RoxFM celebrates first birthday
ROXBY DOWNS...Community radio station 105.5 RoxFM celebrated its first birthday last week. From a handful of volunteers at the first broadcast on January 11, 2003, the station now boasts a volunteer register of more than 60 people. The station’s success has been the result of hard work and strong community support, volunteer station manager Deb Paliska told The Monitor last week. “I feel very proud of RoxFM - the people here have become a family and the station has become very important to the community,” she said. “We bring information, education and entertainment to the community - but for the volunteers RoxFM provides satisfaction, friendship and some solid career skills. “We’ve talked to other radio stations and they don’t have anywhere near the same kind of youth involvement as RoxFM.
“Being part of the station has been important for a lot of the town’s young people - giving them self esteem and confidence.” Mrs Paliska thanked the community and, in particular, that station’s financial supporter Laurence Duggan. “Without Laurence paying the bills we wouldn’t be here now,” she said. “We’ve been very successful though, a lot more than we could have expected in our first year. “We’re currently operating on a temporary licence but we’ve gotten through our first year without any written complaints to the CBA and we expect to get our permanent licence this year.” RoxFM volunteers celebrated the station’s first volunteer with a free barbecue and a giant birthday cake on Sunday, January 11. More than half of the station’s active volunteer roster were at the station to join in the celebrations.

New tariffs for power and water Be part of Roxby Downs’ future - fill out a survey ROXBY DOWNS…New electricity tariffs will cut costs for large power consumers, but raise prices for smaller users, Roxby Downs Council administrator Bill Boehm told The Monitor recently. “Essentially, there’s been new tariffs introduced for large customers who consume more than 160mW per annum - realistically, this tariff probably won’t apply to residential clients. “Customers like the shopping centre, caravan parks, council and the camps will be hit by the new tariff which will bring us in line generally with what’s happening in SA. “As a result, electricity prices will decrease by some 15 per cent for large customers, and increase by 12.5 per cent for smaller customers. However, for small customers, the 2003 rates were about 20-25per cent lower than Adelaide customers so they will still be lower than other SA centres. In contrast, consumers can expect water prices to rise this year. “As indicated in our previous discussion of water, the price of water we’ve purchased from WMC will go up as from January 1 from 1.10 per kl to a 1.20 per kl - we obviously need to recover this additional cost from our consumers,” Mr Boehm said. “We are also dispensing with the minimum user charge, but introducting a supply charge for every property based on their access unit - which is relative to the volume of water that can be delivered by their service. “The $35 charge per quarter is similar to SA Water and as a result of introducing that charge we’ve reduced the first tier of consumption to 55c per kL.” CORRECTION…Roxby Downs Council electricity figures were mistakenly quoted as water figures in the December 18, 2003, issue of The Monitor. The above figures are correct and currently applicable.
ROXBY DOWNS…The first ‘Listening to Roxby’ survey gave us a snapshot of what you thought about Roxby Downs in October 2001. Some of the community responses revealed 66 per cent of Roxby residents considered Roxby Downs a very quiet to quiet place, 58 per cent said we are very clean to quite clean while 60 per cent thought we were friendly. The most frequent social activity was speaking to someone on the telephone while 52 per cent thought we were trustworthy. Another 42 per cent felt that, considering the isolation, the prices of goods in Roxby Downs were reasonable to fair. How much have we changed over the past two years? Roxby Downs Council and the Community Board needs your comments so we can compare the results from 2001 with the community’s views in 2003/2004. There is still time to submit your opinions on life in Roxby.

BIRDSVILLE TRACK…Two new UHF repeater towers are planned for the Birdsville Track at Mungeranie and at Clifton Hills. An additional two repeaters are planned for the Birdsville Track year and the Trust has recently approved an application from the William Creek Progress Association for financial assistance with two towers in that area – one at or near Halligon Point on Lake Eyre and one on the William Creek–Coober Pedy road. ANDAMOOKA… The Andamooka Opal Hotel Social Club hosted its annual Christmas party on Saturday, December 13, 2003. More than 200 people attended the event, including a host of children who were treated to a visit from Father Christmas. MARREE…The Marree Hotel has installed a variety of historical leadlights throughout the pub. In the entrance hall, leadlights feature a rose and scroll design to celebrate the very first publican at Marree, who grew the region’s first rose for the region. The Marree pub was built in 1883. Marree will receive $231,924 from the Federal Government to establish an RTC which will provide office facilities for visiting service providers, online banking, a venue for adult education and training, access to government services, computers, internet, fax, photocopying, bill payment and facilities for the production of a local newsletter. The RTC program has been designed to return basic services to small or remote communities. PORT AUGUSTA…Magistrate Fred Field, a familiar face at Roxby Downs court, will be joined by Magistrate Clive Kitchin this year after both received permanent placements in Port Augusta. The Port Augusta court circuit includes Roxby Downs, Coober Pedy, the Anangu Pitjantjatjara lands and Ceduna. Magistrate Kitchin will also share responsibility for the Whyalla court circuit. MARLA…A new $100,000 water testing laboratory, approved last week, will improve monitoring of water quality in SA’s Anangu Pitjantjatjara Yankunytjatjara lands. The new laboratory has been set up under a joint State-Commonwealth scheme to ensure reliable water supplies to remote areas. PORT AUGUSTA…Port Augusta Council has been granted $20,000 by the State Government for the development of a cultural precinct in the city’s main street. This money will be used to create a “design masterplan” for the centre.
Future of Community House up in the air ROXBY DOWNS…Roxby Downs Council and the Community Board are seeking new direction for Community House in Hermit St. The community house was originally established by the community development officer of the time, almost two years ago, to provide an ideal environment for community groups to meet inexpensively. The project was devised in response to a perceived need in the community and ran successfully for 12 months, according to council administrator Bill Boehm. “However, Community House has been in decline with the loss of a number of key players and currently stands unused,” he said. “Through the community planning process the Community Board is now canvassing submissions on what are the needs of the community to see what role Community House will play “Council has given an undertaking that we will retain it in council ownership and we will help facilitate the most suitable use of the facilities. “Proposed uses raised so far are continuation of the current role or perhaps as crisis accommodation – council is open-minded on the issue.”

New road safety reforms FAR NORTH REGION...Regional police have warned drivers of new road laws now in force across the state. The changes to the laws are part of the government’s ongoing Road Safety Reforms Program. A summary of the changes that came into effect on December 15, 2003 are: ! Red Light Cameras that now detect Speeding offences. This means that a driver who is speeding through a red light/speed camera will receive an expiation notice for exceeding the speed limit. If the driver is speeding through a red light they will receive an expiation notice for both offences. ! The registered owner of the vehicle will now receive demerit points (as well as an expiation notice) for offences that are detected by a camera, unless another identified driver is nominated. ! Drivers detected with a Blood Alcohol Concentration of 0.050 – 0.079, where it is a second offence will no longer receive an expiation notice but will have to appear in court and now face a mandatory loss of licence. ! Where a person is driving and their drivers licence has expired, they will still receive an expiation notice. However where the person has never held a driver’s licence, or have the incorrect class that person will now receive a summons to appear in court. These measures are in addition to reforms introduced during the past year, including: ! The reduction of the default speed limit in a built up area to 50km/hr on March 1, 2003. ! The introduction of Mobile Random Breath Testing on September 26, 2003. Police can stop a vehicle at anytime and require the driver to submit to a breath test during prescribed periods. The prescribed periods are during school holidays, long weekends and four other periods proclaimed.

A 22-year-old Adelaide man was reported for urinating in a public place, after being stopped by police urinating just 100m from the public toilets in Richardson Place, Roxby Downs, on January 11, 2004. A 60-year-old Roxby Downs man was reported for exceeding the prescribed concentration of Alcohol on January 10, 2004. Police will allege that his Blood Alcohol Concentration was 0.145. A 22-year-old man from Roxby Downs was reported on the same day in a separate incident, for exceeding the prescribed concentration of alcohol. Police will allege that his Blood Alcohol Concentration was 0.153. Also on the same day, in an unrelated incident, a 31-year-old Roxby Downs man was reported for exceeding the prescribed concentration of alcohol. Police will allege that his Blood Alcohol Concentration was 0.087. On January 8, 2004, a 25-year-old man from Woomera was reported for an assault which occurred in Woomera on December 19, 2003. Also on January 8, in an unrelated incident, a 39year-old man from Roxby Downs was reported for driving an unregistered vehicle and failing to produce his Interstate Driver’s Licence. A vehicle parked in Hamilton Court was broken into overnight on January 7, 2004. The interior of the vehicle was searched and it appears that nothing was stolen from the vehicle. Police received a report on January 4, 2004, regarding the theft of a quantity of tools from the Tarcoola Powerhouse that occurred between midday on January 2, 2004 and midday January 3, 2004. The tools have been located and inquiries are continuing in relation to this matter. Police received a report of a camp room key being stolen from a locker on site, and that the key was then used to gain entry to the camp room on January 3, 2004. A quantity of coin was then taken from the room, as well as personal items being searched. On January 2, 2004, police received a report of a vehicle being entered in Alford Court over night. Nothing was taken from the vehicle. Police attended a report of an accident involving a vehicle and a pedestrian that occurred on the Service Road alongside the bottle shop in the early hours of New Years Day. A pedestrian was treated on the scene for minor injuries and later taken to the Roxby Downs Hospital. The pedestrian was later taken to the Royal Adelaide Hospital by the

RFDS as a precautionary measure only, and has now been release from hospital. The driver and the passenger in the vehicle have been spoken to by police, and investigations in relation to this matter are continuing. Later in the morning of January 1, 2004, police attended an unrelated incident involving a single vehicle roll-over on the Woomera Road about 20kms south of Roxby Downs. The accident occurred at approximately 2.30am on January 1, 2004 and involved a red/maroon Toyota Hilux 4WD. As a result of the accident the passenger, a 27-yearold man from Woomera died. The male driver was taken to the Roxby Downs Hospital and is believed to have minor injuries. The vehicle was extensively damaged and it is not repairable. Roxby Downs CFS and SES crews attended this accident. Police ask that any witnesses to this accident or with any information that might be relevant to it contact Roxby Downs Police on 8671 0370, or BankSA Crime Stoppers on 1800 333 000. Local police have voiced concerns about “an element in town that thinks it is funny to rip letter boxes out of the ground and relocate them”. A number of these events have been reported to police during the week, and over the last month. Police ask that if they see anyone involved in this sort of behaviour to contact the Roxby Downs Police Station. Eight motorists received on-the-spot fines for exceeding the speed limit during the week. One fine was issued for riding a motor cycle without holding an appropriate license. Two motorists received cautions – one for failing to wear a seatbelt and the other for using a mobile phone while driving. A window on the Blockbuster Video store in Richardson Place was broken overnight, on December 31, 2003. Electrical items were re-
ported stolen. The cost of replacing the broken window is estimated at $2000. Two 17-year-old youths were reported on December 30, 2003 for being minors on licensed premises in the early hours of Sunday, December 28, 2003. A 26-year-old Andamooka man was also reported for driving an unregistered vehicle on Burgoyne Street. A number of young adults and youths were caught swimming in the pool at the Leisure Centre in the early hours of December 27, 2003. It is an offence to be on the Leisure Centre premises when it is closed and all involved on this occasion were cautioned in relation to being unlawfully on premises. Aside from their presence being an offence, there are no lifeguards present and it is a safety issue. The people concerned in this instance thought that it would also be “funny” to throw plastic tables and chairs into the swimming pool. A report was received by police on December 27, 2003 that a house on Pioneer Drive was broken into and a wallet stolen. On December 23, 2003, a report was received that a business in the Roxby Downs Central shopping mall had two windows smashed overnight. Also, on December 23, 2003, a 32-year-old was arrested for illegal use of a motor vehicle. In an unrelated incident, on the same day, a 31year-old man from Roxby Downs was reported for Due Care, Disorderly Behaviour, Driving Unlicensed, Failing to wear a Seatbelt, Driving under the Influence of Alcohol and Exceeding the Prescribed Concentration of Alcohol. A report was received by Police on December 21, 2003 that a business in Richardson Place had a window smashed over-
night. Also on December 21, 2003, a report of property damage was received when Blockbuster had a shop front window smashed. A 17-year-old Roxby Downs man was reported for failing to display P plates, driving without a prescribed number plate, causing and permitting driving unregistered and uninsured on December 20, 2003. Also on December 20, 2003, in an unrelated incident, a 17-year-old man from Roxby Downs was reported for failing to display P plates, failing to produce provisional licence and driving and unregistered and uninsured motor vehicle. December 19, 2003 saw two reports of stolen letter boxes received from Torrens Court, Roxby Downs. Both letter boxes have since been recovered. A report of theft of cash was received from a Roxby Downs Business on December 19, 2003. Also on December 19, 2003 a 26-year-old Roxby Downs man was reported for driving without a seatbelt and driving an unregistered motor vehicle. Police received a report of property damage on December 18, 2003 where a large piece of concrete was used to damage a National Bank ATM. A report of property damage was received on December 17, 2003 where three classroom windows were smashed at the Roxby Downs Area School. A 39-year-old man from Roxby Downs was arrested for assault on December 16, 2003. A 30 year old Olympic Dam man was reported for driving unlicensed, driving without lights, driving an unregistered and uninsured vehicle on December 15, 2003. From snow to sand
EXCHANGE REVISITED…Former AFS exchange student Kyoko Hasegawa, 21, last week revisited her Roxby Downs exchange family of 1998, including John and Kate Zwar, 14. ROXBY DOWNS…When former AFS exchange student Kyoko Hasegawa, 21, left Japan last week, the temperature of her home-town of Sapporo was -3°. A few days later she arrived in Roxby Downs to a sunny 46° day. But this wasn’t the first time Miss Hasegawa had experienced the differences between Japan and Australia – she originally visited Roxby Downs in 1998 as an AFS exchange student staying with John and Bev Zwar and their family. Nearly six years later, Kyoko is a third year medical student in Sapporo. “The first time I came here I found it very different from Japan,” she told The Monitor last week. “The red sands and so many stars in the sky at night. “We’ve kept in contact for the five and a half years and this is my first visit back since the exchange. “There’s been some changes – the town is bigger, with new buildings. “The last time I was here it was winter so I haven’t experienced this hot weather before either.” Miss Hasegawa recommended student exchanges as a great way for young
people to “broaden their horizons”. “It motivated my study in English and my interest in other countries and cultures.” John Zwar, whose eldest daughter Lara was an AFS exchange student to Thailand. “It was great to be able to reciprocate the exchange and it’s good to know that Kyoko was keen to come back,” Mr Zwar said. “She must have enjoyed the first visit and it’s nice to have here come back again.” Miss Hasegawa celebrated her 21 st birthday in Adelaide with the Zwar family on New Year’s Eve and visited the local hospital and community health centre. “Roxby Downs hospital is very different from the hospital in my university,” she said. “It’s smaller but the patient rooms are bigger and they don’t have to share.” She also visited an Australian McDonalds, which she told The Monitor, doesn’t differ much from the Japanese McDonalds she works at part-time in Sapporo. Miss Hasegawa will return home in time for Sapporo’s annual snow and ice festival this week.
New floor for auditorium
FLOOR PLANS…Roxby Downs auditorium was re-floored last week by Adelaide-based company Coyoté Sportz. The $60,000 project saw the previous parquetry floor, which was damaged and starting to lift, replaced with a tongue and groove strip ‘sprung’ timber floor. “Sprung floors have proven to be more cost-effective to install and maintain than parquetry,” Municipal Works Manager Rob Barker told The Monitor last week. The auditorium floor, a total of 360 square metres, will be completed before the school year commences. THE MONITOR - Your Community Newspaper

New citizens call Roxby home ROXBY DOWNS…It’s been a long journey but world traveller Moira Howard has found a place to call home – right here in Roxby Downs. A British citizen by birth, Mrs Howard was born in Kenya, raised in Tanzania, schooled in England, lived in Dubai and Holland – where daughter Louisa Wallenburg, 11, was born – before moving to Roxby Downs with husband Graham Howard
almost five years ago. Mrs Howard and Louisa officially became Australian citizens last week at a naturalisation ceremony on Tuesday, January 6, 2004, at Roxby Downs Council. The pair will be officially presented with their certificates at local Australia Day celebrations next week.
Microchip message reaching cat-owners ROXBY DOWNS… Microchipped pets will soon double their chances to be returned home safely, with Roxby Downs Council’s recent acquisition of a microchip scanner. While the scanner will be in use by council from February, Roxby Downs Veterinary Clinic also utilises a microchip scanner and is currently assisting council in identifying trapped cats. Local cat owner Linda Hooper, whose pet Smokey was recently returned to her after being collected by Roxby Downs Council, has thrown her support behind microchipping. “The kids were so happy to get Smokey back,” Mrs Hooper told The Monitor. “She’s a new pet and we’ll be getting her microchipped straight away so that this won’t happen again.” Microchipping involves the insertion of a small electronic chip under the skin in the back of your dog or cats neck. Unlike a collar, the microchip provides a permanent form of identification which cannot be

The Hoopers are keen to microchip ‘Smokey’ to ensure many more safe homecomings. lost, removed or stolen. “If your pet is lost, chances are it will turn up at the local council, RSPCA or veterinary clinic,” Roxby Downs veterinarian Andrew Melville-Smith said. “They will scan your pet and from the microchip number displayed by the scanner, they will be able to locate the owner from the information on the national database. “The
letter ‘M’ is tattooed in the pet’s right ear, signifying that the pet has a microchip fitted. “In Roxby Downs, for a trapped cat with no identification, a microchip can literally mean the difference between life and death. “All stray and unwanted animals that are brought in for euthanasia, are routinely scanned for microchips.”
Roxby Downs Council provides cat traps for residents and businesses looking to remove unwanted cats on their property. Cats identified with a collar or microchip are then returned to their owners. Uncollared cats are scanned for microchips before being identified as ‘unidentified’ and then euthanased.

The uniform shop will be open on Tuesday mornings 8.45am – 9.45am and Thursday afternoons from 3.00pm – 3.30pm. The shop will also be opening Friday, January 23, 2004 from 10am – 12 noon for back to school shopping. We are currently looking for volunteers to register an interest for next year. Volunteers are needed to support as little as half an hour each week. Volunteering involves opening the shop for half an hour each week, assisting parents and students to purchase uniforms, keeping record of uniform sales and handling cash sales. Top marks sets Mikaela on the right track ROXBY DOWNS... 18-year-old Mikaela Aldenhoven was named ther egion’s top Year 12 student for 2003 after receiving a score of 86.6 in her SA Certificate of Education last month. Mikaela also received full marks - a 20 - in her Food and Hospitality subject. She was the only Roxby Downs student to receive a 20 this year. Miss Aldenhoven said the mark was a good complement to her tourism traineeship which she is currently completing at the Cultural Precinct and Dunes Café. “I wasn’t able to study tourism in Year 12 but Food and Hospitality will always help me in my career - everybody, everywhere has to eat. Mikaela is RDAS’s brighest example of a student ‘having it all’. While completing her SACE, she also worked at the precinct on weekends as part of her school-
YOUTH Interest sought for a young parents group ROXBY DOWNS...Roxby Downs Youth Services is seeking interest from young mums and dads to create a ‘young parents group’. out that she brought me flowers. “I”m the first person in my family who ever got a 20 so it was pretty exciting.” In addition to Food and Hospitality, Mikaela also studied: English/
Communications, Geography, Biology and Maths. She is currently completing her traineeship and is currently coordinator for the Roxby Downs Cultural Precinct.
ROXBY DOWNS...Roxby Downs Youth Services is calling for letters of support to futher its plans to provide a regional service. Youth Services Coordinator Sue Penglase said organisers are collecting letters of support to complement their bid for government funding. Further funding will allow the service to provide counselling, support and social activities to a wider region in the Far North outback area. “We have some great facilities and support in Roxby Downs and it would be great to offer that to more than just the local kids,” Mrs Penglase said. STREETSCAPE… Municipal Works Manager Rob Barker displays plans for the Richardson Place redevelopment and, right, Richardson Place public facilities as they are currently. Following a public tender process Council has awarded a contract for the construction of the next stage of the Richardson Place Redevelopment to Adelaide-based Landscape Construction Services. Works are scheduled to commence in early February and should take approximately four weeks to complete. Stage works include the following: ! Extend new coloured paving adjacent to rotunda shelter. ! Lower rotunda walls and reconstruct with mosaic tiles in story panels. ! Repaint frames and replant vines ! Repaint central frames and place shade material over the central structure. ! Place four new banner poles to south side of pedestrian crossing and supplement with new coloured paving. ! Introduce low plantings to both sides of pedestrian crossing. “This redevelopment is long overdue and will significantly enhance the amenity and functionality of this key
Want to have your say? area in the heart of our town,” Council Administrator Bill Boehm said. “Importantly, it will further encourage residents and visitors to use this area as their key meeting place as well as enhancing the operational capabilities of the area for events such as the Christmas Pageant and Outback Fringe Festival.” “For some time now improvements to the central rotunda have been contemplated. “Council will be pleased to see this area opened up and become more inviting. “In particular the new public art work that is to be included as part of the project in conjunction with both local schools will be a welcome new initiative” Residents are advised that some pedestrian and motor vehicle restrictions will be required during the construction phase as temporary changes in access routes may be necessary. Australia Day - a day for all of us! Monday, January 26, is a day to celebrate the anniversary of the foundation of our great nation. It is a day of celebration, actively encouraging the participation of all Australians regardless of age, ethnic or cultural backgrounds. Football stalwart named to coach Roos Football veteran Ray Trezise brings years of experience to his new role as coach for the Andamooka Roos this year. After coaching Roopena U15s and U19s to eight premierships and 10 grand finals over 10 years, representing Whalla himselve and playing 232 senior games for Roopena - he says he just might have a few things to teach the young premiership team. Already the Roos are enjoying a social kick each week night at the town oval, in preparation for the club’s training camp on February 14 and 15. VacSwim seniors aiming for the bronze More than 175 young swimmers attended VacSwim lessons in Roxby Downs this month. Local swimming instructor and VacSwim coordinator Michelle Kittel said the group, while smaller than in some years, boasted a high number of return swimmers competing for their bronze stars, medallions and crosses – nationallyaccredited swimming ratings. “In the local VacSwim classes we have children aged from five to 15, but its good to see so many older kids coming back this year to get their accreditations,” she said. “Safety is the major focus of VacSwim – teaching kids how they should react in an emergency, whether it’s at the pool or out at sea.” Vacswim has been run at Roxby Downs Swimming Pool for more than 10 years, averaging around 190 participants every year. VacSwim training was also held at Woomera these school holidays, while Andamooka swimmers joined the Roxby Downs program.

New opportunities for swimming instructors Roxby Alive will offer Austswim swimming instructor training at Roxby Downs Swimming Pool for the first time ever this summer. Interested residents are invited to register for the nationally-recognised course which will allow graduates to teach swimming anywhere in Australia. The accreditation is also highly-prized at international camps, resorts and schools. “An Austswim qualification is a great thing to have on your CV and a great job to have if you want to travel – even in the desert they need swimming in-
structors,” local Austswim-accredited instructor Lyn White said. “It’s also a great opportunity for local swimmers as we are losing several of our accredited swimming instructors and expect to have some upcoming employment openings at the pool. “There aren’t many jobs better than this one.” The course, the first of its kind to be held in Roxby Downs, is open to anyone over the age of 16, and will incorporate basic first-aid. Cash kickstart for basketballers Local youth basketballers competed in Albury this month in the State Country Cup competition. The involvement of five local teenagers, and another two former Roxby Downs residents, has been hailed as proof of success for the local basketball Intensive Training and Coaching program. Coach Jason Castle is himself a product of the ITC program at Roxby Downs.
Castle played basketball locally as a child of six, and is now a part of the coaching program, helping other young basketballers build a solid foundation of skills in the sport. “The kids have worked very hard to get where they’ve got and they deserve it,” Castle said. “The support from the community has been great, and with the help of other sponsors, it’s really made a difference.”

A team of 12 young swimmers competed in the SA Country Championships at Port Augusta at the weekend, in what has been described as the Roxby Downs club’s best competition performance to date. Coach Stuart Mills said the group performed well and he was impressed with the number of swimmers who had qualified in time trials for the event. “Twelve young swimmers represented Roxby Downs at the Port Augusta Swimming Carnival – and
that’s a lot for a town of this size,” he said. “This was the best-ever result for our swimmers in Port Augusta with 13 scratch trophies and three handicap trophies. “It’s also important to mention, Leigh Groom and Jarrod Katzorke who preformed really well in the relays,” Mills told The Monitor this week. Local swimmers came home this week with a full swag of medals – results as follows.
