2022 State of the Port Address
Continued Progress at the Port of Brownsville Provides Positive Outlook for the RGV Economy
Brownsville Navigation District Chairman Sergio Tito Lopez delivers his remarks during the 2022 State of the Port Address held March 24, 2022, at the Rancho Viejo Convention Center in Rancho Viejo, TX.
BROWNSVILLE, Texas – March 24, 2022 —The Port of Brownsville remains a stronghold for the Rio Grande Valley’s economy providing record-setting tonnage and robust operating revenues for FY 2021. Brownsville Navigation District Board Chairman Sergio Tito Lopez highlighted these achievements at the 2022 State of the Port Address held today at the Rancho Viejo Convention Center in Rancho Viejo, TX. The unaudited operating revenues for
FY 2021 surpassed the $30 million mark for the second consecutive year at $34 million, while cargo tonnage amounted to 13.8 million tons, breaking a previous record of 11.6 million in 2020. “The Port of Brownsville remains strong and focused on its mission. We have not only remained open for business, but we have also grown,” said Lopez. “As vessels continue to bring more cargo, more jobs are created and sustained. We continue to invest in the port to attract
new industries and support economic stability to ensure good-paying jobs.” Dr. M. Ray Perryman, economist, President and CEO of the Perryman Group, was the keynote speaker at the event attended by port stakeholders, members of the business community and local leadership. Dr. Perryman provided an economic forecast for the Port of Brownsville and the Rio Grande Valley. For the ninth consecutive year, the
port’s Foreign Trade Zone No. 62 ranked in the top three out of 193 FTZs in the nation for the value of exports, according to the U.S. Foreign Trade Zones Board’s Annual Report to Congress. Additionally, FTZ No. 62 ranked 21st nationally for the value of imports totaling more than $3 billion. This increased activity at the port across its diverse businesses tested its logistical capabilities and provided favorable results. Multimodal services at the port provided the smooth transportation of commodities to service a wide range of industries in the U.S. and Mexico. Vessel traffic through the Brownsville Ship Channel increased by 11 percent. Throughout 2020, 1,671 vessels called on the port, and in 2021 that number increased to 1,855. The Brownsville and Rio Grande International Railroad, operated by OmniTRAX, ended 2021 with an all-time high of 65,865 loaded railcars handled, a 22 percent increase from 2020. Throughout 2021, the port registered 438,000
truck movements representing an average of 1,200 truck movements per day. Among the industries at the port, wind energy components remain a mainstay, as moving nacelles, hubs, tower sections and the world’s longest windmill blades continue their route through the port to their destination. The ever-growing steel sector at the port registered a record of 4.3 million tons of steel products moved while petroleumbased commodities represented nearly 50 percent of the total cargo moved with 6.3 million tons. Ship recycling activities continued with All Star Metals, International Shipbreaking Ltd., and SteelCoast, the nation’s leading ship recyclers, securing a steady stream of contracts from the U.S. government and the private sector. In 2021, ISL was awarded a contract from the U.S. Navy to recycle the USS Kitty Hawk and the USS John F. Kennedy, representing the fourth and fifth aircraft carriers to be recycled by the company. The USS
Kitty Hawk is currently en route to the Port of Brownsville and is expected to arrive in May. In early March, the Port of Brownsville held a ribbon cutting ceremony for the South Port Connector Road, the Rio Grande Valley’s newest international trade route. “The increasing activity at the port has demonstrated that the Port of Brownsville is the economic engine for the Rio Grande Valley. In the last 8 years, we’ve invested more than $100 million in the construction and rehabilitation of docks, port facilities and equipment, utility infrastructure, roads, patios, and laydown yards,” said Lopez. “These improvements have been exclusively funded using port revenues, and not at the expense of the taxpayer.” Growth continues at the port with a major terminal development for the efficient loading of open-top gondola railcars for steel slab shipments to Mexico and the expansion of liquid storage capacity, currently at 6.9 million barrels.
Ask Our Dentists by DR. ADAM LALONDE
Q: I recently saw my dentist back home & found that there are different types of cleanings. I required a more advanced cleaning. Can you explain the different cleanings in a basic & easy to understand way? ANSWERED by DR.ADAM LALONDE:
There are different types of cleanings depending on whether patient has a healthy mouth, gingivitis or periodontal disease. Bi-Annual Routine Cleaning/ Polish: The most common type of routine cleaning reserved for patients with healthy mouths. Dr. Adam Lalonde Typically done every 6 months but can be recommended every 3 months for some patients. Extensive “Debridement” Cleaning: This type of cleaning is usually only necessary when a patient has not had his/her teeth cleaned in more than a year, or if there is heavy calculus/mineral deposits under the gum line fused to the tooth & roots. This type of cleaning requires a longer appointment. Scaling & Root Planing: This type of cleaning is more invasive. It is necessary in moderate-advanced stages of gum disease when bone loss & pocketing occur & when mineral deposits have fused deeper down the root surface. So there you have it, a gamut of teeth cleaning possibilities. Your dentist will recommend the cleaning that is appropriate for you after a thorough exam & x-rays. Once your teeth have been cleaned & returned to “normal” state of hygiene, it is important to keep up with regular dental check-ups as recommended. Staying Perfect By Ruben Rodriguez Los Fresnos News
On Tuesday, Another Round of 32-6A Baseball took place as The Los Fresnos Falcons hosted the Brownsville Rivera Raiders for the fifth district game of 2022. The Falcons swept the Raiders in 2021 by a score of 12-0 on March 8, then on April 5 by a score of 13-3. Los Fresnos, who was 4-0 heading into the matchup, was looking to stay undefeated, however Rivera got the scoring started first with a RBI Single. Los Fresnos responded, scoring a run in the top of the second inning. The Third inning saw the Falcon Offense explode out of the gates with four runs coming in. Rivera again responded with three runs to make it a 5-5
ballgame after three complete innings. Los Fresnos regained the lead with a run in the top of the fourth and maintained a 6-5 lead until Rivera scored two runs in the bottom of the fifth to make it 7-6 at the end of five innings. Los Fresnos, known for always having a potent offense, took control with another four run surge in the top of sixth to make it a 10-7 lead. Rivera then scored another run to cut the lead down to two. Los Fresnos held Rivera scoreless at the bottom of the seventh to capture the win 10-8 Senior Ace Matthew Padilla took the win, and despite allowing eight runs and 11 hits, still maintained a dominant presence on the mound with eight strikeouts. Padilla, Diego Cantu, Hector Muniz and Juan Garcia
all collected hits to lead Los Fresnos to their fifth straight District Win. Los Fresnos had 10 runs off 11 hits and one error, while Rivera had eight runs off 11 hits and no errors. The Falcons improve to 15-5 overall, 5-0 in District Play. In what was a crazy night for Valley Baseball, which saw three unbeaten teams lose their first district games, Los Fresnos managed to remain undefeated in 32-6A alongside Weslaco, who sparked a seventh inning comeback against Harlingen to remain unbeaten. The Two Unbeatens will clash next Tuesday in Los Fresnos, but first the Falcons will host the Raiders for their second and Final District Meeting on Friday in Los Fresnos.

Reaping
When darkness deepens on darkest nights, And makes us yearn for day, When fears and cares and doubts arise, We can bow our heads and pray. There is a living, loving Light, That can guide us on our way. He is the Son of God above. We should so love to cultivate, For anger sowed just brings forth hate. It is the truth that we should know, For what we reap is what we sow. For a much better world, A better world so far, Be like the Wise Men And follow His star.

UT Health RGV's Gomez Talks About Neurology for Multiple Sclerosis Month
UTRGV School of Medicine Institute of Neuroscience in Harlingen (ION). (UTRGV Photo by David Pike) By Saira Cabrera RIO GRANDE VALLEY, TEXAS – MARCH 28, 2022 – March is Multiple Sclerosis Awareness Month, so to bring awareness to the neuroinflammatory disorder, UT Health RGV neurologist Dr. Francisco Pascual Gomez will discuss MS and efforts to provide services for the Valley and beyond. Gomez, a multiple sclerosis specialist, assistant professor of Neurology, and Neurology clerkship director at the UTRGV School of Medicine, is one of just two specialists in the Valley focused on MS. MS is a disorder of the central nervous system in which the immune system damages myelin, the protective covering of nerves.
"In basic terms, multiple sclerosis causes inflammation in the brain or spinal cord, even in the optic nerves,” Gomez said. “That inflammation causes damage and leads to disability if not treated early." There are more than 2.3 million people diagnosed with MS worldwide today.
than women if they get it." It is crucial for younger people to be aware of their symptoms, he said, and to work with their primary care provider or neurologist, to have the best quality of life possible.
or more. • Problems holding your bladder. • Weakness, numbness, or tingling that doesn't quite fit a pattern – for example, numbness in one arm and weakness or numbness in the opposite leg. "Many MS symptoms can be mimicked by other conditions, especially in an older patient, but those are things that you should look for,” Gomez said. “If you notice these symptoms, you should go to your primary care doctor to be referred to a neurologist. This is not an easy disease to diagnose, and misdiagnosis is common."
MS IN YOUNG ADULTS Most often, it is younger adults who tend to be diagnosed with the disease. "Some of the things we see with multiple sclerosis is that it affects younger people," Gomez said. "These younger patients tend to be in their early 20s and into their 40s." Women are more likely to get MS than men, he said, "at almost a three-toone ratio. “But it tends to affect men more severely
POSSIBLE SYMPTOMS Gomez said there are some key signs to look out for. • Blurred vision to the point that one eye does not see the same as the other. • Loss of vision in one eye, even if transient (meaning it comes and goes in a matter of hours to days). • Problems with balance. As you walk, if you stumble and don't know where your foot is going. • Vertigo in younger people that lasts hours
CARE CLOSE TO HOME Because MS is a rare neurological disorder, it is even rarer for Valley communities to have “close to home” medical services to diagnose and treat it. “There are just not enough neurologists in the Valley for the patients who need care,” Gomez said. “So, at UTRGV, we are trying to bridge that gap in care. And that goes for all neurologic disorders.” Before the UTRGV Institute of Neuroscience in Harlingen (ION) existed, neurological patients had to travel outside of the Valley to find treatment for MS and its symptoms. Today, Gomez said, he and other UT Health RGV neurologists and medical staff are available
every day,” said Deputy Executive Commissioner Scott Schalchlin with Texas HHSC’s Health and Specialty Care System. HHSC partnered with Dell Medical School at The University of Texas at Austin to design and construct the new hospital and develop an innovative model for a continuum of care. It will have private rooms for each patient and natural light throughout the building to promote recovery. There will be ten 24-bed units that each have therapy rooms, classrooms, exercise rooms, an activity/ multipurpose room, and other therapy spaces. The first floor of the
hospital will feature social interaction spaces including a café, gym, music and art room, chapel and salon. Outside, there will be basketball courts, walking trails and outdoor exercise equipment to relieve stress and anxiety. “This milestone gets us one step closer to realizing a shared vision for a seamless continuum of care to support those suffering from mental health issues in Texas,” said Stephen Strakowski, MD, a professor and associate vice president for Regional Mental Health at Dell Medical School and ASH Redesign leader. “The goal is,
and has always been, to improve the lives of individuals and families, and it’s exciting to see the future of mental health care taking shape in Austin.” The total cost for the new hospital is approximately $305 million. It is part of more than $1 billion that the Texas Legislature and Gov. Greg Abbott have dedicated to the revitalization of the state psychiatric hospital system. The funding is being used for the construction and renovation of state hospitals in Austin, Kerrville, Rusk and San Antonio, as well as
at ION to help manage MS symptoms and improve a patient’s quality of life. “In just a short amount of time, the treatment choices for MS have expanded and continue to expand,” Gomez said. “Our goal at ION is to bring that care close to home, centered all in one place.” Dr. Michael B. Hocker, dean of the UTRGV School of Medicine and senior vice president for UT Health RGV, said one of the School of Medicine’s priorities is to bring specialists and top researchers to the

HHSC Celebrates Construction Milestone AUSTIN – The Texas Health and Human Services Commission today announced the structural completion of a new 240-bed hospital at Austin State Hospital (ASH). This morning a construction crane placed the final beam atop the three-story building. Once construction is completed in November 2023, the building will replace the current hospital and allow staff to provide psychiatric care under one roof, instead of multiple buildings. “We are excited to soon have a modern hospital that matches the state-of-the-art care we provide to our patients
community, like Gomez and the rest of ION’s faculty and staff. “We have great people here with a passion for serving the needs of our communities,” Hocker said. “Together, we will continue to transform the health of the Rio Grande Valley. It is exciting to know that we will continue to develop life-changing research at UTRGV and the School of Medicine, and that those discoveries will potentially get us closer to finding a cure for MS and other neurological disorders.”
the construction of new hospitals in Houston and Dallas. Construction was recently completed on the John S. Dunn Behavioral Sciences Center in Houston, the newest facility in the state hospital system. Combined, the construction projects will add at least 500 new inpatient psychiatric beds in Texas within the next four years. Visuals Images are available of the ongoing construction and the “topping out” ceremony held today. A virtual 3D tour of the hospital is also available.
About Austin State Hospital Austin State Hospital has been operating since 1861 and is the oldest hospital in Texas for the care and treatment of people with mental illness. ASH provides inpatient psychiatric care to Texans in central Texas. The hospital also provides competency restoration services for people who have been determined incompetent to stand trial and long-term treatment for individuals who have been found not guilty by reason of insanity. Austin State Hospital is among 11 state hospitals that HHSC owns.
