BOR stops NORSU procurement CY 14 By John Dave V. Laturnas
THE BOARD OF REGENTS (BOR) of Negros Oriental State University (NORSU) verbally ordered the university authorities to stop all project procurement for the calendar year 2014 as discussed in the BOR meeting on June 4. This order of the BOR was revealed during the Bids and Awards Committee (BAC) meeting on August 28. According to BAC Secretary Glenn Lumjod, there was no proper written order issued by BOR supporting this stoppage of project procurements, however, it was well noted in the minutes of the meeting of BOR Secretary Adilly Utzurrum. “It is in the minutes of the meeting,” BAC Chairman Jose Tuballa disclosed. Lumjod said the BOR, through Commissioner Chairman Minella Alarcon, seems to make transactions difficult for the procuring entity [BAC] to process especially the request for the extension of the Student Accidental Life Insurance for school year 2014-2015.
Lumjod said their requests are countered with several conditions in which they had already complied. Sought for his statement, University President Don Vicente C. Real told TN in an interview Monday, September 8, that during the BOR meeting on Friday, September 5, it was resolved therein that the Annual Procurement Plan (APP) for Calendar Year 2014 won’t be approved anymore due to extreme delay. “Wala nay labot ang APP sa 2014 kay late na kaayo. What is to be deliberated instead is the APP for 2015.” The projects that will be affected include (1) Procurement of Student Accidental Life Insurance policy for S.Y 2014-2015, (2) Supply and Delivery of Instrumentation and Process control trainer for the College of Engineering, (3) Three Years Lease-toOwn of 200 Sets of Computer Units for NORSU Internet Research Station (IRS) in Sky Library, (4) Supply and delivery of one unit brand new school bus for NORSU BOR STOPS NORSU... page 4

ANOTHER RECORD OF excellence was accounted for Negros Oriental State University after all of its examinees passed the Geodetic Engineer Licensure Examination (GELE) posting a 100% passing rate. The three successful passers include Rovelyn Imbo, Lemuel Lumingkit and Le August Sojor. Two of them were fresh graduates and the other one is a repeater.
“I am so happy upon hearing the news that we got 100%, higher compared to the 37.37% National Passing percentage,” Engr. Josef Vill S. BOR proclaims Ligan FSG prexy In counter to Lumpayao’s appeal By John Dave V. Laturnas
THE BOR MEETING held last September 5, 2014 silenced arguments on Federation of Student Government (FSG) presidency position as NORSU Bayawan-Sta. Catalina SG President realized his claim as student regent thus, forsaking FSG Deputy Speaker Jerome Lumpayao’s protest. Lumpayao in an interview, told TN that Omnos’ issuance of the memorandum order nullifying SGDC-1 president Rojan P. Talita’s FSG presidency was illegal and that Ligan’s claim of presidency was self-serving. He said, “The very reason why Omnos’ issuance of the memorandum is illegal is due to the lack of jurisdiction to act on the matter.” Lumpayao further said Ligan’s claim is not supported by any legal documents. “By reason of technicality, Rojan has taken oath already so therefore, he is the FSG president,” he said. He also stressed, “I won’t forget. Ligan told me that the commissioner of BOR [Minella] Alarcon appointed him by a call to replace Talita as FSG president.” He continued, “It should be the FSG body who will decide on the matter and not anybody from the BOR.” When asked regarding the matter, Ligan, via social media, denied Lumpayao’s allegation. “It is not true that I was appointed. Who am I to be endorsed by the BOR?”

According to PDO Director Jayson Christopher Bancoro, the lack of facilities is one of the arising problems of the said external campuses during their visit. “Having this problem, others take their classes inside the gymnasium,” Bancoro revealed. N E G R O S O R I E N TA L STATE University (NORSU) will cater Senior High School in year 2016, as disclosed by University President Don Vicente C. Real during the K+12 and ASEAN 2015 seminar on August 19. The accommodation of senior high school, according to Real, was due to the educational system reform mandated by the Department of Education (DepEd) wherein NORSU shall serve as an institution for K+12 by the school year 2016-
2017. During the said seminar, Real shared that he already had submitted a board resolution on April 2, 2014 regarding the senior high school’s collaboration with the tertiary level. He further said the role of NORSU is to help DepEd and Commission on Higher Education (CHED) facilitate the incoming students of Grades 11 and 12. Divided by two It seemed like Negros Oriental State University has obviously banged its toll to its whole system, creating not just a mess, but a gong that reverberates to many other institutions of the province, or in the country in general. But despite everything, the individuals on the higher echelons are making it to the point of creating huge gap between themselves, worsening the situation and the chance of patching things up. There goes the division of parties. We could see that even the faculty themselves are breaking apart into different groups, one supports and one protests, creating vivid representations of less unity and understanding. Just recently, these two groups made their own moves. One wore black bands on their arms, showing and exposing themselves to the public, informing them (the students and the administration) that they are strong enough to stand against the flow of the current, fighting against the administration and of the university’s leaders. And the other party was pinning blue ribbons on their shirts as sign of their support for the administration, more particularly to the principles of the university president himself. Both were pounding each other with the so called silent war. Where then is unity if that will be the case? If students will be asked about their whereabouts on the university’s anomalies, they might as well say something with pure ignorance, or with firmness on their stand regarding the issues of the people running the whole university system. If the teachers and other faculty members are divided, will it be prolonged in a worst case scenario? If they will continue to do the same thing as members of this institution, how will they work with excellence if they are blinded with the university’s scandals and troubles, most especially that they are working on the same corners and departments. With the worsening case of the university, those in the top of the chart must work together to attain excellence. But this is not realized as of this very moment. Instead, they are fighting against each other with arms and ammos in their bags, banging in the walls only them could decipher. And of course, they have to have their company on winning the battle. Now, if one will give up and give the floor to the other party, do you think it will vanish all the negative auras and vibes for a settlement? But first, is compromising still a big word? Or is it something of the very least option? Is an agreement needed to settle everything at hand? Or is it still something to ponder? If these cases are yet to be furnished and resolved, does this mean that the groups will still be fighting silently among themselves until the time comes? Will they continue on being cold with each other and neglect their principles as teachers and professors of this university? Will they continue to squeeze emotions with their knuckles and discard the unity among differences? Let’s just hope that they are still bearing professionalism among themselves and continue to work with excellence, not just for the sake of the students, but for the sake of the whole university system in general.

Pointless Argument The world today is not just a battle of sustaining life but also a fight against the wicked-worldly things. If we are going to evaluate the atmosphere we have right now, the dominions of evil are quiet spreading and invading the humanity. Not to judge, but really even those faithful ones who are expected to produce good fruits seemed to harvest the opposite. In similar matter, I want to address this write-up to one of the issues that until today is still debatable and not yet cleared. It is the argument between the different sectors of Christianity. The popularity game… You know it. Don’t you? NORSU’s big arms are no longer parallel. One goes west while the other goes east tearing our university into halves.They go wild! And Norsunians, who are you in the scene? Passive extras whose role is to just clap hands, laugh and screech? Or mere school buddies who sit and read and then…ignore the deafening red sirens? This is it! ‘Mud throwing’ is the name. The game is played by factions on war. Suddenly, those mud bulks reached authorities. And now, authorities join the craze. They probe to prove. Ooh! Before I forget, the factions’ favorite game has a thrilling twist. This is what you should not miss! The mechanic is by color coding. Be careful! If you are wearing blue right now, men in black might put you in tribulation. But if you’re a dude in black, then hurry and say, “ Group hug!” Not just that. Both parties are

In my initial listening, a feeling of joy was set in my heart knowing that the sharing would let other people know about the Gospel. However, it eventually turned out to disappointment because the discussion has reached to some criticisms. What is the purpose of doing it? Do they have the authority to judge the religious belief of others? Is there something to argue with regard to religion? If we are to consult the Bible, there’s no one, not even you or me, have the right to judge other people in terms of their faith and spiritual beliefs. It is one’s will to choose what to believe as it is the right given to everyone. Thus, in this reality, it is sad to know that there are some Christians who still antagonized the teachings of their fellow Christians. Claiming that one’s religion was chosen by God and making false-witness against others must not be the acts we must possessed if we believe that we are a true follower of Christ. Yes, it’s true that religion will have a better influence in our faith but we must keep in mind that it will not take us to what God has promised about the eternal life. Instead of fighting with other religions, one productive way to do as child of Christ is to share the good news and evangelized the unbelievers and non-Christ-believers. Regardless of our variations in spiritual practices and beliefs, just as long as we live what Christ wants us to be and what He wants us to do, we could able to reach out and create a great change to the lives of many. In the first week of September, representatives from the Office of the Solicitor General and some from the Commission on Higher Education came to investigate all the allegations strucked against Real’s precious window glass. To name, the alleged irregularities in the purchase of the speech laboratory equipment pegged at Php6.8 million implemented by NORSU president Real to Bayawan-Sta. Catalina Campus were the fascination of our visitors. In my interview with him, the president in full confidence disclosed, “Not a single case was charged,” and left a challenge saying, “I AM WAITING”. That’s a challenge that would either vindicate him from allegations, or can turn his name into dusts under the soles of your feet. But what if those allegations are just defamatory schemes of some organisms crawling under the influence of fallacy? Will vengeance count in replenishing a devoid dignity? So much for that, as students, all we can do now is pray and obey the motto of ‘Kuya Kim’ that goes blah! blah! blah!...MATANGLAWIN! Got it? Have a regular pick-up of TN issue and vanish your reluctance on matters affecting you because in one way or another, we are the wet, ugly little ducklings under this unresolved...childish...mind-boggling… POPULARITY GAME! “The only way for young people, like you, to have a better life is through education.” –Sir Jun Jun We enter as working students while studying. We look forward to maintain good grades and to manage our time because these factors are essential. We consider the fact that almost all students will really feel the realm of pain. Who would have thought that a simple young man from a poor family became one of the grantees of Erasmus Mundus scholarship grant in Europe and one of the advocates in the United Nations Global Education First Initiative Youth Advocacy Group (GEFI-YAG)? A privilege like no other. An intro to the deserving guy A journey of his bittersweet success started when he was still in his elementary years. Way back in 2000, when he was studying in Rufino Castellano Elementary School of Calatrava, Negros Occidental, he was the class valedictorian. He then applied and was given a scholarship opportunity at Tañon College in San Carlos City to have his secondary schooling. Guess what, he still managed to be the valedictorian amidst the exigencies of his high school life. He then became one of the red-blooded students, a student of Silliman University in his college years. But his tertiary years’ memoirs were never pleasing to him. He never thought that he was about to enter the most difficult road. He was granted an Academic scholarship, Special scholarship and Work Grant scholarship (for working students). Along with enjoying these scholarship grants is to maintain a grade point average of 3.6 per semester (SU’s grading system: “4” as the 100%) and to be a working student in Silliman University Medical Center from 6 in the evening until 12 in the midnight in his Work Grant scholarship. Imagine a student from one of the schools in the vicinities in Castellano, Calatrava, Negros Occidental who will continue his battle in the city without any strong background of his new place. Yet he never thought of giving up. Instead, he was able to adjust with the new environment. He was like a pebble around the big rocks, but immediately mingled with other people. With allowances that were not enough to satisfy his expenses, he needed to make some “diskarte” just to seize the day. He would buy “pillows” (a party snack that come in cheese, ube, peanut butter and chocolate flavors) and “ice water” for lunch. These were only some of his common lunch buddies simply because he couldn’t afford to enjoy the luxury. He stated “It is so painful hearing the discussions of our teacher with an empty stomach.” For him, dinner is much important since he needed energy
to work in SMC. In addition to his misery, he was about to be kicked out from his boarding house due to unpaid bills. He was even having a hard time in maintaining his grades. He wanted to ask some help from his relatives but he received words of pure dejection, “Aw, ayaw na lang na’g paeswelaha, muras gihapon, dili na makahuman!” But he pursued his journey regardless of those obstacles, bearing in him the lessons and the courage in life. His life out of the old box With his struggles in his life, he was granted the honor of a Magna Cum Laude. After a week on his graduation, March 31, 2008, he applied for a job opportunity in Great Physician Rehabilitation Foundation, Inc. (GPRehab) where he accommodated four children with different disabilities in one class. He shared, “It was a challenge but as I went on with my work, I learned how to love it.” In fact now, it became his lifetime advocacy. To note, he was one of the “Ten Outstanding Students of the Philippines (TOSP)” of the batch 2008. After four years, he applied for an international scholarship from “Eramus Mundus Master’s Program” in Special and Inclusive Education, but he had to drop it because he could not yet leave GPRehab because of his work. On that same year, he applied for the United Nations Global Education First Initiative Youth Advocacy Group (GEFI-YAG) and was fortunate enough to be accepted. Well, we could say that his desire was really on Erasmus because he reapplied for the same It wasn’t an incubus that I want to forget, rather it was a dream that I desired to be true. I accidentally met him at the hallway in a fair setting and he immediately caught my innermost spot. I see lustful things for him, like an addiction to something that satisfies my visual pleasure. Just the same with other girls, I see myself attracted to this one soulful guy. I thought of those moments as dreams. That he’ll never be mine, but I wasn’t really expecting him for me. Then there was the time when he walked towards me like a masculine model, exposing his inner being. I thought that he has some personal things towards me, but crazy of me, he was just talking about their project. Like duh! That was my opportunity to, at least, know him and I grabbed it. I even had his phone number. My intention then was to make friends—obviously to hide the true feeling inside. I texted him “Hi” and he responded like what normal people do. I made my identity a secret, for me to be confident enough. But the secret did not last long. I told him my real name and some details perhaps. Guess what? We became closer because of that. I was so happy. I couldn’t hide the feelings to my friends, “Waaaaahh! Pwedi kiligon? Sauna magtagbo-tagbo ra mi. Karon, ka-text na nako siya. Ahhh! Pero dapat dili ra gihapon ko magpadala kaayo ani, kay basin unya masakitan ra ko at the end of everything. Nah! Lisod na.” I went to the next level. I concluded to myself, “Murag dili na man ni attraction ra uy. Don’t tell me I am falling for him?” Yes. I started to like him deeper than I had thought. Later on, he wasn’t just someone whom I liked, he was my buddy, my adviser. But I still wasn’t able to tell him the truth. That I am falling to his pits.

That is just so impressive! Moving on with his career. He has to be so busy. But take note, with his hectic schedule, he made himself available to all the students who need his expertise. He is now employed as an instructor in the College of Education, teaching 5 Special Education subjects. And in the span of two months he was able to give seminar-workshop in inclusive education in NORSU main campus and all the satellite campuses, and is also able to give time for his friends and family. Moreover, he is currently helping his family. He is the one who supplies the education expenses of his younger sister. This young educator is no other than Mr. Rolando C. Villamero Jr., or “Sir Jun-jun” as what his colleagues and friends call him. He is the man who stood up amidst all the challenges life has thrown and bombarded him. He is the living being who proved that life’s hurdles are just parts of our training as creatures. He is a proof that hardships, may it be due to economical endeavors or societal constraints, are never the reasons for us to stop. Instead, they are just encouragements for us to still strive hard and achieve our dreams. Afraid, I started to keep distance from him. But he is just too different. I told my friend, “Nganong friendly kaayo siya mu-text? Maka turn on jud ug samot ning tawhana uy. Awa pa gud oh. Basaha.” My friend read all the messages and said, “Eeeehhhh! Mura jud nay something pero ayaw ra jud pagassume girl. Pakang raba kang dako. Kabalo na baya ka sa mga laki karon.” “Wala ko ga-assume uy. I’m just enjoying the moment ba. Kanang mag-text ming duha. Pang-inspire ra ni sa midterm day!” One day, I received a GM (group message) from him. I was shocked by his statement and just thought it over. Though it was not directed to me, my instinct says otherwise. I didn’t ask him anything about his GM, instead, I sent my own GM showing what I felt that time. Since then, he became so cold. And I was already aware that his messages might aggravate everything. Enough is enough. Every time we meet at the university, I am trying to divert my attention into other things and ignore his presence to hide the pain. It was not much of a heartache but the feeling was there. I liked him but maybe that was just an immature sensation. That inspiration suddenly expired. Funny, but I am trying to move on in spite of what happened. Although moving on might be tough because we are seeing each other every day, I have to do this, even if it means killing me inside. Though it might be difficult, I know I can. Happy Go Lucky is an enthusiastic and a friendly person to those who are doing the same things to her. And take note, she is currently one of the Dumaguete City models, doing rampages in malls and photo shoots.

I met his family last summer and I felt that I am already a part of their family. There was one time when I visited them and all of a sudden, his grandmother treated me like a trash. Misconceptions will always be a part of the story since you are the girl and you were the one who visited your boyfriend. We suggest that you should widen your understanding in this situation. It would also help if you have your boyfriend visit your place at times since you mentioned that your parents are okay with your relationship. Google reps conduct lectures to faculty AS PART OF the Google for Education project, two representatives of Google gave lectures to faculty members of NORSU on August 27-29 at the Faculty Research Center.
With the theme “NORSU Goes Google,” Robert Rebusa and Christopher Pila talked about the implementation of the Google for Education project in the university. Rebusa and Pila shared some information regarding the features of the said project. These include the collaboration tools like online submissions, webmail and Google Drive which the users normally use in storing their educational resources, documents, spreadsheets and the like. The seminar also included discussions on innovative tools and educational applications like interactive and simultaneous editing of
files among students’ online and tasks checklist. “With Google for Education, learning is faster,” Pila said. Rebusa added that NORSU is a big university and through this project, Google could help provide educational services to the university. Moreover, the speakers advised the participants to practice those features and be exposed to the new services of Google which may be used in teaching. “This seminar is a learning experience to the faculty and students. With this, we could also make use of Google in office transaction, communication and file transmission,” Computer Information System Director Guilbert Nicanor Atillo disclosed. — By Kimberly Rose E. Student orgs unite in Himamat 2014 IN CELEBRATION OF the Himamat 2014, several student organizations of NORSU united through a dynamic worship held at the university gymnasium on August 22.
Several religious activities were performed reviving the religious faith of the participants. One of those include the interpretative dances presented by the members of Kristiyanong Kabataan ng Bayan (KKB), the host organization of the event. In their dances, they portrayed the characteristics of a good leader and of a Christian. According to KKB President John Harvey Maypa, the Himamat was not only a celebration for their organization but also a way for them to be acquainted with the other Christians in the
university. “Our main goal is to spread peace and unity to all students in NORSU,” he said. Maypa also extended his greetings to all students who had witnessed the Himamat especially to the League of Student Organizations, college governors and other active participating groups. “I feel glad that one organization conducted an event where the values of religion has been inculcated,” LSO President Vince Villanueva said. He added, the event just showed that LSO really exists in the university. KKB Chapters from Silliman University, ACSAT, and Negros Oriental High School also joined the religious event which aimed to unite, inspire and most importantly, serve the Lord.— By Irish Mae S. National News CHED, DepEd review guidelines for fieldtrip suspension recommendation THE COMMISSION ON Higher Education (CHED) and Department of Education (DepEd) are currently reviewing the guidelines regarding the fieldtrip suspension recommendation made by House Committee on Higher and Technical Education (HCHTE). In ANC News aired on August 27, HCHTE Chairman Roman Romulo recommended a temporary suspension to all fieldtrips in the country in order to protect students from danger. It can be noted that the recommendation appeared after the recently reported fieldtrip tragedy that had killed some freshmen Tourism students of Bulacan State University (BSU). Based on the investigation, it turned out that BSU was unaware of CHED fieldtrip guidelines. Also, CHED was unsure if the guidelines were disseminated to all regional offices of all State Universities and Colleges. “To suspend [field trips] until they are certain na maliwanag ang polisiya nila at alam na lahat ng mga paaralan,” Romulo said in an interview with ABS-CBN’s Bandila. According to the HCHTE, BSU had
its lapses to ensure the safety of the students and should be held accountable and responsible for the accident. Meanwhile, BSU is conducting its own investigation regarding this case. Proclamation revealed Since then, the position of FSG presidency has been left vacant until the Board of Regents (BOR) proclaimed Ligan as the FSG president during the BOR meeting held last September 5, 2014 at the office of the Commission on Higher Education in Manila. Both Ligan and Talita were present in the meeting for a consensual conclusion. According to Ligan, the BOR has already chosen the one who will sit as FSG president last July 4, 2014 however, due to indecisiveness on whether there was a quorum or not, it was only ratified last September 5, 2014.
FSG president Ligan stated via social media, “It is the board’s decision to take me in as the new member of the NORSU’s governing board as solely based on the wordings of the Federation of Student Governments of NORSU’s Constitution and By-laws as stipulated in Article VI, Sections 1 and 2.” For SGDC-1 President Rojan P. Talita, he agrees with the BOR’s new proclamation because according to him, it is based on the FSG constitution. “What has been published recently in the 10th issue of TN was credible and it was justified by the BOR basing the FSG constitution,” Talita said.
