Police seek answers in Jamestown murders

TAMARA SHEPHARD tshephard@insidetoronto.com Toronto police are seeking the public’s help to learn why two men killed early Tuesday morning in Jamestown were in the area. Neither shooting victim lived in Jamestown. Police released photographs of the dead men Thursday in an effort to assist their murder investigation. Police identified the men as Suleiman Ali, 26, of Toronto and Warsame Ali, 26, of Vaughan. A post-mortem showed both died of gunshot wounds. Homicide investigators would like to speak to anyone with information as to why the men were in the area and their whereabouts leading up to the shooting. The suspect is described as male, black, 5’10”. He was last seen wearing a black hoodie. He fled the scene on foot. The murders were the first shootings in north Etobicoke since 23 Division officers began a Toronto Anti-Violence Strategy (TAVIS) on June 1 in Jamestown, Mount Olive, John Garland and the 1800-block of Martin Grove Road. The shooting-silent summer shattered early Tuesday when officers responded to 911 calls reporting gunfire behind Jamestown Crescent townhouses at 1:20 a.m. Sept. 18. ‘Mysterious killer’ claims life of 25-year-old Family takes steps to raise awareness of Sudden Unexpected Death in Epilepsy CYNTHIA REASON creason@insidetoronto.com

L

isa Montanera was in the prime of her life when she passed away suddenly in her sleep earlier this year. At age 25, she was engaged to be married to a wonderful man, enjoyed the full love and support of a close-knit family, and was actively pursuing her dream of becoming a dentist. “Her life was just at a very good spot when she passed away,” said a tearful Mary Lou Montanera, Lisa’s mom. Diagnosed with nocturnal epilepsy three years before her death, Lisa had her ‘mild’ condition well in hand with the help of a diligent drug regimen. In fact, on the rare occasions she suffered seizures, the only symptom Lisa suffered was a numb lower lip when she woke up the morning following an episode. Otherwise, she slept through them, suffered no ill effects, and was considered the picture of health. So when the busy second year University of Toronto dental student missed class on Jan. 19, and then failed to respond to calls from her family, dad Walter went to her downtown condo to see if Lisa was okay, fully expecting all to be well. Instead, he found her lifeless body face down in bed. A coroner’s report listed SUDEP (or Sudden Unexpected Death in Epilepsy) as the cause of the vibrant young Etobicoke native’s death. “We had no idea that Lisa’s seemingly mild and well-controlled

“We had never heard of SUDEP, and even after much research and speak-

ing with her doctors, we learned Lisa’s only risk factor was the fact that

her seizures only occurred while sleeping, and, as we found out later, her age group.” According to Dr. Elizabeth Donner, a pediatric neurologist at SickKids and co-founder of SUDEP Aware, SUDEP is when a person who has epilepsy dies unexpectedly and no apparent cause of death can be found upon autopsy. Because Lisa was considered such a low risk for SUDEP, her neurologist didn’t inform her or her family of the risk upon her diagnosis with the seizure disorder in 2009, Montanera said. “Lisa had a wonderful neurologist who was fabulous. The problem with SUDEP is they hesitate to tell you about it because it is fairly unusual and, at the same time, there is nothing you can do to prevent it,” she said. “So it’s sort of a balancing act about whether to tell patients about SUDEP or not – because if they tell you that you may go to bed one night and not wake up, that might negatively impact your whole life.” But according to Donner, being informed is an epileptic’s best defence against SUDEP, which is estimated to account for up to 18 per cent of all deaths in patients with epilepsy. “I feel very strongly that everyone with epilepsy has the right to know that SUDEP exists and counselled on the best ways to reduce their risk,” she said. “Sometimes we might tell people they’re at a relatively low risk; other times we really need to talk with people and tell them they’re at a higher risk of SUDEP and work

with them to reduce that risk.” That message of awareness is precisely why Donner co-founded SUDEP Aware with Tamzin Jeffs, an epileptic herself who also lost her sister to SUDEP in 2005. And it’s also why the Montanera family chose the not-forprofit organization as the beneficiary of their upcoming memorial walk/ run in Lisa’s name. On Oct. 14, more than 100 of Lisa’s family – including her mom, dad and three older brothers, Mike, Christopher and Dan – friends and classmates from the University of Toronto will take part in the Scotiabank Toronto Waterfront Walk/Run as Team Lisa. All money raised, Montanera said, will go to SUDEP Aware towards its ongoing awareness initiatives. The hope, Montanera said, is that Lisa’s legacy will save someone’s life. “Lisa’s death shattered our lives and those of the many people she touched. She had such potential and so much to offer,” she said. “We hope that Lisa’s story will bring awareness to this thief that robs so many beautiful young people of their lives and their dreams. Garage sales are a win-win situation

Youth add value to organizations

T

he recent selection of 34 members to the newly formed Youth Advisory Council by the Toronto 2015 Pan Am/Parapan Am Games organizing committee recognizes the importance of youth participation in ensuring the success of such a large scale event. “Inspiring and engaging the next generation of leaders is central to the vision of the 2015 Pan Am/ Parapan Am Games,” said Ian Troop, CEO of the 2015 Games. “We want the Games to touch as many people as possible and this council will be the driving voice to ensure the Games are youth-focused and inclusive.” And Toronto is well-repreour view sented with the majority of youth advisors and ambasMuch-needed sadors being from the city perspective including Cynthia Berringer from Etobicoke, Newton Asare provided II and Alita Fernandez both from Scarborough, and Arabi Rajeswaran from North York. Toronto Police Services is also calling out to youth for its new campaign to create a video or poster educating others on when to call 911 and how to avoid pocket dials which clog up the emergency line. More organizations should follow suit and actively engage youth for their input and creativity. Opportunity exists anywhere there is a need for more resources, especially when local community groups are stretched to provide services on a shrinking budget. It should no longer be the sole responsibility of such youth-focused organizations as Youth Employment Services in Etobicoke, Youth Unlimited serving North York, or YouthLink in Scarborough to reach out to the next generation. Nor should it rest just on the school communities that educate the students throughout the week. But we can learn from them as they have already demonstrated the benefits of engaging youth through the programs and activities they offer. Those benefits include allowing youth to divert their energy and attention to something positive rather than finding themselves getting into trouble. It also instills the value of leadership and volunteerism at an early age. Perhaps more significantly, given the additional responsibility of contributing to a larger project, this younger demographic will grow up and become more active citizens in their community beyond their youth. That will have a greater impact on the community changing for the better – now and in the future.

To the editor: Re: ‘Garage sale thefts are wrong’, Letters, Aug. 24 The original letter writer talked about theft from garage sales. I used to do sales at a church outdoor event. Theft occurred often so I had two volunteers to watch people to curtail this. Garage sales benefit the person who sells and the person who buys. One person’s junk is another person’s treasure. A lot of these items used to go to landfills. Garage sales help the environment. Some people can’t afford to pay retail prices for furniture, small appliances, toys and so on, but can afford garage sale prices. That is one of the reasons garage sales are so popular. Garage sales help many people and they are fun. They are also a great way to meet a lot of interesting people. Linda Carscadden

Which business model is best for running Toronto?

T

here has been a lot of discussion lately about governance and leadership qualities when talk turns to municipal politics, particularly when certain personalities are involved. The people driving this discussion clearly have an underlying assumption in their arguments that government should run more like a successful business. It is an attractive argument for some people, as businesses present the appearance of being operated with more financial discipline and managerial accountability than our governments. Certainly, anyone who has watched the running of city council when budgets are discussed walks away from the experience shaking their head at the apparent irrationality of the process. Yet, what does it really mean to say a city should be run more like a business?

There is not just one type of business, but in fact, there is a wide range of management styles available, often with the most unorthodox or liberal ones being the most successful. More importantly, if you do run a government as a business, who is your market and how are you going to satisfy them? When talking about a city as a business, New York Mayor Michael Bloomberg once said, “If New York City is a business, it isn’t WalMart – it isn’t trying to be the lowest-priced product in the market.” You will find that business philosophy is true of all of America’s large cities, which

discovered a long time ago the only way they could survive was by being expensive. If you look at which cities in the United States are attracting new business and creating jobs, the majority are those with populations around 500,000. One of the best places to live and do business today is in Riverside, California, which has a population of 300,000 and a job growth rate of six per cent annually. What is more important about these prosperous small cities is that due to their lower operating costs they are less expensive to live in, so wealth is distributed more evenly. Another reason these smaller cities are proving to be more successful is they have the cultural amenities that attract the brightest, the more capable and the most innovative. Once they have attracted them, they provide a place where people can prosper

in more ways than simple economic survival. The reality is that large cities such as New York are only friendly to those who are already successful in their field, and are legendary in the way they beat down those who are struggling or who fail. So yes, our municipal government needs to be reformed, and good business practices would contribute greatly to its success. However, let us be very careful about which business model we employ, for turning Metro Toronto into a megacity has made no real business sense at all. We once had six municipalities of the correct size for proven economic success, but squandered their potential in order to have bragging rights about how big we are. n Joe Cooper is a longtime Toronto resident and community activist. The organization, which funds some 200 health and social service agencies across the city, is also asking residents to share their ideas on how to build a stronger Toronto. Members of many of those agencies dropped by Commerce Court as United Way Toronto unveiled its latest initiative, Imagine a City, at its annual fundraising campaign launch. Imagine a City calls on people to go online and share ideas they feel will strengthen Toronto. various service agencies. “It’s an opportunity for everyone in the community to sign up and share their ideas for how to build a better city,” McIsaac said.

“Not having a role model when I was younger caused me to seek out other people to fill that role,” he said. “I first noticed it when I was young and walking in the snow, back when Toronto got a lot of snow. I realized it was easier to walk in the footsteps of someone else.” Robin benefited from East Metro Youth Services’ programs and now hopes to let others know of the impact they can have by being a positive role model, or simply by supporting the United Way. While the launch of Imagine a City marked a major part of the United Way’s campaign launch, the organization also unveiled its fundraising target for the coming year. United Way Toronto has set a $116 million target, $1 million more than the amount raised last year. “We know it’s going to be tough, but the agencies we fund really, really need the money,” McIsaac said. “What they’ve told us is that the demand has increased and it’s increasingly difficult to get (outside) funding as well.” McIsaac said agencies that provide youth services and

employment services seem to have had a particularly rough go of it over the past year. “Those agencies are under pressure and we want to give them the support they need,” she said. Marg Campbell, executive director of Delisle Youth Services, said United Way funding is vital to her agency’s success. Delisle receives roughly $400,000 annually from the United Way, with the funding allowing them to offer counselling, a group home, a day treatment program, arts programming, mental health support and other services for youth across the city. “For Delisle and the other agencies (at the launch) count on the United Way to support us and guide us in the work we do,” she said. “People need support in life and this helps us reach kids before they fall through the cracks.” Wilson Yu, programming and personnel director at CultureLink, said United Way funding helps keep his organization afloat.“We look at this as core funding.” For more information visit www.unitedwaytoronto.com

More than 90 per cent of Toronto Community Housing’s stock of single family homes won’t go on the auction block if Toronto Council approves the recommendations from a report presented by city councillor Ana Bailão Monday. Instead, the city would sell just 55 of its stock of 619 free-standing homes as part of a strategy to deal with the

Toronto Community Housing Corporation’s $751 million backlog in housing repairs. The city would also look at refinancing models in partnership with the federal and provincial governments, cut administrative costs and convert some of the homes to affordable ownership, selling them to the families who live there now. “The report, ‘Putting People First’, proposed new and innovative methods for Toronto

Community Housing to raise revenue while retaining 90 per cent of its single family homes,” said Bailão. “It recommends that 564 of 619 single family homes be retained as affordable housing, while selling the remaining 55 which are worth more than $600,000 or are vacant and in need of repair.” Up to 100 of the remaining homes could also be sold to tenants who are able to participate in an assisted homeownership program. The shift will affect 39 families, and until those families are notified, TCHC wouldn’t release the addresses of the homes to be sold. But the report recommends that anyone displaced by a home sale be moved into another single family home in the same neighbourhood as it becomes vacant. The move is a major step back from plans put forward by Mayor Rob Ford in 2011 after he and council changed the board of the housing company. Ford’s plan was to sell off all of the single family homes owned by the company and relocate the tenants who live

there. Council balked at that plan, and decided instead to hand the policy off to a Special Housing Working Group, headed by Bailão. The housing sales would raise about $120 million to add to the existing capital repair budget of $52 million. Contributing to that figure would be administrative efficiencies, the reduction of administrative costs that come about from selling the properties, and using development charges to pay for subsidized housing. The plan will go through Ford’s executive committee next month and then on to council. Bailão said she hadn’t yet spoken with the mayor or anyone from his office. But she said that the entire package was something she believed council can support. “I think there’s support for this report,” she said. “I think if it were just a proposal to sell 55 homes, there wouldn’t be. But I think the two-year plan plus a five-year plan shows how we’re going to get the money. I think there will be support to have a final solution on this.”

According to the variance report released Monday that will go before the Sept. 24 meeting of the budget committee, the city’s budget surplus sits at $187 million — more than double the $90 million projected at the last quarter. Staff don’t believe it will be quite that high by year-end. Toronto’s CFO Cam Weldon predicted it will be $115 million by the end of 2012. The bulk of the surplus this year comes from savings achieved by not filling 1,800 positions that were approved in the 2012 operating budget. The report from staff indicates most of those positions were simply not filled due to timing issues. But Parkdale-High Park Councillor Gord Perks said that it amounts to an informal hiring freeze. “The civil service I believe

with the assistance of the mayor (Rob Ford) is cutting service without council’s permission,” he said. “This is an informal hiring slowdown. We’re about to be pushed into approving the 2013 budget without current information and I’m worried we’re going to be pushed again into another chicken little budget.” Perks and others were critical of last year’s budget process, during which the city’s true financial health remained a mystery through the entire process. The budget process began with a massive deficit that the city had to fill, and by the time council voted on the budget in January, the surplus sat at $154 million. But when the final figures came in for 2011 in June of this year, councillors learned they were dealing with a $292 million surplus. This year’s budget process will be starting in the fall and concluding in early January, the same as last year’s.

Councillor Vaughan calls move to get road paved outside family business ‘not fair’, ‘not right’ DAVID NICKLE dnickle@insidetoronto.com Mayor Rob Ford’s decision to personally request that senior city transportation staff repair the road outside his family’s label making company this summer is “as close to being corrupt as anything that’s happened around here” according to Trinity Spadina Councillor Adam Vaughan. “It’s not fair, it’s not right,” said Vaughan Thursday. “How long are we going to tolerate this before it becomes enough to act?” Vaughan made the comments following reports that this past summer, Mayor Ford met with two senior transportation officials, Toronto’s Acting General Manager of Transportation John Mende and deputy city manager John Livey, on July 31. At the meeting, Ford asked the two to try and get road repairs outside the offices of Deco Labels and Tags in Etobicoke done by Aug. 10, when the company was celebrating its 50th anniversary. Deco is the label-making company owned by the Ford family, and the source of much of the mayor’s wealth. Vaughan said doing so amounted to using the influence of his office to benefit his business interests. “If people were confused about what conflict of interest and using one’s office for personal gain after (Mayor Ford’s conflict of interest) trial, this is a crystal clear example of what not to do as an elected official,” said Vaughan. “This is so wrong. What would your reaction be if a councillor was doing a renovation on their home, called GFL (Green For Life), told them to stop taking garbage away from their neighbours’ streets, take the construction garbage away and then they could get back to their regular city work? That’s what happened.” According to Mende, the meeting was a followup to an earlier site visit that Ford had requested with more junior transportation staff at the

Greensboro Drive address. “The request was made at the site meeting — ‘can you fix these deficiencies before the celebrations on the 10th’,” said Mende. “They said they would look and see if that could be accommodated. That July 31 meeting in his office was a request about where things stood.” Mende said it’s not unusual for himself or other staff to be called out to deal with a constituents’ issue by the mayor. He said he didn’t know if the more junior staff were aware that Deco was a company owned by the Fords. Mende said he at first advised the mayor that it would be unlikely they’d be able to do the road resurfacing and culvert reconstruction on such short notice. “At the meeting I indicated it’s unlikely we can do any significant improvements

because of the time required to retain a contractor to do that work,” he said. The work was eventually done because it emerged that the same contractor doing other work on the Deco property was also working for the city, doing road resurfacing jobs in north Etobicoke. Mende said that the city will sometimes try and do similar things for other businesses that are planning openings or other public events. And he maintained that staff use the same criteria when assessing any business’ request. And he said that Ford didn’t insist that the work be done when Mende said it was unlikely. “He was certainly disappointed, and we looked into it further,” said Mende. “He didn’t insist that it be done or demand that it be done.” P u b l i c Wo r k s a n d Infrastructure Committee Chair Denzil Minnan-Wong said he understood that he was satisfied staff maintained their objectivity in the matter. But he said that any politician should keep private business separate from their public business. “Business interests have to be separated from city hall business,” he said. “I think it’s important to have a clear separation, not only in terms of optics but in terms of substance.” Ford wouldn’t speak with reporters on the matter Thursday. His press secretary, George Christopoulos, said in a written response to questions, “from my understanding, the company has been asking for these road repairs for a number of years. They recently asked if they can be completed before the anniversary celebration. We also understand that there was an agreement to bill the company if any unusual costs were incurred. It is also my understanding that the company was not afforded any extra service that city staff would not have provided to another company in similar circumstances.”

Convenience store worker robbed at gunpoint The Mac’s Convenience at 1688 Albion Rd. was robbed at gunpoint Monday, Sept. 3. According to police, a male suspect entered the store at around 5:25 a.m.,

approached the 22-year-old male employee at the counter and pulled a gun on him. The suspect demanded the employee open the register, and after the employee com-

plied, stole cash and fled the scene westbound on Albion. The victim was unhurt. The suspect is described as white, aged 27 to 29, 5’6”, with a thin build.

She also took home three gold medals from this summer’s CAN/AM Para-Swimming Championships in Winnipeg in the 100- and 200-metre backstroke and the 400-metre freestyle events. Am Games,” Troop said in a statement late last week. “We want the Games to touch as many people as possible and this council will be the driving voice to ensure the Games are youth-focused and inclusive.” While Berringer said she hasn’t ruled out making a run at a spot on Canada’s para swim team to compete herself in the 2015 Parapan Am Games – she still currently trains seven times a week in the pool and twice a week in the gym – swimming, for her, has always been and will always remain a passion. Berringer began swimming lessons at age four, but it wasn’t until

she was about 13 that she began swimming competitively through Variety Village’s integrated team in Scarborough. As a swimmer, she soon developed past Variety’s program, and began to look for local swim clubs to advance to. It was in Mississauga that she found her home in the pool, after encountering some “resistance” from other clubs to let her join. “The Mississauga Aquatic Club stepped up to plate and it’s been amazing to see sort of the development of that team. I’m the only para athlete on the team, and it’s very, very interesting and rewarding to see how we’ve been able to work as a team to make it work,” she said. “When I walk on the pool deck, I just feel like one of the other team members; I don’t feel any different. I just train like everybody else...It’s great to see that I have a place – and a rightful place – on the team.” While out of the pool, Berringer makes use of a walker to get around, in the water her cerebral palsy hasn’t slowed her down one bit. “It doesn’t affect my willingness to try things and to swim like everybody else,” she said. “If you saw me in the pool, you probably wouldn’t even notice.”

Her physical challenges also haven’t dampened Berringer’s enthusiasm for her new role on the Pan Am/Parapan Am Youth Advisory Council. As one of 16 youth advisors joining the council’s 18 youth ambassadors, Berringer will meet her peers once every two months until the Games in 2015 to plan and develop opportunities for youth within the Games footprint. Their first meeting was held on Monday, with a special guest appearance from Prince Andrew, the Earl of Wessex. “I’m really excited about working with such a diverse group of individuals from all different educational backgrounds, cultural backgrounds, and from different places in the city. It’s going to be a great experience,” Berringer said of their first meeting, which she said was extra ‘exciting’ because of the royal visit. “I hope to be able to provide my perspective on accessibility and my athlete perspective, just to make sure both games are as barrier-free as possible for everyone. At the end of the day, one of the things we want to make sure of is that TO2015 is a memorable experience for everyone. We want to make a mark.”

Can you fight fire with fire? We are in the 5th year since the beginning of the financial crisis and in the 4th year since Lehman Brother’s collapsed. Back in 2007, money managers stated that “yes, America is in a messy state, but we no longer need their leadership to propel markets higher. China and India are the new engines of growth, and America does not matter anymore”. Wonder where these people are now? Of course, they are on the other side, beating the drum of a prosperous America leading the world out of this crisis and boldly announcing that now it is China and India that does not matter. I like to watch financial news and markets. It is part of my work anyway, but even if it was not, I still enjoy it a lot. Last week, there was a great viewer question, and while I cannot remember it whole, it went something like this: “I am not a sophisticated investor, and when it comes to making investment decisions, I rely on advice. However it seems the advice I receive today is contradicted tomorrow and this seems nothing more than a guessing game. In a sea of changes affecting our behaviour - is there really anyone that I can trust who will teach me and look out for me? So what lies ahead in terms of investing risks and opportunities? The biggest unknown is how the US debt will be accepted by the world. The world as a whole has been, for the most part, fighting fire with fire, meaning, we have a debt problem, but the solution, in their eyes, is to actually allow the debt levels to increase and spend one’s way into prosperity. There are 2 main risks associated with this: higher debt to service is one, which may work to dent the confidence on a nation’s ability to pay it back, or inflation due to currency depreciation. Since 2007, many banks have been bailed out, many nations have been bailed out, and much was spent in stimulating growth and economic activity. For now, it has served to only increase debt levels and inflate cost of living to Joe Citizen. Markets have rightfully rallied as Corporate profits have soared due to low borrowing costs and lower wages (unemployment keeps them down).

The latest triad of fire came from the ECB with a 3 year bond purchase plan, from China with a one trillion spending plan, and from the US with a 40 billion per month “to infinity and beyond” mortgage security purchase plan. Police remain on the hunt for an intruder wanted in a string of home invasions and at least three sex assaults in south-central Etobicoke early Tuesday. A man broke into six homes between midnight and 5 a.m. on Sept. 18 in the neighbourhood of Stonegate-Queensway in the area bounded by Bloor Street West, Islington Avenue, The Queensway and the Humber River. The man assaulted women of widely varying ages in their homes. Thefts also occurred in some homes. Men were also among the break-andenter victims. “We consider him to be a very, very serious offender. We want him off the street,” Insp. Gerry Cashman of 22 Division told reporters at a news conference on Tuesday afternoon. Yesterday, police issued a statement thanking residents for heeding Cashman’s call to check their properties for any evidence of an attempted break-in and to call police. Police called “useful” the

information and evidence gained from residents. Police also pledge to make reliable information public as soon as it becomes available on either the suspect or any case details. The suspect is described as six-feet tall with a slim build. Cashman offered little details Tuesday, saying he did not want to negatively impact the integrity of the case. The home invasions and sexual assaults have many residents on high alert. Police urged residents to use a home security system if they have one, lock all windows, doors and garages and to keep a phone by their bed. The attacks came two weeks after an intruder broke into three homes in a nearby area of south Etobicoke and sexually assaulted two women, aged 62 and 70, in the middle of the night. But Cashman said, to date, there is no evidence to link those sex assaults with this week’s break-ins and sex assaults. Anyone with information is asked to call 416808-2280.
