Roxby Downs Pet owners are about to become the first in Australia to be governed by the most comprehensive management plan for cats and dogs. The council’s animal management officer, Peter Keller, is expected to release the Draft Management Plan for Cats and Dogs on the council’s website within the next week for public comment. It’s expected to contain a number of recommendations specifically for cats, because the current state government’s Dog and Cat Management Act of 1995 deals mainly in the management of dogs. Mr.Keller said the Act was amended in 2004 calling on councils and local government organisations to implement a management plan for cats by July 2007. Recently a public meeting called by the Environmental Forum’s pet management steering committee endorsed a number of recommendations for the management of cats to be included in the Draft Plan. When the Draft Plan is released the public can download a copy from the council’s website and make submissions or contact Peter Keller at the council office. “There are a number of recommendations being put forward such as developing an off-lead area for dogs,” he said. “But we can’t move forward on site selection until we know what areas will be made available under BHP Billiton’s Master Plan for the town which is not expected to be released until August. “That’s two months after our Plan has to be endorsed by the state’s Cat and Dog Management Board. “The state board has given authority to councils to write by-laws for the management of cats, and that’s the process we’re now in,” Mr. Keller said. Spokesman for the Pet Management Steering Committee, Gavin Ibbott said a recent move by the Darwin City Council to enforce cat owners to have their pets on a lead when outside their property is an obvious step forward. “That’s an area we’re looking at because things are changing rapidly in cat management in order to bring them into line with similar controls that already exist for dogs,” Mr. Ibbott said.
