ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com Police forces are preparing for a potential jump in drug-impaired driving once marijuana is due to be legalized next summer. Toronto police traffic services Const. Clint Stibbe said officers already have mechanisms in place to charge drugged drivers, though the service is increasing the number of drug-recognition experts and officers who can administer standardized field sobriety tests. "We are gearing up for the possibility of more offences being committed involving impairment by drug." What is still outstanding (awaiting government approval), said Stibbe, is a device capable of roadside drug-screening, similar to a breathalyzer. "Those devices are only an additional tool in our belt ... not a make or break for us," he said, noting police already have the "ability to test and determine whether a person is impaired by drug or alcohol." Methamphetamine is the most common drug police in Toronto are seeing in motorists, Stibbe noted. Drivers with more than one drug in their system or a combination of alcohol and drugs are also being seen. "The reality is even if an officer is not trained as a drug recognition expert or as a standardized field sobriety test officer, the question is: Does the person appear to be impaired? (If) they do, then you place them under arrest," Stibbe said. "The officer at the roadside just has to make a determination whether or

West now teaches traffic law at Humber College. not that person is impaired. We will then take the next step forward and determine what that impairment is by." Jack West, a retired Toronto police traffic sergeant who now teaches traffic law at Humber College, said about a dozen Toronto officers are being trained every month in field sobriety. "In Toronto, we have about 200 officers already trained and we have 15 drug-recognition evaluators (with) one available 24 hours a day," he said, adding the OPP has 85 drugrecognition experts. The Criminal Code pro-
hibits driving while impaired by alcohol and/or drugs and driving with a blood alcohol concentration of over 80 mg of alcohol per 100 mL of blood. There is currently no equivalent legal limit offence for drugs, and the Criminal Code doesn’t authorize the use of any roadside test of a bodily substance to indicate whether a driver has drugs in the body. But West said roadside drug-testing devices have been used in Europe and Australia for the past decade. "We’re just trying to catch up," he said.

The first part of the legislation is expected to come into force "to ensure that a robust drug-impaired driving regime is in place" before the legalization of marijuana comes into effect, according to a government of Canada document on Bill C-46 published in May. A total of 53 officers from six police forces, including Toronto, were involved in a pilot project testing roadside drugscreening devices between December and March. The devices, which can detect

On April 13, the federal government introduced Bill C-46 to strengthen existing impaired-driving laws. The first part of the bill creates three new offences for having specified levels of a drug in the blood within two hours of driving. The penalties would depend on the drug type and the levels of drug or the combination of alcohol and drugs. The second part of the bill would authorize mandatory alcoholscreening at the roadside, where police have already made a lawful stop, increase certain minimum fines and certain maximum penalties, and permit
the presence of several drugs, including cocaine, methamphetamines and THC from cannabis, weren’t used in actual enforcement situations. About 15 per cent of volunteer participants in the project registered a positive drug reading. "The results from this pilot project indicate that with the proper training and standard operating procedures, these devices are a useful additional tool for Canadian law enforcement to better detect individuals who drive under the influence of drugs," the final report on the oral fluid drug-screening device pilot project concluded. "We’re just waiting to have it all legislated," West said. "It has to be a qualified accredited machine that has to be approved by the government." The devices use either a swab or a wipe to take fluid from a person’s mouth. Once entered into the device, it would print out results about seven minutes later. West said he thinks there will be an increase in drugged-driving once pot is legal. "We have to be prepared to assume there is going to be a spike. I’m assuming there most likely will be." Education is also a key part of the police strategy to combat drugged-drivers. "In any of the lectures we are giving to schools, we are including drug and alcohol as a dual component," Stibbe said, adding 30 per cent of those aged 15 to 17 have "started drinking and about the same percentage, give or take, has already started consuming drugs."

Woodbine Racetrack employees continue to protest and stop vehicles entering the racetrack on Monday afternoon. The Ontario Lottery and Gaming Corporation locked out more than 400 Woodbine Racetrack employees on July 14 after failing to reach a collective agreement. ployees, who the union said represent 62 per cent of its members. PSAC Ontario union president Theo Lagakos said Monday some part-time workers have worked fulltime hours for 10, 12 or 15 years.
The union is also seeking shift consistency. "Everyone has to be oncall," said Lagakos, 51, who works as a players’ service representative. "I’ve become a de facto social worker and father confessor. People are breaking down around me.
We have single moms and students who want and need to work. But it’s very difficult to have a life outside work." The union called for an end to precarious work, as has the Ontario government. "OLG wants employees to
be available all the time. There’s a huge burnout rate with that because Woodbine operates 24/7," Lagakos said. "How do you do daycare? How do you go to school? How do you visit dad in the nursing home? How do you just live? It’s very problematic." Picketing workers asked customers entering the Hwy. 427 and Rexdale Boulevard entertainment facility to sign a petition to the Ontario Legislature calling "for a new contract in line with the government’s directives in Bill 148." Bill 148, the Fair Workplaces, Better Jobs Act, 2017, reports more than 30 per cent of Ontario workers were in precarious work in 2014. The bill seeks to increase the minimum wage to $15 an hour, mandates equal pay for part-time, temporary, casual and seasonal employees, and makes employee scheduling fairer. Woodbine has more than 3,000 slot machines, electronic gaming and horse racing.

ABOUT US
Our health care system can do better As proud as most Canadians are of their public health-care system many of us realize it could, with some effort, be even better. Alarmingly, a comprehensive new report from south of the border indicates the room for improvement and the need for it to happen are both enormous. After a study of 11 wealthy countries, Canada was awarded the dismal ranking of ninth place by the Commonwealth Fund, an American research foundation. Only France and, perhaps predictably, the United States finished lower than us. And when it came to people’s access to health care, Canada was judged the second worst in the developed world because of its lengthy waits for everything from primary care to emergency treatment, elective surgery and long-term care. Absorb those words: Second worst in the developed world. Maybe we have less to be proud of than our politicians tell us. The Commonwealth Fund report wasn’t dashed off on the back of an envelope after a morning meeting. It is an exhaustive compilation of information that comes from Commonwealth Fund surveys and groups such as the World Health Organization and Organization for Economic Co-operation and Development. The 11 countries were graded according to 72 measurements that were grouped into five categories: care process, access, administrative efficiency, equity and health-care outcomes. When it came to care process and administrative efficiency, Canada finished in sixth place or the middle of the pack. And there is comfort in knowing Canadians receive very good medical care — once they can finally get it. But in the category of health-care outcomes, we were ninth. Canada’s infant-mortality rate was 4.8 deaths for every 1,000 live births, the worst showing next to the U.S. Meanwhile, 16 per cent of Canadian adults reported having two of five common chronic conditions. Once again, only America was ranked lower. This study leaves many tough questions to be answered. One of the hardest is: Why don’t we get a bigger bang for our health-care bucks? While Canada spent the equivalent of 10 per cent of its gross domestic product on health care in 2014, it was dramatically outperformed by Britain, Australia, Norway and New Zealand, which all spent less. These countries were respectively ranked first, second and tied for fourth. How do they do it? For too long, Canadians have been content to favourably compare themselves with the Americans who grapple with an ultraexpensive, but problem-plagued, health-care system. It’s time to look at and learn from other countries such as Britain and Australia. It’s not necessarily how much you spend or how people pay that matters, it’s how you deliver that counts. Canada has a long way to go in what it delivers — a deficiency our federal and provincial leaders must fix.

Cop board stunt may be theatre, but outrage is real Desmond Cole did it again last week. The journalist-turnedactivist stopped the Toronto Police Services Board’s July 27 meeting dead in its tracks. Cole has a history of doing this to the Toronto Police Board, often in the company of other Black Lives Matter activists - on issues ranging from the police practice of carding black youth, to the placement of police officers in schools that also have more racialized student bodies than the average. He and the group stage protests outside, make their voices heard - often loudly in the board meeting - and more than once have caused the board to simply go into recess. This time, the board was ready -
DAVID NICKLE The City and chair Andy Pringle read out a statement indicating essentially that the board would take no more guff. And so it was that when Cole changed the topic of his listed deputation on accessible parking pads to talk about the police’s handling of the Dafonte Miller beating, the meeting shut down almost immediately and when Cole refused to

leave, police charged him with trespassing. No question, the charge played into Cole’s very theatrical civil disobedience stunt. But while the stunt was theatrical, the outrage at the heart of it is real. On Dec. 28, 2016, 19-yearold Dafonte Miller was brutally beaten in Whitby, so badly that he is likely to lose an eye. Charged is Michael Theriault, a Toronto Police Service constable who was off-duty, along with his brother Chris. The two are alleged to have followed Miller, who is Black, after they saw him walking down their street in Whitby. The matter only came to the attention of the Special Investigations Unit seven months after the fact.
The Toronto Police Service for reasons that are unclear did not file the report; Miller’s lawyer Julian Falconer did. Why? For the moment, as it’s all before the courts and under investigation by Waterloo Regional Police, we can only guess. The only thing we do know that in an incident that reads like an account of a Jim-Crow-era lynching, a young Black man was badly beaten, and a Toronto Police constable has been charged, and a Black activist got himself charged, talking about it.

Shoe repair shop closes after 88 years CYNTHIA REASON creason@insidetoronto.com Gone now is the trademark shoeshine bench, whose well-worn leather seat and antique brass footrests have been occupied by everyone from hockey heroes to Hells Angels over the last 88 years. Next to be carted away are the pair of pedal-powered sole stitchers, and the ornate, circa-1907 cash register, whose balance tops out at $6.95. Lastly, there will be the unclaimed cowboy boots, loafers, sandals and high heels lining the shelves to deal with - either to be picked up by the customers who abandoned them (some pairs, upwards of a decade ago), or to be otherwise discarded. After 88 years on Fifth Street in south Etobicoke, Tremblay’s Shoe Repair is set to close its doors for good on Saturday, Aug. 5 and with that final shoe shine, the working memorabilia of three generations of cobbling must go, too. "I’ve worked here 51 years. I know that may sound crazy, because I’m only 63, but I started shining shoes here when I was 12. I’m ready," the shop’s third generation owner-operator Bruce Tremblay said of his upcoming retirement from the shop he inherited from his father, Clifford. "The decision to retire probably wasn’t as hard as people may think ... My eyesight and hands aren’t what they used to be. What used to take me five seconds, threading a needle, can take me three or four minutes now. It’s just different times." Tremblay’s grandfather, Wilfred Tremblay, first fell into cobbling after the stock market crash of 1929 closed all the mines in their hometown of Timmins, Ont. Having picked up a few tricks of the trade from his blacksmith brother, he opened Tremblay’s on the southeast corner of Fifth and Lake Shore in south Etobicoke in October 1929 - and the rest, as they say, is history.
Justin Greaves/Metroland
Top, Bruce Tremblay, owner of Tremblay’s Shoe Repair, shows off his shinny shoes outside his Etobicoke store which closes Saturday after 88 years in business. During those years, many shoes remain unclaimed as seen on the racks. Customers can call the shop before Aug. 21 to arrange pickup. Opened in 1929 by Tremblay’s grandfather Wilfred, and then continued by his father Clifford, Tremblay grew up in the Fifth Street shop, shining shoes from the age of 12. Over the years, Tremblay’s has counted many in the New Toronto community and beyond among the family business’ customers - including members of the local motorcycle gangs and more than a few famous hockey players and local sporting legends. Mimico boys Brendan Shanahan and Dave Bolland used to drop by to have their skates sharpened as kids, and Paul Henderson and Grant Fuhr have each
come in for a polish. Longtime Toronto Argos coach Leo Cahill once sat atop the Tremblay’s shoeshine bench, while Etobicoke-raised Joey Votto, a five-time All-Star first
baseman for the Cincinnati Reds, was a childhood customer. "Everybody knows Tremblay’s - they’ve been a staple in New Toronto for 88 years, so it’s bitter
“I’ve worked here 51 years. I know that may sound crazy, because I’m only 63, but I started shining shoes here when I was 12. I’m ready,” – Bruce Tremblay
sweet," said EtobicokeLakeshore Coun. Mark Grimes, calling the shop the oldest along the Lake Shore in his ward. "It’s like a barber shop you come in and Bruce knows more about what’s happening in the neighbourhood than I do ... It’s a third-generation business, and while it’s unfortunate it won’t be a fourth, all great things come to an end." As one of a dying breed
of leathersmiths, Tremblay said he thinks his trade, like the shop, will likely end with his generation. "They just don’t make shoes like they used to anymore," he laughed while hammering a new rubber heel onto a pair of ’50s-style leather loafers. "Sure, it would have been nice to get to 100 years. I was going to try to put off retirement till our 90th anniversary, but it’s just a number. And I’ve lost too many good friends the last five years." While Tremblay’s daughter Andrea, 33, said neither she nor sister Lindsay were keen to follow in their father’s footsteps, some of her fondest memories as a kid are of sitting atop the shop’s shoeshine bench - considered an antique even when her grandfather bought it from the CNE Horse Palace way back in 1929 - with her dad and grandpa. "I love the shop. It’s always been a family-oriented business where people just come in and talk," she said. "I think I’m the most devastated. It’s my childhood. It’s been around for my whole life and I’m going to be sad to see it close." For Tremblay, though, closing the shop isn’t so much an end, as a new beginning - one he’s prepared himself by soaking in the stories of the many customers he counts as family. "You know what I did? For years, I watched the old guys up there on the shoeshine bench. I watched how they retired and I took a piece from this guy, and a piece from that guy. So, I truly believe I’m prepared for it," he said. "Is it scary? Yeah ... but you never know when you’re gonna go, and I want to make sure when I go, they say, ’He had a good life.’ "But for now, I really just want to thank the community for three generations of looking after us. Without them, we’re not here. I could try to name names, but it would be endless - they’re like my family. My customers have been family."

Clever ways to boost your home’s curb appeal When selling your home, nothing looks quite as good as a well-manicured front garden or beautifully decorated balcony. While many homeowners focus on the interiors of their homes, a property’s exterior can make all the difference, adding to its appeal and boosting its resale value. An attractive exterior doesn’t have to break the bank. There are a number of ways you can create a stunning outside environment without much effort or money. Here are just a few tips to
carry you through the selling season: Clear the clutter. One of the easiest ways to make any outdoor space come to life is to keep it clean and tidy. This lets buyers visualize how they will make the space their own when it trades hands. Easy container gardens. Planted

Mountaineers advance to Minto Cup NORM NELSON nnelson@insidetoronto.com The Mimico Mountaineers will take on the Six Nations Arrows for the Ontario Jr. A lacrosse championship after disposing of the Brampton Excelsiors in a heartstopping semifinal series. The visiting Mountaineers won the fifth and deciding game at Memorial Arena in Brampton 13-12 on Monday. "A couple of times we were down by three (goals) but we were able to come back," said club president (and former coach) Sean O’Callaghan. The league hadn’t officially posted the championship series schedule, as of our

press time, but O’Callaghan said it will run Aug. 3, 9, and 13 at Six Nations, and Aug. 4 and 11 at Mimico Arena (games four and five are ’if necessary’ and all game starts are 8 p.m., except the fifth game if it’s needed). O’Callaghan called it a great achievement for his players and coach to get to the Jr. A final in only their third year at the top Jr. A level. The semifinal win also gave the Mountaineers a huge bonus - automatic entry into the national Jr. A lacrosse finals (called the Minto Cup). And that’s because Ontario is hosting this year (in Brampton Aug. 17 to 29), giving it a second entry. O’Callaghan singled out captain Tanner Thomson, a homegrown Etobicoke player, for "a fantastic game - he had four goals." And he couldn’t have picked a better time - scoring Mimico’s final three goals (and four of the last five), including the series winner.
