MANILA -- President Ferdinand R. Marcos Jr. has signed a resolution lifting the quarantine requirement for travelers entering the Philippines who are either unvaccinated, partially vaccinated, or whose vaccination status cannot be independently validated.

In a tweet, Foreign Affairs

Undersecretary Brigido Dulay confirmed that the President has signed the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) Resolution No. 2 allowing inbound travelers sans quarantine.

Under the resolution, inbound travelers will still have to present a negative result of a laboratory-based rapid antigen test.

“Filipinos and foreign nationals 15 years or older shall present a remotely supervised or a laboratorybased rapid antigen negative test result administered and certified by a healthcare professional in a healthcare facility, laboratory, clinic, pharmacy, or other similar establishments taken within 24 hours prior to the date and time of departure from the country of origin/first port of embarkation in a continuous travel to the Philippines, excluding lay-overs; provided, that, he/she has not left the airport premises or has not been admitted into another country during such lay-over,” the resolution read.

As a freshman at University of Texas at Austin Deborah Tucker did not find campus life an extension of the safe and loving home she grew up in.

Some creepy guy harassed Tucker and her two roommates. He stalked them and kept trying to break into their apartment, so they reported him. The police couldn’t catch him but they surveilled their place for a week. The stalker was watching.

“As soon as the cops were pulled off, the guy broke in again. And unfortunately, we had a friend staying with us that particular weekend, and he assaulted her,” Tucker said during an October 28 media briefing organized by Ethnic Media Services.

Tucker has been advocating against the use of violence against women ever since. She founded the Austin Rape Crisis Center, the Austin Center for Battered Women and is current president of the National Center on Domestic and Sexual Violence (NCDSV).

“I’ve pretty much earned every one of these bright white hairs doing this work,” Tucker says.

Domestic and sexual violence occur across the world in every culture, including in California, where “more than half of have up close and personal experience” with it, says Jenna Lane, communications officer with the Blue Shield of California Foundation. “It is truly everywhere, which is troubling.”

Meanwhile, pre-departure testing for fully vaccinated inbound travelers will no longer be required.

A fully vaccinated person must have received the primary series Covid-19 vaccine more than 14 days prior to the date and time of departure

from the country of origin or port of embarkation.

They must also present a World Health Organization International Certificate of Vaccination and Prophylaxis; VaxCertPH; national or state manual/digital vaccination

certificate of the country/foreign government; and other proof of vaccination.

Currently, masks are no longer required in indoor and outdoor settings in the Philippines.

Last month, Marcos emphasized the need to improve access to the country’s tourist destinations to attract more visitors.

He also underscored the need to ensure that these destinations are accessible through improved tourism infrastructure.

Face mask wearing now voluntary in workplaces in private sector -- DOLE

Wearing of face masks in workplaces in the private sector is now voluntary in line with President Ferdinand "Bongbong" Marcos Jr.'s order making it optional in indoor spaces, the Department of Labor and Employment said Wednesday.

Labor Secretary Bienvenido Laguesma said he signed Labor Advisory No. 22, Series of 2022, titled "Guidelines on the Voluntary Wearing of Face Marks in Workplaces".

"Yan naman ay nag-take off dun sa Executive Order No. 7 ng ating Pangulong Bongbong Marcos na lumabas noong October 28... Essentially, ang sinasabi namin diyan, yung wearing even in workplaces shall be voluntary except yung mga identified places," he said.

The exempted settings are the following:

“It can also be emotional. It can be financial, like controlling someone’s money or getting them fired from their job…. It can be legal, like threatening to call immigration on someone,” Lane says. The big question is “What to do about it?” October is Domestic Violence Awareness month, and the foundation just launched a new website, Let’s End Domestic Violence, which offers information on prevention, healing and other resources.

“DV is everywhere; it is healable: it is preventable,” Lane says.

Tucker, who co-founded the National Domestic Violence Hotline in 1996, went to Washington in 1974 to help then Senator Joe Biden work on the first rendition of the Violence Against Women Act (VAWA). It has been reauthorized a few times, most recently in March 2022.

The law authorizes an array of supportive services, including funding for different DV programs,

giving victims the choice to go to court instead of mandatory arbitration, and increasing services and support for survivors from underserved and marginalized communities— including for LGBTQ+ survivors of domestic violence.

Good statistics on DV are hard to come by. A lot of DV occurs between intimate partners and is often not reported.

States also define DV differently, an issue that exists even between various state-level agencies within a single state. For example, in California courts have a penal code for criminal cases, a family code that controls family court, and civil code for civil court.

“Domestic violence isn’t even uniformly defined across those codes in the same state,” says Pallavi Dhawan.

Discerning the synodality path for Filipinos, Part 3

“local Church is far from being with the Church of the poor,” and that the “Church does not know the poor and the poor do not know the Church;” there has to be a concerted effort to reverse such trends.

Ten years ago, Archbishop Socrates Villegas of LingayenDagupan sounded prophetic.

The gathering in Thailand for the 50th founding anniversary of the Federation of Asian Bishops’ Conferences (FABC) has ended. From the speeches, it is apparent that the summit’s theme of “Journeying together as Peoples of Asia,” refocuses its thrust from Missio Ad Gentes (mission to nations) to Missio Inter Gentes (mission among nations). Plainly, there is a need to shift the church’s paradigm in the mission theology of the FABC, in search for the face of Jesus.

Journeying together as divergent Asian peoples, however, poses many challenges not only because of the multiculturality of countries, but also because of prevailing conditions (i.e., conflicts, poverty, authoritarian governments, etc.) in Asia. While the FABC is a great forum to find commonalities in pursuing the Asian spirit, each country must redefine its approach based on its history and experiences, towards achieving the synodal church of God.

Cardinal Antonio Tagle, a leading figure at the Vatican’s Dicastery for the Evangelization of Peoples and Pope Francis special envoy to the

gathering, emphasized youth and evangelization of social media. His message will find commonality and resonance among Asian churches, but how it does it, will rely on the situation on the ground. Internet access, use and social media preferences vary among Asian countries. While Facebook use (99%) ranks number #1 in the Philippines; Line (followed by Twitter and Instagram) is the preferred platform in Japan.

Tagle’s emphasis really echoes that of Pope Francis’ call for evangelizing our “newfound” neighbors on Facebook born out of the pandemic. It is a big concern for the Church because statistics show that more and more youth are highly influenced by social media (i.e., creating its own culture of self-sufficiency, detachment from reality), albeit, to the detriment of the self, and the Church.

The emphasis on young people and the utility of artificial intelligence (AI) is understandable, however, it masks the bigger issues in the Philippine Catholic Church. Beyond acknowledging that the

"Evangelization has been hurt and continues to be impeded by the arrogance of its messengers," he said referring to the local prelates.

"The hierarchy must shun arrogance, hypocrisy and bigotry… and that the Gospel cannot thrive in pride," that’s because "When pride seeps into the heart of the church, the Gospel proclamation is harmed."

Yet we heard Bishop Pablo Virgilio David of Caloocan, CBCP president, who said last month that there is a perception that “Many priests and lay leaders have tended to be more welcoming toward the wealthy and the influential …. (That) even more painful was the common remark that many Church leaders, clerics or lay, do not bother to listen to their voices.”

The source of the problem, I believe, is what Bishop David also said about inter-religious ecumenism, “blaming” the fact that the Philippines is predominantly Catholic. “[It] is precisely the reason why we have the tendency to be less concerned about (dialogue) with other religions.”

Such attitude and arrogance are

reflected well in how the leadership views their role in achieving synodality. Being predominantly Catholic, is a disincentive to do better, to be more Catholic, if you will, because regardless of their efforts, the percentage of Catholics in the country will remain static and that I believe, is the benchmark being used. Consequently, the situation on the ground remains static too when it comes to enriching the faith.

The poor are not only poor materially, but also spiritually. Week-in, week-out, they will fill the pews, albeit in overflowing fashion, climbing images during processions and hoping for deliverance that the church can’t deliver.

Tagle’s growing prominence in Rome places him at a unique position to influence the direction of the Philippine Catholic Church, but he must first break the mold that Cardinal Sin had created with the People Power Revolution of 1986. Some would ascribe liberation theology to it with the clergy’s outsized role in that momentous moment, but did it?

The fact of the matter is that the EDSA revolution was not to liberate the oppressed, marginalized communities from the tyranny of the Marcos dictatorship. It was an afterthought after rebellious soldiers began a coup but whose resolve appeared to teeter with the lack of manpower and capability. Cardinal sin’s intervention for people to

converge on EDSA was an opportune move but to say it was providential, is a stretch.

Cardinal sin’s closeness to the rich, elite, powerful, and highly connected dovetailed with a volatile situation that resulted in an impasse, if not for the timely U.S. intervention for Marcos to “cut cleanly.” With Cory Cojuangco Aquino in power, created an outsized ego and prominence for the cardinal and the Philippine Catholic Church in general. The mainstream media that is owned and controlled by the oligarchs created a tempting narrative extolling the virtues of democracy and the “saintly” Cory Aquino as the product of divine intervention.

From the elder Aquino to the son, both presidents used the aura of democracy as proof that the Philippines had exorcised the demons of the dictatorship. In reality, however, it didn’t. More Filipino billionaires were created in a span of 30 years, the gap between the poor and the rich widened, graft and corruption worsened, population geometrically rose, and free speech contributed to a worsening moral decay of society.

God has inspired these? As a matter of fact, Cory Aquino’s administration was rocked by multiple coups that nearly toppled her presidency, if not again, by timely U.S. intervention. Mutinous soldiers, disillusioned by the elite’s

hold on power and Aquino’s failure to deliver on the promises of People Power, were restless. Consequently, their destabilization efforts rocked the Joseph Estrada and Gloria Macapagal Arroyo regimes, as well. And where was the leadership of the Catholic Church? When President Macapagal Arroyo was implicated in the infamous “Hello Garci” tapes, Archbishop Fernando Capalla who was the president of CBCP then, did not issue a call for resignation. Arroyo reportedly paid back the debt with brand new Mitsubishi Pajeros to a select few CBCP bishops.

Liberation theology is a systematic approach, a moral reaction to the poverty and social injustice of a particular area or region. Was there any methodical approach, other than the occasional sermons, to ameliorate the sufferings of the poor? No. Church leaders, despite a burgeoning drug problem contributing to society’s moral decay, held fire because of their closeness to the wealthy and influential people until Rodrigo Duterte came to power. Many politicians in power were corrupt, but their being Catholics was indistinguishable from their deeds!

During the pandemic, the oligarchs made billions from people’s misery but many of these oligarchs were behind the candidacy of the person that the Church leaders promoted as Cory 2.0. To be continued…

I learned some valuable lessons from my daughters when we had our bonding opportunity when we embarked on a joint vacation.

My six-day vacation with two of my children revealed so many hidden lessons that I didn’t want to admit openly. My children know more than I do in the use of technology and in dealing with travel arrangements, in shopping and budgeting of funds. I used to be very proud in telling them, that I am an experienced traveler, having served in positions that required international travel to more than 50 countries. While they respected my experience, they just told me to keep quiet and they will do everything to make our trip pleasant and comfortable. Of course, as a mother, I thought their attitude was an affront to my capability, but in order to prevent mother-daughter arguments and to maintain peace among the three of us, I acceded to their request.

I learned that my oldest daughter, a psychology major, is deeply rooted in Scriptures. Her decisions are enlightened by what the Bible says. She lost her husband, a minister of the United Methodist Church over a year ago, and I found out that she dealt with her grief more effectively than myself by attending grief counselling sessions. So I asked myself, why did I not do what my daughter did?

everything they did during our trip, gave me so much joy, realizing that my husband and I raised them well. How they interact with people, how they welcome strangers into their conversations, how they discuss issues with friends and relatives, all these warmed my heart as their mother.

I am reminded of the verses that guided me during those days of rearing them up, among them the exhortation of Paul to the Philippians, “Rejoice in the Lord always, I say it again Rejoice! Let your gentleness be evident to all. The Lord is near. Do not be anxious of anything, but in everything, by prayer and petition, with thanksgiving present your requests to God. And the peace of God, which transcends all understanding, will guard your hearts and minds in Christ Jesus.

Finally, brothers, whatever is true, whatever is noble, whatever is right, whatever is pure, whatever

is lovely, whatever is admirable – if anything is excellent or praiseworthy – think about such things. Whatever you have learned or received from me, or seen in me – put it into practice. And the God of peace will be with you.”

I praise and thank the Lord for He allowed me to spend few precious days with Mary Ann and Gia. I was apprehensive at first not being used to their company as I’ve been with my friends, but God in His mysterious ways brought us together and really drew us closer to each other, strengthening the bonds of love that has been within us all those years.

We have all been busy in our respective endeavors, and have taken for granted the ties that bound us together as mother and daughters. It was well worth our time and money to spend quality time together in blue Hawaii. Thank you, God for your precious gift to us: love and understanding.

Christian and a non-believer should be that the Christian brings the presence of God with him to work. However, this is not always the case. A Christian can shut out the presence of God by his behavior. Like the Israelites who experienced great miracles in their lives but began to worship idols, we can move away from God. Sin separates us from God. His presence moves away from us. Moses realized, he too had to have the presence of God with him to lead such a people.

The prophet Malachi was saying a day is coming when you'll be able to recognize a clear difference between the righteous and the unrighteous. Would your friends be able to recognize a difference in you from others?

Today is the 32nd Sunday in Ordinary time, two more Sundays before we end the liturgical year and commence a new liturgical year, commencing on the First Sunday of Advent. For the past several Sundays we have reflected on the significance of prayer, its value in our lives as disciples of Jesus. We have seen how Jesus taught his disciples to effectively communicate with God whereby we could learn how to develop the proper disposition and cultivate the appropriate attitude in order to receive the benefits of being in constant contact with God who is our master. Looking back in the past Sunday’s reflection I saw the connection of the theme of prayer with the celebrations for two days of our reverential remembrance of our loved ones who passed away from this earthly life into eternal life by their death.

The celebration of the solemnity of the saints and the commemoration of all the souls on November 1 and 2 respectively have a religious significance that can only be fully appreciated once we are aware that there is a communion of the saints in our Catholic belief. This communion affirms that there is an existing bond among the believers of Jesus who are now already in communion with God and those who, due to human frailties, are still suffering in a state of not in fellowship with God and all those who are still on earth, in pilgrimage towards the Kingdom promised by Jesus to all who believe in Him. San Diego – Nov. 1, 2022 – To kick off the giving season, United Way of San Diego County (UWSD) is collecting new crockpots to support local families facing food insecurity during the holidays. "Schools may immediately implement optional masking indoors pursuant to EO 7," Poa said In a message to reporters.

He said that an amendatory DepEd Order would soon be issued on the matter. EO No. 7, signed by President Ferdinand “Bongbong” Marcos Jr., grants people the option not to wear their masks in indoor settings for the first time since March 2020.

The order, however, still recommends the wearing of face masks for the elderly, individuals with comorbidities, immunocompromised individuals, pregnant women, as well as unvaccinated individuals, and people with COVID-19 symptoms.

Before the schools reopened for in-person classes on August 22, Poa reported that only 19% of learners were fully vaccinated against COVID-19, based on the Learner Information System.

DepEd earlier confirmed receiving reports of COVID-19 cases in several schools. Vice President and Education Secretary Sara Duterte, however, said that this was a natural consequence of the reopening of different sectors, like education.

Both the DepEd and the Department of Health (DOH) said that such events are expected since the pandemic is still prevalent in the country.

Starting Wednesday, November 2, all public schools are mandated to implement full face-to-face classes, except for those granted exceptions.

Private schools, on the other hand, may continue holding either fiveday face-to-face classes, a blended learning modality, or full-distance learning for the rest of the academic year.

Last month, DepEd affirmed that learners had the option not to wear a face mask in outdoor settings based on the then-national policy.

‘Live Chat’ to Help Crime Victims

San Diego County District Attorney Summer Stephan announced recently that her office is partnering with San Diego-based Identity Theft Resource Center® (ITRC) to provide a live chat box on the DA’s public website in an effort to support victims of identity crimes.

In adding the ability to live chat with the ITRC’s expert advisors to the DA’s website, victims can receive instant assistance on issues related to identity theft, identity fraud and data breaches. The ITRC identity theft advisors will also provide preventative information and customized plans to address identity concerns.

“We are always looking for ways to prevent crime in San Diego County and by adding this service to our website, in partnership with the Identity Theft Resource Center, we are providing real time support to would-be victims of identity theft,” DA Stephan said. “Identity theft can financially devastate people and businesses, so we want the public

to use resources that are available to help them make smart decisions and protect their personal identifying information.”

The ITRC, which was founded in 1999, is a nationally recognized nonprofit organization established to support victims of identity crime. It was established to empower and guide consumers, victims, businesses and the government to minimize risk and mitigate the impact of identity compromise and crime.

“We are thrilled to join with the San Diego DA’s office to help identity crime victims in San Diego County,” said Eva Velasquez, President and CEO of the Identity Theft Resource Center. “Our partnership allows us to reach more people in San Diego County who need help recovering from or preventing identity theft or fraud. Victims of identity crimes require unique support to recover from having their personal information misused. It is our mission to provide that.”

More than 7% of the ITRC’s total cases in 2022 are from victims who live in California who have sought help about compromised personally identifiable information due to scams, and the misuse of personal information through existing account takeover.

“I spent 13 years handling really horrific cases of murders and rapes and attempted murders,” she says. And Dhawan was good at it. In 2019 she received the L.A. County Bar Association award for Prosecutor of the Year.

Dhawan now works out of the City Attorney’s office, which sponsored California Senate Bill 1141, legislation that adds coercive control to the definition of domestic violence within the Family Code.

The bill relied on research that estimated between 60% and 80% of female domestic abuse survivors have experienced coercive control.

“I was tired of hearing people say that domestic violence requires physical abuse and bruising. And I heard that in court a lot, and I heard it from jurors and judges, “ Dhawan says.

Victims of this form of abuse can now seek restraining orders prohibiting coercive control and requiring courts to consider evidence of coercive control in child custody determination.

Common forms of coercive

control include isolation, deprivation of resources, monitoring a person’s movements and behavior. It’s all of those things that strip away a person’s autonomy and reduce them to a shadow of their former self, Dhawan says.

Erica Olsen is the Safety Net Project Director at the National Network to End Domestic Violence (NNEDV), an umbrella for nearly 2000 local domestic violence programs nationwide. She focuses on the role of technology in DV cases.

“Abusers will misuse any kind of technology as a tool of abuse,” says Olsen. “Some abusers may install a hidden app or monitoring software on a partner’s device without their knowledge. Some may misuse social media sites or smart devices in the home as a way to harass or stalk.”

Tactics include tracking someone’s location without their knowledge, or hijacking financial or social accounts to commit fraud or impersonation, distributing intimate images without consent or posting threats or harassing content online.

For LGBTQ survivors, their abusers may specifically threaten to out them online. “That’s a very common tactic,” says Olsen.

A piece of the new VAWA includes a provision for Civil Action for Nonconsensual Image Sharing,

which gives survivors an option to go to court to recover monetary damages and access to protection orders.

The Department of Justice says rape arrests from 1980 to 2015 dropped from 26,000 to 15,000. That indicates the efforts to combat DV are working. To end it, advocates say more must be done proactively on the prevention side with victims and their abusers.

“Here in Texas, we did a huge study a few years ago of everyone who was in prison for having committed murder or a serious violent crime, and the 80% rule came out,” says Tucker, in reference to lifechanging events that predict abusive behavior. According to her findings, 80% of inmates included in the study grew up in families where domestic violence was used.

Whenever Tucker works with lawmakers she reminds them “that 80% of the people that we lock up for murder grew up and had to deal with the use of violence against themselves or someone they loved very, very early in life.”

When it comes to improving legislation, she adds, “If we want to stop the worst of the violence… we gotta stop domestic and sexual violence. It’s all interconnected,”she says.

Marites Danguilan Vitug is a University of the Philippines graduate and a visiting fellow at the University of CA San Diego, Pacific Leadership Fellows Program. In announcing her 2022 fellowship, UCSD recognizes her achievement - “a leading Filipino investigative journalist and author, editor-at-large of Rappler and chair emeritus of the Journalism for Nation Building Foundation. She was editor of Newsbreak magazine, a trailblazer in Philippine investigative journalism.” This is high praises from UCSD. Ms. Vitug is known for her original and well-researched work. UCSD mentions many of her trailblazing publications. “Her books include “Rock Solid: How the Philippines Won its Maritime Case against China;” “Shadow of Doubt: Probing the Supreme Court,” which exposed critical weaknesses in the country’s highest court; “Power from the Forest: The Politics of Logging”; and “Under the Crescent Moon: Rebellion in Mindanao” with Glenda M. Gloria” These books are celebrated for incisive reporting and compelling narrative. Her work is big news in the Philippines. Ms. Vitug is a fearless writer.

Honor and Excellence

Ms. Vitug embodies the noble aspirations of her Alma Materthe University of the Philippines. She completed her degree in A.B. Broadcast Communication at the University of the Philippines. She continues to pursue lifetime learning that have taken her to top learning

institutions in the world.

Her educational pedigree includes a diploma in world politics from the London School of Economics; a Nieman fellow at Harvard University and a recipient of distinguished fellowships from the Australian National University, University of Kyoto and the National Graduate Institute for Policy Studies in Tokyo.

Continuing Passion Ms. Vitug brings the rigor of facts-based research to her reporting. The UCSD Pacific Leadership Fellows Program, in awarding the fellowship, gave credit to her passion and discipline. She has won the National Book Award and various awards for reporting on Philippine justice, security and political affairs, including the Courage in Journalism Award from the US-based International Women’s Media Foundation.

Ms. Vitug hosts a series of podcasts, “The Great Asian Pushback,” which featured personalities who shared their stories of defiance and hope in countries where democracy is under threat, produced by the Council of Asian Liberals and Democrats.

She also sits on the advisory board of Analyzing War, a U.S.-based journal.

Daughter of Filipino Immigrants runs for Community College Board of Trustee

Dr. Judy Patacsil, a candidate for Palomar College’s District 1 seat, was born and raised in San Diego to pioneering immigrant parents and is a community college graduate, a current community college professor of Filipino Studies, a Trustee and President Emerita of the Filipino American National Historic Society (FANHS), and a fierce advocate for student success and equity.

Among the thousands of students Judy has impacted in her nearly 30 years in higher education, she has supported students from all walks of life. Her experiences have provided her first-hand knowledge of the narratives of students, faculty, and staff who face the necessity of overcoming many barriers.

At her college, Judy initially provided academic counseling and later originated the Mental Health Counseling Department for which she also established a Behavioral Intervention Team, focusing on student wellness and campus safety.

In addition to teaching Filipino Studies, Judy has taught Counseling and Psychology courses and worked on curriculum development.

Judy has a doctorate in psychology with an emphasis in culture and human behavior. Her publications include lead author of “Filipinos in San Diego” and coauthor of the guidebook for “Silent Sacrifices: Voices of the Filipino American Family.”

Her father was posthumously awarded the WWII Congressional Gold Medal (CGM), for Filipino Veterans who served in the Philippines. She received the CGM on behalf of her family. Her mother was a WWII War Bride and an officer of the historic Filipino Women’s Club of San Diego.

Dr. Patacsil’s experience includes direct engagement with diverse student groups. She has been the Faculty Advisor for the Filipino American Student Association. Dr. Patacsil looks forward to serving
