Amber Potts-Jaffary last seen getting into stranger’s car in 1988 CYNTHIA REASON creason@insidetoronto.com Don Pressey’s last glimpse of his stepdaughter was of her disappearing figure as she climbed into the car of a stranger she’d flagged down on Lake Shore Boulevard West in south Etobicoke. That was nearly 29 years ago. Amber PottsJaffary hasn’t been seen since. Even all these years later, Pressey still breaks down in tears as he recalls the final moments he and his late wife, Christine Jaffary, spent with Amber. It was approaching noon on Nov. 26, 1988, and his then-16-year-old stepdaughter had stayed out the night before to party with a group of friends. Tipped off to her whereabouts by a friend, Pressey accompanied his worried wife, whom friends and family called ’Chris’, down to the Mimico motel where Amber had crashed for the night. "The motel owner heard our story and let us into the room, and there was Amber - embarrassed to be caught. She reluctantly sat on one bed, while her mother on the other bed, just inches apart," Pressey recalled of their last encounter with Amber be-

"Chris rationally and calmly read Amber the riot act for about 30 minutes. In the end, she said ’We want you with us, so if you want to come home, you’re welcome to come home. But this, what you’ve done (staying out all night), is unacceptable.’" All three then agreed to go back to the family home on Rabbit Lane (near The East Mall and Rathburn Road), where Pressey assumed mother and daughter would continue their reconciliation over lunch. Amber, however, had other plans. "As soon as she put her

foot out the door, she ran. She was young and fast and agile, and I was too old and too slow to keep up," Pressey recalled, noting that he and Jaffary pursued Amber on foot out to Lake Shore Boulevard West, calling for her to come back. "She flagged down a passing car, he stopped and let her in, and they disappeared. I was standing 150 yards back with Chris as we watched them go. There was nothing left for us to do but walk back, get our vehicle and go home. We never saw her again." Pressey said both he and Jaffary were "sick with grief" as police launched their investiga-

tion into Amber’s case 48 hours following her disappearance - even taking DNA samples from Jaffary in case a body matching Amber’s description was ever found. Making matters worse, he added, was the fact that Amber vanished in the midst of Paul Bernardo’s reign of terror as the Scarborough Rapist. "It was a terrible crisis for us. The police were involved and Bernardo was at his peak," Pressey said of the convicted serial killer and rapist believed to be responsible for nearly 24 rapes and attempted rapes in the GTA from 1987 to 1992. "Amber was never

found, but I secretly believe she was a (Bernardo victim). There were a number of girls, like about 10, that disappeared around that time and were never found. I believe she was one of them." In the nearly three decades since Amber’s disappearance, both her parents died without discovering what fate befell their only daughter together - Jaffary in 2010 of lung cancer, and father, Bob Potts, in 2014. That leaves Pressey, her stepfather of less than two years at the time of her disappearance, Amber’s last remaining parent - a responsibility he doesn’t

take lightly. It is he who has remained in contact with the Canadian Centre for Child Protection (CCCP) since 2011 to keep Amber’s case in the public eye, said Jessica Huzyk, a program manager with the organization’s child safety and family advocacy division. "Families don’t forget. Even as loved ones pass on, we often see different family members (like Don) take on the responsibility of the search, and that can be a lot. Amber still has a family wondering where she is. We’ve extended our support to them, and we will continue searching for answers until we find them," she said, noting that she reached out to Pressey about Amber’s case six years ago when CCCP launched its missingkids.ca database. It was Huzyk, Pressey said, who called him up not too long ago to inform him that police at south Etobicoke’s 22 Division had been contacted by law enforcement officials in the U.S. when they found the remains of a woman that matched Amber’s description. "When Jessica told me... I couldn’t help but ask ’Is she alive?’" he said, tearing up. "But she wasn’t." Nor, confirmed Det.Const. Vlad Tsaturyan, did the unidentified woman’s remains end up belonging to Amber. Pressey said he hopes that Amber - who, if she’s still alive out there somewhere, will celebrate her 45th birthday on July 27 will one day show up on his High Park doorstep.

Etobicoke Creek work ’a little overkill’ To the editor: Re: Paving Over Nature, June 15 It was with great interest that I read your cover story Paving Over Nature? with the accompanying picture of Douglas Counter seated along Etobicoke Creek. I attended the city open house on this project mentioned in the article and was impressed with Douglas’s impassioned appeal to the officials to reconsider some aspects of this redevelopment. I am not a resident in the area but I am a frequent user of the trails beside Etobicoke Creek, as part of a small walking group I organize. While we do not walk along the creek for meditative purposes, we are aware of the healing benefits being in a forested area provides to us and others.

Our group has also noticed that walking on a paved surface is harder on our hips and knees and where we have an option, we choose the gravel or dirt pathways. Erosion of the creek’s embankments are evident and I support the city’s plans to shore these up, but I believe removing 40 native trees and disrupting some of the natural topography to construct an asphalt pathway is a little overkill, when a gravel path would meet the needs of cyclists and walkers alike. I’d like to thank Coun. Mark Grimes for encouraging this store to come to this location. I’d like to encourage residents who live in the area to support this store. I have been to the Farm Boy location in London, Ont. There are always fresh meats, vegetables, dairy products as well as other products. There is always a good selection that can be found. Wave the Maple Leaf on Canada’s 150th What makes Canada one of the best places in the world to live? Ask 10 people, you might get 10 different responses. The international community certainly has some thoughts on the question. Canada is consistently ranked among the best nations on the planet by the U.S. News & World Report, the University of Pennsylvania’s Wharton School and global brand consultants BAV Consulting. In 2016, the Reputation Institute ranked us second only to Sweden, with Switzerland third. We measure among the top according to the United Nations Human Development Index, as well as the FutureBrand index. Reasons for our lofty status abroad range from our economic and political stability to our education and health care systems, to our relative safety. According to the 2017 Global Peace Index, released by the Institute for Economics and Peace, Canada was rated the eighth safest out of 163 countries. In January, the New York Times announced Canada was its top recommended travel destination for 2017, citing our "cosmopolitan cities, barely-explored natural wonders and everything in between." There are actually countless reasons why this is such an amazing country. There’s Canada’s natural, rugged beauty. We have inclusive social policies, a (mostly) welcoming approach to immigration and refugees. Diversity is not a dirty word here. Our social support programs are there, as are our communities, when people need a helping hand. Our government’s business is conducted, for the most part, in a reasonably transparent, civilized manner. Our game, hockey, is easily the best, as is our side of Niagara Falls and our Rocky Mountains. Our military has a history of punching well above its weight when called upon to defend freedom. Our environment remains largely unspoiled, our cultural and geographic diversity incredible. Many non-Canadians like to poke fun at our penchant for politeness, our readiness to deliver an apology if required, but we’re OK with that. Canadians are patriotic, but we hesitate to blow our own horn. Others do it for us. We know we are not perfect, that there are elements of our past that continue to haunt us. But really, is there anywhere else you’d rather be? On July 1, Canadians will mark our nation’s 150th birthday, with celebrations from coast to coast. We hope everyone joins in and, with passion and appreciation, waves the Maple Leaf.

Toronto celebrates a future of possibility It is going to be a big day on Saturday: for Canada of course, but for Toronto too. The country is 150 years old. Toronto is either 33 years older than that, if you count back to 1834 when Muddy York was renamed Toronto, or 130 years younger, if you count the point at which the Toronto we all know was amalgamated from six smaller municipalities. That, certainly, was the point at which Toronto became if not a linchpin for the country as a whole, then the biggest kid on the block, the largest city in the land. Forgive us, if we take a moment to feel smug about that - a smugness that may be incompatible

the army to shovel us out after a very heavy snowstorm. Or that time that our third mayor, Rob Ford ... well, all those times. But let’s not do this. This is a birthday party for the whole country, and a good birthday party looks to the future as much as it does to the past. And really, Toronto and Canada’s - future is filled with possibility. In the short term, we have become an island of stability and sanity next to the United States and, so far, at least appear to be able to weather the turbulence from south of the border. That’s good. People will want to come here. To live and to do business.

That opportunity will also present us with challenges, but these are the same challenges that we’ve been facing with sporadic success for the past three decades: transit and transportation infrastructure, housing, and environmental stewardship. We will, going forward, have to do better, and do better more consistently. But that’s all right. We are 150 years young, after all. That means we’re just getting started. Metrolinx, an agency of the Province of Ontario, is upgrading its commuter rail system into Regional Express Rail. The Greater Toronto and Hamilton Area (GTHA) is now home to nearly 7 million people and heading towards 10 million by 2041. To address the urgent transit needs of the GTHA, the Province of Ontario committed to implement Regional Express Rail and make other improvements to the GO system. By 2025, electrified trains will be running every 15 minutes or better, all day and in both directions, within the most heavily travelled sections of the GO network.

Notice of Commencement and Public Meetings GO Rail Network Electriﬁcation Transit Project Assessment Process

The Process Metrolinx and Hydro One are co-proponents, jointly carrying out the Transit Project Assessment Process (TPAP) in accordance with Ontario Regulation 231/08 - Transit Projects and Metrolinx Undertakings (made under the Environmental Assessment Act) to examine the environmental impacts of converting several GO rail corridors from diesel to electric propulsion. The Project As part of Regional Express Rail, Metrolinx is proposing to electrify GO-owned corridors. The GO Rail Network Electrification undertaking will entail design and implementation of a traction power supply system and power distribution components located along and within the vicinity of the rail corridors. The Study Area (see key map) includes six GO rail corridors, as well as proposed locations for the traction power facilities (i.e., Traction Power Substations, Paralleling Stations, Switching Stations) and ancillary components: • • • • • •

Union Station Rail Corridor Lakeshore West Corridor – West of Bathurst St. to Burlington Kitchener Corridor – UP Express Spur (at Highway 427) to Bramalea Barrie Corridor – Parkdale Junction to Allandale GO Station Stouffville Corridor – Scarborough Junction to Lincolnville GO Station Lakeshore East Corridor – Don River Layover to Oshawa GO Station

Traction Power Supply and Distribution System Electrification of the GO Network requires a connection to the provincial electrical system. It is proposed that power be supplied from Hydro One’s existing 230 kilovolt (kV) transmission lines through the installation of five (5) Tap locations which will bring power to the Traction Power Substations (TPS) and then feed into the power distribution system components adjacent to and along the rail corridors to be electrified. Consultation Building on the first and second rounds of public consultation meetings held in February/March 2016 and November 2016, Metrolinx and Hydro One are now formally commencing the TPAP. A third round of public consultation is planned for June/July 2017 (details below) and will present the findings of the technical/environmental studies (posted online at www.gotransit. com/electrification) undertaken for the GO Rail Network Electrification Project. Members of the public, government agencies, Indigenous communities and other interested parties are encouraged to participate in the process and/or contact the project team directly with feedback or questions. Concert band performs Canada 150 tribute The Etobicoke Community Concert Band’s popular, free Summer Concerts in the Park series is under way. The band invites Etobicoke residents, families and friends to attend their concerts at Applewood/The Shaver Homestead at Broadacres Park, 450 The West Mall. Bring a lawn chair. The band’s next concert is a tribute to Canada and its 150th birthday on Wednesday, July 5 from 7 to 8:30 p.m. It will perform Canada 150, a new suite by Vern Kennedy. The Misseto Bonsai Show returns Canada Day weekend to the Centennial Park Conservatory. The club has some bonsai trees as old as Canada. A member-donated northern white cedar bonsai will be showcased at the show in celebration of Canada’s 150th anniversary. The Misseto Bonsai Show takes place on Saturday, July 1 from 10 a.m. to 5 p.m. and Sunday, July 2 from 10 a.m. to 4 p.m. at Centennial Park Conservatory, 151 Elmcrest Rd. Admission is free. Approximately 60 coniferous, deciduous and tropical bonsai trees will be on display, ranging from those "still in training" to others more than 100 years old, show organizers said. Electric railway came to Etobicoke 100 years ago Guelph Line’s biggest issue was competition from cars and bus services DENISE HARRIS denise.harris@sympatico.ca When the Guelph Line of the Toronto Suburban Railway opened through Etobicoke on April 14, 1917, residents eagerly greeted this new electrically-powered interurban rail service. It ran from Keele Street to Guelph, carrying passengers, express, and freight. The line operated on 1500 volts of direct current from the Niagara Power Commission towers on Kipling Avenue. The line entered Etobicoke on a dramatic 711-footlong, 86-foot-high steel bridge over the Humber River. The route then more or less paralleled the CPR to Mimico Creek. It crossed the creek on an 80-foot-long steel

trestle bridge south of the CPR overpass in what today is Tom Riley Park. The line then curved north to pass under the west span of the CPR overpass. After continuing about 50 feet, the route turned west (where the baseball diamond is now). It continued past Islington Avenue to Canning (now Cordova) Avenue on a right-of-way that is now Central Park Roadway. The line proceeded on an angle along the north side of the Islington Public School property and crossed to the north side of Dundas where Cabot Court is today. There, the track continued west, behind the stores and houses along Dundas to Kipling Avenue. It crossed through the street-level sixpoints intersection, where it vied for space with all of the other vehicles coming through from six directions. It continued west on the north side of Dundas in front of the few houses along that stretch of road. The cars crossed into Toronto Town-

There are known to have been at least 18 stops across Etobicoke, with small wooden shelters for waiting passengers at Islington, Burn-

hamthorpe, Royal Avon, Six Points, Eaton Farm (Highway 427), and Summerville. The Guelph line experienced ongoing problems that negatively affected its bottom line: the electricity supply was inconsistent; the route had many tight curves which slowed down the ser-

vice; there was competition from main line railways; there were equipment shortages; and passengers complained the service was too infrequent. However, its main problem was competition from the increasing presence of more convenient personal cars and local bus

services. Ridership dropped to 300 passengers per day in 1931. The company made its last run on Aug. 15, 1931 and went into receivership. When the receiver was released in 1935, all of the rails, structures, and power lines were promptly removed. Any remaining cars were scrapped. It is still possible to see traces of the line today. Most obvious are the piers from the bridge over the Humber River, and the route from Mimico Creek to Kipling can still be walked using the description above. It is also possible to ride on a surviving piece of the actual Guelph line right-of-way in several historic rail cars that have been saved at the Halton County Railway Museum (www.hcry.org). There is also a specific process for the national flag to be folded. And when the flag becomes tattered and is no longer in a suitable condition, it should be destroyed in a dignified way. Fly the Canadian flag. That’s what a Torontoarea group is urging of Canadian residents, businesses and institutions. The national flag is flown at all federal government buildings, airports and military bases and establishments within and outside Canada. That mandate should extend to all government institutions, including provincial and municipal, says Marga van den Hogen, who in 2009 founded Flag Flyers, an organization dedicated to promoting the Canadian flag. "It’s the most beautiful flag. It stands out. It’s our Canadian emblem," she said, adding the flag should be displayed "to show our patriotism and the government has to set the example for us to follow." "The government to me doesn’t seem to promote the flag anymore. I believe it should." Davies suggested Canadians could take a lesson from the U.S. "You see flags all over the place in the States. People are very proud of it," he said. "We don’t seem to have the same pride. We have, I think, pride in our flag for some of the sports teams but not much else." Davies also encouraged everyone attending Canada 150 celebrations to pick up a hand-held flag that’s provided by the government. "The government is spending a lot of money on such things as fireworks. Perhaps it could ensure that all the people who go to see the fireworks are carrying a flag in show of support," he added. The Canadian female infantry officer who made history Monday commanding the Queen’s Guard at Buckingham Palace is taking it all in stride. Capt. Megan Couto, 24, an Etobicoke native, led her company of 40 Canadian soldiers in the Second Battalion, Princess Patricia’s Canadian Light Infantry, through the Changing of the Guard on Monday under a strong sun before a crowd of hundreds of tourists. The 35 members of the Royal Canadian Artillery Band led the way, performing songs including Leonard Cohen’s Hallelujah and the Hockey Night in Canada theme song. "I knew it was important," Couto said Wednesday from St. James Palace. "It was quite special to me. I just try to do my job as well as I can. It just so happened the job I was given on Monday was pretty spectacular. "I hope I’m able to inspire at least one person." The Patricia’s are serving as the Queen’s Guard on select dates until July 3. The Canadian soldiers will stand sentry at Buckingham Palace and St. James’ Palace. Hudson has and will command the remainder of the Mounting of the Guard, including on Canada Day and on July 3. The Queen’s Foot Guards, part of the British infantry, currently have no female soldiers in their ranks. It will open to women for the first time in 2018. Canada’s military has had women serving in nearly all roles since 1989. As of May, women in the regular force and the primary reserve combined represent a little more than 15 per cent of the Canadian Armed Force, the Department of National Defence reported. Couto said she has never focused on being a woman in the Canadian military. "I was kind of blind to the fact I’m a minority," she said. "I tried to keep up in the beginning and do my best in the end. If you work hard, are physically fit, motivated and intelligent, things will come." Couto’s parents, Joe Couto and Seon Young-Couto, took in the excitement from this side of the pond. "We’re very proud of her and her accomplishments. She works hard. She stays humble," Joe Couto said of his daughter, who played with the Etobicoke Youth Soccer Club, attended Richview Collegiate, and graduated from the Royal Canadian Military College. In 2015, Couto deployed to northern Saskatchewan as a platoon commander to protect local infrastructure from the wildfires. On Canada Day, the Queen is expected to attend the parade. "All the soldiers are really excited," Couto said. "It’s a really proud moment. This is only the second time the Princess Patricia’s have mounted the guard. We’re incredibly proud of all the soldiers and all the noncommissioned officers."
