MANILA -- President Ferdinand

R. Marcos Jr. honored Monday the country’s World War II heroes, asking Filipinos to have faith and look to the future with confidence, as they face everyday challenges.

Speaking during the commemoration of the 81st Araw ng Kagitingan at Mt. Samat National Shrine in Pilar, Bataan, Marcos said the Filipino nobility of spirit was once again demonstrated in the last worldwide crisis, where the nation’s men and women rose to the challenge of facing an unseen enemy -- a new global challenge.

“Once again, Filipinos showed the world our purity of spirit and of compassion by willingly putting themselves in peril in the service of others,” the President said.

“So have faith. We can look to the future with confidence, guided with the knowledge that the most noble Filipino quality of heroism is aflame and burns brightly in every true Filipino.”

Marcos expressed his gratitude to Filipino heroes “who fought and bled and died” in Bataan, saying they have shown the way how to make the best citizens of the Republic.

That heroism, Marcos said, can be seen in Filipino war veterans who have passed on the shining legacy and treasure as well as in the eyes of every child who looks to the future with hope and eager anticipation.

SAN FRANCISCO, CA -- They imagined a world that didn’t exist yet and went about building it.

That was the common theme from three community organizers whose work proves that change really can happen through grassroots efforts, despite gridlocked legislatures, polarized politics and economic uncertainty.

The three organizers, among six who recently received the James Irvine Foundation 2023 Leadership Awards, spoke on Ethnic Media Services’ weekly national news briefing last week.

“We have been called upon to stay true to that tradition, that tradition that Filipinos have demonstrated

throughout our history. And so it is today that the spirit of heroism is once again asked of us by our country.”

The President said these may

not be grand acts displayed in the battlefield, but in the everyday challenges that Filipinos must face to defend themselves, the people and the country.

In accordance with Proclamation No. 466, series of 1989, the country celebrates Philippine Veterans Week from April 5 to 11 of every year to promote, preserve and memorialize the principles, ideas and deeds of the war veterans as a means to enhance patriotism and love of country, especially among the Filipino youth.

Executive Order No. 203, series of 1987, designated April 9 of every year as Araw ng Kagitingan while Proclamation No. 90, series of 2022, signed by Marcos, moved the celebration of Araw ng Kagitingan this year to April 10.

This year’s theme is “Kagitingan ng mga Beterano, Pundasyon ng Nagkakaisang Pilipino” (Veterans' Bravery, Foundation of a United Citizenry).

Marcos wants pension system for war veterans fixed

The Philippine government is looking for ways to strengthen the pension system for war veterans, President Ferdinand "Bongbong" Marcos Jr. said Monday.

Marcos made the remark as he graced the celebration of the 81st anniversary of the Araw ng Kagitingan or Day of Valor at Mt. Samat National Shrine in Bataan.

Criminal justice reform

Dorsey Nunn runs Legal Services for Prisoners with Children and co-founded a parallel non-profit, All of Us or None. A criminal justice reformer who set up a small nonprofit for people – like himself – who are or were formerly incarcerated to fight for prisoner rights, Nunn operates a staff of 29 people, including four attorneys, as well as a network of chapters across the US.

His organization spearheaded the “Ban the Box” campaign that has stopped questions about conviction history from public employment applications in 50

cities in 35 states.

“We are building a powerful political movement to win full restoration of our human and civil rights,” Nunn said.

Honest conversations about discrimination need to be about why it doesn’t stop once someone leaves prison. “When is my penalty up?” Nunn asked.

“People can only see us as a liability; they have yet to see us as an asset. At what point can we actually demonstrate that you can’t lock up 2 million people without locking up brilliance, without throwing away a lot of people?”

Nunn added that the transformation in perception has to occur among people who are themselves incarcerated.

“The greatest victory for me is when formerly incarcerated people show up and recognize that they got something to actually do to change not only their life, but to change how society functions.

“I’m a father, a grandfather and a great grandfather. At this point none of my kids have been to prison, and I interrupted that process because I was at home to take care of them,” he said.

Improving conditions for service workers

Saru Jayaraman is the President of One Fair Wage and Director of the Food Labor Research Center at University of California, Berkeley. She started a national movement of restaurant workers, employers, and consumers after 9-11.

Marcos, Duterte maintain high approval, trust ratings -- Pulse Asia

MANILA -- President Ferdinand R. Marcos Jr. and Vice President Sara Duterte received high approval and trust ratings in March, according to a Pulse Asia survey released Wednesday.

Based on the “Ulat ng Bayan” survey conducted from March 15 to 19, Marcos got approval and trust ratings of 78 percent and 80 percent, respectively.

Duterte scored an 83 percent approval rating and an 85 percent trust rating.

The pollster highlighted that presidential and vice presidential ratings were "virtually unchanged" between November 2022 and March 2023.

It further noted that majority approval scores are enjoyed by Marcos and Duterte in all geographical areas and socioeconomic groupings.

In terms of trustworthiness, Marcos and Duterte are the only top national officials who received majority trust scores from the Filipino public.

The Pulse Asia poll also found that the Marcos administration posted “small to huge majority approval ratings” on 7 of the 12 issues assessed in the nationwide survey.

The Marcos administration acquired a 76 percent rating for responding to the needs of calamityhit areas.

The survey showed that 75 percent of respondents appreciated the Marcos administration’s efforts in protecting the welfare of overseas Filipino workers.

In terms of fighting criminality and promoting peace, the Marcos administration got a 68 percent rating and a 64 percent rating, respectively.

The Marcos administration received a 61 percent rating for defending national territorial integrity, 60 percent rating for protecting the environment, and 54 percent rating for enforcing the rule of law.

In the same poll, the top leaders of both chambers of Congress -- Senate President Juan Miguel Zubiri and House of Representatives Speaker Ferdinand Romualdez also enjoyed the same majority approval score of 51 percent.

Meanwhile, in the case of Supreme Court Chief Justice Alexander Gesmundo, the same percentage of Filipino adults either approve of his quarterly performance (43 percent) or are ambivalent on the matter (41 percent).

For the trust ratings, Zubiri recorded a 48 percent score, Romualdez at 44 percent, and Gesmundo at 39 percent.

The survey fieldwork was conducted from March 15 to 19 using face-to-face interviews.

The nationwide survey is based on a sample of 1,200 representative adults 18 years old and above. It has a ± 2.8 percent error margin at the 95 percent confidence level.

Marcos, VP Sara get high approval, trust ratings in latest Pulse Asia poll President Ferdinand "Bongbong" Marcos Jr. and Vice President Sara Duterte both garnered high approval and trust ratings in March, according to the results of a Pulse Asia survey released on Wednesday.

Conducted from March 15 to 19, the survey showed that Marcos enjoyed a 78% approval rating while Duterte, his running mate in the 2022 elections, had 83%.

As for trust ratings, Marcos had 80% while Duterte had 85%.

According to Pulse Asia, Marcos and Duterte both enjoyed majority approval scores in all geographic areas and socio-economic groupings.

Marcos posted the highest approval rating in the Visayas at 93%, followed by Mindanao at 87%. His approval rating reached 70% in Balanced Luzon, just slightly higher than the 68% he got from the National Capital Region (NCR).

He is also the most popular in Class E households who gave him an 87% approval rating, significantly higher than in Class D (78%) and Class A (65%).

The President's March 2023's national approval rating of 78% is just a bit lower than his November 2022 score of 82%.

Duterte, meanwhile, scored a 76% approval rating in NCR, which is slightly higher than her Balanced Luzon score of 72%. She had 98% and 97% approval ratings, respectively, Mindanao and the Visayas.

Duterte scored the highest approval rating among Class E income households with 95%. In Class D her approval rating was 82% and in Class ABC it was 70%.

The Vice President’s March 2023 approval rating of 83% was largely unchanged compared with her November 2022 approval score of 84%.

Results of the same Pulse Asia survey also showed Senate President Juan Miguel Zubiri and House Speaker Martin Romualdez both having an approval rating of 51%, and trust ratings of 48% and 44%, respectively.

Chief Justice Alexander Gesmundo, meanwhile, recorded had approval and trust ratings of 43% and 39%, respectively.

The Pulse Asia poll was conducted using face-to-face interviews on 1,200 respondents aged 18 years old and above. It has a ± 2.8% error margin at the 95% confidence level.

Subnational estimates for the geographic areas covered in the survey have the following error margins at 95% confidence level: ± 5.7% for Metro Manila, the rest of Luzon, Visayas, and Mindanao.

Among the key developments that took place before and during the conduct of the survey were the assassination of Negros Oriental Governor Roel Degamo, the nationwide transport strike against jeepney modernization, the sinking of MT Princess Empress that caused an oil spill in Oriental Mindoro, the death of an Adamson University student allegedly due to hazing, and the agreement of the Philippines and the United States to expand their Enhanced Defense Cooperation Agreement (EDCA) by adding four more locations to the existing five.

Survey shows rising support for mandatory ROTC Filipinos in favor of the mandatory Reserve Officers’ Training Corps (ROTC) in college think students would develop discipline and responsibility, according to a Pulse Asia survey conducted on March 15 to 19 and released by Senator Sherwin Gatchalian's office on Tuesday.

Seventy-one percent of those who favor ROTC believe it would make young people more disciplined and responsible; 60 percent think they could defend the country when the need arises; and 59 percent said leadership skills would be enhanced.

An overwhelming majority of the 1,200 respondents in the National Capital Region (77 percent), Balance Luzon (72 percent), Visayas (80 percent), and Mindanao (92 percent) favor the implementation of ROTC in college.

The survey likewise showed broad support for ROTC across socioeconomic classes – 81 percent of Classes ABCE and 78 percent from Class D.

“Malinaw ang boses ng ating mga kababayan sa pagsuporta sa pagbabalik ng ROTC sa kolehiyo (The voice of the people is clear in their support for the return of ROTC in college),” Gatchalian said in a news release.

He is co-author and co-sponsor of Senate Bill 2034 or the ROTC Act.

SB 2034 seeks to institutionalize the mandatory Basic ROTC program in higher education institutions and technical-vocational institutions for students enrolled in at least a twoyear undergraduate degree, diploma, or certificate program.

“Kaya naman patuloy nating isusulong ang ating panukalang muling magkaroon ng ROTC sa kolehiyo hanggang sa maisabatas ito. Sa pamamagitan ng ROTC, maituturo natin sa mga kabataan ang disiplina, pagmamahal sa bayan, at kahandaang tumulong lalo na sa panahon ng mga sakuna (That is why we will continue to push this measure to have ROTC in college. Through ROTC, we will be able to teach our youth discipline, love of country, and the readiness to help during times of disaster),” Gatchalian said in a statement.

As for the 75 percent that think ROTC would increase cases of abuse, harassment, and hazing, Gatchalian said the measure has safeguards, such as a Grievance Board in every unit that would receive complaints and conduct investigations.

The bill includes the provision of one free uniform, including combat boots.

Senator Ronald dela Rosa said despite the implementation of the National Service Training Program (NSTP) over the past two decades, it has not achieved its purpose in nation-building.

“Maganda sana ang purpose niyan pero siguro sa implementation (NSTP has a good purpose but maybe [the problem lies in] its implementation),” dela Rosa said during a previous hearing. "The State shall also inculcate in the youth patriotism and nationalism and encourage their involvement in public and civic affairs. Kaakibat po ng pagtataguyod sa bansa ang pagtatanggol nito (Part of nation building is defending it)."

President Ferdinand R. Marcos Jr. previously said the return of ROTC would help bolster the country’s capability in dealing with disasters.

“Mas marami rin tayong maihahanda na sibilyan para sa mga ganitong disaster response sa pamamagitan ng ROTC program dahil hindi lang naman national defense ang tinuturo sa kanila kundi disaster preparedness and capacity building para dito nga sa tinatawag na risk-related situations (We will be able to prepare more civilians for disaster response through ROTC. National defense will not be the only thing to be taught but also disaster preparedness and capacity building on so-called risk-related situations),” he said after a magnitude 7 earthquake rocked Northern Luzon in July 2022.

Galvez sees 4 'focus areas' for US-PH alliance modernization

MANILA -- Department of National Defense (DND) chief Carlito Galvez Jr. said there are four areas to be given focus for the modernization of the US and Philippines' military alliance. He made this comment after meeting with US Department of Defense Secretary Lloyd J. Austin III Wednesday (US time) shortly after the third US-Philippines 2+2 ministerial meeting in Washington DC held on Tuesday.

"Number one is that we need a common understanding of our policies and priorities. That's why we will be having our defense guidelines. And upgrade our equipment to sustain our militaries’ capability to respond to threats," Galvez said.

The DND chief said the second area is the cyber defenses of both nations must be strengthened to protect critical infrastructures and sensitive information.

"Number three is we need to increase intelligence sharing and cooperation together against and respond to the challenges. And we want to thank you for giving us always the highest (priority). That really helps a lot," the DND chief noted.

Fourth, Galvez said improvements must be made to improve interoperability between US and Philippine forces to "better coordinate and conduct joint activities."

"Today’s meeting is a good opportunity to build on our discussions during your visit in the Philippines last (February) and reaffirm our commitment to the Philippines-US mutual defense treaty," he added.

Galvez also noted that the regular exchange and close coordination demonstrate the extent of the defense relationship of the two nations.

"And I have mentioned on several occasions the importance of our Philippine - US defense cooperation in the region, especially at this time when significant challenges are becoming increasing complex and evolving," he added.

The DND chief also stressed that the defense alliance between the Philippines and the US is for peace.

"Our defense alliance is critical in assuring the safety and security of our citizens, and we continue to work together to enhance our capabilities to meet the current and future security challenges, including disasters," he added.

Galvez also took the opportunity to express the Philippine government's appreciation of American support in containing the oil spill in Oriental Mindoro province.

"Thank you very much. Mr. Secretary, with the phone call that we had it materialized immediately, and we really thank you because it really helped us to manage the oil spill that we had. I believe -- we went there, in Mindoro, together with the Coast Guard, they're very happy when the -- our Army was able to patch up all the 23 leaks that we have identified with the ship," he added.

American support includes the deployment of the US Navy of a remotely-operated vehicle and technical support from the US Coast Guard and the National Oceanic and Atmospheric Administration.

Marcos showed 'great interest' in watching Balikatan live fire exercise, says AFP spox

President Ferdinand "Bongbong" Marcos Jr. has shown interest in watching the live fire exercises that will transpire during this year's Balikatan military exercises, the Armed Forces of the Philippines (AFP) said on Wednesday.

At a public briefing, AFP spokesperson Colonel Medel Aguilar said Marcos has been invited to witness the military exercises, particularly the training between Filipino and American troops in Zambales.

"I am not very sure of the attendance but the President is invited and he showed great interest also in watching the live fire exercises," Aguilar said.

"But as to his schedule, I am not privy to it," he added.

On Tuesday, the Philippines and the United States started their biggest Balikatan military exercises, which aims to develop interoperability between the two countries and improve capability.

This year's Balikatan will have 17,600 participants including 12,200 US troops and 5,400 Philippine soldiers. Four major events are set including: Command Post Exercise, Cyber Defense Exercise, Field Training Exercise, and Humanitarian Civic Assistance (HCA).

According to Balikatan 2023 spokesperson Colonel Michael Logico, it will be the first time that the Philippines and the US would engage in live-fire exercises at sea.

The training will include combined joint logistics over the shore in Subic and Casiguran Bays and combined joint littoral live fire exercise in Zambales.

BK 2023 amphibious assault, aerial gunnery drills set in Palawan

Filipino and American troops will hold amphibious assault operations, aerial gunnery exercises, and gas oil platform takedown (GOPLAT) in Palawan as part of this year's "Balikatan" exercises.

"One of the FTX (field training exercise) events will be conducted in the province of Palawan. The amphibious assault operations and aerial gunnery exercise will be held in Brooke’s Point, while the GOPLAT exercise will be at El Nido, Palawan," the Puerto Princesa City-based Western Command (Wescom) said in a Facebook post Tuesday night.

It added that Filipino and American participants in the GOPLAT exercise have arrived at the headquarters of Joint Task Force Malampaya in El Nido, Palawan shortly after the opening ceremony in Camp Aguinaldo, Quezon City.

"The 3rd Marine Brigade/Joint Task Force Peacock also joined the opening ceremony virtually at their headquarters in Barangay Tiniguiban, Puerto Princesa City. Marine forces will be the key players during the amphibious operations," Wescom added.

This year's "Balikatan," scheduled from April 11 to 28, is the 38th iteration of the annual military exercise between the Philippines and the United States.

"Wescom, along with the different joint task forces, welcomes all the participants of the 'Balikatan'

38-23. Wescom will continue to sharpen its sphere through the conduct of different exercises and strong partnership with joint forces and allies," it added.

With more than 17,500 combined troops from the Armed Forces of the Philippines (AFP) and the US military, the "Balikatan" will have four major events – the command post exercise, cyber defense exercise, FTX, and humanitarian civic assistance.

“For the AFP, in particular, this year’s 'Balikatan' Exercise is most timely, as we fasttrack the enhancement of our capabilities for maritime security and domain awareness, as well as our employment concept of newly acquired equipment and weapon systems under our modernization program and application of newly developed doctrines – with the endin-view of projecting a credible defense posture,” AFP chief Gen. Andres Centino said.

Participating forces will enhance their joint and combined capabilities in maritime security, amphibious operations, live-fire exercise, urban operations, aviation operations, counter-terrorism, and humanitarian assistance and disaster response.

The annual drills also signify a more robust security relationship between the long-time allies.

At the same time, partner nation Australia will participate in some events, and officials from Japan are expected to observe some.

Different assets and weapon systems will be used for various activities.

Centino noted that "Balikatan" remains one of the best training opportunities to improve both countries’ military arms, urging participants to embody professionalism, excellence, and the spirit of camaraderie.

“I am confident that both our Armed Forces shall reap invaluable benefits from this 'Balikatan' Exercise as we continue to pursue our shared goals of regional peace, security, and stability,” Centino said. PH Army, US Marines train in CBRE

The Philippine Army (PA) on Wednesday announced that its troops trained with the US Marine Corps trained in chemical, biological, radiological and nuclear (CBRN) training program on Tuesday.

This took place at the 3rd Infantry Division (ID) headquarters in Camp General Macario Peralta Jr., Jamindan, Capiz, PA spokesperson Col. Xerxes Trinidad said.

He said the CBRNE is part of the ongoing "Balikatan" exercises.

"The CBRN Company of the Army Support Command and a platoon from 3ID and the US Marines Corps held discussions on mission-oriented protective posture (MOPP) and MOPP Gear Exchange. Moreover, they also held practical exercises applying what they learn in the discussion of the MOPP levels," Trinidad said.

He added that the CBRN training program is designed to enhance the capabilities of the Philippine military and its allied forces in responding to chemical, biological, radiological, and nuclear threats.

PBBM OKs creation of unified system for gov’t transactions

R. Marcos Jr. has approved the creation of a single operating system for all government transactions to improve bureaucratic efficiency and the ease of doing business in the Philippines.

Marcos gave his approval during the multi-sectoral meeting with different government agencies at Malacañan Palace on Tuesday.

With the President's directive, the Department of Information and Communications Technology (DICT) and the Anti-Red Tape Authority (ARTA) are currently mapping the processes of different agencies in order to collate them in a single system.

Marcos said the system must also consider and address the differences between the national bureaucracy and various local government units (LGUs) for a more harmonized structure.

“Those are the things that we still work with. The questions we were trying to bring it down to that level, and the local governments are really part of that thing. You’ve seen how it can happen. That’s what we need to address,” Marcos said.

Stakeholder consultations involving all government agencies have been conducted to look at their processes and requirements with the aim of encouraging them to use a unified application form and linking them to the network that sets up a “one-stop-shop.”

Marcos also directed the DICT and ARTA to expand the usage and adoption of Business Permits and Licensing Systems (BPLS) by LGUs nationwide.

The officials present during the meeting, meanwhile, proposed the adoption of a data sharing mechanism so that documents submitted in one agency should no longer be required in another agency.

The (telcos) telecommunications companies have asked the government to extend the deadline for the subscriber identity module (SIM) registration as many mobile users are yet to register despite the April 26 deadline.

In a statement on Wednesday, Smart Communications, Inc. (Smart) and TNT announced their intention to file a formal letter of request to the Department of Information and Communications Technology (DICT) and the National Telecommunications Commission (NTC) to extend the deadline.

“We are filing this request to help give ample time to all mobile users, particularly the marginalized sectors and those located in geographically isolated and disadvantaged areas of the country, to register their SIMs,” PLDT-Smart first vice president Cathy Yang said.

Yang said about 46 percent of active Smart and TNT mobile users have already registered their SIMs. To help register those with no

access to the internet, she said SIM registration booths have been set up in remote areas nationwide in collaboration with the DICT, NTC and other government agencies.

“These booths offer information and guidance on how to register Smart or TNT SIMs using acceptable ID cards, as well as provide physical assistance to senior citizens, persons with disabilities, and those using non-data phones,” she said.

On the other hand, Globe Telecom Inc. (Globe) joined the call for an extension as less than half of its active users have registered their SIM cards.

Globe noted that many mobile users have failed to register their SIMs due to having no government identification (ID) and a lack of digital literacy.

“Given these issues, we appeal to the government to extend the SIM registration process to give our customers more time to get their required government IDs and input the required information on our site,” it said.

To help increase the number of registrations, it asked government authorities to consider allowing alternative IDs such as company IDs, school IDs and barangay certificates for those with no valid government-issued ID.

Another option, it said, is to allow “conditional registration” or allow users to keep using their SIM card while they work on obtaining a valid ID.

It also called for the creation of “always-on” government-assisted registration centers complemented by ID issuance services.

“Globe is working closely with the National Telecommunications Commission, relevant government agencies, and other stakeholders in ensuring that we register as many subscribers as possible before the April 26 deadline,” it said.

The Republic Act (RA) 11934 or the SIM Registration Act regulates the use of SIM cards to help curb the proliferation of text scams and other mobile phone-aided criminal activities.

According to the law, all SIM users have until April 26, 2023, to register their SIMs under their name, or risk deactivation of their SIM.

Recto: Update El Niño response strategy to protect agriculture

House of Representatives Deputy Speaker Ralph Recto on Tuesday called on President Ferdinand R. Marcos Jr. to consider upgrading the "Roadmap to Address the Impact of El Niño" (RAIN) as a measure to prevent the weather phenomenon from seriously harming the country’s food, electricity, and water supply.

In a press statement, Recto pointed out that RAIN was a comprehensive strategy paper drafted by the National Economic and Development Authority (NEDA), which guided the wholeof-nation’s response during the 2015-2016 El Niño event.

Recto emphasized that the agriculture sector, which is already saddled with the high cost of fuel and fertilizer, should not be burdened further by the scarcity of water caused by the weather phenomenon.

“Scarcity in water leads to scarcity in food. This is not an alarmist statement. It is a fact because, without water, you cannot grow food,” he said.

He also pointed out that the lack of water also shrinks planting areas, delays planting seasons, and cuts crop yields.

Recto warned that El Niño also harms livestock and poultry, as high temperatures can cause heat stress on animals.

Water is also needed to keep farms clean and prevent the spread of diseases, such as African swine fever, he said.

According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration, there have been seven severe El Niño events since 1980, with the last one lasting from 2015 to 2016 that inflicted an estimated USD327 million in agricultural losses.

To address the 2015-2016 El Niño episode, the administration of then president Benigno Aquino III crafted RAIN, which focused on ensuring food security, health, energy security, and safety in 67 impacted provinces, plus Metro Manila.

“The Marcos government should have a whole-of-nation response of its own, and I believe that the BBM version will be a superior one because it can draw from a wealth of previous experiences,” Recto said.

PBBM orders deferment of LRT 1, LRT 2 fare hikes President Ferdinand R. Marcos Jr. has ordered the Department of Transportation (DOTr) to defer the fare increases for Light Rail Transit (LRT) 1 and 2 pending a study on the economic impact of these adjustments on the riding public.

In a Malacañang press briefing on Tuesday, Transportation Secretary Jaime Bautista said the agency will comply with the President's directive and reassess the economic consequences of the approved fare hikes for the boarding fees by PHP2.29 and by PHP0.21 for every kilometer.

With the adjustments, the boarding fare will increase to PHP13.29 plus a distance charge of PHP1.21 per kilometer -- compared to the current boarding and distance fare of PHP11 and PHP1 respectively since 2015.

Bautista said the fare hike for MRT-3 was also postponed “due to infirmities in complying with the requirements and procedure.”

“In compliance with the President’s instruction, we will thoroughly study how a fare hike today will impact on passengers of our three rail lines in Metro Manila,” Bautista said.

Bautista, however, said the fare increases will enable the commuter rail lines to "improve their services, facilities, and technical capabilities" and sustain the provision of affordable mass transport services. (MNS)

BEING URGED FOR THE SAFETY OF OVERSEAS FILIPINO WORKERS (OFWs)

AFTER TAIWAN-CHINA STAND-OFF

SAN DIEGO, Calif. – As we speak (and as we put this paper to bed), the U.S. and the Philippines are holding their largest combat drills in decades after China conducted mock air and sea attacks off the coast of Taiwan (officially the Republic of China).

The pre-planned annual “Balikatan” exercises will involve more than 17,600 military personnel and include live-fire drills such as a boat-sinking rocket assault in waters across the South China Sea and the Taiwan Strait.

(FYI: Exercise “Balikatan” is the most prominent annual military war games between the Philippines and the United States. The Tagalog word “balikatan” means “shoulder-toshoulder.” The combat drills have been the cornerstone of PhilippinesUnited States military relations since the closure of American bases in the Philippines.)

It is to be noted that Chinese warplanes and navy ships remained in the waters around Taiwan following the end of China’s three days of war games, Taiwan’s defense ministry divulged.

“We are not provoking anybody but simply exercising,” a Philippine spokesman for “Balikatan” disclosed ahead of the start of the maneuvers.

“This is actually a form of deterrence,” he added. “Deterrence is when we are discouraging other parties from invading us.”

America’s warships, fighter jets as well as Patriot missiles, HIMARS rocket launchers and anti-tank Javelins, are to be showcased during the drills, officials announce.

Field scenarios such as a boatsinking in Philippine territorial waters are designed to “test the allies’ capabilities in combined arms livefire, information and intelligence sharing, communications between maneuver units, logistics operations, amphibious moves,” the US Embassy in Manila commented.

The exercises take place amid a push by President Joe Biden’s administration to strengthen an arc of alliances in the Indo-Pacific to better counter China including in a possible confrontation over Taiwan’s sovereignty.

Washington has repeatedly warned China over what it sees as its increasingly aggressive actions in the disputed sea channel and against Taiwan.

Relations between the two superpowers were further strained recently after it was revealed that the Chinese spy balloon that flew over the US was able to gather intelligence from several sensitive American military sites.

Meanwhile back in our beloved old homeland, Sen. Bong Go has appealed to the Department of Migrant Workers (DMW) to put preemptive measures in place for the welfare pf overseas Filipino workers (OFWs) in Taiwan should a fullblown crisis arise in the future.

This comes after China sent warships and aircraft near Taiwan following Taiwanese President Tsai ling-wen’s meeting with United States House Speaker Kevin McCarthy, causing tensions to rise in the region.

“We must always be proactive and think ahead when it comes to the welfare of our fellow Filipinos abroad,” explained Go. “In light of recent events, we must take steps to ensure their safety and well-being, including preemptive measures like alternative livelihoods and repatriation plans.”

If you my dear folks are not aware of it yet, the Filipinos in Taiwan consist mainly of immigrants and workers from our beloved old country. They form the third largest national contingent of migrant workers there and account for about one-fifth of foreign workers in Taiwan as of April 2019 statistics.

For as overview of the TaiwaneseFilipino relations – around 800 years ago, the ancestors of Tao people, considered a Taiwanese aboriginal group, arrived on Orchid Island from the archipelagic province of Batanes in the Philippines.

The strong Taiwanese economy, particularly in the manufacturing industries, attracts cheap manual labor from the Philippines. Most Filipinos working in Taiwan work as factory jobholders, domestic workers, construction laborers, fishermen and professionals and they would send a large part of their earnings to their families in the Philippines. Many Taiwanese men have also chosen Filipino women as brides through arranged marriages. An estimated 7,000 Filipinas now live with their Taiwanese husbands.

Interestingly, Philippine holidays such as Independence Day and Rizal Day are also celebrated by the Filipino community in Taiwan.

Indeed, many Philippineeducated Chinese Filipinos or so called “Chinoys” from middleclass families have migrated to Taiwan since the early 1990s. Approximately 1,000 or more now have Taiwanese citizenship.

Based on a report by the Directorate-General of Budget Accounting and Statistics (DGBAS) as of April 2019, about 154,000 OFWs are living and working in Taiwan.

As evidence, there are many Filipino stores, cargo remittances and restaurants throughout the island of Taiwan.

On social issues, many believe that Filipino laborers in Taiwan are usually vulnerable to exploitation by their employers, a situation common to unskilled migrant workers all over the world. To be fair, the Taiwanese government has been receptive to the cases involving mistreatment of Filipino jobholders in Taiwan.

Filipino migrant workers in Taiwan have to go through a broker system that collects most of their monthly earnings; demands long hours without overtime pay and offers no days off. Some attendants

Definitely, Taiwan and the Philippines maintain close cooperation not only in economics and trade, investment, technology, agriculture, fishery, law enforcement, labor affairs, but also in tourism, education, culture and frequent people-topeople engagement. Among these collaboration areas, tourism is an important element in promoting interpersonal understanding. In 2019, visitor arrivals from the Philippines reached 509,519 – an increase of 9,309 from 2018 (419, 105). Meanwhile, visitor arrivals from Taiwan to the Philippines reached 331, 792, a growth of 85,101 as compared with 246,691 in 2018. The tourism market’s strong recovery has shown the positive effect since the government of the Republic of China (Taiwan) granted Philippine nationals visa-free entry to Taiwan for up to 14 days starting from November 1, 2017. This privilege is a display of Taiwan’s efforts of its “New Southbound Policy” to build closer people-topeople exchange of visits. The Republic of China (Taiwan) has extended its trial period of visa-free privileges to the Philippines until July 31, 2022. Apart from Taiwan’s thriving trade with the Philippines, Taiwan is the host to more than 150,000 Filipino workers, who are fairly treated and well protected by the law in Taiwan these days. As I have earlier explained before, there are also approximately 8,000 Filipinos who are married with Taiwanese partners. Most of them fell in love at work. Meantime, the Taiwanese folks also thank them for their hard work and contribution toward the economic development in Taiwan.

SAN DIEGO, CA -- In a 15+ film collection, Pacific Art Movement’s 12th San Diego Asian Film Festival (SDAFF) Spring Showcase returns to the Ultrastar Cinemas in Mission Valley, San Diego fromApril 20 through 27, 2022. Audiences will enjoy eight days of films from Japan, Hong Kong, Iran, Malaysia, Pakistan, Singapore, South Korea, UK, USA, and more including a four-film retrospective on legendary actors Leslie Cheung and Anita Mui. The showcase opens with the genre-bending documentary Starring Jerry as Himself on April 20 telling the true story of an immigrant father recruited by the Chinese police to be an undercover agent. Closing night features Director Justin Chon’s Jamojaya which premiered at the Sundance Film Festival this January. Other programming includes live Q&As from filmmakers and musical performances.

The Spring Showcase film programming for 2023 is full of hits, laughs, and thrills from Asian and Asian American filmmakers. This year’s line-up presents a variety of films highlighting South Asian stories outside of the classic Bollywood features. Joyland (Un Certain Regard Jury Prize, 2022 Cannes Film Festival and Best International Film, 2023

Independent Spirit Awards) is an Urdu and Punjabi-language Pakistani dancehall drama. The story follows a son who secretly joins an erotic dance theater and falls for an ambitious trans starlet. Other films include the British-Pakistani feminist action comedy Polite Society starring Priya Kansara and Ritu Arya (The Umbrella Academy), Hong Kong drama Sunny Side of The Street about a Hong Kong-born Pakistani refugee boy who forms an unexpected bond with a local taxi driver, and the documentary newsroom drama While We Watched that chronicles the working days of broadcast journalist Ravish Kumar.

The film programming spotlights immigrant stories of family through unexpected narratives redefining the trope of the American dream. The opening night film Starring Jerry Himself is the American dream refracted through fantasy, documentary, and the magic of moviemaking following an immigrant father who gets phone scammed and ends up as an undercover agent.

Closing the festival this year is Jamojaya starring Brian Imanuel (aka Rich Brian) in his first acting role where he plays James, an Indonesian rapper on the cusp of stardom. In his most propulsive film to date, Justin Chon (Blue Bayou, Gook) tackles professional ambitions and familial demons through a different kind of immigrant tale – one of global stardom infused with mysticism and music.

In celebration of Hong Kong icons Leslie Cheung and Anita Mui, Spring Showcase pays tribute to these stars with a day-long, four-film

tribute to the late stars of Hong Kong cinema titled "Days of Being Leslie and Anita" featuring their two most famous collaborations, a Wong Karwai breakthrough Days of Being Wild with Leslie as lead and Anita providing the theme song.

"The Spring Showcase is the San Diego Asian Film Festival's fun alter ego, overrun by rainbows and romcoms,” Artistic Director Brian Hu shares. “These are the films that dream aloud, featuring body switching and vacation adventures where your real self takes over. And it features the biggest stars like Brian Imanuel and Asian icons like Nam June Paik, Leslie Cheung, and Anita Mui."

The crucial role of parents

I was thumbing through a Christian hymn book and my attention was caught by an item which I found worth sharing to parents, The Parents’ Creed. Parenthood is a gift from God and parents have a sacred responsibility of raising their children and training them in the way they should go. However, with the parents’ desire to give their children a good education and a comfortable life, they work so hard, often times neglecting their responsibilities as parents. When my children were growing up, I was so engrossed in my work, leading my eldest daughter to tell me in a belligerent tone, “Mama, in your search for money, you may lose the things that money cannot buy.”

At the height of the drug abuse epidemic in Manila (1972-1980), I had this poster printed and distributed to parents. “Parent’s take care of your children. Give them love and attention. Keep them away from dangerous drugs.”

My daughter (now a graduate of Psychology) asked me, “For who are those posters?” “For parents”, I answered nonchalantly. Her follow-up question hit me hard, hard enough to see my psychiatrist – friend for advice. “Are you not a parent and do we not deserve the love and attention you expect other parents to give to their children?”

This shook my world as a parent and as a career woman. I have

Corrie ten Boom (1892-1983) was born in Amsterdam and raised in the Dutch Reformed Church. When the Nazis came to power in the late 1930s, Corrie and her family hid Jews behind a false wall in Corrie's bedroom. In 1944, Corrie's family was arrested and sent to Ravensbrück, one of the worst concentration camps in Nazi Germany. There, Corrie's entire family died. Corrie herself was scheduled for execution - but she was released shortly before the end of World War II because of a clerical error.

Corrie concluded that God had saved her for a purpose. She committed her life to preaching the good news of Jesus Christ, speaking in churches, tent meetings, and open-air rallies. At one meeting in Germany in 1947, she taught on God's forgiveness. Afterwards, a man came up to her and introduced himself as a former Ravensbrück guard - but Corrie needed no introduction. She remembered him well. He was notorious for his cruelty.

"I've become a Christian since the war," he said. "I know God has forgiven me for the horrible things I did, but I would like to hear it from you. Could you tell me that you've forgiven me, too?" He put out his hand.

Corrie stood there for what seemed an eternity, unable to think of anything but the horrors this man had committed. Then she remembered the words of Jesus that required her to forgive ANY sin. She silently prayed, "Jesus, help me!" ...then she took the man's hand and cried out, "I forgive you, brother!" She later recalled, "I had never known God's love so intensely as I did then."

That was the defining moment in Corrie's ministry. Over the years that followed, she took the

The second Sunday of Easter has already been celebrated for many years as the “Divine Mercy Sunday.” This celebration makes us feel the mercy of God through the Risen Lord whose glorious rising from the dead has given our faith a solid foundation in God’s love and mercy. I believe that we had a wonderful and colorful celebration of the season of Lent, Holy Week and the Easter Triduum. I honestly presume that you have learned so much from our liturgical celebration and has been graced by the mysteries of the celebration of the paschal triduum which is the center of our Christian faith, namely, Christ has died, he has risen and he will come again!

The Gospel reading today focuses on the faith of the majority of apostles and the unbelieving gesture of one of them, Thomas, who at first to believe only if he could see the Risen Lord and touch the scars in the wounds of Jesus. Until today these condition for believing that Thomas held are the prevalent criteria for believing that many contemporary men and women hold, namely, vision and tactile perception. This is the result that comes from the present day theory of knowing that depends so much on the senses, especially the sense of sight and the need to reaffirm reality through what can be touched as real. For this reason there has been a constant movement even in the Church to make our faith sensible and perceptible simply

in order to respond to the needs the contemporary unbelieving generation.

In the gospel today the majority of the apostles simply believed in the Risen Lord appearing in their midst and greeting them with peace as he reaffirmed the reality of forgiveness of sins through the Holy Spirit and the act of sending the apostles into mission. Despite the remonstrations of the doubting Thomas, the rest did not have to go out of their way in order to convince him of their faith in the Risen Lord. They allowed him in his unbelief, probably confident that the Risen Lord himself will come back, as he did, in order to lead the same Thomas to the faith that they all had.

I believe that this gesture of the majority of the apostles should be considered by us as the model by which we can be truly be effective evangelizers or missionaries today. What do I mean by this? The majority of the apostles continued in

their faith, even though Thomas did not at first believed. They could have explained to him in detail how Jesus appeared to them, how he greeted them with “Peace be with you”, how he should his wounded hand and side. They did not, but simply continued to believe and act out their faith because they encountered the Risen Lord and became his living witnesses. In the active silence of their believing act, they allowed the Lord himself to reveal Himself to Thomas and make him come to truly believe and gladly exclaim “My Lord and My God!”

In the same manner, we who have experienced the Risen Lord in the liturgy of the past Lenten Season, Holy Week and the celebration of the Paschal Triduum, have only to continue believing in the Risen Lord and acting as well as behaving as his redeemed disciples so that others, those who still are in doubt if not completely unbelieving, would be able to encounter the Risen Lord Himself, touching their lives, making their eyes open and their senses receptive to his constant revelations in the world today. Indeed, the Risen Lord has his ways of revealing himself to men. He needs us to simply stand by and be true witnesses of his wonderful mysteries for other men to see and behold. Let Him act and let us see the wonders of his amazing revelations, for he said that “blessed are those who have not seen but still do believe.”

Physical Therapists Help People of All Ages.

NATIONAL CITY, CA -- Physical therapists are experts in human movement who are trained to evaluate and treat all kinds of musculoskeletal issues. They are highly trained in prescribing and progressing exercise to help people move and feel better. Because everyone moves and everyone can benefit from exercise, physical therapists can help people through their entire lives.

Some people see a physical therapist shortly after birth. The most common reasons a baby would need to see a PT would be something like torticollis or cerebral palsy. Torticollis is a postural issue that causes babies to hold their heads tipped to one side. Cerebral palsy is a neurological disorder that causes difficulty with movement and coordination. As children continue to grow, some have trouble hitting their motor milestones - like rolling, crawling, or walking. Physical therapists can use their expertise to help encourage development of motor skills and coordination to get these children back on track. Sports injuries become more common in adolescents. Whether it's an ankle sprain, or an ACL surgery, a PT can help. Some adolescents have issues from the rapid growth their bodies go through. Things like growth plate fractures, growing pains, Osgood-Schlatter's disease, and Sever's disease are all common in adolescence.

As adults, a lot of us will have

back pain - studies say up to 80% of us. Physical therapy is one of the first treatments recommended for back pain. Physical therapists also see injured adults. It could be from weekend warrior type sports injuries, overuse, or from an accident at work. Some adults also start to show symptoms of diseases like multiple sclerosis, or myositis which also benefit from physical therapy.

Later in life, people tend to accumulate more health issues that impact their ability to move. Issues like arthritis, joint replacements, strokes, and heart attacks are all things a PT can help with. Physical therapists also help people age better - keeping them moving with exercise programs that help reduce falls, or helping them make adaptations and modifications to keep them in their homes safely. Movement is a constant in life. As

movement experts, PTs can help people of any age. Some specialize in treating pediatric patients, and some specialize in treating geriatric patients, but all PTs have the expertise to help people move better.

Michelle Madrigal reflects on life after divorce

MANILA -- Michelle Madrigal had encouraging things to say about life after divorce.

On Instagram, the Austin-based former actress posted a pensive photo of herself and reflected on life after divorce and the freedom it entails.

"Always choose you," Michelle began.

"After a divorce, you may feel liberated to reclaim your own identity and pursue your goals and passions without distractions or compromises. You may rediscover your own values and priorities that might have been neglected or suppressed during the marriage," she continued.

Michelle said navigating life post-divorce could also mean "cultivating deeper self-awareness, self-compassion, and self-care" to get back to one's personal truth.

"Of course, moving on from a divorce is not always easy or linear. It may involve some setbacks, doubts, or fears as you step out of your comfort zone and face new challenges," she added, saying with the right support group, it won't turn into something you cannot handle.

According to Michelle, divorce doesn't mean giving up on relationships altogether.

"Rather, it's about cultivating healthy, fulfilling, and authentic relationships that support your growth and well-being," she said.

"It’s about staying true to yourself and your values, and not settling for less than you deserve."

San Diego City Council Approves $4 million Grant to Father Joe's Villages to Build New Affordable Housing

On April 11, the City of San Diego voted unanimously to award Father Joe’s Villages a $4 million Community Development Block Grant to build a new affordable housing development to help alleviate the region’s homelessness crisis.

The grant will be used to fund land acquisition costs for the future housing community, which will be located at 17th Street and Commercial Street and is expected to be completed in 2026. It will provide 107 units of affordable housing in proximity to Father Joe’s Villages’ comprehensive services. This community will bring Father Joe’s Villages closer to its goal of

"And I lift weights. So alam mo yun talagang my goal is to have, like, really strong body, strong arms. So I lift weights, and I eat well," she added.

Ina also said she doesn't eat fried foods and avoids salty and sugary foods.

This doesn't mean she doesn't have cheat days — every once in a while, she indulges her cravings like chips and cake.

"Pero five days a week, I eat very clean and I drink healthy, like, I drink a lot of water, I drink the right kind of milk."

"Ang aming tinitingnan ay kung paano natin patibayin ang sistema ng pagbigay ng pensyon sa ating beterano dahil sa kasalukuyan, pagka hindi natin inayos ang sistema, hindi tatagal. Dahil malaki ang bibigay natin sa mga pension, merong nagre-retire bago sa retirable age," Marcos told reporters when asked if the pension for war veterans will increase.

"Itong mga problemang ito ay lilitaw 'yan kaya ang aming ginawa ay tiyakin muna na may sistema upang lahat ng ating beterano ay makatanggap ng kanilang tamang pensyon," he added.

Marcos said if the system would be fixed, the government can now check what other benefits it can provide to war veterans.

"Kapag naayos natin ito, tsaka na natin tingnan kung ano pa ang puwede nating ibigay lalo na sa World War II veterans," he said.

In his speech during the event, Marcos honored war veterans by noting that heroism can still be seen on them.

"We see it in our veterans — some of whom are here with us

providing 2,000 units of affordable housing in San Diego through the Turning the Key initiative. Other Turning the Key communities, such as Saint Teresa of Calcutta Villa, have already helped hundreds of individuals, families and veterans leave homelessness for good. As the homelessness crisis grows, housing remains a critical component to supporting the health and safety of our neighbors experiencing homelessness.

Paulo, Maja talk about 'I'm Drunk, I Love You' sequel

MANILA -- Ask Maja Salvador, if you’re wondering whether the previously teased “I’m Drunk, I Love You” sequel will still push through

That's according to Paulo Avelino in his answer to a fan, during an #AskPau session on Twitter where his followers quizzed him on a range of topics.

“Are you g (game) if may continuation ang ‘I’m Drunk, I Love You’?” the fan asked.

Avelino’s response: “Si Maja lang hinihintay. Siya kulitin niyo wag ako”.

Less than an hour later, Salvador tweeted simply, “script.” She included a gif of the iconic line, “Bakit parang kasalanan ko?” from the Star Cinema film “Four Sisters and a Wedding.”

In a subsequent tweet just minutes later, Salvador used another gif, this time showing her “Wildflower” character Lily Cruz saying, “Wag ako. Salvador’s apparent response had fans of the movie waiting for the side of JP Habac, who wrote and directed “I’m Drunk, I Love You.”

The 2017 film follows the story of college best friends Carson (Salvador) and Dio (Avelino), who go on a last vacation before their graduation. The trip becomes an opportunity for Carson to confront her long-hidden feelings for Dio.

Habac first hinted that a sequel was in the works in October 2018.

In January the following year, the filmmaker said he was writing the script with Kristin Barrameda. He teased that the project, with the working title “I Love You, I Do,” is set seven years after the events of the original film, and would still follow Carson and Dio.

Since then, however, no further details about the planned sequel has been released.

nonetheless had a ready answer and sure answer when asked if she would change how the story of “I’m Drunk, I Love You” ended.

“On that morning 73 workers died, and 250 workers lost their jobs,” she said. Since 9-11 Jayaraman has been fighting to raise wages and improve working conditions in the restaurant industry. She says a majority of restaurant workers in the U.S. are immigrants. Seventy percent are women of color.

“We grew into a national organization with 300,000 workers in all 50 states and our fight expanded beyond restaurant workers to include all service workers.”

That includes anybody who is tipped like nail salon employees, car washers, hair stylists, or people who push wheelchairs in airports.

“All of those folks are tipped workers receiving a sub-minimum wage,” she said.

Many gig workers are impacted by these issues as well. She said gig companies like DoorDash and Instacart cut wages by the amount customers tip—in effect, stealing workers tips.

“We are seeing a really historic moment of worker revolt, in which lowwage workers across the economy, and particularly in the restaurant industry, are for the first time refusing to work for these poverty wages,” Jayaraman said. She says the restaurant industry has been one of the largest and fastest growing private sector employers in California and the United States for decades.

“But it’s been the absolute, lowest paying employer for generations dating back to emancipation when the sub minimum wage for tipped workers was created,” she said.

Recently, ballot measures and bills to raise the minimum wage to $15/hr. have moved through legislatures in 15 states. “Even red states like Arizona, Idaho and Ohio are having this on the ballot next year.”

Tackling homelessness in LA

Chris Contreras is working miracles in the incredibly shrinking world of affordable housing in one of the nation’s largest epicenters of homelessness. He is the development director of Brilliant Corners, a housing services non-profit

based in Los Angeles. “California accounts for about one third of the entire U.S. homeless population. At last count, over 170,000 Californians are unhoused with at least 60,000 living in Los Angeles County on any given night,” Contreras said.

“We operate the Los Angeles Flexible Housing Subsidy Pool, or Flex for short, which is a nationally recognized supportive housing model that helps thousands of people exit homelessness each year,” Contreras said. The program launched in 2014 as a public-private partnership with rental subsidies and case management services. The L.A. housing crisis disproportionately affects communities of color. Black Angelinos make up 8% of L.A.’s population but account for more than 30% of its homeless

individuals, Contreras says.

“We also have seen a 26% rise in Latino homelessness, meaning that Latinos now make up 44% of L.A. County homeless.”

The solution to chronic homelessness lies in coordinating resources from a number of stakeholders: owners, builders, the criminal justice system, and healthcare systems, as well as rental subsidies, either from federal or local funding, Contreras said. With that support, his program taps dedicated professionals who build relationships with landlords and developers to secure existing and new units, as well as dedicated housing services and case management services to support an individual’s transition to long term stability in their new home.
