Etobicoke jazz drummer Ernesto Cervini can now add ‘Juno nominee’ to his long list of musical accomplishments.

The 32-year-old lifelong musician and his band, Myriad3, are up for Jazz Album of the Year: Group for the trio’s sophomore album, The Where, during this weekend’s 44th annual Juno Awards.

“We’re all absolutely thrilled and a little nervous,” Cervini said of his, pianist Chris Donnelly, and bassist Dan Fortin’s reaction to learning they’d been nominated. “Either way, win or lose, we’re still going to be happy. But it would be nice to win – we’d be happier.”

A St. Gregory’s Catholic School and Etobicoke Collegiate grad, Cervini grew up in a musical household in the Martin Grove and Rathburn roads area of Etobicoke, where he was inspired by his two older sisters to take up the piano at an early age.

Slain teen’s mother calls for anonymous comment boxes to be installed in schools Safe schools inquiry hears from parents, teachers TAMARA SHEPHARD tshephard@insidetoronto.com The mother of a teen shot dead near an Etobicoke high school recommended the Toronto Catholic District School Board (TCDSB) install comment boxes, metal detectors and twice-daily locker checks to keep students safe.

“A comment box could be placed in a safe area where there are no cameras so students can feel safe to write about problems and issues they know of so nobody finds out who they are and no one can call them a ‘snitch,’” a grief-stricken Jina Samouie said Wednesday night at St. Andrew Catholic School near Kipling and Finch avenues.

Samouie spoke at the second of three TCDSB public meetings held to solicit input on school safety as an inquiry panel readies a report to go before the board in midApril.

The board’s Safe Schools Inquiry panel will make recommendations on its safe school policies and procedures to prevent similar incidents.

It will also recommend “how to engage youth so we stop some of them from hurting themselves,” Paul Crawford, inquiry panel chair, told the small audience.

Zaid Athir Youssef’s family had just celebrated his 17th birthday Oct. 3.

Menjivar was a student at James Cardinal McGuigan High School in North York.

McGuigan’s chaplain Ross Cappellaci told the panel fostering the prayer of the school’s patron saint could help students feel responsible for student safety, and help to prevent violence.

Cappellaci referenced “Make me a channel of your peace,” the first line of The Prayer of St. Francis.

“One of the core mandates at our school is being a good neighbour,” he said.

“Fostering that prayer creates in individuals a sense of responsibility. Students would remember, ‘oh yeah, peacemaking is up to me.’

“If an incident is happening in the back parking lot, they would tell an adult because they would feel a responsibility,” Cappellaci told the panel.

Cappellaci agreed with Yo u s s e f ’s m o t h e r t h a t despite the “don’t snitch” code, some students might share knowledge of potential fights or violence if they knew their identity would be protected.

Following the shooting, police conducted a massive ground search that sent four schools, including Don Bosco, into hold and secure.

The school nearest the shooting, the School of Experiential Education, was placed in lockdown for a number of hours, the strongest safety measure taken in emergency situations.

Initially, police were seek-

ing five “persons of interest.”

One person of interest was arrested shortly after the shootings, then released.

What led to the fatal shooting remains a mystery, although witnesses had said it began with a fight outside Don Bosco that spilled across the street to a nearby field and outside an apartment building.

So-called “Fresh Start” students has emerged as a theme in the Safe Schools Inquiry, Crawford said in an interview after the meeting.

“Fresh Start students have police conditions on them that they can’t be in a particular place, perhaps because a victim also attends that school. Some are victims themselves,” he said.

Board policy dictates Fresh Start students, who often move to a new school mid-year, meet with core subject teachers before taking classes.

That is not happening, one Catholic teacher told the panel.

He said teachers feel “in the dark” about the personal background of their students.

Privacy concerns are cited when teachers inquire about those students, he said.

“I’d like to know if a student who came to our school had been arrested for armed robbery. I had one. It would have been nice to know,” he said. “I’d like to know, ‘this person had a gun’ or ‘this person deals drugs.’ I work there six to seven hours a day.

ayor John Tory’s first 100 days have been momentous: he’s waged a war on those who park on arterial roads during rush hour; he’s headed to Ottawa to discuss city issues; he’s discussed bringing the city’s outdated methods into the 21st century; he’s put into motion the beginning analysis on his SmartTrack transit plan; and he’s tabled his first budget.

Exciting times for Tory. Equally exciting times for the City of Toronto.

But all this excitement, whether admitted or not, will come with a price: fare hikes, tax hikes, service fee hikes – hikes, hikes, hikes. This is not to say hikes are necessarily a bad thing; you have to raise money to run this city. But where does this lead?

While these steps feel like the our view city is heading in the right direction in terms of government relations, transit planning and Long-term even economic development, goals are we assume they are planks in a medium- and long-term what matters short-, strategy for the city.

We think the public would be served with the ever-craved transparency of a public document that shows what those strategy benchmarks might look like for key municipal files.

Tory has done an admirable job of being available to the media – what seems like any time of the day – and he’s also brought a necessary calm to the chain of office. But this is window dressing when it comes to the big picture.

It’s clear Tory wants to see Toronto on solid ground – he has to, he banked on the city’s economic outlook by borrowing in the future to pay for a present-day budget shortfall.

Regardless of all the things accomplished during his first 100 days, it’s the next 265 days, the next 1,095 days until the next election that matter more. The short-term gains are welcome, but the long-term goal is what needs articulating.

If we are to be the world-class city Tory and Torontonians want to be, we will need to pay for it – we’ve said as much in many editorials. However, we also need to know from those in charge of the municipal purse what their long-term vision is – two, three, four even eight years out.

The first 100 days sets a tone, but what is the entire song they’ll be playing?

Tory has set comforting standards as mayor

O

ne hundred is a nice round number – and instinctively, one thinks that if you have 100 days at a job or with a new employee or dating a new paramour, it ought to be enough time to tell if things are working out.

It’s fair to say that 100 days into our four-year relationship with Mayor John Tory, things are working out.

The former provincial Conservative leader and radio talk show host has set a standard of behaviour and leadership that’s pretty comforting in the moment and shows potential in the future.

The phrase “unlike his predecessor” could show up in sentences throughout this column, and I’ll try to just use it this once, because the fact of the moment is that Tory’s success so far is made all the greater by the contrast with what went before.

Since taking office, Tory has shown a good-natured work ethic and a willingness

“This was not going to be an administration of ideology and slogans… I hope what people see of it so far and I hope that what they do see is that it’s an administration of common sense, an administration of compassion, an administration that serves all the people and has a balanced city government.”

When he heard the impact that cuts on the TTC had, he looked for ways to mitigate those impacts by bolstering service. When it got too cold outside, he did everything he could to open shelter beds.

Sometimes this is inconvenient, sometimes it creates a real problem. Tory misread the mood of the provincial government woefully when he left a meeting with Premier Kathleen Wynne believing that the $86-million hole left by the end to housing pooling might be filled.

In dropping that ball and deciding not to raise property taxes to cover the shortfall this year, Tory risks turning the next few hundred days in office into a much larger challenge than he signed up for.

third and the 11-12 team placing sixth at their first meet of the season.

N e x t u p, t h e O S S C national team is set to head to Henderson, Nevada for a March Break training camp in preparation for the national qualifiers the week after in B.C. After that, the club is set to host the Ontario Open Age Group Championships from May 20-24 at the Olympium – an event that’s expected to draw more than 600 synchronized swimmers.

Here’s how your neighbours are helping our patients in a number of different ways:

DIANE is a patient family advisor who helped hire our new Director of Patient, Family and Community Engagement. We believed there was no better way to make sure our new director related well to our community than by testing that dynamic during the interview process.

“Sitting on that panel was just amazing because to me, hiring the new Director of patient engagement for the hospital is probably the most momentous role that this hospital has,” said Diane. “It’s an effort to be able to bring in a leader who understands customer service who can bring the patient voice into action.”

ANDY joined 35 other community members during our Strategic Plan process to share stories and brainstorm ideas about how St. Joe’s could enhance the experience for all.

“I’m glad I took the three or four days to come sit, listen, learn, participate and put forward my thoughts and opinions,” said Andy. “Sometimes in processes like this, you can hear a lot of noise from upper management saying they want to do something but saying and doing is completely different. I feel with St. Joe’s they actually said ‘This is what we want to do’ and my experience to date is that they’ve actually followed through.”

LEAH is a patient family advisor who has worked with us on the redesign of how our surgery team works together to provide care that is as patient-centred as possible. Leah met with our doctors and interprofessional staff in our surgery program and shared her experiences as a patient at St. Joe’s.

“It is important for me as a patient to be involved because I want to know what the hospital’s vision for the future is and how to be a part of that vision,” said Leah, “and also to share some of my personal stories with the medical team so they have an understanding of what patients are going through.”

ALIES is a patient family advisor who has joined our hand hygiene working group and used her experience as a patient to help the team create educational materials for staff and patients about hand washing so we can increase our hand washing rates overall.

“I think it’s very important that we hear from patients and caregivers and that we work together to solve problems that affect all of us,” said Alies, “and you can’t solve something like lowering the infection rates in the hospital through hand hygiene if you don’t have everybody on board.”

oday, many people know the histor ic house “Applewood” as the place where they or friends were married. Indeed, since 1982, this lovely old house has hosted over 12,000 weddings. However, fewer people know the long history of Applewood and how it was almost lost.

Peter Shaver arrived in Etobicoke from Ancaster in 1830 and acquired 200 acres of land on the west side of Hwy. 427, between Bloor Street and Rathburn Road. Initially Peter and his wife Esther lived with their seven children in a onestorey brick house on the northwest corner of today’s Burnhamthorpe Road and Hwy. 427. Peter was a successful farmer and when he was able to afford a new home, he hired Weston architect, William Tyrrell, to design and build it. Completed in 1852, the house is Georgian in style and is built of red and yellow brick with a picturesque verandah across the front.

In 1874, Applewood’s most famous resident, James

denise harris history corner Shaver Woodsworth, was born to Peter’s daughter, Esther Josephine, and her husband James Woodsworth. Later, James Jr. lived in Winnipeg and was elected MP in 1921, working tirelessly to implement social reforms. In 1932, he was the principal founder of the CCF (Co-operative Commonwealth Federation) political party, forerunner to today’s NDP. Peter Shaver was a trustee of Islington Burying Ground on Dundas Street West where he and Esther, his brother George, and many other family members are buried.

After Peter’s death in 1890, Applewood was sold to Walter Shaver, his brother George’s grandson. Walter died in 1931, leaving his daughter Isabel 30 acres of land, including the house.

Isabel sold off pieces of the land and donated one section for Broadacres Park.

In the 1980s, Isabel and her husband Percy Bishop

decided to sell the last fourand-a-half acre piece where the house was located to a developer, but they wanted to preser ve the house.

Isabel and Percy moved out of Applewood on April 8, 1980, ending 150 years of continuous Shaver family ownership.

On Sept. 25, 1980, the house was moved to its current location at 450 The West Mall in Broadacres Park.

Multiple severe cracks developed in the brick structure during the move, and for awhile it looked as if the house could not be saved.

However, with the help of a new contractor, a restoration was successfully completed and the house opened for its first event, a fall fair, on Oct. 3, 1981.

Today, Applewood is open to the public from 10 a.m. to 5 p.m. daily for selfguided tours and weddings of course.

Then I started playing the drums and clarinet at about age 10.”

Cervini studied all three instruments throughout high school, and earned a performance diploma in both classical piano and clarinet from the Royal Conservatory of Music at age 16 – but his real calling was behind the drum kit.

Cervini lives in the Kipling Avenue and Lake Shore Boulevard West area with his wife, Jenny, and their twoyear-old son, Charlie.

While Cervini has experienced much success acting as bandleader for projects such as the Ernesto Cervini Quartet and Turboprop, it is with the more collaborative Myriad3 that he’s earned his first real

“It’s a really nice group, because it’s a collective in every sense of the word.

Everything we work on, we do as a group – there is no bandleader,” he said of bandmates Donnelly, a fellow Etobicoke native, and Fortin, who hails from Peterborough.

“It really is three musicians working together equally;

when we bring in new songs to the band, it’s always very collaborative, we workshop everything together, and everyone’s ideas are valid...I’ve never been in a situation that’s this collaborative before – and it’s awesome.”

Ontario could curb the powers of the OMB TAMARA SHEPHARD tshephard@insidetoronto.com The Ontario government is proposing reforms it argued would give residents more say in how their communities grow and restore local decision-making to municipalities.

Bill 73 was introduced by Minister of Municipal Affairs and Housing Ted McMeekin in the Ontario legislature last week. It proposes changes to the Planning Act and the Development Charges Act that would help municipalities resolve planning disputes earlier, reducing Ontario Municipal Board

(OMB) involvement in local disputes.

It would also provide opportunities to fund community services, like transit and recycling, the Liberal government said.

Etobicoke-Lakeshore MPP Peter Milczyn lauded the government’s proposed Planning Act changes as “precisely the changes” he had called for during his 17-year career as a Toronto councillor and in his private member’s Bill 39, the Planning Statute Law Amendment Act. Bill 39 passed second reading in the legislature last November.

“Municipalities will have more final decision making,

there will be far fewer appeals to the OMB, more citizen engagement in the planning process, more money for transit and other growth related services,” Milczyn said in a statement.

If passed, the bill would reduce the number and frequency of appeals to the OMB, better define a ‘minor variance,’ ensure development provides increased funding for transit, and increase transparency and accountability on the use of funds collected from development, Milczyn said.

Toronto and York Region United Way members approve merger Steeles Avenue will soon mean nothing to the United Ways of Toronto and York Region, whose members “overwhelmingly” approved a merger in separate votes Wednesday, March 4.

“Combining our efforts is the single most effective way for us to expand local invest-

ments, tackle complex social issues” and provide better opportunities for volunteers on both sides of the road, Heather Mason-Wood, United Way York Region’s board chairperson said in a joint news release.

Toronto United Way CEO Susan McIsaac will head the combined new charity

umbrella for the city and region, while current York Region CEO Daniele Zanotti “will have a senior role.”

The merged organization will officially come into being this July 1, the release said.

Humber College students raise funds for SickKids Samantha Dennis inspired to give after her own treatment at the hospital during her teen years JUSTIN SKINNER jskinner@insidetoronto.com Having spent plenty of her teen years undergoing treatment at the Hospital for Sick Children (SickKids), Samantha Dennis was impressed by the care she received, but found the amenities for older children sorely lacking.

Now she and a dozen others from the Humber College event management postgraduate program are looking to raise funds to help the hospital provide more programming for teens undergoing treatment there.

Dennis was diagnosed with acute lymphoblastic leukemia at the age of 10 and underwent more than three years of chemotherapy at SickKids. A relapse in 2005 led to another few years of treatment.

“They have a teen lounge, but it wasn’t really a teen lounge,” she said. “It was more a room with a TV and

some chairs.”

SickKids also runs special teen nights, but Dennis said they did not happen often enough to meet the needs of the hospital’s older patients.

“I would have liked to have seen more of them,” she said.

“It’s hard being sick when you’re a teenager and having to spend all that time in the hospital, so having more things for teens to do would definitely help.”

She and her fellow Humber students have organized There’s No Place Like Home: Not Just Another Night at the Movies, a Wizard of Oz-themed fundraising evening slated to take place at the Regent Theatre in North Toronto.

The event will raise money for Marnie’s Lounge, a relaxing space at SickKids that gives patients a taste of home life.

Dennis said the Regent fit the event perfectly.

“At the Regent, there’s only the one screen and a lobby, so it was possible to make it fit in well with the theme of the Wizard of Oz,” she noted.

Funds raised through the event will be split between SickKids and scholarships for Humber students.

“We’re hoping to raise around $2,000 or $3,000 for each cause,” Dennis said.

The event will take place at the Regent Theatre, 551 Mount Pleasant Rd., from 6:30 to 10 p.m. Sunday, March 15.

Cancer Society seeks volunteers to sell daffodils in upcoming campaign The Canadian Cancer Society is looking for volunteers to help with its upcoming Daffodil Month campaign in April.

By volunteering a few hours of time selling daffodil pins or fresh daffodils at local Loblaws locations, residents can save lives and help people who are living with cancer.

Money raised helps patients and their families living with more than 200 different types of cancer – through life-saving research, support services and funding for other important work.

Volunteers are needed from April 9 to 12 and April 16 to 19 at the following Loblaws locations:

When Etobicoke’s Gavin Smellie transferred from George Harvey Collegiate Institute to Dante Aligheri Academy, he wanted to continue playing soccer for his new high school.

“That’s a funny story,” said Smellie, recalling what happened next was essentially how he got into track and field.

After transferring to the Dufferin Street and Lawrence Avenue area high school, Smellie learned it was too late in the season for him to join the soccer team.

So he decided to stay active by playing other sports.

“I was a terrible basketball player,” Smellie laughed, adding he was better in volleyball and badminton.

But what he excelled in was track and field.

“I did a race-off with some kid,” said Smellie, who gave his opponent a significant head start but still managed to beat him.

Then he tested his speed against other runners at the Toronto District College Athletic Association championships.

“I almost missed the race because my coach was late that day,” said Smellie, wondering if it wasn’t meant to be. “Maybe it was just fate.

Maybe I should really go home.”

Fate had other plans; his coach arrived just in time with his bin number.

Smellie went on to qualify for the metro championships and continued his success, competing as a sprinter in the Canadian Junior Nationals, the Pan American Junior

THE STUDY The Ontario Ministry of Transportation has completed a Class Environmental Assessment (EA) Study to determine a long-term strategy which will address the transit needs of the Highway 427 transportation corridor between Highway 7 and Highway 407.

The key features of the Recommended Plan include the following: • A new dedicated 2-lane transitway along the west side of Highway 427 from Highway 7 to Highway 407; • Two transitway stations, located south of Highway 7 and south of Highway 407; • A new overpass structure required at Highway 407 and a new underpass structure at Highway 7; • Drainage improvements including two stormwater management ponds and the installation of an underground stormwater storage facility for the 407 transitway station; and • Localized property requirements to accommodate the Transitway.

THE PROCESS This study has followed the approved environmental planning process for Group ‘A’ projects under the Class Environmental Assessment for Provincial Transportation Facilities (2000). External agency and public consultation has occurred throughout the study. A Transportation Environmental Study Report (TESR) has been prepared to document the study findings. Police hope security camera images along with a cash reward will help identify an armed bank robber dubbed The Well-Dressed Bandit.

Police believe the man is responsible for four holdups across the city in a threeweek period.

“In his very first robbery, he was dressed in a suit and tie like he just left a job interview,” Staff Insp. Mike Earl said during a recent news conference at police headquarters.

“He approached the bank counter, presented a holdup note and produced a handgun, making a demand for cash. The bank employees complied, and he fled the scene.”

That first robbery took place in the Rogers Road and Keele Street area around 10:35 a.m. Oct. 23.

The next happened at 10:30 a.m. Nov. 6 near Queens Plate Drive and Hwy. 27.

At 4:25 p.m. Nov. 10, police believe the same man robbed a bank near College and Grace streets.

His last holdup happened 30 minutes later at Bloor Street and Dovercourt Road.

The Canadian Bankers Association is offering a $10,000 reward for information leading to the suspect’s arrest and conviction.

“Our investigative leads have dried up, and we’re now looking for the public’s assistance,” said Earl, the unit commander of the holdup squad. “Somebody out there, some family member, some co-worker,

they may very well recognize this individual and be able to profit on the reward.”

The suspect is white, 45 to 60 years old and 5’11” to 6’2” tall and was carrying a tan attache case during the robberies.

“Most bank robberies are still committed with notes, and we believe that a lot of them are unarmed,” Earl said. “This individual went further and actually produced a gun and made the employees aware that he is armed.”

Of the 427 bank robberies across Canada last year, 156 involved a weapon.

The well-dressed bandit pointed his semi-automatic handgun towards a teller during one incident.

“He actually pulls it right out, and we do capture it on video,” Earl said.

The suspect kept the weapon in his attache case during two of the occurrences.

“On one occasion he actually had it tucked in his waistband, and he showed the butt of the gun,” Earl said.

Annually, the accredited nonprofit children’s mental health agency serves about 4,500 children and youth in turmoil ages 0 to 18 and families in crisis freeof-charge.

And statistics prove the need is great.

One out of five children and youth younger than 19 struggles with a diagnosable emotional, mental or behavioural disorder, the centre reported.

A $1.1 million capital campaign succeeded in just 18 months, facilitating leasehold improvements at the three-storey office building just north of The Queensway.

Redevelopment plans for George Hull’s former office building on the northwest corner of The East Mall and Rathburn Road necessitated its move.

“Big corporations, banks, insurance companies, family foundations and individuals really stepped up in a big way,” explained executive director Jane Bray during a recent Guardian tour of the new offices.

“The generosity was really quite overwhelming.”

Children, youth and families access an integrated team of 100 mental health professionals at George Hull, including psychiatrists, psychologists, social workers, early childhood educators, speech and language pathologists, child and youth workers and educators.

The team provides assessment, treatment and consultation to the child, family and broader community.

The George Hull Centre celebrates its 30th anniversary this year.

In the past three decades, its staff and budget has grown exponentially, as have the complexity of issues child and youth clients face.

The centre opened in 1985 with 70 staff and a $3 million operating budget. Today, its has a $9.5 million

budget and double the staff.

It also operates an Ontario Early Years Centre.

A children’s mental health lead agency, George Hull is funded 90 per cent by the Ontario Ministry of Child and Youth Services.

With no ministry increase in children’s mental health funding in many years, George Hull has met its operational costs for the past decade through fundraising.

“Every children’s mental health service is feeling the same struggle.

We all have more need,” Bray said.

“If our board wasn’t committed to fundraising, we’d have to reduce services.”

Three decades ago, George Hull routinely treated teenagers with “big, big problems,” but now sees “lots of children younger than 12,” community clinic manager Leticia Garcia said.

Societal changes, including children’s structured extracurricular activities and use of ubiquitous screens, has created issues for children and youth unseen in the 1980s and ’90s, Garcia said.

The result? Less social skills, children whose schedules are overprescribed, and stress, which often results in anxiety.

“Kids aren’t playing on the street anymore with mom looking out the window. It’s all structured activities.

It’s a very different world. Parents are afraid,” Garcia said.

“Kids don’t learn to feel confident, to do things, to learn to be independent. They aren’t able to mature in a nice, safe way.”

A Toronto District School Board study in 2013 found 70 to 80 per cent of grades 7 to 12 students reported feeling nervous or anxious all the time.

“We see a lot of kids with anxiety,” Garcia said.

Treatment can range from a few sessions to a few months to two years, in some cases of treatment of trauma, resulting frequently from sexual abuse, but also among children who have witnessed or experienced violence.

Children and youth may return to George Hull throughout their adolescence if issues arise.

There is a wait list. However, calls are prioritized based on emergent need.

The Registrar hereby gives notice of the intention to declare the discovered site a ‘burial ground’ and invites representatives of the persons whose remains are interred in the burial ground to contact the Registrar within two weeks after March 12, 2015.

Once identified, the representatives will negotiate a site disposition agreement with the Catholic Archdiocese of Toronto, the landowner.

The drab cars were given a new, bright-blue wrapping (www.bit.ly/1AdDeEg ) sharply distinguishing the route as Line 3 within the TTC’s numberbased hierarchy.

A relic from Ontario’s failed attempt to produce a provincially owned technology to control and export, the RT is well past obsolescence and scheduled for extinction whenever the Scarborough subway extension gets built. Until that project becomes a reality, you may have to deal with more breakdowns like the sort which resulted in the February evacuation of riders from the train after it stalled on the tracks out of Midland RT station.

In an effort to increase the level of public feedback for the Relief Line study, the planning team is promising to organize “pop-up” consultations at subway stations so transit users – many of whom likely have no idea the study is taking place – can have the opportunity to provide direct feedback on the subway proposal.

FERRY TERMINAL DESIGNS to be UNVEILED wLayton

Future looks for the Jack Layton Ferry Terminal will be unveiled to the public at city hall next week.

At 6 p.m. Monday, March 16 at city hall, officials from Waterfront Toronto will present “bold and innovative” submissions from five architectural design teams vying to transform the leaden ferry terminal along with Harbour Square Park.

The submissions will also be displayed inside the city hall main rotunda from March 16 to 20. Public feedback from the challenge will go to the jury panel tasked to pick the winning design.

Whichever design ends up winning. it will still have to be approved by city council and funding secured to ever become a reality.

Relief Line could be further delayed due to Tory’s SmartTrack RAHUL GUPTA rgupta@insidetoronto.com Construction of the Relief Line subway – which the city and the TTC say is urgently needed to address future crippling levels of congestion – could be further deferred because of SmartTrack.

City and TTC planners are currently completing a technical study for the project, which, if approved by council and the provincial government, would take at least 11 to 14 years to design and complete – and only if funding is secured for its expected multi-billion dollar budget.

Even so, and despite congestion on the Yonge subway expected to balloon to 39,000 riders per hour by 2031, the Relief Line could be placed further on the backburner due to the emergence of Mayor John Tory’s SmartTrack project as a key transportation priority, city officials said during a public consultation as part of the study which was held Monday at St. Lawrence Hall on King Street.

“That’s something we’re going to assess carefully as we go through this study to understand timing requirements for the Relief Line,” said City Planner Stella Gustavson during the meeting.

When the Relief Line study officially launched last spring, SmartTrack had yet to be introduced by then-mayoral candidate John Tory.

Conceived as a new surface rail system connecting with the subway system as well as an expanded GO rail network as part of the Regional Express Rail (RER) plan, SmartTrack now has its own planning study to go along with the Relief Line as well as the Scarborough subway extension study, which also recently got underway.

City planners have a tight timeline to complete all of the studies and make final recommendations to city council.

Close to 30 staffers from the city’s planning and transportation studies departments support a core group of eight attached to the Relief Line study, SmartTrack and the Scarborough extension, Tim Laspa said.

Suggestions Laspa, the city’s director for transportation planning said his group has already received more than 60 suggestions for specific station locations for the Relief Line, all which must be investigated and whittled down to a shortlist of routing options to be presented as part of the next phase of the study, expected around June.

“It’s a significant amount of work, but it’s part of our program and what we’ve agreed to undertake,” Laspa said.

About 100 people attended Monday night’s meeting and were given a chance to provide feedback directly to city staff on what they thought of the plans so far.

Some, like Judith Nagata, took the opportunity to lambaste the city for allowing politics to get in the way of planning.

“Have they really learned any lessons from the past?” said Nagata, a pensioner, who wants to see the city adopt

the approach of cities like her native London, England, which she said has a committee of “technocrats”, unelected city planners who get the final say on infrastructure development over elected officials.

Edward Nixon, a local organizer, said he hoped both SmartTrack and the Relief Line are built to benefit the hundreds of thousands of residents in the downtown core who can’t rely on subway as a principal mode of transportation.

“We’re mostly on foot, bike, and if we’re lucky the streetcar,” said Nixon, who added he would like to see a “serious adult conversation” about removing car traffic from Queen Street and King Street to ease public transit.

Another concern expressed during the meeting was of the lingering perception the Relief Line is only intended to benefit the downtown when its main purpose is to alleviate congestion created by riders coming into the core via the subway.

City officials have already removed the word “Downtown” from official communications and intend to hold a naming contest for the line in the future.

provincial government, Metrolinx estimates it would take at least three years to electrify UP station and track infrastructure as well as vehicles.

The unclear timeline for electrification has proven a major bone of contention for opponents of the project. The rail spur rises to 28 metres above streetlevel at its highest point, and according to Metrolinx is the longest rail bridge in the province. It also has six curves with varying levels of sharpness requiring different speed restrictions.

Trains are limited to around 40 km/h entering and leaving the Pearson station.

The route spans over at least five separate roadways in the airport area includ-

ing Airport Road, Viscount Road, Network Road, Zahvy Way and Goreway Drive and is buttressed by a series of concrete piers ranging in height from five to 25 metres. Designing the elevated route presented a special challenge for completing the project, said Barnett.

“One of our challenges constructing this, other than the fact we’re way up in the air, was working around all the roadways,” he said.

“We needed lots of coordination, not just for road closures but working around utilities like power lines.”

Council approves Toronto base property tax hike of 2.75 per cent

DAVID NICKLE dnickle@Insidetoronto.com Toronto council has approved a base property tax increase of 2.75 per cent for homeowners – rejecting a move by ParkdaleHigh Park Councillor Gord Perks to increase the rate high enough to pay for this year’s $60 million shortfall, and also turning down former Mayor Rob Ford’s request to cut the entire tax increase down to 1.99 per cent.

Council voted 36-8 to set both the tax rates and the rates for water and solid waste collection at Tuesday’s meeting. The property tax increase was set at the rate of inflation, with an additional halfpoint increase to pay for the Scarborough subway – despite a shortfall of $60 million that will have to be dealt with in future years.

Mayor John Tory urged

councillors not to simply raise taxes to forestall that reckoning. He pointed out that “97.16 per cent” of voters in 2014 threw their support behind a mayoral candidate who promised to keep taxes at or below the rate of inflation.

Tory said that in order to maintain credibility with other levels of government the city has to demonstrate it can live within that means.

“We have to get our own house in order. It is otherwise impossible for us to look them in the eye. The other way out is the easy way out — to say let’s have three, four per cent and put it on the property taxes.”

Perks tried without success to convince colleagues otherwise.

He urged an increase that would have seen taxes rise by more than five per cent – changing the increase on the average home from $7 to $12

a month.

Ford, meanwhile, urged that the property tax increase by brought down to 1.99 per cent and spoke against the increase in the rate for collecting residential garbage.

Council ignored Ford’s motion, but did approve a plan to adjust according to inflation the cutoff income for seniors eligible for property tax increase deferrals.

Currently $38,000 is the cutoff number.

The budget debate continued as councillors delved into details in the budget. After the vote, however, Perks said the debate was effectively done.

“I’m quite disappointed.

That’s not good budgeting but that’s politics. You win some you lose some.”
