The year 2013 began with an impassioned video presentation during the January Leadership Conference from Senator Stabenow, reaffirming her commitment to the equitable treatment issue. Thanks to her push and the continued advocacy efforts of NADP, the final regulations on essential health benefits offered some method of maintaining the sale of separate dental coverage outside the Exchanges in the small group and individual market. Throughout the year, NADP continued to serve as the representative and recognized resource of the dental benefits industry. With the success of your company always on our mind, NADP achieved the following on your behalf: •
While our members identified Equitable Treatment as their top health care reform priority, NADP also advanced all your HCR priorities, including: o ensuring the offer of dental in Exchanges is meaningful and o providing options for an affordable child’s benefit structure, o supporting funding of various provisions to improve oral health

NADP produced several members’ only comprehensive Advocacy Resources spreadsheets tracking numerous issues and aspects of health care reform.

Serving as your industry voice, NADP enhanced its collaborative relationship with the American Dental Association and maintained its leadership positions on a multitude of critical industry organizations including the Dental Quality Alliance, ADA Code Maintenance Committee, X12, Workgroup for Electronic Data Interchange and more.

NADP created the Standards and Transactions Initiative (STI) to enrich our industry’s representation in this arena and build on the strong foundation formed over the past decade.

We expanded outreach to the broker community to increase their knowledge of our industry and association by exhibitors at the NAHU conference and getting their agreement to run articles, promote a broker specific cut of our research, broadcast webinars and compliance briefings. CONVERGE registrations, sponsorships, and exhibitors were highest ever, which helped us to fund several more important initiatives to support our HCR efforts and exceeded our financial expectations for budgets and reserves.

We produced the first wave of a multi-year research project, NADP ACA Implementation Tracking Study, which provided valuable insight on employers’ behaviors and perceptions regarding dental benefits under the SHOP Exchange environment.

Last year, NADP set a record for member engagement: 228 individuals serving in 395 volunteer positions on 14 different groups. We appreciate their work and commitment to our association and industry. Advocacy Government Relations
Serving as your industry representative, NADP presented the unique needs of the dental benefits industry to a wide audience of industry stakeholders and the media. Thanks to the dedicated work of NADP volunteers and staff, the dental benefits industry saw many successes this year in Health Care Reform and Government Relations and steered several key issues and deliverables including:
Exchanges
In its fifth year, the Health Care Reform Task Force (HCR TF) continued to advance key industry positions within the Affordable Care Act (ACA) through ongoing outreach and communication with staff of the U.S. Department of Health and Human Services (HHS) as well as Congressional leaders. The HCR TF shaped dental participation on Exchanges and positively impacted several areas including security and privacy requirements, enrollment processes, templates, fee calculations, administration of cost sharing provisions and plan design. Similarly on the state level, the State Exchange Task Force (SETF) advocated for the industry in each of the State-Based Marketplaces (SBMs) and provided vital comments to several states on participation standards, administration of fees, navigator standards and plan design. California presented the industry with several legislative and policy challenges throughout the year including SB 639, AB 18 and an Exchange dental policy reboot. NADP played an active role in supporting member plans and the California Association of Dental Plans (CADP) in discussions with the Covered California (Exchange) board, providing comments and testimony on several key issues, as well as assistance in funding a Milliman paper on loss ratios.
Consumer Financial Assistance
A critical issue for the industry continued to be the application of consumer assistance provisions to separately offered dental plans. Early in the year, NADP joined with more than 40 organizations including the American Dental Association (ADA), Delta Dental Plans Association (DDPA), and consumer groups in a letter urging the U.S. Treasury to include the cost of stand-alone dental benefits in the calculation of the ACA premium tax credits. Throughout the year, the HCR TF organized efforts to gain support from 14 Senators to urge the IRS to clarify this policy. NADP is hopeful that the parallel efforts from lawmakers, the dental benefits industry, consumer advocates and the provider community will move IRS to clarify the policy in further rule making in 2014 and ensure premium tax credits are distributed on an equitable basis to families across all the states.
Equitable Treatment
Early in the year, NADP and plan representatives met with the White House and HHS General Counsel to discuss Equitable Treatment and any possible legal paths or clarification. Within its Final Rule on Essential Health Benefits (EHB), Health and Human Services (HHS) included a long awaited “fix” on this issue that would allow medical plans to be considered compliant so long as the issuer is “reasonably assured” that an individual has obtained pediatric dental services through an “exchange-certified” stand alone dental plan. NADP sought clarification and continues to meet with Center for Consumer Information and Insurance Oversight (CCIIO) on Reasonable Assurance and is committed to continued advocacy at the federal and in the states on the policy. 4

Programs Tools, Education and Outreach
To provide helpful resources for members and advance the dental benefits industry, NADP developed several key Issue Briefs for the public and worked with stakeholder groups including National Association of Insurance Commissioners, American Dental Association and National Academy for State Health Policy to educate consumers on the changing dynamics of dental benefits offerings. Available on the Health Care Reform page of the “Advocacy” section of nadp.org, the newest brief “Dental in the Marketplaces: Consumer Tips on Shopping for Dental” helps consumers understand the various selections and complexities regarding pediatric dental coverage options offered on the new Marketplaces. The Association is committed to providing members with the critical, quality resources necessary to actively participate in legislative sessions and health care reform discussions at state and federal levels. To keep these resources easy-to-use and easy-to-find, NADP collected all “member-only” advocacy resources and tracking grids into one, comprehensive web page, Advocacy Resources, that is updated frequently. Resources updated online include advocacy briefings and presentations as well as tracking Grids on Exchanges, ACA Regulations, Essential Health Benefits and Government Relations. The ACA changed the landscape of medicine, dental, and health policy, and while the impact on the dental benefits industry is still unknown, NADP continues to roll up it sleeves and get into the weeds, taking on critical issues for the betterment of all dental plans and the consumers they serve.
NADP Health Care Reform Task Force Chair Jon Seltenheim, United Concordia Companies, Inc., and Executive Director Evelyn Ireland, CAE, have made numerous trips to Washington, D.C. to press NADP’s view with policy makers – from Congress to the White House.

Advocacy Industry Collaboration
Based on direct and vocal feedback from NADP members, the Professional Relations Council (PRC) examined the needs and desires of the dental benefits industry in the coming years and reconstituted the volunteer groups under a new identity; the Standards and Transactions Initiative (STI). The STI will focus on the future of the dental benefits industry as we move to enhanced usage of electronic data interchange (EDI) in response to sweeping changes in the way dental benefits are provided. In 2014, the STI will consists of four workgroups (WGs) including the Codes WG (formerly CDT WG), Clinical, and Operations (formerly Professional Relations WG). A new WG for EDI was formed to give NADP a clearer and louder voice on issues relating to EDI implementation issues under ACA.
CDT WG
The CDT WG began work in 2013 by commenting on draft guidelines for the revised Code Maintenance Committee (CMC) and many of the CDT WG’s suggestions were adopted by the full CMC. The CDT WG completed review of proposed changes to CDT-2014 and submitted nine (9) proposals to the CMC and prevailed on eight (8) with near unanimous support. Drs. Charles Stewart, Aetna, and Fred Horowitz, Nevada Dental Benefit, represented NADP at the Feb. 28-Mar. 2, 2013 CMC meeting with Timothy L. Brown, NADP Deputy Executive Director, and Brian Flynn, NADP Dental Informatics Manager, providing staff support. One approved NADP submission, D9985 sales tax, is the first ever administrative code adopted in the CDT and was passed with wide support of the CMC members when initial responses to the submissions were negative. Testimony and information, regarding the collaborative work spearheaded by NADP with ADA, DDPA, NDEDIC, WEDI and X12, provided to CMC members during the meeting significantly swayed opinions in favor of the sales tax code. NADP was asked by the CMC to proof the initial CDT-2014 files and was once again the first organization to receive the CDT-2014 files for distribution to NADP CDT Licensees five weeks in advance of the scheduled release, giving NADP members additional time for analysis and implementation. The CDT WG closed out the year reviewing changes for CDT-2015 including several substantive and editorial submissions from NADP.
Clinical WG
The Clinical WG once again gathered data for the only survey of the dental benefits industry related to diagnostic code usage and presented the results during a session at CONVERGE 2013 and refined questions for the 2013 implementation. WG members continued to monitor the actions of the Dental Quality Alliance (DQA) formed in 2010 and WG member, Dr. Craig Amundson, HealthPartners, and NADP Deputy Executive Director Timothy L. Brown participated as voting members in the DQA meeting held in July 2013 and Dr. Amundson at the December 2013 meeting. Several WG members attended the DQA Educational Conference held in June 2013. WG members participate on the Executive, Research and Development and pediatric measures development committees. The Clinical WG also took on oversight and review of the activities of the International Health Terminology

Programs Standards Development Organization (IHTSDO), with Dr. Horowitz and Timothy L. Brown representing NADP on the Dental Special Interest Group (SIG), in reviewing proposed changes to SNOMED/SNODENT in conjunction with the National Library of Medicine (NLM). They also attended the first face to face meeting of the Dental SIG in Copenhagen, Denmark in April 2013 and then Mr. Brown attended the full IHTSDO meeting in October in Washington, DC. As a result of the Dental SIG interactions, Dr. Horowitz and Mr. Brown have been working with a subcommittee of SIG members to develop a dental reference set for use in the US. This dental reference set of approximately 300 codes reduces the number of codes most providers and plans would need to initially integrate into EDI and EHR systems and should enhance implementation in the US. The Clinical WG also reviewed potential dental accreditation options and coordinated a review of the NADP Dental Plan Accreditation Standards (DPAS) developed in 1999. NADP has been in contact with at least three outside accreditation organizations to insure any organizations marketing dental accreditation has standards that are both applicable and appropriate for dental. NADP has also provided these organizations with DPAS and plans to be engaged in the review of accreditation standards appropriate to dental within the accreditation organization’s update and review processes.
Professional Relations WG
The PR WG began the year by reviewing priorities and developed a new work plan for 2013 that includes focus on enhanced relationships with Dental Service Organizations (DSOs) and usage of EDI in claims and electronic health records including claims and remark codes. The PR WG worked in tandem with the Clinical WG in reviewing the NADP Dental Plan Accreditation Standards (DPAS) developed by NADP in 1999 prior to release of DPAS to outside accreditation organizations. The PR WG also reviewed initial information from two outside dental plan accreditation organizations for appropriateness and applicability to NADP members. Conversations continue to allow PR and Clinical WG members to review draft proposals from Accreditation Association for Ambulatory Health Care (AAAHC) and Utilization Review Accreditation Commission (URAC) relating to dental plans accreditation. URAC offered NADP an unprecedented “first look” and opportunity to comment prior to publication on and standards they develop for dental plans. URAC is using NADP’s DPAS as a starting point for dental specific accreditation standards. WG members were briefed on advances on provider credentialing and several new organizations and new products under development. Interest in these developments prompted a session at CONVERGE 2013. As well, WG members directed staff to interact with the Credentialing subgroup of the Dental Group Practices Association (DGPA) on their efforts relating to credentialing. NADP is awaiting information from DGPA and their work to coordinate with the WG’s efforts.

Highlights of key interviews and press releases include: Kaiser Health News Reporter Mary Agnes Carey interviewed NADP Executive Director Evelyn Ireland regarding the pediatric dental benefit. CNNMoney.com Reporter Jose Pagliery interviewed Evelyn F. Ireland, NADP Executive Director, regarding how medical policies outside the exchanges must include dental for children now that pediatric oral care as an Essential Health Benefit. InsuranceQuote.com NADP provided reporter Leah Carlson background materials on what consumers should expect under the Affordable Care Act. LA Times Reporter Lisa Zamosky interviewed NADP Executive Director Evelyn F. Ireland, CAE, regarding the impacts of health care reform on dental benefits. New York Times ACA tax issues and the pediatric dental benefit (Reporter Catherine St. Louis) Medscape Medical News NADP Executive Director Evelyn F. Ireland, CAE, was quoted in Laird Harrison’s article, Advocates Protest Affordable Care Act Dental Regulations. The article explored estimates about the number of people who will be covered under ACA. Money Magazine Background regarding annual and orthodontia lifetime maximums. Politico NADP Executive Director Evelyn F. Ireland was quoted in an article by Kyle Cheney regarding the impact of the Affordable Care Act on dental benefit plans. Wall Street Journal • An article by Jennifer Corbett Dooren focused on equitable consumer access to dental coverage on and off the Exchanges under the ACA and featured quotes from NADP Executive Director Evelyn F. Ireland. • Reporter Jen Wieczner interviewed and featured NADP Executive Director Evelyn F. Ireland, CAE, in her article about the impact of Affordable Care Act (ACA) rules on dental coverage in the US. • Tips for Consumers Purchasing Pediatric Dental On Exchange, reporter: Kristen Gerencher Washington Post / Kaiser Health News Reporter Michelle Andrews quoted NADP Executive Director Evelyn Ireland in the article, Health-care law requires additional dental benefits for children. Washington Post Health policy reporter Sandhya Somashekhar interviewed NADP Executive Director Evelyn Ireland about the recent debate on pediatric dental benefits and the health exchanges under the Affordable Care Act.
Press Releases
NADP released “Commercial Dental Benefits Enrollment Jumps Dramatically in 2012,” which highlighted the 3% increase (11 million lives) in dental benefits at the end of 2012. The release appeared on numerous websites including MarketWatch and Yahoo Finance and several top-20 markets including Boston, Cincinnati, Dallas, Fort Worth, Kansas City, and Oakland. NADP released “NADP Publishes Consumer Shopping Tips for Dental Coverage in Marketplaces,” which provided examples of the various pediatric dental benefit options in the exchanges. The release appeared on numerous media outlets including Anchorage Daily News, Baltimore WJZ, Houston Chronicle, Minneapolis Star Tribune and WCCO-TV, Sacramento Bee and CBS stations in Chicago, Dallas-Fort Worth, Los Angeles and San Francisco.

Metrics Report
In conjunction with LIMRA, NADP published three metrics reports: 2012 NADP/LIMRA U.S. Group Dental Claims Processing Metrics , and 2012 NADP/LIMRA Administrative Metrics Report.
Sales Reports
Also in conjunction with LIMRA, NADP made the quarterly sales reports available to participating members.
Enrollment
DDPA partnered with NADP to deliver the 2013 NADP/DDPA Joint Dental Benefits Report: Enrollment to dental plan members in August 2013.
Network Statistics
Also in cooperation with DDPA, in December, NADP published the 2013 NADP/DDPA Joint Dental Benefits Report: Network Statistics. For the fourth year, this report requested the actual provider database managed and maintained by each participating company. As a result of this methodology, all dentists participating in a provider network have been counted individually. Thus, the outcome is a census of all dentists participating on any provider network rather than an estimate.
Financial Operations
After a hiatus for several years, NADP has published this report on the allocation of Premium among NADP members.
Premium and Benefit Utilization Trends
NADP implemented dramatic changes to the Premium Trends Report in 2011. This report no longer reports new premium trends, but is limited instead to In-force premium trends for DHMO, DPPO and Dental Indemnity products. Benefit utilization trends are also included in this report. We anticipate the publication of this report in the first few weeks of 2014.
Shared Research
NADP initiated a multi-wave survey of employers to assess employer knowledge of ACA and how it will affect their business. The survey will track employer actions related to health and dental insurance as the ACA’s SHOP exchanges are implemented. The original schedule for this study was modified just after the first wave of the tracking study was completed as the SHOP exchange delayed implementation was announced. The final three waves of the study will resume in January/February of 2014, with subsequent waves in July 2014 and January 2015.

Education NADP provided timely professional development opportunities addressing multiple industry challenges via its annual conference, CONVERGE 2013 and Webinar Series.
CONVERGE 2013
The year 2013 was one for the record books. CONVERGE (annual conference) attendance was not just the largest of the past five years but the largest ever with 441 participating! This is only the second time CONVERGE topped 400 in attendance! CONVERGE 2013 delivered the highest caliber professional development and networking opportunities available to the dental benefits industry in jam-packed educational sessions and informative exhibits. From start to finish, CONVERGE 2013 was packed with information and networking opportunities that attendees craved. For the second year in a row, 100% of attendees providing feedback would recommend CONVERGE to their colleagues. And for the attendees that felt “It would be great to have recordings of the presentations to share with our respective coworkers…. or “It would nice just to listen to the presentations again and again. CONVERGE 2013 record attendance spurred an Exhibit Hall which was sold out with vendors reaching out to the record breaking attendance from our industry. Three general sessions set the tone to exploration of critical issues and personal skills: • Caroline Pearson opened CONVERGE 2013 with salient insights into employer reaction to development of Exchanges and the delay in the employer mandate. • Garrison Wynn provided insight to winning in an unfair fight. • Ron White gave us the tools to become a brain athlete—remembering names of all of those we encounter in our work and personal life. All three general sessions gained perfect overall ratings on evaluations with Caroline Pearson of Avalere scoring 100% for the third year in a row. Marko Vujicic, ADA Managing Vice President, Health Policy Resources Center, joined this group with a perfect score for his Tuesday luncheon presentation of “Dentistry at a Crossroads.” The most popular and highly rated sessions focused more tightly on operational issues for dental plans and included: • PPO Network Trends with Aaron Groffman of NetMinder • Social Media Strategy with Nicole Kelley of Social Media Explorer • Loss Ratios Impact on Dental with Joanne Fontana of Milliman • Quality Measures for Dental with Krishna Aravamudhan of the ADA • The Consumer Mindset post Exchanges with Marc Pierce of Stonegate Advisors • E-commerce: How to Maximize your Market Presence with William Hinde and Kristin Irving, West Monroe Partners and Ted Novak of Clique Studios • HCR—The Path Ahead with the HCR Task Force The openness of NADP attendees continues to be a hallmark difference in NADP and other trade organizations with new attendees noting, “There is an openness and willingness to share that you don’t find in many meetings that you attend.” And the continued observation that the participation of the representatives of Federally Facilitated Exchange staff indicates NADP has established itself as a credible source of information on behalf of the dental benefits industry.

The 2013 Webinar series covered the gamut from personal skills like brain based presenting to adult learners to critical topics for marketing and development of quality measures for the future. Overall 2013 webinars rated similarly to 2012 but there was less attendance as members struggled to address the changing landscape of state and federal Exchanges. All NADP educational webinars are presented live and are available via recordings. Some of the most highly rated 2013 Webinars include: 1. Using Brain Science to Make Presentations Stick with Sharon Bowman: Discover 4 powerful brain-based tools that make ANY content more memorable, even content that is dry, technical, or complex. Put these 4 tools to immediate use in your next meeting or presentation and watch your audiences come alive! 2. Mommy Marketing with Kelly McDonald: Kelly McDonald of McDonald Marketing says the “mommy culture� is big. Women and moms make 80% of the purchase decisions for U.S. households. This session will show you exactly how to effectively tap into this large, lucrative and loyal market 3. Building a Measurable Social Media Strategy with Nichole Kelly of Social Media Explorer: Nicole helps you evaluate options for generating brand awareness, increasing revenue and improving customer retention against your core business goals so you can determine which social media goal is right for your organization. Then she dives right in to help you create strategies that are measurable. 4. Products for Outside of Exchanges with Kyle Stern, Dave Olson and Brian Goetsch of HealthScape Advisors, discuss how recent regulations change the small group market competitive dynamic. Specifically, HealthScape will evaluate the strategic implications of 1) SHOP decision to postpone employee choice 2) Embedded pediatric products and 3) Operational challenges associated with on and off exchange products and sales/distribution strategies.

Broker Initiative In the second year of the Broker Initiative, NADP gained tremendous strides in increasing brokers’ knowledge of dental benefits and the awareness of the association as a resource about the dental benefits industry. The Initiative began in 2012 when multiple volunteer groups pinpointed outreach to the broker community as critical to the success of the industry and the association’s strategic plan. Building on the knowledge gained from broker focus groups conducted in 2012, the Education and Research Commissions plus the Communications Committee made tremendous strides in their joint objectives to: 1. 2. 3. 4.

To fulfill objectives one and three, the Education Commission provided direction with a webinar for the National Association of Health Underwriters (NAHU) Compliance Corner, which presented key points regarding health care reform and its impact on dental benefits. The webinar was well received by NAHU attendees who submitted questions during the webinar and in the months that followed. NADP Executive Director Evelyn F. Ireland presented the webinar, which was so successful it prompted an invitation to present to the Louisiana Underwriters group. The Education Commission also provided oversight for the broker webinar presented to NADP members, which featured the NAHU vice president of government relations. The Research Commission contributed to the success of objectives one, two and three by publishing the Dental Carrier Benchmark Report, which NADP distributed in its booth at the 2013 NAHU Convention and Trade show. NADP also marketed additional research products to NAHU members. The Communications Committee worked with members from the Health Care Reform Task Force to publish a three-part series on the Affordable Care Act and Dental Benefits for NAHU’s Health Underwriter magazine and CDHC Solutions. The Committee also published articles on dental enrollment, the importance of dental coverage for adults and the state of the dental benefits market. The continuation of the Dental Intelligence series contributed to objectives one, three and four.
NAHU Convention Exhibit
NADP exhibited at the 2013 NAHU Convention and Trade Show in Atlanta. In the booth, NADP staff conducted informal surveys to measure awareness of NADP. Following the event, NADP encouraged purchase of research reports and subscriptions to the NADP SmartBrief weekly eNewsletter. NADP added 100 broker subscriptions following the event – the largest, single increase in subscribers in 2013. As a result of the of the Broker Initiative, NADP continued to gain valuable insight regarding brokers’ needs with regard to dental benefits.

Volunteer Excellence Jeanne Hensel, 2013 Gabryl Award Recipient
Laying a foundation for increased communication between dental plans and organized dentistry through publication of a series of industry articles plus long-term volunteer leadership earned Jeanne Hensel, National Director Specialty Benefits with Humana Insurance Company, the prestigious Gabryl Award, the association’s highest honor.
Hensel’s volunteer contributions include leadership in the NADP professional relations area. In 2003, she joined the Provider Practice Capacity Initiative, which became the Professional Relations Commission (PRC). In 2004 she was one of the three original presenters for the NADP Dental Benefits 101 Virtual Seminar, the basis for the first NADP on-line training program. In 2005 and 2006 she was the PRC Vice-Chair and became Chair of the PRC Content Subgroup in 2006, which she continues to chairs today. She received three Star awards and was nominated for the Gabryl Award in 2006. From 2007 – 2012, she served on the NADP Board of Directors. In her role as PRC PR Chair, she contributed to the development of a standardized presentation of the dental benefits industry for various audiences and redirected the PRC PR Workgroup to collaborate with Dental Service Organizations. She also served as Vice-Chair (1997) and Chair (1998) of the Education Commission’s Exhibit/Sponsorship Subgroup.
Jon Seltenheim, 2013 Don Mayes Leadership Award Recipient
Jon Seltenheim, the Senior Vice President, Business and Government Strategy, for United Concordia Companies, Inc., received the NADP Don Mayes Leadership Award for leading the dental benefits industry with insight and wisdom during the critical era of health care reform. Since 2008, Seltenheim has represented NADP members at the White House and in numerous visits to Washington, D.C. in his role as Health Care Reform Task Force Chair. He has guided the task force and association through the many challenges, changes and clarifications pertaining to the Affordable Care Act. Through his dedicated service to NADP, Seltenheim formed many influential relationships with members of Congress and the Administration, which advanced the industry’s health care reform concerns and positions.

In recognition of volunteer excellence supporting the association mission, NADP honored 11 individuals with the Star Award at the CONVERGE 2013 Opening General Session Sept. 10 in Las Vegas.
