Roxby reaches $1M

Roxby RoadSafe enterprises ahead ROXBY DOWNS...A number of Roxby RoadSafe initiatives are being considered following the group’s meeting earlier this month.

Roxby RoadSafe committee chairman Father Jim Monaghan this week outlined some of the events planned.

“We’ll be officially launching our new banner which was on display during the meeting,” Fr Monaghan said.

“We’ll soon be putting it on public display on Olympic Way,” he added.

“Volunteers will be sought to help us put it in place in coming weeks.

“In terms of possible events, we’re exploring the possibility of a mediation between younger drivers and Hermit Street residents.”

The mediation will involve residents addressing Year 10 and 11 students at Roxby Downs Area School.

A number of concerned Hermit Street residents attended the meeting to share their thoughts about the construction of roundabouts on the intersections with Wirrda St and Kenneberry Crs. “We’re all grateful to see work commence on the roundabouts,” Fr Monaghan said.

“But we’re yet to see that they will completely solve the problem of speeding drivers – particularly in the eastern end.

“The group will meet again in December to review the situation and see if the problem has been fixed.”

Other topics of discussion included the completion of a new footpath in Finnis St. “The group was very pleased to see the project finished,” Fr Monaghan said.

“We all look forward to seeing other damaged footpaths in the town being repaired as well.”

Dear Editor, If only Barry Wakelin (August 12, 2004) had taken the trouble to investigate the whole Federal dump proposal in detail, he would have known that the South Australian and particularly the Central–North communities were being intentionally misled.

An analysis of the Environmental Impact Statement and Supplement revealed that a number of dangerous and long-lived nuclides (not mentioned in previous discussions) were destined for the so-called ‘low-level dump’, with over 40 times the original radiation emission.

A draft of scientific, expert information sent from overseas, clearly demonstrated that the proposed dump was not only archaic but also totally irresponsible.

In referring to Olympic Dam, Barry Wakelin omits the fact that Premier Rann refers only to the very small amount of South Australian waste as being “possibly” suitable for disposal at Olympic Dam with the sanction of Local Communities and under the very stringent conditions of ‘World’s Best Practise’ in contrast to the Federal Government’s plan.

The South Australian Government also has the option of Radium Hill – a declared and gazetted ‘radioactive repository’ which answers every criteria required for the safe disposal of South Australian waste.

The nuclear medicine sham is a complete beat-up, designed to appeal to the emotions of the public, as the necessary isotopes can be produced by non-nuclear means, or imported.

I feel Barry Wakelin’s statements should reflect the views of his electorate, and not those of his peers in Canberra.

Editor of The Monitor Your Community Newspaper Bob Dylan knew what he was talking about when he said ‘the times, they are a’changing’ – and that’s certainly true for our region right at this moment.

I could quote a whole bunch of songs here – ‘you gotta fight, for your right’, ‘stand up’, ‘you gotta roll with the punches’ - but you get the picture.

It’s time to be part of something, take some ownership, and make sure that the changes happening around us are changes you want to live with.

There’s the obvious issues, of course, changes at Olympic Dam – perhaps open-cut mining, or possibly even radioactive waste storage – Roxby Downs’ Community Plan and the many proposals that will come attached with it - then there’s the little things.

And, to quote another song – “it’s the little things that kill”.

Although I don’t think apathy is a little thing - I think it’s a spreading, tentacular monster that pervades every part of our lives.

Why are people so adverse to doing the little things?

The little things like joining Clean-Up Australia Day, or helping out at Auction Day, or just spending a little time at your child’s school reading with the local kids.

A little time now, a little involvement, can mean the changes ahead will work for you and for your community.

At The Monitor we’re going through some changes too, the most obvious being the addition of journalist Andrea Nielsen to our local team.

Despite moving to Gladstone in the Flinders Ranges with my family, I will still be editing the newspaper and contributing to editorial as usual – I’ll also be a regular face around the place every fortnight.

While I’m fading into the background a little to concentrate on the future of the newspaper and how we can improve our service to the wider Far North community, Mandie Arnold will be stepping up to take on the new role of Manager at The Monitor.

Mandie – a local girl of 15 years with both parents and children living locally – has more than proven her ability to keep the office in line and will drive the paper into its new and independent role when our management system changes to an elected community board later this year.

Here at The Monitor, we will continue to be part of the changes in our community and to make changes for our community – because our name says it all, we’re your community newspaper.

But here’s another incidence where I’d like to see a little less apathy and a little more involvement.

Community support for The Monitor over the past 18 months has been enormous - the loyalty of our readership in both Roxby Downs and the wider Far North region has been incredible.

While people are quick to tell us what we’re doing well - I’d like to know about what we could be doing better.

Helping a friend in need State recognition for ROXBT DOWNS... Longtime Roxby Downs resident Ian ‘Whale’ Gudger is a man with a strong community focus.

But now, the Roxby Downs community is focusing on Mr Gudger who has been hospitalised in Adelaide since last month as a result of a severe asthma attack.

A committed member of South Australian Ambulance Service Roxby Downs, Mr Gudger also volunteers his time with the local State Emergency Services unit.

But Mr Gudger also sees the lighter side of life – for several years he has made public appearances as Santa, most notably at the Christmas pageant.

SAAS volunteer leader Dawn Kroemer described Mr Gudger as “a fantastic person.”

“Whenever anyone needed Santa, ‘Whale’ is there,” Mrs Kroemer said.

“He dresses up in the big red costume, despite the heat, whenever anyone or any business needs him to.

“He’s just a generous person.”

As an SAAS volunteer, Mrs Kroemer described Mr Gudger as being “committed and big-hearted.”

And now, following his asthma attack, Mr Gudger is the one in medical care.

Four weeks ago Mr Gudger was admitted to intensive

care where he remains in a stable but critical condition.

Last week he regained consciousness but his condition is still being closely monitored according to his

In response to Mr Gudger’s sudden hospitalisation, the ‘Beached Whale Fund’ has been launched to help with medical expenses.

A number of fundraising projects are being planned, including an auction night at the Roxby Downs Tavern on Friday, September 10.

RoxFM has also been a source of strong support, providing constant updates on Mr Gudger’s condition.

RoxFM program manager Tina Foster said daily updates were in direct response to community concern for Mr Gudger’s condition.

“A lot of people want to know how he is so we broadcast the latest news on ‘Whale’s’ condition in the community announcements,” Ms said.

“There is a lot of interest in the community over ‘Whale’s’ health because he has been such a help to so many over the years.

“I know that, personally, he has seen me and my family through a lot over the years and I think it’s like that for a lot of the community.”

FAR NORTH...Residents of the Far North region played a major part last week in raising money for the NSW Variety ‘Help’ Bash.

The ‘Burramatta to Bathers Beach’ trek of 5200km over 11 days - from August 8 to 19 - encompassed Woomera on August 11 and Oodnadatta and Coober Pedy on August 12.

In Woomera, lunch was provided by the local area school’s Parents and Friends

Association.

In Oodnadatta, the bash’s ‘three little pigs’ of Macquarie Park took over proceedings at the Pink Roadhouse.

“As the premier pink car we made a feature out of it,” basher John Duncan told The Monitor.

“We painted golf sets, including clubs and balls, and set up a golf range in the Painted Desert.

WHYALLA…Plans are underway to upgrade and increase operations at OneSteel’s Whyalla steelworks. The $250 million proposal will see the operations converted to produce steel from magnetite rather than hematite iron ore – with the ‘new’ plant fully operational by 2007. This upgrade has been prompted by the discovery of magnetite ore reserves in the South Middleback Ranges with a mine life of more than 20 years.

FAR NORTH…The State Government will promote country ‘lifestyles’ in the Flinders and Far North to new teachers throughout the state in an effort to attract quality teachers to outback and rural communities. A promotional kit highlighting regional activities and ‘lifestyle’ opportunities, from Whyalla to Coober Pedy, was launched in Port Augusta this month. The kits – including a DVD, an A-Z of public education topics, school contacts and tourism brochures and postcards – will be used at universities, schools and career expos to promote the “benefits of country living”.

PORT AUGUSTA…The Far North’s burger-lovers have contributed to a total of $546 raised for Miriam High School in Port Augusta through the annual McHappy Time fundraiser.

A window was broken at the Roxby Downs Area School in the early hours of Sunday August 22, 2004. Repairs are estimated at $250.

A 17-year-old youth was assaulted in Richardson Place in the early hours of Sunday morning of August 22, 2004.

Police reported a 25year-old Port Pirie man for driving disqualified and driving without due care on August 19, 2004, as a result of being provided with details of an accident that occurred at Olympic Dam over night. No details are available in relation to the extent of the damage to the vehicle. The occupants of the vehicles did not receive any injuries in this accident.

A 19-year-old Adelaide male was assaulted at a licensed premises in Roxby Downs in the early hours of the morning of August 15, 2004.

As a result he was taken to the Roxby Downs Hospital where he was assessed by the local doctors and allowed to leave with a possible concussion and bruising to his jaw. On Sunday evening, a 21-year-old man from Kalgoorlie, Western Australia was reported for assault in relation to this matter.

Police are happy with the behaviour of patrons of the Outback Cup held in Roxby Downs on Saturday, August 14 – a large number of RBT tests were conducted and no person was detected in excess of the Prescribed Concentration of Alcohol.

Police, SAAS, CFS and SES members attended at the scene of a single vehicle rollover on the Borefield Track approximately 15kms from Olympic Way early Friday evening, August 13, 2004. The driver and passenger of the vehicle were taken to the Roxby Downs Hospital with minor injuries and shock.

The vehicle which ended up on it’s side was winched back onto it’s wheels and driven into Roxby Downs, however it is estimated that the vehicle valued at about

Police attended a disturbance at a licensed premises on August 13, 2004, in Olympic Dam and as a result, a 41-year-old Western Australian man was evicted from the premises and he later left town.

Police received a report of damage caused to a window at an Olympic Dam property that occurred overnight of August 12, 2004. Approximately $200 damage was caused by an unknown person.

Also on August 12, 2004, in an unrelated incident, a 25-year-old Port Pirie man was arrested on warrants for a total of about $2,400 worth of outstanding interstate fines.

Police received a report of the theft of a set of car keys and a quantity of cash from a business premises at Olympic Dam on August 9, 2004.

A number of expiation notices (on the spot fines) were issued to drivers around town this week, and police take this opportunity to remind drivers that the default speed limit in built up areas is 50km/hr.

Cuffed for children’s charity ROXBY DOWNS… Roxby Downs residents helped raise more than $500 for Kids Help Line and successfully ‘bailed’ Cultural Precinct director Laurence Duggan on ‘National Lock Up Your Boss Day’.

Mr Duggan spent three hours handcuffed to a cash register before making bail.

Roxby Downs Cultural Precinct tourism co-ordinator and makeshift sheriff Mikaela Aldenhoven said the day was a great success.

“We’re really happy to give Kids Help Line a hand,” Miss Aldenhoven said..

“But we were even happier to see Laurence make bail,” she added.

ROXBY DOWNS… The Roxby Downs Community Club recently received a face-lift thanks to generous donations from the local community.

One of the more noticeable changes includes the increased size of Crewsers Bar with the gaming area relocated into once disused offices.

Those who prefer to enjoy their drink or meal outdoors have been catered for as well.

Outdoor heating and solar panelling have been installed in the beer garden, making the area ‘weather-proof’.

Roxby Downs Magistrates Court report ROXBY DOWNS…More than 50 people were summoned to appear at the Roxby Downs Court on April August 18 and 19, 2004.

Magistrate Fred Field presided over Roxby Downs Court for the two days where, on August 18, a 32year-old Roxby Downs man was convicted and fined $305, including court costs, for loitering.

A 25-year old Roxby Downs man was convicted on two separate counts of driving an unregistered and uninsured vehicle, receiving fines to the total of $982.40, including court costs, with 28 days disqualification.

Magistrate Field sentenced a 49-year-old Olympic Dam man to 28 days imprisonment after the man was convicted on a count of driving with excessive blood alcohol and a count of driving while disqualified. He also received fines to the total of $1116.20, including court costs, and a further 15 months disqualification. In sentencing the man, Magistrate Field said “the offence…(was) not the most aggravated of its kind” but that he had “no choice” but to send the man to jail for a short period of time.

A 53-year-old Olympic Dam man was convicted and fined $1156, including court costs, for exceeding the speed limit by 30-44km, failing to comply with request to stop, driving a motor vehicle with device to obscure number plate and driving with excessive blood alcohol, with 13 months disqualification. The man claimed he did not immediately pull over because he thought it unsafe and instead drove to a nearby carpark before stopping.

A 21-year-old Roxby Downs man was convicted and fined $786.20, including court costs, for disorderly behaviour, loitering and resisting police. Magistrate Field warned the man that if he “kept offending in this manner, the courts would eventually lose pa-

tience”.

On the same day, a 20-year-old Roxby Downs woman was convicted and fined $286.20, including court costs, for hindering police and assaulting police.

A 23-year-old Roxby Downs man was convicted and fined $355, including court costs, for disorderly behaviour.

A Roxby Downs woman, 20, was convicted and fined $855, including court costs, for driving with excessive blood alcohol, with 12 months disqualification.

A 47-year-old Roxby Downs man was convicted and fined $235, including court costs, for driving an unregistered vehicle.

A 32-year-old Roxby Downs woman was convicted and fined $659, including court costs, for driving with excessive blood alcohol, with six months disqualification.

Magistrate Field suspended a 27-year-old Roxby Downs man from driving for two days after he was convicted and fined $366.20, including court costs, for driving an unregistered and uninsured vehicle.

A 33-year-old Olympic Dam man was convicted and fined $416.20, including court costs, for driving an unregistered and uninsured vehicle, with two days disqualification.

A 50-year-old Woomera man was convicted on a count of exceeding the speed limit by 30-44km and a count of driving with excessive blood alcohol, receiving fines to the total of $991.20, including court costs, with seven months disqualification.

A Roxby Downs man, 53, who claimed to have forgotten to re-register the vehicle as a result of having suffered a stroke in recent years, was convicted and fined $366.20, including court costs, for driving an unregistered and uninsured vehicle, with two days disqualification.

DJ course ROXBY DOWNS… RoxFM is the only place for potential DJs and anyone interested in any facet of radio to be this Saturday, August 28.

RoxFM program manager Tina Foster and station manager Deb Paliska will host a DJ class from 11am and people of all ages are urged to attend.

The class will cover a variety of topics including broadcasting rules and regulations, how to present yourself on-air and how to make programs.

An hour of on-air training will also be provided after the class.

Ms Foster described the class as “an intense learning experience”.

“It’s an excellent opportunity to join the team at Rox FM,” Ms Foster said. “Following the course you will be equipped to present onair.”

But the course is still a worthwhile investment for less outgoing lovers of radio. Ms Foster said the course prepared people to be involved with the station in any capacity. Public relations and media liaison officers and technicians were among the variety of roles open to course attendees.

“We’re very keen to welcome people to the Rox FM team, not just presenters,” Ms Foster said.

“Of course, presenters are also sought – especially those available to cover weekends.”

Lorelle Wilton is your typical grandmother – except she holds a truck licence and routinely operates heavy hydraulic equipment.

A Roxby Downs resident for six years, Mrs Wilton has achieved half of those accreditations as an active member of the local State Emergency Services unit.

Initially responsible for the Roxby Downs unit’s administration, Mrs Wilton has spent the last year as the unit’s training coordinator.

“I first became involved with Roxby Downs SES when the service was separating from the local Country Fire Service,” Mrs Wilton told The Monitor last week.

“I read that the controller, Scott Cheers, was looking for volunteers so I helped get the unit up and running.”

At that time, Mrs Wilton had recently lost her son to cancer.

She said contributing to the community helped fill the void in her life.

“I needed something to do,” she said. “And I found joining the SES very therapeutic.

“When you can’t help someone you love, it feels good to get out there and help other people.”

But even then Mrs Wilton was no stranger to volunteering her time

She served as a coast guard in Cairns and Hervey Bay SES unit while living in Queensland.

“I was very familiar with the search and rescue work – I just had to get used to doing it on land,” she said.

“Most of our work involves road crash rescue and storm damage.

“But I have taken a variety of courses and learn new things at my own pace – that’s what is so great about the SES.” SES members are required to undertake a road crash rescue course but further training is provided to those interested.

“First Aid, radio operation and truck driving are just some of the courses available.

“It’s up to each member how far they want to go and what speed they want to learn at.”

Mrs Wilton encouraged Roxby Downs residents

to consider joining the unit.

“I’m currently the only female to respond to call-outs,” she said.

“I’d like to see the girls get out there and show the fellas what they’ve got.”

SES membership is open to anyone over 16 years old and offers a variety of roles.

“Everyone comes with different skills and everyone has got something to offer,” Mrs Wilton said.

“There’s a lot of roles that don’t require you to be climbing up on rooves or pulling tarps – but then there’s plenty that do.

“If we get someone who is happy to be involved in radio operation, that’s one radio operator we didn’t have before.”

Mrs Wilton had a special message for fellow grandparents.

“The bulk of the unit is aged in their 20s or 30s – I’d like to see at least one other grandparent join the unit.

“Besides, we’re the ones with all the time on their hands.

“Roxby Downs has a fantastic community but it will only stay that way if people actively contribute to it. Joining SES is the perfect way to do that.”

Roxby Downs SES trains Wednesday nights from 7pm.

FAR NORTH…Fifteen-year-old Jamie-Lee Oldfield is more familiar with dust and deserts than the deluged deck of a ‘tall ship’ – but that didn’t stop her stepping on board the ‘One & All’ this month.

Jamie-Lee grew up on Andamooka Station, and before the ‘One & All’ her only experience of sea travel was the SeaLink ferry to Kangaroo Island.

But she got a real taste of ocean life when she joined a crew of 21 teenagers and 11 sailors on the 1850s Brigantine at Port Adelaide on August 9.

“I was really scared that first day – there was just me and all these kids standing there on the dock at Port Adelaide with all this luggage,” she told The Monitor.

“We all squeezed into the extremely tiny space they called a cabin, with 24 bunk beds in it.

“Right from the start we were on four-hour watches, learning how to sail the boat.

I got to see a whale.

“It was just the most amazing experience, especially sailing the boat back into Port Adelaide by ourselves.

“I made lots of good friends – in any other circumstances, if you stuck 21 kids who’d never met in a small space, you would expected a fight, but everyone was just working together.”

Jamie-Lee Oldfield is one of handful of Roxby Downs Area School students who have taken up the ‘One & All’ challenge over the past few years.

The ‘youth development’ programs are designed to “teach life-long skills through challenge and adventure,” according to a spokesperson for the program.

“All voyages are packed with action and fun.

“Helping to sail One and All you will learn a lot about yourself…something you’ll remember for a lifetime.”

“I was terribly seasick the first day – you’re stuck in the middle of the ocean with all these people you’ve never met before in your life, lying on the deck, throwing up and thinking ‘please kill me’.

“But when you stop feeling sick and you start climbing up the mast and knowing what you’re doing – suddenly it’s amazing.”

Jamie-Lee and the team of teenagers from throughout the state were left with calloused hands and steady sea legs at the end of their six-day voyage.

For an outback station girl, the experience was “mind blowing”, according to JamieLee. “I’d go back in a second – although if you’d asked me on the first couple of days it would have been a different stories,” she said.

“There were dolphins jumping up next to the boat, seals swimming alongside us and

The team was congratulated for its costumes and props on the night.

KEY BUDGET FACTORS...In preparation of the 2004/ 2005 Budget, various key factors were addressed. Budget 2004/2005 - shaping our future The Roxby Community is in the process of setting its own direction as we endeavour to implement the results of a 10 year Vision through the 2004 Community Planning Process. This is an extremely important initiative that has been thoroughly embraced by the community. It provides significant guidance to Council. It is a key Budget consideration notwithstanding that the final report is yet to be delivered.

Upcoming capital works

CAPITAL WORKS...During 2004/05 Council will be undertaking a number of capital works as per the following. Total expenditure of $1,169k to be funded from revenue, grants ($180k), reserves ($173k) and loans ($525k).

Courtyard Modifications - Improvements to serve court patrons as part of arrangement with the Court Authority.

Cultural Centre Equipment Tables & Chairs - To service additional clientele and to complement revamped community space.

Youth Centre - Initial allocation to start planning and design. Construction anticipated in 2005/06.

Tourism Information Signage - Completion of two community information bays at Richardson Place and Burgoyne St subject to funding by businesses.

Visitor Information Centre Interpretive Displays Additional tourism and community displays including opening up area as a key community meeting place.

Pimba Information Bay.- Previously committed contribution to information bay and public toilets at Pimba.

Arcoona St Roundabout - Preparation of detailed design plans. Possible construction in 2005/06.

Hermit Street Roundabouts - Two new roundabouts at Kenneberry Crescent and Wirrda Street currently under construction.

SUMMARY

More than just essential services COMMUNITY BOARD INITIATIVES...The Community Board has been a catalyst for the community to identify a number of issues, as part of a 10 year vision for the Community.

Areas identified and given high prominence thus far include Education, Housing, Environment, Youth, Alcohol, Families, Business, Volunteers, Sport, Health, Contactors and Governance.

With the Board’s final report soon to be delivered Council has needed to set our budget without full knowledge of the project outcomes. Accordingly a “broad” allocation of $154k to various elements is outlined below.

All are subject to review and ongoing refinement once the community plan has been finalised and presented to the community.

Community Board Finalisation - Costs associated with completing the initial Community Planning project.

Community Development Program Resources - Allowance for staff resources to assist in delivering some of the Community Planning outcomes.

Community Directory - Initially instigated by WMC Resources and later by Council this identified need is to be updated and revamped.

Welcome Strategy Support & Actions -.Allocation for a program of actions and materials that are expected to be required as part of a co-ordinated welcome strategy.

Recreation Development Program Assistance - A key action identified through the community planning process and designed to assist in the co-ordination and better management of all sporting groups.

Setting municipal rates for Roxby Downs MUNICIPAL RATING OVERVIEW...In addressing the levels of rating, Council took into consideration ‘interalia’ the strategic development of the town, key issues as outlined as well as the impact of rates on all businesses in the Council area.

Council’s intention that the community along with the State Government and WMC Resources needs to continue to equally share the overall costs of running the municipality to the high standards required by our community.

Council, in conjunction with the State Government and WMC Resources has recognised that local residents should make a contribution that achieves this objective and is consistent with resident incomes.

As a result, Council has decided to increase the total overall rate revenue collected from the existing rate base by 9.8%.

Given the extent of our

subsidy and the fact that Roxby Downs has the highest taxable income in the State but one of the lowest average rates, this increase is considered reasonable.

A Domestic rubbish collection will continue to be provided to residential properties on a part cost recovery at a cost of $120 per annum.

Residents should note that during the year property valuations have increased on average between 14 and 20%, with some uneven distributions, especially for commercial and light industrial uses.

To avoid an inequitable situation differential rates have been therefore adjusted to suit.

Average Residential Rate including garbage charge is now around $958 per annum or $18.42 per week.

However changes to actual individual property rates will, depend on individual property valuations and the differential rate applicable.

C O M M U N I T Y PROGRAMS..Whilst outside funding support and community participation will be critical, the 2004/ 05 Council Budget endeavours to provide some additional resources to implement a range of community economic development programs that will be recognised in the final Community Planning Report.

Following on from the successful establishment of The Monitor newspaper and inaugural Outback Fringe Festival, Council will continue to assist in consolidating these initiatives as well as supporting a number of recently created Youth, Tourism and Business Development projects and services.

Traditional service delivery and works construction functions will continue as we endeavour to maintain and improve the safety and amenity of our town.

Electricity Water and Sewerage Services will be delivered as separate commercial businesses, albeit with some refinement in charging.

Council has a strong commitment towards our Youth and has maintained and slightly enhanced its financial support to Roxby Downs Youth Services who have obtained grant funding and are in the process of finalising construction of a new skateboard track at the rear of the swimming pool. It is also expected that designs for a new Youth Centre will be completed for construction possibly in 2005/06.

A modest capital works program will also continue.

Tenders for completion of roundabouts in Hermit Street have been completed with construction soon to commence.

Asset capital replacement projects for infrastructure and facilities are also planned.

Importantly Council’s Cultural and Leisure facilities will continue to be operated and maintained to the very high standard that the community expects.

ADOPTION OF VALUATIONS AND DECLARATION OF RATES 2004/05 NOTICE is hereby given that the Municipal Council of Roxby Downs, for the financial year ending June 30, 2005, and in exercise of the powers contained in Chapter 10 of the Local Government Act 1999 and the Roxby Downs (Indenture Ratification) Act 1982, adoption of the following resolutions.

1 Adoption of Valuation 1.1 The rates assessed on ratable land in the area of the Council will be based on the capital value of land for all ratable land.

1.2 Pursuant to Section 167(2)(a) of the Local Government Act the most recent valuations of the Valuer General available to the Council of the capital value of land within the Council's area be adopted, totalling $241,557,320.

2 Fixed Charge A fixed charge of $150 is imposed in respect of each separate piece of ratable land in the Council area.

3 Declaration of Differential General Rates Differential General Rates are declared in accordance with the general use of the land in accordance with the differentiating factors specified at Regulation 10 of the Local Government (General) Regulations 1999 as follows:3.1 Residential Land- a differential rate of 0.4750 cents in the dollar on the captal value of such land.

3.2 Commercial Shops, Commercial Office, Commercial Other- a differential rate of 0.8825 cents in the dollar on the capital value of such land.

3.3 Industrial Light, Industrial Other, Primary Production and Other- a differential rate of 0.7850 cents in the dollar on the capital value of such land.

3.4 Vacant Land- a differential rate of 0.5625 cents in the dollar on capital value of such land.

4. Service Charge A service charge of $120 is imposed upon each separate piece of ratable land to which the Council makes available a collection, treatment and disposal of domestic waste service.

No. 5 How much sleep does my child need to succeed at school?

A good nights sleep (at least 8 hours) is essential for optimal brain functioning at school.

Memory consolidation occurs during sleep especially during dream (or REM) sleep.

During the normal 8-9 hours of sleep, five dream (REM) cycles occur.

Adolescents getting only 5-6 hours of sleep lose out on the last two REM cycles and thereby reduce the amount of time the brain has to consolidate information.

Teenagers need as much sleep as children, partly because their brains are doing so much development.

Always remember there is no such thing as a sleep bank. So just because you slept 10 hours one night doesnt mean you can get away with only sleeping six hours the next night.

Students who dont get enough sleep have to work much harder to do well at school.

Milo Tennis - serving it up at RDAS For the past fortnight, students in Reception to Year 6 at Roxby Downs Area school have been Professionally coached by Andrew Thompson from the “Milo Tennis in Schools” program.

by RDAS, students have participated in up to 4 sessions over the two weeks.

Below are some comments from students about the program.

“In Milo Tennis I have learnt lots of things. I learnt how to serve properly. I learnt how to volley and some of the rules. I have learnt a lot of new skills Samuel. Year 5.

Milo Tennis is fun. We learn new skills and we play games such as skeleton and many more. We learnt different swings such as serving, forehand drive, volley, smash and backhand volley. Andrew also teaches lessons after school. Demi.

Year 5.

In Milo Tennis we have been learning new skills. I had fun so did my classmates. It is all about hard work, listening and patience. You have to have good hand-eye coor-

dination. We learnt how to serve.

Our coach was Andrew. Dylan. Year 5.

I learnt new skills while I had fun.

We played games. My favourite was skeleton. We had to cooperate and be patient. Some of the hits were cool too. My favourite was the smash! Ty. Year 5 I thought it was fun playing Skeleton and Pac Man. It was great when Andrew threw the ball and we had to hit it back to him. Taylor, Year 4.

I enjoyed it when Andrew taught us how to hit the ball and when we played Pac Man and Skeleton. We had a rally over the net. I learnt how to serve and smash. Jaimie, Year 4.”

Over the course of the year students at RDAS have had the opportunity to participate in several coaching clinics similar to this.

Along with a new approach to fitness, which has been implemented into classrooms, and the Primary Physical Education program, RDAS is actively assisting students to become active and promote the maintenance of healthy lifestyles.

Staff Profile - Zane Petty Please tell us some of your background, where you grew up, your family etc.

I grew up in Wudinna on the West Coast. I went away to boarding school for Year 11 & 12. Went to Uni at Magill and couldn’t wait to leave Adelaide. I have 2 brothers and 1 sister.

You are one a small number of male JP teachers.

What made you choose this age group to teach and how are you finding it?

We always have fun and there is lots of enjoyment in working with children at this age. My last practical was in a Reception/ 1 class and I enjoyed that so I went on from that.

How do you like RDAS as a school?

I am enjoying everyday, there are lots of different programs running that provide new and different opportunities to both teachers and the students. The staff are young and full of fun.

What do you like best about Roxby Downs?

Its not in Adelaide.

Who is the person you most admire and why?

My old man – because he is a hard working Aussie.

Would you recommend teaching to others?

Yes – it is a job that is full of fun and no day is the same.

If you weren’t a teacher what do you think you would be?

It would be nice to think that I am not teaching because I have won the lottery!

A message from the Principal Dear Parents & Friends Open Day...Our Open Day was a great advertisement for our community, our school, our students and our future. Those parents that were able to attend reported that it was an excellent insight into how our school works and what activities occur day to day. I wish to thank the organising committee of Vicki Bourlioufas, Sally Cormack, Kate Underwood, Michael Wyskamp, Jodie Meyer, Ben Summerton, Dan Cojocea, Karen Grantham and Kath Macalister who did a an excellent job making arrangements for the day. Thank you to Mrs Sheila Culf and the Parents and Friends Association for providing Morning Tea for our visitors. We are always appreciative of the support these parents offer our school. Thank you also to all the parents and friends joining in on the day. We hope that next year we will have even a bigger attendance by parents and interested persons. Well done to all students and staff for all of their wonderful efforts.

Book Week...This week we are celebrating Book Week. All parents must know the value of reading to their children, encouraging in them a love of books as they are the “doorway” to knowledge and their future. This year’s theme is “Doorways”. As a result many of our classes have contributed to library activities, displays and competitions this week to celebrate books.

Please come into the school / community library this week to view all the wonderful work on display.

Quality Assurance...Each year a random sample of our school families is selected to complete a questionnaire relating to various aspects of our school. We all strive to provide the best opportunity for your child/ren. Your responses assist us to continue to improve the educational service to this community. Olympic Success - Resilience...Many of our classes are studying the Olympics and most sports loving Australians have been glued to the television recently watching the events unfold in Athens. There are, as always, remarkable stories emanating from the triumphs and failures of these athletes. Even in the “disaster” of failing to win a medal, one virtue seems to stand out amongst all athletes competing. Each of these competitors has a very high degree of resilience to pain, to challenges and overcoming adversity. i.e. what doesn’t “kill” them makes them stronger.

Our students and many of us can learn the same lesson, to strive for our goals, not be put off by others or unfavourable circumstances. Resilience to bullies, to factors of isolation, to adverse family situations, to do the best we can in life against whatever odds is the key to success for our students. The lesson that these “resilient” athletes show is that you can come from any background, town, country and be the best they can be or even the best in the world.

SSO Week 23rd – 27th August 2004...Congratulations and thank you to all of our Student Service Officers who work so hard in supporting teachers and students in the classroom. These members of staff are often the “unsung heroes” of our school utilising invaluable skills and talents to ensure our school runs smoothly and students are cared for. SSO’s work in classrooms, the special class, with small groups of students, in the Front Office, with Finance, facilities and general administration.

They all do an exceptional job and we appreciate their invaluable contributions.

School Closure 6th September...Each year schools close for one day for events of local significance. Generally this is to allow for all school community members to attend an event of local significance on the one day. This year to allow the many parents who attend the Adelaide Show, the school will be closed on Monday 6th September. Staff, however will be at work on this day, planning learning programmes across R-12 particularly in the areas of Society and Environment, English and Maths.

Internet Usage...Students have been reminded that all Internet usage has to be of an appropriate nature. Deliberate access of inappropriate sites, sharing of offensive images or text is against school rules and also breaks the law. It is a serious offence and will be treated as such here at school. Parents are also advised to be vigilant as to what is being accessed on their home computer or at another’s house. Respect for others, particularly women, is at the basis of our civilisation. Protect your child/ren from the dangers that the Internet can pose to themselves and your family as a whole.

An exuberant field entered the RDFS Auction Golf Day Ambrose on Saturday, August 21.

Before starting, golfers had to buy a hole.

Throughout the course were novelty holes that – for a donation – could buy golfers a birdie, eagle, albatross or hole-inone. In all, $3000 was raised by the golfers for the RFDS. This year only nine holes were played and teams set off to play either the front or back nine.

Winners for the front nine were team “Beenham Elite” comprising Mark Beenham, Ron Jensen, Greg Stephensen and Barry Nisbett with a gross 31 nett 24.25.

Back nine winners were John Trewartha, Mark Dillon, Brett Woodall and Danny Robinson with gross 33 nett 26.44.

The long drive on number one ‘men’ was taken out by Jason Schell and the ‘ladies/jnr’ by Joshua Callery. The back nine long drive was on number 18 and was won

by Mark Dillon and Beck Schutz.

The front nine ‘best second shot nearest the pin’ was on number two and

won by Team Peter Hunt, Hedley Widdup, Lauri Hannaford and Kaylon Abbott.

The Back nine was on number 10 and won by Andrew Wellington, Beck Schutz, Neil Pickers and Mark Elliston.

The Roxby Downs Outback Cup kept a lot of golfers from playing golf on Saturday, August 14.

For the first time this season in a stroke round, a sub 80 round was returned by Dougal Macleod with his gross 79. John Kerr carded an 80 with two birdies in the round. Brian Hombsch also returned an 80 gross.

The best nett results also came from Dougal with a 66 but not good enough to beat Brain’s 65. Nett 65 was the overall winner for the day and Brian Hombsch was also the Monthly Medal winner.

Dougal Macleod was the A grade winner with 66, Scott Fraser the B grade winner with nett 70, the C Grade winner with a nett 78 was David Gibson and the ‘ladies/ jnr’ winner was Kirsten Thomas with nett 80.

Novelties results were:

Best Putter – John Kerr with 25 putts, long drive on 12 – A grade, John Kerr, B grade, Tony Holbrook, C grade, John Freeman, and ‘ladies’, Kirsten Thomas; Nearest to the Pin on 13 – A grade, John Kerr got his birdie, B grade, Tony Holbrook, and C grade, John Freeman.

On Sunday, August 15, there was a 9 hole stableford played. Another in his first full season is Craig Nichols who is quietly chipping away at his handicap and performing solidly each week. He had a great round, coming in with 22 points and winning the day. Geoff Darling had 17 points for the runnerup spot and third was Scott Fraser with 16 points. John Kerr found the fairway to take out the long drive on 9.

Golfers please note that here is a change in the program for the weekend on the local grand final.

On Saturday, August 28, there will be a 9 hole stroke event with tee off between 8.30 and 9am.

On Sunday, August 29, there will be an 18 hole stableford event sponsored by Roxby Downs Tavern. Tee off will be 11am to noon.

SECOND PLACE...The Blues finished second in the Roxby Downs Saturday netball competition B grade ladder following the grand final last Saturday.

Following a tie in the Mail Medal count, Olympic Dam’s Paul Kemp and Roxby Districts’ Steve Owens have become the fourth duo to be named dual medal winners in the award’s 51-year history.

The last tie was in 1995 with Mick Glazbrook, of Andamooka Roos, and Ashley Lodge, of Olympic Dam. Prior ties include Kelly Hill and Steve Daly, both of Olympic Dam, in 1992 and Gary Bush, of Woomera, and Steve Dryburgh, of Roxby Districts, in 1989.

Woomera and Districts Football League statician Graham Howard described the event as “a rare occurence”, saying it made a momentous event in a player’s career even the more memorable.

A class crowd for 10th Outback Cup More than 1200 people lined the track at Roxby Downs Racecourse for the 10th annual OneSteel Outback Cup on Saturday August 14, helping make the event “a fantastic day,” according to Roxby Downs and District Race Club secretary Barry Paterson.

The final figures for funds raised by the race day will not be available until early September but Mr Paterson anticipates it will be a financial success.

“I’m really pleased with the way it all turned out,” Mr Paterson told The Monitor last week.

“The track was good and conditions were perfect for racing.

“The race club has been really impressed with the support from the local community.

“We were also pleased with the number of people from Whyalla, Port Augusta and even as far as Adelaide.

“The turnout was beyond our expectations.”

Racing stalwarts from across the Far North region attended the event, including top Port Augusta trainer Stuart Gow. But, as with any race day, there were those more interested in their getup than gambling.

Jay Perkins took the title of ‘Mr Outback’ - receiving a $200 Mitre 10 voucher and a few female fans for his efforts.

Fashion on the Field drew an equally eager crowd, with a $500 Westfield voucher presented to winner Stacey Dadley by 5AA’s Tony Pilkington.

Mr Paterson said both competitions “went off well.”

“The crowd definitely got behind Mr Outback and Fashions on the Field,” he said.

The Roxby Downs Junior Football Association’s under 16s team will head to Adelaide thanks to the generous support of local businesses.

The group will be playing Brighton at Brighton Oval on Sunday, September 5, as part of a development program.

Mr Paterson offered more commendations for those who contributed to the race day’s success.

“The committee put in a lot of hard work that really paid off,” he said.

“But we won’t rest on our laurels – race day will get better each time.”

Despite describing the day as “going off without a hitch”, Mr Paterson expressed high hopes for the event in the future.

“I don’t think we’re there just yet but give it another two years and I’m sure we will be.”

Accommodation for the group has been paid for by John Betterman of Myall Grove Caravan Park.

Mr Betterman, whose son Adam was a Mail Medal winner, said he wanted to do something for junior football on a local level.

Monadelphous Engineering and Roxby Districts Sporting Club have sponsored transport for 26 local junior footballers participating in the Quorn Under 9 Football Carnival this Sunday.

Roxby Coach Service has also pitched in, providing its services at the Port Augusta rate rather than full-price.

Participants in the carnival will play five games, with winners based on aggregate points.
