La Feria News talked with La Feria’s City Manager, Jaime Sandavol to discuss some of the projects that have been approved to be underway. These projects, along with others are part of the City of La Feria’s Capital Improvements Projects for FY21-22. Here’s a look at what to see happening in La Feria. New Police Department Facility The first project explained was on the new Police Department Facility that is currently located at 115 E Commercial Ave. The City plans to build a stand-alone Police department building for our Officers, and turn the old one into the new Public Works Facility. The new building will be across the street from the Dollar General off of N Canal St. and right by the railroad tracks. Sandavol stated that they are currently getting ready to advertise for architectural services to begin blueprints and get an idea of what they’ll be able to afford for the new building. City-Wide Storm Drainage Improvements Due to the consistent flooding in the past years, the city has approved

a one-million-dollar project for phase one of improving the flooding areas in La Feria. The first section will be from the Expressway down Main St. to Business 83. Then Canal St. from Bus. 83 to Expressway. This will include some areas going west of Canal St., Sandavol says. On the Southside of Business 83, he mentioned that they’ll be working on the drainage from S. Parker Rd. down to Kiester Ln. and as well as S 506. Sandavol explains, “We would be addressing some of the areas (South) of 506... Right here in the downtown area.” South of business 83 and all the way down to where the new subdivisions will be located, near Our Lady of Lake University. He mentioned that the project is currently under the design process, but says “Hopefully we will have something in the next 60 days, so we can start moving on those projects before hurricane season starts.”

He also mentioned that the wastewater plant has already been completed. They upgraded and

replaced a lot of the motors for the wastewaters machinery which makes a much more efficient process. Park Improvements Both Veterans Memorial Park & Scott Sloan Park will be seeing updates as well. Sandavol says they should have bathrooms installed within the coming weeks. He explains that the bathrooms at the parks are much needed so people can enjoy the parks better. Both parks will also have resurfaced basketball courts and

Insights on who’s producing our nation’s food, fiber and fuel

A new U.S. Department of Agriculture (USDA) report on America’s Diverse Family Farms provides some interesting insights on who’s producing our nation’s food, fiber and fuel. Keep in mind USDA defines a “farm” as “any place that, during a given year, produced

and sold (or normally would have produced or sold) at least $1,000 of agricultural products” in Gross Cash Farm Income. Using this definition, USDA counted 2,010,663 total farms in the report. If you do the math, one single farm produces food and fiber for 165 people. Nearly all of the farms are family operations. Surprised? Ninety eight percent of all farms are classified as family enterprises. So much for

the cries of a faceless, corporate agriculture. The report drills down even further. It says 89% of farms are defined as small farms. These smaller farms tend to be less reliant upon farm income for their living. Small farms operate 48% of the land while accounting for 20% of the value of production. The remaining 11% of farms are considered mid-sized and largescale farms. They operate on 52% of the

land and account for 80% of production. These farms tend to be comprised of full-time farm families earning their living from the farm. Americans are blessed with the abundance of what these farms produce. Americans spend less than 5% of average per capita income on food at home—the lowest in the world, according to Farm Policy Facts. We are blessed indeed.

On Saturday, February 12th the La Feria Veterans Memorial Monument Committee participated at the Annual RGV Old Farm Equipment Club Tractor Ride at the American Legion parking lot as an informational booth. The Committee had its memorial pavers on display and applications on hand for anyone who would

like to purchase one. The Committee also had a Valentine’s Day “gift basket” Raffle at $5.00 donation. The “Sweet Heart” couple who took home the nice basket was Mr. and Mrs. John Sullivan from Cedar Rapids, Iowa. They also reside at the VIPLa Feria RV Park in La Feria. The Committee would like to acknowledge with a

JUAN V. “JV” GARCIA DEMOCRATIC CANDIDATE FOR CAMERON COUNTY COMMISSIONERS’ COURT PRECINCT #4

Shine A Light RGV can be considered a conservative blog. So, I would never have thought about interviewing a Democrat. But, candidate J.V. Garcia considers himself a conservative Democrat, so I decided to interview him. J.V. Garcia is 40 years old, married with two children. He was born and raised in San Benito who now lives in Harlingen, which qualifies him to be a candidate for County Commissioner for Precinct #4. But, his qualifications do not end there. He is a licensed civil engineer in New Mexico, Oklahoma, Louisiana, Alabama, Florida and Texas. He has been licensed for 15 years and has his own engineering business in Harlingen. Mr. Garcia and I spoke about several issues relating to Precinct #4. However, through my own decision, I decided to focus on the flooding problems within the precinct. I was a life-long resident of Harlingen up until 2020 and I am familiar with the flooding issues associated with the area that Precinct #4 represents and one thing I know is that for several decades, the Santa Rosa/Tio Cano area has experienced flooding over and over again and nobody has fixed the problem. Mr. Garcia takes the flooding problems very seriously. He admires the resolve of those who live within the area and feels that it is time to fix the problem. When I ran for Congress, I was also concerned wih the same issue and had made a decision that if elected, I would work with the local community to

finally address the flooding. Mr. Garcia feels the same way. But, he has more to bring to the table other than making a commitment, he has the experience, training and education to actually fix it. In my opinion, Mr. Garcia is the only qualified candidate, both Democrat or Republican, since he is the only candidate who is a civil engineer. He says that with proper funding and support, he can address the flooding in the area and strongly feels that if the flooding problem is addressed, it will help in reducing other commonly flooded areas in Cameron and Hidalgo counties because the flooding issues in the area between Santa Rosa and La Feria is “ground zero” when it comes to flooding in the RGV. He is so adamant about his reference “ground zero”, that he has a Facebook page called Reinvent Harlingen Drainage because he wants to keep people updated of the problem and his ideas for fixing it. What Mr. Garcia has discovered regarding the flooding issue may be something that many of the residents of Precinct #4 may or may not be familiar with. He says that in the early 20th century,the area ofTioCano and La Torre was essentially a dried lake bed and that when farmers discovered that it was too flood prone to grow crops, they decided to sell the land for residential use, with Cameron County’s blessing and that blessing continues to this day. Mr.Garcia feels that as long as Cameron County continues to allow the ongoing approval for residential properties being

built, the flooding problem will never be fixed. When I refer to the flooding issue being ‘blessed’ is based on what is written and approve by Cameron County for decades when someone decides to build a home in the area. Mr. Garcia read to me what is written on a property description when someone is approved to build a home in the area: “The State of Texas, County of Cameron,. Cameron County Drainage District No. 5 hereby approves this subdivision on the condition that it does not warrant the adequacY of its drainage system in case of heavy rainfall and that it will not be called upon by present and future owners of any lot or lots in this subdivision to correct any drainage or flooding problems on any of the lots of said subdivision In addition, according to the documentation provided by Mr. Garcia, it states, “…Cameron County shall not be responsible for maintaining drainage improvements within the dedicated use of this plat” My interpretation is based on what was provided to me, it seems to indicate that nobody. Neither the State of Texas, Cameron County and Cameron County Drainage District #5 are responsible for the consistent flooding within Precinct #4. Maybe it’s just my interpretation but the flooding issue in northern Cameron county is the biggest and most obvious example of passing the buck. How is it even possible that as property taxes increase, none of that money is being used to address the problem

because of a loophole created and acknowledged by the Cameron County government. Not only is that happening, but, in my opinion, those who purchase property within the subdivision affected may be taken advantage of due to the fine print. Maybe it is just me, but it appears that their is a clear reason why the residents of Precinct #4 repeatedly suffer from flooding justabout every year, if not several times a year. How is that fair to those residents when for decades you have had elected officials promising to fix the problem knowing full well that as a representative of that precinct, they have no actual obligation to fix the flooding and drainage. In addition, Mr. Garcia, as a citizen reached out to the incumbent, Gus Ruiz, who essentially indicated that nothing could be done. He also reached out to County Judge Eddi Trevino via email to make inquiries on how to address the issue, but has never received a response. It is because of this lack of action by Cameron County government officials that Mr. Garcia decided to run for office. He is currently part of a national group known as Anthropozene Alliance, . Which is working across the country to address issues such as the one occurring in Drainage District #5 in order to prevent such loopholes from taking advantage of residents and deflecting responsibility to nobody and to hopefully end the flooding. Mr. Garcia says that his “expertise” in this matter and his civil engineer training will address the problem. He knows that it will have to be baby steps, but he is ready to tackle the issue. The way I see it, it is better to elect a county commissioner that not only knows what the problem is, he knows how to fix it and, as a private citizen, is working to fix it. It is more than obvious that the obstacles are there and it is long past time for the residents of Precinct 4 to have their biggest concern—flooding—be finally addressed. I lived in Precinct 4 for the majority of my life and I know what the flooding issues are. I also

have friends directly in the middle of the flood zone and have repeatedly heard their frustration. As you may be aware, the Commissioners’ Court gave themselves a hefty salary increas last year. What you may not know is that there was an increase of approximately $1 million dollars in property tax revenue. If i get this right, it was mor important for the Commissioners’ Court to give themselves a hefty sum of money and it was more important to start the process of building an unneeded convention center on Highway 100, than it was to address flooding. There is a problem with that and it it is my opinion that it is time to clean house. Mr. Garcia, is fully aware of the other issues plaguing Cameron County and is ready to address them. But, his “priority” is addressing the flooding first and foremost. My heart goes out to those residents in Precinct 4 and those living in Drainage District #5. In my younger days, as part of my job at the time, I had to travel to the Tio Cano area many times and it never ceased to amaze me how many times I saw that area under water. This was something I expressed to Mr. Garcia and instead of the situation getting better, it appears to be getting worse. Mr. Garcia’s response was something I had not heard before from any candidate in Cameron County,where Mr. Garcia, said that even if he is not elected, he will continue to address the problem and is ready to testify before the Texas Legislature, along with the residents affected so that it stops being an issue that has been repeatedly put on the backburner by a loophole. Mr. Garcia has made it

quite evident that running for county commissioner is not about his personal goals, it’s about actually serving the residents of Precinct 4. It does not matter to him whether a residen is Democrat or Republican, what matters to him is that every resident benefits from his service to them. As a former congressional candidate of the same mindset, that is something that I can agree with. In today’s political climate, that belief may sound idealistic. And that is the problem, voters need to actually believe that there are candidates out there who are willing to just speak words that mean nothing, Instead, need to know that there are candidates out there, like Mr. Garcia, who are ready to put them first. Mr. Garcia has not only brought the issue into the spotlight, he also has a solution. As I indicated at the start of this post, I want to say that Shine A Light RGV is a blog that believes in bringing information to the public. As the admin of this page, i am a conservative and mostly focus on conservative issues. But, there are going to be times where I have to express my opinion in defense of the people. That means that I have to set my party affiliation aside. With this in mind, based on what I have learned about Mr. Garcia and his extensive training and experience, I have reason to believe that he has the know-how to finally address the flooding problems. But, i also expect him, if elected, to encounter roadblocks in trying to fix the problem. After all, government bureaucracy has been the chief contributor to the prevention of fixing the flooding issue.

Lionettes looking to capture top seed in district The Lionettes look to move up from the number three seed. After kicking off district with a big win over Frontier 9-0, La Feria continued their dominant run over big teams such as Port Isabel, Brownsville Jubilee

and Harmony School of Innovation. Throughout the District schedule, The Lionettes scored 24 straight unanswered goals before suffering their first District loss to IDEA Riverview 4-0. Now as we approach

the second half of District Play, the Lionettes look to bounce back after their loss to the Riverview Lady Rockets. The second half of District begins February 18 against Frontier at home before traveling to Port Isabel

on February 22. March 1st, the Lionettes host the Jubilee Lady Titans and then the HSI Lady Wildcats on March 4th. March 8th, the Lionettes will take on the Riverview to try and bounce back. La Feria will wrap up the regular season

March 11 against Rio Hondo. With a tough Lionettes squad, La Feria looks to continue their district dominance and capture the number one seed in 32-4A
