armour, peering through the slit in his metallic visor as he parades down Lake Shore Boulevard in medieval spirits. His lustrous costume is completely handmade, except for the helmet and gauntlets. “The trick to walking in a suit of armour is proper fit. It’s a suit of metal clothes,” he said. “If it doesn’t fit, it will rub and scrape, and you won’t be able to make it.” Trekking in the cumbersome gear each year does not go unrewarded. “For me, the best part is heading to the bakery afterwards for a treat.”

Santa Claus is coming to Etobicoke to usher in the most wonderful time of the year, and his eager elves are working around the clock to make sure the 25th annual Lake Shore Santa Claus Parade is the best one yet. To mark the anniversary of the holiday spectacle, The Guardian arranged exclusive interviews with some of Santa’s little helpers who deck the streets with colour and spirit year after year. Steve NcNeil a.k.a. “Posty” Spotting him is easy. Just look for the dancing mailbox. The longtime Canada Post worker has been rocking out with his air guitar while collecting letters to Santa for the past eight years. “When I get out there, it’s no holds barred. I try to make it an event for all the kids.” Every child who writes a letter to St. Nick receives one back before the big day; an after-effect McNeil said makes the ritual worthwhile. “I work on the Lake Shore. I see these people every day of the week. It’s almost like an extended family,” he said. “It’s a chance to show people there’s a different side to me. I’m not only a Canada Post worker; I’m part of the community.” Jasmin Dooh a.k.a. “Jingles” Every time a bell rings on Thomas the Train, Dooh pulls the string. The health co-ordinator at LAMP Community Health Centre has been with Santa since the beginning and fondly remembers the early planning days, sitting around the table with the local Business Improvement Areas. “There were so many wonderful people with altruistic goals,” she said. “Everyone was excited and full of goodwill and community spirit.” She said the “small town community-based flavour” makes this parade like no other. “Everybody feels special that day,” she said. “It brings everyone

together. It unites us.” Corinne Del Piero a.k.a. “Seussy” Santa’s purrfect helper inside the Cat in the Hat costume calls the parade the highlight of her year. Regulars, young and old, wait on the sidelines for her warm hugs. “Kids scream ‘Cat in the Hat!’” she said. “Dogs don’t know what to make of me. They sometimes growl, but I am a cat after all.” She gets emotional thinking back on the whimsical walk. “Once I hear Santa, and I’m close

Liz Porritt a.k.a. “Cheery” This busy bee has been Santa’s right-hand woman since the parade’s inception in 1991. She formed a steering committee and resurrected the parade that had been on a 25-year hiatus. “It’s kind of my baby,” she said. Along with hustling as one of the organizers, she sewed many of the costumes that still energize the streets today. Building floats, arranging permits and hiring bands are just a few facets of her job description, and she said sometimes it’s too much work for just one elf. “When you get older, it takes you twice as long to do half as much as you used to,” she said. “I want to see the parade continue on. We need more volunteers to keep the legacy alive.” Keep your eyes peeled for these elves when the parade kicks off at 10 a.m. Saturday, Dec. 5. at Dwight Avenue and Lake Shore Boulevard. More than 250 costumes, 15 floats and eight marching bands will delight the young and young-at-heart. If you want to ensure your spot on Santa’s nice list, it’s not too late to become a helper. Santa’s recruiting enthusiastic elves to ensure his pivotal procession brings joy to the community for another 25 years.

TTC on right track with cash fare hike

he Toronto Transit Commission’s board is on the right track when it comes to the balanced approach it decided to take this week regarding fare increases. At its meeting, the board voted to increase cash fares for adults by 25 cents, up to $3.25, and to increase the price of an adult token to $2.90. Considering one can literally ride the TTC the entire length and breadth of Toronto for that price, it’s a more than reasonable cost. At the same time, the board wisely decided not to increase the cost of the Metropass, which now goes for $141.50. The monthly pass offers unlimited rides. It is a valuable item based on the service it provides, but its cost is high relative to other North American cities and it has been the chosen route for our view fare hikes for too long. TTC board chair Josh Colle There’s a cost summed it up well when he said the system cannot rely on to pay for Metropass users as an “endless well of money.” It also doesn’t good transit hurt to reward the loyalty of those who use the TTC multiple times every day. The cash fare and token fee hikes only apply to adult fares. The TTC will keep fares for seniors and students where they are, at $2 cash and $1.95 for tokens, which is a good decision. And, of course, due to a decision by city council last year championed by Mayor John Tory, children under 12 ride the system for free. This is all part of having a grown-up transit system in Toronto. The whining that takes place every time a fare increase is mentioned is unreasonable. There’s a price for good transit, and part of that must be paid by those who use the service. That being said, all city taxpayers must continue to pay for the TTC whether they ride it or prefer to drive their cars or use their bikes. Property taxpayers can’t be complaining about the cost of building infrastructure if they want to continue living in one of the best cities in the world. However, that does not let the federal and provincial governments off the hook when it comes to funding an essential service in Canada’s largest city. Prime Minister Justin Trudeau made some big promises along those lines during the election campaign, and we expect him to honour them.

Road to transit parity barely a ‘goat-path’ John Tory often talks a bit of sense – and he did so on Monday when asked what he thought about the thenimminent fare hike under debate at the Toronto Transit Commission. “I believe fares should be adjusted for every year because the cost of running the system goes up and we have to maintain the financial viability,” said the mayor. “I think it’s fair that those who use the system pay their share of the cost.” This raised some eyebrows, if only because Tory had made some hay during the election and earlier this year in freezing transit fares, for 2014. That he seemed fine with a 25-cent hike on the cash fare and a 10-cent hike on tokens... well that seemed a reversal. Of course, Tory had only made the promise for 2014, and made it clear he never intended there be fare freezes all the way

david nickle the city down. And his position, that as costs to deliver a service increase so should the cost to the user, is as sensible as is his notion that services as they stand shouldn’t be cut. Service should be reliable, and books should be balanced. So far so good. It is a shame, as my colleague Rahul Gupta remarked during the debate at the TTC, that the mayor couldn’t take the same even-handed approach to other matters of transportation financing, such as road tolls. It’s a shame, sure, but it’s also an immovable factor in the politics of mobility, the disparity between the privileges of drivers and transit users respectively. The latter occupy the bottom end of things.

Since the provincial government stopped funding operating costs for the Toronto Transit Commission, an uneasy balance of property taxpayers and transit users have been covering the cost of getting around to a greater and greater degree. Fares rise every year or so, and service fluctuates too, and when service drops and fares rise, a portion of those transit riders who can afford to, use their cars more. The rest... well they get used to disappointment. Drivers, on the other hand, are the demographic of choice, particularly for more conservative politicians, but not limited to that. After the 2010 municipal election, politicians from across the political spectrum voted to shut down the vehicle registration tax along with then-mayor Rob Ford. Attempts to put a bike lane on Jarvis Street were similarly squashed.

And when Tory was elected, one of the first things he did was take immediate action to battle one of the few remaining irritants to the pampered driver: downtown traffic congestion in the presence of construction. So while it would be sensible to look at revenue tools such as modest road tolls to help fund, for instance, the maintenance and reconstruction of the Gardiner Expressway, or more sensibly still, road decongesting public transit, the road to that solution is barely a goat-path these days. Still, baby steps are better than none: and if a mayor can recognize decent public service requires a decent amount of revenue, well, that is at least a very tiny step in the right direction.

Councillor Stephen Holyday’s “half a million pickup points (stops)” wouldn’t change in number, only in location. Net gain: zero. As Councillor Ron Moeser noted, Toronto winters present special problems. Trundling bins across the street in any season, never mind in the dark and in uncertain visibility, and possibly through unplowed snow, will inevitably result in accidents (possibly fatal ones). Then, factor in human nature. I don’t mind clearing a

space in the snow for my bin, but must I clear one for my neighbour’s as well? Or must he let me block his driveway with my bin, when he can drive around one, but not two? How much must he and I accommodate each other’s trash if we (or our spouses, kids, grandkids) are at odds for some reason? I hate to be a wet blanket, but this scheme doesn’t stand up to even first-level scrutiny. It does not warrant a study by city solid waste staff. John Ambury

What things might happen when Toronto residents are granted safe access to marijuana? One likely outcome is a dramatic decrease in overdose deaths. Groundbreaking research

published in the Journal of the American Medical Association shows that U.S. states with open medical marijuana access have a 25 per cent lower opioid overdose death rate than marijuana prohibition states. This research finding has huge implications for cities such as Toronto that are

To the editor: Re: ‘One side of the street trash pickup could save millions,’ Community, Oct. 15. This is one of those “lightbulb” ideas that, unfortunately, loses its glow on closer inspection. The plan won’t apply in much of the city. But more significantly, it appears that the bin-handling trucks can lift and dump only one bin per stop. The few seconds of travel time between stops is almost irrelevant so total pick-up time per kilometre or per block depends on the number of bins/stops.

Children offer messages of peace to people of Paris School boards offer support, resources to help students feel safe, secure

TAMARA SHEPHARD tshephard@insidetoronto.com Toronto’s Catholic and public school boards has made support resources available to parents, students, principals and teachers in the wake of the recent Paris attacks and continuing international acts of terrorism. Overwhelming global media coverage of events in Paris, Belgium, Syria and Mali informed the response by the Toronto school boards, its spokespersons said. Global news coverage is 24 hours a day, focused not only on police and intelligence investigations into the Nov. 13 co-ordinated attacks claimed by Islamic State in the French capital that killed 130 people, but also on the ensuing bombings by France, Canada, the U.S. and Russia of strategic Islamic State targets in Syria. The Monday after the Paris attacks, the Toronto Catholic District School Board’s (TCDSB) communications team issued a letter to principals to send home to parents at their discretion. That day, Toronto District School Board (TDSB) outgoing director of education Donna Quan also issued a statement to parents with advice and tips from the board’s support staff. The TCDSB letter noted the terrorist attacks “could cause a

heightened sense of insecurity and anxiety in children.” The letter advised, “(T)he goal of parents and the school is to restore the children’s sense of safety and security and increase their sense of power and control.” It further stated the TCDSB is joined together in prayer, with staff “engaged in age appropriate discussions” about the attacks and “watching for signs of fear and stress in our students.” TCDSB spokesperson John Yan said the board’s focus is on the impact of media coverage on its students, and on reinforcing its longstanding focus on global peace. “The intensity of reporting on

this particular tragic event is one of the reasons we wanted to make the letter available to go home,” Yan said. “Our students are as connected as anyone on their phones and computers 24 hours a day.” Catholic board psychologists and social workers are available to offer support where needed, which includes giving advice on appropriate messaging to students, especially those in younger grades. At Holy Cross Catholic School, grades 1 to 7 students wrote messages of peace with illustrations in their French classes. Tips for Supporting Children and Youth After a Crisis Event speak to ways to help children and youth feel safe. Here are some of those tips: n Be reassuring. Some children may worry about bad things happening to them, family or friends. Explain safety measures are in place, and you and other adults will take care of them. n Be a good listener and observer. Be available to answer children’s questions. Pay attention to the

Younger children may not be able to distinguish between television broadcasting images and reality. Older children may want to watch the news. Toronto set to welcome 2,500 Syrian refugees this year: Tory Ottawa says Canada to admit 10,000 Syrians by year’s end DAVID NICKLE dnickle@insidetoronto.com Mayor John Tory has said repeatedly he would not criticize the federal government if it took more time settling Syrian refugees in Canada, and on Tuesday afternoon, federal immigration minister John McCallum gave him nothing to complain about. In a televised announcement, McCallum announced the federal government has scaled back its commitment to admit 25,000 refugees from Syria by the end of the year, and will, in fact, only admit 10,000 by that time. The remaining 15,000 will be admitted in January and February. “Canadians want us to do it right and if it takes a little longer to do it right we should take that time,” he said. “In order to do that right and give a welcome that is not just a smile but also a roof over their head, it is better to take that additional time, so that is what we’re doing.” The 10,000 who do arrive

will land in Toronto and Montreal, and then be dispersed to other communities. It was unclear from the news conference how many will settle in Toronto. nation-wide settlement “There’s a long list of cities and it is a growing list, it changes every day and grows every day, of cities across the country where refugees will go after they land in Toronto and Montreal,” said McCallum. “Those are cities that have the capacity to receive the refugees and then to find places in conjunction with other agencies for them to live.” McCallum said his vision “is to have them distributed relatively equally.” On Monday, Tory said he believed it could be between 2,000 and 2,500 coming to Toronto, based on a conference call he participated in with McCallum. In a statement on Tuesday, Tory made it clear the city is ready.

“In Toronto, we are ready to do our part,” he said. “I am proud of those who have opened their doors to these families as a part of the first wave of resettlement, and I encourage the people of Toronto to find ways to offer their support to these efforts.” Tory said he was “confident in the government’s screening processes” and fully supported the revised timelines. But he said funding must come with the refugees that Toronto will welcome. “It is also clear that this influx of refugees will put a strain on local resettlement agencies and support services across the country,” he said. “The City of Toronto has indicated the resources that are currently within our ability to provide, and I expect that the necessary federal and provincial resources will be deployed to help our city and others like it accommodate these new arrivals and set them up for long-term success in Toronto.”

Leaders stand up for Muslims City, school board politicians sign statement of unity In a rare moment of unity, political leaders at Toronto City Council, the Toronto District School Board and the Toronto Catholic District School Board have signed a statement of unity in the face of Daesh terrorism and anti-Islamic hate crimes at home. The statement comes following several hate crimes targeting Muslims – and Muslim women in particular – and reads as follows: no one should be afraid “In light of recent hate crimes targeting Muslims, especially Muslim women, and threatening to create a rift in our communities, we stand united. “No one should be made to feel afraid because of

City planners heard an earful of concerns from Glen Agar residents this week, as fears about the potential impacts of a proposed townhouse development at the site of the former Kipling Grove Public School came into play at a community consultation meeting Nov. 17. “There’s a misconception that this is a sleepy retirement area, when, in fact, about 70 per cent of households have children – a big reason why schooling, privacy, traffic and road safety are all major concerns for us with this proposal,” said Kevin D’Souza, one of several Glen Agar Residents’ Association (GARA) members to address the standing-room-only crowd of close to 200 people at St. Gregory Catholic School. “What we at GARA represent is an organized, informed and united front that wants to maintain the livability and desirability of our neighbourhood.” Glen Agar area residents argue their quality of life is being threatened by a development application currently under consideration for the six-acre property at 19 Glen Agar Rd. The application was submitted to the city’s planning department by Minto Group Inc. this past summer. That application seeks to amend the former City of Etobicoke Zoning Code to allow the construction of a residential development on the former Kipling Grove site, which would be comprised of 75 three-storey townhouse units, 29 two-storey townhouse units, and 12 single detached dwellings, as well as a 0.11-hectare park and two new public streets. Ferancik of WND Associates – the planning and urban design consultants hired to the file – explained to residents the basis of Minto’s townhouse application in a neighbourhood not currently zoned for townhouses. “The site isn’t within what the city describes as a ‘centre’ or an ‘avenue’ or a ‘downtown’ area – it’s within a neighbourhood, and we take that to heart,” he said, while acknowledging that the existing neighbourhood immediately surrounding the Kipling Grove site consists predominantly of single detached dwellings. What Ferancik and Minto representatives heard from residents were numerous concerns about the potential impacts of what they consider an over-development of the site, which would result in over-intensification of their community. That intensification, said GARA president Ken Copeman, could have disastrous results in terms of the Glen Agar community’s aging and already over-taxed stormwater and sanitation systems. “Let’s keep in mind that the current school building only has approximately 14 toilets, 12 sinks, and a kitchenette, while this new proposal will have approximately 116 kitchens, 348 bathrooms, 232 showers, 116 laundry rooms – that’s an increase of 2,500 per cent,” he said. “And that’s why it’s the posi-

tion of GARA that the upgrades recommended (for the storm and sanitary sewer systems) be completed well before the city ever even considers any permits for 19 Glen Agar.” Many parents in the crowd were equally concerned about the impact of the influx of new families moving into the proposed development, and what it would mean for local schools already bursting at the seams. “We are already pretty much at the brink now,” said Vito Vaccarelli, a member of the parent council at St. Gregory Catholic School, where Tuesday’s meeting has held. Etobicoke Centre Councillor Stephen Holyday and MPP Yvan Baker were on hand at the meeting to hear to residents’ concerns, which also included the impact of the development on traffic, onstreet parking, road safety, privacy, and even an endangered species of bird currently taking up residence in the chimneys at Kipling Grove. Both lauded GARA members for their professionalquality presentations, urged their constituents to submit their feedback on the proposal to city planners, and assured residents they’d be keeping a close eye on the application as it proceeds. Pancake breakfast with Santa raises funds for Silvercreek Park CYNTHIA REASON creason@insidetoronto.com T h e Si l ve rc re e k Pa rk Rejuvenation Committee will make its final fundraising push next month with a holiday-themed event open to families from all across the city. A Very Merry Pancake Breakfast with Santa will be held on Sunday, Dec. 6 from 9:30 to 11:30 a.m. at the Plast Huculak Centre, 516 The Kingsway. At a cost of just $20 per family, attendees will not only be treated to pancakes courtesy of Natalie’s Kitchen, but will also enjoy a whole host of other activities – including cookie decorating, crafts, face painting, an ugly sweater contest for parents, a special performance from awardwinning children’s entertainer Markus, a silent auction, a 50/50 draw, raffles, and, of course, a visit from the big man in red himself. “Everybody and anybody is welcome,” said Laryssa

Waler Hetmanczuk, one of the event organizers from the Silvercreek Park Rejuvenation Committee. “It’ll be a really fun morning. Our goal is to come together as a community, raise awareness, and raise some money for the park.” The Silvercreek Park Rejuvenation Committee, which is made up of “moms and dads” from the Richmond Gardens area, first came together in spring 2014 with the goal of revitalizing their neighbourhood playground. “All of us have small kids and we tend to take our kids outside of our immediate neighbourhood to go to better playgrounds – and that’s not only bad for the environment, it’s bad for our community,” Waler Hetmanczuk explained, noting the ultimate goal of the committee is to transform the dated and paint-chipped playground at Silvercreek Park into a welcoming gathering place for the whole community to enjoy.

funds came from initiatives such as bottle drives, public consultations, literature drops, a greeting card box drive, and a Family Fun Day fundraiser hosted by the committee last summer. The remaining $140,000

come from city contributions, Waler Hetmanczuk added, noting that former Etobicoke Centre Councillor Gloria Lindsay Luby helped the community secure $110,000 from the 2015 capital budget towards the project, while her successor, John Campbell, and his “exceptional” office staff have secured an additional $30,000 in funding. “And we’re still fundraising. We applied for a lot of grants, and we’re still waiting to hear back from some of them,” Laryssa said, lauding local businesses such as Richview Bakery, and Etobicoke Centre MPP Yvan Baker and MP Borys Wrzesnewskyj for their support. “Now we’re on our last big push to get our neighbours and local businesses to contribute.” The ultimate goal, Waler Hetmanczuk said, is to transform the playground at the sprawling 3.9-hectare park, located north of Islington and Eglinton avenues. Silvercreek, Laryssa added, is already jam-packed with

features including tennis courts, an outdoor pool, a baseball diamond, and a multipurpose sports field – but where the otherwise-enviable park is sorely lacking is in its children’s playground. “There is a lot of new thinking around play structures that really factor in getting kids to use their core muscles and get a good exercise out of their play,” she said. “So we really want to put in a junior structure aimed at kids aged 18 months to five years, as well as a senior structure for kids five to 12 years. We’d also like to put in a covered sandbox and some swings – that’s basic goal. ESA grad Liam Sullivan goes dark in ‘Late Company’ CYNTHIA REASON creason@insidetoronto.com Etobicoke School of the Arts grad Liam Sullivan had to dig deep for his latest role in Jordan Tannahill’s Late Company. In the “hard-hitting” and “complex” play, which was inspired by the tragic 2011 suicide of bullied Ottawa teen Jamie Hubley, Sullivan plays the bully. “It was a great experience, but it was difficult. Playing the bully, the guilt kind of sits on me,” the 18-yearold lifelong Etobian said of tackling such a dark role in Late Company, which runs in Toronto until Sunday at The Theatre Centre. “For me, I had to kind of extend the truth from my real life to get to where I needed to be. Thinking back, my high school experience was pretty unconventional, because ESA isn’t known for bullying...So I had to go to that ‘what if’ place – what if something that I did or something that hap-

Greenblatt and Fiona Highet for taking him under their wing. “I’m really, really blessed to be with this cast. They’re all well-known theatre actors who have been in the business a long time, so I’m absorbing all I can of their processes and how they do things,” he added, noting that he and John Cleland, the actor who plays his father, are the only ones new to the cast. “Everyone else has done the show, has workshopped it in the past, so they knew the level of where this play needs to go and how dark it needs to get. So, they kind of helped us follow their lead into the deep pit of where it needed to go.” For Sullivan, Late Company represents his third acting job in a Tannahill production – he also had roles in the Governor General Award-winning playwright/filmmaker/director’s previous plays Insurgency and Concord Floral. “My first ever acting experience was with Jordan

in Insurgency when I was in Grade 8,” he said, noting that the experience motivated him to enroll at Etobicoke School of the Arts, from which he graduated as a dramatic arts major last year. “From there, the connection grew, because he contacted me a few years later to do Concord Floral, and now Late Company is my third play of his.” Late Company runs at The Theatre Centre Mainspace, 1115 Queen St. W., with shows on Thursday at 8:30 p.m., Friday at 7 p.m., Saturday, at 1:30 and 8:30 p.m., and Sunday at 3 p.m. Tickets cost $30 and can be purchased at tickets.theatrecentre.org or by calling 416-538-0988. Police arrest three in human trafficking of 13 year-old girl ‘The purchasers of this type of service are as much to blame as the predators,’ police say CYNTHIA REASON creason@insidetoronto.com Police have arrested three people – including a 17-year-old girl – in connection with a “very disturbing” investigation into the alleged human trafficking of a 13-year-old girl. At a news conference at police headquarters last week, Sex Crimes Inspector Joanna Beaven-Desjardins detailed how the female accused allegedly gained the victim’s trust over Facebook in October 2015 in order to lure her away from her home and, along with her two co-accused, force her into the sex trade from Oct. 27 to Nov. 9, until she was able to escape. “The female accused gained the victim’s confidence, telling her that they could work together and make a lot of money, along with her boyfriend,” Beaven-Desjardins, noting that the two had friends in common, which enabled the accused to foster a “false friendship” with the victim. “The victim advised the accused female that she was only 13 years of

age, but the female didn’t care.” Soon after, the victim went to a residence in Toronto, police allege, where she met with the accused female and was introduced to the two co-accused – the female accused’s “supposed boyfriend” Kahmal Howard Paris, and Alico Allen. “The victim was told by the trio that she would be taken to Niagara Falls to provide sexual services to prospective clients,” Beaven-Desjardins alleged. “When the victim told them that she did not want to engage in the acts, she was advised it was no longer her choice and was threatened with physical violence.” All three accused then allegedly took the victim to Niagara Falls, where they rented hotel rooms to conduct their sex trade business. There, the accused took photos of the victim “in various states of undress”, and placed the photos in escort ads on a site called backpages. com, police alleged. Over the course of three days in Niagara Falls, Beaven-Desjardins alleged the 13-year-old victim was

sexually assaulted on three separate occasions, before being taken to Guelph and then back to Toronto. “Over several days, the victim was forced to provide sexual services to men in various hotels and private residences in Toronto and in the Brampton area,” Beaven-Desjardins alleged, noting that the victim was also forced to turn over her money. On Nov. 9, the victim broke free from her captors after the accused,

Police looking for man after poppy box theft Toronto police are seeking the public’s help to identify a man wanted in connection with a poppy box theft at a south Etobicoke gas station. A man walked into a gas station in The Queensway and Park Lawn Road area on Wednesday, Nov. 11 around 2 a.m. and took a poppy box when no employees were watching, police said.

He is described as white, 45 to 55 years old, with a thin build and white hair. He was wearing a dark-blue hat and a blue sweater. TTC board approves cash, token price increases Cash fare to jump to $3.25, token price to rise to $2.90; Metropass, student, senior fares remain the same RAHUL GUPTA rgupta@insidetoronto.com A “balanced approach” taken by the TTC’s board of directors means cash fares and token prices are going up for 2016, but not Metropasses. The board voted unanimously to support staff recommendations for next year’s TTC and Wheel-Trans operating budgets, which will include a 25-cent increase to fares paid by cash to $3.25. The cost of a token will go up 10 cents to $2.90 per token. The board also supported keeping the price of the Metropass static following years of increases, as well as freezing all student and seniors’ fares for the time being. TTC chair Josh Colle said the decision was a realization the TTC can’t keep raising Metropass prices which have increased to $141.50, among the highest-priced unlimited travel pass among North American transit providers, while keeping cash fares unchanged. “At a certain point we can’t keep continuing to rely on the Metropass

user as an endless well of money we can just go to,” said Colle after the board vote Monday at Toronto City Hall. “Could we lose some ridership? Staff has factored that in but on the whole we still come up with more revenue.” TTC still short $58 million The decision means the TTC faces a funding gap of around $58 million for next year’s operating budget, which it will attempt to fill by seeking an increase in the annual per-rider subsidy allocated to it by Toronto council. Last year, the TTC received almost $480 million from the city for the 2015 subsidy, which also funded $95 million in service improvements trumpeted by Colle, as well as Mayor John Tory. This time around, Colle said the TTC would ask for $41 million more than last year, which will also fund nearly $14 million worth of service enhancements: improving Queen and King streetcar operations, boosting subway and bus reliability,

and opening the subway earlier on Sunday mornings. Other plans like adding streetcar service to Cherry Street, will remain unfunded. Colle said if council doesn’t accept the TTC’s subsidy request, a tough choice would have to be made by the board to cut service or further raise fares. “Really, the only two options we have are to look at fares or service, so if the city is unable to fill the gap I’m sure there will be a robust debate back at this table,” he said. Echoing TTC CEO Andy Byford, Colle said the transit commission was hamstrung by not knowing the exact amount the city will give for this year’s subsidy. The amount is determined as part of the city’s annual budget deliberations and won’t be known until next year. The board ultimately decided

to reject TTC board member Joe Mihevc’s motion to defer approval of the TTC budget until after the subsidy level is known. It also rejected an alternate pricing scheme introduced by commissioner John Campbell, who sought across the board fare increases to net an estimated $47 million in future revenue. The board, however, supported Councillor Vince Crisanti’s motion to freeze seniors’ and student fares pending a review of transit equity policies which is expected to take place early next year. It also unanimously endorsed Colle’s motion to find more revenue from TTC licencing and merchandise. As the chair pointed out, the TTC doesn’t make a cent off items bearing the transit commission’s likeness unlike other major transit agencies like New York’s MTA or the London Underground. The board also supported looking at ways to boost revenue from TTC parking lots. Earlier in the day Tory told reporters the TTC should look to

fund service improvements through regular annual fare increases. “I believe fares should be adjusted for every year because the cost of running the system goes up and we have to maintain the financial viability,” said the mayor. “I think it’s fair that those who use the system pay their share of the cost.” Members of TTCriders held a protest against higher fares at Nathan Phillips Square just before the meeting, though many had left prior to the budget vote. The board also approved the TTC’s 10-year capital budget projection which is fully funded for 2016 but has almost $3 billion in unfunded commitments. Also supported was a motion by Colle to streamline office and warehouse space and accelerate plans for a new TTC head office. ~with files from David Nickle

Car2Go president Mark Latchford told the recent committee meeting that letting the cars park on residential streets could actually encourage car-owning residents to get rid of their cars and simply use the tiny smart cars as their occasional, primary vehicle. Currently, the cars are available at Green P parking lots around the city’s down-

town core. Members of the car-sharing service can pick up cars from those lots and for a small rental fee drive them to another designated parking area. Latchford said if residents have a chance of finding and dropping the cars off near their home, more will make use of the program. “We think that with the increased availability of car sharing, we think people who are on the wait list for parking permits will change their mind, and they’ll decrease in number,” said Latchford. The trouble, according to city staff, is currently neighbourhoods where residents have no driveways and must park on streets have few free spots – and those need to be reserved for visitors to the neighbourhood parking. Staff consultation with downtown councillors indicated little uptake on the idea. The Car2Go deputation

Black cat adoption fees waived by city until Sunday The City of Toronto is holding a cat adoption blitz in honour of Black Friday in which adoption fees for any kitten or cat that is black or has black colouring wil be waived. The blitz continues until Sunday, Nov. 29, During this periodd, residents can go home with a kitten or cat with any black colouring, without paying the usual $75 adoption fee.

There is still a $15 pet licence fee ($7.50 for seniors) to be paid. Toronto Animal Services says black cats have a lower adoption rate than other cats in shelters. Although no hard evidence exists as to why, it may be attributed to superstition, or the fact that black cats don’t photograph as well as lighter coloured cats, said a city press release.

More than 150 cats are up for adoption at Toronto animal shelters and adoption partner locations. All cats and kittens up for adoption are sterilized (spayed/ neutered), micro-chipped, vet-checked, dewormed and vaccinated. Toronto Animal Services

Toronto considers spending $15 million to celebrate Canada’s 150th DAVID NICKLE dnickle@insidetoronto.com Toronto could be spending $1 million for every decade Canada will have existed as a country in 2017, to celebrate Canada’s 150th birthday that year. That is one of two options being put forward by city staff to celebrate Canada’s 150th birthday in 2017. Toronto’s

Economic Development Committee will be choosing between a $15-million, year-long, city-wide party, or a more modest $5.5 million for a 10-day festival. In either case, the celebration will be joining others across the country, marking a century and a half of nationhood. The $5.5 million option would see a 10-day festi-

val in the summer, a New Year’s celebration starting Dec. 31, 2016 and various enhanced programs such as Nuit Blanche, Doors Open a n d t h e c i t y ’s regular Canada Day celebrations. The $15 million option

would be a Pan-AmGames-scaled celebration, that would also bring in more private sector participation and see programming taking place across the city. “Toronto will be animated in every neighbourhood and there can be community ownership of

celebration activities,” a staff report reads. Mayor John Tory told reporters that he would like to see more options on the table. “I don’t know how they come up with a $5 million option and a $15 million option,” he said. “Why isn’t there a $1 million and $100 million options? I’d rather see us

decide what do we want to do first.” Tory said he’s pleased to host a big celebration, and he pointed to the city’s decision to create the “Bird’s Nest” at Nathan Phillips Square so that Torontonians could watch the Blue Jays aim for the World Series this fall. “As to what’s happening in 2017? We should consult,” he said.

Basement Flooding Remediation and Water Quality Improvement Master Plan - Study Areas 35, 36, 38, 39 & 41 Municipal Class Environmental Assessment Notice of Study Commencement Study Overview The City of Toronto is starting five Class Environmental Assessment (EA) studies to identify causes of flooding and develop solutions to reduce the risk of future surface and basement flooding, as well as, to improve stormwater quality before it is discharged to watercourses. These five EA studies, for Study Areas 35, 36, 38, 39 and 41, are located in the Etobicoke area.They have experienced basement and surface flooding during extreme storms in the past. In response, the City of Toronto has initiated these EAs to address flooding that originates within the City’s property such as roads and sewer infrastructure, as well as, to identify solutions for stormwater quality improvement in the area. The Process Each EA study is being planned as a Master Plan in accordance with the Municipal Class Environmental Assessment process, and will result in a series of recommended basement flooding remediation and water quality improvement projects. The Master Plan will define the problem, consider and evaluate alternative solutions, assess impacts of the preferred solutions, and identify measures to lessen any adverse impacts. Public Consultation Two (2) Public Information Centres (PICs) are planned for each Study Area.The first sets of PICs are expected to take place throughout 2016. City staff and the consulting team will be present to answer questions and discuss the next steps in the process. Notification of the PICs will be advertised in the local community newspaper and information mailed to residents within each study area. For me, even with 35 years of experience, I was scared.” With that in mind, Hoare – known affectionately as Mr. H to his students – set out to prepare Yohannes and Justice as best he could for the challenges that awaited them on Chopped. He took them on culinary field trips to local restaurants and markets to expose them to some of the exotic ingredients they might encounter and cooking techniques they might be required to utilize on the show. He reviewed past episodes of Chopped Canada after school with the pair to prepare them for the high-pressure scenarios of the competition. And last, but certainly not least, he even conducted a series of inclassroom practice challenges in the Thistletown kitchen, where

times they were a complete disaster – so I’m really glad we practiced that.” During the five-part Chopped Canada teen tournament, Yohannes and Justice – who filmed their segments this past summer – had to go to battle against 14 of the best chefs aged 13 to 17 from across the country. In each of the first four episodes of the teen tournament, four competing chefs were tasked with cooking up three delicious courses on strict time limits and using the often bizarre and incongruous ingredients supplied to them in “mystery baskets”. Following each course challenge – from appetizer, to main, to dessert – one competitor was “chopped” from the competition by a rotating panel of celebrity chefs and culinary experts until only one of the original four remained. Each of those four winners then advanced to the finale, where the ultimate champion walked away with the $20,000 grand prize and the title of Chopped Canada Teen Tournament Champion. episodes were filmed back in July, they’ve sworn to keep secret their ultimate fates on the show – including whether or not either (or both) of them advanced to the final. Both, however, described their Chopped Canada experience as an intense one they won’t soon forget. “My experience on Chopped was kind of an emotional roller coaster. There were so many great people there and they just made me feel so welcomed, but it was definitely nerve-wracking not knowing what was going to be in that mystery basket,” said Justice, an aspiring event planner who currently works the line at a local steak house.

Despite being a seasoned competitor in culinary contests, Yohannes said his Chopped experience was also a challenging one. “The experience on Chopped was fun, but it was really hard at times to figure out how to put each of the ingredients in,” said Yohannes, an aspiring chef who first started cooking alongside his mom at age six, and currently works for a local catering company. “Out of all the competitions I’ve been in, this was definitely the hardest of all of them...because with Chopped, we had to make stuff up on the spot. Toronto ready for winter with snow-clearing plan DAVID NICKLE dnickle@insidetoronto.com With construction season over in Toronto, it’s time for the second season according to Public Works and Infrastructure Chair Jaye Robinson: Winter. Robinson joined city transportation and water staff at the city’s Eastern Avenue works yard Monday, to remind Torontonians of what to expect when the snow

starts falling. “As the construction season wraps up I am pleased to tell you we are ready for the snow,” Robinson said. “This winter is actually expected to be a bit milder because of an El Nino. So we’re hoping for milder temperatures. But as you know, weather is completely unpredictable and the city will be ready for whatever winter throws at us.” Toward that end, Toronto is readying its fleet of 600 snow plows,

300 sidewalk plows and 200 salt trucks to keep streets and sidewalks clear when the weather might suggest otherwise. As in previous years, the level of response will depend on the level of the snowfall. As soon as a snowfall begins, Transportation Services sends out salt trucks onto major expressways and main roads, and then onto local roads. If less than two centimetres fall, that’s it. But anything heavier

will see plowing beginning on expressways, and after five centimetres, main roads get plowed. It’s only after eight centimetres fall that plows will begin to push down local roads. “It takes time to get to local roads ­— sometimes up to 14 hours,” warned Robinson. And if the storm is particularly serious, the city may issue a directive that cars not park on main roads. Those who disobey may find they’ve

been towed. The city will also clear a priority network of bike lanes and cycle tracks in the downtown core. The city may also see an increase in watermain breaks with the cold weather, but water staff maintain that cold is not the only factor. Many of the city’s watermain pipes are old and nearing the end of their lifetime. In 2015, the city will have spent $146 million over the year to improve the watermain distribution.

Teams short-listed for Etobicoke General Hospital expansion project Three teams have been shortlisted to undertake Etobicoke General Hospital’s (EGH) upcoming renovation and expansion. After a six-month Request for Proposals phase, William Osler Health System (Osler) has selected the bids of EllisDon Infrastructure Healthcare, E t o b i c o k e He a l t h c a r e Partnership and Plenary Health as finalists to design, build, finance and maintain Etobicoke General Hospital’s planned four-storey wing. “Etobicoke General is truly on an exciting journey of transformation and we are seeing this take shape through renovation, expansion and

Indie publisher shakes things up with ‘James Bond’ book DOMINIK KUREK dkurek@insidetoronto.com A mid-sized independent Toronto publishing house is capitalizing on James Bond’s expired Canadian licence and doing what few in the world legally can. Oakwood Village-based ChiZine Publications, which publishes about 20 books per year, has released an anthology of unauthorized James Bond stories by professional writers. Licence E xpired, The Unauthorized James Bond, was released Nov. 17. “I think we’ve had more buzz about this book than almost anything else we’ve ever published. People love Bond and they’re excited by it,” said ChiZine co-owner Sandra Kasturi. Canadian copyright expires 50 years after the author’s death, so agent 007 entered public domain in this country in January. The local publisher quickly jumped on the opportunity to publish

its own book. This opportunity could be a short one, however. People at ChiZine anticipate Canadian copyright law will be amended to extend to 70 years after the artist’s death, to be in line with much of the rest of the developed world. This copyright change could happen in 2016. The publisher sent out a call to its regular authors and an open call for submissions in January, and quickly set to work to get the book published. The idea for the book came from its two editors, David Nickle and his wife Madeline Ashby. Nickle is Metroland Media Toronto’s city hall reporter and a published author of such novels as Eutopia: A Novel of Terrible Optimism, and The ‘Geisters. Ashby is a published author of the novels vN and iD. When the couple heard of Bond’s expired

licence in Canada, they approached ChiZine, Nickle’s publishers, with the idea. For Nickle, the Bond book was a way to bring a cultural icon to the 21st century. Author Ian Fleming’s character consists of a certain kind of masculinity, Nickle points out. He’s tough, erotically adept, can hold his liquor and enjoys some sinful pleasures. “It created this amoral sense of masculinity that I think it has actually impacted pop culture and the way a lot of young men behave,” Nickle said.

The 19 authors features in this anthology tackle those Bond ideals. “We got interesting stuff from that. What we hope is that this is taken as a bit of a metafictional literary critique of the James Bond idea and mythology and there are stories in there that definitely do that. At the same time, they’re really exciting stories,” Nickle said.

More than 1,000 generous guests – including Global News’ Susan Hay, Love It or List It host Hilary Farr and Canadian icon Jayne Eastwood, among others – once again helped make the award-winning Crystal Ball a stunning success for Reach for the Rainbow (RFTR). Dawn MacDonald – the new executive director of the Etobicoke-based charity that serves those with developmental and physical disabilities across Ontario – said she’s “truly amazed” at the incredible amount of support generated for her organization through the Crystal Ball year after year. “It has been through this event that we have been able to support thousands of children who are living with disabilities,” MacDonald said in a statement. “We will be launching an aggressive fundraising

the end of the year. But the majority of them will not be brought into Canada until the first two weeks of the new year. The 25,000 Syrian refugees are both governmentassisted and privately sponsored. The Ontario government has committed to accept 10,000 Syrian refugees by the end of 2016, with as many as 2,000 expected to settle in the GTA. Furniture Bank works with more than 80 shelters and social service agencies across the GTA, and serves 6,500 clients per year. Clients browse its warehouse and choose essential items to furnish a home, including sofas, dining tables and chairs, beds, dressers, some electronics and even artwork.
