voices Give South Pasadena Residents Time to Speak Dear Editor: The South Pasadena City Commission is attempting to reduce the amount of time it allows the public to make comments during quasi-judicial hearings. Following a contentious public hearing for the Special Exception Use Permit for the expansion of the docks at Causeway Village on April 13, 2021, which stretched late into the night, the Commission was told by the city staff that it could change the amount of time allowed for public comment in those hearings by amending and revoking Resolution 95-28, which outlines procedures for conducting a quasi-judicial hearing like the one held on April 13. However, the public comment time limits are codified by ordinance (Chapter 14, Section 14-6 City of South Pasadena Codes). Only the procedures for allocating that time are ruled by Resolution 95-28.

An ordinance cannot be changed by a resolution.

In addition, there were several changes included in the amended resolution that would have severely restricted public comment at the “sole discretion” of the commission. Public objection and a legal opinion submitted to the city attorney resulted in the amended resolution being removed from the regular commission meeting agenda on July 1.

Our concern now is that the city attorney stated that pulling the item from the agenda would allow the opportunity to fully explain the different land use processes and process for public comment. Also, the attorney intends to review additional sections of the Code of Ordinances to determine whether other amendments to code are appropriate. We believe there will be an attempt to change our city code to reduce speaking time and oppor-

tunities during quasi-judicial public hearings.

The public comments already made to the commission is that citizens of South Pasadena do not want the time limits to speak to be reduced or to allow the commissioners to arbitrarily restrict public comment to allow them to feel more comfortable and take less of their time during hearings. This is a matter of our right to be heard. We are concerned that the commission will attempt to change the ordinance and reduce public input into quasi-judicial matters.

The Story of Pinellas County School Integration A nine-part series exclusive to the Gabber

Last week we learned about Pinellas County’s separate-and-unequal system of dual schools during the early and mid-twentieth century.

White students who lived in St. Petersburg’s south side often sat on buses that passed all-Black schools, such as Gibbs High, closer than their assigned “neighborhood” school.

This week, we learn how court cases transformed the local educational landscape.

Pinellas public school enrollment soared in the two decades after World War II, from approximately 16,000 in 1946 to almost 80,000 in the late 1960s. Floyd Christian served as the county school superintendent from January 1948 until he became the state’s commissioner of education in September 1965.

According to district sources, 64 new Pinellas schools opened under Christian’s leadership, including eight new or rebuilt high school campuses.

Post-war population growth in Gulfport, the Gulf beaches and western and southern St. Petersburg led to the approval of a new high school campus in Gulfport in early 1952. As the original buildings rose on the flood-prone grounds, the St. Petersburg Times (now Tampa Bay Times) held an informal poll to allow readers to suggest a possible name, mascot and colors for the school.

The results published on July 1, 1953 revealed much about the time. The team name for the mascot receiving the highest number of votes was “Rebels,” followed by “Pelicans,” “Panthers” and “Pirates.” Gold and White were the school colors popularly selected. Although votes for “Gulfport High” and “Sun City High” outnumbered “Boca Ciega High,” word on the street even beyond the article also indicated some support for “Dixie High.”

Ultimately, the district accepted a motion by school board member Abe Pheil to name the school Boca Ciega High. The charter student body of 1,033 “Bogie” Pirates began classes in September 1953.

Two Brown Decisions and Many Angry Reactions Attorneys for the National Association for the Advancement of Colored People (NAACP) litigated many cases. Some focused on desegregating colleges and universities, others on elementary and secondary schools.

Five appellate court decisions from multiple states came together in arguments before the U.S.

Supreme Court in 1952. On May 17, 1954, Justices delivered a unanimous verdict in these consolidated cases, commonly known as Brown v. Board of Education of Topeka for Oliver Brown, the first plaintiff in alphabetical order of the similar cases, who wanted his daughter Linda to attend a closer school.

In Brown, the Justices asserted that separate schools based upon racial segregation were inherently unequal. Their words overturned the court’s 1896 Plessy v. Ferguson decree. Realizing that this decision had broad and sweeping implications, the court gave all concerned parties a chance to file briefs and responses. After reviewing them, Justices would issue a second Brown verdict that explained how states and localities should implement this decree.

affected communities to provide redress through “prompt and reasonable compliance . . . with all deliberate speed.” Imagine a sign on a highway advising drivers to proceed “with all deliberate speed.”

What exactly does that mean?

To the African American plaintiffs, the court had called for immediate integration; segregationists thought the verdict’s ambiguity allowed them to stall for decades or even centuries into the future.

Politicians at all levels obstructed and tried to postpone or overturn the decision. On March 11, 1956, 101 members of Congress signed a Declaration of Constitutional Principles – commonly known as the “Southern Manifesto” – to condemn the court’s verdict and deny its validity.

Many southern governors and legislators promoted the concept of “massive resistance” to protest the decision. Some states – with Florida offering a particularly obscene example – launched unconstitutional investigations that created false evidence to connect the NAACP and civil rights organizations with a supposed communist conspiracy. Some politicians worked covertly with hate groups such as the Ku Klux Klan and White Citizens Council.

Although Florida had many reactionary community leaders who lambasted Brown, a single example will suffice. Sumter Lowry, a Tampa native and arch-segregationist,

launched a campaign in 1956 to run for governor on a single platform: “Keep White Schools White.” When pressed to explain his broader platform, Lowry inevitably reverted to the same mantra. Although he lost in the primary, his ideas were considered far from fringe by many Floridians 65 years ago.

A Moderate Path with Roadblocks Despite widespread and vitriolic criticism of Brown, Florida generally followed a more moderate path than other southern states. This happened largely due to the statecraft of LeRoy Collins, governor from 1955 to 1961. Although Collins entered the office as a moderate segregationist, he respected the court’s integrity and fought attempts by extremists to close public schools. Before leaving office, he became an advocate for integration.

During the mid-1950s, Collins encouraged the state to pursue a gradual path. Initially, he supported a Pupil Assignment Law and the findings of the state’s Fabisinski Committee that preserved dual schools. However, he refused to follow the path of Arkansas Governor Orval Faubus in closing Little Rock high schools to prevent integration. When Florida lawmakers passed an interposition resolution in 1957 that questioned the validity of Brown, Collins emphasized the preservation of public schools.

Superintendent Christian and school board members took a contorted path to comply with Brown.

Rather than open enrollment to students regardless of race, they invested more funds to build and remodel campuses in long-overlooked African-American communities. In September 1956 – more than two years after Brown – Christian touted the district’s initiatives as evidence that Pinellas public schools were “separate but really equal.”

White students continued to ride yellow buses past Black schools, despite Brown. White athletes and cheerleaders in Boca Ciega’s gold and white uniforms now competed against their crosstown rivals, the Green Devils of St. Petersburg High.

Black students attended none of these games.

Searching for a Miracle

Local Fire Departments Deploy to Surfside Condo Disaster St. Petersburg Firefighter Nicole Howard was one of 60-plus on Task Force 3 – made up of first responders from Hillsborough County Fire Rescue, Tampa Fire Rescue and St. Petersburg Fire Rescue – assigned to search for signs of life in the rubble of the condominium collapse on June 24 in the Miami suburb of Surfside.

The special operations unit arrived at Champlain Towers South on June 26, two days after the south beach residences fell.

When Bay area responders got to the scene, the condo was standing, partially destroyed with slabs of wreckage amongst the belongings of former residents.

“My mind didn’t want to believe it was true, that what I was seeing was reality,” said Howard, who has been with SPFR for nearly six years. “I knew this event would rank as one of the deadliest building collapses in American history.”

into void spaces of rubble piles to search for any signs of human or animal life,” Howard said. “The reality, though, is we needed rock breakers.”

The Surfside site was been turned over to federal teams as they shifted efforts from rescue to recovery operations.

Weeks after the disaster, the death toll is at a confirmed 95, including a victim as young as 1 year old, with dozens still unaccounted for as of Tuesday, July 13.

The disaster prompted a Surfside Wall of Hope & Memorial, honoring the victims of the collapse with photos, flowers and messages against the chain link.

Howard and her teammates worked near the memorial for the seven consecutive days Task Force 3 was deployed.

“Putting a face and personality to these people you are desperately trying to find brought tears to my eyes and a lump in my throat,” Howard said. “(It) made us work tirelessly as one to try and find a miracle in the rubble.”

Shops along Beach Boulevard in Gulfport prepared for the worst on Tuesday, July 6.

For most Pinellas County residents, Tropical Storm Elsa was nothing more than noise in the night.

At around 2 a.m. on Wednesday, July 7, Elsa’s winds remained at a sustained 70 mph and she was downgraded once again to a tropical storm as she moved over the Bay area.

The result? Mostly large puddles.

“We did not see any major impacts to the city other than some localized flooding,” Gulfport’s Cultural Facilities Director Justin Shea said.

Shea stayed up the entirety of Wednesday night, and was more than a little relieved with the outcome.

“We really dodged a bullet here, but we did take full precautions,” Shea said.

According to Shea, the City of Gulfport did see some overnight power outages, with the highest number at any given time being 137, including Gulfport’s City Hall.

“We are lucky! Now we will get the streets clean, check our stormwater inlets, and get back to work.”

The Pinellas County Sheriff’s Office limited access to the barrier island communities on Tuesday afternoon in anticipation of Elsa, but by 6:30 a.m. Wednesday, opened the beaches for regular traffic.

Gulfport’s businesses did not forget the storm surge and flooding damage from last year’s Eta, and the city dispersed over 7,500 sandbags from Sunday to Tuesday – many of which could be seen at the doors of shopfronts on Tuesday.

Stella’s owner Barbara Banno checked the popular diner at 2914 Beach Blvd S. early Wednesday morning to assess the situation.

“Thankfully, everything was fine,” Banno reported. “We didn’t lose power.”

Anita McLaughlin, the owner of Funky Flamingo on 1418 58th St. S., With Funky Flamingo at 1418 58th St. S. deemed a safe spot in the storm, owner Anita McLaughlin housed one of her employees overnight at the deli.

“We were very lucky,” McLaughlin said. “Nothing happened aside from a lot of wind.”

New Wood Ibis Park Sign Invites Visitors to Explore Wildlife A suggestion by Gulfport resident Margarete Tober led to a sign in Wood Ibis Park that identifies several local bird species with an interactive QR code.

The park at 58th Street South and 28th Avenue sports the City of Gulfport installed sign, complete with facts about the wood stork, common gallinule and the park’s namesake, the American wood ibis.

There may be more nature-inspired signage to come.

“I think it’s a great idea for our parks,” said Gulfport Public Works Director Tom Nicholls. “We would definitely be open to adding another in Wood Ibis, and to look to other parks eventually.”

Salty’s and Thunderbird Sell, Gulfport Nutrition Gets Official, McDonald’s Reopens For the past eight years, familiar face J.P. Brewer has run Salty’s Bar, a downtown Gulfport staple. Sunday, July 11 was Brewer’s last day aboard the ship after selling the business at 5413 Shore Blvd. S. “The day that I saw [the former bar] ‘On the Rocks’ for the first time, it was my vision to purchase it, remodel it and give it a ‘neighborhood, laid back vibe,’ where everyone is welcome and comfortable. I can pass the torch knowing my goal has been accomplished,” Brewer posted to the bar’s Facebook page on July 8.

For locals, however, not much will change, according to Brewer.

“The staff will stay in place, the events and bands will also remain on the schedule,” Brewer wrote. “I do believe in my heart, the new owner, and his general manager, have Salty’s Bar along with this community in their best interest, and will continue to make it one of the best bars around!”

The bar has become a local hot spot, recently hosting portions of Gulfport’s First Annual Pride this year.

Brewer says she will continue to live in Gulfport and run Salty’s Sandwich Bar, nearby at 3121 Beach Blvd. S.

Surfs Up? The future of the Thunderbird Resort is unclear after the iconic 50-year-old retro hotel on Treasure Island’s waterfront sold for $25.5 million in June.

That multimillion-dollar price tag does not include the price of the business.

“We stayed open the entire pandemic,” said co-owner Marlene Ross.

“The goal was to build a community within a community,” Beaurline said. “That’s why we started, and that’s why we’re here.

What’s With All of the Abandoned Boats?

Dear Editor: Four years ago, my husband and I moved into our home here in Gulfport and began spending time on the bay paddle boarding and riding our jet skis.

During that time, I have noticed, like many of you, that there are over a dozen abandoned vessels right here in Gulfport’s waterways. Some have been inspected and tagged by Florida Fish and Wildlife Conservation Commission (FWC) dating back many years. The tags say that if they are not removed by their owners within five days that they will be removed and disposed of. One particular vessel named “The Grateful Dad” appears to have been tagged in 1999, yet it is still lodged in the shallow waters of Clam Bayou. Fifty yards to the south, another abandoned sailboat rests on its side. If you paddle further into the shallows of Clam Bayou, you will find another abandoned vessel, a small power boat that has been stripped of everything but it’s floating shell and left by it’s owners. For two years, a derelict pontoon boat bobbed in the waters 100 yards off of our property on Baywood Point Drive until it finally broke

free and washed ashore at the Boca Ciega Resort down the street. Finally, in November, several boats were tossed around in Hurricane Eta and as many of you recall, boats washed up on shore along the public beach around the Gulfport Casino and into the docks downtown. One very large boat washed up at the 49th Street bay access. The five boats downtown were all removed rather promptly.

The one boat that washed up at 49th Street is still lodged there. We have called the City of Gulfport numerous times, who passed us off to the harbormaster, who passed us off to FWC. The FWC sent an officer out to take pictures. The boat is now falling into decay. People have ransacked it and stolen the windows. Children and curious tourists try to climb on it. It is now holding water inside and is full of mosquitoes and larvae.

Why hasn’t the City of Gulfport removed this boat? According to FWC, and their 2020/2021 Derelict Vessel Removal Grant Program, the municipality is responsible for removal and the state reimburses them 100% of the cost. The FWC pursuant to sections 206.606 and 376.15, F.S., established the program specifically to provide grants to local governments for reimbursement for the removal of derelict vessels from the public waters of the state.

Who is overseeing this? Why were they able to remove the boats along the beach and dock area so quickly but not this boat? It has been eight months. It is starting to look like the City of Gulfport plans to just keep letting these abandoned vessels litter our bay. It’s not just unsightly, it’s dangerous.

Gulfport Home May Grow on You

Unusual House with a Mature Oak Tree in the Kitchen Goes Viral A home in Gulfport has been the source of puns, head-scratching and genuine curiosity after going viral on social media for a Zillow posting that unapologetically features an oak tree growing through the middle of the kitchen.

No explanation, just a modern four-bedroom, three-bathroom home with a living oak tree two feet from the refrigerator.

The home – and the tree – is under contract with a price tag of $899,000, but the roots of the oak’s origin are a bit of a mystery, according to Gulfport Realty owner Stacey Purcell.

“No one really knows why the tree is there actually,” Purcell said.

“It sort of took off after it was posted on Facebook.”

From Facebook to multiple online publications including Newsweek, the posting grabbed online interest with some positive comments, as well as expected negativity.

“We did get some ugly comments, like ‘Why would anyone buy this house?’” Purcell said.

“I have a lot of questions. Most of them involving a tree in the kitchen,” one commenter wrote on “Zillow Gone Wild” on Instagram.

“Where’s the required alligator in the pool? I thought it was a Florida deal breaker,” wrote another.

Nonetheless, the sale is pending with some backup offers in the wings.

“It has lowered the value on the home. Normally a property in that area would be around $1.2 million,” Purcell said. “There is no structural damage visible, but people are hesitant about a giant tree growing through the house.”

It’s unclear if the potential new owners will be keen to preserve the oaky novelty, but Purcell says they are looking into doing a complete remodel.

Q: You write a blend of women’s fiction, romance and mystery. What’s the ultimate message of “The Newcomer”?

MKA: The murder is never the point of the book. That’s what’s the difference between what I’m writing now – I just call it pop fiction, or beach books. Whodunit is not really the point. The point is, what does (the heroine, Letty) want, what is keeping her from getting it, how does she get it and, in the end, how does she end up. That’s the point of all these books: reinvention.

Q: You grew up in St. Petersburg.

What goes through your mind when you visit this area now? It’s changed so much.

MKA: Oh my gosh, if it had been like this when I got out of college, I never would’ve moved away. Downtown when I was a kid was dead. Williams Park was where you caught a bus.

It’s completely changed. Mostly I think for the better.

Is that based on a real place from your past?

MKA: It’s named after a motel I used to stay at up in Destin back in the late 80s, early 90s. All the motels on the Gulf beaches when I was a kid, too. We used to stay in one out at Indian Rocks every summer. I was one of five kids, so every year in July or August we’d rent the place on Indian Rocks.

She graduated from Cortland Jr, Sr. High and was a CNA in St. Petersburg, FL. Diana was a happy, carefree person who was loved by all. Brother Patrick (Kathy) Grinnell of Courtland, NY; a daughter Candice Fowler of Casper, GA; granddaughters Hanna Morales of St. Petersburg, FL; and Halley and Addison Fowler of Cortland, NY.
