Star Wars, George Lucas’s US $9.5-million space fantasy, drew enthusiastic moviegoers by the millions, who stood in neverbefore-seen queues the length of city blocks that coined the term "blockbuster". The Toronto Blue Jays played their inaugural Major League Baseball season. The home computer made its debut. And Lakeshore Area Multi-Service Project Community Health Centre, known as LAMP CHC, opened its doors. It began as a health-care delivery experiment. The Ontario Ministry of Health launched CHCs as a one-year pilot project. Initially, LAMP offered strictly medical services with two doctors and a handful of health care staff. LAMP was one of Ontario’s first community health centres, a model of care that emphasized consumer rights, community control and commitment to social justice. Many CHCs closed soon after opening. Russ Ford, LAMP’s executive director since 1999, credited Patrick Lawlor, then NDP MPP of the thenLakeshore riding, with saving the centre. "There was a battle with the borough to save the building," said Ford in an interview in his LAMP office on Fifth Street. "It was the first time people questioned medical professionals. We had a board of directors. The Ontario Medical Association was not in favour of it. Be-

Previously, the more than century-old building had been a school, a welfare office, New Toronto city hall, and a police lockup housed in the basement. Antique, ornate chairs that were once the seat of the New Toronto and Mimico mayors remain in LAMP’s auditorium. Today, it offers and supports a wide range of integrated health-care services, community programs and advocacy initiatives. LAMP uses a multidisciplinary approach to health and well-being. It offers primary health-care medicine, a dental clinic, a foot clinic, occupational health,

counseling, food access, housing help, social groups and income support. YMCA Child Care Centre, an Ontario Early Years Centre and Family Services Toronto are tenants. Once again, LAMP is contemplating its future. The Ontario government has approved $11-million in grants to build an extensive addition and to "create a modern medical facility," said Ford, complete with upgrades to all the building’s systems, including HVAC and an existing, temperamental elevator. "We open the windows in February. The elevator is always breaking down," Ford said. But first, the city must

Ford said he is hopeful after two years, a city decision on LAMP’s lease is forthcoming. "We believe from talking with city staff that it is being resolved," he said. Students learn good food can be tasty A professional chef taught some north Etobicoke students on Wednesday that tasty food can also be healthy. Lakeshore Arts gives Etobicoke seniors SWAG CYNTHIA REASON creason@insidetoronto.com Lakeshore Arts has announced the launch of a new project with the twin aims of empowering local seniors as mentors, while also creating platforms for arts-based programming for and by seniors. Funded by the federal government’s New Horizons for Seniors Program, the project has so far seen Lakeshore Arts connect with experienced senior arts practitioners to form a committee that will advise, develop and implement a plan on how to use the arts as a catalyst for inclusion and social participation in their own neighbourhoods. "How do we harness and share the wisdom of experience that artists and arts educators gain over their lifetime? Do artists ever really retire? How can Lakeshore

Arts facilitate positive change? These questions sparked the development of this new initiative," Susan Nagy, Lakeshore Arts’ executive director, said in a statement. "We are proud to foster and support the work of this group of talented sages who are willing to combine their skills, energy and passion to create something new for their peers. We have provided them with a platform and they will shape and mould the possibilities. It’s very empowering stuff and we greatly anticipate the outcome." The Seniors Working Arts Group (SWAG) will be supported by Lakeshore Arts staff, with the main objective being to provide mentorship, take ownership over community engagement and create relevant senior-led, arts-based programming for their peers. The members of SWAG

will meet monthly to assess community needs and plan and execute workshops, as well as create outreach strategies to mobilize and encourage participation in the workshops. Etobicoke-Lakeshore MP James Maloney attended the May 26 inaugural meeting of SWAG at Lakeshore Arts’ Smith Zone Gallery and said he’s excited to see the program launching in his riding. "The committee’s Senior Arts Assembly project will give local seniors the opportunity to participate in a series of educational and inspirational workshops and enjoy good cheer in a friendly atmosphere," he said in a statement. Extend timeline for minimum wage hike Committee hearings are underway on the province’s proposal to raise the minimum wage in Ontario to $15 by 2019. We don’t envy its members. These hearings, to be held across the province, are sure to attract passionate, reasoned, and even desperate responses from stakeholders on both sides of this issue. The government plans to hike the minimum wage, now set to rise with inflation from $11.40 an hour to $11.60 in October, up to $14 on Jan. 1, 2018, and to $15 the following year. Nearly nine per cent of Ontario workers are paid the minimum wage, the second highest total of any province. On the labour side, we can expect support for the hike, with advocates citing an improvement in living standards and an anticipated boost to economic activity. (Economic activity is increasingly critical, as Statistics Canada data shows more than half of the country’s economy is driven by consumer spending). Proponents of the hike can also point to a National Employment Law Project report in the U.S., which revealed that minimum wage hikes are likely to create more jobs than they kill. Official government data, gathered from between 1938 and 2009, in which there were 22 increases to the minimum wage, found that 68 per cent of the time, the employment rate had actually risen 12 months after the wage hike. On the business side, many appear alarmed by the timeline for the change, warning it will cause job losses, discourage investors and worse. Fanning the flames are additional proposed reforms – equal pay for part-time workers, increased vacation benefits and expanded personal-emergency leave. "Many Ontario employers, especially small businesses, are now considering closing their business because they do not have the capacity to successfully manage such reforms," read a statement by a coalition including the Ontario Chamber of Commerce, Restaurants Canada and the Canadian Franchise Association. “There is no way to absorb and adjust to a 32 per cent hit in less than 18 months.” The group’s rhetoric is sufficiently severe that one wonders if the coalition’s prophecy of economic constriction will become self-fulfilling, should the proposals be adopted. In any case, this is a rare occasion in which both sides of the argument are persuasive and it will be fascinating to see the committee’s recommendations. Perhaps the best outcome would see the province extend the time frame for the wage increase sufficiently to relive some of the pressure felt by the business community.

Handling of land deal speaks well for council It speaks well of the members of the current term of council, that it’s taken this long for something like the Arrow Road land deal to emerge. The attempts by the Toronto Parking Authority to purchase the property at 1111 Arrow Rd., for what seems to be considerably more - $2.6 million more than it ought to be worth, almost feels like a throwback to pre-millennial times. That, older Torontonians may remember, was the age of MFP, the computer leasing company that convinced Toronto councillors and bureaucrats to sign a lease for desktop computers that wound up costing tens of millions of dollars more than they thought it

the city and ended careers, and the simple fact of what happened cost Toronto taxpayers significantly,. The parking authority deal may or may not be the same sort of thing. But here is an encouraging note: we are likely to find out, one way or another. The contrast between how Toronto Council dealt with the MFP scandal in 2002 and 2003, and the way that Toronto Council has dealt with the potential scandal at the parking authority is striking. Then, councillors were locked in a genuine debate about whether to dig deep into the problems with the computer lease that city manager Shirley Hoy re-

ported on. It got a bit ugly. This time out, councillors wasted no time. When the confidential report from Toronto’s auditor general came to the Audit Committee, its chair Stephen Holyday immediately made it public. When the matter came to Council, councillors spent the lion’s share of the meeting going over it, before immediately suspending the parking authority’s board and putting it into the hands of city staff. When the new board met, City Manager and Chair Peter Wallace put staff on administrative leave, and launched an investigation. It is good to see the impact of lessons learned well.

Mission control: a look at the TTC behind the scenes One control room manages operations of all streetcars and subway trains, affecting thousands of transit riders

RAHUL GUPTA rgupta@insidetoronto.com At the TTC’s Hillcrest campus, a group of transit workers has the not-sosimple task of co-ordinating operation throughout the network. This is the TTC’s Transit Control Unit, staffed 24/7 to monitor the performance of subway trains and streetcars. It’s mission control for transit operations, where vehicle movement is tracked, assistance dispatched and support provided. In short, it’s never boring. "If this was a dull job, we would have attracted a totally different kind of employee, but when they come here and work through a really big delay. it’s organized chaos," said Jim Ross, the TTC’s deputy chief operating officer. "Once you get hooked, you never want to leave. It’s stressful but something different every day." The control centre, whose exact location cannot be disclosed due to security reason, opened in 2004, but has undergone a major transformation since 2012, including installation of floor-to-ceiling video screens detailing every crucial bit of information needed to operate the subway and streetcar networks. One of the newer systems, Supervisory Control and Data Acquisition (SCADA), allows control over everything from powering trains and streetcars to activating heaters for iced-over track switches. A "big board" alongside determines the performance of headways and schedules, which gets com-

Beside SCADA, a bank of screens captures CCTV footage from various platforms where an inordinate amount of emergency alarms are activated. Eglinton Station tops the list currently. Finally, there’s a lightup diagram of the entire subway map, determining where trains are and if they are on schedule. At this time, a couple of hours before the start of rush hour on a weekday afternoon, the numbers look pretty good. Trains adhere to acceptable headways, and there’s only a slight delay on Line 4 Sheppard due to "crew change" issues. The technological improvements represent a

quantum leap from past control centres, when operations still took place on ancient arrays containing countless track switches, some of which had to be jury-rigged in creative ways when they stopped working. In those days it wasn’t rare for a single tower controller - essentially an air traffic controller but for public transit - to operate a single panel. "We were running around like chickens with our heads cut off," said Ross, who worked as a tower controller back in 2003. When trains go out of service, maintenance work is co-ordinated. Approximately 3,400 work orders are put in every week, according to the TTC.

As is increasingly the case with aged and declining TTC infrastructure, repairs often need to be arranged during service, which falls on railcar foremen to confer with crews and remotely offer assistance. When a delay takes place, whether big or small, the foremen act as first line of defence. Just the day before, a rider dropped a pencil on the train which got caught on a door track, preventing it from closing, grinding service to a halt. With assistance from the centre, the train guard was able to locate the pencil and get service moving again. Then there are bigger situations such as station flooding, when all hands

are required on deck. In the case of emergencies, the whole room springs into action. This is made easier as control centre personnel are crosstrained and can jump in at a moment’s notice. This year marks the launch of the long-awaited Automatic Train Control system, which will allow for computer-assisted train operation, although one human operator will remain on board at all times. ATC promises more consistent service. Ross admits he’s not yet certain how it will ultimately affect the control centre’s operations when the first phase launches between Wilson and St. George. ATC will have built-in

redundancies, lessening the need for manual repairs, but might also require more employees at first just to operate the system. This comes at a time when more operations move into the control centre, which is expanding to an additional floor. The plan is to further centralize by co-ordinating bus service along with streetcars and the subway. Once migration is complete in 18 months, Ross promises the benefits will be immediate. "We’re getting more bang for our buck, because once you put people in the same room the synergies start to happen and it’s really more effective," he said.

Spiritual group funds shelter drop-in program An international spiritual community will fund a south Etobicoke women’s shelter’s community dropin program for the next year. Women’s Habitat dropin programs focus on life skills development, parenting and housing support and harm reduction, and other issues. The $12,000 donation from the group, which calls itself the Modern Mystery School, will fund meals, basic need items and program supplies, and cover transportation costs for program participants, many of whom are experiencing low depths of poverty, shelter officials reported. The donation means shelter officials won’t be forced to choose between providing meals or TTC tokens, said Silvia Samsa, Women’s Habitat’s execu-

tive director. It’s an annual struggle to secure funding for the program, she said. "The drop-in model provides women the support they need when they are experiencing violence and poverty," Samsa said in a statement. "We are able to offer them a safe space that is free of judgment, connects

them to other women and to our team of dedicated trauma counsellors. These programs are designed to break the social isolation survivors of violence often face and facilitate the opportunity to reconnect with community." Last year, the program hosted 86 drop-in sessions attended by more than 1,000 participants.

Team Andrea drives message, funds for little known cancer TAMARA SHEPHARD tshephard@insidetoronto.com Andrea Tufts thought she had a bladder infection. Rounds of antibiotics failed. Doctors diagnosed Tufts, an East York mother to then 10-year-old Phoebe, with squamous cell cancer of the vulvar. Tufts had never heard of it. Tufts had surgery in May 2014, followed by largely unsuccessful radiation that summer, then a second surgery that September. Doctors told Tufts she was terminal. Amid shock and grief, Tufts’ family and friends mobilized to support her, and to help her raise awareness of the littleknown cancer that would take her life on April 22, 2015, three weeks after her 56th birthday. "Andrea told me she really wanted to get the message out that this cancer

exists, it can be fatal, it’s hard to get diagnosed, and the treatments are hard," said Tufts’ friend, Kathy Goulding, who lives in downtown Toronto. Goulding conceived Team Andrea, which raised nearly $43,000, one of the top community teams to participate in September 2015 in the Rexall OneWalk to Conquer Cancer benefiting the Princess Margaret Cancer Centre. This year, participants can walk either 15, 25 or 40 kilometres. Team Andrea persuaded OneWalk to add Tufts’ cancer to its list of gynecological cancers benefiting from the walk. "Andrea was thrilled when we told her we could add her cancer to the list. To make that kind of difference in such a short amount of time was incredible," Team Andrea co-captain Goulding recalled. Team Andrea has raised more than $65,000 for the

Since its inception in 2003, Rexall OneWalk to Conquer Cancer has raised more than $162 million to support personalized cancer medicine at Princess Margaret Cancer Centre, which enables early detection, more-precise diagnosis and patient-specific targeted treatment, the centre stated. Co-captain Jackie Sanz’s daughter Samantha has been best friends with Tufts’ daughter, Phoebe, since junior kindergarten. Tufts’ little-known cancer, her death’s community impact and the girls’ and their friends’ enthusiasm for Team Andrea is what drives her, Sanz said.

"Everyone knows about breast cancer. Doctors have done a wonderful job. But there are so many specific female cancers no one knows anything about," Sanz said. "Literally nothing could be done for her. Andrea said, ’this is wrong,’ and we all agreed." Samantha MoffattSanz, eager to learn how Princess Margaret Cancer Centre uses its OneWalk dollars, went on a tour of the facility with her mom, where she spoke with doctors, clinicians, technicians and researchers. The experience inspired Samantha to write a school science report on Princess Margaret’s immunotherapy advances. "As long as Phoebe is good with Team Andrea and doing it in her mom’s memory, we’ll do it," Sanz said. "Phoebe was Andrea’s daughter. But we’ve all adopted Phoebe. This is what Phoebe wants. This is what we do."

TCDSB names its top scholars The future is looking bright for the Toronto Catholic District School Board’s top scholars of 2016-17. Adyn Miles is a graduate of Michael Power-St. Joseph High School in Etobicoke and achieved an overall average of 100 per cent in the International Baccalaureate Program. Adyn balances his academics with a variety of extracurricular activities. He plays electric guitar in two bands and also enjoys playing ball hockey as a member of the Mississauga provincial ball hockey team. He will be attending the University of Toronto in September to study engineering science. Mackenzie Fijardo achieved an overall average of 100 per cent in the Advanced Placement program at Father John Redmond Catholic Secondary School and Regional Arts Centre in Etobicoke. Mackenzie’s community involvement went beyond his school doors. With a passion for science, he volunteered to visit elementary school students and assist teachers with science workshops as they facilitated activities or performed laboratory demonstrations. This September, he will be studying at the University of Toronto in the life sciences program

and plans to attend medical school to become a pediatrician. Jacqueline Fleisig is a graduate of Etobicoke’s Bishop Allen Academy with an average of 99.83 per cent in the Advanced Placement program. She has been a competitive dancer for almost a decade and also enjoys participating in various engineering and science related competitions and programs, such as the WeGo Waterloo Engineering competition last fall and the McMaster Women in Engineering weekend. She was also a recipient of a $25,000 STEAM Horizon Award from the Canada Science and Technology Museums Corporation Foundation. She will be studying engineering science at the University of Toronto in the fall. Alexander Demopoulos earned an overall average of 99.67 per cent at Brebeuf College School and is the top scholar in North York. He plans to attend Western University in the fall. Jason Antao achieved an overall average of 99.67 per cent from Mary Ward Catholic Secondary School and is the top scholar in Scarborough, where he founded the school’s first Robotics Club by raising more than $10,000 in fund-

ing. He will be attending the University of Waterloo to pursue electrical engineering in the fall. Poojitha Pai graduated from St. Mary Catholic Academy in Bloor West with an overall average of 99.33 per cent and is the top scholar for midtown Toronto. She was the recipient of the Governor General’s Academic Medal and was given the honour of National Biology Scholar in the University of Toronto’s biology competition. She will be studying health sciences at McMaster University in the fall with a goal of specializing in the field of medicine to become a doctor and generate new research into areas of endocrinology and cardiology. Kaitlyn M. Alexander from Blessed Archbishop Romero Catholic Secondary School is the top scholar in York with an overall average of 93.33 per cent. She will be studying biomedical sciences at Ryerson University in the fall and hopes to attend medical school after obtaining her undergraduate degree. The TCDSB typically announce the top three scholars across the board along with the top scholars in each region. The Toronto District School Board has not yet released its top scholars.

Bloordale Bombers win Lloyd McConnie tourney run on second base. Pickering hit to the outfield, but with a strong relay and a perfect throw from the edge of the infield to the catcher, the runner was tagged out at home plate. After defeating the Royal York Cardinals in the semifinals, the Bombers took on the Sudbury Shamrocks demonstrating their grit and determination. Illness during the game reduced the Bombers to 10 players after the fifth inning, and then an injury during the sixth meant the team was forced to defend with one player short. Sudbury tied the game in the sixth inning at 10 runs. Sudbury was unable to score in the top of the seventh, but the Bombers’ bats came alive giving the team a walk off run to win the championship. In addition to taking home the title, Bombers Oscar Leah and Harris

Pangretitsch took the longest throw and longest hit titles respectively in the skills competition. Oscar’s first attempt was 155 feet and no other participant even came close to matching his throw. Harris’ hit of 156 feet was more than enough to take home the longest hit. Declan Martini-Wong of the Bombers was named tournament MVP. The tournament was named after Lloyd McConnie (1928 - 2007), an active volunteer with the Martingrove Baseball League. McConnie served on the Martingrove executive for many years and was a life member of the Etobicoke Baseball Association. The Etobicoke Baseball Association is immensely thankful for his years of service and it operates the Lloyd McConnie tournament every July in his honour.

The Bloordale Bombers Green rookie ball select team earned their second tournament win of the season, but the win was all the more special as the Bombers went 5-0 to keep the coveted Lloyd McConnie title right here in Etobicoke. The Bombers Green faced stiff competition from 16 Ontario teams, including Etobicoke’s own Martin Grove White Sox, Royal York Cardinals and Bloordale Bombers Gold. The Royal York Cardinals won the consolation finals beating the Martin Grove White Sox by a score of 15-4. The Bombers faced the Halton Eagles and the Ancaster Diamondbacks before meeting defending champs of the 2016 Lloyd McConnie Tournament, the Pickering Red Sox, in the game that would decide who would advance to the semifinals. For this do-or-die game, Pickering was the home team. Bloordale pulled ahead 7-6 in the sixth inning and kept that one-run lead into the seventh inning. With two outs in the bottom of the seventh, Pickering had the tying
