People selling door-to-door ‘disgraceful’ in aftermath of explosion Etobicoke Centre MPP Yvan Baker says his private members’ bill would end this practice Etobicoke Centre Liberal MPP Yvan Baker called door-to-door sales calls in the neighbourhood of the recent Mississauga explosion “disgraceful,” and said his bill would ban the practice. Baker’s Bill 193 proposes a ban on door-to-door rentals, sales and leases of furnaces, air conditioners, water heaters and water treatment systems in an effort to crack down on aggressive sales tactics. Last month, it passed second reading in the Ontario legislature. “The misleading, aggressive and coercive tactics being used by the salespeople who are approaching vulnerable residents in Mississauga in the aftermath of the explosion are absolutely disgraceful,” Baker said in a statement. “If passed, Bill 193 would ban this activity. We must pass Bill 193 to protect Ontarians and end these predatory practices.” Baker’s bill proposes stiff penalties. Individual offenders would be subject to a $2,000 fine under the ban. Organizations caught flouting the ban would face a fine of as much as $25,000. On June 28, an explosion rocked a residential area on Hickory Drive near Rathburn and Dixie roads killing two people and injuring nine others. The explosion caused devastating damage

Roman Stasiw, 54, who lives in the neighbourhood on Ideal Court, reported he received a knock on the door on July 4 by a young man with a clipboard claiming to be with an energy company. He asked to check the furnace of the home “out of concern” of the June 28 explosion. “I slammed the door on him,” said Stasiw, who works with the Ministry of Transportation. “Really? You’re going to take advantage and use a disaster to get into someone’s house. That’s low.” Another resident who said she lives on nearby Windcroft Court, who didn’t want to give her name, said two young men came to her door Monday evening and one of them “actually had his foot in the door and wanted to come inside” to inspect the furnace before her son stopped him. Enbridge Gas spokesperson Jamie Anne Vaughan said that Enbridge Gas Distribution doesn’t rent, sell or service natural gas appliances (water heaters, furnaces, etc.) “nor do we sell energy contracts.” “We advise our customers to always ask for ID when someone
comes to their door selling a product or a service. As well, to confirm the name of the company that the salesperson represents, and keep a copy of any material that they are shown,” Vaughan said. Baker’s bill is now headed to the standing committee on regulations and private bills this fall. All Liberal and New Democrat MPPs supported Baker’s bill. Progressive Conservative MPPs voted unanimously against the bill, to Baker’s surprise, he said. Consumers can help to increase the likelihood the standing committee will call Baker’s bill for deliberation, he said, by putting their support for it in writing. “We really need constituents and consumers to write their MPP and to write all three party leaders to express their support for this bill,” Baker said. In April, Mississauga city councillors were some of the first to pass a motion urging the Ontario government to ban door-to-door sales. Charge it up! Province to install 500 new stations for electric vehicles A network of charging stations to accommodate burgeoning Electric Vehicle (EV) usage will be in place by next spring, the Ontario government announced Wednesday. The $20-million plan will see 500 charging stations installed at 250 public and private locations across the province, including more than 60 in Toronto. The move is intended to allay ‘range anxiety’ for EV use and encourage longer drives made possible with more opportunities for recharging the car’s power source. The money comes from an investment fund created by the province to better promote green technologies
such as electric vehicles, of which there are an estimated 7,000 operating in the province. That number is expected to significantly increase over the next decade. The province says 200 granting requests totalling $165 million were made for funding. Wednesday’s announcement was made jointly by Ontario Transportation Minister Steven Del Duca and Environment Minister Glen Murray at Ikea’s Etobicoke location on The Queensway. Last year, the company signed a deal to install EV charging stations at all of its Canadian stores. A full map of
planned locations is accessible via the provincial travel web portal Ontario 511. The full network is expected to open by March 31, 2017. on’t talk to strangers is a common piece of advice parents give to their children. Warning your kids to not go with someone to find their ‘lost’ puppy or enter a vehicle with mommy’s ‘friend’ because she’s late picking them up is part of parents’ basic arsenal of street proofing. This isn’t new. What’s new are the strangers lurking behind fake profiles on social media – canvassing the vulnerable for a life in the sex trade. This week, Metroland Media Toronto is publishing the first of two parts on human trafficking of young girls. Our reporters found in their research that predatory men and boys are spying on Instagram and Snapchat – any place they can find a girl who is down after a fight with her parents, a blow out with her boyfriend, ostracized by her friends or feeling or unaccomplished in OuR ViEW unpretty an online world where image, or the optics of having it all, is paraTalk to kids mount. in human trafficking about human tellExperts Metroland Media Toronto that girls around 16 years old are trafficking the main targets, but some as young as 12 have been lured into the sex trade. “They tell their life stories online,” saying things like, “I look fat today,” said Det.-Sgt. Nunzio Tramontozzi, head of the Toronto Police Service’s human trafficking team. Trolling, traffickers start out by assuring the girl, “You’re not, you look great,” he said. “Within days, they hook them.” If a child gets the validation and acceptance they seek online it’s like a ‘dopamine’ hit experts say, the ‘adrenaline rush’ they need to feel valued. You’ll read some troubling stories in this feature. Stories of young girls being passed around from man to man, shuttled between hotel to hotel. It’s important to trust our children enough to do the right thing online. But when the young mind is growing and emotions and hormonal changes are unbalanced, a kind word or a sweet gesture from the wrong guy at the right time is all it takes for the unthinkable to happen. We hope these stories educate and inform you of the dangers that are present. Speak to your children. Open the discussion about human trafficking no matter how uncomfortable or awkward. Anything can happen to anyone at anytime.

Lastman set tone on keeping property taxes low It was only appropriate that as Toronto Council began to debate its budget directions for what could be a very austere 2017, surviving mayors of Toronto’s pre-amalgamation municipalities should be gathered to unveil a display of portraits and a bit of a light history lesson on amalgamation. Former Toronto mayor Barbara Hall was there along with ex-Etobicoke mayor Doug Holyday. Former York mayor Frances Nunziata was on hand to officiate, along with East York’s last mayor Michael Prue. The late Frank Faubert of Scarborough was in the picture, and there in memory. And of course, there was Mel Lastman – North York’s first, last and only mayor; and arguably one of the preeminent co-authors of the financial conundrum that Toronto is facing today. Lastman was North York’s favourite son, a successful municipal politician whose boosterish approach to
david nickle the city governance made his reelection in North York a certainty and made him a good bet to win the mayoralty in the first election of amalgamated Toronto. It was a good bet but by no means a sure thing, and to nail it down, Lastman relied on two things: the love of his North York constituents, and a promise to freeze property taxes for three years straight. This, he did for the first three costly years of amalgamated Toronto. And they set a standard – impossible to meet, but always there – of very low property tax increases. Because of that, revenue has never quite kept up with demand. On Tuesday, Lastman offered a reminder of his original pitch. “People don’t understand. Take a look at the price of food: you go in to buy apples, you buy a
lettuce, a celery. Six bucks, eight bucks. It’s crazy. Then you come along the last thing in the line, the taxes. You increase taxes? Where the hell will they get the money?” Other mayors have put this more gracefully, but this is the blunt narrative that leads us to Toronto’s financial problems today. Upstairs, Lastman’s successors spent the day grappling with the need for a 2.6 per cent cut to all programs in order to write a budget that’s sustainable. Property taxes have actually been shrinking over the years, and services have become more expensive. Under questioning from councillors, senior staff acknowledged that services are going to be constrained and necessary growth in services in, for example, poverty reduction, will be nearly impossible. The tricks that saved Lastman and his successors – deferring expenses through what turned out to be bad
leasing deals, or ballooning revenue from our everbubbling land transfer tax, rescues from more sympathetic provincial governments – won’t be available for long. So that means service cuts in the short term, and in the long term? Maybe revenue tools. But Lastman wasn’t so sure about those. A little alcohol tax, some tobacco tax… maybe hotels would be fine. “But if they start hitting on other taxes they’re in trouble, because the people can’t afford them and they’re going to get fed up with politicians completely,” warned Lastman. With words of wisdom like that from amalgamated Toronto’s founding father, it seems pretty clear that we’ve all been in trouble for a very long time.

Debbie Douglas, executive director of the Ontario Coalition of Agencies Serving Immigrants, said her group gets concerned about refugees entering “Month 13,” because government and private sponsors only commit to support them for one year. “What happens after that year is over and people have to start supporting themselves?” asked Douglas, predicting it will be difficult if they don’t have language skills and training needed to find jobs. Many of the refugees are at beginning stages for learning English or French. That kind of ESL instruction “needs beefing up” in Ontario and many more

OCASI also believes mental health challenges of refugees may not surface for years, and it’s important for frontline workers to be trained to see the signs, she said. “I don’t think there’s a sense of panic,” Douglas added. “I think it’s doable.” Munson said it would have been hard to know in advance what the cost of Syrian refugee settlement would be, but with new refugees coming this fall, governments should learn from the past six months and act accordingly. “Refugees have said over and over again the last thing they want to be is a burden,” said the senator, whose committee heard oftenemotional testimony from refugees and advocates in Toronto and other cities. “You could see the quiet suffering that was going on,” he said.

A local real estate agent with 25 years of experience, who has asked to remain anonymous, says, “When this market turns down, it’s going to get ugly! I’d be surprised if they’re still in business five years from now.” Nonetheless, homeowners
like Anita P. don’t see a problem with the program. When questioned on how she plans on making payments on her mortgage when she has no income, Anita responds, “We were four months behind on our mortgage and they saved our house. My husband has been unemployed for nine months. He won’t be unemployed forever. We used the 85-Alive loan to pay off all our debt. We also had $25,000 left over that we put in the bank for emergencies. SEx TRAffICkING REvEAlS THE dARk SIdE of SoCIAl mEdIA MIKE ADLER AnD FAnnIE SUnSHInE newsroom@insidetoronto.com Girls are growing up online, and many in Greater Toronto spend as much time with social media as they do in school, chatting, liking, posting. They don’t know pimps are watching. Predatory men and boys are waiting not just at the shopping mall, but on Instagram, Snapchat, free dating sites, anywhere they can catch a girl at the right moment. Experts say that could be after she argues with her parents, or expresses vulnerability about her looks. “They’ll tell her how smart she is, how pretty she is, that she’s a grown-up who can make her own decisions and doesn’t have to listen to her parents,” says Michele Anderson, human trafficking advocate for Toronto’s Covenant House. Sixteen is a typical age, but girls as young as 12 are targets. “They tell their life stories online,” saying things like, “I look fat today,” said Det.-Sgt. Nunzio Tramontozzi, head of the Toronto police human trafficking team. Trolling, traffickers start out by assuring the girl, “You’re not, you look great,” he said. “Within days, they hook them.” Online luring is one reason sex trafficking happens around Greater Toronto – a hub for this type of crime through which victims are moved quickly from hotel to hotel – not just to homeless girls, but to the girl next door. If a child looks for validation or acceptance in an online space, and someone offers it, “that’s an adrenaline rush, that’s dopamine,” said Debbie Gordon, director of kidsmediacentre at Centennial College. Online culture puts pressure on children to get approval for posts, or to build up followers, without really caring who those followers are, she said. Some may say, “If I show more, take more risks, the next selfie will get more likes,” added Gordon. “You see so many kids taking such incredible risks.” A trafficker will suggest meeting for dinner or coffee, and will shower a girl with expensive designer purses or cell phones, said Anderson. They’ll then head to a hotel, where the girl is introduced to some of the trafficker’s friends, and she’s forced to have sex with them in exchange for the gifts she received. “They’ll say, ‘What, you think this is all free?’” Anderson said. If the girl resists, blackmail ensues. Or the trafficker gets aggressive and abusive. Victims are typically allowed home at night, but the

threat of physical violence always looms if they dare tell anyone what’s happening, Anderson said. In Olivia’s case, the trafficker was someone she knew from high school, entering her life when she was about 20, struggling with her mental health and severely low self-esteem. There was a honeymoon phase where she felt special and loved. Olivia (not her real name) began living with the trafficker, feeling like she hit the jackpot. “He played on those vulnerabilities, knowing I wanted this relationship to be my forever.” Olivia worked as his girl for two years, in hotel rooms from Burlington and Oakville to Markham, Richmond Hill, and downtown Toronto. “To some degree, the industry itself met a lot of my needs. Now I felt good at something. I felt desired.” Leaving was difficult. She was incredibly scared for her reputation, and her trafficker threatened to send her sex ads to people she cared about.

One day, a police officer posed as a John, checking Olivia’s identification to see if she was underage. She wasn’t, and wasn’t too receptive to his questions, but kept his card. It was six months before she called, hoping to escape and rebuild her life. Some trafficked women and girls finally, literally run for their lives. Others are held in place by ingrained feelings of love, dependence or fear. Luring is sometimes done by women, most often by friends who are victims themselves. Some are told they could be “partners” with their trafficker if they recruit replacements. Recruiting is a means of self-preservation, a chance to have sex with fewer people, said Carly Kalish, a therapist for the Scarborough-based East Metro Youth Services. “The illusion of being their partner is a big part of why you stay, but it’s never actually the case,” she said. ‘Bigham’ and ‘Agar’ crescents tied to family whose history predates War of 1812 Unless you look up at just the right moment, it’s easy to miss this beautiful stone heritage house, perched on top of a steep hill, on the north side of Rathburn Road, east of Martin Grove Road. Its builder, Andrew Bigham, was born in Ireland in 1767 and immigrated to the United States in 1792. In 1800 he married Mary Fortunis, and they had four daughters and one son before Mary died in 1806. Andrew then married Mary Copeland and in mid-1807, they immigrated to Ontario. In 1808, Andrew was granted land based on his British military service. He and Mary settled on a 26-hectare property northeast of today’s Martin Grove Road and Rathburn Road intersection where he initially built a log house. They would eventually have three daughters and seven sons on this property. Andrew also erected a saw mill on Mimico Creek, which ran through his property. The exact date their new stone house was built is unknown, but it was designed in a fairly uncommon “saltbox” style, suggesting
denise harris history corner construction in an early colonial period, i.e. 1820 to 1840. The walls are made of river stone, possibly from Mimico Creek. The front door has three panels, with a mullioned transom above.

The house’s interior still has its pine woodwork and stone fireplaces. A covered verandah runs across the front of the house, facing south and overlooking the Mimico Creek Valley. (Rathburn Road was not put through east of Martin Grove Road until 1962.) When Andrew died in 1843, he left the farm to his two youngest sons, Samuel and Jonathan, although Jonathan soon transferred his share to Samuel. Samuel married Eliza Ash in 1849. In the 1850s, Samuel
purchased the 14-hectare property east of their first lot to Kipling Avenue. The family also owned about 25 more hectares of land south of Rathburn on both sides of Martin Grove Road. In 1889, having no children of their own, Samuel and Eliza transferred ownership of their property to Samuel’s niece, Mary Ann Bigham Agar and her husband George Agar. From there ownership passed to their son John Agar and his wife Ida in 1915, and then to John’s uncle, Elmer Agar, in 1946. In 1954, Elmer filed a plan of subdivision for most of his property east of Mimico Creek to Kipling. He named this new subdivision ‘Glen Agar’ after his three-year-old grandson. Today we can still catch an occasional glimpse of the original Bigham stone house. The families have been commemorated in the naming of Bigham Crescent near Renforth and Eglinton, and Agar Crescent southwest of Rathburn and Martin Grove. No matter where I go and to whom I talk to, Real Estate is the topic of conversation. “What is happening?” I am constantly being asked. “WILD!” is one of the words most often used to describe this market. It is certainly not what we have been used to as far as the market prices have been in the past years. Houses are being listed and sold over the asking price. There is a shortage of homes for sale and bidding wars with Buyers are evident and therefore homes are selling beyond their asking price. IT’S A SELLER’S MARKET! The next statement follows, “How are the kids buying their first home going to afford a home in Toronto?”My response is “Mortgage rates have remained low; 2.59% for a 5 year fixed mortgage. Two income families are necessary, multiple families with basement apartments, occupying the same residence and in some cases some financial assistance from their families are factors on how homes are being purchased in Toronto.” Also the market has a strong presence with renovators who buy a home at a lower price, renovate it and then put it back on the market at a much higher price. These homes are very desirable as buyers are looking for homes that do not require extreme renovations. NOTE** (If you are thinking of renovating, give me a call. I have an information list available for the asking, to prevent you from being taken by the on-going prevalent “renovator scammers.”)** While doing the research for this article I came across some interesting facts. The Average Selling price in Rexdale in June was $525,000. And the average selling price was 103% above asking. It took an average of 20 days on the market to sell a home. You’ve seen the signs SOLD ABOVE ASKING! How does that work? Let me explain. When you take a property and the selling price should be around the $550 mark. It will be suggested to the Seller that we need to underprice the property to $499,900, put it on MLS and wait with taking offers for a week and then if it worked have more than one offer on the property with buyers fighting. The highest offer generally wins and the house sells over the asking price. I have included the selling prices for properties in the first 6 months of this year. Prices are moving up very fast. We’ve sold 4 properties over a million in the past 6 months. I have not included condo’s or townhouses in these figures because some Townhouse Complexes and some Condo Buildings have issues with the reserve funds and are pulling the average prices considerably down. I started writing little picture books when I was five or six years old...As I got older, I started to attempt to write novels, although I never finished them. Then during high school, I started writing for the school paper, I wrote poetry, I wrote articles. And in university, I wrote for the university paper, community papers, and I did an internship at Psychology Today magazine in New York. I thought I might go the writing route, but I actually went to teachers’ college and I’ve been a teacher for the last 13 years. During that time, my writing went on hold until about five or six years ago, when I decided I

What inspired you to write Malaika’s Costume? I actually made a picture book called The Greatest Carnival Ever when I was in Grade 6 at Msgr. John Corrigan. I think that shows that, even back then in the late ’80s, I had this love of Carnival. So, when I was taking a course on writing for children at George Brown College and we had a project where we had to write a picture book, I decided to write a book with a Carnival theme. But Malaika’s Costume is also an immigration story, too – one that I think is common for a lot of Caribbean families. My

The TTC is developing a smartphone app to report harassment. CEO Andy Byford said the new app will make it possible to take a flash-disabled picture of the harasser, log vehicle details and location, and immediately send it to the TTC’s transit control centre for further action. Byford told CP24 the app could be of particular benefit to women, who he admitted are more likely to get harassed while on transit. A youth transit advocate told the TTC board her peers are eager to adopt Presto, but see too many barriers for using it right now. Bri Gardner, transit lead for the Toronto Youth Cabinet, said at Monday’s meeting a

Ken Green marks 60 years of football officiating this season DAVID GROSSMAN newsroom@insidetoronto.com It has been a very long time, but Ken Green remembers it all. Back in his second year of studies at the University of Toronto, and admitting to being bored from afternoons without classes, Green made a decision – and it was one that would have an enormous impact on him for decades. Green chose to respond to a 1956 newspaper advertisement looking for football officials and the Scarborough resident thought he would try “something different”. That is, assuming he was good enough to get hired. “I remember the ad – they wanted bodies to officiate and I figured it was something to offset the boredom of nothing to do after classes,” recalled Green. “I never played the game and I actually think they didn’t care about qualifications. But I had to learn quickly and have been at it ever since – a long time.” Fast forward and Green, with quite the legacy and now in his 60th year as a football official, is the only person in Canada doing

the job for such an extensive period. Retirement is close by and Green, who will celebrate his 80th birthday in August with his wife Etty and family, has made the decision to put away his black and white stripe jersey at the end of this year’s football season in November. Treating it as a leisure activity back then, he focused on earning a degree and went on to teach mathematics as well as physical and health education for a 35 years. “Officiating was a hobby back then, and little did I know that I would one day become Refereein-Chief of university football, do Vanier Cups and everything from
high school to club and more. I can’t complain with what I’ve accomplished.” Having blown whistles and thrown penalty flags at thousands of games, Green still finds time to be a mentor and is the recipient of almost every major award offered to a football official in the country. Green never did get an opportunity to officiate in the Canadian Football League, saying only that “internal politics” may have been a factor, but carries no grudge and was the supervisor of CFL officials for 12 years. In 1990, Green received the Tom Cheney award, the highest award given by Canadian amateur officials. Now, the Ken Green Trophy also exists and is awarded to an outstanding official in Ontario. Chatter in the sport community has Green lined up to be honored among the next wave of inductees to the Canadian Football Hall of Fame. Being a football official, also comes with nasty comments from spectators and coaches. Only once did he eject a coach. “You rely on judgment and the rules,” Green said. “Sure I’ve made several mistakes and admit to it. If

someone comments about officiating, that’s fine. You tend to ignore it. But when they get mean, vicious and personal and direct it at you – that’s when I throw the flag. You can only tolerate so much.” Green soaks up the personal pride and said the ultimate compliment comes when coaches tell him they’re happy he’s doing their game. “The secrets of success in football – it comes down to having an understanding wife,” Green said. “During the football season, there is always a game somewhere and I have spent many hours away from home. Yet, there have been no complaints from my wife. Next to my family and teaching, football has been the most important thing in my life.” Asked if there were highlight moments, Green talks about being asked to officiate the 1979 Can Am Bowl match-up of U.S. and Canadian university all-stars. Ten years later, he did his last university game – a 35-10 win by Western over Saskatchewan in the Vanier Cup played in front of a crowd of 32,847 at SkyDome. “Looking back, it’s humbling – and like a dream,” Green said. “I’ll never be able to give back to football what it gave to me.”

Gratitude Bag launches Joanna Lavoie jlavoie@insidetoronto.com The organizers of the Gratitude Bag food drive, a community-based initiative where residents donate non-perishable food to the Daily Bread Food Bank, are once again challenging Torontonians to do their part to fight hunger. On Monday, a competition to see which Toronto neighbourhood donates the most non-perishable food using the Gratitude Bag program was launched at Withrow Park in east Toronto. Riverdale resident Grant Gordon founded the Gratitude Bag program three years ago. “Hunger is a real, moral dilemma across our city, and until a long-term solution
to this problem is found, Gratitude Bag helps bridge the short-term problem of food bank donations slowing down in the summer months,” said Grant.

Daily Bread Food Bank CEO Gail Nyberg said the program has really helped her organization fill the need for food donations during the summer months. She also said she’s pleased to see the initiative expanding this summer across the city with a bit of healthy competition between neighbour-
hoods. The Gratitude Bag program identifies neighbourhoods throughout Toronto. Each week during the summer, one community is invited to take part. The day before pick-up, volunteers distribute a door hanger to households letting them know about the campaign and how to participate. The morning of pick-up day, residents receive a reusable red canvas “gratitude bag” bag on their doorstep to fill up with non-perishable food. Volunteers collect the bags that evening and deliver the food to the Daily Bread Food Bank. Since 2014, the program has collected an estimated 30 tonnes of food.
