without any public consultation. The same business leaders then went on to “reform” the city’s public schools and public health services in the same manner as our own were during the socalled Common Sense Revolution. Amalgamation and other “reforms” changed Indianapolis from being one of the most socially progressive cities in the United States to one where

the rich received generous tax cuts, while the city’s poor continued to fend for themselves. As the historic record shows, the first 10 years of Indianapolis’ amalgamation failed to produce any real savings and efficiencies. Instead, the city found itself having to pay increased operating costs due to its larger size, while at the same time its revenues declined thanks to all the tax cuts. Since the poor had little tax money to take, the financial burden for running the city fell on the middle class, who soon realized they were paying for many newly implemented fees, along with increased property taxes. It also came to be under-

stood that not only were the rich of Indianapolis getting tax cuts, the business community was being directly subsidized by taxpayers. So while the city’s infrastructure crumbled, professional sports teams had the cost of their stadiums paid for by taxpayers. This is where Carl Moldthan came in, roughly 10 years after Indianapolis’ amalgamation, to undertake a tax revolt against the city. With the backing of the city’s middle class taxpayers, Moldthan blocked many of the mayor’s plans to subsidize private sector projects, and forced many cutbacks at city hall as well. However, what most people failed to realize was that with each tax “victory” that Moldthan achieved, the features that made the city livable for the middle class began to disappear. As a result, Indianapolis in the late 1990s went into a spiral of deteriorating infrastructure and rising

crime, from which the middle class fled, heading to the safety of the suburbs. With alternative means of raising revenue cut off by tax revolts, Indianapolis spent the last two decades begging for any financial crumbs that the state and federal governments were willing to toss its way. Tired of trying to run the city with a tin cup, Indianapolis’ latest approach was to absorb the suburbs that surround it through amalgamation in order to gain access to their property taxes. It comes with no surprise that Moldthan, who died in 2011, fought against this new amalgamation, saying that no savings or financial benefits would come from this policy based on his more than 30 years of direct experience with it. n Joe Cooper is a long-time Toronto resident and community activist. Historic hockey game has memories rooted in Etobicoke Jerseys from summit series cleaned at local dry cleaner NEIL ACHARYA etg@insidetoronto.com Forty years after Paul Henderson’s iconic winning goal against the Soviet Union, a local businessman remembers his interesting connection to the 1972 summit series. Sixty-seven-year-old Ron Milkau, then in his 20s, was behind the counter of Etobicoke Cleaners on Browns Line when one of his drivers brought in a delivery from a private home, which was entirely made up of Team Canada sweaters. “My first reaction was to the amount of blood and abrasions on them and how we were going to get them clean, we were told they were going to the Hockey Hall of Fame,” said Milkau who believes the sweaters came from the equipment manager’s house. Milkau, who still owns and operates the dry cleaning establishment his father founded in 1946, obviously had the family business in his blood because aside from being in awe, he was wondering how he could get

them clean without sacrificing the signs of battle. “If a guy, was scraped down the boards and there was a mark, I wanted it there, but I wanted it clean with no odour and for them to be suitable for long-term storage. In my case there was a tremendous pressure not just to preserve the shirt – to deodorize it and get rid of the bacteria – but to keep the character.” To accomplish his goal, Milkau surmised that they should be washed using a mild plain detergent, in a large capacity washer with lots of rinses. After they were cleaned, Milkau decided to hang a few of the sweaters in the storefront window, as they had been eliciting a lot of comments and interest from his drivers. “They all wanted to touch them and hold them up. I said, ‘why not hang them in the window’? It’s marketing. We had a 40-foot storefront window, space for maybe 10 or 12 and I thought nothing of it.” After closing for the night, he was at home when he received a call from the police in the early hours of the

morning. Initially he thought there may have been a fire, but he learned that the sweaters were the issue. He drove down to his workplace and he noticed a throng of people both “young and old” along with several cruisers. A police officer suggested to Milkau, that he take the sweaters out of the window and take them home, he heeded the advice but not before allowing the people to see them first hand. “The people asked if they could come in and take a look, it was 2 a.m. but the police were there, so I said ‘why not?’ They were customers and neighbours.” While not an avid hockey fan by any stretch, Milkau underlines why that particular series struck a chord with so many Canadians. “It was a very personal thing... There are no comparisons of the heart and soul that went into that series, especially when we were driven into the ground and taught we had to earn it, and when they did, they got my respect.”

Harris said the house is the area’s last link to the township’s pre-confederation agricultural roots. “It was typical of farming communities all over Etobicoke,” Harris said of the property. “It was sold two generations later for housing. The developer kept the house when the area was developed in 1910. The developer sold it to the farmer the next lot over. It was saved then. It’s still there. Let’s not lose it.” The house at 28 Daisy Ave. is listed on the City of Toronto Inventory of Heritage

The city’s inventory lists approximately 8,000 properties across the city, some 4,500 of which are designated under the Ontario Heritage Act, the city’s website indicates. Act which gives Toronto City Council the legal authority to refuse an application that will adversely affect the property’s heritage attributes. Members of local preservation panels, typically residents with an interest in heritage preservation, keep an eye on homes on the city’s inventory for changes, such as building permits or forsale signs. Often, panel members then proceed with heritage designation nominations to the city. Harris is a member of the

Etobicoke York Community Preservation Panel. Harris sent a copy of her nomination form to Etobicoke Historical Society members, some of whom, she said, have also written letters to the city in support of her nomination of 28 Daisy Ave. for heritage designation. Heritage preservation services will now consider the nomination and any letters of support. Staff then recommends to city council whether to designate it under the Ontario Heritage Act. City council would then seek the opinion of the volunteer Toronto Preservation Board when considering a recommendation for designation. Harris, for one, is hopeful 28 Daisy Ave. will be designated under the Ontario Heritage Act. “Long Branch has lost a lot of important buildings, including Colonel Sam Smith’s 1797 home,” she said. “People are still talking about it and it was taken down in the ’50s. It was the secondoldest building in Toronto.”

the number of plastic bags going to the city’s landfill, and council had also been considering a plan to have the five cent fee go into a fund to restore the city’s tree canopy. Milczyn said that by the time the vote came up, the issue had become muddled. In the end, 24 councillors voted in favour of the ban, which would require retailers to supply paper bags to consumers and stop using plastic bags. Since the vote, the plastics industry has stepped up pressure on councillors to reverse the decision and the city’s legal department has raised issues about the legality of the bylaw itself. Milczyn will need a twothirds vote of council to debate the matter. If he were willing to reopen the matter simply to address legal complexities with the implementation of the bylaw, several councillors on the centre left said they might be willing to support him. But there will still be a fight. St. Paul’s Councillor Joe Mihevc said reopening the matter at all would risk scuttling the plan. The matter comes forward Oct. 2.

Plastic bags, or rather the question of whether to ban them from retailers starting Jan. 1, will be back on the floor of Toronto Council next week. But what council decides to do about the surprising decision it made in June, to push for a quick and complete ban, is anyone’s guess. Etobicoke-Lakeshore Councillor Peter Milczyn is the councillor moving to re-open the ban for the purposes of cancelling it. In an interview with Toronto Community News, Milczyn said that his support of the motion from fellow executive committee member David Shiner was “ill-advised.” Shiner’s amendment came late in a debate that was initially about whether to support Mayor Rob Ford in his desire to cancel Toronto’s mandatory five cent fee charged by retailers for plastic bags. That fee had been imposed under Mayor David Miller’s watch, as a part of a larger policy to reduce packaging. It had been effective in reducing

Frances Nunziata, chair of the civic appointment committee, confirmed that it was Mammoliti who was chairing the meeting in which the Ombudsman’s report alleges he told staff “I’m going to get you,” because he was frustrated with advice suggesting that the applicant had a conflict of interest that would disqualify him from the appointment. However, Nunziata could not confirm exactly what Mammoliti said to staff. “All I can recall is that I know Councillor Mammoliti was frustrated,” she said. “I think he was frustrated because the information that we were asking for, was infor-

mation which we didn’t get, which we should have had from staff.” Mammoliti didn’t return calls to his office Thursday to confirm or deny the allegations in the report. The report, “An Investigation into the Administration of the Public Appointments Policy,” details how Mayor Rob Ford’s staff “compromised” the process of appointing citizen members to Toronto’s agencies, boards and commissions. Ombudsman Fiona Crean’s report found that the mayor’s office had meddled in the process at a staff level at various points through the 2011 committee appointment process. That meddling made it impossible for city staff to exercise their due diligence in screening applicants, the report said. At one point in the process, Crean reported that Ford’s staff had asked that newspaper advertisements remove any reference to requiring diversity in applicants, and attempted to dictate that ads only be purchased in the National Post and the Toronto Sun, excluding the Toronto Star. Staff refused the requests.

“On the one hand, public servants have a duty to serve the best interests of the corporation and through it, the public,” she wrote. “On the other, staff felt they could not refuse the directions given to them by the mayor’s office. In some cases, staff signalled the problems to senior management; in others they did not. It is clear that the environment rendered it futile to do so in either case.” Mayor Rob Ford told reporters that there was no interference in the process of appointments from his office. “I didn’t interfere in any process,” he said. “I’ve actually cleaned up the process that we had before” Adam Vaughan, who chaired the same committee under Mayor David Miller, said the findings were nothing so much as “disappointing.” “This is totally inappropriate for the mayor’s office to engage in this process in the way in which they did,” he said. “To actively campaign against diversity and to invite cronyism as a replacement is appalling. It’s beyond appalling—it’s profoundly disappointing. It’s sad.”
