MCAS Beaufort maintains high level of safety

Alroy Headden is the maintenance control director for Public Works aboard Marine Corps Air Station Beaufort. While attending the national OSHA VPP conference this past year he said what stuck with him is, “They said hold up five fingers on your hand and think about five people who would miss you if you didn’t come home.” Headden and his team at Public Works prioritize safety and protecting their people and contractors who work aboard the air station. It has been nearly a year since Marine Corps Air Station Beaufort’s acceptance ceremony for the Occupational Safety and Health Administration’s Voluntary Protection Program award and star site status. In keeping with the high standard of safety excellence set the previous years, the leaders and personnel of MCAS Beaufort are constantly striving to improve safety standards and risk mitigation. OSHA’s VPP star site award is OSHA’s highest honor, reserved for worksites that exhibit an elite level of safety excellence and have a comprehensive safety and health
management system. “Safety is our business,” said Alroy Headden, the maintenance control director with Public Works. “This base is like a big business and unless we protect our most valuable tools, our people, we fail. Every person on this base is responsible for making sure that their people are safely working, assessing and mitigating risks. We prioritize safety because the most important thing is that we go home to our families at the end of the day.” MCAS Beaufort employs thousands of civilian employees through MCCS, contracting, and permanent personnell. Each Marine and civlian’s safety is taken into account when designing safety programs. “In the next couple of months we are starting a new
safety campaign called Zero Today to carry us into the recertification process,” said Ron Lanoie, the safety director of MCAS Beaufort. “That means zero mishaps; identifying all the risks and hazards, implementing the right controls, for everyone in every section on MCAS Beaufort. All mishaps are preventable. ” The safety office is also in the process of creating a mobile app for safety that is set to become available in the coming month. The MCAS Beaufort Safety app will have a wide range of tips and safety information. They are also slated to create a Job Hazard Analysis book that will include JHA’s for each section aboard the air station. “This means we will have every section on base complete a JHA see vpp page 8

24th MEU executes amphibious landing during Trident Juncture 18

Trident Juncture exercises tactics and procedures in different environments which enables forces to increase readiness and improve interoperability with international partners and allies. Margaret Gale 24th Marine Expeditionary Unit ALVUND BEACH, Norway – The 24th Marine Expeditionary Unit (MEU) conducted an amphibious landing in Alvund, Norway, Oct. 29, 2018, during Exercise Trident Juncture 18. The exercise allowed the MEU to rehearse their amphibious and expeditionary capabilities in a unique environment in support of partner nations. Norway is a NATO Ally and hosted this year’s exercise which provided challenging terrain and weather for the participating Marines. Training in challenging conditions helps acclimate the forces to the elements and enhances their combat readiness. The amphibious landing consisted of a surface assault and an air assault to display the MEU’s ability to rapidly project combat power ashore. Battalion Landing Team 2nd Battalion, 2nd Marine Division arrived ashore with roughly 700 Marines, 12 Amphibious Assault Vehicles, six Light Armored Vehicles, and 21 High Mo-
bility Multipurpose Wheeled Vehicles, all designed to increase the lethality of the infantry Marines. Marines arrived at the beach landing site and transitioned to follow on operations at subsequent objectives around Alvund. All operations were conducted within the exercise scenario against mock enemy forces which required the Marines to make decisions in real time. “We came to the North Atlantic looking for a challenge and Trident Juncture delivered; throughout the exercise the environment forced us to be flexible and adaptive,” said Maj. Anthony Bariletti, the 24th MEU operations officer. “It is the adaptability that makes Marine Expeditionary Units such a lethal crisis response force. As Marines, we gain our lethality from the ability to operate as part of a naval integrated team. The ability to conduct amphibious operations in the premier core competency of our service and this exercise provided an outstanding opportunity for the 24th MEU to hone its skills and prepare for combat as a forward deployed, sea-based Ma-
rine Air-Ground Task Force.” Throughout the training exercise, the MEU was able to provide strategic speed and agility while operating in international waters and retaining flexibility in support of NATO Allies and partners. Trident Juncture allowed the Marines to operate from the sea with their Navy counterparts and increase interoperability. The success of Trident Juncture will lead to more combat-ready forces capable of proficiently supporting combat operations and humanitarian activities across the globe. “I’m extremely proud of how hard the Marines and Sailors have been working throughout the exercise,” said Sgt. Maj. Christopher Garza, the 24th MEU sergeant major. “They have endured the challenging cold weather conditions and long work days. It’s great to come together and display our capabilities as a MEU and the Marines and Sailors are the ones who make it happen. All the training and preparation they put in has paid off and my hat’s off to them on a job well done up to this point.”

Afterburners hosted a Halloween party for Marines, Sailors, and their families aboard Marine Corps Air Station Beaufort, Oct. 31. There was a DJ, a bar, karaoke, and a costume contest. The winner of the costume contest recieved $100 for their costume as a storm trooper. The event was held to boost morale and foster camaraderie.

The event is usually conducted in the office buildings around base but this year the event was held in a parking lot so Marines could decorate their trunks and set a more festive atmosphere.

and how to mitigate those hazards or risks,” Lanoie said. “Then each section will get a copy of that book with all the JHAs in it. It’s a means of sharing best ideas and practices from one shop to another and adopt those practices.” Lanoie and many of the members on his team and section leaders around the base know that safety is a continuous process that builds upon itself. For example, not too long ago a fuels barge was being lifted from the water by a series of cables when one of them snapped and a Marine fell overboard. The Marine was safely pulled from the water and wearing proper personal protection equipment. “That’s what we call a near miss,” Headden said. “That man was very lucky that he was unharmed, wearing PPE and a strong swimmer. We take near misses very seriously so we began thinking and looking at other systems we can use instead of those cables to raise the barges.” The team at Public Works decided that new docks that use air to lower and raise the barges instead of the cables were needed. They began researching and getting quotes. In the not too distant future, the current docks for the fuels barges will be replaced with new docks, completely getting rid of the cables and the associated risks. “The biggest issue with any safety program is complacency,” Lanoie said. “We end up getting complacent and things revert back to the way they were. We can’t have that happen. It takes someone who is able to think outside of the box and have a mindset that says ‘we can always improve.’ We are always mission first, but we know that we need to do that mission as safely as possible.” By creating a book, mobile app and new safety campaign “Zero Today,” MCAS Beaufort continues to make strides toward improving the safety measurements already set in place. By learning from and looking out for each other, MCAS Beaufort will continue to be and OSHA Star Site for many years to come. “Here at MCAS Beaufort the most important asset we have is our people,” Lanoie said. “We need to take care of them; we need them to realize that every injury and every mishap is preventable. Safety is a grassroots effort, we need everyone involved and everyone has ownership of their own and their co-worker’s safety. Every single person here has the ability to improve our safety standards and make MCAS Beaufort better.”
