BLOCK SIZE KILLS TOWN

A plan to stop future growth within Andamooka has been severely criticized by local residents with claims it is a ‘Gestapo’ approach by the state’s Health Department.

A hearing in the town by Planning SA to discuss a Plan Amendment Report (PAR) for ‘Land not within a council area’ erupted with discontent by local residents.

The bone of contention is a requirement in the PAR to limit minimum residential block sizes to 1200 square metres within Andamooka.

The hearing was told that most blocks in the town were less than 1200 square metres which would prevent the owners from building a house.

Those residents who already have a house on land less than 1200 square metres will not be affected by the limitation.

However under the proposal they will not be allowed to re-build on site or replace their existing dwelling.

Planning SA representatives at the hearing said the minimum block size was because of the requirement by the Department of Health for 90 metres of soak trenches for septic tank sewerage systems.

In giving evidence local resident Dave Merrit claimed the Health Department was taking a ‘Gestapo’ approach to

development in Andamooka.

“The 90 metres of soakage trenches is based on the requirements in bloody Adelaide, not here in Andamooka,” he said.

“We are one of the most frugal water using towns in Australia.

“We have to be because we don’t have reticulated water, we have to buy it and it costs an arm and a leg,” he told the hearing.

“It costs us $50 for each 4500 litres of water we buy, 23 times more than in Adelaide where the same amount of water costs just $2.11.

“We also have one of the lowest annual rainfalls in the state and are among the hottest so the evaporation of our septic systems is way ahead of the requirements in Adelaide.

“Who set the 1200 square metres limit using only one method for sewerage waste disposal, when there are many and varied systems out there that are used for much smaller sized allotments,” Mr Merrit asked the hearing.

A local plumber John West said the town is being forced to conform to Adelaide rules regarding soakage trenches, but they’re way over the top for Andamooka.

“The rules should reflect our needs, not the requirements of Adelaide.

Mates are worth their blood A shoulder to cry on; a sympathetic ear; someone who shouts you dinner and makes you laugh – these are some of the qualities that make a good mate – but what extra qualities make a great mate?

This November the Australian Red Cross Blood Service is going to test friendship in a different way, by asking current blood donors to recruit their friends to donate, making them, not just good, but great mates.

To help blood donors recruit their mates the ARCBS has designed them a unique website: www.matesdonate.com.au.

Social network websites are all the rage and the ARCBS hopes matesdonate.com.au will be no exception.

Here donors can nominate friends they think should be blood donors, send them an e-mail through the website and track how many of their mates have donated.

You can even pick up tips about encouraging mates along the way.

Dr Pip Hetzel, National Operations Manager for the ARCBS said: “One in three of us will need blood or a blood product at some point during our lives, so many of us will rely on others to help us out.

You may not have needed blood yet, but is it unreasonable to ask your mates to help out in advance and help other Australians as well?

“By utilising our special matesdonate.com.au website, we hope that current donors will be really successful in getting their mates to donate.”

Josh Munday and Tilly Boleyn are two mates who are supporting the Mates Donate campaign.

Josh donates whole blood and has been donating for a year.

Tilly donates plasma, visiting the ARCBS every two weeks and has made more than ten donations.

“I can’t believe some of the lame excuses that some of my mates give for not donating. But with some friendly banter, healthy peer pressure and reminder e-mails through matesdonate.com.au, I am confident that they will become blood donors,” Josh said.

Tilly added: “I’ve set myself a challenge of getting six of my friends to donate during the Mates Donate campaign.

“I will encourage them to become life long donors by explaining that blood donation doesn’t hurt at all, is quick and easy and saves so many lives.

“I will also go with them if they need some moral support.”

This November, Australia needs 190,000 blood donations to ensure that hospitals have enough blood and blood products to meet the needs of patients.

Forum fumes over recycling The Roxby Downs Environment Forum is fuming over a decision by the council Administrator Bill Boehm to knock back planned kerbside recycling for the town.

During a lengthy inquisitorial at its last meeting the forum was told by Mr Boehm that kerbside recycling was too costly at this stage to implement.

Forum chairman Dr Adam Bester said the Administrator indicated that the facility would not be implemented for at least a couple of years.

“This is despite our argument that we have proof kerbside recycling for Roxby Downs if implemented now would be cost neutral,” he said.

“We’ve sent a letter to that effect to the Administrator along with the results of our public consultation that he requested.

“Those results indicated that at least 80% of people surveyed by the forum wouldn’t mind paying an increase in rates to have kerbside recycling implemented,” Dr Bester said.

The Environment Forum has conducted two surveys during the past year on the kerbside recycling scheme and each time the results have been overwhelming from the community.

The results indicate a great need for the scheme in Roxby Downs with 40% of respondents actively pursuing their own recycling regimes.

“We are bitterly disappointed that the Administrator has not stood alongside the forum and implemented the scheme, or at least given a timeline for its implementation,” Dr Bester said.

“Instead we heard that the population base is too small to support it because there wouldn’t be the volumes of recyclables to make it financially viable.

“However our figures show that the community is willing to pay for the service and that it would be cost neutral,” he said.

Pastor wants more dunnies in the Outback Mobile Pastor, turned independent candidate for the federal seat of Grey, is running his campaign on “more dunnies in the outback”.

“Really its bring back the outback dunny,” Pastor David Wright said from Oodnadatta.

Standing outside the locked public toilets in the main street David expressed his amazement at a government that would stop funding to toilets effectively closing down public toilets in such a remote area.

“Its two hours drive in one of three directions until the nearest public toilets, in the fourth direction it is a tree or byo spade job,” David said.

“The part that really annoys me though is that when these toilets are open not only do they give physical relief, they also provide employment for a toilet supervisor. Someone in this town is missing out on the right to work and the right to earn a quid”, Mr. Wright said.

“It’s a disgrace.”

Mr. Wright says that the toilet is an indication of the opinion that the

Coalition Government has for the rural and remote regions of South Australia, most of which are in the electorate of Grey.

“Not only do the people of remote and rural South Australia miss out on toilets, their schools were ineligible for funding for the placement of chaplains.

“At first I thought it was an oversight by a shortsighted bureaucrat in Canberra, so after the first round of funding we told the government that the eligibility process ruled out remote schools.

“The second round of funding kept the same rules.

“Remote area schools missed out again. Another job and community service went the way of the toilet,” he said.

David is running as an independent so as to have better representation for the bush in Canberra.

“The major parties are eastern seaboard centric – the great divide is a great name for a mountain range, but it shouldn’t describe Australian politics,” he said.

Kidneys at the market

The veranda of an outpost shack was the place where some of the first votes were cast in the 2007 federal election.

Proving that geographical remoteness is no barrier to taking part in the country’s democratic process, Australian Electoral Commission (AEC) officials set up a polling booth at Kybrook Farm in the Northern Territory, allowing surrounding residents to cast their vote at the remote location north of Katherine.

A total of 37 mobile polling teams have been visiting over 390 remote locations around Australia in the past

two weeks leading up to election day on Saturday.

Today the mobile booths will be at the remote aboriginal settlement of Amata north of Roxby Downs near the border with the Northern Territory.

Electoral Commissioner, Ian Campbell, said the AEC was travelling by road, air and sea to reach remote outstations, pastoral properties, small towns, tourist resorts and mine sites in the Northern Territory, New South Wales, Western Australia, South Australia and Queensland.

“Local assistants have been

recruited to identify, interpret for and assist with the special needs of indigenous electors at many of the remote mobile polling locations.”

The remote mobile polling service also offers electors interstate voting services.

Remote mobile polling visits have been advertised through posters, newspapers, radio, television and letters sent to community organisations.

Electors have been able to find out when a mobile polling team were visiting their community by contacting their local community council.

Roxby Downs residents are furious over the continued poor quality of their residential mail and parcel delivery service being proffered up by Australia Post based in Adelaide.

In the latest debacle in its contracting service for Roxby Downs, Australia Post’s newly appointed contractor, Brenton Markwick suddenly left town throwing the service into disarray as reported by The Monitor last week.

He only started the five year contract in January this year.

However two of his workers had continued to attempt to deliver the mail and parcels.

One of them told me they were owed $2000 and $500 respectively

“When I turned up for work on that Monday morning I found a letter in my helmet saying he had split town, the ‘&*%$X%&’ still owed me money.

“We initially thought we’d pack it in also, but then decided there was no-one to deliver people’s mail so we

And is AP embarrassed by these events and will it trigger a review of the investigative procedures that are no doubt in place when awarding contracts to minimise this sort of event from reoccurring?

The Australia Post official response to these questions came from Ms Allan who replied: “A senior Australia Post Delivery supervisor will be arriving in Roxby today Wednesday 14th to assist the current posties and assess the situation. Australia Post assures the residents and business owners and operators in Roxby Downs that the efficient delivery of their mail will be our prime focus.”

When asked whether The Monitor could speak with the supervisor or at least have his mobile telephone number Ms Allan replied: “Our staff are not required to respond to media enquiries so I am not able to forward any details of the supervisor.”

The Monitor as well as the Roxby Downs community now wait to see how Australia Post will deliver on its promise that its prime focus will be on the efficient delivery of our mail.

The KEY pilot program will also take place in Townsville, finishing in Perth during World Kidney Day on the 13th of February Ms Corso said people interested in finding out more about the KEY program and how to take part in the free pilot study to check the health of their kidneys should visit their local GP.

A market stall in the centre of the South Australian mining town Roxby Downs has provided the grass roots start of one of Australia’s most important primary health care programs.

Kidney Health Australia with the support of the Federal Government and BHP Billiton launched “Kidney Evaluation for You” at last weekend’s market day.

KEY is an early detection program which will evaluate kidney function, cardiovascular health and diabetes in high risk individuals Dr Tim Mathew, Medical Director of Kidney Health Australia said until now a primary heath care program for chronic kidney disease (CKD) detection has not existed.

“Australia is urgently in need of a KEY program as approximately 1 in 3 Australian adults are at risk of developing CKD, which is the 7th most common cause of death exceeding diabetes, respiratory disease and suicide.

“CKD is often referred to as the “silent killer” as 80 -90% of kidney function can be lost before an individual experiences any symptoms,” he said.

“Yet the level of awareness of CKD amongst the general public and health professionals is low and many risk factors of CKD are modifiable.

Block size kills town

“How much of the $300 million the state government is planning to spend on the expansion of BHP Billiton’s Olympic Dam mine is going to see its way to Andamooka,” he asked.

“I’d like to see some of our taxpayers money come back to this town through the provision of a proper sewerage system, which would overcome this problem,” he said.

Owner of the Andamooka Power House Chris Lyons told the hearing that rather than halt development within the community, its long term needs must be properly ascertained.

“These planned changes limit growth of the town and prevent the community moving forward into the 21st century and are detrimental,” Mr Lyons said.

However in preparing to talk to the meeting the Planning Consultant with the Roxby Downs Council Stewart Payne

said he expected to be heckled

by Andamooka residents for what he was about to say.

“The Roxby Downs Council supports the PAR requirement for a minimum block size of 1200 square metres,” he said.

“It is noted that as a consequence of this requirement the present level of development in Andamooka would be curtailed as it appears that few of the remaining blocks would meet the minimum requirement.

“It is noted by the Roxby Downs Council that in many cases current applications for development do not make adequate allowance for the disposal of effluent on site,” he said amid jeers.

The Development Policy Advisory Committee will now take into consideration the submissions it received before making a final report to the Minister for Planning for his approval.

The Roxby Downs Community Club is going through the legal processes of nearly doubling its number of poker machines ready for its expansion early next year.

But is has raised the eyebrows of the Roxby Downs Council’s community consultant Ray Goldie who is on the record as being against poker machines. “ The admission of p oker machines into this state was possibly the worst decision our government has made in the past 20 years,” he said.

However he believes that the possible doubling of poker machines at the Club could provide the community with a unique opportunity to set-up much needed counseling services in the town with the Club setting aside a percentage of the profits for such groups.

“I continually hear that Roxby Downs is under ser viced in

counseling services for problem gamblers and people with drug and alcohol problems,” Mr Goldie said.

“Here is a classic opportunity for the Club to be proactive in its role within the community by financially contributing to the provision of such counseling services.

“If we accept that poker machines in Roxby Downs are inevitable, then lets put them into the Community Club where the profits can be poured back into the community.”

Mr Goldie said he is going to write to the Club to open up dialogue on the issue which could involve many of the town’s forums such as Health and the Alcohol and Substance Abuse partnership.

“Lets not wait for the government, BHP Billiton or some other agency to come and ‘save us’, lets be a proactive community.

“The people who need these services can’t wait,” Mr Goldie said.

Taking the trouble out of tax file numbers With the end to the final school term nearing, it is a good time for students to take advantage of the Tax Office’s secondary schools tax file number program.

Students who are looking to start a part-time job or enrol in university will usually need their own tax file number (TFN).

It’s not compulsory to have a TFN but without one your employer must take 46.5 per cent of your wages in tax.

You also can’t defer your higher education fees and Centrelink will generally not pay Youth Allowance, Newstart or Austudy.

You can get a TFN from your school as an alternative to applying for one through the Tax Office.

The application form is simpler and it can be completed at school – all you need is your birth certificate, Australian citizenship papers or overseas passport.

The TFN program is available through 95 per cent of all secondary schools in Australia.

The Tax Office receives more than 120,000 TFN applications from schools each year.

Is your family bushfire ready?

A 35-year-old Olympic Dam man was reported on November 17, 2007 for drive without due care and exceeding the prescribed concentration of alcohol as a result of follow up enquiries in relation to an accident that occurred on October 12, 2006. It is alleged that the man had a blood alcohol concentration of 0.156 at the time of the accident.

A 20-year-old Roxby Downs man reported an aggravated assault on November 15. The man received medical treatment for grazes and swelling to his face and a cut on one of his hands. Enquiries in relation to this matter are continuing.

During the afternoon on November 12, police received a report of a house being broken into. There was no damage caused to the house, but the victim reports that a mobile phone, some jewellery and keys for a car parked out the front of the premises were stollen. The vehicle was also taken and all items taken from the property have not been recovered.

A 24-year-old Roxby Downs man was reported for property damage during the early hours of the morning on November 11, 2007 after he was caught breaking a window at a local licensed premises. The victim in this instance advised that repairs to the window were expected to be in the vicinity of $1000.

Mel and Mick welcome Maddy and Matt The Monitor’s own Mel and Mick Monitor welcomed two bundles of joy into the world last week, with the arrival of twins Matilda (Maddy) and Matt.

Arid Recovery Ecologist, Helen Crisp, who presided as midwife, said the babies are doing very well.

“Maddy and Matt are both healthy and have all the usual amount of fingers and toes,” Ms Crisp said.

“They weigh 10g and 13g respectively and look like they will grow up to be strong, well formed monitors,” she said.

Mel Monitor said she was delighted at the arrival of her twins.

“I’m sure it is something every new mother says, but these must be the sweetest babies ever hatched,” Mrs Monitor said.

“At the moment they are keeping us busy as they feed almost constantly, luckily Mick has been hard at work stocking the larder with fresh crickets for the last couple of weeks.

“I’d like to thank Helen for her support and for holding our hands during the hatching, we couldn’t have done it without her,” she said.

Being power-wise Look after the pennies and the pounds will take care of themselves.

It is funny how many of those old sayings are pertinent to modern day situations.

Heading into what is promising to be another long, hot summer, Roxby residents could modify this saying to ‘use your common sense and the electricity bill will take care of itself ’.

Traditionally, the rate of energy consumption skyrockets during the summer months in Roxby Downs, but there are things you can do to reduce your usage, which will help the environment and result in big savings on your next power bill.

According to Electrical Services Manager for the Roxby Downs Council, David Hallett the biggest domestic energy user in summer is air conditioning.

“Using your air conditioning efficiently is really important,” Mr Hallett said.

“With reverse cycle systems the windows and doors should be kept closed to keep the cold air inside the house and setting the thermostat at 28 – 30 degrees Celsius instead of 24 will mean the system does not have to work so hard, which will save power and money.

“Evaporative air conditioners are different, you need to open as many doors and windows as possible.

“They work by pushing air through the house and the cooling effect is caused by the flow of air against the skin,” he said.

Insulating the house and keeping blinds and curtains drawn will also help keep homes cool.

“People tend to run filters day and night, you don’t need to, a couple of hours morning and night will do,” Mr Hallett said.

Checking that your filter is the right size for your pool and installing a timer on it will also help save power.

Refrigerators and freezers, if not operating efficiently, can account for large percentages of the household electricity bill.

“An old, poorly maintained refrigerator uses up to three times the energy of a new one, so it may be time to consider an upgrade,” Mr Hallett said.

“When choosing a new fridge consider its efficiency rating and buy the best you can afford.

“People like to have fridges and freezers in sheds where the temperature can be very high, in that situation they will work very hard.

“It might sound silly but if you are going to have an outdoor fridge, have it on the veranda where the temperature won’t get so high, check the seals are not leaking and use energy efficient appliances,” he said.

Exercise essential for people with diabetes Regular exercise is safe, effective and essential in managing diabetes and its complications, according to a recent article published in the latest issue of Australian Prescriber.

In her article Prescribing exercise for diabetes, exercise physiologist Bronwyn Penny of Diabetes Australia writes that exercise can help reduce the risk of heart disease as well as improving the quality of life for people with diabetes.

“Prescribing exercise should be considered one of the essential components of diabetes care.

“Unfortunately, it is still largely underused,” Ms Penny said.

People with diabetes must consult with their doctor before they start an exercise program.

This is especially important if they have any complications of diabetes, including problems with their eyes or feet.

Motivation along personal goals and preferences will also help in devising a suitable exercise program which can be continued in the long term.

A recommended exercise program may include aerobic activities (such as walking, swimming and cycling) and resistance training (such as working out in a gym).

In some areas there are special exercise classes for people with diabetes.

Regular aerobic exercise improves blood pressure and resting heart rates as well as reducing cholesterol, and helps people lose weight.

Resistance training has positive effects on insulin resistance and improves strength and balance.

“Regular exercise assists in maintaining good blood glucose control, which in turn helps to decrease the risk of developing diabetes complications,” Ms Penny said.

Questions about Mr Bill’s whereabouts were answered at the Andamooka 60th birthday celebrations recently.

Mr Bills left the school and the area in the 60s, but returned posthumously, he now lies in the Andamooka cemetery.

The disease shows in redness of the eye, and a film of pus forms over the eyeball. After sleeping the lids stick together. Parents as well as children have caught it. It is thought to have been carried from sheep, by flies, and thus infected the children.

I have been astounded but not surprised at the attitude of major corporations, government departments and international mining companies

A classic example of this contempt they hold for the people they are supposed to serve was brought home abruptly twice in the one week.

We have Australia Post which failed to respond to a series of questions that this Newspaper asked on behalf of the community, the clients of AP, about the poor service in residential mail and parcel deliveries.

It’s all well and good for AP in its glossy coloured annual report to highlight its supposedly efficient mail service, and trumpet it from the towers, but in reality it has been a mess in Roxby Downs for sometime.

So you’d think as part of its corporate responsibility, using all the latest jargon in its mis-

sion statements and other PR documents, that it would let the people of Roxby Downs know what was going on with this vital of services.

But, given the opportunity to have a ‘free hit’ and put a positive response to a debacle, AP put up the steel shutters, showed contempt for the community’s ‘Right to Know’, and bullied their way through it.

This is what ‘minders’ get paid for. To protect the image of their business.

However far more damage is done, especially in this case

by stomping on our democratic rights. There wasn’t even any attempt at ‘Spin’, just pure contempt.

“The attitude of you’ll get what we give” will come back to bite them one day.

The other incident that had me shaking my head in disbelief was giving BHP Billiton the right of reply to a letter to the editor which appears on this page.

As seekers of the truth and balance we wanted to make sure the information in the letter was well founded.

We gave the company ample t i m e to re s p o n d to such a simple request.

It would have only taken 2 or 3 paragraphs. The company could have put its case and promoted its policy on fatigue management (we still don’t know if they have one) in its letter of reply.

But by the close of our deadline, which was highlighted to the company, not a single word back. No response.

It w o u l d h a v e been beneficial for the company to have responded because it could have used it to convey its safety message to the community, but more importantly to the families of its

workers.

It could have used the response to reinforce its commitment to its much touted ‘Zero Harm’ policy.

‘Minders’ of today are living in yesterday. The dumbing down of the population really started in the 80’s where ‘minders’ fervently protected their employers from the gaze of the media and therefore the community.

However there’s been a change in this country that the ‘minders’ haven’t caught up with. People want, and in some instances demand, the truth of them. They know when they’re having their leg pulled, or having the wool pulled over their eyes.

Comp anie s , busine ss e s and corporate entities would enhance their image and get the community on side just by telling it how it really is, not clouding it in spin.

With the internet, blogs and email the word gets out really quick about the truth of an incident and the ‘minder’ looks rather silly with their attempt at withholding information.

The ‘Minder’ is in some instances only as good as the information their superiors allow them to give out.

So instead of protecting the image of their employer, they’ve actually tarnished it.

How can a government agency, a business or international mining company demand loyalty from its employees, but show no loyalty or respect to its community?

BHP Billiton Drug and Alcohol Policy is to be commended for doing in the workplace what was intended, curbing accidents and incidents and making for a much safer workplace, the question I have is why is there not a reliable method in the workplace to check for fatigue?

Other BHP Billiton work sites have these policies and reliable testing, for example the Ravensthorpe mine, when will it be implemented in Olympic Dam? After recent articles in the newspaper about sleep deprived people, who can be equivalent to 0.05 alcohol impaired, will it take a serious accident on or off site to make it happen?

Many people commute in their own cars, they may be coming to work already fatigued.

Name and address withheld Editor’s Note:In order to confirm the accuracy of the information in the above letter this newspaper sought a reply from BHP Billiton regarding its policy on fatigue.

We gave the company ample time to reply to such a simple but yet extremely important request as it deals with the health and safety of the company’s workforce.

However the company failed to respond to our deadline.

It is a great pity considering BHP Billiton continually espouses publicly its Zero Harm policy.

I do hope they’re not hollow words.

Think before you drink

More than 3000 Australians die as a result of harmful drinking each year, according to the state government.

As we head into the silly season the Roxby Downs Alcohol and Substance Abuse Partnership is calling on community members to drink responsibly over the Christmas and New Year period.

“The Alcohol and Substance Abuse Partnership would like to remind everyone to drink responsibly over the holiday period, particularly if driving,” Partnership spokesperson Michelle Hales said.

“Many residents travel long distances during the holiday break, and we would like everyone to return to Roxby safely in the New Year,” she said.

The South Australian Police, the Office of the Liquor and Gambling Commissioner and Drug and Alcohol Services SA are also asking South Australians to consider the harms associated with excessive alcohol consumption during the Christmas and New Year period.

“While many people drink alcohol responsibly, the cost to individuals and the community from excessive alcohol consumption is enormous,” Executive Director Drug and Alcohol Services SA, Keith Evans said.

“There are many things we can do to help ensure that our end of year parties and celebrations are safer and more enjoyable.

“A range of resources that provide good tips on hosting parties, laws around supplying alcohol and responsible drinking are available free of charge by calling the Alcohol and Drug Information Service on 1300 131 340 or logging on to www.alcohol.sa.gov. au,” he said.

In 2005 the state government surveyed the community to find out what people thought about public drunkenness.

The results were diverse.

67 per cent of people surveyed said it was not acceptable for people to get drunk in public, but almost 60 per cent of those aged 15 – 24 felt that it was acceptable, and 41 per cent of South Australian parents agreed with them.

Almost half said reducing the availability of alcohol would make it harder for people to get drunk in public, while stricter enforcement of underage drinking, stricter law enforcement and public education were seen as the three factors most likely to reduce public drunkenness.

The following questions have been answered by the Environment Forum Q1. Multiple recycling bins as per Adelaide (i.e. cans, bottles – Green – Rubbish) A1. The Environment Forum has just completed a survey to try and get community support for kerbside recycling. We have just sent the proposal to Council to seek endorsement. There was overwhelming support for Kerbside recycling in Roxby Downs and most people thought that a separate bin system would be preferable.

At this stage the model we have suggested to council is a separate garbage bin and separate recycling bin. We have not looked at a greenwaste bin at this stage (given the additional cost to the ratepayer) but this may be something to investigate further down the track once we get past this first hurdle Q2.

Dog owners flout the law

Festival of the Trees The deadline for entries for the Festival of Trees is fast approaching, and the FOT committee is urging all community members to get along to the library and get in their entry forms.

“It is time to dust off the baubles and shake out the tinsel,” Committee member Helen Edwards said.

“The Festival of Trees is a chance for the Roxby Downs community to get creative and really explore the spirit of Christmas.

Almost three months after dog registrations were due there is still a large number of dog owners in Roxby Downs flouting the law by neglecting to register their animals.

“It is not necessarily the most expensive tree that wins, we had some wonderful trees last year and the judges look for a range of qualities in the winning trees,” she said.

Entry forms are available at the Roxby Downs Community Library.

Trees must be delivered to the Cultural Precinct by November 23.

“I’m disappointed that residents who have been issued with several notices are still failing to comply with the law and register their dogs,” Municipal Works Officer for the Roxby Downs Council Peter Keller said.

“This forces council to issue fines

and owners of unregistered dogs should note that the expiation notice for an unregistered dog is $80, council will also be issuing follow up expiation notices for the same amount every 14 days until the registration is paid.

“Council has been more than fair in its patience, Lisa has worked tirelessly to ensure as many dogs as possible are followed up and several warnings have been issued, from this point forward expiation notices will be issued,” he said.

Last year, in spite of repeated calls

through the media and multiple letters to residents, a large proportion of dogs in Roxby Downs remained unregistered.

This year the Roxby Downs Council is determined to reduce the number of unregistered dogs in town.

Dog registrations vary in price from $42 for a standard dog to $24 for a desexed, micro-chipped, trained dog.

Registration forms are available from the council offices in Richardson Place.

Arts & Youth News Arts Matters Written by Rodney Mitchell

We have taken down the excellent work of our graduate art students and now the Precinct Gallery is full of the idea of a tree at Xmas.

The silly season has started early this year, kicked off by a Federal election this Saturday.

The obscene amount of information the ordinary voter has been exposed to over the last few months is enough to drive anyone nuts. Canberra is having their day in the sun.

Adelaide has had their pageant, and our pageant is coming up on December 8.

The next deadline that we should be watching is February/March next year.

In February the Federal Department of Information Technology, Communications and the Arts will be asking for applications under the Festivals Australia program.

This program is there to help artists and community organisers in the regions to access artists from other regions and the cities to underwrite their Festival programs. The Oktopalfest Committee might take note.

The Arts and Culture Forum considered applying for funding in the August 07 round.

At that stage we were running the first Red eARTh Festival. We knew the deadline was there, beneath the blur of activity, but without having the time to reflect of the success or otherwise of the Red eARTh Festival, the Forum wasn’t in a position to project forward twelve months to the next August.

Unless the Arts and Culture Forum have a rush of blood to the brain and it opts again to do the planning cycle within eight months as they did last year, it seems our Red eARTh Festival will be a biennial event, at least for the foreseeable future.

Next year is the 20th birthday party. The Area School, and the Arts and Culture Forum came to an understanding this year that, congruent with the written history, 2008 is the year we will celebrate the anniversary of that fateful day in November when the mine was officially opened, the sulphur plant did a hiccup, and the town partied the night away.

There are other less obvious reasons why going biennial is attractive. This year we managed a renaissance in our volunteer effort. I was on board during Outback Fringe 06 and I know how many volunteers were on the ground for that weekend.

Our Red eARTh Festival increased the involvement of volunteers dramatically. We had a whole range of local arts practitioners volunteering their time to take workshops.

The Alex Downunderland production required a huge volunteer effort, as did the Finale celebration.

That doesn’t include the mammoth effort by the Forum itself in organising the program, doing the publicity, and sorting the logistics. Arts volunteers are let off the hook occasionally. It is seasonal work. The danger of volunteer burnout is not as critical as some of the other organisations around the place.

The SES and the CFS volunteers, for example, are involved in serious call out duty and an on going training commitment. The problem of volunteer burnout needs to be delicately balanced against its opposite, dead inertia.

Roxby Downs students have helped South Australia smash previous reading challenge records, with more than 100,300 students completing the Premier’s Reading Challenge this year.

At the Roxby Downs Area School almost 120 students completed the challenge, earning 34 certificates, 43 bronze medallions, 29 silver medallions and 8 gold medallions.

St Barbara’s Parish School handed out 15 certificates, 15 bronze medallions, 11 silver medallions and 8 gold medallions.

“The challenge has been very successful in encouraging children to read,” RDAS Coordinator of the Premier’s Reading Challenge, George Norberts said “The fact that there is a medal or certificate at the end of the challenge has been a real incentive,” he said.

All medals and certificates have now been handed out at school assemblies at St Barbara’s Parish School and the RDAS. “Nearly 10,000 more students completed the challenge this year, an increase of more than 10 per cent compared to 2006,” Premier Mike Rann said.

“That is an outstanding achievement and every single student, along with their families and teachers should feel very proud.

“This Challenge is truly the Olympics of reading, with many sports stars and other identities helping to promote reading through their role as Premier’s Reading Challenge Ambassadors.

“Although there are Reading Challenges in many Australian States, South Australia was the second to begin in 2004 and we are the only state to award medals.

“We are even sending medals to children who have left the State but wanted to continue the Challenge, with medals going to Queensland, Victoria, the Northern Territory, Ireland, Vanuatu, Canada, Indonesia, the United Kingdom and the Philippines,” he said.

Dinner with an international twist

N

either heat nor rain, nor desert night could keep the revellers from the St Barbara’s Parish International Dinner on the weekend, with almost 200 people turning up to enjoy the event.

With dishes from India, Thailand, South Africa, Ireland, France, Italy and beyond, there was something for everyone, and not even the unseasonal thunderstorm could keep the partygoers from tucking in and enjoying themselves.

“It was a good night,” organiser Father Brian Matthews said.

“We have people from all over the world in Roxby Downs, dinners like this allow us to explore different cultures, share a meal and promote good will.

“It is important for us to remember that we need to be accepting of other people.

“Australia has been very good in the past at absorbing new cultures, which helps people new to our country become part of our culture, and in turn makes our own culture richer.

“The more you know and understand someone, the greater the ability to empathise with them.

“I’d like to thank all of those who provided food for the evening, Coates Hire, OD Transport, Eldo hotel Woomera, John Sessarego, Michelle and Spuds Roadhouse, Barbara at SDS, Mr. Smith’s Year 6/7 class, Phil Lacey, Yogi, everyone who helped set up, the kitchen staff, bbq hands, dish washers and food preparers.

“A special thank you to Wayne who managed the kitchen, a true God send, and to Sister Patricia, who is always working hard in the background, without you I could not do all the things that I do.

“Finally to everyone who came, thank-you for supporting St Barbara’s Parish, I hope you had a chance to catch up with old friends and to meet and make new friends.

T

he Desert Dirt Go-Cart Club held its Club Championships on Saturday, and in spite of the blistering heat, a great time was had by all.

Smokie Dawson took out the 1st Class KT Open, with Mario Calligaris coming in 2nd and Raymond Forrest in 3rd.

The J Junior class was won by Thomas Wilson, with Jayden Dawson in 2nd place and Nick Calligaris in 3rd.

The Wild Bunch (125cc and 250cc Open) was won by Smokie Dawson, with Terry Brushenham in 2nd place and Brenton Swann in 3rd.

“The championships went really well,” Club President Ashley Eichner said.

“The heat was a bit of a factor, but we still got in four heats per round so that was good,” he said.

The Desert Dirt Go-Cart Club would like to thank all the sponsors that supported it during the year including Mitre 10, Beenham Elite, Wear Products, National Pipe and Civil, York Civil, Coates Hire and Cavpower.

Knights on shining motorcycles They assembled in Richardson Place in the hottest part of the day, sweating in boots and leathers, on motorcycles of every description, from massive, gleaming chrome encrusted Harleys to older Japanese bikes, lovingly restored to their former glory, Roxby’s biking community, coming together to support the region’s needy children.

Each rider carried a toy or present, linking them to bikers all over Australia, who turn out in force to support disadvantaged children at this time of the year, proving you should never judge a book by its cover, for under many a bushy beard beats a heart of gold.

They gathered, and then they left, roaring off into the searing desert, heading to Andamooka for the Roxby Local Toy Run. Local community member and toy run

Santa, Vicki Mason said the event is all about supporting kids from families that are less fortunate.

“The toys go to the CWA in Andamooka, which distributes them to needy children in the region,” Mrs Mason said.

“A lot of people in our area, particularly those on the stations have been doing it tough with the drought, this is a way for us help them have a merry Christmas.

“I do the toy run every year, it’s a good day and a really great bunch of people.

“I dress up as Santa for the kids, which also helps satisfy something inside me, I love any excuse to dress up.

“These people who come out every year are wonderful, they enjoy their bikes and they are happy to give up their time for people less fortunate than they are, and that’s what it’s all about really,” she said.

One in five baby boomers plan to never leave paid work, according to a new survey released as part of National Psychology Week.

More than half of baby boomer respondents said enjoying work (56 per cent) and keeping an active mind (55 per cent) motivated them to stay in the workforce.

boomers seem to be less driven by financial rewards and more by the stimulation and satisfaction they can gain from their jobs,” APS president, Amanda Gordon said.

“The survey suggests this generation are really enjoying their work and feeling positive about remaining in the workforce.

“Employers should consider these key motivators when developing retention strategies for baby boomer staff.”

When asked about leaving the paid workforce, baby boomer respondents said accessing good

healthcare (56 per cent), maintaining independence (55 per cent) and upholding current living standards (49 per cent) were their main concerns.

“Interestingly, although income was not an important motivator for remaining at work, 47 per cent of respondents expressed concerns about not having enough finances to retire with,” she said.

“This feedback is in line with the survey’s overall finding that Australians have a very positive attitude towards ageing,” Ms Gordon said.

Big loss on productivity Despite record levels of employment, Australians wasted an average of 19.4% (45 days) of working time in 2007, according to a global survey conducted by Proudfoot Consulting.

The study ranks Australia 9th out of eleven nations for overall productivity.

The Netherlands was ranked 1st and Japan last.

Now in its seventh year, the 2007 Report found that unproductive time in Australia has actually increased over the past four years.

In 2003-04, Australia recorded just 28.9% in unproductive time; by 2005-06 this figure had grown to 34.4%.

This places Australia higher than the global average (31.4%).

It is also higher than the UK (33.3%) and the US (29.15%) where unproductive time has fallen over the same period.

Further, the percentage of GDP lost to inefficient work practices is highest in Australia at 8.9%, translating to a US$69 billion cost to the economy.

At the other end of the spectrum is the US where wasted working hours costs the country only 5% of GDP. “On Proudfoot’s survey measures, productivity in Australian business rivals the best in the world,” HSBC Chief Economist, Dr John Edwards said.

“But the same survey evidence suggests there is room to do a lot better. With

labour hard to find and the Australian economy fully stretched, any substantial gains in workplace productivity are well worth exploring.”

According to the report the barriers to improved workplace effectiveness include, inadequate workforce supervision (31%), poor management planning and control of work (30%) and poor communication (18%).

Peter Braithwaite, Vice President, Proudfoot Consulting believes the Report’s findings send a strong signal to all Australian companies to actively address work place productivity issues.

“There is a big question that emerges from the report around the ability of executives to accurately assess their own company’s performance.

“Executives appear to over look fundamental workplace inefficiencies rather than acknowledge and address them,” he said.

“In a climate of increasing interest rates and inflation, companies need to embrace their responsibility of improving productivity at the micro level.

“Addressing workplace inefficiencies now will have long term benefits including healthier bottom lines, increased competitiveness and happier employees, not to mention billions of dollars for the economy,” Mr Braithwaite said.

Safe sex reminder for schoolies High school graduates packing their bags and getting ready to attend Schoolies celebrations around South Australia have been issued a reminder to make sure they practice safe sex and use condoms at all times.

“Graduation is an exciting time for all schoolleavers and, with the party atmosphere at an all time high, the chances of engaging in sexual activity during the Schoolies celebration is greatly increased,” Jill Michelson, Acting Australian CEO of Marie Stopes International said.

“Unfortunately, we have traditionally seen an increase in the number of people needing advice for unplanned pregnancies and sexually transmitted infections reported in the weeks following the Schoolies vacation.

“It is therefore vital that teenagers have access to condoms and that they use them at all times,” she said.

The Devils never quite got hold of the Rogues attack until Darren McEvoy unleashed an astonishing onslaught near the end of the innings belting a string of sixes to lift the final total to 8/183 after it seemed that Olympic Dam may only post a score near the 150 mark.

Reports from Donovans to the mouth suggest that the action is hotting up with both soft plastics and hard bodied lures working.

Hindmarsh River also has bream biting on cockles and green prawns.

The Back Beach at Streaky Bay has some nice salmon. The fish are in a gutter 500 metres to the North of the carpark.

Gooolwa Beach has Salmon and the odd Gummy Shark. Dusk until 2 hours after dark are the best times.

What are the Fuwa’s?

ecently BHP Billiton introduced the Fuwa’s to Roxby Downs at the Family Fun Day and many people have been asking about them, so we at The Monitor decided to get the ‘gen’ on these Olympic symbols.

Fuwa’s are the Official Mascots of Beijing 2008 Olympic Games, carrying a message of friendship, peace and good wishes from China.

Based on the Five Olympic Rings, the Fuwa’s are designed to express the playful qualities of five little children who form an intimate circle of friends.

Fuwa’s also embody the natural characteristics of four of China’s most popular animals; the Fish, the Panda, the Tibetan Antelope, the Swallow and the Olympic Flame.

Each of the Fuwa has a rhyming two-syllable name – a traditional way of expressing affection for children in China.

Beibei (Blue) is the Fish, Jingjing (Black) is the Panda, Huanhuan (Red) is the Olympic Flame, Yingying (Yellow) is the Tibetan Antelope and Nini (Green) is the Swallow.

When you put their names together, Bei Jing Huan Ying Ni, they say “Welcome to Beijing,” offering a warm invitation that reflects the mission of Fuwa’s as young ambassadors for the

Olympic Games.

They also embody both the landscape and the dreams and aspirations of people from every part of the vast country of China.

In their origins and their headpieces, you can see the five elements of nature; the sea, forest, fire, earth and sky.

Beibei (blue) in China’s traditional culture and art, the fish and water designs are symbols of

prosperity and harvest. And so Beibei carries the blessing of prosperity. A fish is also a symbol of surplus in Chinese culture, another measure of a good year and a good life.

Jingjing (black) is an athlete noted for strength and brings the blessing of happiness wherever he goes.

As a national treasure and a protected species, pandas are adored by people everywhere. The

lotus designs in Jingjing’s headdress, which are inspired by the porcelain paintings of the Song Dynasty (A.D.960-1234), symbolise the lush forest and the harmonious relationship between man and nature.

Huanhuan (red) is a child of fire, symbolizing the Olympic Flame and the passion of sport – and passion is the blessing he bestows.

Huanhuan stands in the center of Fuwa as the core embodiment of the Olympic spirit. And while he inspires all with the passion to run faster, jump higher and be stronger, he is also open and inviting.

Yingying (yellow) like all antelopes, Yingying is fast, agile and can swiftly cover great stretches of land as he races across the earth. A symbol of the vastness of China’s landscape, the antelope carries the blessing of health and the strength of body that comes from harmony with nature.

Nini (green) is drawn from this grand tradition of flying designs. Her golden wings symbolise the infinite sky and spread good-luck as a blessing wherever she flies. Every spring and summer, the children of Beijing have flown beautiful kites on the currents of wind that blow through the capital.

Among the kite designs, the golden-winged swallow is traditionally one of the most popular.
