Santa Claus is coming to town ROXBY DOWNS…The annual Skunks Toy Run from Roxby Downs to Andamooka was held on Saturday, December 3. More than 15 motorcyclists and drivers joined the social run which collected a uteload of toys which will be distributed through the Andamooka CWA to the children in the Far North and Outback. The event is organised each year by local motorcycle enthusiasts as and end-ofyear fundraiser for isolated and underprivileged children. Santa Claus joins the riders each year, on the Toy Run. “We want to see more people get involved next year and be part of this event,” ride captain Mal Smith told The Monitor. “It’s a great cause and it puts a smile on a lot of kids’ faces every year”. Riders left Richardson Place at 11am on Saturday morning, and drove through Roxby Downs collecting more toys from the community, before driving to Andamooka for a presentation at the Andamooka Community Hall. Community members can continue to donate toys to the Andamooka Op-Shop up until Christmas.

Thankyou - for event support Shopping local not always an option Dear Editor, This year’s International Dinner held at St Barbara’s School was a wonderful evening to celebrate the many cultures that combines to make the community of Roxby Downs. I would like to thank all those on the organising committee for all the work they put into making the evening such a success. A big thankyou to all those talented people who cooked such mouth watering dishes for each of the three courses. To the well trained and professional bar staff who kept us well supplied with drinks. To all the musicians who kept us entertained between courses with a great variety of music and who’s performance out shone the greatest of stars. A special thankyou to everyone who helped in the kitchen, who brought the food to the tables and who kept the beautiful food coming. Like all events there are also many people behind the scenes who help set up on Saturday, put up lights, clean tables, the teachers and children who put their tables and chairs out on Friday etc – thankyou all very much. Dear Editor, ‘Shopping Locally’ is a thoroughly admirable sentiment and one critical to the town’s survival I would have thought. Indeed it is an action that I have actively endorsed since moving here in 2001. In fact I have quite enjoyed my retail therapy here, generally being able to satisfy my desire for trinkets, shoes, perfume and even MP3 players! My problem with shopping locally is a far more fundamental one, involving escalating dissatisfaction with our local Woolworth supermarket. I have taken this issue up directly with the manager, discussed it at a “community meeting” they held, altered the days of the week I shop, and even the hour on those days based on the advice that Sunday was a “great day to shop” as both Friday and Saturday deliveries were unpacked. Not so. Rarely are the shelves stocked with their full complement and the quality of fruit and vegetables is poor and getting worse. There is always some reason for this, be
it the computerised ordering system, long distances for delivery, itinerant staffing levels or just simply the fact that we are the size we are. That may explain the diminished selection but not the poor quality of “fresh foods”. When I first came here I was appalled at the numbers of people who shopped out of town for groceries but begrudgingly I have joined their ranks. It is inevitable that other consumer items will get caught up in that same philosophy. I only hope that others will voice their dissatisfaction and that the township can look forward to an immediate improvement in the very near future. PS. While putting “pen to paper” can I just remark to all those Roxby “cat haters” out there that I feel the same way, about one hundredfold, towards all those Roxby residents who abandon their cigarette butts about town so freely. The small communities in this region – Roxby Downs, Andamooka and Woomera in particular – have amazing character and strength. They are peopled with hard-working, committed personalities – each driving to create something What frustrates me, over and over again, is the way those wonderful people throw up roadblocks for other residents, or simply refuse to work together. So here, is the part of the editorial, where I start throwing out advice. Just because you don’t like someone, doesn’t mean they don’t have something worth saying. Just because you have an idea, doesn’t mean someone else can’t improve on it. Just because a project wasn’t your idea, doesn’t mean it’s not worth pursuing. And…last of all…if you don’t like the way people run things, don’t walk out. Work harder! If you are unhappy with how an important service or community group is running, and you pull your input, then all you are doing is leaving the other people – the ones you weren’t happy with – in charge. Roxby Downs is, right now, facing another fork in the road. With so many forums up and running and a new Community Board meeting for the first time this month, there are so many options open to us as a community. My message to all those incredible people who put their hand up, the almost 100 residents who showed up for forums, the dedicated team who are now our Community Board – please, keep your eyes on the goal, a happy and cohesive community. It’s all about respect - respect for your own opinions and other people’s points of view. Alternatively – if community members have a point of view. Don’t stay in the background – if you’re thinking it, you’re almost certainly not the only one. Have the courage of your convictions and take your coffee-table complaints out into the public arena where you just might be able to do something about them. The vision of our future is now, truly, in the hands of the community – this plan and forum process will safeguard that, if its participants and its instigators remember that it now belongs to the greater Roxby Downs. It’s important to stay on track, yes, but flexibility and fairness will be essential, if we are to create something that will continue to be relevant as the township changes. Something I learned as a journalist is, you can only be responsible for the first draft, the first idea – once you hand it over to a copy editor, a proofreader or the public, it’s out there, it belongs to everyone else. The only time it belongs to you again, is if there’s something wrong with it.

Race around the city ROXBY DOWNS…A team of local youth will join Roxby Downs Youth Services coordinator Bec Penglase in a ‘Race Around the City’ in Adelaide next week. The YACSA event, on December 11, will see youth from around the State travel to Adelaide for a team building event based on the reality TV shows ‘Survivor’ and ‘The Amazing Race’. Youth will race from Victoria Square to the Adelaide Botanic Gardens, completing challenges and answering clues – while meeting other YAC members and coordinators. Roxby Downs Youth Services coordinator Bec Penglase said the event was a fun opportunity for local youth to meet other YAC members and to experience new challenges. “It’s a bit of an adventure – there’ll be team building, games, networking and a lot of fun thrown in as well,” she said. Magistrate ‘takes a dim view’ of local assaults ROXBY DOWNS… Magistrate Clive Kitchin presided over Roxby Downs Court of Summary Jurisdiction on Wednesday, November 30, in the Roxby Downs Council Chambers. A 31-year-old Roxby Downs man was fined $600 with court costs and disqualified from driving for eight months, after pleading guilty to driving with an excess blood alcohol level of 0.125 in August this year. The man was stopped by police for driving on the wrong side of the median street in Richardson Place, Roxby Downs, to pick up his passenger’s thong which had been left on the road. “If you live here, you rely on your licence,” Magistrate Clive Kitchin told the accused. “Which seems to me a really important reason why you shouldn’t get on the booze and drive.”
A 22-year-old Andamooka man pleaded guilty to two separate counts of assault, and one of disorderly behaviour. Magistrate Clive Kitchin heard he had struck two different women during a “scuffle” in an Andamooka licensed premises in October, 2004. Court heard the man had gone to the licensed premises to confront a woman whom he believed had assaulted his girlfriend of the time. “A large number of people” then became “involved in a melee” during which the woman was punched in the cheek and the chest by the accused. However, when the victim’s mother then intervened she was hit in the face as well, knocking her back into her seat. On a separate occasion, in March, 2005, the Andamooka man was once again involved in a “scuffle” in a local licensed
premises, this time with a man who approached him “aggressively”. “This court takes a dim view of assaults against women – against assaults of any kind,” the Magistrate said. The man was fined a total of $1200 with court costs. Magistrate Clive Kitchin cautioned a 47-year-old Pimba woman that she was “a bit old to go throwing her weight around” after she pleaded guilty to assaulting another Pimba woman. Court heard that the two women had argued after the accused “grabbed” the other woman’s five-year-old grandson “and told him to tell his mother he was a horrible boy”. Witnesses and the two women disagreed in their descriptons of the altercation which ended with the victim being punched in the face. The Pimba woman pleaded guilty to assault and was placed on

a good behaviour bond of 12 months and $100. A 25-year-old Qld man, formerly of Roxby Downs, pleaded guilty to damaging property March this year, after court heard he had “lost it” on two separate occasions and kicked down a series of fencing panels at the Myall Grove Caravan Park. The man had since paid part of the costs for the fence and was ordered to pay a further $196 compensation and fines of $400 with court costs. An 18-year-old Roxby Downs man who banged on the doors of the local police station and abused officers through the glass, was convicted of disorderly behaviour in the Court of Summary Jurisdiction last week. Court heard the man had been dissatisfied over an unresolved case and had vented his frustrations, while intoxicated, on the way home from local licensed premises. “Why would you give them a mouthful of lip,” Magis-
trate Clive Kitchin asked the man. “Not a smart thing to do at 3.07am in the morning when you’re full of booze.” The charge was proven without conviction and fined $250 with court costs. “That’s a fairly expensive night out,” the Magistrate said. A 33-year-old Roxby Downs man was fined $300 with court costs after being stopped by police for driving more than two years after his license expired. The man was also convicted of driving an unregistered, uninsured vehicle on September, 2005, when his registration had expired in June of the same year. He was disqualified from driving for seven days. A 50-year-old Andamooka man was fined $100 for driving an unregistered/unisnured car from Roxby Downs to Andamooka in February this year. The man told court he had travelled to Roxby Downs specifically
with the purpose of paying his registration, only to discover the police station was closed at the time. He was then stopped and charged by police on his way home. He was fined $100 with court costs. A 25year-old Roxby Downs man was fined $100 with court costs after he pleaded guilty to driving an unregistered, uninsured vehicle on Olympic Way in September this year. The driver’s registration had expired seven days beforehand. A 20-year-old Roxby Downs man was fined $75 for driving an unregistered, uninsured vehicle in Roxby Downs in August this year. The man’s 56-year-old father was fined $100 with court costs for allowing his son to drive the vehicle, which was registered in the older man’s name. A 43-year-old Roxby Downs woman with seven vehicles who “took the wrong ute” was fined $150
with court costs and disqualified from driving for two days. The court heard the woman and her husband had had a misunderstanding over which of their two utes was registered, and she had driven the wrong one, which resulted in her being stopped by police and charged. A 23-year-old Roxby Downs man who punched his girlfriend in the stomach and made her vomit was fined $400 with court costs. Court heard the incident occurred because the pair had argued over sitting on a couch together. The assault charges were proven without conviction. A 41-year-old Roxby Downs man who registered a blood alcohol level of 0.214 when stopped by police in June this year, driving on Olympic Way, was convicted of driving with an excess blood alcohol level and fined $800. The man was disqualified from driving for 15 months.

FAR NORTH & OUTBACK…A window was smashed on a Burgoyne Street premises in the early hours of Sunday morning December 3, 2005. Repairs are estimated at about $250 and enquiries with a possible suspect continue. A 35-year-old Murray Bridge man was arrested on December 2, 2005 for failing to wear a seatbelt, drive unlicensed and refusing a breath analysis test as a result of a Mobile Random Breath Test stop. The man was served with a disqualification notice under legislation that came into effect from December 1,2005. A Roxby Downs youth was assaulted by another youth during the early evening of November 29, 2005. Inquiries into this matter continue. Also on November 29, in an unrelated incident, a 25-yearold Roxby Downs man was arrested for breaches of a bail agreement and of a domestic violence restraining order. Police received a report on November 28 of a BMX bicycle was stolen from a Willaroo Street premises between November 25 and 26, 2005. Another report was received on the same day, of a wheelie bin that was stolen from a Pine Crescent address between November 14 and 23, 2005. A wallet was stolen after being accidentally left on the counter of a Olympic Way business premises on November 26, 2005. The wallet was later returned to the business premises, however a quantity of cash was missing from the wallet. Inquiries in relation to this mater are continuing. A purse was stolen on November 23, 2005, from a Richardson Place premises, and was later returned minus

a credit card. Subsequently $500 was discovered to have been taken from the victim’s bank account. Police received a report on November 20 of $20 and a DVD that was stolen from a Maireana Circuit premises when it was broken into sometime between November 17 and 20, 2005. A 14-year-old youth was arrested on November 22, 2005 for driving unlicensed, driving without due care, failing to remain at scene of an accident in relation to an incident that occurred on November 19, 2005. Police attended Roxby Downs Area School on November 21, 2005 and spoke to 40, Year 6 & 7 students on Crime Prevention Education lessons. A 23-year-old Roxby Downs man was reported on November 21, 2005 for aid and abet breach of bail as a result of inquiries into an incident on November 15. With the festive season upon us and the attraction of fireworks for the entertainment of children, we take this opportunity to remind the public that fireworks can not be set off unless it is performed by a licensed pyrotechnics expert. It is also an offence to be in possession of fireworks. On the spot fines of $325 can be issued in relation to these offences. Drivers License Disqualification legislation that came into effect on December 1, 2005 means that a driver who is recorded with a blood alcohol reading from 0.08 to 0.149 will be issued with a License Disqualification for six months, and a reading above 0.150 will be issued with a License Disqualification for 12 months. These disqualifications come into effect immediately. The Disqualification Notices also apply to persons that are detected exceeding the speed limit by more than 45km/hr.

ANDAMOOKA…Andamooka Community Health Services will no longer be able to assist ailing pets in an emergency, following a complaint to the Veterinary Surgeons Board. In a recent letter to the service a VSBSA representative recognised “the unique characteristics of towns such as Andamooka, and the desire of residents not to travel to other areas” but stated it could not condone the treatment of animals by nurses not registered with the Board. The Board will now investigate alternative veterinary options for Andamooka residents and their pets. FAR NORTH & OUTBACK…Not-for-profit exchange organisation, AFS Intercultural Programs, is eager to speak to people who would like to become volunteer host families for students coming into the local Roxby Downs area in February from a variety of different countries including France, Argentina, Iceland, USA, Thailand and Panama. Australia will become host to more than 200 AFS international exchange students, arriving soon from all around the globe. Although these students are very different from each other, they all share the courage, spirit and desire to explore new cultures, and have chosen Australia as their dream destination. ROXBY DOWNS… Local residents have been invited to have their say about the expansion of Roxby Downs in a series of focus groups and meetings planned for this month. The consultations are part of the preparation of a ‘Master Plan’ for Roxby Downs, which will describe the overall development concept for the town including land development plans and the location of future shops and other facilities. “Feedback from the local community is vital for the preparation of the Master Plan.” Yvette Mooney, locally-based Community Liaison Officer for the Olympic Dam EIS Project, told The Monitor. “We encourage all residents to contact us, both to ask any questions and to give us the allimportant community input we need to make this process a success,” Ms Mooney said. The focus groups will be held in Roxby Downs in early December. To register your interest in attending one of these groups, contact the EIS team by telephoning 1300 766 715. ROXBY DOWNS…Spend this New Year’s Eve a little closer to home, with a street party in Richardson Place hosted by 105.5 RoxFM and the Roxby Downs Youth Services. The event, which will begin at 7pm on December 31, and will feature Roxby Downs band Antacid, and Port Augusta band Aftashok, as well as music by local RoxFM DJs. Business support for the event has been solid, but organisers are now seeking interest from community groups interested in hosting food or beverage stalls on the night – to pledge your interest, ph 8671 2545.

Youth’s good turn brings recognition ROXBY DOWNS...Three local apprentices have returned home with medals and accolades from the recent WorldSkills Australia ‘turning’ championships for the Far North and Outback. The TAFE-based competition sets apprentices against each other to test their skills. This year, Roxby Downs was represented in the ‘turning’ category by 18year-olds Brett Chesson and Michael Girdham from Olympic Dam Precision Engineering, and Anthony Kemp, 17, from SDS Ausminco. Brett Chesson received a gold medal, followed closely by silver medal-winner Anthony Kemp, while Michael Girdham received a certificate of merit. Rod Fraser of Olympic Dam Precision Engineering told The Monitor he was impressed at the achievements of the team’s two apprentices. “This kind of competition lets us know where our apprentices stand in compari-
son to other businesses and it gives us a good idea of what they’re capable of under pressure,” Mr Fraser said. “It’s very rewarding to see these local lads excelling in the first year of their apprenticeships - we are very proud of what they’ve done.” This month, Roxby Downs TAFE will host the annual regional Electrical Installation competition for WorldSkills Australia. As many as eight local electrical apprentices will compete for medals on Wednesday, December 14. Competition participants will be judged on accuracy, safe working practices, ability and practical knowledge in a series of practical exercises including live testing and ‘first-fix’ wiring. Parents & Friends report Dear Parents and Friends Welcome to the last newsletter for this year. It’s been a busy year for our Parents and Friends Committee, we have raised much needed funds for the school. As reported from our last newsletter, our Quiz Night raised $1778.00. We have made donations of $3950.00 for digital camera equipment for Art, Photography and Media departments at the school, which will benefit all students. The last Market Day for 2005 was held Saturday November 19th. There will be no Market Day in December as school finishes on December 9. We would like to thank all stall holders for your contribution during 2005, our first Market Day 2006 will be on February 18th. Our first Parents and Friends Meeting and our AGM for 2006 will be Wednesday, February 8 th in the school staff room at 7.30pm. We are a small committee at present and we need more volunteers. All positions will be vacant and we would love to see some new faces, so if you would like to be a part of P&F, come along and find out what we all about. On behalf of our President, Sheila Culf and the Parents and Friends committee, we would like to thank everyone who has helped us throughout 2005. Teaching strength and flexbility ROXBY DOWNS… Roxby Downs Area School students are learning to be ‘strong as rock and flexible as water’ this month. The program ‘Rock and Water’ – led by teachers Lyn Ferenci and Helen Bennie - teaches students the values of honour, confidence and mental strength in order to overcome the everyday barriers of the school yard. “This program teaches students to earn respect by keeping control through using metal strength rather than physical strength,” Mrs Ferenci told The Monitor. The program was originally stared by a Physical Education teacher in Switzerland and was modified for Australian students. ‘Rock and Water’ uses aspects of martial arts to help students learn control and how to handle situations effectively, rather than with violence. Students discuss the meanings of honour, control and mental strength while participating in small exercises which enforce these meanings. Learning that to lose graciously is just as honourable as participating in a brawl, is something

Dear Parents and Friends, We come to the end of another busy and successful year. While this will be our last Monitor newsletter report for 2005 we will have a special one page feature in the next edition on December 15! This will include reports of our Presentation nights, photos and list the award recipients. Staffing News…We congratulate and farewell Mrs Kath Macalister who has won the Principal’s position at Whyalla High School. Mrs Macalister has been at RDAS as Deputy Principal for the past 5 ½ yrs. Both Kath and her husband Gordon have contributed greatly to our school community. We wish her well in her new position and thank her for her expertise and contributions to this school during this time. Congratulations to Mrs Helen Bennie who will take over the role as Acting Deputy Principal for the first two terms next year while the position will be advertised. As a result we welcome back Ms Lyndall Craker who will be returning from leave and will take up the position of School Counsellor. We also say a special farewell to Pam Pedler (Port Augusta) who has been with us in a multitude of positions ranging from teacher to R-2 Assistant Principal for over 15 years. This year she was a recipient of a National Excellence in Teaching Award in recognition of her outstanding attributes as a teacher. We farewell and thank the talented Ms Emily Lockyer (Banksia Park) as she takes up a new leadership role in Adelaide. We also wish the following permanent teachers all the best in the future as they take on new positions – Mr Dan Bradley (Clare), Mr Munsha Tatla (an Adelaide Islamic School), Mrs Jodie Meyer (Parenting Leave) and thank them for their commitment and hard work during their time with us. We wish them all the very best in the future. Our Groundsperson Mr Ken Michelmore also leaves us and will be moving to Aldinga Beach at the end of the year with his wife Jan. We thank him for all of his hard work and wish him well in the future. The staffing process could well continue right through the holidaysuntil school begins in 2006. Class teachers will be announced as soon as possible. We hope to retain those teachers already in our school, and yet to be placed, here again next year. Barry Wakelin Award… Congratulations to Mrs Yvonne Cloke who is this year’s recipient of the Barry Wakelin Award. Yvonne has contributed greatly to our school community as the Vocational Educational Coordinator and Tafe Career and Transition Officer. Her work has been invaluable to our secondary students who need to have a positive plan to follow from school into the workforce, further training or education. She has spent many extra hours assisting in any way she can to provide the best opportunities for our students. Yvonne and Peter will also be leaving to take up residence in Clare. We wish them all the very best in the future. School Magazine…Our School Magazine chronicles the vast number of activities we have in our school over the year. These are an invaluable resource for those that look back in many years time to their school years. We thank all who have worked on the magazine’s production particularly Ms Kristen Bence and Ms Grace Hollitt. Copies are still available from the Front Office for $20 each. Outside School Hours Care…Congratulations to Mrs Mandy Kerby who will take over as Acting Director of OSHC for the next 6 months. She replaces Mrs Amanda Michalanney who has done a fine job over the last few months since Mrs Nicki Morgan took leave. Many thanks Amanda. From next week Mrs Kerby will be the point of contact for all bookings etc. in the lead up to Christmas. OSHC will be closed from 6.00pm on Wednesday 21st December and reopen again on Wednesday 9th January at 6.30am. Booking forms are available from the OSHC room only. Special Class…In 2006 we plan to have our Special Class divided into two to cater to the ever growing complexity and numbers of our students. These groups will comprise R-4 and Years 5-12 students. Ms Kathryn Bennett and a yet to be announced teacher will have these classes up until lunch time with some students being in the mainstream classes in the afternoon. Literacy & Numeracy (LaN) Test Results…As can be seen from the following data our results are very close to the state average. This is relatively pleasing considering our large transience of students ensures some irregularity in results. Staff are studying results and will focus on areas seen to be in need of improvement. Parents are requested to speak with their child’s teacher if they are in need of further information. Community Board hosts first meeting The newly appointed Roxby Downs Community Board met last week for the first time. The Board of nine dedicated community members will be led by chairman Richard Hobbs and deputy chair Mark Beenham. RICHARD HOBBS… Chairman of the new Community Board Richard Hobbs has served as Sergeant in charge of Roxby Downs Police Station for the past four years. He lives in Roxby Downs with his wife and two preteen daughters. “I see myself, through work and my personal life, being very involved in the Roxby Downs community and I saw this as an opportunity to incorporate my broad experience and knowledge into the decision-making process,” Sgt Hobbs told The Monitor. “I’ve been very impressed with the 10-yearcommunity plan - a lot of it, from what I saw, dug up the big issues that need to be addressed.” “The appointment of this Board is another step on the road to addressing these issues – in any community, not just Roxby Downs, the issues are so complex you can’t solve them with any one board or forum. “This is a stone thrown in the pond but, because of the sheer number of people involved, the ripples are spreading out and effecting change. “The fact that you’ve got so many people with a passion involved in all the different groups means we’re getting the true community voice we’re seeing a lot broader cross section of the community than has ever been represented before.” “I hope this whole process will lead to achieving some good, solid goals which will set the benchmark before the next expansion. “It would be good to have a solid foundation to work on, to cement the Roxby Downs personality as a community, before we are flooded with new social changes brought about by the expansion.” Sgt Hobbs has been chairman of both the St Barbara’s Parish School Governing Council and Roxby Roadsafe. Through his work as a police officer he has been involved in a series of initiatives including education forums, substance abuses forums, disaster management, health, education, youth issues and general safety through community initiatives.
MARK BEENHAM… Local business man Mark Beenham – who heads up building services business Beenham Elite – has been appointed deputy chair of the Roxby Downs Community Board. As a father of two teenaged boys and a local resident for 16 years, Mr Beenham says he is committed to the future of Roxby Downs on both a professional and personal basis. “Being a member of the Community Board is opportunity to put something back into the town that has given me so much,” he said. “I believe the process we’ve got in place now will be very worthwhile for the longterm future of Roxby Downs.” Mr Beenham is, himself, chairman of the Business Forum. “I think all the forums are going to beneficial – every single one has a job to do,” he said.
YVETTE MOONEY…A Roxby Downs resident of four years, Yvette Mooney lives locally with her husband and two school-aged children. She currently works as the local Community Liaison Officer for the Olympic Dam EIS Project and Publicity Coordinator for Arid Recovery. “I joined the Community Board to help Roxby Downs develop for the future and to give something back to the community. “I hope this new process will make the Community Plan a reality and give locals an ongoing opportunity to play an active part in the town’s future. “The plan is a good representation of the will of the community and the many forums will allow a large number of local community members the chance to make a difference.”
PHILLIPA WELTNER… Olympic Dam quality controller Phillipa Weltner has lived locally for four years with her husband and three school-aged children. As one of the inaugural members of the interim Community Board, Mrs Weltner is keen to see the Community Plan process through to the next level. “Through this process, I can see the community having more opportuinities to participate and influence the future of their town, especially throughout the expected expansion period,” Mrs Weltner said. “By having a documented plan that has been contributed to by a large cross-section of the community, the town has direction and com-
mon goals, and a process whereby we can measure the successes and any short falls. “Roxby Downs has a unique set up with an administrated town rather than the standard elected council. “The forum process gives large numbers of the community a voice. People have the ability to participate in sections of the plan that are important to them. “We, therefore, have the passionate, key stakeholders influencing each section of the plan. “This could be a great improvement on the select few most elected councils run with who ultimately have their own agenda to play out. “I believe the forums biggest issues in the immediate future of Roxby Downs will centre around the town’s future expansion,” Mrs Weltner said. “All groups have a key interest in ensuring that the facilities and services currently offered within their areas of the community are not only maintained to current standards, but improved, changed and reviewed to ensure the everchanging needs of their community are met.”
GRAHAM WARREN… Graham Warren is a Service Miner at Olympic Dam and has lived in Roxby Downs for 15 years with his wife and two teenaged children. “I see some really exciting times in the town coming up and I see some issues that need to be addressed - so I put my hand up to join the Board and have some input. “I believe the hard work has been done by the previous boards and it is now up to us to put this plan into action. “The obvious difference is we do not have an elected council so we need the board to help direct the town’s administrator to the town’s needs. “It will be up to all forums to get together and come up with ideas, speak to their Board delegates so they can push their ideas to the whole Board and help meet their needs.”
VICKI MASON…Roxby Downs resident of 18 years sees herself as the ‘uncut version’ of Roxby Downs opinion. An adult student and retail manager at Outback Landscaping and Supplies, Ms Mason has lived locally for 18 years, raising five children who were all schooled in Roxby Downs. “I joined the Board because I want to help make a difference,” she told The Monitor. “I feel I represent a little bit of the real Roxby Downs. “People aren’t afraid to come up and approach me so I thought that I could do my little bit on the Board to represent the concerns of the community. “Hopefully we’ll end up with a better community, a more united community, everybody can have more input because there’s so many concerns being represented by all these different arms. “I believe youth, and substance abuse, are both going to be very big issues in the forum process – and the need to keep people here in Roxby Downs.”

Ms Moy saw the Community Board as an opportunity to get involved and have her say. “I’m very aware of the different issues that faced my family, at different ages, over the past eight years I’ve lived in Roxby Downs and I’d like to make a difference. “We’re really in the early stages of this whole planning process, and I’m excited to see how it all pans out. There are a lot of important issues for the community to address, and it’s great that it’s the community themselves that will be driving the solutions through the forums and the Board.”

WENDY OSBORNE…Outback Fringe Festival coordinator Wendy Osborne has lived in Roxby Downs for more than three years. She and her husband have four grown children and five grandchildren between them. As a member of the interim Community Board, Mrs Osborne is excited to see some of the original Board’s plans come to fruition. “I have a strong belief that if you are a member of a community you give something back to the community,” she told The Monitor. “I hope this process will help the town become a welcoming, healthy, environmentally and family-oriented town. The original Community Board saw the plan formed from consultation and feedback from the community - the strength of the plan its vision of what the community wanted. The current plan is a guideline for the Forums to follow and I can see some of the guidelines changing as the town and the Forums grow and change.”

Enjoy extended shopping hours in Adelaide city LATE NIGHT SHOPPING… Industrial Relations Minister Michael Wright has announced that traders in the Adelaide City Council zone will now be able to open nonstop - if they want to - for four days leading up to Christmas Eve. They’ll also be able to open nonstop for four days to “kick-start” the post-Christmas sales. Minister Wright has granted a trading exemption after an application from the Adelaide City Council effectively allowing city stores to trade through non-stop from 12am Wednesday, December 21, through to 5pm on Saturday, December 24 2005.
City traders will also be able to open around-the-clock from 12am Wednesday, December 28, through to 5pm on Saturday, December 31, 2005. “With the Festive Season being such a busy time of year, this exemption will give many working families the opportunity to shop together for those last-minute Christmas presents,” Mr Wright said. “This exemption is great news for South Australian families and retailers, allowing them both the flexibility to shop and trade extended hours this Christmas period.”

“Parenting SA has these messages for local parents this month!” “Managing this special time of year” There are few things as exciting for young children as Christmas. These celebrations (and other family or cultural celebrations) are times when everyone has high expectations. Expecting a lot, the pressure of planning, shopping, school break-ups and getting together with friends and family can also be a cause of stress. Parents’ pace may change (from fast to frantic), shops become crowded and noisy, and, stories of what is to come all fuel children’s excitement. Children can move from bewilderment and excitement to being overwhelmed. Rather than enjoying their child’s joy, parents may find themselves managing tears and tantrums. Thinking ahead can avoid many of the pitfalls. Family customs Customs and traditions are important to families. The special things your family does at this time also gives your children a sense of belonging. Are they still useful or should some change? Keep what is good out of the old and add some new ones as the family changes. Think about how everyone’s needs can be included. (Customs that include giving to others less fortunate can be a learning experience for children.) Avoid stress for you • Talk about what this season means to you and what is really important to have happen for your family (each family does it differently). • Make a list of all you need to do - the most important first. • Get others to share the load – don’t attempt everything yourself. • Be realistic about what your family can afford – don’t be pressured by advertisements to spend more. • Postpone family feuds – let things pass and not take offence. Avoid bringing up things you know will be hard to deal with. • Space helps with stress – a brief time outdoors or away from others. • Take time out to deal with children’s stress early - even if you need to leave your important tasks. • Plan ‘rest time’ into Christmas day. • Make it a day when you don’t criticize - and try to suspend anger and past hurts for the day so everyone can have the freedom to enjoy it. Avoid stress for children • Keep your child’s routine (especially bedtime) as close as you can to regular times. (Routines provide stability and certainty and help children feel safe and secure.) Don’t put children to bed too early Christmas Eve – they will probably lie awake. Often spending time helping them settle with quiet, relaxing stories away from excitement. • Keep a watchful eye on your child’s eating and drinking. The rush and fall of sugar can cause both bursts of energy and fatigue as the sugar wears off. (These highs and lows can lead to behavioral difficulties.) • Limit the amount of time you shop with your child if you can. Go early in the day or do more short trips, or swap child minding with friends so you can each shop alone. (Noisy crowded space can be overwhelming and shopping can be tiring and boring for children.) Remember Many people feel that this is a time when everyone is happy - in reality, many feel unhappy. (Christmas can be a distressing time that triggers grief and anger for both adults and children especially after family separation, a death, where there is loneliness, violence or abuse.) Children will enjoy themselves more if they see parents not stressed or angry. Injuries and accidents can happen when everyone is busy or pre-occupied. Don’t overdo presents to ‘make up’ to children and help you feel less guilty. For lasting value think of the play value of the gift – what can the child do with it, as well as how it looks. The best present you can give your children is your time and attention. Parenting SA is a state government strategy to raise awareness about the importance of parenting and to provide information that may assist parents. It is funded from gambling revenue and is administered by Children, Youth and Women’s Health Service.

Upcoming Works...Quotes are currently being sought for major repairs to two street lights in Pioneer Drive. Works in Progress...Repairs to barbecues in the Lions Park. Repairs to sprinklers in Richardson Place and the Lions Park due to vandalism. Ongoing upgrade to Council’s Policies and Procedures in regards to Public Events. Ongoing building review at the Recreation Centre. Pump at Sewer Pump Station A is being overhauled. It is expected to be back and working in approximately two weeks. Power outage in Quandong Street and Muloorina Court – notices have been distributed to effected premises, outage required for the connection of power meters to new allotments. Council will soon upgrade the Lions Park electrical services and meter box. This follows the upgrade of the electric barbecue power supplies. Roxby Power has now received stocks of new electronic power meters and will start to replace older meters in the near future. Off street ‘parking lanes’ have been sealed. Maintenance review of Recreation and Leisure Centre. Council is presently involved in the EIS (Environmental Impact Statement) for the future town expansion. Take the Heat out of Home Cooling...Watch for the Energy Wise Brochure “Take the Heat out of Home Cooling” by Energy SA, soon to be included in The Monitor. Parking...Parking audit has been carried out to vehicles parked on Council verges. Active parking control program will be administered. Vandalism...Council urges all residents to report instances of vandalism to the Police and Council. This is your community and your rates are being wasted by these types of action so your help is essential. Recently we have experienced further increases in the rate of vandalism at the Lions Park, Richardson Place and also the Recreation Centre which resulted in rubbish bins being thrown into the swimming pool. Alcohol bottles littering the environment and tree limbs have been broken plus the loss of several sprinklers, as well as shopping trolleys being left to litter the Lions Park. Rates...The second quarterly rates notices have now been issued and are due for payment on 16 December 2005. Water and Electricity Accounts...Electricity Disconnection Pending Notices have been issued by Registered Mail. Please pay by the due date to avoid disconnection of power supply. Water Reminder Notices have been sent. Due date for payment is 9 December 2005. Dog Registrations...Dog Registrations for the 2005/06 financial year became due and payable from the 1 July 2005. The right choices can save power Your air conditioning and heating choices can save money and cool global warming. It is important that we all contribute to minimising Greenhouse Gas Emissions. Each of us can take the lead in reducing our own household’s use of energy through, energy efficient housing design, selection of the most appropriate energy fuel source, selection of energy efficient appliances and technology and minimising our need for energy use. Energy Saving Tips Passive Cooling…If building or renovating, ensure your house is designed as well as possible for summer comfort conditions – this includes providing adequate shading and insulation for the walls and ceilings, weather stripping and sealing of draughts, using heavyweight building materials inside the house, and carefully choosing window placement. Heat entry and exit in your home can be greatly reduced by the installation of the appropriate “R” value level of insulation in the ceilings and external walls. Keep as much radiant heat (sunshine) out of the house as possible using external shading devices – light colours work best. Fit weather stripping around door frames and draught excluders at the bottom of external doors, and doors to high ventilation areas like the bathroom and laundry. Add a boxed pelmet over existing curtains, and close the gaps at the bottom and sides of the
curtains, to help reduce conducted heat gains through windows. Your behaviour and choices…Fans are relatively inexpensive, around 2c/hr to run. While they do not cool the air, they can reduce the need to switch on other higher energy consuming appliances and systems. The low speed fan setting should be sufficient to cool your home. Only use the high setting in extreme conditions. If you are purchasing a singlephase refrigerative air conditioner, use the Energy Rating Labels to help you choose an energy efficient model. If using a refrigerative air conditioner, close off areas which are cooled (ie using zoning) to make sure that you only cool the rooms which are usually occupied, not the whole house. Using your Air Conditioner…Use supplementary cooling only when and where needed. Switch off cooling systems when and where they are not required. If the refrigerative air conditioner has a thermostat, set it at the highest temperature setting at which you still feel cool enough: 25 degrees Celsius should be adequate. Each one degree increase of the thermostat setting will save about 10 per cent on your energy bill.

FAMILY & YOUTH...A meeting of the Family and Youth Forum was held on November 22. At previous meetings the importance of having young people involved in the Forum was recognised so that they can represent and share the views of their peers. In addition to Bec Penglase, who is already a member, another young person has been approached and it is hoped that they will be on board in the near future. The Education Forum also involves a young person. ABS statistics for the last census show that around 33 per cent of the population are aged 19 and under and the Forum is just one way they can have a community voice. The meeting included a talk by Bec Penglase on her role with Youth Services. She explained the types of trips she organises for young people which include participation in the “Race Around the City” event in Adelaide in December and the Errapa Blue Light Camp. Bec also advised that the Youth Centre hours are going to be extended from one day to five days a week. Tom Beever talked about the youth services providing volunteer support at the “Show and Shine” event. Through their efforts they raised over $130 which will go towards youth. Tom also spoke about the Welcome Program and its connections to the Family and Youth Forum. The Forum is very keen to provide input into the type of information that goes into the “welcome pack”. They also agreed that it was important to match new arrivals with welcoming volunteers of similar profiles eg young mums, single people, same cultural background etc. The meeting concluded with a discussion about the goals, strategies and actions for family and youth in the Community Plan. All agreed that the only youth strategy that is in the Plan is negative and that there needs to be a more positive approach. It was proposed to include a strategy such as “raising community awareness by using the media to actively promote positive news stories about young people”.
Members of the Roxby Downs Health Forum gathered on 23 November to discuss the “Healthy Town” concept. At a previous meeting the Forum decided that the attributes that create a “Healthy Town” needed to be clearly defined before deciding on which strategies and actions should be given priority. To set the scene the meeting included a presentation by fellow member Janine Connell on the “Building Healthy Communities in remote Australia initiative”. This initiative has been created by the Federal Department of Health and Aging. The Northern and Far Western Regional Health Service has lodged an expression of interest for a project for the Roxby Downs, Andamooka and Woomera region. The project will focus on the health issues of healthy lifestyles, reducing injury, smoking and harmful alcohol consumption, good nutrition and healthy weight and increasing levels

The Forum members were excited about the prospects of this initiative and its links to the Health segment of the Community Plan and they are looking at ways that they can support and provide input. During the meeting the Forum also looked at websites of towns overseas that have adopted the “Healthy Town” approach. One website of particular interest is the “Three Towns Healthy Living” which covers three towns in Scotland – Ardrossan, Saltcoats and Stevenson. The Forum will do some further research and come back to the next meeting with ideas, comments and suggestions on activities that link into both the Community Plan and the Building Health Communities initiative.
ARTS & CULTURE ARTS & CULTURE...The first meeting of the Arts and Culture Forum was held on Wednesday 30 November. Ray Goldie explained the role of the Forum, and its connections to the Community Board. Michelle Hales provided an update on the other forums and explained that delays in getting this forum up and running was simply due to difficulties in finding a date and time that suited the people who had nomi-
nated. A review of the current representation was discussed noting that the people who nominated were a mixture of practicing artists, event organisers, media and people with an interest in the arts. Bill Boehm advised that a position for a new Community Librarian has recently been advertised. This person will become part of the Arts and Culture Forum due to the strong cultural links.
Agreement has also been reached with Country Arts SA to employ a full time regional arts officer who will be based in Roxby Downs. The region will cover Roxby Downs, Andamooka, Woomera and Pimba. The Arts Officer will be an excellent resource for the Arts and Culture Forum. The position has been advertised on Page 22 of The Monitor and it is hoped someone will be in place by March 2006.
COMMUNITY BOARD The first meeting of the Community Board was held on Monday 28 November. At this meeting Richard Hobbs was appointed as Chairperson and Mark Beenham was appointed as Deputy Chairperson. The agenda for this meeting focused on exchange of information and bringing Board Members up to date with the status of the Forums and Partnerships. Items discussed included roles and responsibilities of members, role of the Board, and appointment of Board Members to Forums and Partnerships. Members were advised that the e-board, a key communication tool, is being designed and the site will be launched in February 2006. A special Board Meeting was held on December 6, which concentrated on the Olympic Dam EIS Masterplan for Roxby Downs consultation. The next meeting of the Community Board will be held on Monday, December 19.

EDUCATION & TRAINING EDUCATION & TRAINING...A meeting of the Forum was held on November 22. Most of the discussion focused on reviewing the goals, actions and strategies outlined in the Community Plan for education and workplace training. One area that members considered to be of reasonably high priority was developing a coordinated and well publicised approach to identifying needs and scheduling of courses and training programs and to raise community awareness of what is available. The Forum agreed that a coordinated approach was required and will work together to develop a community wide schedule of all training provided in Roxby Downs including information from BHP Billiton, TAFE, Schools and private providers. The training schedule will create a whole of community approach and help identify duplications and gaps. There is also the potential for resource sharing. Another strategy considered important was identifying training needs and gaps. Both Alex Barker (Economic Development Officer) and Bob Harvey (TAFE) are surveying businesses to gather this information. The Forum also recognised that promoting the benefits of apprenticeships and traineeships to business was important as they may not be aware of the incentives and what is available. A further meeting was held on December 6. The whole agenda was taken up as a focus group discussion for the Olympic Dam EIS Masterplan Consultation. The next meeting will return to the normal agenda.

ROXBY DISTRICTS CRICKET… Results from December 3, 2005 are as follows: Olympic Dam defeated Rogues in a cliff hanger at Roxby Downs Oval on Saturday morning when they brought up the winning runs in the very last over of the game. Darren Leonard 67 not out brought up his second successive half century to steer the Devils to victory after Rogues who had won the toss and elected to bat posted a creditable 9/155 from their allotted 40 overs. Several Rogue’s batsmen got starts with opener Randall Wyatt, Paul Trotta, Barry Dadleh and Will Bodsworth getting amongst the runs while Leigh Devlin was the best of the bowlers with 3/7 from three overs at the death. Darren Sherry of the Rogues side hit out lustily at the end of the innings for a handy dozen runs and bowled well without luck for his two wickets while Vaughn Smith took 2/19 with the new ball..
