he State Government has released a “comprehensive plan” it says will take charge of the State’s energy future.

SA Premier Jay Weatherill unveiled the “South Australian Power for South Australians” plan on Tuesday, which aims to ensure more of the State’s power is sourced, generated and controlled in South Australia. BHP Billiton has been vocal about South Australia’s power problems since widespread outages in September and October last year saw the local Olympic Dam site without electricity for just over two weeks. In its response to the Independent Review into the Future Security of the National Electricity Market (NEM) released earlier this month,

BHP Billiton remained critical of the NEM and reiterated the damage an unstable supply has caused to its Olympic Dam operation. “Increasing energy prices and supply disruptions hinder the competitiveness of Australian business and threaten future investment,” the submission said. “System instability in South Australia, for example, is expected to cost Olympic Dam US$135 million this financial year (including $105M attributable to power outage). “This impost has nearly negated the year-to-date profitability of Olympic Dam (given that the asset recorded an underlying EBIT for the half year ended 31 December 2016 of $16 million). The State Government’s $550 million plan will include:

• Building Australia’s largest battery to store energy from the wind and sun • Building a government-owned 250MW gas-fired power plant to provide emergency back-up power and system stability services • Introducing new ministerial powers to direct the market to operate in the interests of South Australians • Incentivising increased gas production to ensure more of the State’s gas is sourced and used in South Australia • Introducing an Energy Security Target to ensure the State’s power system uses more clean, secure energy generated in South Australia, and • Using the government’s purchasing power through its own electricity contract to attract a new power generator, increasing competition in the market.
