Smokers face new restrictions Hospital denies GP FAR NORTH…Smokers will no longer be able to butt out at their favourite bar after state-wide legislation comes into force next week. As of December 6, 2004, venues with two or more bars will be required to keep at least one bar completely smokefree. Smoking will also be banned within one metre of all service areas, including front bars. The new legislation is one of the first steps towards a complete smoking ban in all venues from October 2007. In Roxby Downs, the changes are already being put into practice at local licensed venues. At the Roxby Downs Community Club - where the main bar is now defined by a bright yellow line and the Crewsers Bar is designated as completely nonsmoking - the bar has suddenly become a much quieter place on a Saturday night. “At the moment, the bar is a very antisocial area,” club manager Stev Ellard told The Monitor. “People don’t sit at the bar anymore and we’re going to have to start doing a lot more floor work to keep up our social rapport with customers,” he said. “We watched the crowds last Saturday and the bar area was just empty, the whole shape of the crowd has changed. “Customers have been very respectful of the non-smoking areas though, which has made it a very smooth transition. “We agree with the new legislation, it allows for both non-smoking and smoking clients but provides a healthier working environment for our employees.” Mr Ellard said customers who did not respect the new legislation would face banning.

ROXBY DOWNS...A local GP who was denied the right to admit patients to the Roxby Downs hospital has lashed out at the hospital’s governing body. Since establishing his practice in Roxby Downs barely a month ago, Dr Simon Lockwood says he has already been forced to treat more than four patients in the hospital’s ‘outpatients’ section after being refused the power to admit them to hospital. While Dr Lockwood is able to admit private patients to hospital, he is not free to admit public inpatients during working hours. The Port Augusta Hospital Board of Directors has declined to permit Dr Lockwood general admitting privileges unless he can provide a 24-hour after hours service. In a letter from Port Augusta’s Director of Medical Services, Dr Nes Lian-Lloyd, Dr Lockwood was told that “Dr Devinder Grewal, the principal medical practitioner for Roxby Downs Medical Practice, has indicated that he can’t guarantee after hours cover for your patients presenting to emergency department should you be given full admitting rights”. Dr Lockwood called for a more “flexible” approach when he addressed the Board late last month when it met in Roxby Downs. “Patients are not commodities to be bought, sold and traded, and they are not owned by either practice,” he said. “I cannot and will not be on call all the time - I believe it is a reasonable compromise for me to be on call for my public inpatients...this will take some load off the load of the other doctors in town performing on-call services.” At the meeting he told the Board he had already been denied a room to practice in the hospital and refused employment with the Roxby Downs Medical Practice, despite his established Roxby Downs clientele, before establishing his own local practice. Board chairman Andre Kuys told The Monitor that discussions are continuing with Dr Lockwood and other involved parties. “We are fortunate to have so many committed doctors now practicing in Roxby Downs and the Board is optimistic that a solution can be found,” Mr Kuys said. Dr Devinder Grewal has called for continued discussions on the issue. Roxby Downs Medical Practice is currently the only locallybased medical service with full admitting privileges for the Roxby Downs hospital. Dr Grewal told The Monitor last week that he hoped to consult with Dr Lockwood, the hospital board and the Outback Health Advisory Board to find a “solution that benefits everyone, and the community most of all”.
