Pope Benedict exits to pilgrim
T
HE Pope left the Vatican in a motorcade before boarding a helicopter to the papal retreat yesterday. Pope Benedict XVI officially resigned, saying that he now “will simply be a pilgrim” starting his last journey on earth. The pontiff, aged 86, was earlier flown by helicopter from the Vatican to his retreat at Castel Gandolfo, near Rome. His deputy, Cardinal Tarcisio Bertone, is now in charge of the world’s 1.2 billion Roman Catholics until a new pope is elected next month. Benedict vowed “unconditional obedience and

T was an exciting scene yesterday in Maiduguri, the beleaguered capital of Borno State. Nine governors and one deputy (Zamfara’s Abubakar Aliyu) walked freely in a market waving at crowds who hailed them - apparently for their bravery and solidiarity. Borno State is the epicentre of the Boko Haram insurgency. The governors of the parties in the newly formed All Progressives Congress (APC) were in the city for their third meeting. They unfolded plans to begin a national campaign for the APC to mobilise Nigerians for change. Besides, they donated N200million to the victims of the Boko Haram crisis. HE Senate yesterday renewed the row between the National Assembly and the Presidency over national planning and budgeting. The upper chamber, through a unanimous resolution, mandated its committees on National Planning and Finance to review the national planning and budgeting linkage with a view to recommending immediate improvement. This followed a motion by Senator Olubunmi Adetunmbi (Ekiti North) and 46 others titled, “A call for review of the national planning and budgeting process.” Senate President David Mark lamented that some government officials had become “too powerful”, hijacking duties meant for other people and refusing to allow those charged with specific responsibilities to do their work.” Adetunmbi, in his lead debate, observed that the traditional five-year development plans the country used to operate had been replaced by a medium-term expenditure

framework. He believed that linking multi-year development plans to the national budget is fundamental to economic growth. The budget, he said, is the mechanism by which development policies are converted into spending priorities. The MediumTerm Expenditure Framework (MTEF) is a strategic, multi-annual perspective to the budget process. Adetunmbi observed that national plans allow the government to develop a holistic perspective that promote equitable distribution of resources and drive targeted economic growth compared to the narrow approval of MDAs, which is aimed at maintaining and or expanding resource allocation to them, based on the annual incremental approach to budgeting.
