The framework will focus on guidelines for identifying and treating Lyme disease, tracking infection rates and their economic impact, and developing standardized educational

materials for public health providers. In Ontario, Lyme disease is spread through bites from infected blacklegged ticks, also called deer ticks. In May, Toronto Public Health held a press conference in Morningside Park to discuss the city’s growing blacklegged tick population and warn residents to protect from bites. Two swimming events and two Olympic medals, so far, for Toronto east-end teenager Penny Oleksiak at Rio 2016. On Sunday, she earned a silver medal in the 100-metre butterfly, one night after she anchored the Canadian women’s 4x100m freestyle relay team to a bronze medal. The individual silver medal for the 16-year-old Toronto resident, who finished up her Grade 10 year at Monarch Park Collegiate in June, marked Canada’s first individual female Olympic swimming medal since Marianne Limpert at Atlanta 1996 – four years before Oleksiak was born. It also marked the first Olympic medal of any kind for a Canadian woman in the butterfly event. She is also the first Canadian woman to win two Olympic medals since Anne Ottenbrite did in 1984 in Los Angeles. Her time of 56.46 seconds was also a world junior record, breaking her own record that she set in the preliminary round. Ahead of her for the gold medal was Sarah Sjostrom from Sweden who won the event in world record time of 55.48 seconds, smashing her own world record. In third place was defending Olympic champ

Refugee children find spot where they can be kids CYNTHIA REASON creason@insidetoronto.com Two sticks of bamboo in hand, Mouayad Alsaleh giggles as he struggles to keep the rhythm of an impromptu percussion performance at Etobicoke’s Broadacres Park. The easy-to-smile eight year old only just arrived in Toronto from his native Syria last month, he told The Etobicoke Guardian through an interpreter last Thursday, but he’s already well on his way to marching to the beat of his new Canadian drum, thanks to a free two-week arts camp run by MABELLEarts and catered especially to young refugees like him. “When he comes here every day, he’s really enjoying it,” said 16-year-old interpreter Osama Jibril, a MABELLEarts worker who got involved with the acclaimed Etobicoke arts organization himself as a newly arrived youngster from Jordan 10 years ago. “It’s nice, because I was in his footsteps, you know? So I kinda know what he’s going through and how he feels, so I can relate in a different way.” What MaBELLEaRtS iS aLL aBout Mouayad, brother Mohammed, 11, and sister Rayan, 10, were among close to three dozen refugee children who enjoyed MABELLEarts’ Arts in the Parks program, which was run in partnership with the Arab Community Centre of Toronto (ACCT) and Applewood Shaver House, and funded by the Toronto Arts Council and Weston Family Parks Challenge. From July 26 to Aug. 5, the kids, aged five to 12, spent their days beating the heat in Broadacres Park by engaging in creative dance, song and art works, by exploring the shade of the park’s woodlot, and by partaking in lots of fun water activities – all the while learning about the importance of community building in the nation they now call home. The aim of the arts-focused program, said ACCT Executive Director Huda Bukhari, is to “break the isolation” felt by so many refugee children upon their arrival in Canada. “We want them to get to know each other, to get to know their area, and to get to know that in Canada, you can do this – you can enjoy the phenomenal outdoor spaces we have in the city,” she said, noting that ACCT is currently seeing roughly 400 new clients a month, many of them recently arrived Syrian families settling in the East and West Mall communities of Etobicoke. “We’d like the Syrians to not feel that they’re

isolated. We’d like for them to get to know, not only other Syrians in the area, but the whole community that they’re now a part of.” uNDERStaNDiNG a NEW CuLtuRE And that community is nothing if not diverse, said Salma Abubaker, ACCT’s youth settlement counsellor. “The area of the community where MABELLEarts works is so very multi-cultural. We are lucky, because diversity is our strength here in Canada – there are Muslims and Christians from all different countries: African, Middle Eastern, Arab, black,” said Abubaker, who came to Canada six years ago as a refugee of Eritrea via Sudan. “Being a refugee, I feel I understand these children’s situation where they are coming to a new country. Communication is a main

issue, and culturally, there’s a new language and new country to learn. It is not easy, but slowly, slowly they will adapt.” MABELLEarts is hoping to continue facilitating that adaptation through its ongoing programming out of Broadacres Park beyond the recently completed two-week Arts in the Parks programming, said the organization’s artistic director, Leah Houston. “We’re going to be here all through August, running workshops for people of all ages and backgrounds. Our hope is to meet a lot of people who live in the neighbourhood, because the more people we meet in this community, the better,” she said, urging local residents to go to www.mabellearts.ca for a full rundown of the organization’s programming, including a new sewing group. “The take away for participants, I hope, is that they see that when people come together,

they can have a lot of fun together – that parks are a great place for people to meet and get to know each other, and that art is a great way to facilitate people becoming friends.” So far, MABELLEarts appears to be succeeding in that mandate – at least according to Islam, a single mother who came to Canada last month from Egypt. Islam was one of several parents who joined in the fun during last week’s Arts in the Parks program, alongside her young son Omar, 7. “My son has enjoyed it very, very much. I saw how (MABELLEarts) are very, very dedicated to their message to reach each child. They are so patient, and every individual here feels that,” she said. “Most of the people here are Syrian; it’s only me, I’m Egyptian. But although we are different, coming at different times and coming from different countries, we feel that we are family now.”

Torontonians need to take precautions against Lyme disease

icks that carry the bacteria that causes Lyme disease are confirmed to be in at least three Toronto locations, which should be a cause for concern but not panic among residents. In the case of protecting ourselves from this disease, an ounce of prevention will go a long way. Part of that includes knowledge about the causes of Lyme disease, its diagnosis and in what places to be especially careful – not just in Ontario but anywhere you might travel. In today’s paper, we’re giving readers that valuable information. Be aware that Toronto Public Health has identified Algonquin Island, Morningside Park and the Rouge Valley as city locations where blacklegged ticks (that carry Lyme disease) have been located. In the case of Rouge Park, ticks have tested positive for the Lyme-disease-causing bacteria. When in these areas, please use OuR ViEW caution. Our stories today provide some safety tips for you. Take Diagnosing Lyme is a chalresponsibility lenge for the medical community, says Jim Wilson, the president for tick safety of the Canadian Lyme Disease Foundation. His organization wants Canada’s testing for the disease changed as they do not consider it to be accurate or able to cover all the different strains of Lyme disease. Wilson also says treatment plans need to be re-examined at the federal level, specifically the decision to treat for Lyme disease and the course of antibiotics used and for how long. Canada is only now working on federal public health framework on dealing with Lyme disease. It’s been a long time coming on the federal level, but fortunately the Province of Ontario has been moving ahead on its own and putting its emphasis on reducing risk. That’s a sound strategy by the province, but it will require a high level of public education and personal responsibility on the part of all residents. “It’s really very much in the hands of the public, because they’re the ones that choose to get exposed, they’re the ones that choose to go see a doctor or not, and choose to ask about it, so we want them as knowledgeable as we can get them,” said Dr. David Williams, Ontario’s Chief Medical Officer of Health in an interview with Metroland Media Toronto. newsroom ph:

Ten sure signs the Olympics are in full swing Here are 10 signs the Summer Olympics are in full swing: 1. TV announcers say “repechage” a lot. It flows so easily off their tongues you’re in awe. Hard as you try, you still can’t pronounce it properly after all these Olympics. 2. When heats are being contested in any sport, you scan each lane to see if a local athlete or team qualified. If you come up empty in your search, you quickly switch channels until you find a heat in which you have a rooting interest. The semifinals and finals you tune in regardless of who’s involved, but when it comes to those preliminary heats it seems to take hometown faces and logos to keep you glued to your set. 3. Many of your favourite Olympic events have judges decide who wins or loses. Alas, all too often, you don’t agree with their decision. An athlete winning because he/she crosses

jamie wayne BUT SERIOUSLY the finish line first you can understand. A team winning because they score the most points, you also understand. But after being mesmerized by a gymnastic routine and then having the judge give a much different score than you, you’re baffled. It doesn’t stop you from watching gymnastics, but you can’t help wish there was a system more in line with the non-judged events. 4. The Summer Games are a veritable athlonfest and Rio is no different. Pick an athlon any athlon and you’ll find it here. Each captivates in its own way, but the modern pentathlon is in a league of its own. How can you not love an event that was created back in 1912, still proudly calls itself modern and nobody gets their shorts in a knot over it?

5. Many of the official sponsors differ from Summer Games to Summer Games, but two never change and they’re both back again in Rio. The Official Pickle: traffic congestion and the Official Excuse: lack of government funding. 6. It seems every newspaper headline during the Games has to be a play on words. “So-and-so swimmer makes a huge splash.” “So-and-so gymnast jumps for joy.” 7. The Games always feature a blend of familiar veterans and the introduction to some exciting new stars. For Canada, two of the former who come to mind are 33-year old soccer sensation Christine Sinclair and men’s doubles tennis standout Daniel Nestor. Sinclair, the most accomplished Canadian soccer player of all-time, leads the women’s team and is in her third Olympics. Nestor is in his sixth . As for the

new Canadian kids on the block? First up is 16-yearold Penny Oleksiak who got a bronze medal Saturday and followed it up with a silver on Sunday. And she still has three events to go. 8. When an athlete or team from home wins a medal, you can’t help but get a tear in your eye. 9. If they get gold, it’s tears plural and you automatically rise for the playing of the national anthem. Even if you’re just watching by yourself at home. 10. The Olympic mascot never fails to be a weirdlooking creature. But darn if you don’t want to give it a hug. Rio’s is named Vinicius. Girl, 9, reunited with single dad after solo overnight bus ride ANDREW PALAMARCHUK apalamarchuk@insidetoronto.com A nine-year-old Etobicoke girl found riding a TTC bus alone in downtown Toronto overnight has been returned home to her father. Police have interviewed both the single father and the girl and have determined that no charges are warranted. The girl was placed in custody of Children’s Aid, but was scheduled to be returned to her father Tuesday evening, Toronto police Const. Allyson Douglas-Cook said. “Somehow there was a miscommunication between the two of them. She ended up on the TTC by herself and was lost throughout the night. Dad was searching for her throughout the night as well.” Officers were called to a TTC bus at Yonge and Adelaide streets just after 3 a.m. Tuesday after a pas-

senger alerted the driver to the girl, who had been on the bus alone for a while. “She was a little shaken up, a little confused, a little afraid ... but in every other way she’s absolutely fine,” Douglas-Cook said of the child. “It’s a happy ending. We found her, she’s safe and sound, and she’ll be returned home.” Because of a language barrier, it took police a while to identify the youngster and her north Etobicoke address. The girl and her dad are newcomers to Canada. Police believe that’s likely why the man didn’t call them

when his daughter went missing late Monday afternoon. “It’s always best come to us as soon as possible. I think Dad, being new to the country, was unclear of that process so that’s why the little girl was lost for so many hours,” Douglas-Cook said. “The child’s welfare is our primary concern, so we’re content with the explanation that Dad was able to give based on the interview and also the answers the child was able to provide us, so in this particular situation we feel that it’s in her best interest to be returned to her dad.”

Man faces charges after two victims defrauded by person posing as lawyer A 31-year-old Etobicoke man has been charged with fraud after allegedly posing as a lawyer in Barrie and defrauding two victims of “a significant amount of money.” The Barrie Police Service Fraud Unit began its investigation into the accused in February of this year, after receiving a complaint from a member of the public. Over the course of that investigation, it was revealed that the suspect “orchestrated a rouse” over the course of several years, during which

time he created a public image purporting himself to be an aspiring law student, working towards the goal of becoming a lawyer. “He eventually led victims to believe that he had graduated from law school, written and passed the BAR exam in Ontario, and been offered employment by a law firm – all of which the investigation revealed to be fictitious,” Barrie Police state in a news release. “The suspect created forged documents which

It is alleged that the 32-year-old accused met his 24-year-old male victim in the fall of 2015 through the social networking app Grindr. Police further allege that, on two separate occasions

Toronto’s child porn kingpin gets 10-year sentence ALYSHAH HASHAM ahasham@thestar.ca The international police investigations into the customers of Brian Way, the biggest producer and distributor of child pornography in Canada, led to hundreds of arrests around the world and the rescue of hundreds of children, as detailed in a Toronto Star investigation. On Monday, five years after his arrest in 2011, Superior Court Justice Julie Thorburn sentenced Way to 10 years in prison, a $20,000 fine and three years probation. Way was sentenced on 15 counts linked to both the manufacture and sale of child pornography and his personal collection of child pornography, the largest ever reported in Canada, according to Crown prosecutor Jill Cameron. It contained “graphic, disturbing and sometimes violent depictions of children ranging in age from toddlers to adolescents,” Thorburn said in her ruling. For his business, Way paid three producers to shoot films of boys between the ages of 10 and 18 in Eastern Europe, Thorburn said.

During a judge-alone trial, Way argued that the films he made were merely “nudist films.” Thorburn found 57 out of about 800 films sold by Way met the legal definition of child pornography, and that they became increasingly sexually explicit over the years. Forty-four boys had biographies listed on the website, and 33 boys played recurring roles in the films, Thorburn said. None of the boys provided victim impact statements to the court, however Thorburn noted that some of

the boys who appeared in the films and their parents spoke to Toronto Star reporter Robert Cribb. In her ruling Thorburn said it was agreed the court could take into account that some of the boys felt disgraced, anxious and that their lives had changed forever upon learning that these films were sold around the world. “It is clear this business resulted in psychological harm to young boys entering or in their adolescent years,” she said. However, she also noted that the content of the films is at the

“low end of the spectrum” for child pornography since no sexual acts were performed. She also considered that Way has expressed shame and remorse, and agreed that he needs counselling. The defence had sought a sentence of six to eight years. The Crown had sought a sentence of 14 years as well as a fine of $800,000 to reflect the gross sales generated from the sale of 57 films between 2007 and 2011. Thorburn said she settled on a $20,000 fine based on the amount of Way’s cumulative gross salary for the four years that came from the sale of the 57 films. While he respects that the judge was following Canadian sentencing guidelines, Acting Det. Sgt. Paul Krawcyzk, who heads the Toronto police child exploitation section, says the sentence is far too low for what Way did. “I think of the 44 children involved, particularly in these videos, who were exploited over numerous years, many whom we watched grow up throughout the videos. They won’t get those portions of their lives back. We’ve heard

from some of them who explain that they have been affected and will continue to be affected. Way’s 10-year sentence was reduced by six months after Thorburn accepted Way was taunted and punched once by guards at the now closed Toronto West Detention Centre and called offensive names by a court officer at the Finch courthouse. She rejected his application to have his convictions stayed as a result of his mistreatment. On the path to understanding Lyme disease >>>from page 1 work, there was a public consultation in June 2015 and a conference in Ottawa this May. Jim Wilson, president of the Canadian Lyme Disease Foundation, was one of the conference chairs. “I hope the end result will be that physicians recognize that Lyme disease is neither easy to diagnose, nor is it easy to treat,” said Wilson of the framework. “I think the evidence that was presented (during the conference), and the evidence that is published in many different research papers, has shown that the testing protocol that we’ve been using (in Canada) over the past decades is not accurate. It will not cover all of the strains of bacteria that we know we have and they’re still discovering more.”

DIagNOsINg lYme DIsease Along with funding for more research, including human tissue study, Wilson hopes the framework will change how Lyme disease is diagnosed and treated. “Tying the diagnosis to the patient having been in a known endemic area is foolhardy in a disease that’s transplanted randomly, so we hope that’s going to change,” he said. “Limiting the treatment to a specific period of time, three-to-four weeks of antibiotics for example, considering the evidence that was presented (at the conference) and the many research papers, that too must change. Doctors must be free to treat the patient based upon the symptoms.” He also hopes diagnosis will stop being tied to people having a “bull’s eye” rash. While Lyme literature notes most people with the disease develop the mark, Wilson said current research and his foundation’s experience indicate many people don’t develop any sort of rash at all. Wilson wants transparency in the framework and people with Lyme disease to have a say in it. “I just want to make sure that the patients and their experts are given the voice they deserve at the table where the policy decisions are made. We want to be engaged in the writing of policy, and not just token representation, and not just as reviewers of something that somebody else has written.” Ontario’s Chief Medical Officer of Health, Dr. David Williams, said the province’s main focus

is helping people reduce the risk of getting Lyme disease. “So we have a public that is more aware, more knowledgeable on ticks, on handling of ticks, on accessing their physician in a timely fashion,” he said. “An ounce of prevention is worth a pound of cure ... It’s really very much in the hands of the public, because they’re the ones that choose to get exposed, they’re the ones that choose to go see a doctor or not, and choose to ask about it, so we want them as knowledgeable as we can get them.”

To help, Ontario launched a public awareness campaign as part of its “Combating Lyme Disease Through Collaborative Action: Ontario’s 10 Step Education and Awareness Plan” that was released in July. Williams has seen “snippets and bits” of the federal framework, but noted it hasn’t been finalized, because some aspects are still being discussed. He hopes it will help provinces and territories better understand how other parts of Canada approach the issue, and how it varies throughout the country where different strains of Lyme-disease-causing bacteria are found.

He wants a better picture of how many Ontarians may have been exposed to infected ticks, because monitoring is done through testing and doctors sometimes use preventative medicine instead of ordering tests. Testing isn’t effective in the very early stages of infection, when medical intervention is thought to be most effective, because tests rely on antibodies that need time to build up. Instead, doctors sometimes prescribe antibiotics to keep a potential infection from setting in. “We would like to document that a bit better, so we can understand the work that our primary care doctors are doing in that regard, so it’s part of our surveillance system,” Williams said. He said Ontario’s testing method is the best. “We have a standardized one that we use, the same as CDC Atlanta and the other top-leading laboratories, it’s a two-stage one. We’re continually looking at our testing to make sure we’re trying to standardize it with other leading centres, and we feel ours is the gold standard.” He added, “We take (Lyme disease) very seriously, and we’re very concerned about it.” The provincial government will continue its awareness campaign, he added. “We really want to make (the public) aware of what we are doing, that we want to do more of it, and want to do it better.” he said. “And keep raising that bar up on prevention mode. New program provides emergency mortgage loans to homeowners On November 1, 2013, Expert Mortgage launched the “85Alive”program in Ontario. The concept was simple: as long as you had a pulse, Expert Mortgage would provide you with a home equity loan, up to 85 percent of the value of your property. No job required. Bad credit, OK. The reason why Expert Mortgage could offer a “no questions asked” lending program, while the major banks could not, is that they represent over 200 private lenders who lend strictly on property value. These subprime lenders specialize in mortgage clients who have had some bad luck, and need a helping hand until they get back on their feet. The program has been so successful that Expert Mortgage can barely keep up with the volume of calls. To help fund this unexpectedly large number of borrowers, it has partnered up with dozens more private lenders.

Licensed Mortgage Agent Puneet Garg, Expert Mortgage’s “85-Alive” representative for the GTA Region, says, “We’re seeing mostly homeowners behind on mortgage and property taxes. The banks are refusing to restructure their loans. Many of these people have lost jobs due to the bad economy... or they’re self-employed. Unless you are a perfect applicant, the bank doesn’t want to talk to you.” But not everyone condones Expert Mortgage’s easy lending criteria. A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! It’s utter financial suicide for Expert Mortgage to be giving money away so easily to clients without the ability to make payments. I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners

like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. Industrialist Joseph Davidson brought Canada’s first pre-fabricated home to town denise harris history corner A lumber baron. The American Civil War. An artists’ colony. Prefabricated houses. Those phrases may not immediately conjure up the Humber Bay neighbourhood, but they do describe some unique aspects of that area’s history. The story starts with Joseph Davidson. He was born on a farm in Halton County in 1829, but soon became a major figure in Ontario’s lucrative lumber industry. In 1866, Davidson moved to Toronto and set up a lumber yard near Queen and Toronto Streets. During the 1870s, he was processing more than a million metres of lumber annually at this location. He bought large tracts of pine forest across Ontario and built saw mills to turn his timber into lumber, railway ties, or whatever his customers wanted. Some examples include building the first saw and planing mills in Thunder Bay, and supplying railway ties for the Canadian Pacific Railway when it opened across Canada. He also bought land in the Humber Bay area of Etobicoke, a

short distance west of the Humber River, between Lake Ontario and The Queensway. Because the railway crossed his property, he had access to transportation for his timber both by ship and by rail. Davidson exported lumber to

the United States, but during the Civil War and for years after, the U.S put restrictions on cash sent out of their country. Davidson agreed to accept payment in the form of 40 pre-fabricated houses made in the U.S. with

his lumber and shipped on barges across Lake Ontario to Humber Bay. These were likely the first pre-fab homes in Canada. Davidson bought more land in Humber Bay to place these houses and offered them for sale.

A “Davidson House” on High Street became Humber Bay’s first school in 1888. Another held the first services of Humber Bay’s St. James Anglican Church. Several houses, without basements or water, were put up on a hilly, curving street called Davidson Crescent, which ran south from The Queensway, opposite today’s Humber Treatment Plant. This street attracted artists, actors, musicians and writers who painted their homes in bright colours and surrounded them with flowers. It gave the street a “Bohemian” flair, although as the Depression and railway soot took their toll, many began to call the street a slum. Davidson Crescent and its houses were demolished when the Queen Elizabeth Way was built. The photo above shows the only one of Davidson’s pre-fab houses that still stands today, covered in white siding. Located at 140 The Queensway, it’s a reminder of this unique chapter in Humber Bay’s history. Denise Harris is the Heritage Officer of the Etobicoke Historical Society. On Saturday night, Oleksiak proved to be a world-class closer as Canada came through to capture the Olympic bronze medal in a historic women’s 4 x 100metre freestyle relay. It marked Canada’s first

swimming relay medal since 1988, and first in that event since 1976. Veterans Sandrine Mainville of Boucherville, Que., and Chantal Van Landeghem of Winnipeg, delivered a strong opening two legs at the Olympic Aquatics Stadium. That left the job ending the nation’s 40-year Olympic medal drought in the event to Oleksiak and another 16-yearold, Taylor Ruck of Kelowna, B.C. On the final lap, Oleksiak separated from the other bronze hopefuls, setting off a celebration on the pool deck as she touched the wall at three minutes, 32.89 seconds – a Canadian record. Michelle Williams of North York, who swam in the morning qualifying, also earns Olympic bronze. Oleksiak delivered a 52.72-second anchor leg after swimming her 100-m butterfly semifinal about a hour earlier. “I wasn’t super-nervous
