Will green shoots grow into new economic bonds? As Britain and Ireland grow closer in partnership and develop bilateral trade links, the newly flourishing economies have arrived at a crossroads in their relationship. Niall O’Sullivan reports

I

F Britain and Ireland ever took their trade relationship for granted, the global financial crash helped to give them some perspective. It also shocked them back to life. Half a decade later, both Governments claim to be on track towards developing closer and more rewarding ties than ever before thanks to a series of unprecedented developments. The narrative began in 2012 when Taoiseach Enda Kenny and Prime Minister David Cameron promised to embark on “an intensive programme of work aimed at reinforcing the British-Irish relationship over the next decade”. Now, the tangible benefits of that are starting to emerge as both countries take steps towards a landmark partnership in energy trading. The renewed focus on bilateral trade is clear. And the statistics help to explain why that is. More than €1billion of trade flows between Ireland and Britain every week. Yet the economic partners now seem to have arrived at a crossroads as green shoots appear on either side of the Irish Sea. At such a juncture, it is worth considering the lessons that may have been learned since 2008 and what the future might hold.

Would a return to economic stability also pave the way for Britain and Ireland to take their foot off the accelerator once again? “If you asked me that question three or four years ago, I would have said that in Ireland we look at Britain as a market, but we are more interested in the rest of the world and in Europe,” says Steve Aiken, CEO of the British Irish Chamber of Commerce, which was founded in 2011. “And in Britain I remember senior politicians saying we export more to Ireland than to the BRIC countries (Brazil, Russia, India and China) combined, which was seen as an admonition to British businesses to get better. “But since then there has been a realisation that Ireland is still the fifth largest export market for Britain and Britain is the second largest export market for us. And actually it is growing.” That growth came after a sharp contraction of more than a quarter in the trade of goods between 2007 and 2009, supplemented by a 13 per cent drop in the trade of services. But since then exports between Ireland and Britain have enjoyed stable growth. The export of Irish goods has risen by 11 per cent in the

past three years, while services exports have surged by almost 30 per cent. During the same period, British companies have increased their export of goods to Ireland by a fifth, although its services have remained flat. The crash has also amplified changes in the nature of Ireland’s trade relationship with Britain. Meat and dairy products still account for a sizable proportion of Irish trade, but organic chemicals and petroleum have replaced office machinery as Ireland’s most valuable export in the past decade. And Mr Aiken predicts “significant growth” in the trade of energy from Ireland to Britain following the agreement of both Governments to link their energy grids earlier this year. “That will be a good opportunity for Ireland, particularly if we can get ourselves involved in the supply chain side of it,” he adds.

OMETHING that is not likely to change as Britain and Ireland return to economic stability is the importance of the British market to young Irish companies. Benette van Dyk, Barclays Bank Ireland’s Director of Trade Finance, explains that for many Irish companies, expansion into the British market is a rite of passage. “A lot of Irish companies would expand into the UK firstly because it is close and they may have family ties here,” she says. “But secondly, the market is so much bigger in the UK, which has something like 63million people, whereas Ireland only has four-and-a-halfmillion. “The domestic market alone in the UK for manufacturers of goods like agri-food and beverages is very important to the Irish market.” As Ms van Dyk suggests, the trade ties between Ireland and Britain go deeper than pure numbers. The two countries’ trade accounts for around 200,000 jobs on either side of the Irish Sea — a staggering 10 per cent of Ireland’s total employed population. And according to some estimates, there are

at least 40,000 Irish people on the boards of British companies. Meanwhile, the exodus of Ireland’s welleducated young people since the 2008 crash has helped foster a proliferation of Irish business networks in England’s capital, with the London Irish Construction Network, the London Irish Business Society and London Irish Graduate Network joining the more established Irish International Business Network. “We can help when someone comes to the UK for the first time without any contacts or any relationships, and especially now when we are seeing a lot of software and tech professionals coming here,” says IIBN board member Alan Gleeson. “This is a very hard market to break into cold, whereas IIBN can facilitate introductions. We would work quite closely with the Irish Embassy, Enterprise Ireland and other bodies to do that.” He adds: “I am constantly getting calls for quick cups of coffee from people who are looking to understand who I know and whether I can facilitate an introduction.” Networks are just one way in which the Diaspora is helping to rejuvenate the Irish economy.

And Dublin’s decision-makers are beginning to understand their potential, even though Gleeson’s IIBN board colleague Pól Ó Móráin believes they remain “under-exploited”. In September the Irish Government announced it will give financial backing to IIBN’s mentoring programme for young entrepreneurs. “I think this is an initiative that could get very interesting,”says Gleeson.

ESPITE the existing trade links between Ireland and Britain, there are some who would say the relationship’s potential remains under-explored. Such a view featured prominently in a landmark study into the value of the Britain-Ireland economic relationship published this summer. The report, commissioned by both Governments and compiled by PA Consulting Group, outlines a number of sectors, including agri-food, construction and finance, in which both economies could benefit from closer collaboration and knowledge-sharing. The measures would also be straightforward to introduce thanks to the existing infrastructure of industry bodies on either side of the Irish Sea, its authors argue. Even BICC’s Steve Aiken admits all is not “rosy”, adding both Governments must take action to boost the tourism industry. “Even though The Gathering has been a tremendous success, UK numbers of visitors coming to Ireland have remained fairly static and we would like to get that to rise,” he adds. “We would also like to get the number of Irish people coming to Britain to rise as well.” But Aiken is still broadly optimistic about the direction the travel industry is going. “We are beginning to see a much more interconnected, integrated and inter-dependent market,” he says. And based on his experience as the British Government’s former Head of Strategic Trends, he believes the countries’ relationship is unique. “The permanent secretaries and the Secretary Generals from Britain and Ireland’s Government departments all met a couple of weeks ago in Dublin to talk about areas of mutual interest,” he says. “Britain does not do that with anybody else. It does not do that with the Americans. It does not do that with the French. And it does not do that with the Germans. “To me that is a fairly significant indication of the importance both countries place on the relationship and trying to make it grow.” But Chris Gentle, Head of Research at Deloitte, offers an alternative viewpoint. Regardless of where they are now, he believes Britain and Ireland will face significant challenges in the coming years. He foresees “dramatic” changes in the trade relationship. “The volume of trade is likely to stay similar, but in terms of the importance for both countries it is likely to decline because both face a challenge in how they are going to grow wealth in the future,” he explains. “A lot of that is going to be through exports. So although they will still be important trading partners together for historical and geographical reasons, I think both need to look 6

further afield in the future, in the years and decades ahead, to keep generating that wealth to keep living standards up.” “Low-cost commodity goods are the export industries of the past,” he adds. In future, pursuit of the new currency of jobs and growth is likely to come through intellectual propertyled products. While they disagree on the direction, both experts agree on one lesser-discussed benefit of the relationship that Britain enjoys — the US factor. With executives from the likes of Google, Apple and Pfizer passing through their Irish headquarters regularly, the US market has never been more accessible for British companies. “You just have to go down Barrow Street and have a look at what is happening with Google and then look at the opportunities for UK software companies and the rest of it to link directly into that,” says BICC’s Steve Aiken. But for all the areas of mutual gain that exist, there remains one issue that threatens to plunge the British-Irish trade relationship into flux.

Describing it as “the elephant in the room”, chief economist at PWC Esmond Birnie says Britain and Ireland need to address the difference in their attitudes to the EU. “It is something that, perhaps surprisingly, did not get much attention in terms of the statements from David Cameron and Enda Kenny or even in the PA Consultancy report,” he adds. While Birnie believes it is hard to predict what would happen if Britain leaves the EU or continues more in “the opposite direction” to Ireland, he claims the possibility of either is something both countries must discuss. And he’s not the first — or the most senior — person to comment on the issue. As well as the Taoiseach, Ireland’s previous Ambassador to Britain spoke about Britain’s benefits from its relationship with the 28member bloc. Bobby McDonagh, now Ireland’s Ambassador to Italy, detailed how fears about British attitudes to the EU feature in the thoughts of Irish decision-makers by writing an article in the Financial Times on the subject shortly before his departure. So, far from Ireland and Britain ‘taking their foot off the accelerator’ in the coming years, there are those who worry their economic relationship could be tested to the maximum. “If there is any one thing that would be a concern to our current joint business space, it is that we do need to have Britain remaining in Europe and remaining in the heart of Europe,” Steve Aiken admits. “That is one of our key issues that we need to keep on top of.”

The Lexcel practice management standard is only awarded to solicitors who meet the highest management and customer care standards. He adds: “Lexcel accredited practices undergo rigorous independent assessment every year to ensure they meet required standards of excellence in areas such as client care, case management and risk management. MSB has recently partnered with AXA Insurance to provide unique, affordable management liability as well as directors and officers liability insurance cover for British companies, their directors and officers, as well as clubs and associations. “In essence this means that if you face an unexpected Revenue, Environment Agency, HSE investigation or employment tribunal, at least you will not have to worry about the legal costs of defending your position,” says Sean. “This really is a unique selling point for us. The product is brand new and offers important protection for companies and equally importantly, their directors and senior management. Risk is ever present in all businesses now and people need to protect themselves and their businesses. “If a company is charged with, for instance, corporate manslaughter, it is highly likely that individual members of senior management will be charged too.” Sean has particular experience in dealing with HMRC, Environment Agency and VOSA investigations and prosecutions, and is particularly successful when consulted at the outset of the investigation in preventing such investigations turning into prosecutions. His over-riding philosophy is to try to win the case in the interview room, not the courtroom. Sean has many years’ experience of defending individuals who are prosecuted for serious and complex fraud throughout Britain and has been a member of the Specialist Fraud Panel since 2003. His clients are not just based in England but include many from the North of Ireland. Sean has this month also been recognised in The Irish Post’s Legal50 as one of the leading Irish lawyers practising in Britain. Away from the office Sean enjoys supporting Everton Football Club and playing golf. “My father Michael Joe, from Clare, was a lifelong Everton supporter,” he says. “He came to England in 1947 to work on the construction sites. Back then Everton was the big Irish team, and I’ve remained a staunch supporter. My mother is from Kilkenny and we still go home for our holidays to her father’s home place near Mullinavat.”

Notable cases Sean has represented clients for many years on a nationwide basis who face disqualification from driving, either as a result of speeding, other motoring offences or drink driving. Sean was the first lawyer to be called“the loophole lawyer” by the media. In 1991, Sean achieved national prominence as a solicitor when he discovered a loophole in drink driving legislation. Sean was also instructed by the parents
