Pilot program at two library branches casts light on depression TAMARA SHEPHARD tshephard@insidetoronto.com Gabi Kresic eagerly basks in the bright lamp’s light at her neighbourhood Brentwood library branch.Toronto Public Library (TPL) is shining its own light on Seasonal Affective Disorder (SAD) by introducing light therapy lamps at Brentwood branch in Etobicoke and Malvern branch in Scarborough, as part of a pilot project launched last week.The lamps mimic natural sunlight to treat SAD, a type of depression related to lack of sunlight, particularly in winter."It has been an impossible winter," Kresic said, of Toronto’s dark and dreary days throughout January and into February. "I think everyone suffers from SAD. Some of us, it affects us more."In Canada, millions of people suffer from a degree of SAD due to lack of sunlight. Between two and three per cent of the population has full-blown SAD, with symptoms that include fatigue, decreased energy, sleep disorders, weight gain, irritability, and feelings of anxiety and despair. Another 15 per cent have a less severe experience, the Canadian Mental Health Association reported.Daily, Kresic sits beneath the bright lamp for half an hour, ever since reading a newspaper article about it last Friday. Normally, she visits the library monthly.

Ensar Sehic uses a light therapy lamp at the Toronto Public Library Malvern branch on Toronto Public Library is conducting a pilot project to allow library users to use two light therapy lamps on a first-come, first-served basis at its Malvern branch in Scarborough, and at its Brentwood branch in Etobicoke. The lamps are used to treat Seasonal Affective Disorder (SAD). Canadian Mental Health Association research indicates two to three per cent of Ontarians have SAD, while another 15 per cent have a less severe experience. "For me, it’s not about the winter; it’s not about the length of the days. It’s the sunlight and the blue sky," Kresic explained of her need for sunlight. "You may not have sun on 40 C days in summer. For me, sunlight is essential."Kresic is such a fan - she once had a light therapy lamp at home - she has offered to purchase and donate a third lamp to Brentwood branch.Each library branch has two lamps. After a three-month pilot and feedback from users, the lamps could be expanded to other branches, TPL officials said.Kresic suggest-

ed library staff start a signup sheet, and consider hosting public lectures given by experts "not just about light therapy, but also other things you can do (to combat depression) ".Lillian Galati is also a fan of the lamps, and urges TPL to expand the program.Since Friday, Galati has trekked twice to the Brentwood branch to read beneath the lamps, despite the fact her neighbourhood library is Richview branch. She plans to make use of the lamps twice a week."It’s nice to get the heat and the light on you, especially when there is

none (outside)," Galati said, while reading The Nest, a novel by Cynthia D’Aprix Sweeney.Dr. Robert Levitan, a professor of psychiatry and physiology at the University of Toronto, who is the depression chair at U of T and the Centre for Addiction and Mental Health, welcomes the idea. Last year, TPL reached out to Levitan to inform him of the proposed service. Levitan told TPL officials no such service existed in Toronto, and that he supported the idea, said Alex Carruthers, manager of learning and communi-

ty engagement for TPL.TPL paid $240 for each therapy lamp, giving people who might not otherwise afford one to try it out.Information is available at each library branch outlining the therapy lamp’s use, who should avoid it and how to use it. It is recommended users sit or read in front of the lamp between 20 and 30 minutes. Some people have asked if the program will be expanded and even if they can donate a lamp to the branch. "Some people actually said they experience the ’winter blues,’ and they plan on using the lamps on a regular basis," Vanola said.It is the first time the light therapy lamps are being used in libraries in Ontario.TPL considered the program after learning of the lamps’ use in libraries first in Edmonton, then in Winnipeg.In 2014, Robin Mazumder, an occupational therapist and MacEwan University instructor, donated three light therapy lamps to the Stanley A. Milner Library in downtown Edmonton.The Awesome Edmonton Foundation had awarded Mazumder a $1,000 prize for his bright idea to bring light therapy to public spaces. Mazumder found a willing partner in Edmonton Public Library.TPL selected the Brentwood and Malvern branches because both are busy locations, Vanola said. Small, local efforts can make a big impact miles away Stories of crime, tragedy and hate often dominate the headlines and while it’s our job to accurately report on these events, the effect of its continual presence on readers is not lost on us. That’s why this week we’re sharing a story across all our newspapers. Inspired by the efforts of residents in Etobicoke, it serves as a shining example of the good that exists in this world - and how seemingly small, local initiatives can make the greatest difference in the lives of others living thousands of miles away. Those are the stories worth celebrating. Local hockey families donated gently used hockey gear to a collection by Rotary Clubs of Etobicoke and Palgrave, destined for First Nations youth in six northern Ontario reserves. Only in its second year, the drive netted 25 times more equipment than the first - a whopping 40,000 pounds of gear, thanks to the generosity of parents and kids here in Toronto. Our reporter Cynthia Reason covered those initial efforts and was extended a special invitation to see the story through to its conclusion. She traveled with Rotary representatives and Etobicoke-Lakeshore Councillor Mark Grimes to one of the reserves at Sandy Lake where 16 skids of hockey equipment was delivered to eagerly awaiting children. The detail that completed the experience? The Stanley Cup came too. Described as a ’historic first’ by Chief Bart Meekis, the Cup’s arrival in the remote community served as a reminder to local youth that opportunity exists for them, to "be all you can be." And certainly, receiving hockey pads, helmets, skates, sticks and jerseys helped fuel local hockey dreams. Something that may have seemed out of reach is now possible for these kids, thanks to the generosity of Toronto residents. It was also made possible by one Sandy Lake teacher who connected with Rotary to facilitate the donation. So we share this story to warm hearts. We share it to demonstrate how a small initiative can have a big, lasting impact in the lives of others. Those children will not forget the day the Stanley Cup arrived in their community, along with hockey equipment they couldn’t have afforded otherwise. These are the kinds of efforts we like to celebrate when they come across our news desks, because Toronto’s got more than its share of bad news. The good is also there, but sometimes it needs a little help getting up into the spotlight.

Toronto’s immigrants learn their working rights When Pragosh Antonipillai was young, he and his cousins worked well over 40 hours a week at Tim Hortons.They didn’t get overtime, and didn’t ask. They worked 12 or 24 hours at a stretch when their downtown Toronto stores were short-handed. "We would sleep on sugar bags in the back because that’s what we thought it means to be a good worker," Antonipillai recalls. For a first-generation Tamil-Canadian, this was normal, even expected, he says. Antonipillai’s parents were proud; at 15 and 16 he was making more than his dad as a Canadian Tire cashier. But working 30 hours a week while in high school tired him out. "People would assume I’m just this terrible stu-

His small group is a "diversity network" for the Toronto and York Region Labour Council, which also has volunteers from the Filipino, Chinese, Somali, Ethiopian and Eritrean communities.

The networks formed because unions weren’t getting into ethnic communities, and people from these ethnicities could sidestep communication barriers and suspicions, says Ram Selvarajah, a member of the Tamil network. Concerns about New Canadians working in Toronto are well-founded: in a 2013 survey 20 per cent of Mandarin-speaking recent immigrants here weren’t paid minimum wage, and only half received paid public holidays. "The myth immigrants are brought up to believe is you work 80 hours," says Selvarajah, adding young Tamils arriving here in the 1990s felt extra pressure to work. There were Tamil gangs in Toronto then, Selvarajah

says, so parents thought, "you were working or you were in trouble." Antonipillai and Selvarajah say Toronto employers still "pit" recent immigrants who won’t insist on their rights against other Canadians. They know immigrant women, in particular, "have less resources to fight back," adds Antonipillai, who argues 90 per cent Toronto’s kitchen staff are Tamil for the same reason. Selvarajah meets seniors working in Tamil stores for $5 an hour, under the table, looking on their employers as friends. Time to fix Toronto’s too-low property tax problem Toronto’s budget committee has heard from 230 members of the public concerned about the city’s operating and capital budget for 2017. And if the committee were seriously listening to those deputations, the course forward on the year’s budget would be obvious. First, preserve services that impact Torontonians: services that include but are not limited to subsidized daycare, shelter services, library hours, public housing, transit, and to at least one Toronto Olympian, swimming pools. And following from that, finance it all adequately; which is to say, Toronto Council should raise property taxes appropriately for the many tasks at hand. There were some, such as representatives of the real estate sector, who worried about changes to collect more revenue from the municipal land transfer tax and urged status quo. But there were only a handful if that, who suggested that Toronto’s property tax rates were too high and needed to be reigned in. That, of course, is because property taxes in Toronto aren’t too high. Indeed, single family homeowners pay lower property rates than anywhere in the Greater Toronto Area, and have since Toronto was amalgamated nearly 20 years ago. Those single family homeowners are also bearing the burden of infrastructure and service demands that other, smaller municipalities don’t have to contemplate: an aging public transit system and a vast inventory of public housing. It confounds reason to think that the city has managed to give its residents such a deal on their taxes for so long. And yet this year, Mayor John Tory and budget chief Gary Crawford are sticking to a pledge to raise property taxes only by two per cent. This won’t close a budget gap of $91 million in total, so it is likely in the coming month that Toronto’s budget committee and City Council will have to disappoint some or maybe all of the people who came forward asking that services and subsidies be maintained - and cut. As well, council will have to dig into reserves and defer important investments, to the tune of $100 million. Politically, it is easy to understand why Mayor Tory doesn’t want to waver on property tax rates. He did promise inflationary tax increases, and might lose support in some quarters if he goes back on that promise. But what is politically expedient is not financially, or societally sustainable. Council needs to move beyond expedience, and raise taxes to an appropriate level.

Lawyer’s lonely mission takes him to the streets Mukhtiar (Mark) Dahiya brings free legal help to homeless people in Toronto. Tall and fierce, Dahiya, a lawyer from Northern India, has made pro bono street law in his adopted city his mission, and works at it despite being unable to do so officially, as a lawyer of record. It has cost him. The Beach resident has seen people decline into drugs and mental illness, and knows many who died. He’s attracted unwanted attention from police. He contracted tuberculosis. Dahiya’s now 65, but won’t give up his dream: to open the City Law Centre, an office where people without homes or money can get a will, or deal with

tickets police hand them for throwing cigarettes in the street. It’s unacceptable, "unCanadian," for the homeless to lack legal representation, says Dahiya, who believes just talking to a lawyer lessons their isolation, improves chances for survival. "They don’t need a Bay Street lawyer. They need a guy like me," he says.

"I kept many people from suicide." But since he became a lawyer here in 2006, Dahiya says the Law Society of Upper Canada has held him back from doing what other lawyers won’t. As a street lawyer, he couldn’t afford licence and insurance fees for a practice, so he’s appeared in summary trials for the homeless as an agent, rather than lawyer. Short of funds, he was told last October he’s now exempt from the lawyer’s annual fee but, as he’s considered retired, he can’t provide legal services. If he returns to practice law, he’d have to pay insurance. Last week, the city announced it will finally begin recording and assess-

Re: ’Time to fix Toronto’s toolow property tax problem,’ Editorial, Jan. 19 Your traditional solution to increase property tax rates to cover off services in Toronto is not the kind of innovative thinking I would expect from (this paper). As an example, multi-residential mill rates are higher than the rates for single residences. We know that most of this city’s poor or struggling live in multi-residence buildings. Unbelievably, the working poor in this city will continue to shoulder a disproportionate tax burden under your proposed ubiquitous mill rate increase. Perhaps the systemic problems of the Toronto tax system could be mitigated by an innovative paradigm change with a land value tax for property-related services like fire, police and transit; and an income tax for peoplerelated services like housing, health, and recreation or culture. Such a system would help to

ing all the deaths of its homeless, hoping this can lead to their better health. But who will see to their legal rights? Dahiya argues the homeless don’t stand in lines for legal aid. He refuses, after all he’s tried, to join any charity or church who can fund his dream. "That is beneath my dignity," he says, waving his hand. A storefront clinic may not be something Dahiya, for all his passion, can achieve. But that doesn’t mean he’s wrong. The City Law Centre must exist. Property taxes cannot be stretched any further Re: ’Time to fix Toronto’s toolow property tax problem,’ Editorial, Jan. 19 I must remain in agreement with the Mayor. When I paid property tax to the City of Scarborough I could see how my money was spent. A well-managed and fiscally prudent city to be proud of. Now my taxes disappear into a large dark hole. I am deeply disappointed with the neglect and

state of disrepair throughout the city, epitomized by the abandoned Scarborough Civic Centre. You mention many of the budget costs for subsidized daycare, shelter services, and public housing, costs that in my mind are better paid from income tax collected by the higher governments. The current Provincial Government wants to build transit instead of investing in individuals; providing meaningful em-

ployment; ensuring adequate, safe housing; providing affordable daycare; investing in mental health; and significantly more funding for public transit. Now is the time to hold all the MPs and MPPs in the GTA accountable. The property tax cannot be stretched any further to cover the costs that need to be forthcoming from the Federal and Provincial Governments. Rick McMulkin

Transfer tax burden to those able to pay

New parrot offer shouldn’t be refused by Conservatory Have you missed Angel the parrot at Etobicoke’s Centennial Park Conservatory? Unfortunately Angel died in October. My daughter offered to buy and donate a replacement bird of the city’s choosing but the greenhouse staff/city declined the offer. I was told that it is not safe to have birds there because there is no foundation in the structure. There were always children at the greenhouse talking, laughing, dancing, with Angel. I have

been taking my grandchildren there for years and have been able to expose them to the beautiful floral displays on our visits to see Angel, but without the star attraction they are no longer interested in going to the greenhouse. The Friends of the Conservatory spent $3,300 for a special cage for Angel and now it sits empty somewhere. After emails to all Etobicoke councillors and the mayor, my offer was turned down. Councillor

Holyday agreed that his children loved to visit Angel, however he was unable to help. I am disappointed with the city’s dismissal of a generous offer. Maybe a volunteer could have helped to clean the cage and look after the bird. If you miss Angel and would like to see a special bird back at the greenhouse, call your councillors and ask them to accept our generous offer and help get young children back to the Conservatory. Registration tips for spring/summer recreation programs Most popular programs will fill up in minutes DOMINIK KUREK dkurek@insidetoronto.com Registration season for spring/summer recreation programming is coming up in Toronto and parents and recreation program users will be happy to know the city has made significant improvements to its much-maligned customer experience. Registration for spring/ summer programming starts at 7 a.m. on the following days: l Saturday, March 4 Etobicoke York district l Sunday, March 5 Scarborough district l Tuesday, March 7 North York district l Wednesday, March 8 Toronto and East York district The most popular programs will fill up within minutes. The city has improved its online system dramatically by increasing server capacity, which allows more people to use the system simultaneously. This will reduce the wait times people have experienced in the past. Plus, officials have improved the user interface to make searching for programs easier and registering simpler. "We’ve been working over the last year to improve the overall experience that customers have," said Howie Dayton, director of community recreation at the city’s Parks, Forestry and Recreation department. Besides an improved online system, the city will have more staff at its call centres with longer call centre hours for customers to register by phone on registration days. The city has already seen positive results from the improvements it has put in place. During the December sign-up period, 26 per cent more registrations were

Dayton recommends people use the Get Ready to Register planning tools that are available at www.toronto.ca/funguide. The online system includes a search tool that allows people to seek out the

program they want, and where they want to take it, and mark favourites for programs they will try to register for on registration day. People should have their family and personal accounts ready before registration day. People should also have backup options as well in case their preferred programs fill up. You can also put yourself on a wait list for a program in case some participants pull out or if the city opens up additional spaces. Typically, people registering for programs are in the system right at 7 a.m. Summer camps and children’s learn-to-swim programs are most sought after and fill up quickly. This summer, the city plans to offer 84,500 summer camp spaces, 66,000

learn-to-swim spaces and 30,000 general program spaces in arts, sports and fitness for all ages. This doesn’t include things such as summer leisure drop-in programs happening at pools, community centres or gymnasiums across the city. The city of Toronto prides itself on its quality programming that is affordable and inclusive. As an example, children’s summer camps could range from $40 to $150 per week. There are a number of community centres across the city where all programming is free, including registered and drop-in programs. For families who can’t afford paid programming, the city’s Welcome Policy can provide financial assistance. For details, visit www.toronto.ca/wp.

In 2015, the city provided 622,000 hours of instructional programs, and Toronto sees an 81 per cent usage rate for those programs. While the usage rate is high, not all programs are filled and Dayton suggests people try them out. "The City of Toronto invests in quality of life. Recreation is essential to healthy and active living, social development for persons of all ages, whether its children, youth, adults and older adults," he said. One Toronto dad, Phil Vlach, is glad the city made recent improvements. The father of two remembers the days when he and his wife would circle programs in the city’s FUN Guide book, cross things out, make more circles, and then struggle to register their children on regis-

tration day. It was such an awful experience, he built a mobile app for iOS devices that helped users find programs and fill out certain fields for them. It was a lot of work to build the app, but he was happy to help other parents. "(The city has) come a long way and I’m glad they have. My goal with all this was, quite honestly, to help my family out and my circle of friends, and if other people benefited, fantastic," Vlach said. He said his app won’t be available for March registration. The city plans to continue improving the current online system and to roll out a new technology in 2018 that will make the user experience event better. CYNTHIA REASON creason@insidetoronto.com There was a buzz in the arctic air at Sandy Lake First Nation last Tuesday that not even the -34C polar chill could numb – word had it that Lord Stanley was about to land in town. On the local radio station, Chief Bart Meekis issued an urgent plea for all 3,500 residents of the remote northern Ontario reserve to “Let’s all get to the airport now and show our hapToronto piness!” At Thomas Fiddler Memorial Elementary School, students put the last-minute

touches on a colourful banner written in their native Oji-Cree, welcoming the Stanley Cup and its contingent of carriers from Etobicoke. And at the landing site itself, dozens of pick-up trucks and school buses packed with excited hockey fans of all ages ringed the airstrip in anxious anticipation of the Holy Grail of hockey’s arrival. “The gravity of it all didn’t really hit me until we were landing in Sandy Lake and I looked out the window and saw the whole community out there in the cold waiting for us,” said Etobicoke-Lakeshore Councillor Mark Grimes, who used his connections at the Hockey Hall of Fame to arrange the

Cup’s visit to coincide with the delivery of 5,500 pounds of Rotary-donated hockey equipment to Sandy Lake – even successfully outbidding Justin Trudeau for the honour. As the charter flight carrying Grimes, Rotary representatives, a documentary film crew from Etobicoke-based Fifth Ground Entertainment, and the official “Keeper of the Cup” Howie Borrow touched down, the subzero temperatures seemingly melted away on a wave of enthusiasm that drove a flood of excited bodies from the warmth of their vehicles and onto the airfield – Chief Meekis one of the first among them. That the Stanley Cup would come to a remote place like this, it’s the first time I’ve ever heard of it,” Meekis said shortly after parading the Cup around Sandy Lake on the back of his pick-up truck, trailed by an escort of 16 flag-waving, skidoo-driving members of the Sandy Lake Canadian Rangers. While Lord Stanley’s 22-hour stay in Sandy Lake was widely celebrated as a “historic first”, Meekis pledged it most certainly won’t mark the Cup’s last long voyage to the remote fly-in community nearly 1,500 kms northwest of Toronto. “It will be back up here again in 2020, but next time it will be one of our young hockey players bringing it north as a Stanley Cup champion – hopefully with the Canadiens,” the Montreal fan said with a determined grin. “To us, the Stanley Cup promotes education, it promotes discipline, and it also promotes that you can be all you can be – and that’s something our kids need to see.” While the Cup’s arrival provided plenty of incentive to young hockey players in Sandy Lake to strive for NHL greatness, the accompanying delivery of 16 skids of gently used hockey gear collected by the Rotary Clubs of Etobicoke and Palgrave – and

shipped free-of-charge courtesy Wasaya Airways and the Grimes’ brothers Etobicoke-based logistics company, MGA International – brought with it the means with which to fulfill a hockey dream that, for many, would’ve otherwise been out of reach. Freight costs to communities like Sandy Lake, which are only accessible by land via ice roads for a few short weeks in the winter, drive the price of even the most basic of goods up at least threefold. In a community where even a 24-case of no-name bottled water sells for $27.79, that means the price of already-costly hockey equipment becomes prohibitively expensive for most families. “A lot of our youth want to get on the ice, but can’t afford the skates, which is sad because people here go hard for hockey – they absolutely love it,” said Jenn Elwell, the now “super famous” teacher who arranged the hockey donation with Rotary Etobicoke’s Laura Latham after stumbling upon a story about the club’s hockey drive on Facebook. “So for me, seeing my kids walk out of the gym today with skates in their hands and big smiles on their faces just melted my heart. It was so beautiful, because I know how much it

means to them.” Pittsburgh Penguins superfan Derek Monias, 13, not only walked away from the distribution event at Thomas Fiddler Memorial Elementary School last week with a hockey bag stuffed with new gear, he was also able to cross a key item off his bucket list. “I’ve always wanted to see the Stanley Cup in person and now I have. It’s every hockey player’s dream to one day achieve winning it,” he said with a shy smile. “This day, we all feel happy. The people that brought the Cup here have put a smile on everybody’s faces here in Sandy Lake and made them feel good inside.”

learned how to play badminton in high school and continued to play at university level at both the University of Birmingham and Cockerels. Margaret learned how to play after leaving school and continued to play competitive club badminton. In 1983, Roger and Margaret began the Etobicoke Junior Badminton club. This club was a not-for-profit club which they successfully ran for 27 years up until 2010. The program saw 900 juniors go through the program with 500 of the participants playing for their high schools, 90 making it to the OFSAA finals, 60 playing for their university/college teams, and 35 of them going on to get their coaching credentials. For their efforts, the Wallises have been recognized by the OBA, and Roger by the Government of Ontario, with the Syl Apps Award for development of Sport in Ontario. Roger is also the co-author of the only instructional badminton book in Canada: "Badminton Essentials for Instructors and School Teachers." Currently, Roger is the co-ordinator and Margaret will be playing at the Ontario Senior Games 55+ in Cobourg later this month, taking a contingent of eight players from Etobicoke. Both Margaret and Roger get to utilize their NCCP coaching Level 1 and 3 coaching certificates, respectively, at

The Wallises applied for the facility for this program in 2013 and it has grown to 65 participants. The session consists of a 30minute lesson followed by 2 hours of round robin play. Both Margaret and Roger have successfully participated in the Canadian Over-55 Games, winning gold in the mixed doubles in Sydney, Nova Scotia in 2012 in the over-65 categories. They have also won silver in the Canada Over-65 Games in men’s and ladies’ doubles. The Wallises are very humbled by winning the prestigious Athlete of the Month award. They are also grateful that they can share their passion with the sport with other residents of Etobicoke.

New program provides emergency Toronto Airspace Noise Review Notice of Public Meetings mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. Toronto teens honoured with junior citizen award nomination Two students from North York, one from Etobicoke recognized Serena Habib, Soheila Mosun and Seher Sarin are being recognized for inspiring change in their communities. The students were presented with certificates of recognition after being nominated for the Ontario Junior Citizen Awards.The awards are promoted through the 300 newspapers of the Ontario Community Newspapers Association, which Metroland Media Toronto is a member. Eligible nominees are between ages six to 17, and nominations are received through membership papers.Habib, 14, of North York is Grade 9

student at Senator O’Connor College School. Habib’s nominator calls her a, "passionate individual who is actively involved in her school, local and global community." "Serena can be described as kind, non-judgemental, empathetic student who wants to make a difference in the world," her nominator said.Adding Habib began the "Knit for Newborns" initiative almost a year ago. The program is dedicated to helping save the lives of babies in third world countries while helping "marginalized senior citizens" through handmade hats and blankets.Etobicoke resident Mosun, 16, is a Grade 11 student at Appleby College in Oakville, Ont.Her nominator said she is driven to help youth, and is launch a youth movement organization called "Selfless 16." No one wants to have surgery, but back and neck pain can be debilitating. launch of the Spine Specialist. He had back problems after being in a car accident, which prevented him from walking properly, and he had severe back and leg pain. He came into the clinic on a walker for his first appointment. Llukaj was the first patient of the therapy table. In the last six weeks that he has been using this therapy, Llukaj moved from the walker to crutches, and now he’s even walking without crutches. He uses a cane during these winter months when the ground is unstable. “He’s not back to normal yet,” says Engineer, “but we did in six weeks what we couldn’t do in six months.” Llukaj had been scheduled for surgery on his back in a year and a half. He’s now reconsidering getting the surgery at all. For Engineer, that is the whole purpose of this therapy table. “Surgery isn’t something anyone wants to do, let alone when you’re in your fifties,” he said. EDGE: Youth Art Show

(formerly Student Art Show) is one of Arts Etobicoke's longest running programs; this year we are proudly celebrating its 20th anniversary. Every year Arts Etobicoke works with TDSB and TCDSB schools and social agencies to showcase artwork from young people aged 13-18. The artwork is presented in a professional gallery exhibition, open to the general public. Kicked off each year with an opening reception, this celebration offers a unique experience for the youth artists as it gives them a safe space to discuss their art, meet their peers, and receive a one-on-one critique from a professional artist. Arts Etobicoke has three branches of programming, core, legacy and new projects. Legacy programs are designed with permanence in mind to serve our community for years to come. EDGE: Youth Art Show (YAS) does just that. In its early stages YAS exhibited at Sherway Gardens mall, which allowed for a wide range of community members to view and explore the youth artwork. In 2013, YAS was on hiatus, due to construction at Sherway Gardens. This was a great opportunity to re-evaluate the program and its impact on the youth served. Arts Etobicoke thought it was time to make a move and to showcase the artwork in a more professional gallery environment. So, in 2014 we rebranded as EDGE: Youth Art Show, to more accurately represent the youth involved, and moved the exhibition to Artscape Youngplace. Part ideas laboratory, part creativity workshop, Artscape Youngplace is a community cultural hub located in Toronto’s West Queen West neighbourhood, with 75,000 square feet of space devoted to artistic inspiration, learning, growth and expression. YAS takes over the entirety of the second floor hallway gallery space, a perfect fit, surrounding the youth with professional artists, studios, and a vibrant arts-based walk-in audience.

Every participating school and agency receives a scholarship to use towards their arts education department. Each year sees approximately 100 youth participating in the exhibition from over 20 schools and agencies. This means that in our 20 years we have exhibited close to 2,000 pieces of artwork from Toronto youth!

Retired High School Principal, youth education advocate, and Arts Etobicoke Co-Chair Karl Sprogis believes this program is a key part of the work of Arts Etobicoke. "EDGE: Youth Art Show is an important program because of the authentic evaluation that students receive on their artwork. The feedback is coming not just from their teachers and peers, but from professional artists and members of the public. The opportunity to see their work outside the classroom in a gallery space and the appraisal and validation that comes with that is an important self esteem builder for the students.” The Kiwanis Club of Kingsway Humber is a founding sponsor of the Youth Art Show and we sincerely appreciate their loyal support throughout the years. MY CITY MY SIX In 2017 to celebrate Canada 150, Arts Etobicoke will be participating in a city-wide program presented by the City of Toronto. My City My Six is a participatory public art project that will reveal Toronto and its residents in celebration of Canada 150, six words at a time. We want to hear your story! Your story may be selected to be part of a city-wide exhibition in the fall of 2017, showing the diverse lives that collectively make up this great city at this moment in time. Hitting the ice at Fairfield Park Winter enthusiasts welcomed two new natural ice rinks in Fairfield Park Saturday. Skaters celebrated the new community-built rinks in the Islington Avenue and Bloor Street West-area park during Coun. Justin Di Ciano’s annual skating party. Di Ciano secured developers community benefits funding for the winter water service, while New Canadians Lumber donated the boards and TPM Construction a tarp to enable residents to create a hockey rink and a leisure rink. Residents created a Friends of Fairfield Facebook page through which they plan to advertise park events and updates.

It’s budget time in Toronto, a magical period when abstract numbers get bandied about like essential truths, and political announcements are rife with promises of funding to come. Take the TTC, which saw a hit to its revenue in 2016 thanks to lower than anticipated ridership. The TTC, which had to trim from its already pulped operating budget thanks to a mayoral edict, and liquidate its cash reserves just to reduce its projected deficit for this year. That same TTC will receive an $80-million funding boost to its annual subsidy from the city, it was announced this week by Mayor John Tory with a beaming Josh Colle, chair of the TTC, at his side. The money stands as part of a "historic" investment in transit, another glowing example of this mayor’s commitment to get the city moving, say his

If Toronto Council votes in favour this week, the TTC will have received an even higher operating subsidy from city coffers, one even more generous than last year’s record allotment. Never mind whether Toronto should get more of a hand from other levels of government for running one of the largest transit systems on the continent this is still a lot of money.But here’s where the sleight of hand comes in: even with all that cash

threatening to burst the TTC’s wallet George Costanza-style, you the regular transit taker aren’t likely to see a requisite boost in the form of better service. The reality is no one or two or even three-time boost to spending is going to create a rush of new service, no matter what elected officials say, not when there’s little guarantee the same funding levels will stay in place for in the future. If Torontonians want a consistent amount of service befitting a major city’s transit system, they need to demand consistent fundings, not one-time payoffs. You get the service you pay for. Etobicoke Civic Centre design competition kicks off Build Toronto kicked off its international design competition for the new Etobicoke Civic Centre this week by shortlisting five architectural teams to develop the "new heart of Etobicoke." The goal of the Etobicoke Civic Centre design competition is to develop a vision for a new integrated hub including a civic square, civic offices, a library, a daycare centre and a recreation centre - on the Westwood Theatre Lands at the southwest corner of Dundas and Kipling. "This is the beginning of an exciting project to design an entirely new community with a civic centre and public space, that will also allow us to streamline the Six Points intersection and make this the heart of Etobicoke," Coun. David Shiner, chair of the Build Toronto board, said in a statement. "As stewards of public

land, Build Toronto and the city are driving the focus on city-building by exploring creative and innovative design ideas and bringing them to the forefront of this transformation." The shortlisted teams, comprised of firms from Brooklyn, N.Y.; Copenhagen, Denmark; London, U.K.; Philadelphia, Pa.; Rotterdam, the Netherlands; and Toronto, Ont., include: .
