Hendra vaccine now available In what is being hailed as a major step forward in the battle against the fatal Hendra virus, the CSIRO, working with drug company Pfizer, has released an equine Hendra vaccine for use across Australia. The release of the vaccine has been fasttracked while data on how long a horse remains immune is being compiled. Australian Veterinary Association president Dr Ben Gardiner said the release of the vaccine was great day for horses. The vaccine has been released under a special Minor Use Permit issued by the Australian Pesticides and Veterinary Medicines Authority (APVMA) . Vets will have to be accredited to give the vaccine in a course of two injections. Horses in the high-risk areas of Queensland and NSW were the first to be vaccinated. "From the vets' perspective this really is a work place health and safety issue," he said. "A database will be established of all vaccinated horses." Dr Gardiner says the vaccine comes as a relief to vets who have been responding to the disease for some years. "They've been wearing the very detailed personal protective equipment and for the moment they'll need to continue to wear that equipment when confronted with a sick

Hendra virus vaccine is now available across Australia but must be administered by accredited veterinarians.

Visit www.health4horses.com.au for more information on the vaccine or talk to your vet. horse, especially in those areas where Hendra is known to exist already," he said. The first release was to veterinary practices within a coastal strip from Cairns to Kempsey, followed by a release throughout NSW and Queensland and from the beginning of December, it was available in other states. The Minor Use Permit places conditions on the supply, possession and use of the vaccine. Under the permit: - the vaccine may only be administered by

veterinarians, - the veterinarian must complete online training before they order the vaccine, - all horses must be microchipped prior to vaccination, and - the microchip and vaccination details must be entered by the veterinarian into the HeV Vaccine National Online Registry (managed by the vaccine manufacturer / supplier) within 48 hours of vaccination, and - any adverse reaction, including lack of efficacy, resulting from the use of the vaccine must be reported to vaccine manufacturer / supplier as soon as possible. The vaccine manufacturer / supplier must record any reported adverse reactions and must fully investigate and report all adverse reactions to the APVMA. A Minor Use Permit is not equivalent to full registration of the vaccine. To reach full registration, a complete data package will need to be submitted by the vaccine manufacturer / supplier to APVMA detailing information on safety, efficacy, duration of protection and small scale application in the field to ensure the vaccine performs with the same level of efficacy in the field as under experimental conditions. David Lovell comments on Hendra vaccine, Pages 14.

The Horse Report Koliptus, a Koala's Tale North Tumbulgum horse breeder Karen Hodges has managed to find time away from her Arabian horses to the write a `novel' message about caring for the environment. Karen, who operates Ramandan Arabians, has just launched her first children's book, Koliptus, a Koala's Tale, which centers around the adventures of a little koala and his native Australia animal friends set against the backdrop of the Tweed Valley's most famous natural feature, Mt Warning. Inspired by the rich natural beauty of the Tweed hinterland, Karen said the message behind the book was to highlight the importance of Australia's natural heritage, especially its flora and fauna. "Koliptus and his animal friends face many challenges which are actually based on current situations such as fires, floods and the encroachment of suburbia," Ms Hodges said. "They come across all sorts of people, particularly some who don't do the right thing. One of the characters who is looking out for them is Ranger Peter from the National Parks and Wildlife Service." Karen said there was significance in having the main character as a koala because they are an endangered species whose habitat is under threat. She said it was also important to aim the book at children and help them understand the importance of preservation and conservation since they would end up being the custodians of the Australian environment in the future. Karen knows a thing or two about koalas, having been involved in many koala rescues in the local area since the 1990s where much of the native habitat was been lost due to housing development. Not only has she written the book but being a talented artist, she also did the illustrations. The first release of the book has already sold out but orders are being taken for the second run through Smudge Publishing. To order visit www.smudgepub.com.au

Vaccination decision rests with horse owners By DAVID LOVELL BVSc Redlands Veterinary Clinic Halleluja it’s finally here - the Hendra vaccine has arrived. Now the choice is yours. We are very fortunate to live in a country where everything is about choice. Each individual is able to choose what they want to do. The first choice many people make is whether or not they are going to own a horse. Once that decision is made, it then opens up a never ending chain of decisions and choice and individuals make those depending on their circumstances and requirements. This is a decision about life or death - it’s that simple. You can choose whether to protect yourself and others, you can choose whether to protect your horse and you can choose whether to protect your business and livelihood. Yes, there are many issues revolving around the vaccine. It has been released somewhat pre-

maturely, before all the proper trials and requirements for registration and availability on the open market. This has been done for one reason - to give people the opportunity to protect themselves, other people, horses and their businesses against the devastating effects of Hendra disease. Hendra virus infection in horses was first recognised in the early 90s. After the triumphant isolation and discovery of the virus, there were initially sporadic cases diagnosed over a period of about 10 years and since then, there has undoubtedly been an increasing number of cases diagnosed each year. Certainly people are much more aware of the disease and veterinarians are quicker to recognise the disease and test for it, however there is more to it than that. Most importantly, there are changes in the dynamics and behaviour of the flying fox population and there are more opportunities for the interaction of a

horse and bat and increased opportunity to contract the disease. This has all occurred in much less than 20 years. No one knows what will happen in the next 20 years but if the trend continues, Hendra could well become more and more of a problem. The virus has been present in the fruit bats for a very long time and appears to be very stable. If the present Hendra virus emerges and changes a little, and becomes an infectious disease in other species, coupled with continuing pressure and changes in the flying fox dynamics, the disease could easily become much more common and be a really serious threat. We are so lucky to have the vaccine available. Commercially, the production of the vaccine was not going to happen as the potential market was quite small and the cost of development of the vaccine is enormous. Fortunately the various governments have committed funds towards the research and so it has progressed. Many are saying now that the vaccine is too expensive and they cannot afford to use it. This sort of logic is unbelievable. The vagaries of human nature and attitudes are incomprehensible. The public has been demanding something be done about Hendra. Something has been done and still no one is happy. What price do horse owners place on a human life. Owning a horse is a very expensive undertaking. The cost of vaccinating your horse and make and protecting all stakeholders is a very small amount relative to the real cost of ownership. Yes, it is a very big "slug" if you happen to have a large number of horses. Everything is relative. If you own a lot of horses, then you are already spending a very large amount. Certainly one of the major issues seems to be the many unknowns about the usage of the vaccine. To have been able to answer those questions would have meant delaying the release of the vaccine for probably at the very least another year.

The authorities took the view that the possible devastating consequences of another human infection were so dire that they allowed a special dispensation for the early release and availability of the vaccine. Doing the trials and obtaining statistically sound results that allow the vaccine to be registered is a very prolonged and expensive process. What it means is that horses have to be vaccinated, and then time elapse before the immunity in horses can be tested. What has to happen is that horses are vaccinated, and then challenged with the disease at various times after the immunisation. So far they have shown excellent efficacy after three months. Soon there will be information available after six months. Similarly tests will be done at 12 months and varying periods of time thereafter. What this means is that the researchers have to maintain a very large pool of horses and wait for time to elapse before they can test the efficacy in each group. Similarly, to validate its safety in breeding animals, and younger foals, they have to wait until they have the requisite groups of horses available and been able to go through the testing process. Do not forget that this is a deadly disease and so bio-security and personal protection for the scientists investigating the vaccine has to be immaculate. Development of a vaccine such as this is extremely expensive. What they do know is that to date, there have been no reported significant adverse reactions in any of the vaccinated horses. They know that it provides an excellent immunity at three months. They know that they have tested the immunity in laboratory animals and found excellent protection for over 12 months. The probability is that the same will apply to horses. Each and every horse owner has a responsibility and a duty of care to take whatever steps are possible to protect themselves, their families, their horse, and their livelihood if that is in any way related to the horse industry.

The Horse Report

NSW falls into line with Australia on property identification codes It is now mandatory for all properties in NSW with one or more resident horses to have property identification codes (PICs). Following the equine influenza (EI) outbreak in 2007, a taskforce representing all major NSW horse industry groups recommended to Governments that PICs for horse properties be introduced. This decision was based on the recognition that it is essential in an emergency involving horses to know where they are located. As a result of this industry consensus, the Chief Veterinary Officers from all jurisdictions agreed in 2008 that PICs should be mandatory for properties with one or more horses. PICs are a well-established national system of property registration used by all States and Territories for other livestock. Many horse properties would already have a PIC as they run other livestock or pay rates to

NSW properties with one or more resident horses on them must now have property identification codes

Livestock Health and Pest Authorities (LHPAs). Extending PICs to all horse properties makes low-cost use of existing administrative systems and databases. The introduction of a PIC system for horse properties brings NSW into line with Queensland, Victoria, Tasmania, South Australia, Western Australia and the Northern Territory. Please note that the introduction of PICs for horse properties does not mean that horses will be subject to any requirements of the National Livestock Identification Scheme (NLIS). It

is not mandatory to supply a PIC before a horse can be bought, sold or moved, nor record the horse's movement on the NLIS database. In time, sections of the horse industry, as part of a biosecurity risk mitigation strategy, may require entrants to provide the PIC of the property the horse normally resides on when attending an event. This has already been introduced in Queensland and for some events in Victoria. It is not the intention of NSW DPI or LHPAs to enforce compliance and it is expected that industry will encourage compliance over time as best practice. Property and horse owners can apply for a PIC through their local Livestock Health and Pest Authority, or applying on line. More information is also available in the Frequently Asked Questions for horse owners on the LHPA website at www.lhpa.org.au

Owners reminded of stallion ID disc use In the interests of public safety Equestrian Australia (EA), with the assistance of the National Sport Committees, is reminding horse owners of Stallion Safe Practice Guidelines for the management of stallions at competitions and public venues. EA requests that all Australian events running under Equestrian Australia and FEI rules, make the use of the horse and float Stallion Identification Discs which are compulsory. These discs are to be worn on both sides of head collars and bridles or on some part of the horse on both sides to identify to others that the horse is a stallion. Stallion identification packs are available for purchase from the Equestrian Australia National Office. The packs consist of: 2 x magnets for trucks/trailers 2 x halter discs (as per point 1 of the guidelines) 2 x bridle discs (as per point 1 of the guidelines) 2 x saddlecloth discs. If you wish to order the packs you can use the EA Stock Order form available on the national website at www.equestrian.org.au

Peter Acton’s method of training is based on over 2000 years of horsemanship, which has in the last century led to the developed awareness of the Classical principles. Over the past 30 years Peter has trained with leading instructors in Australia and overseas, developing his own personalized teaching and training techniques along the way. In 1986, Peter met Nuno Oliveira and was tutored by him in Brisbane, Australia. Nuno Oliveira was the greatest exponent of equestrian art in the 20th century. In his training method he applied the totally indispensable classical (general) principles that were discovered and formulated by the other great and determined people of the previous centuries, and took the art form to an all time high until the time of his death in 1989. After 2000 years of gathered knowledge Oliveira had practiced and perfected the latest and most effective developments in this unique art form. Peter chose to train classically after discovering the classical techniques of the Maestro Oliveira. In 1990 he spent time in Portugal with Joao Oliveira, son of the maestro, riding twice daily at Quinta Do Brejo. On returning to Australia he opened a school of Classical Riding, giving lessons up to seven days a week and offering as many as five school horses specially trained by himself for the benefit of his students. Since 1986 ,Peter has immersed himself theoretically and practically in the art of Classical Equitation. Today in the 21st Century his

role, is showing the equestrian community that the hard earned lessons of the great masters from our history such as Francois Robichon, Alois Podhasky, Baucher, Fillis, De Carpentry etc are now fully understood and can be applied with far greater knowledge and awareness on why it works and exactly how it works to produce a result that is light, honest, beautiful and lasting. Peter says, when you choose to use the Classical principles to educate your horse, you are, quite simply choosing to create a win- win situation everyday you work with your horse. Building relationships and educating animals as whole hearted, sensitive and obliging as horses are, casts a duty on the rider always to seek the horse’s willing participation without damage to the horse’s emotional and physical state. A badly trained rider will always make a horse unhappy and sore. A well trained rider will always know how to place the animal’s emotional and physical wellbeing as a priority. Therefore I invite all people wishing to achieve the horses trust and obedience, who are interested in the best for themselves and their horses to embrace this wonderfully holistic and loving approach to equestrian pursuits. I make the point that correct Classical training will produce excellent results for all horses of any discipline, be that competitive dressage, hacking, showjumping, pony clubbing or pleasure. Classical - Simple Natural Correct. For Further information contact Classical Horses Australia, Cedar Vale on 0427 003 802 .

Vale - DON BAXTER “It is rare to see a rider who is truly passionate about the horse and his training, taking a profound interest in dressage with self-abnegation, and making this extraordinary subtle work one of the dominant motivations of his life" - Nuno Oliveira On Friday, November 23, 2012, the horse world loss such a man when Don Baxter passed away. Passionate about the magnificent Spanish Baroque horses bred at his Omaru Stud at Murwillumbah and introducing many to the beauty and grace of classical dressage Don exemplified what it is to be a true horseman and a great teacher. Nuno Oliveira (himself once mentor and friend to Don), would have said of Don "It was a life well lived" and while the equestrian community who knew Don mourn his passing, for the horses and people whose lives he touched, they are all the better for having known him. - Kathryn Butt

The Horse Report Working with your horse at liberty - yielding to a suggestion By KEN FAULKNER Once your horse knows how to face you and follow you at liberty, you can show the horse you are safe and friendly by rubbing him all over with your hand. If your horse doesn’t like to be rubbed in certain areas you can approach and retreat gently until he becomes used to it. Now you’ll be able to start playing with your horse at liberty and asking him to yield to a suggestion. To yield his forequarters, stand beside your horse with your bellybutton facing towards the horses eye. Stand straight and tall with energy in your body and using a rhythmic motion with your hands point toward the horse’s eye. Put more energy in each motion until the horse tries to take a step to the side. Immediately reward the horses try by stopping and standing relaxed and giving the horse a rub. Ask for a slightly better try from the horse each time until you can turn a complete circle from very little suggestion on your part. If the horse does not respond from the rhythmic motion after three suggestions you may need to bump the horse on the cheek with your hand until he takes a step. Reward immediately and start again, asking for a little more try from the horse each time. The same principle is used to yield the hindquarters. Stand beside your horse with your bellybutton facing the horse’s hip. Use rhythmic suggestions to ask the horse to step his hindquarters across. Try the same technique to back your horse by standing in front of him with your bellybutton facing the horse’s nose and sideways by standing beside your horse with your bellybutton facing the middle of your horse where the saddle would be. Your body position is critical for this exercise, so that the horse can distinguish which part of his body you are asking him to yield. By now you have created a bond and form of communication with your horse which is the basis to build all communication for the future, whether at liberty or online. Reiki for horses By VERONICA BOM, Reiki Master Reiki is one of the oldest holistic healing modalities known to the civilised world. Pronounced Ray-Key, its origins are said to lie in ancient Indian sutra and in Tibetan practices, which are thousands of years old. Rei means universal and Ki is the name for life force energy. Although an ancient technique, Reiki correlates with modern day quantum physics principles which tells us that everything in the universe is connected. Reiki is a hands on technique and assists people and horses to deeply relax which helps the body to repair and rejuvenate. Unlike massage, the person remains fully clothed and after the treatment, experiences deep relaxation and well-being. Other animals, especially horses, are very responsive to Reiki energy. Horses don't have an opinion as to whether it ‘works’ and freely accept the energy as it is applied. Combining Reiki with the application of therapeutic grade, pure essential oils, has resulted in some significant improvements in mood and movement in dressage and race horses. This technique and the application of the essential oils are skills that can be easily learnt and applied by any horse enthusiast. A therapist who is currently working with horses, may benefit from an attunement to Reiki energy and may find that the essential oils compliment their current activities. For more information on Reiki and essential oils for horses, contact Veronica Bom on 0439348281 or email at - lifeforcehorse@gmail.com

Boneo Park gears up for major dressage event in January With a great line up of international judges making their way down to the Mornington Peninsula for the 2013 Credit Suisse Boneo Park CDI*** it is only fitting that event organisers are expecting a number of interstate riders make the journey down south as well. Boneo Park is establishing its way as one of the leading equestrian facilities in the country and the Credit Suisse CDI*** is a hot favourite of riders on the national dressage competition circuit. An added bonus is the spectacular setting Boneo Park shares on the Mornington Peninsula. Last year, riders including Heath and Rozzie Ryan, Sheridyn Ashwood and Tor van den Berge brought their incredible (some, newly imported) horses down to vie against each other for the chance to take home the Peter Horobin Big Tour Championship, with Rozzie taking the crown. Rozzie Ryan, who rode her London Olympic reserve horse, GV Bullwinkle in 2012 at Boneo Park said “The Boneo Park CDI is one of Heath and my favourite events on the calendar, it is a very horse and rider friendly event with world class facilities and lavish hospitality for riders and spectators.

Expect to see these three names and many more down at Boneo Park again in 2013 competing at the highest level of dressage this country has to offer on some of the most athletically thrilling dressage horses in Australia.
