IL giant Shell is threatening to shut down its operations, following massive crude oil thefts and bunkering in the Niger Delta. The Managing Director of the Anglo/Dutch company, Shell Petroleum Development Company of Nigeria Limited (SPDC), Mr. Mutiu Sunmonu, said: “We have now witnessed a significant upsurge in the ac-

tivities of crude oil thieves. The situation in the last few weeks is unprecedented. The volume (of crude oil) being stolen is the highest in the last three years. Over 60, 000 barrels per day from Shell alone. So, that, for me, is a great concern. “Over time, this whole crime has got a lot more sophisticat-
ed and you could see that the perpetrators are now setting up barge building yards; they are setting up storage facilities; they are setting up tank farms for storing the crude oil, prior to shipping out.” Sunmonu, who spoke to reporters in Port Harcourt yesterday, did not blame it all on the oil communities. He said: “This (oil theft/ille-
gal bunkering/illegal refining) is beyond communities. This is well-funded and heavily-armed gangs. What type of collaboration with communities will help you against people carrying guns, people who are very well armed? It is a reality that we have to face. You cannot even put the poor boys in the communities at risk. “They (the Joint Task Force
(JF) operatives) need to step up their game. If you look at what happened between July, August and November and probably December last year, we saw a significant drop in the amount of crude oil that was being stolen. But in January and February this year, it has gone back up. “So, that is a challenge for Continued on page 4
Boko Haram loses 20 men as army barracks raid fails Security agents probe Shekau’s whereabouts
THE MAN ASADU
From Yusuf Alli, Abuja
S
ECURITY agencies have launched a fresh probe into the whereabouts of Boko Haram leader Imam Abubakar Shekau, who denied calling for a ceasefire in a video released at the weekend. They are working on clues that Shekau and his wanted commanders may still be holed up either in Northern Mali or among Al-Qaeda in The Maghreb. Twenty suspected members of the sect were killed after a failed attack on a military barracks in Borno yesterday. The video tape has forced the government to direct all military formations, the police and security agencies to be on the alert. A source, who spoke in confidence, said: “The sudden appearance of Shekau has created a fresh security challenge to locate his actual whereabouts. It also showed that his lookalike might have been shot to death in the past few months by security agencies. “We are suspecting that he is either still holed up in Northern Mali or among the Al-Qaeda in the Maghreb with his commanders. “We are collaborating with France , Niger , Chad and Malian authorities to locate these Boko Haram leaders. On the alleged ceasefire declared by the sect, the source said: “It is obvious from Shekau’s video message that a faction of Boko Haram was interested in dialogue. This has confirmed intelligence report that the ceasefire should not be trusted in any manner. “It has become obvious too that the sect had broken into factions. Members of one of the factions also came out in masks to address a briefing in Maiduguri last week.” Concerning Shekau’s threat that Boko Haram will strike soon, the source added: “All military, police and security agencies have

T
HE Presidential Visitation Panel to the University of Abuja (UNIABUJA) has recommended the sack of the university’s management. The panel, which said the university was stinking, also said the top officials should be reprimanded for contract splitting and irrational decision to buy N37 million plastic chairs. About N110, 647, 045.00 is believed to have been misappropriated in the name of security honorarium. A top official of the university is recommended to refund N25, 501, 415. 08 “needlessly and unilaterally spent on image making and public relations”. But some top officers of the Federal Ministry of Education are trying to shield the report away from President Goodluck Jonathan, it was learnt at the weekend. The rot in the university was discovered by the Visitation Panel headed by Dr. T. C. Osanakpo (SAN). According to the panel’s report, many students graduated from the university without completing the requirements.
