Thursday, October 1 8:30am – 10:30am The Changing Landscape of Publicly-funded Dental Programs SALON 7
Change is becoming the constant for publicly-funded dental programs. Federal and state marketplaces refer eligible children to the Children’s Health Insurance Program (CHIP) and Medicaid programs—expanding enrollment in these programs. State expansion of Medicaid eligibility income levels has positive impacts on the number of adults with some access to dental care as well. Across the nation, states are redesigning their health care systems to promote higher quality health care, healthier populations, and lower per capita costs. And there are more calls for inclusion of adult dental in all state Medicaid programs and a dental benefit in Medicare. The Centers for Medicare and Medicaid Services (CMS) is supporting these changes with new satisfaction measurement tools and focus on quality measurement. While some of these trends are not immediately impactful for publicly-funded dental programs, they establish a direction that will move into these programs as well. Dr. Lynn Mouden, CMS Chief Dental Officer profiles how we got here and what is ahead for publicly-funded dental programs.
Dr. Lynn Mouden
Dr. Lynn Mouden earned his Doctor of Dental Surgery degree from the University of Missouri-Kansas City in 1975. He worked in private practice for 16 years in the small town of Weston, Missouri, before moving into dental public health. He earned his Master of Public Health degree from the University of North Carolina and worked as an associate chief for the Bureau of Dental Health at the Missouri Department of Health and Senior Services before moving on to Arkansas, where for 12 years, he served as the Director of the state Department of Health Office of Oral Health. Dr. Mouden took over as Chief Dental Officer at CMS in February.

Thursday, October 1 11:00am – 12:00pm 2015 Initiatives and Implementation Covered California SALON 7 Covered California recognizes the inclusion of oral health education, access, and quality are critical pieces of its goal to improve health outcomes for all members. This session will highlight this part of the Covered California effort, with an update on the launch of 2016 adult dental benefits and Covered California’s continued work to include oral health in health care reform. Discussion of planned initiatives for 2017 and beyond will include the future of standard benefit plan designs, quality and delivery system reform activities.
Taylor Priestley, MSW, MPH
In her role with Covered California, California’s Health Benefit Exchange, Taylor manages the Exchange’s Qualified Health and Dental Plan Certification Program, coordinates the dental program and serves as regulatory liaison. Taylor holds Masters degrees in Social Welfare and Public Health from UC Berkeley, where she researched pediatric oral health disparities with a focus on access to care. Taylor comes to the Exchange after extensive work in health and intervention programs for low-income and vulnerable populations.

Four states have “minority majority” populations, including California. Young people increasingly are opting not to get married. Asians have the highest household income of any race or ethnicity. Rural communities are losing population fast. The demographic changes in California are equally profound. Throughout the state, every local community today looks drastically different from ten years ago. And ten years from now, your community will look different than it does today. It’s imperative that you familiarize yourself with the changes around you. How can you best serve your community if you don’t know what it looks like? And the changes aren’t just demographic: the way we communicate and connect with each other is changing too. Our values and expectations change as we change. Whether you’re trying to build your business by expanding your customer base or attract and retain the best employees or deliver an exceptional customer experience, you need to know what the marketplace looks like today and what people want and expect from you.
Liliana Ramírez
With more than a decade of marketing experience, Liliana knows the power of marketing firsthand. She has worked with many of the country’s best-known brands, including Verizon, Toyota, HarleyDavidson, Nissan, Taco Bell, General Motors, The Dallas Mavericks, Sherwin-Williams, State Farm and MattressFirm among others, helping them increase their business utilizing various channels including digital marketing and advertising. Liliana is Director of Strategic Planning at McDonald Marketing, a Multicultural marketing agency. McDonald Marketing has been named one of the Top U.S. Agencies by Advertising Age and one of the fastest growing independently-owned companies in the U.S. by Inc. Magazine in the last few years. She works with clients to develop and implement multi-faceted, comprehensive marketing plans that include interactive as well as traditional media channels.

Thursday, October 1 2:45pm – 3:45pm 2015: Legislative & Regulatory Review SALON 7 Gain insight and understanding from this informative, interactive session presented by the newly formed CADP Legislative and Regulatory Committee (LRC) on Thursday, Oct. 1 from 2:45-3:45 pm. Join LRC Chair Crystal McElroy (MetLife), Vice Chair Richard Jones (Guardian) and CADP lobbyists Kristy Wiese (Capitol Advocacy) and Matt Back (Matt Back Government Relations) as they review the current and past actions of the California Assembly and Senate. They will also share updates on proposed and adopted regulations impacting the dental benefits industry.
Matt Back
Matt is the President of Matt Back Government Relations, a full service lobbying firm based in Sacramento. Matt has worked in California politics for nearly 20 years, with experience both in and out of State Government. In this time he gained extensive knowledge of the legislative and regulatory process, while developing strong contacts throughout state government.
Richard Jones
Richard is the Vice Chair of Guardian. Prior to Guardian he worked at GE Money where he was Vice President of Communications for the Americas region. Earlier, he ran the communications function at GE Commercial Finance’s Corporate Financial Services unit and before that worked at MasterCard Worldwide.
Crystal McElroy
Crystal is the assistant vice president over dental and vision product compliance and regulatory at Metropolitan Life Insurance Company in Irvine, CA. She currently oversees all compliance and regulatory issues as it relates to MetLife’s PPO and DHMO Dental and Vision business and oversees MetLife’s Health Care Reform/ Exchange operations.
Kristy Wiese
For almost 20 years, Kristy has represented both public and private interests before the California Legislature. As one of Capitol Advocacy’s partners, Kristy’s analytical, problemsolving and communication skills enable her to successfully influence California’s legislative, regulatory and administrative processes on behalf of its clients.

The Realities of the Modern Dentist in the Benefit World SALON 7 This macro-to-micro scan of the dental profession will offer perspective on California dental practices, an individual dentist’s data driven point of view in dealing with plans in his practice, and a discussion identifying common ground between providers and plans and how that may translate into opportunities where CDA and CADP can work together.
Jonathan Ford, DDS
Jonathan graduated from the University of Pennsylvania, School of Dental Medicine in 2007. Dr. Jonathan Ford is a general dentist and currently practices in Huntington Beach, CA. He is the byproduct of two dentists and joined his parent’s practice as an associate shortly after graduating. His parents have recently retired and he is now the sole provider. He understands that the dental benefits world is constantly in flux and he uses certain statistical indicators to keep a pulse on his practice.
Denise Martinez
Denise brings more than 20 years of experience in the dental industry. Beginning her career as an RDA in private practice, she joined a large dental benefit plan organization where she spent 17 years honing her skills. She brings a wealth of experience in claims processing, dental Medicaid fraud investigation, administration of government plans and implementation of HIPAA regulations, as well as experience as an expert witness in court cases for the state.

Ann Milar, CDA
Ann is the Senior Policy Analyst for the California Dental Association. In that capacity she monitors, researches and analyzes policy issues and trends for their impact on dentistry and CDA members, including public and commercial dental benefit programs. During her 10-year tenure with CDA, Ann has served in a variety of positions educating, assisting and advocating on behalf of CDA’s 26,000 member dentists.
